DECEA

The organization serves as the central body of the Brazilian Airspace Control System (SISCEAB), which comprises 14 other units and is responsible for controlling the airspace in an area corresponding to approximately 22 million square kilometers. To manage an air traffic flow of about 1.5 million flights per year, DECEA incorporates highly specialized activities, holding essential resources and technologies for the execution of complex procedures related to its areas of expertise. The result, often unknown to most, is revealed in the daily operation of the organization and in the services provided to its users in the areas described on the following pages.

DEPARTMENT OF AIRSPACE CONTROL

The Department of Airspace Control (DECEA) is a government organization subordinate to the Air Force Command (COMAER) and the Ministry of Defense (MD) whose mission is to provide the fluidity and safety of flights in Brazil. In other words, it is the organization that ensures the efficiency and safety of Brazilian air traffic.

The term encompasses the processes employed to ensure the safe and efficient air movement of aircraft during all phases of flight and, by extension, the management of air traffic. By providing facilities, systems and continuous services, its main objective is to ensure safe, effective, punctual, and regular flights, while respecting existing weather conditions and aeronautical operational infrastructure, as well as ensuring a balance between the capacity of the Brazilian Airspace Control System (SISCEAB) and the demand for flights in Brazil. Air Traffic Management comprises three realms of operation: Airspace Management, Air Traffic Flow Management, and Air Traffic Service.

It is the set of activities carried out with the aim of generating, collecting, processing, and disseminating the information necessary for the safety, regularity, and efficiency of air navigation. Its main responsibility is to provide all the information for the planning and execution of a safe flight to users of the Brazilian Airspace Control System (SISCEAB). These activities include technical publications issued according to internationally adopted standards to meet the needs of pilots, controllers, and air transportation operator from any country. They are intended to guide aviation professionals, enabling users to perform effective flight procedures and comply with the rules employed for the execution of a safe flight.

Meteorology is a science. As such, it seeks to understand the phenomena that occur in the atmosphere and the interactions between its dynamic, physical, and chemical states with the underlying land surface. Regarding aviation, meteorological information is vital for the safety of operations, contributing to passenger comfort and facilitating the establishment of faster, more economical, and regular routes. Therefore, it requires a field of this science specifically dedicated to its needs: Aeronautical Meteorology. DECEA (Department of Airspace Control) is the organization of the Brazilian Air Force responsible for this activity and carries it out through the Integrated Center for Aeronautical Meteorology (CIMAER), its subordinate unit, and a complex structure of meteorological radars, weather stations, coordination centers, and other facilities installed in the country.

DECEA is the organization responsible for planning, implementing, operating, and maintaining the communication infrastructure related to airspace control in the country. This complex network includes state-of-the-art equipment operating through radios, computer networks, satellites, or fiber optics, as well as leased channels from service providers and other resources distributed throughout the national territory. Air communications monitor the progress of each flight, authorize, or restrict aircraft procedures, and provide support information, such as weather conditions.

Air navigation is conventionally carried out based on instrument guidance and devices that direct the flight of aircraft according to pre-established routes, procedures, and flight plans. DECEA provides these means that guide the path of pilots, without which it would be impossible to have such a high air traffic flow as the current one, especially regarding airport arrivals and departures. Systems and aids that support air navigation are distributed nationwide and are currently being supplemented by modern resources that enable navigation guided by onboard systems and satellites, such as Performance-Based Navigation.

Air Surveillance

Thus, through resources that identify flights, such as radars and Automatic Dependent Surveillance (ADS) systems, the movements in the airspace under Brazilian responsibility can be continuously monitored. Once displayed, through specific software on console screens, the air movements are tracked and guided by control centers, according to the strategies adopted by air traffic management.

To ensure the safety of air operations and provide timely distribution to flights, it is essential to accurately determine the location of aircraft and estimate their future positions.

Aeronautical Cartography incorporates the set of studies and technical operations for the development of standardized aeronautical charts intended for air navigation. In Brazil, this activity is carried out by the Aeronautical Cartography Institute (ICA), a unit subordinate to DECEA that consistently encompasses technological innovations into the management and development processes. With these charts, which are managed, developed, and regularly updated by the organization, aircraft obtain the appropriate spatial orientation to cross safely and efficiently the nearly 22 million square kilometers of airspace under Brazilian responsibility.

Flight inspection of air navigation equipment and procedures ensures the quality and safety of services provided by DECEA by regularly assessing the performance of air navigation, approach, and landing aids, as well as high-precision flight procedures. These in-flight inspections verify the execution of flight profiles and assess the quality of signals from these air navigation equipment or procedures during flight, conducting analyses, measurements, and, when necessary, corrections to ensure they meet the specified parameters. The Special Flight Inspection Group (GEIV) is the unit, subordinate to DECEA, responsible for executing this task, ensuring safe aircraft operation during all phases of flight, even in adverse weather conditions.

The Aeronautical Search and Rescue System (SISSAR) operates in an area of 22 million square kilometers, largely over the Atlantic Ocean and the Amazon. It is organized and structured to carry out Search and Rescue operations in accordance with international and national commitments and standards. DECEA is responsible for planning, standardizing, and supervising the activity, which aims to locate occupants of aircraft or vessels in distress, safely rescue victims of aviation or maritime accidents, and intercept/escort aircraft in emergencies. As integral members of SISSAR, there are coordination links formed by Aeronautical Rescue Coordination Centers (ARCC) located at the four Brazilian Integrated Centers for Air Defense and Air Traffic Control (CINDACTA), and execution links consisting of Air Units from the Brazilian Air Force, vessels from the Navy and from other organizations that collaborate to carry out the operations.

Military Operations

Units equipped with means of aeronautical telecommunication, aerial surveillance, aeronautical meteorology, mobile air navigation, specialized centers for military operations support, among others, are deployed throughout the country to ensure these activities. These resources and means, used in exercises, simulations, or real operations, constitute a strategic operational network that, given its mobility and prompt response, also acts in specialized support to conventional airspace control.

MILITARY OPERATIONS

DECEA strategically and tactically supports air operations and exercises of a strictly military nature and related to the defense of the airspace under the responsibility of the Brazilian State.

As it deals with highly specialized activities, DECEA provides technical training to a large part of its specialized human resources, particularly in the operational and technical areas of the Brazilian Airspace Control System. Through the Institute of Airspace Control (ICEA), the organization regularly trains and qualifies a significant number of professionals assigned to air traffic control, aeronautical meteorology, air navigation, telecommunications, aeronautical information services, flight inspection, electronics, equipment maintenance, among others. It is at ICEA, for example, that air traffic controllers train, through sophisticated means of simulation, in projected operational scenarios of the country’s air traffic, to operate in Brazilian control centers.

Unmanned Aircraft (Drones)

Drones, however, are aircraft. Thus, from the moment someone takes off a drone, becomes a pilot in the eyes of the law. And becomes responsible for the rights, duties and penalties provided for, not only in the legislation referring to the unmanned aircraft flight, but also in other related laws, either directly - the Brazilian Aeronautical Code - or indirectly - those related to the invasion of privacy or even the Penal Code, for example. The existing regulations for drone flights consider the safety of people. Therefore, they impose restrictions to safeguard densely populated regions, areas of critical infrastructure and security, buildings, airport surroundings, among others. The legislation developed by DECEA that encompasses these instructions and addresses the rules for unmanned aircraft’s airspace access is ICA 100-40. It includes rules related to routine use and the process of requesting flight authorization for drones in the country. To facilitate this, DECEA has created a dedicated website. The DRONE/Unmanned Aircraft Portal (www.decea.mil.br/drone) gathers documentation, information, guidelines, and services for drone pilots. Requests for drone flight authorizations in Brazil are also made through this website.

Unmanned Aircraft (UA), popularly known as drones, are increasingly widespread in Brazil and around the world.

Aerodromes and Ground Aids (AGA)

It encompasses not only the airspace directly above the airport complex but also a huge portion of the surrounding airspace, where people often live and circulate, and where buildings are constructed. To ensure the safety of individuals and passengers during landing and takeoff operations, keeping them away from unnecessary obstacles and risks, Brazilian aviation legislation provides an important instrument: the Aerodrome Protection Zone (ZPA). The Brazilian Air Force, through DECEA, is responsible for deliberating on services related to different ZPA plans in the country, as well as authorizations regarding planned constructions in these areas. The AGA Portal of DECEA (www.decea.mil.br/aga) provides information, documentation, and the necessary procedures for opening processes, making requests, and conducting inquiries regarding ZPAs in Brazil.

Our Structure

Headquartered in Rio de Janeiro, DECEA has technical and operational facilities in locations in all 27 Brazilian federal units. Whether in the capital cities, medium-sized municipalities, or even in the most remote regions of the country, the organization is present through its technological infrastructure and its approximately 12,000 professionals, including military and civilian personnel, who are qualified for the various activities of the Brazilian Airspace Control System (SISCEAB). As the central body of SISCEAB, DECEA has 14 subordinate military organizations that act directly in the implementation and maintenance of systems and technical resources, as well as in the operational execution of core activities that constitute the fulfillment of SISCEAB’s duties. Some of these units are subdivided into regional detachments known as DTCEA (Airspace Control Detachments). Please refer to the map for the locations of the 14 military organizations of DECEA and all DTCEA units across the country.

Brazilian Air Space Distribution

In other words, in Brazil, air space control acquires gigantic proportions, rendering it a strategic national security assignment, leading the Country to a prominent position in this activity in the Southern Hemisphere. The daily evolution of Brazilian flights is controlled by four major operational bases, subordinate to DECEA: the Integrated Centers for Air Defense and Air Traffic Control, also known as CINDACTA. By integrating the civil air traffic and the military air operations into a single control infrastructure, they operate on subdivisions of airspace called Flight Information Regions (FIR). In Brazil, there are five FIR, over which four CINDACTA operate. Regarding the control of the country’s airspace and the provision of air navigation services, the Southeast Regional Airspace Control Center (CRCEA-SE) is also added to this blueprint. Also, under the authority of DECEA, this organization is responsible for the area with the highest density of air movements in the country, between the airports of São Paulo and Rio de Janeiro, as indicated on the map.

The airspace under Brazil’s responsibility extends beyond its borders. It goes beyond the area over its territory and reaches a significant portion of the Atlantic Ocean, 22 million square kilometers, over both land and sea, as agreed in international treaties.

APPS As part of the organization’s ongoing modernization and digitalization process, DECEA has launched two applications that significantly speed up the processes related to flight planning. With these tools, pilots and operational flight dispatchers now have digital alternatives literally at their fingertips for flight planning. They are:

With the FPL BR application, pilots and operational flight dispatchers can manage their flight plans using mobile devices. After online registration and setting up a login and password, they will not only be able to submit their plans but also monitor the status of their requests, remotely tracking the process from start to end. Available on Android and iOS systems, this feature enables: • Filling out and submitting flight plans (FPL). • Creating, validating, and sending update messages for these plans: changes (CHG), cancellations (CNL), and delays (DLA). • Monitoring the status of flight plans/messages (feedback from air traffic service providers). • Registering and managing users’ personal data. • Registering favorite messages to speed up new requests.

FPL BR - EFB (ELECTRONIC FLIGHT BAG)

The FPL BR - EFB (Electronic Flight Bag) application brings together all Aeronautical Information in one app: Aeronautical Navigation Charts (maps), Aeronautical Information Circulars (AIC), Aerodrome Directory (ROTAER), Notices to Airmen (NOTAM), and other essential publications for flight. With this feature, pilots and operational flight dispatchers have these flight-relevant pieces of information on mobile devices (tablets and iPads) in a practical, efficient, and organized way, eliminating the need for traditional physical Aeronautical Information binders. In summary, the application enables online and offline access to: • Aeronautical charts for flight planning and execution. • Aerodrome data relevant to flight planning (operating hours, communication frequencies, facilities, among others). • NOTAM publications, AIP Supplements, and sunrise and sunset timetables associated with a specific location. • METAR and TAF messages related to local aeronautical weather conditions. • AIP Brazil and AIP MAP documents.

Aeronautical Publications

These publications provide guidance not only for military personnel but also for the different areas of activity of the Brazilian Air Force (FAB) in providing its services to society, as well as to users of its services. DECEA has a dedicated website for current publications related to its activities: https://publicacoes.decea.gov.br. The “Publicações DECEA” website is the official source of information that brings together all regulatory publications issued by the organization. On this site, it is possible to check the most recent modifications to current regulations, the latest revocations, as well as documents in preparation open to suggestions. Filters enable searching by type, subject, issuing unit, and effective date. As for documents related to the Aeronautical Information Service (AIS), they are compiled, made available, and updated on the AISWEB Portal - www.aisweb.aer.mil.br. These documents adhere to internationally adopted universal standards to serve pilots, controllers, and other operators in the aviation industry.
