Community radio big hit with youth

By Kelly Carmody COMMUNITY broadcast station ‘ONE FM 98.5’ which is based in Shepparton, ran their “The Youth Matters Program” over the first week of the school holidays.

People aged between 12 and 25 took part in the unique learning experience, where they were given the opportunity to produce and record a radio program.

ONE FM trainers Diane Hunter and Jason Welsh said the opportunity for young adults to take part in the program was potentially a stepping stone for their career, a way to build confidence and have a say on matters relating to them and their peers.

“IT’S obvious they want to be seen.

When you see one wall painted with some scribbles, you can shrug at it. But to go along for kilometres drawing on every surface you can reach, painting cars and businesses, and trashing the entrance to Shepparton is really disappointing.”

“I appreciate that street art can be a form of expression, but this is vandalism,” said Mr Gilberto.

Cheryl*, whose name has been changed for privacy, works in Shepparton CBD five days a week. She says the graffiti highlights a culture of anti-social behavior.

“Every day you see kids loitering around the Mall, riding bikes and scooters on pavements, and of course, more graffiti.

Swastikas have been made illegal, and so is graffiti, but I’ve seen Swastikas tagged on the walls in the car park,” she said.

Graffiti is a criminal offence. Marking publicly visible graffiti, or offensive graffiti, on private property without the owner’s consent is punishable by up to two years in prison and a maximum fine of $43,618.

Possessing graffiti implements with the intention to mark graffiti or possessing a spray paint can without a lawful reason are also punishable crimes that come with fines of up to $4,543.

THIS morning there was a countback of formal ballot papers cast at the Council’s 2020 general election to fill an extraordinary vacancy within the Council. The vacancy arose from Cr Rob Priestly’s resignation at the beginning of June.

The Victorian Electoral Commission (VEC) hosted the countback online from 10.15am on Wednesday, July 6, at the link: https://bit.ly/3nqmUl9 Rather than hold a by-election, votes have been redistributed to candidates who were unsuccessful at the last election, and who remain eligible to

participate in the countback.

By Kelly Carmody THE eight churches, community members and volunteers that collaborated to provide the Greater Shepparton Winter Night Shelter banner, have come together to discuss the need for change amongst the local homeless community.

Salvation Army captain Karyn Wishart said that the homeless were not using the churches to sleep in as much as they were previously, so a conversation around the most appropriate model and best way to help support these people needed to be had.

“We have noticed that our services are needed in a new unique way. Some of which may not be necessarily for the homeless either. We are now focusing on the trailer

37 submissions were received, resulting in over $330,000 added to the adopted budget to support several community projects and initiatives, including: • Murchison-Toolamba Community Hub design - $80,000 • K at a nd r a We s t H a l l l a nd s c api n g - $70,000 • Shepparton Search and Rescue - increased contribution from $16,500 to $88,000 • Tatura Park Playground - $50,000 • Toolamba Tennis Court redevelopment design - $40,000 • Shepparton Foodshare - contribution

increased from $30,000 to $50,000 “We hope the addition of this funding helps these local community groups and service clubs continue the fantastic work they are currently doing in our region.

This result truly shows the impact and importance of community feedback to the annual budget process,” said mayor Shane Sali.

The adopted budget includes a capital works program of $62.6M, which focusses on investing in existing assets, with 85 percent of the capital works program to be spent on upgrade and renewal projects that will provide opportunities for local businesses.

Following the development of the draft budget, Council saw a rise in the cost of processing co-mingled recyclables, resulting in an increase to the waste service charges in

the adopted document. The service charge has increased from anywhere between 4.12 percent and 22.99 percent, with charges now ranging from $107.00 for 120L or 240L recyclables to $466.00 for 240L of waste/recyclables.

While this increase was not accounted for in the draft budget, the change was deemed necessary due to the increasing costs and the ability to meet recyclability needs across the region.

Mayor Sali said Council considered the changing economic climate as the region continues through pandemic recovery.

“The adopted zero percent rate rise is below the State Government’s Fair Go Rates System rate cap of 1.75 percent and was endorsed in recognition of the hardship many in the community are experiencing after Covid,” he said.

Local support for stroke survivors

By Stephanie Holliday STROKE is Victoria’s leading cause of disability.

In 2020, there were 3,415 people living with the effects of stroke in Greater Shepparton.

These numbers will double by 2050.

The Stroke Association of Victoria is the only dedicated community-based support service for stroke survivors, their carers and families in Victoria.

They aim to bridge the gap from when stroke survivors leave clinical care, to when they return home and face challenges of transitioning back into the community and workplaces, and establishing the 'new norm' in their lives after stroke.

“For many stroke survivors who suffer isolation and anxiety as a result of their acquired brain injury, our centres provide a safe and supportive space to come together with peers. All stroke survivors and carers can access our services, no matter what stage of their stroke journey they’re at,” explained Shepparton Stroke Support Centre vocation consultant, Melanie Dudley.

Melanie is in the process of seeking a suitable facility to operate the permanent Stroke Support Centre from, where stroke survivors, their carers and families can access nonclinical support services focused on community inclusion and economic participation.

Everyone deserves a safe place to call home

By Kelly Carmody LEADERS in business, community, and government all came together and slept outside, without shelter, to raise awareness, funds and help change the lives of Australians experiencing homelessness. This annual event is called the ‘Vinnies CEO Sleepout.’

Local Primary Care Connect CEO Rebecca Lorains, was one of many who braved the cold to shine a light on the harsh reality that is homelessness and said the experience was amazing, but also devastatingly sad.

“The choice to sleep rough for one night really put into perspective when someone does not have a choice and often through no fault, they find themselves with no other option. It was heartening to see so many business leaders getting behind the magnificent work that Vinnies does, by not only raising funds but being open to really discussing the issues, seeking solutions, and putting more than just money into the solution,” said Rebecca.

“We started the night by picking our spots and we were allocated three pieces of carboard to use how we wanted, I chose to lay on two and build a hut over my head. We were served dinner from the soup vans that service Melbourne by the Vinnies volunteers, what a special bunch of people and the soup was delicious.

“The night was filled with videos and testimonials from those who have lived with the experience of homelessness, such stories but uplifting in their resilience and determination to live their best lives,” she said.

“Homelessness is everybody’s responsibility to address and as a community we need to work together to end this for all,” she added.

RESPECTED local academic, Dr Darius von Güttner, will shed light on Art in Conflict and the SAM Collection in a series of talks at the Shepparton Art Museum (SAM).

Art in Conflict, a collection from the Australian War Memorial, is the first touring exhibition to be presented at SAM. “This exhibition is incredibly timely, people are increasingly discussing history of conflict,” said Darius.

“There’s a lot of fear about what is happening in Ukraine. People all around the world have been affected, and many are expressing how they feel or what action they believe should be taken against Russia.”

Darius is a historian of East Central Europe who is researching the transmission of ideas and global history. He is involved in interdisciplinary research and teaches subjects that examine history from a global perspective.

Darius said this is a terrific opportunity for anyone interested in art, multi-media, or aesthetics to become familiar with the collection, but that this is also an opportune chance for students and teachers to learn more about conflict and its’ representation.

“Questions are being asked by young people.

They know conflict, they deal with themes of war and revolution at school in the books they study and the history they learn,” said Darius.

The three-part series will run July 19, 26, and August 2, from 5.30pm to 6.30pm.

Greater Shepparton Secondary takes out Marrung Award G R E AT E R S h e p p a r to n S e co n d a r y College has been recognised for its role in strengthening Aboriginal education and inclusion through an inaugural awards program celebrating greater participation and outcomes for Koorie students.

Minister for Education, Natalie Hutchins congratulated the winners of the Secretary’s Marrung Awards, which celebrate the contributions made towards achieving the Marrung Aboriginal Education Plan 2016-2026.

Among the winners was Greater Shepparton Secondary College, which – in partnership with the Goulburn Valley Local Aboriginal Education Consultative Group – received a Positive Climate for Learning award for consistently adopting cultural considerations recommended through engagement and collaboration with the Koorie community.

The school has about 250 students who identify as Aboriginal and/or Torres Strait Islander, reinforcing the need to embed and celebrate cultural perspectives in the

curriculum and throughout the school.

As part of its dedication to creating learning spaces respectful of First Nations peoples, the school commissioned an artwork at the entrance of its enterprise building which was produced collaboratively with two Koorie artists representing both the Yorta Yorta and Bangerang people. The piece, co-designed with students, serves as a visual representation of the region’s educational timeline.

The school features dedicated and culturally safe Koorie spaces in each of its neighbourhoods – Biyala, Dharnya and Bayuna – which were named following consultation with, and input from, the Yorta Yorta Nations Aboriginal Corporation and Bangerang Language Circle.

A yarning circle was also installed as part of initial landscaping works and can be used as an informal learning space.

Students tell their stories with possum skin cloaks STRONG PATHWAYS...

Youth group members developed their ideas and approached GSSC with the vision of establishing an art therapy project, and the Dunguludja Dana Arts & Cultural Program was born.

FOR tens of thousands of years, possum skin cloaks have protected Koorie people from wind, cold and rain.

The cloaks have also traditionally been used to preserve and tell stories with the hides acting as a parchment to display artwork and ideas, then stitched together to form an elaborate cloak.

Today, the practice is flourishing, and Greater Shepparton Secondary College Koorie students are among the youngest to learn the tradition.

Working in groups during weekly sessions,

students have spent Term Two creating three possum skin cloaks for the GSSC Neighbourhoods of Biyala, Dharnya and Bayuna.

The cloaks will be unveiled in NAIDOC Week and will be used to mark such important reconciliation events and for display throughout the year.

Val Atkinson, a Koorie educator at GSSC, said the program came about through general concern in the wider Shepparton Indigenous community on the health and welfare of young people.

“Some of our kids had experienced trauma and were not in a good place,” Val said. “We wanted to do something, to find ways to engage with them to build their pride in culture.”

Val said the formation of the Dunguludja Dana Youth Group last year literally began from a discussion at a backyard barbecue.

Yo u t h g r o u p m e m b e r s d e v e l o p e d th e i r i d e a s a n d approached GSSC with the vision of establishing an art therapy project, and the Dunguludja Dana Arts & Cultural Program was born.

The Possum Skin Pelts were purchased by VACSAL (Victorian Aboriginal Community Services Association) who funded the Dunguludja Dana Arts & Cultural Program.

Students created their unique designs and have used heated tools to burn the pelts with images.

When complete, a possum skin cloak is worn with the fur on the inside, so the artwork can tell the stories of its student creators.

Val said up to 80 students were enthusiastically taking part in the program and it was also attracting mentors and artists from the wider community.

“The kids love it,” Val said. “It’s very creative and is also providing them a culturally safe and welcome place to socialise.”

With Dunguludja Dana meaning “strong pathways” or “strengthening journeys” it is hoped this particular path will be a long one, with more Koorie art programs to come.

By Deanne Jeffers RUSH WORTH P12 student, Branden Wilson, w ill represent the state in swimming after being selected for the School Sport Victoria (Vic 10-19 Years and Under) swimming team. In August, the team will be competing in the School Sport Australia Championships to be held in Brisbane, Queensland.

It has been a great performance by Branden Wilson, who participated in a structured trial process to be selected to represent Team Vic. “I have been swim ming with the Shepparton Swimming Club for eight years. I started competitively swimming when I was nine years old,” said Branden, who says he is “excited” to be representing Shepparton.

“I competed in the 2021 National Age Championships at the Gold Coast in the 100 breaststroke. The State School Swimming competition will be my second time interstate to compete.”

Many past School Sport Victoria team members have gone on to compete at national and international competitions, including the Olympic Games, World

Championships, and the Commonwealth Games.

“I have always thought I would like to represent Australia in swimming. I like to think I am starting to head in that direction. I know if I keep working hard anything is possible,” Branden said.

Here’s hoping that Branden and his Victorian teammates can achieve their personal goals from this opportunity, and that Branden may be representing the country in years to come.

Court 1 saw Mike taking out all three sets in a strong performance. The standout on Court 2 was Brett, whilst on Court 3, Mike's son Oscar was too strong for his opposition.

Court 4 had, and I quote, "some of the longest games ever", with Hamish coming out undefeated. Sam took the chocolates on Court 5, whilst on Court 7, Tools continues his rise through the ranks, which is impressive considering he hasn't played competitive tennis before.

And finally, on Court 8, Maddie had her maiden victory.

Silent genocide echoes at home for local Congolese

By Deanne Jeffers RICH in resources like cobalt and coltan and yet the Democratic Republic of Congo (DRC; Congo) remains poverty stricken and gripped in conflict that has killed as many as 6M people, making it the bloodiest conflict since World War II. “People who are killing the Congolese mainly come from other countries, but they can recruit locally because these people are very poor, it is easy to fund,” said Jean-Marie Mupunda, president of Voice for Silent People (VSP).

VSP is a non-profit that educates about injustices that deny human rights and dignity. They provide a voice for the oppressed and disadvantaged. Presently they are focused on injustices in the Congo, where more the 70 percent of the world’s cobalt is mined to make batteries for everyday items like vehicles and smart phones.

Mr Mupunda says that as demand for technology rapidly develops, the conflict is worsening.

He was sent videos recently from his cousin, a nun in DRC, that show bodies of children and families who have had their throats cut with machetes while they slept.

There are around 150 Congolese families in Greater Shepparton equating to around 750 people.

For people who have had to leave the DRC, these are the images that they receive from home, the news that while the rest of the world ignores, that they and Jean-Marie cannot.

VSP advocate, Cecilia Kelly says that thousands have had to flee due to fighting in east Congo in the last fortnight.

“They are refugees in their own country,” she says.

VSP have a petition online asking the United Nations to support an international tribunal to investigate crimes against humanity committed since the beginning of the war to obtain justice for victims and fair punishment.

“I understand most of us are enjoying using smart phones and smart devices, but there are powerful people that are hidden away doing dirty business,” says Mr Mupenda.

“I believe most people could say that it is much better to not have a smart phone than having one that comes from the cost of the blood of human people. We need everyone to sign the petition because everyone is benefiting from resources from the Congo.”
