Home in the harbour Last month, HMCS Windsor returned

to its home port of Halifax after a successful deployment that included a multinational anti-submarine warfare exercise, and later, an unanticipated realworld operational patrol in support of NATO. Windsor is a Royal Canadian Navy long-range hunter-killer submarine. It is the first Canadian submarine to take part in Exercise Dynamic Mongoose in the Norwegian Sea, joining more than 3,000 sailors and air personnel from eight allied nations. The exercise took place from June 23 to July 2, with HMCS Windsor participating for the last week. According to a naval press release, the submarine performed well in events with partners, conducting surveillance and warfare training activities with a variety of long-range patrol aircraft, helicopters, ships, and other submarines.

“I am absolutely pleased with the herculean efforts of the Fleet Maintenance Facility and the ship’s company to ready HMCS Windsor for Dynamic Mongoose,” says Vice-Admiral Ron Lloyd, Commander of the Royal Canadian Navy. After the exercise, NATO requested that HMCS Windsor remain in theatre to participate in a real-world operation. Details are classified, but the press release says Windsor stayed on station and directly supported its allies for an additional two weeks before returning home. “This request, and the submarine’s quick response, highlights the importance of Windsor’s participation and the value that having a submarine already deployed brings to Canada and its allies,” says the press release, adding that Lloyd was impressed with Windsor’s contribution. “HMCS Windsor’s deployment proves

once again the tremendous capability and agility of Canada’s navy operating forward,” he says. Rear-Admiral John Newton, Commander Maritime Forces Atlantic, agrees. “HMCS Windsor has been a workhorse, sailing over 200 days over the course of 2015 and continuing a similar tempo this year,” he says in the same press release. “Submarines permit Canada to act decisively at sea and Windsor has been invaluable for conducting surveillance operations, developing new maritime capabilities and helping the high readiness of NATO maritime forces.” The submarine traveled 7,000 nautical miles during its 53-day deployment. HMCS Windsor remains fully operational and following summer leave, will participate in another exercise in September. Q

Managed by the Halifax Port Authority, the Port of Sheet Harbour is a deep-water port on the Eastern Shore of Nova Scotia. It can handle a variety of breakbulk and special-project cargo. Empire also has an ongoing focus on improving operations and meeting evolving customer demands and market expectations. Executive vice-president Murray Gorodensky handles inquiries through the Montreal office, while Empire’s Halifax operation arranges any necessary equipment and manages and supervises all operations and activities at the job site. Halifax Port Authority’s investment-grade credit rating of A+ as strong financial performance continues. “Prudent financial management combined with expected cargo and revenue growth continues to yield positive results,” says Paul MacIsaac, Halifax Port Authority senior vice-president. “Other factors include the addition of new and expanded containerized cargo services over the past year, and the Port’s ability to ability to handle large containerized cargo vessels.” In a press release, the Halifax Port Authority cites a continuing commitment to “working with partners and the marine community to develop cargo volumes moving through the Port of Halifax, enhance the cruise industry in Halifax, and fully utilize land holdings under administration.” Q

A winning combo STAKEHOLDERS PULL TOGETHER TO GROW BUSINESS THROUGH THE PORT OF HALIFAX By Tom Peters

A combination of cooperation and

expanded services has powered growth in cargo traffic through the Port of Halifax in 2016. Second quarter statistics from the Halifax Port Authority show container throughput up 12.5 per cent over the same period last year. Both import and export cargo showed significant gains with imports up 10.4 per cent and exports up 14.6 per cent. For the first six months of this year, container throughput was 235,363 TEU, an increase of 19.6 per cent over the first half of 2015. “There are several factors contributing to the positive trend we are seeing in containerized cargo throughput,” says Lane Farguson, HPA communications advisor. He attributes the trend to new and expanded services last August. Other 10

factors included the arrival of 8,000-plusTEU vessels, favourable currency exchange rates for exporters, and support services like enhanced container tracking (which the HPA began offering earlier this year). “In addition, there are three common denominators contributing to the positive trend, and those are hard work by all the key players, cooperation, and planning,” Farguson says. “As a port community, we are working closely with supply chain partners to minimize transit times, reduce operating costs, mitigate risks, and add value to those customers moving goods through Halifax. We are working together to create the conditions for businesses to grow.” Specifically, he says the Port and partners are actively working to connect Central Canada and the Midwestern United States to Southeast Asia via the Suez Canal. Key

markets include Toronto, Detroit, Chicago, and Indianapolis on this continent, and the Pearl River Delta region of China. Non-containerized tonnage was up 29.2 per cent in the second quarter of 2016 with 161,859 tonnes compared to the second quarter of 2015, and up 35.2 per cent yearto-date with 226,896 tonnes. “We have seen increases in noncontainerized cargo through both terminals, Richmond and Ocean,” says Farguson. “Major projects taking place in the region are helping to increase noncontainerized tonnage. Following years of planning, many [projects] have moved into the development phase and that has resulted in additional cargo.” He points to materials for the Halifax Shipyard shipbuilding program, tidal energy components as well as parts and equipment for other major energy projects.

Total cargo tonnage through HPA facilities was up 20.3 per cent in the second quarter with 1,200,372 tonnes and up 24.4 per cent with 2,196,235 tonnes the first half of 2015.

Cargo through non-HPA facilities also showed an upward trend in the second quarter. Import cargo increased 5.1 per cent to 477,584 tonnes from 454,325 tonnes in the second quarter of 2015. Exports grew 32.9 per cent in the second quarter of 2016 compared to the same period in 2015 from 330,907 tonnes to 439,766 tonnes. Port-wide for the first six months of this year, combined cargo from both HPA and non-HPA facilities showed an 18.2 per cent increase in export cargo to 1,936,154 tonnes from 1,638,453 tonnes. Import cargo grew slightly by 2.3 per cent from 1,992,113 in the first half of 2015 to 2,037,979 in the first six months of 2016. Total cargo tonnage through HPA facilities was up 20.3 per cent in Q2 2016 with 1,200,372 tonnes and up 24.4 per cent year-to-date with 2,196,235 tonnes. “Cargo through Richmond and Ocean terminals has been steady. This includes major heavy lift operations through Richmond, ongoing steel rail through Ocean, and large dimensional cargo, ro/ro machinery, through Ocean,” says Farguson. “Richmond continues to provide flexibility and options for a variety of marine industrial purposes which supports overall economic

growth for the region. Repair work and vessel outfitting are a couple of examples.” Indicators are good for growth to continue. On June 27 the Panama Canal opened its new expanded locks allowing vessels with up to 13,000 TEU capacity, called neo-Panamax, to pass between the Pacific to the Atlantic. Marine industry experts predict that the larger canal could cause a cargo shift of about 10 per cent (about 9 million TEU) from West Coast ports to East Coast ports. The expanded Panama and Suez canals mean the Halifax Port Authority could move more cargo through its terminals. “We see the expansion of the Panama Canal as positive for Halifax,” says Farguson. “Not only will it stimulate additional trade from Asia, but the larger vessels will have capacity to exchange cargo at Caribbean hubs and open space for Latin America cargo throughputs.” When it comes to containerized cargo, he says, shipping lines are moving toward larger vessels, forming strategic alliances, or moving toward consolidation. “Completion of the second lane in the Suez Canal last August and the expansion of the Panama Canal are bringing further deployment of ultra-large vessels to the Atlantic Coast of North America,” Farguson

says. “We believe infrastructure investments that allow ports to accommodate larger ships will increasingly pay off.” In other developments, the Halifax Port Authority recently signed a Memorandum of Understanding with Nova Scotia’s Millbrook First Nation. The MOU outlines how Millbrook First Nation and the Port will explore the potential of Millbrook infilling a portion of the Tufts Cove waterlot adjacent to the existing Millbrook land at Shannon Park. The waterlot is under the Port’s administration. “This is a very positive development,” says Chief Bob Gloade. “The potential use of this waterlot would complement our existing land and allow us to move forward in our long-term planning and vision for this site.” Karen Oldfield, HPA president and CEO, says it’s a win-win relationship. “We are working together to explore options that will unlock the potential of this waterlot,” she explains. “Our goal is to find a solution that will benefit the members of Millbrook First Nation and support community development.” The MOU is for two years during which time Millbrook First Nation and the Port will fully explore the conditions involved in entering an extended lease. Fresh new moves CMA CGM’S NEW CONTAINER SYSTEM FOR EXPORTING LIVE SEAFOOD IS POISED TO HAVE A BIG IMPACT ON THE PORT OF HALIFAX AND ITS CUSTOMERS By Suzanne Rent

When Port Days returns to Halifax on

September 14 and 15, officials from CMA CGM Canada Inc. will show off a gamechanging piece of technology. The 20-foot Aquaviva container will change seafood exporting at the Port of Halifax and around the world. The white containers, which bear the company’s logo in blue lettering, mimic the natural habitat of the lobsters they carry. They keep the water inside at an optimal temperature during shipping. A natural filtration system called Innopure (created by the French firm EMYG Environnment & Aquaculture) preserves the water’s oxygen level and quality. 14

The containers were created out of a partnership with reefer teams at CMA CGM Group and EMYG Environnment & Aquaculture, which has expertise in water purification and filtration. Using the containers to ship lobsters offers door-to-door service while preserving quality and freshness of the product. The containers took four years of research and work to develop. CMA CGM received two of the containers in July and more units are on the way. “It’s a beauty of technology,” says Rémi Samad, the general manager with CMA CGM (Canada) Inc., who saw the technology first hand. “We are now launching the Aquaviva

into the Canadian market. That will allow us to bring alternative transport solutions to the ‘live market’ industry and expand our scope of cargo we are currently carrying.” The goal is to use the Aquaviva containers to ship live lobsters from Atlantic Canada to markets around the world. In the past, lobsters have been shipped frozen or alive on ice by plane. While the containers were built to ship lobsters, Samad says the company is looking at using them to ship other live seafood. “We are now doing trials with oysters and other species,” says Patrick Bohan, director of supply-chain solutions at the Port of Halifax, who expects a

positive reaction to the Aquaviva containers, which will be on display during Port Days. “We know there will be such a high degree of interest here because so much of the export economy is based on the seafood trade,” Bohan says. “This kind of thing, when a company comes forward and says they’ve invested in developing this kind of technology, we know people in this marketplace will be very interested.” Samad says the company has plans for Halifax, too, including hiring a representative. CMA CGM has three services from Halifax: Columbus Service, Saint Laurent Service, and Bengal Bay Express Service. Bengal Bay is a newer service for CMA-CGM. The company acquired it with APL, one of Southeast Asia’s largest container shipping companies. It’s an important addition to its international network “We want to reach more destinations,” Samad says. “We needed to improve our coverage.”

Bohan says CMA CGM’s ongoing expansion is a big part of its appeal for the Port. “That was one of the key things about the company is they are such a large global player that has gotten a lot larger with recent acquisitions such as APL,” Bohan says. “It’s such a massive global presence and network that includes Halifax. It’s a key ingredient here.” Becoming that important player has been a four-decade journey for CMA CGM. Founder Jacques Saadé founded Compagnie

Maritime d’Affrètement (CMA) in 1978 with one ship, four employees, and one lined that served Beirut, Lattakia, Marseille, and Livorno. Over the years, the firm grew with the merger with Compagnie Générale Maritime in 1999. Today the company, which is headquartered in Marseille, has a presence in more than 160 countries through its network of over 600 agencies and employs more than 29,000 people. Its fleet has 536 vessels,including its flagship CMA CGM Bougainville, which has 18,000 TEU capacity. CMA CGM has 200

shipping lines and serves some 420 ports around the world. While the company continues to grow, Samad wants to keep CMA CGM connected with its employees, fostering new ideas and innovation. “It’s very a dynamic company,” Samad says. “The decisions come very fast. They are very open to new ideas, coming from every staff member. I think people can really express themselves and they will be listened. If someone has a good idea that can bring value or additional revenue for the group, we go for it. It’s one of the reasons we grow so fast.” Samad says the company is looking for more services, in particular a northsouth route that will service the Caribbean connection. Bohan says the Port is looking forward to that continued growth, too. “They have a lot of interest in using Halifax as a strategic gateway,” he says. “That means using the railway linkages, short-sea, having multiple services coming into the Port, all those things that really connect the Port into global supply chain.” Samad says the Port Authority has been very supportive of its work, innovation, and expansion in Halifax, which has been happening lately. “They are very proactive and customeroriented.” Samad says. “They are pushing hard to promote Halifax, not only for the cargo going in and out for the Atlantic region, but also being a gateway for Montreal, Toronto, and U.S. Midwest.” With local representatives, innovation technology at its disposal, Samad says CMA CGM plans on continuing that growth in the Port and beyond. “Our intention is to keep on promoting the Port of Halifax. It’s not removing volumes from another port but adding into our growth,” Samad says. “CMA CGM has a strong business plan and expectation of growth in Canada. We are looking at grabbing more market share and being the market leader and a reference for the industry.” Q

Rick Edwards, area manager for

Atlantic Towing Ltd., remembers his first Port Days some 20 years ago. It was a modest affair at the World Trade and Convention Centre on Argyle Street, with a few hospitality suites in the nearby Prince George Hotel. Since then it’s grown into one of the industry’s most popular annual events, adding in a golf tournament, international speakers, and the highlight lobster feast dinner. “Port Days has developed over the years into a first-class event, not only for those doing business in the Port today, but, also for those considering the Port as an option to service their local, regional, 24

and international shipping interest,” says Edwards. “It’s an important opportunity to remind the international shipping industry of what we have to offer and our cando attitude in making the Port work for customers.” Today, Port Days is Atlantic Canada’s largest B2B event. It attracts global supply chain partners for two days of networking opportunities and learning. This year’s event takes place Sept. 14 and 15 at the Cunard Centre on the Halifax waterfront. Last year’s event attracted about 875 attendees. Patrick Bohan is the director of supply chain solutions at the Port of Halifax. He says that this August over 600 attendees

were registered for Port Days, which points to an even higher turnout this year. “Across the industry everybody is looking at how to bring global best practices to their piece of the business,” says Bohan. “Port Days has been a great venue to figure out what’s going on in our business around the world, and look at how to apply that to how we do things here in the Port of Halifax.” The event opens with a golf tournament and barbecue at the Chester Golf Club on Sept. 14. This popular event gives attendees an opportunity for informal networking before getting down to business at the opening reception and trade and technology showcase that evening.


This year’s keynote speaker is John Murnane, partner with McKinsey & Company, a global management consulting firm that works with the world’s leading organizations to address their strategic challenges. Murnane leads the company’s work in shipping, ports, and logistics in the Americas. He has experience working across regions and modes of global transport, including ocean shipping, air cargo, ports, trains, trucking, intermodal, warehouse, and logistics. Additional speakers include Mayor Mike Savage, who will welcome attendees to Halifax, and Scott Brison, Treasury Board President, giving the breakfast keynote speech. The theme for this year’s business sessions is Technological Advances Spur Innovation, and with it comes a host of respected speakers from Europe and North America. Panelists will discuss how innovation and technology can help companies maximize existing infrastructure and drive productivity. (Learn more about the panelists on page 27.) In keeping with that theme, the second day of the two-day event will include a celebration of ACL at the Canadian Museum of Immigration at Pier 21. The Port of Halifax is the global shipping company’s only Canadian call. This year has been a banner one for ACL. It will launch its five new G4s, the largest combination ro/ro container ships in the world. “Having the occasion to proudly showcase these uniquely designed vessels at Halifax’s annual Port Days celebration, where so many of our client and industry colleagues will be present, provides us with a natural and timely opportunity,” says Fritz King, ACL’s managing director Canada. “The Port of Halifax has been a key component of the ACL brand from our very beginning; the rotational inclusion of our G4 fleet here simply continues the strengthening of that partnership,” says King. Bohan notes that this was the perfect year to recognize ACL. The company also renewed its commitment to the city earlier this year when it signed a new seven-year contract with Ceres-Halifax, the operator of the Port’s Fairview terminal. “By the time September rolls around they’ll have brought in three brand new CONRO ships this fall, with two more to follow in the next quarter,” Bohan says. GET TO KNOW SOME OF THE SPEAKERS AND PANELISTS AT THIS YEAR’S PORT DAYS Keynote breakfast speaker Scott Brison, the Member of Parliament of Kings-Hants County, was appointed to the federal cabinet as Treasury Board President in 2015. In the past he served as vice -chair of the House of Commons Standing Committee on Finance. Axel Mattern, CEO of the Port of Hamburg Marketing Regd. Association, has worked with shipping companies and shipbrokers in Germany and the United States. The association is responsible for marketing the Port of Hamburg and the association’s member companies. Eric Legros is vice president refrigerated transportation at CMA CGM, the world’s second largest reefer carrier. His work has taken him around the world. Prior to joining CMA CGM, he worked with the French Merchant Marine office.

Port Days coincides with a very busy time of year in the Port, Bohan says. “A typical day in the Port is pretty fascinating, given the range of vessels that we get here.” Summer 2016 has been an exciting one for the Port, with traffic up about 25 per cent over last year, more larger vessels are calling, and tonnage is up, Bohan says. Those visiting the city for Port Days can get a better view during the Port facility infrastructure boat tour on Sept. 15. “It highlights a lot of investment that’s gone into the Port in recent years to upgrade the terminals. To show the tangential results of that,” says Bohan. Additionally, he says, it offers representatives from global companies the opportunity to network in a less formal setting. Additional offerings at this year’s event include an opportunity to see Aquaviva, a

new generation of containers to transport live lobsters from CMA CGM. The new 20-foot containers carry lobsters in conditions that mimic their natural habitat, which guarantees freshness. And as always, the event concludes with live entertainment at the Terminal Operators’s and Stevedores’s reception and Lobster Feast Dinner. “One of things that’s really important about Port Days is that it recognizes the contribution of all the partners in making the Port work,” says Edwards. “All stakeholders come together, like at no other time of the year, to talk business, share information, and, just for a minute, take a breath from the day-to-day to celebrate what we’re about as a key economic engine for the region and the country.” Q
