Region General Managers Report Governance The 2015 AFL South East Governance Review was a body of work designed to re-think regional governance in our sport. The Australian Sports Commission recommends unified governance models in community sport to create efficiencies and to ensure all stakeholders have the advantage of a broad range of skill sets overseeing its direction. 2016 has been a year of significant change, challenges and advancement. It has been a year that saw a progression of governance changes which has brought all but one of the region’s league bodies under the one banner. This whole process began in 2011 with the finalisation of AFL Victoria’s Review into Country Football, overseen by now Melbourne FC CEO Peter Jackson. This review recommended the decentralisation of VCFL resources (now AFL Victoria Country) and the creation of regional commissions to manage the affairs of the industry locally. Following AFL South East’s own review in 2015 into the most appropriate governance structure to advance football & netball in our region, we set out on a strategy of bringing all leagues and associations in the region under the one governance structure. At present, all leagues bar the Mornington Peninsula Junior Football League (MPJFL) sit under the governance banner of AFL South East and we are excited to announce that in 2017, the Southern Umpires Association (SUA) will also join the fold.
Following majority acceptance by members of the Mornington Peninsula Nepean Football League (MPNFL) in December 2015, the South East Juniors (SEJ) and South East Football Netball League (SEFNL) in March 2016 and the Frankston & District Junior Football League (FDJFL) in May 2016, the governance structure below was established (see figure 1). At present, a number of the League Commissioner positions remain vacant as nomination and selection procedures continue. As the MPJFL remain outside of the Commission governance structure, their Commission position will remain vacant indefinitely. I would like to thank Roger Hampson for his personal approach to leadership of the Commission and for the expertise he brings to the role. Roger is a highly credentialed and experienced sports administrator and his knowledge has been invaluable. The entire Commission of Roger,

Administration The staffing profile of AFL South East has increased dramatically over the past 12 months. In late 2015, AFL South East had one employee (myself) and by the end of 2016, an aditional 13 fulltime and 2 part-time employees form the staffing profile of the Commission. These staff cover areas of focus including league management, league operations, finance, development, media, partnerships, umpiring, multicultural engagement and general administration. AFL South East is focused on continuing to invest in additional resources and services to clubs and some exciting new additions, as identified in the staff chart, will be added in early 2017. I wish to thank all of the staff for their continuing commitment and dedication to their roles and to provide positive outcomes for clubs in the region. AFL South East Regional Staff - See Page 8

There were many highlights in both the junior and senior domain which is touched on in the management reports contained within this Annual Report.

As can be now demonstrated, if we used this average across the AFL South East region, our clubs account for a direct economic contribution of around $7m to $10m - a significant contribution and a significant part of the financial ecosystem of the region.
Some of the highlights included incredible support for marquee matches during the course of the season (particularly over Easter), the competitive nature of the Nepean competition and the outstanding victories by both the MPNFL and SEFNL representative teams. In 2017, the MPNFL takes on the Geelong FL to be the number one league in community football in Victoria, in a match most likely to be played on the MCG on May 13.
Financials Having only assumed governance authority of the majority of leagues within the last 8 months, AFL South East has been working diligently to plan for the future and invest in the present. The financial results for 2016 have been a result of consolidation, investment and understanding. As a consolidated entity, bringing all of the league into financial parity has been a challenging proposition, however the planning for 2017 will strengthen the position of all leagues and set a platform for sustainability.
Our participation numbers across all leagues continues to grow with a 10% increase across all age divisions and sectors. Further break downs on these numbers is provided in the league sections of this Annual Report, however the commitment of volunteers and the efforts of clubs to drive new teams in all sectors (Auskick, junior, senior, male and female) continues the year to year growth. Our leagues play an important part in the community in many ways; economically and socially. We have constantly reinforced the results of the 2015 Deakin University study which found that a $1 investment in a community club in Victoria returns $4.40 in social value to the community. This social value is determined through direct economic benefit, social connectivity, employment outcomes, physical and mental health outcomes and community connection.

We have established a plan to bring that back into line which will be shared with all of the clubs through the reporting season. With all leagues, our focus is cost reduction and the maintenance of our position as a team sport of having extremely low participation costs in comparison to others. Our focus is firmly on the enhancement of “nonclub” revenue and maintaining club fees and charges at reasonable levels. However, it must be noted that there are always elements of these that require adjustment from time to time.

Two local teams, Seaford and Cranbourne, competed in the highest level of women’s football in 2016 VFL and a large number of local players will compete in the AFL Women’s League set to commence in February 2017. There are many who have made strong contributions to this outcome at club level and they are to be congratulated for their vision and tenacity. Female participation has developed substantially over the past two seasons in our region at all age levels - Auskick, juniors and seniors. The first ever regional senior Women’s competition, South East Women’s kicked off this year under the administration of the VWFL and in 2017, AFL South East will assume the management of up to four senior Women’s divisions after the dissolving of the VWFL. Up to 20 local clubs have expressed an interest in fielding new senior Women’s teams, which together with the 12 that currently do, creates a dynamic and diverse Women’s structure across the region with the ability to service players of all ability levels. At present, the final make-up of the AFL South East Women’s divisional structure is still being assessed. This will depend on the final number of teams that are viable and the expected heightened level of interest once the national competition commences in February. This should also have a significant flow-on affect at junior level, with entry level age groups also expected to flourish.

Region General Managers Report Umpiring During the course of 2016, AFL South East instigated conversations with the Southern Umpires Association regarding the future direction of umpiring in the region. Through these conversations, it was evident that a consolidated approach to umpiring resources in the region was required. This consolidation would allow for the investment in additional resources, stronger collaboration between umpiring bodies and strategies for increased recruitment, retention and development We are extremely excited with the progression of these discussions and look forward to making some progressive announcements regarding the structure of umpiring in the region very shortly. This restructure will allow umpiring bodies to continue to concentrate on providing a supportive and welcoming environment for umpires whilst AFL South East resources will focus on development and recruitment. This will be the biggest shake-up of the umpiring structure seen in the region and follows similar moves in AFL Barwon and AFL North East Border. Both of these commissions have seen an increase in umpire numbers, support and resources and we are enthusiastic around the same result being experienced here. Community Club Sustainability Program In late 2015, AFL Victoria released its Community Club Sustainability Program (CCSP) in an attempt to stem the increasing issue of player payments and player movement. The first stage of the program was the release of the Player Points Policy which was rolled out in all senior leagues within the region in 2016. All clubs were initially assigned a cap of 39 with some concession given to clubs with issues including low population bases, lack of recent success and limited junior pathways. It is pleasing to see that the majority of clubs within the region, including those with point concessions, operated well AFL South East Annual Report 2016

below their cap and have settled into the management of this aspect of the program relatively comfortably. As with any new program, assessment after an implementation period always brings about some change and so in 2017, some minor alterations to the policy will apply. The next stage in the CCSP will be the implementation of the Salary Cap Policy. AFL South East have determined that the salary cap for all senior clubs in the region will be $150,000 for the 2017 season. The decision to apply the same cap for all leagues is to ensure consistency, although there is the complete understanding that there is significant diversity in club strength across the region. The policy is designed to continue to have a downward focus on the cap and AFL South East will continue to review its impact when reviewing the cap for upcoming seasons. Competition Review In early 2016, AFL South East announced a review into the senior competition structure within the region with three main focus points; these being competitive balance, new club integration & club sustainability. The review was initially intended to run for 6 months, with recommendations to be released to clubs by August 2016. During the course of the review, it quickly became apparent that the challenges in meeting the objectives of the review required an assessment period of greater than 6 months. Therefore, in August 2016, the review panel released a series of recommendations & interim report which were accepted by the South East Commission. These recommendations included: 1. An extension of the review period of 12 months until August 2017 2. All leagues remain in their current form for 2017 3. A divisional structure within the SEFNL be established by 2018 4. The review panel to present structure options to club in ear 2017
Region General Managers Report Whilst outwardly the progression of the review appears slow, the panel have been working diligently on options to ‘future-proof’ the region and ensure all options are fully explored. This requires conversations with both internal and external stakeholders and these conversations are continuing. We are extremely positive around the objectives of the review being able to be met, however as stated, there are many options and all must be properly assessed before being presented for collective discussion. Next Generation Academies One of the more exciting programs to be inaugurated in 2016 was the Next Generation Academy (NGA) initiative. In short, NGA is around engaging players between the ages of 11-15 years from all backgrounds and abilities into an academy program. The academy has many objectives, which include: 1. Engaging multicultural and indigenous players 2. Strengthening talent feeding into TAC Cup clubs 3. Bringing together industry programs in this age group under one banner 4. Developing coaches, players, volunteers and administrators

We do hope that our community continues to support our partners and we will work diligently to bring new partners to our community. Most of all, I would like to thank the volunteers at clubs. Without you, we would not be able to operate effectively, if not at all. It would be impossible to quantify the contribution made by such a dedicated few and we understand that we need to reduce the burden otherwise the next generation of volunteers will fail to materialise. In the South East Region, we primarily deal with the St Kilda FC / Frankston DJFL Academy and the Melbourne FC / Dandenong Stingrays Academy. Extensive planning is currently being undertaken to set out the academy programs for 2017, with up to 600 players across the region set to be a part of the respective academies. Summary As mentioned earlier, 2016 has been a challenging and intensive year. The strategy engaged by the Commission is designed to take our leagues, clubs and participants into the modern age of sport management and ensure all continue to enjoy the best our sport has to offer. I would like to thank our dedicated staff for their commitment to their roles, working excessive hours to ensure our objectives are met. I would

However, the Committee of Management worked closely with clubs to ensure the season ran smoothly. In a short period, the FDJFL were able to; •

The League Operational staff in Judy Sutton (MPNFL) and Pauline Pawsey (FDJFL) demonstrated tremendous resolve in their roles during the difficult Governance and Administration transition.

The Operations Managers are the backbone of the respective leagues, executing the day to day running of the football and netball competitions as well as being an invaluable professional resource for all of our Member Clubs.
football. The MPNFL, comprising of the Nepean and Peninsula football leagues is one of the strongest and revered competitions in the state backed by strong local clubs. The League, however, has some significant challenges that need to be worked through to ensure that the MPNFL keeps this status. The AFL SE Commission and Committee of Management will continue to implement strategies to meet these challenges including prudent financial management and importantly focussing on our core business, building strong, viable clubs, communities and football netball competitions. The addition of a new Operations Manager will allow us to concentrate on a review of Netball and Football ByLaws and work on the establishment of D-Grade Netball in the Nepean League. With the collaboration of professional staff and support of both the Junior and Senior Committees of Management and the collective 39 member clubs and their volunteers, the region is now best placed to meet the challenges of sport and communities. Football Development Manager Report - Peninsula Region It’s been a busy year in development in the region as the platform is constantly changing. This is largely due to the structural league changes with the Frankston & District Junior Football League coming onboard under the AFL South East governance in early 2016. At the same time as this, we have seen the true emergence of female football with the continued strong number in junior & youth girl’s football, and the introduction of many new senior women’s teams in the region. This is set to increase even further in 2017. The year started with junior and senior clubs preparing for another season, while we focussed on fine-tuning our schools and Auskick programs. Our Auskick numbers for the region managed to stay consistent at just under 5000 participants despite a significant drop-off in Grades 2 and above Auskickers with many choosing to solely focus on the Under 9 competition in the FDJFL or the newly formed one in the MPJFL. Despite this, we made several changes to our Auskick support staff with the intent to streamline the way that we deliver the product across the region and ultimately the state. Following an extensive review in 2016, there will be further changes to Auskick in 2017 to refine the programs and help improve the starting point of our football pathway. School programs remain the heartbeat of encouraging children to participate in our great game. Our region is blessed with some outstanding AFL School Ambassador’s who are regularly recognised for their efforts in growing the game locally. Each of the 100 schools in the Mornington & Frankston region has a dedicated AFL ambassador. AFL South East actively promoted the Sporting Schools (AFL) program to primary schools in 2016 with 20 schools having a specific AFL program delivered in Terms 2 and 3. Despite smaller numbers in the non-traditional Terms 1 and 4, we are offering the modified AFL 9’s product to each school to assist further in the introduction of new participants to the game. AFL South East continues to support our local primary and secondary school football programs be it lightning premierships, carnivals, girls footy days, footy days in
AFL GF week, and with the involvement of both St Kilda and Melbourne FC player visits. We also worked closely with St Kilda FC to deliver an AFL program at Monterey Secondary College (Frankston North) and with several high schools visiting the facility at Linen House. Participation numbers in the local leagues, both senior and junior, grew in 2016 with an increase in girls participants and boys numbers in the lower age groups. This latter figure is however evened out by a slight drop in corresponding Auskick numbers, so the focus remains on growing the boy’s numbers particularly in the difficult Under 13’s and above age groups. Additional resources are continually being offered to the clubs including the inaugural Club Development Day held in March 2016, with further sessions planned for late 2016 and early 2017. Specific coaching master classes were held with clubs throughout the year utilising St Kilda FC and other 3rd party suppliers. Coaching remains a critical topic in the development of the game. There are over 1200 registered Level 1 or 2 coaches in our region, many of them involved in various roles from schools to Auskick, to junior and senior football. Following a review in early 2016, AFL South East delivered a range of coaching courses throughout the year across all age levels. A particular focus of these courses was to equip our new coaches better with the skills and behaviours required to coach effectively, while also ensuring that our ongoing coaches were completing sufficient training to qualify for reaccreditation in the region. More than 250 new coaches were accredited, with about 10 to 15 local coaches also being invited into the state based Level 2 coaching course. AFL South East conducted it’s first regional Talent Identification course with 30 selected participants. This is all part of the strategy to better align our coaching and talent ID with the region’s TAC Cup club Dandenong Stingrays, and AFL clubs in the region including St Kilda and Melbourne FC. MPJFL and FDJFL conducted Coach of the Year programs for the first time, joining other leagues in the region to honour our best local

coaches at the South East Coach of the Year function. In fact, our region has two finalists in the State Coach of the Year award in November 2016. These are Grant Amor (Edithvale-Aspendale JFC, Junior Coach) and Damian Luxford (Beaconsfield Auskick). Planning is already underway for next years coaching courses which will include the introduction of a local coaching academy. This year also saw some fantastic representative opportunities for our talented players. The MPNFL fielded two representative sides in May 2016 in games at Rye and Healesville, including Under 19s. The MPNFL victory over Northern FL at Rye sets up an interleague clash in 2017 between MPNFL and Geelong for the right to claim as the No 1 league in the state. In the junior programs, our two local junior leagues MPJFL and FDJFL ran their development programs throughout the early part of the year with FDJFL refining several aspects of their program under the guidance of AFL South East. The FDJFL boys and girls were ultimately successful in 5 out of the 7 age levels, with the strong MPJFL Under 16’s and Youth Girls taking the other titles in games against South East Juniors, Yarra Ranges and FDJFL. Following on from the interleague programs, several players then trained for the Peninsula Stingrays V/Line teams and ultimately competed in the V/Line Championships in Gippsland in September 2016. AFL South East also returned to New Zealand on Anzac Day weekend in 2016, this time taking a team of Under 16 Boys and Youth Girls to Auckland for representative games against the Kiwis. Needless to say, those players and parents who have been on these trips over the past two years are in agreeance that it is a lifetime experience for them that they have appreciated enormously. HISTORIANS REPORT For a range of reasons, the Historians Committee were not active in terms of meetings during the 2016 season, however it is proposed to resurrect the Committee activities for 2017 and beyond as there is still plenty of work to do in terms of documenting the history of football on the Peninsula. Several members have continued their research and recording of details despite not meeting as a committee. 2017 season will see several milestones celebrated, most notably 30 years as the MPNFL following the amalgamation of the MPFL and Nepean FL for the 1987 season.

Operations Report What a terrific season it turned out to be on the field and court. The two senior football home and away seasons were as close as they have been in many years. In Peninsula, the two best teams in the competition played off in a hard fought Grand Final in front of a record gated crowd. Frankston YCW were playing in their sixth grand final in seven years against a Mt Eliza team that wasn’t afraid to take on the history of the Stonecats. The game was tight for much of the day. However, it was YCW that got over the line by 22 points with Bruhn booting 5 and being the difference in front of Goal. YCW’s Brenton Credlin was adjudged best on ground. In the reserves Bonbeach were defeated by Mt Eliza by 45 points and the U19’s was dominated by Mt Eliza who defeated a gallant Seaford by 80 points. In Peninsula Netball, the Grand Finals were played at Jubilee Park, and what an exciting day of netball it turned out to be. Edithvale-Aspendale FNC taking out the D, C and A grade Grand Finals while Frankston YCW won a thrilling one-goal match against Edithvale Aspendale. It was great to see the strong support for Netball at Jubilee Park and we acknowledge the support of the FDNA and Frankston YCW in hosting the Peninsula Finals series at Jubilee Park.

The Nepean League Grand Final saw Hastings break a 21-year premiership drought after defeating the young Frankston Bombers team by 27 points. In what was a strange game the hot favourites Frankston struggled kicked themselves out of the game struggling in front of goal, kicking only 9 points to half-time. The third quarter was a tight, tough contest with the Bombers getting within 18 points at the change, but Hastings held on for a historic victory. In the Reserves Grand Final Rosebud defeated Red Hill by 54 points and in the U19s Sorrento proved too strong for Red Hill winning the flag by 23 points. In Netball Crib Point defeated Tyabb 53 to 38 in front of a record crowd at Tyabb. While in B Grade Somerville defeated Devon Meadows by one goal, 28 to 27. Devon Meadows 38 defeated Somerville 24 and in the U19 Sorrento defeated Rosebud. We thank all of the Nepean Finals host clubs and the Frankston Dolphins for the terrific presentation of this year’s finals venues.

AFL Vic Community Championships In 2016, The interleague representative side was a combination of both the Peninsula and Nepean league, with the best players from both leagues coming together to create an incredibly talented football side. John Hynes was appointed as Senior Coach to oversee the campaign against the Northern FL and with the opportunity to play off for the number 1 league in 2017. Dromana’s Rikki Johnston was named captain with Luke Potts (Pines FNC) and Warick Miller (Mornington FNC) cocaptains. Strong performances by Tim Bongetti and Aaron Edwards and Brenton Credlin saw the MPNFL defeat Northern FL by 30 points. The MPNFL under 19 side, took on the Northern Football League in what proved to be a tough encounter and with the MPNFL going down by 85 points. To showcase the young talent on the Peninsula, the MPNFL fielding a ‘Young Guns Side’ to play the AFL Yarra Ranges at Healesville. John Sloane took on the tough task and the young team equipped themselves well against a more physically mature Yarra Ranges outfit. Adrian Speedy along with Ryan Marks-Logan lead the charge for the Young Guns however Yarra held on for a narrow 10 points. Congratulations to Jake Kelly from Karingal and Ryan Odell from Mornington, who were selected in the AFL Vic Country side who took on VAFA. Jake kicked two goals and was named in the best. The Nepean U19 team took on AFL Yarra Ranges in the curtain raiser at Healesville. A strong four quarter effort saw the MPNFL get up by 63 points. Thomas Roberts kicked three goals. Tanner Bishop was adjudged best on ground.

Operations Manager Report year but an increase in the number of officials being cited. Disappointingly, seven coaches/ officials received citations from AFL SE Football Development Manager Cam Roberts after their cases were found to have merit at the tribunal. As a League, we are working to improve the education of our officials to ensure this number is reigned in.
FDJFL had a great year with 3633 participants participating across 180 teams across 12 age groups ranging from U9’s to U17. Despite the numbers being slightly down on last year the league was able to maintain two divisions in U15, U14 & U11 age groups and three divisions in U13, U12 & U10s. Whilst one division was achieved in the U13, combined with SEJ, U15 & U18 Girls. The future looks strong with the U9 fixtures having 5 divisions and the combined U16 and U17 competition continued to be strong with the two divisions in each of the age groups. In the growing female competitions FDJFL had two teams in the SEJ U13 junior girl’s competition providing terrific start to their football lives. The U15 girls had five teams while our U18 competition had six teams. Overall, the league was pleased with the outcomes of grading which delivered an average winning margin 37.13 points. Judicial Matters There was a reduced number of players appearing before the tribunal this

Rules & Regulations The By-Laws Committee is currently working on reviewing the By-Laws to, in some cases, bring in-line with industry standards and in others to remove ambiguity. It has been pleasing to see the engagement of clubs in the review. Training & Education Training and information nights continue to be delivered to club volunteers including Team Managers, Club Umpires, Ground Marshalls, Secretaries and Registrars. Also, AFL SE also conducted a seminar for Clubs covering various topics. Club volunteers were invited to attend different sessions relating to their specific position at the clubs. Most clubs attended and were pleased with the information presented. Finals A very successful series was again held at Langwarrin JFC this year. We had each of the 14 eligible of our 17 clubs participate in finals this year which shows an incredible evenness across the league, highlighted by eight different clubs winning Premierships.

Presentation Night Our Presentation Night was held at the Frankston Park and was well attended. It was pleasing to see League Life Members in attendance to present the recipients with the awards in their name including our newest award for the U15 Girls in the name of Joan Hill. The Hill family have various members that are life members in both the League and the Umpiring body and were instrumental in the construction of our pavilion and the longevity of our league along with the Bartholomew’s and many others. Our preference would be to continue in the same format moving forward. Unfortunately, the league lost one of its founding fathers and Life Members Ken Bartholomew during the year. The League pavilion at Kananook is named after Ken who was one of the instigators of the rooms being built. A wake following the funeral was held at the rooms which pleased his family and delighted the other life members who reminisced on their many happy times spent there. FDJFL Development Program Overview: The FDJFL’s Development Program exposes female and junior male participants from ages U11s – U17s to a higher level of football development. Throughout the training, program participants will improve their skills, broaden their football knowledge, mix in with other players and have the opportunity to represent the league. This will see the participants confidently return as better footballers to their local clubs and ultimately enhance the standard of our junior competition. Philosophy: Pride: having pride in own self, local club and Frankston junior football community Attitude: never giving up, work hard, be professional, be positive Respect: sportsmanship, being a good person, listening Teamwork: playing together, being a leader, including others > Create a positive environment that sees players become better footballers and people through FDJFL Interleague > Player welfare/development is greater than team results Key strategies: -Restructure interleague format (U11 & U12 boys no games)-Separate age groups into three separate squads to clearly identify objectives of program tailored for individual ages-All training sessions to have a purpose and clear learnings expertly executed by coaches -Source coaches who are interested in future coaching pathways -Restructure the training format to best suit participants, parents and local clubs. -Consistent and effective communication with coaches throughout program -Introduce engaging theory programs for each age group to cultivate participants welfare

Key Outcomes: -According to survey results, 81% of participants improved their football ability & knowledge -Created sufficient pathways for players and coaches to transition to Stingrays, V/Line etc. -5 of the 7 age groups won their regional shield at the Worksafe AFL Victoria Dandenong 2016 Junior Carnival (U13s, 14s, 15s, 17s, U18s Girls). Coaches Selection – Coaches were asked to apply for the role of coaching an interleague squad. Coaches were carefully selected based on their philosophies towards coaching, as well as their coaching experience and coaching aspirations. Skills Focus: The football program places a strong emphasis on football development. Coaches implemented specific training programs developed by coordinators to best suit different age groups and abilities with the format below: 1. Fundamental Skill Development- drills to improve kicking, handball, marking, tackling techniques 2. Game Sense- drills to target development of fundamentals skills under pressure 3. Game Play- drills to get participants using skills in match simulation and improve general match awareness Identification for Carnival – Teams had between 45-55 participants in their respective initial squads. The final team consisted of 24 + 2 emergencies. Our selection criteria included players demonstrating the four elements we focussed on during our theoretical and practical 6-week development program. Pride, Attitude, Respect and Teamwork all played a major part in the selection of the final team to represent the FDJFL. Coaches and development coordinators collaborated to pick squads based on these values.

Review: A successful program for over 350 participants saw a high rate of development in each footballer. Coaches set high training standards based on program values which translated to on-field success. For the 2017 program to be successful again, some improvements can be made, including: -Improve communications with participants regarding registration -Improve communications with clubs regarding nominated players-Improve personal feedback for players who don’t make the squads and individual reviews for players match performances Our core objective for the 2016 FDJFL Development Program and Interleague Carnival was to implement a holistic approach to football. We put our energy and attention into improving player 50 and player one as footballers, but more importantly people. This will be the aim for 2017. As a result, we achieved some fantastic tangible outcomes.

South East Leagues Manager Report South East Football Netball League SEFNL’s year began with a Season Launch at Holm Park Reserve, Beaconsfield on Friday 1st April. The theme of the evening was “Say No to Family Violence”. Guest speaker Kristy McKellar shared her story as a survivor of family violence.
With the adoption of the new governance and administration structure in March 2016, I was promoted to the position of South East Leagues Manager, overseeing the operations of the South East Juniors (SEJ) and the South East Juniors Umpiring Department, and the South East Football Netball League (SEFNL). In this structure we have an Operations Manager for each league, and an Umpiring Manager who also is responsible for female football development. Our whole team is housed in Casey Sports House, a purpose built facility, where we work closely alongside the AFL South East Football Development Manager and his team. We are fortunate to have such a dedicated, committed and professional team providing service to our clubs. I thank each member of our team for their passion, dedication and professionalism shown towards our member clubs. Our team puts in much more than is expected of their normal working hours.
AFL South East Annual Report 2016
SEFNL participated in the AFL Vic Community Championships where we travelled up north to take on Murray FNL with Seniors and U18s football teams and A Grade and U17 netball. We came away with three wins out of the four encounters and moved up another position in the AFL Vic rankings. A great result was that Scott Meyer, Beaconsfield FC, was selected to represent the AFL Vic Country team against Vic Metro, where not only did AFL Vic Country win, but Scott Meyer was awarded Best on Ground.
The Club Captains and Senior and A Grade coaches were then presented. Following the formalities, former heroes of days gone by dusted off their boots to entertain the crowd in the SEFNL Local Legends game. Participants included Club Presidents, Coaches, AFL South East Staff, and Local MPs and some ex AFL and VFL local legends. We are grateful to the local businesses who supported the night and made it possible to have custom designed jumpers for the match and to Physioworks who also supported the night. SEFNL Clubs embraced the opportunity to engage with the community and participated in themed rounds which included ANZAC Round, Pink Sports Round, Indigenous Round and White Ribbon Round.

We had our first international game where Beaconsfield FC’s U19s played against the New Zealand touring side, with Beaconsfield winning by a narrow margin. New Zealand gifted Beaconsfield with a team jumper as a memento of the game. Beaconsfield returned the favour by presenting New Zealand with Beaconsfield’s ANZAC Day jumper which was well received by the New Zealand team.
South East Leagues Manager Report 2016 saw the introduction of the Junior Netball Development Program. We had three teams; 13s, 15s and 17s who entered into tournaments against other leagues and associations. We thank Donna Wilson, Katrina Foster and Lauren Bourke for their roles as coaches of these teams. The tournaments are the official U15 Talent Identification Program of Netball Victoria where players can be invited for selections for the Central East Zone Academy. Through this program we had four girls invited to selections; Charlotte Petelinek, Emily Kerr, Tenielle Morrell and Abby Williams. Thank you to Sharlene Nation, our Operations Manager, who recruited our coaches, designed the uniform and saw this program through to ensure there is a way for the SEFNL netballers to be talent identified through Netball Victoria’s pathway program. We are also proud of the selection of Sharni Lambden from Cranbourne Netball Club who was selected in the squad of 14 and training partner for Collingwood Magpies Netball who will compete in the new National Netball League commencing in February 2017. Sharni was named in the SEFNL 2016 Netball Team of the Year and finished in the top 5 for the SEFNL Best and Fairest.
South East Juniors This year has been a year of watching and learning how the SEJ clubs operate and how the competition is run. SEJ’s season kicked off with four weeks of grading where we saw some very uncompetitive results. Fortunately the results were vastly improved for the remainder of the home and away season after the Grading Committee adjusted team placements. There is some work to be done with the clubs to identify how their internal club grading is impacting on the competition. Clubs benefited from the opportunity to attend the Club Development Seminars put on by AFL South East, Nathan Phillips and Nicole Edney. SEJ again provided development opportunities to its players and coaches to participate in the Metro Championships and Pancake Parlor Dandenong Junior Carnival. We will be working closely with the Dandenong Southern Stingrays in improving our program and creating pathways for coaches. FDM Report - South East Region It has been a significant year of change in the football landscape for the entire region. The inclusion of the South East Football Netball League and South East Juniors into AFL South East’s governance model has meant a year of gradual transition of processes, as the new governance of football in the region strives for consistencies and efficiencies in decision making and strategic direction. The management and structure of our Auskick programs in the region is a critical platform in our player pathways, as we ensure our Auskick Centre environments and quality of football curriculum are best practice. Auskick participation numbers for the region remained consistent with 2015 - at just under 5000 participants despite a significant decrease in participation in grade two and above, with many participants now choosing to solely focus on the Under 8 and Under 9 club football. We made several changes to our Auskick support staff structure in order to streamline the way we deliver the product across the region and ultimately the State. Following an extensive review in 2016, there will be further changes to Auskick in 2017 to refine programs and help improve the starting point of our football pathway. School programs remain the heartbeat of encouraging children to participate in our game. Our region is blessed with some outstanding AFL School Ambassadors who are regularly recognised for their efforts in growing the game locally. AFL South East actively promotes the Sporting Schools AFL program to primary schools with our AFL Game Development network delivering 23 Sporting Schools programs (Cardinia, Casey and Dandenong) across all four terms. Our term one and term four school programs have involved a targeted approach to primary schools with higher rates of culturally and linguistically diverse backgrounds. The introduction of Sebastian Gargana to our game development team as our Multicultural Development Officer, has allowed us to have a concentrated focus on the City of Greater of Dandenong schools which have returned our industry with great participation results. Sebastian and our Game Development workforce delivered the AFL’s Multicultural Schools Program to 20 schools who have a high culturally and linguistically diverse school population. AFL South East continues to support our local primary and secondary school football programs be it lightning premierships, carnivals, girls footy days, footy days in AFL Grand Final week, and with the involvement of both Melbourne FC and Richmond FC player visits. As we continue to build relationships with schools who have a lower AFL participation rate, over time we hope to engrain a strong football culture in the school’s environment and effectively transition participants to community club football. Participation numbers in the local leagues, both senior and junior, grew in 2016 with an increase in girls participation and boys participation in the lower age groups. However, this increase is counter-balanced by a decrease in corresponding Auskick numbers, so the focus remains on growing the boy’s numbers particularly in the difficult Under 13’s and above age groups. Additional resources are continually being offered to the clubs including the inaugural regional Club Development Day held in March 2016, with further sessions planned for late 2016 and early 2017. Club Development Officer Nathan Phillips has been the first point of contact for the South East Juniors clubs as our industry continues to educate the importance of strategic direction, sustainable internal processes and clear player pathways for our community clubs. Coaching remains a critical cornerstone in the development of the game. There are over 1200 registered Level 1 or 2 coaches in our region, many of them involved in various roles from schools to Auskick, to junior and senior football. Following a review in early 2016, AFL South East delivered a range of coaching courses throughout the year across all age levels. A particular focus of these courses was to equip our new coaches more efficiently with the skills and behaviours required to

coach effectively, while also ensuring that our current accredited coaches are completing sufficient training and personal development to qualify for reaccreditation in the region. More than 250 new coaches were accredited, with about 10 to 15 local coaches also being invited into the state based Level 2 coaching course. AFL South East conducted its first regional Talent Identification course with 30 selected participants. This was an important strategy to better align our coaching and talent identification with the Region’s TAC Cup club Dandenong Southern Stingrays, and AFL clubs in the region including St Kilda and Melbourne FC. SEJ and SEFNL competitions conducted Coach of the Year programs, in conjunction with other leagues in the region, to honour our best local coaches at the South East Coach of the Year function. Our region had two finalists in the State Coach of the Year award in November 2016, Grant Amor (Edithvale-Aspendale JFC, Junior Coach) and Damian Luxford (Beaconsfield Auskick). Planning is already underway for next year’s coaching courses which will include the introduction of a local coaching academy. This year also saw some fantastic representative opportunities for our talented senior and underage players. The SEFNL senior open age and U18 squad travelled to Mulwala to compete against the Murray Football Netball League in the AFL Victoria Worksafe Country Championships. The South East Juniors development program again fielded squads in the Dandenong Junior Interleague Carnival and the AFL Victoria Metro Championships. These representative programs provide our players and coaches with an opportunity to showcase their talents at the next best standard of football competition. The genuine support of the Dandenong Southern Stingrays of these programs help our industry to provide clearer pathway opportunities for administrators, coaches and players from representative programs into the AFL Victoria talent pathway. Kahl brings a wealth of community football experience with him as a player and former Narre Warren President, Kahl. Kahl is currently the State Manager for the TNT Group. LIZ TRIFFITT – SOUTH EAST LEAGUES MANAGER Liz is an experienced sports administrator with a vast range of experience and knowledge in the sporting industry gained from her former roles including SEFNL Operations Manager, AFL Vic Project Manager, Beaconsfield JFC Club Secretary, Competition, Events and Marketing Manager at Little Athletics Victoria. SILVIO MARINELLI A partner in accounting firm Highview Accounting, Silvio has had a long history of involvement in community sport. Current Treasurer of the Cranbourne Turf Club, Silvio brings a wealth of financial expertise to SEFNL along with his passion for the development of the sport. CLIFF DONEGAN Cliff has had a long history of involvement with the league and in particular the Berwick FNC (54 years) and was keen to continue to serve SEFNL clubs. Cliff was appointed to the SEFNL Board in 2015 and re-elected for a two-year term at the SEFNL AGM in December 2015. GERARD KELLY Former President of the Cranbourne FNC, “Gerry” is well-known in local football circles. A self- employed primary producer, Gerry has achieved significant outcomes over the years for the CFNC through business relationships, dealings with council and club stakeholders. RYAN FORD Ryan has run his own sales and marketing business in the commercial industry for over 12 years. Appointed by the SEFNL Board in October 2015, with a background in football that stems over 30 years, and his involvement in other sports and organisations, Ryan has bought focus and attention to the sales and marketing components of the League.

SEFNL League Commissioner Report Ladies and Gentlemen it gives me great pleasure to present SEFNL’s second annual report accompanied by my second and final Chairperson/League Commissioner report . In case you aren’t aware I have resigned my position as SEFNL Chair and AFL South East Commissioner and this evening is my last official duty in those capacities. This year has represented our first full trading year that encompasses both a full year of revenue and a full year of associated cost, its also been a year of strategic change with the changes in governance structures for the league and AFL South East. In the Chairperson’s report for 2015 I highlighted a time line of progression for the year – I’m pleased to say that 2016 has been what I refer to as a “business as usual year”, a year of consolidation. In 2014 we stepped away from the MPNFL and in 2015 we were busy getting set up to service our member clubs, 2016 has been a year to be able to continue providing good, consistent service and administration to our sporting community. The financial reports that will be presented this year will show a deficit – meaning we operated at a loss for the reporting period, a loss that is explained by the additional costs associated with our Interleague program this year and committing to taking 2 netball and 2 football teams away to play at Mulwala. Whilst the additional cost pushed us into the red for the year – we as a Board are committed to a strong representative program that will enable both our existing senior talent and upcoming youth, to showcase their abilities and continue to take SEFNL higher in the Interleague standings. Now that we are settled into a normal operating rhythm from an administration perspective, the focus will continue to be on implementing a structure in the region that provides opportunity for all existing clubs to play at a competitive level whilst also allowing new start up clubs the opportunity to enter our league and
grow. This is the biggest challenge we face, but it’s a challenge that is being thoroughly reviewed at the moment and we will see some exciting announcements made at the appropriate time in 2017. I’d like to take the opportunity to thank our Major Partners without whom, our vision of SEFNL would not have become a reality. So for having faith and investing with SEFNL I’d like to thank Parklea, Heatstrip, SEN, Totally Workwear, and Mercedes-Benz Berwick. A big thanks also to our Support Partners; Victor Sports, Adcell Group, Physioworks, Ivans Pies, Sherrin, Loco, Sportlines, Cranbourne Greyhounds, Sporting Fine Art, Garrleigh Trophies, The Valley Private, Seda Group, Casey Radio and Pakenham Gazette. In parting I’d like to thank each and every club and person involved in our great community for having faith in me personally to bestow upon me the honour of being the inaugural chairperson and League Commissioner of SEFNL. I am honoured and excited to continue to watch the development and growth of SEFNL and what that might look like in the future. You’re in good hands and the future looks bright. I implore all clubs to be patient please, to have faith in the review process and trust that behind the scenes there is a lot of great work being done to deliver great outcomes for SEFNL and our member clubs – not only for now but for well into the future. Our second year of SEFNL has seen more growth & changes Liz and I moved into our new offices in December 2015 at Casey Sports House, Casey Fields, a purpose-built facility that we share with other sporting bodies.

With the change to the governance and administration of SEFNL in March 2016 I moved into the position of Operations Manager. With only 7 teams nominating for the 15 Red section in netball an alternative fixture was arranged. This allowed extra games in the fixture instead of byes. Interleague was a major event in the SEFNL Calendar with a Senior and U/18 Football team and an A Grade and U/17 Netball Team travelling to Mulwala. It was a successful weekend with 3 Cups making the return travel on the bus to Casey Fields. Representative Netball Teams were introduced to SEFNL in 2017. AFL Vic Community Championships We participated in the newly branded and ranked AFL Victoria Community Championships. This year we traveled to Mulwala to face Murray FNL. In addition to our Senior football team, it was wonderful to introduce the U18 football and A Grade and U17 netball teams to our representative teams. We traveled via coach, with the teams fully kitted out and ready to showcase the SEFNL talent across the NSW border. In sunny conditions, SEFNL brought home three of the four cups. Thanks goes to our coaches and their support crew. Scott Meyer was selected to play in Vic Country team who defeated Vic Metro and Scott was awarded Best on Ground in that match. Operations Manager Report
The South East Juniors (SEJ) 2016 season commenced for the U11 – U17 age groups on Sunday 10th April with the U13 girls competition having a 4 week program to boost participation before starting a 10 round competitive season. This season there was an increase in teams (219) with the addition of two Frankston and District Junior Football League (FDJFL) teams participating in the U13 girl’s competitive competition. Little Demons Day This year saw 78 teams across the U8, U9 and U10 non-competitive age groups taking part in Little Demons Day. The day is a great opportunity for players, team officials and coaches to get a feel for the modified rules for each age group as outlined in the Australian Football Match Policy. Each team participates in two half games across the day with this being the first time that the U8’s are exposed to the Australian Football Match Policy in a game day format. Thanks must go to event partners Pakenham Junior and Senior Football Club, Shire of Cardinia, Melbourne FC, Ross Faulkner and Garrleigh Trophies for their continued support of this event.
The 2015 U12 girl’s non-competitive competition transition into an U13 girl’s competitive competition for 2016. This allowed two teams from the FDJFL to join making it a 7 team competitive competition. It also provided an opportunity for the girls turning 13 during the year to play against girls their own age as well as reducing the age gap of the U18’s competition. We will continue to reduce the age gap in female football competitions by running U12, U15 and U18 female competitions in 2017. The addition of the U15 age group as well as the reintroduction of the U12 girls will assist in attracting more females to the sport therefore growing the number of participants. Grading With the support of the member clubs, we reintroduced the process that would see teams assessed in the first four rounds (U11 – U17 age groups) of the season with any changes deemed necessary occurring in round 5. Teams that were regraded carried their points and percentage with them, with percentage adjustments made in line with league rules. The U11 Black and U15 Division 3 competitions were created from round 5 as part of the re-grading process and the U13 and U18 girls competition did not go through a re-grading process due to the number of teams. The overall average winning margin for the grading period (R1-R4) was 62.53 points compared to the average winning margin of the home and away period (R5- R14) of 48.94 points which is a reduction of 13.59 points.
Player Points in 2015, at the will of the clubs a working party was established to review and explore options that addressed the impact of player movement. Through this working party it was identified that player movement had a significant impact on the evenness of competitions and the viability of teams. The player points policy was implemented in the 2016 season to provide mechanisms to assist in minimising this impact without contravening the National Transfer Regulations. Year 1 saw a 10% reduction in player movement from one SEJ club to another SEJ club, with no increase in the number of players moving out of the competition, with the true benefit of this policy being seen in the coming years. Operations Manager Report Judiciary After the implementation of further penalties for players who are sent from the field more than twice during the season, it is pleasing to see a 10% reduction in the number of send offs compared to last season. There has also been a 22% reduction in the number of investigations conducted this season, although there have been more reports laid as a result of those investigations. The 25% increase in reports can be attributed to two U17 investigations into incidents that occurred during these two grand finals. We will continue to work with clubs on educating players on acceptable behaviours on the football field, as well as educating players and parents that penalties imposed in our competition do carry over to other competitions. South East Juniors would like to thank the AFL South East tribunal members who volunteered their time to conduct tribunal hearings throughout the season and Peter Drake and Brendan Butland for carrying out the role as investigation officers during the season. Finals Series The increase in finals crowds this year can be attributed to the finals series being run over a four week period, with the U14 Division 1, U15 Division 1, U17 Division 1 and the U18 Girls enjoying a week off after the season, resulting in their grand final being played (standalone) at Casey Fields VFL Oval on Sunday 28th August. We utilised
the services of Team Staffing which resulted in a count of everybody who came through the gates, whether they were children or adults. The finals would not be possible without the dedication of the host clubs. They work diligently to ensure that they deliver an enjoyable experience for not only the players but also the spectators by ensuring that everything runs smoothly on the day. I would like to thank Beaconsfield JFC, Casey Scorpions FC, Dandenong Southern Stingrays, Endeavour North JFC, Lyndhurst FNC, Narre Warren JFC, North Dandenong JFC and Pakenham JFC for hosting what was a fantastic finals series.
Officer JFC were awarded the Best Conducted Club award which was accepted by Kim Hancock. Volunteer of the Year was awarded to Nikki Gillies from North Dandenong JFC, Junior Coach of the Year was awarded to Matt Blackman from Berwick Springs JFC, Youth Coach awarded to Ross Smith from Pakenham JFC and Female Coach awarded to Teagan Cooper from Narre Warren JFC who went on to also win the AFL South East Regional award. The Bendigo Bank Club Person of the Year award was a new award for 2016 sponsored by Bendigo Bank which was awarded to Zoe Odgers from Hampton Park JFC. The Lindsey Patching medal is awarded to the player who polls the most votes across all the competitive age groups. This year it was a three way tie with the award be awarded to Jake Carosella from Cranbourne JFC, Isaac Lega-Frost from Parkmore JFC and Riak Andrew from Berwick JFC all who polled 25 votes.
Presentation Night This year we invited the top 5 players who polled votes for each competitive age group and division. This evening celebrates the achievements of players and volunteers throughout the season by presenting awards in the following categories; • Best and fairest player for each competition from U11 – U17 and U18 Girls • Best conducted team for each competition • Best conducted club • Junior & Youth Coach of the Year • Volunteer of the Year • Lindsay Patching medallist • Bendigo Bank Young Club Person of the Year

Operations Manager Report Development Program The league development program aims to provide both players and coaches with pathways to develop the fundamental skills of football. In 2016 the league introduced an U17’s squad that provided an extra 22 top age boys not only the opportunity to develop their skills but to also be seen by TAC Club like The Dandenong Southern Stingrays. The league offered the following squads in 2016; • U13 x 2 squads • U14 x 2 squads • U15 x 2 squads • U16 x 1 squad • U17 x 1 squad • U15 Girls x 1 squad The pairing of the U13 Division 1 squad against the Division 2 squads of Yarra Junior Football League and South Metro Junior Football League and the inclusion of the U13 Division 2 squad in the AFL South East Regional competition delivered better development outcomes for our players. The league will again increase the number of squads in the 2017 season by offering an U18 girls squad which will be entered into the AFL South East Regional. This will provide an opportunity for the top age female footballers to further develop their fundamental football skills in a development squad environment. I would like to thank all the coaches and parents who volunteered their time to assist with the running of the program. I would also like to thank the Director of Coaching Wayne Mete for assisting the coaches in developing the players within the program. SEJ Club Development Report Growing junior football is fundamental to each child’s growth as well as the surrounding community’s growth. With such a large number of participants within the South East Juniors (SEJ) constant conversations are needed to discuss any ideas, initiatives and assistance that aim to improve each and every club. In 2016 the Club Development role is now into the second year of existence, this has ensured that the need for a more interactive and constant connection to each club is built. The Club Development role is not just based on relationships with SEJ clubs but it is also reliant on key relationships with local councils such as the Casey, Cardinia and the City of Greater Dandenong. Working with the local council groups are beneficial for clubs because it provides an opportunity for extra resources and funding through grants aimed at improving facilities and assisting administration. Key Strategies and Outcomes: South East Juniors White Ribbon Day – Friday 3rd- Sunday 5th June “South East Junior football clubs taking a stand against violence towards women.” For the second consecutive year running South East Juniors ran a White Ribbon Round as a show of support for the White Ribbon campaign – which encourages men of all ages to pledge a promise to “never to commit, condone or remain silent about violence towards women”. Eight feature games across that weekend were played with a white ball and the captains, players and coaches read out the pledge. This

initiative was aimed at our U13-U17 age groups which was the key demographic of focus, ensuring the message is appropriate and relevant to the right age groups of ‘young men’. The day was an overwhelming success as we will look to continuing this round as an annual event. South East Juniors Beehive Foundation Spirit of Football Round- Friday April 29th- Sunday 1st May The “Spirit of Football” is an annual campaign for thousands of junior footballers in south-east Victoria with the theme of creating awareness of good sportsmanship, tolerance, being good role models, supporting your mates and respecting the opposition and umpires. Now in its fourth year the Spirit of Football campaign is a joint initiative between The Beehive Foundation and South East Juniors. The campaign commenced on the weekend of April 29th – 1st May with a special themed round where all participants wore green armbands to represent solidarity, and the fairest player from each team (as selected by the opposition coach) received a Spirit of Football medal. The older teams played with a special Beehive Foundation match football. With such an importance towards fair play and teamwork, the Spirit of Football Round is a great way to showcase the fantastic contribution AFL has in our community.

Support and Assistance: Club Health ChecksThroughout season 2016 there were club health check visits conducted with SEJ clubs. Working closely with Football Development Managers and league staff there was a push towards visiting each and every club in the league to discuss and assist a range of challenges that are faced by junior football clubs. Naturally this would focus on all aspects of a football club whether it is on or off field related. These visits would ensure that there could be action items taken from the committee meetings to have a greater understanding of any common themes that were facing the clubs. With the information collected from these specific visits there will now be follow up discussions that will ensure that appropriate steps are being taken to improve club dynamics and provide support from appropriate channels. Coming from these visits will be regular communication and assistance in areas that have been discussed as priority areas. These visits will be a regular
SEJ Club Development Report occurrence and constant discussions will be continued throughout the year. The key focus areas that are seen as high priority amongst SEJ clubs. This information is a direct result of the club health check visits. MAIN THEMES/FOCUS AREAS • Strategic & Succession Planning • Club Improvement Program • Local council relationships • Multicultural engagement/School program links • Promoting Your Club In conclusion I would like to thank all clubs for their support and I look forward to working with all clubs in more depth throughout 2017. SEJ Umpiring Report With South East Juniors (SEJ) Umpiring securing Carlisle Park as a training venue for its umpires, they had a permanent base of which training sessions could be held and as a result, we had a record number of umpires register in 2016. An additional training venue was also used at Heatherbrae Oval in Officer. Our thanks to Officer Junior Football club for allowing us to share the ground with them on a Wednesday night. Having the two venues allowed the umpires the flexibility to train at either venue.
Bayswater, Nunawading and the Grand Final at Sandringham • The Subway carnival • The Girls Herald Shield Competition, • Premier school football • Dandenong Stingrays Trial matches. • We also supplied female umpires to the regional girls primary school competition held at Beaconhills College in Pakenham. So it has certainly been a very busy season. Over 3,500 umpiring appointments were made.
Our umpire numbers grew substantially throughout the year. We finished the year with 309 registered umpires, an increase of 41 umpires, (15% growth) from 2015. We are in a strong position going forward and our umpires will continue to develop over the coming years. We were able to achieve our objective of having two field umpires in every game from under 11’s to under 17’s. 65 of our umpires were female. This is the highest ever amount of females that we have had registered. Umpires had the opportunity to not only umpire in the SEJ competition, but other football matches throughout the year. SEJ supplied all of the umpires for; • Schools Sports Victoria for their carnival which was held over 3 days at Cams Reserve in Cranbourne • Mt. Eliza the week before, • The Vic Metro Championships during June and July, with our umpires officiating in games at
The SEJ clubs where offered the opportunity to have a night with the umpires where they could raise questions about umpiring, rule interpretation and umpiring opportunities. This was received with great success. We will continue to work with the clubs to build relationships and keep the lines of communication open and honest with the players and officials. An additional school based academy was established at St. Francis Xavier in Beaconsfield with 12 umpires registering for the academy. Along with the existing academy at Alkira Secondary College in Cranbourne North, these academies are a key pillar in recruiting umpires.

Alkira numbers continue to grow with all students umpiring games with the SEJ throughout the season. Terry Edwards and Brad Pulley ran the Alkira Academy and should be commended for the success of the program. Tim O’Meara was in charge of the program at St. Francis Xavier which will continue to grow over the coming years. We welcomed our new umpiring partner AJ Recruitment for a two year period. All umpire shirts now have the AJ Recruitment logo on the arms and the back of the shirts. We would like to thank Mr. John Mark from AJ Recruitment for their sponsorship for the two seasons. Our awards night was held at Cranbourne Secondary College on Friday 22nd August. There were over 250 people in attendance. Special thanks to Craig Hookey for arranging the venue and being the MC. We were pleased to have Alkira Secondary College, Principal, Mr John Shaw, in attendance. We announced the grand final appointments and various awards were presented to our umpires for their achievements over the year. I would like to congratulate the following who were the recipients of our awards. Jaimie Collard, Stephanie Girardo, Jess Prime, Riplee McLachlan and Monique Shaw particpated in the Victorian Women’s Umpiring Academy where they trained fortnightly with 12 girls from all over Victoria at Ikon Park. Under the guidance of AFL field umpire, Matthew Nicholls, the girls gained
SEJ Umpiring Report valuable insight and experience being part of the program and this will further their knowledge of the game. Three more girls from SEJ will join the program for 2017. Congratulations to Sarah Brooks, Aimee Johnston and Sarah Vanderschoot on being accepted into the academy. To have 8 of our girls in the women’s academy (there are only 20 in the academy from around Victoria) is testament to the commitment that the girls are showing to their umpiring. SEJ have the highest number of females in the program from all of the leagues in Victoria. We donated $5,000 to our chosen charity, Ronald McDonald House. This money is used to sponsor a room at the centre for the parents of the sick children being treated at the hospital.
A group of our umpires have volunteered at Ronald McDonald House to cook a meal for the parents of the children undergoing treatment at Monash. This allows the parents of the children to sit back and enjoy a hearty meal at the House. The cooking took place at the end of November. The group spent about 4 hours at Ronald McDonald House preparing the meals and mingling
with the parents and siblings. It iwas a rewarding experience for all those that participate in this worthwhile cause. I would like to thank all of our coaches for their commitment to training and educating our umpires. Our field umpire coaches for season 2016 were Nick MacDonald and Laurie Girardo. They were ably assisted by Craig Hookey who managed our boundary umpires, along with Steve Richards who mentored the goal umpires. James Lesch assisted with the appointments. Russell Collard kept the umpires fit with his warm up sessions throughout the year. Their contribution to the umpiring group has been invaluable and it is because of them that umpiring at SEJ is in a great position moving forward. Ron Harris acted as the Umpires Advocate at tribunal hearings in 2016. He was kept busy and he represented the umpires with the utmost professionalism.
Without the support and encouragement from the AFLSE Commission, management and staff, the successful season that the umpires have had, would not have been possible. I thank you all. Rod Hamilton SEJ Umpiring Manager
Our senior umpires, Russell Collard, Ray Fulton, Rob Connor, Terry Edwards, Paul Winterton, John Karalis, Ron Harris were great with the younger umpires at training. Nothing was too much trouble for them and I truly believe that our younger umpires have greatly benefitted from the guidance of these senior umpires. Bryan Sharp and Peter Harrex also provided valuable advice and leadership to our umpires on match day.

Terry Edwards, who umpired his 600th junior game this year, was awarded life membership of the South East Juniors. Terry was a very worthy recipient of the life membership and a great leader and mentor to the younger umpires. Terry has umpired with South East Juniors and formally with the DDJFL since 2000 and has umpired over 600 games of junior football. Terry also has officiated in many games at Senior level prior to umpiring with the juniors. He also officiates in school games during the week. These games are not recorded as official games so his tally of games would far surpass the 600 games that have been officially recorded. He is a great mentor to the young umpires, giving them advice and positive feedback.

Southern Umpires Association Report Season 2016 has been completed, with over 2,000 appointments made to officiate in over 600 games, which also included for the first time, the Women’s Football League. In what is believed to be an Australian first for a final, an all-Female Panel was appointed to an Under 19 1st Semi Final. The Southern Umpires Association (SUA) continues to build its reputation as one of the premier umpiring associations in Australia and prides itself on being one of the few Associations that is able to appoint officials to all game levels. The season was not without its challenges, with 35 or 9% of umpires and 4 Senior Coaching Staff not returning for the season. Despite this decrease in overall numbers, it provided an opportunity for a number of umpires to gain senior experience and our launch of “Can You Accept the Senior SUA Umpire Challenge”. This was a successful promotional tool overseeing 13 umpires making their senior debut, laying a solid foundation for seasons to come.

28 SUA umpires were nominated to attend the V/Line Umpire Academy with the opportunity for umpires to officiate at a higher level. This resulted in 16 SUA umpires being selected to officiate at Senior Interleague Games, after which 2 SUA umpires selected to officiate at the Vic. Country vs Vic. Metro and Vic. Country vs VAFA games. The umpiring standard demonstrated, resulted in 6 SUA umpires nominated to trial with the VFL. This vindicates and further endorses the SUA policy of providing a structured pathway to the elite AFL Level. As mentioned earlier, attraction and retention of umpires’ remains a challenge and former football players can be a great asset to the game to umpire at all levels of the game, either still playing or retired. There is vast experience gained by a player/ex player who has a ‘feel’ for the game allowing
