REGION GENERAL MANAGER REPORT - John Anderson Once again it has been a very busy and rewarding year for leagues and participants in the AFL South East (AFLSE) region in 2019.
Congratulations go to the following clubs who won football premierships in 2019, being:
In governing and administering the Mornington Peninsula Nepean Football League (MPNFL), South Eastern Womens Football (SEWF) and two junior leagues, Frankston and Districts Junior Football League (FDJFL) and South East Juniors (SEJ), AFLSE oversaw the registration of 11,009 male football participants, 4,190 female football participants, 1,263 netballers and 578 umpires. That’s a total of 17,040 active participants for the season.

REGION GENERAL MANAGER’S REPORT Special mention to the players who committed to representing their league. Without exception, the players put 100% effort into the game and got the result they deserved. The MPNFL sits top of the tree in country football! Thanks goes to Rosebud FNC for its hosting of the interleague football and netball The SEWF interleague team also represented their league with distinction, by beating Southern FL. Thanks also to coach Gary Sanford and his support staff for the work they put in and to league operations manager Rod Hamilton thank you. AFLSE Region Top Age Football AFLSE very much appreciated the support of the FDJFL clubs in pushing an initiative to have a combined league Under-17 Boys and Under-18 Girls. This was designed to be in the best interests of football across the Frankston and Mornington regions such that in these higher age groups more even competitions would promote higher participation. Whilst the strategy was supported by most FDJFL and MPJFL clubs, the Executive of the latter advised just prior to Christmas that this would not occur. Close to the season, the SEJ clubs moved to participate in this regional competition and in the end, with the almost unanimous support of all FDJFL and SEJ clubs, we were able to get six divisions of top-age football across the AFLSE region. Pleasingly the premierships were shared around in the top-age competition: Premier A: Mt Eliza Blue Premier B: Berwick White Premier C: Pines Division 1: Langwarrin Blue Division 2: Lyndhurst U 18 Girls: Beaconsfield A post-season review of the first year of the top-age competition saw a resolution of the FDJFL clubs and the SEJ clubs to extend the regional competition to Under-15 Boys and Under-16 Girls. This is great credit to all clubs in the region who, by acting in the best interests of participation and a more even competition, will inevitably keep boys and girls playing the game. I would personally like to thank all the junior clubs involved. This strategy is for no other reason than to provide more evenness and depth of competition for the young men and women to participate at the appropriate level. Junior Leagues in 2019 AFLSE is proud of the development of young footballers in the SEJ and the FDJFL. Naming right sponsors of the respective junior leagues, Bank of Queensland and Totally Workwear thank you. We also thank St Kilda FC (FDJFL) and Melbourne FC (SEJ) for their

REGION GENERAL MANAGER’S REPORT financial support and the work they put into each of the development programs and the interleague carnival. During 2019, 509 teams were registered to play in both leagues across the AFLSE region (including top age). 10,813 young footballers were registered to play in AFLSE managed competitions. In SEJ, nine different clubs won premierships across the age groups up to under-15. Only three clubs had multiple premiership teams and each of the Local Government Authorities across the region had a premiership team within their boundary. FOOTBALL DEVELOPMENT MANAGERS’ Cam Roberts, Dean Rice and Stuart Clark It’s been a year of consolidation for the region in respect to the Football Development Manager (FDM) roles.
the South East has followed up last season’s launch of the new Auskick program with another strong year. Auskick 2.0 has consolidated further amongst the region’s 60 plus centres with many now operating in a significantly improved manner with structured coaching, curriculum and consistency.
Following some significant changes in structure and programs over the past few years, 2019 gave us the opportunity to build upon some of these changes to consolidate many of the key deliverables across the South East region. Whilst the program quality remains a constant focus for FDM’s and their staff (including Auskick Champions), the region has been recognised as Coaching has been a significant focus for the FDM’s with the new online having one of the best participation rates in the state with fantastic growth accreditation and training platform, Coach.AFL moving into its second and recognition of volunteer support. The region has a large quantity of coaches from junior Auskick Awards night in September where these invaluable volunteers through youth and senior, high performance coaches, female specific, were thanked for their contribution to the football community. school-teachers, students and so on who are all now part of the Coach.AFL platform. Their specific role was to act as the eyes and ears for the FDM’s, helping to identify existing strengths and gaps within junior club coaching strategies, training and performance. This program received initial strong support and will expand further in 2020. The FDM’s also supported the local leagues in their management of Coach of the Month Awards which culminated in various Coach of the Year trophies. Winners of each local award are then automatic nominees for the AFL South East Regional Coach of the Year which was recognised during the MPNFL Division 1 Grand Final Lunch. Congratulations to the following winners: Alan Moulden (Junior Coach), Patrick Sumner (Youth Coach), Kirsty Lebusque (Female Coach) and John Law (Senior Coach). Some fantastic results were achieved in 2019 with a number of our local schools performing strongly and making their way into the final stages of SSV state-wide competitions. This further enhanced the South East’s reputation as one of the strongest footballing regions in particular in the female competitions. Another significant deliverable for the FDM’s is the support of existing clubs and leagues in the South East. With over 60 junior clubs split across leagues, combined with 22 MPNFL senior football/netball clubs many of whom have senior women’s teams, this is no easy task. There is also a number of senior clubs within the South East region that play in other competitions such as the VAFA and Southern Football League, so ensuring the sustainability of these clubs is a significant priority for the region. FDM’s worked closely with the region’s competition managers to provide
FOOTBALL DEVELOPMENT MANAGERS’ Cam Roberts, Dean Rice, Stuart Clark guidance and advice to further refine the structure of football in the South East and endeavour to ensure that clubs and their participants are best able to compete at the appropriate levels with the greatest chance of success. A range of support programs were provided to clubs including the Club Development Day which is held annually in the region prior to the season commencement, whilst both FDM’s and contracted third parties were busy throughout the year working closely with our member clubs to provide assistance with long term planning, strategic direction and general health checks. Another deliverable of the FDM role throughout the year is to support and manage various aspects of the talented player pathway in conjunction with our talent partners Dandenong Stingrays. The talent landscape has changed over the past two to three years with the introduction of AFL Next Generation Academies aimed at identifying and providing coaching assistance to players from diverse backgrounds whilst also supporting existing talented players via interleague programs. As a result the South East region now has one of the states strongest performing pathways with our St Kilda Next Generation Academy and Melbourne Academy now working closely with FDM’s and local leagues to identify talented and diverse junior players in the 11 to 15 age groups. These academies are now set up to provide athletes with access to elite
training facilities and coaching, supporting players to transition to represent their leagues in the AFL South East Junior Interleague Championships held across the Queens Birthday weekend. With 22 representative teams competing from four junior leagues – FDJFL, MPJFL, SEJ and AFL Yarra Ranges, over 500 players and their families converged upon various grounds across the three-day carnival. Following on from the junior carnival, FDM’s work closely with the talent partners to then turn their attention to the Under-15 Boys and Girls age groups as the region prepares four Southern Stingray teams to showcase their talents in the AFL Victoria V/Line Carnival this year held in Shepparton in September. The South East is the only region to enter two girls teams with both our 2019 girls teams winning all of their games, whilst the boys competed strongly across two divisions. These games are held as an opportunity for the boys and girls to then get listed with Dandenong Stingrays for an Under-16 program in 2020. Finally the region competed in the AFL Victoria Community Football Championships with MPNFL scoring a strong win over Ovens and Murray at Rosebud, whilst the SEWF teams had great wins in 2019 also. A big thank you to all the region’s partners that help deliver AFL Victoria programs throughout the South East in 2019.

The regional senior women’s competition – South Eastern Women’s Football (SEWF) - continues to deliver participation opportunities across Melbourne’s South East with nine percent growth in participation, despite the loss of teams from the 2018 season. Here are some of the key highlights from 2019: • An 8.5 percent increase in teams within the FDJFL to a now record number of 242. • An increased investment in dedicated coach education sessions. • A 25.5 percent increase in netball teams to a now record number of 104. • A 9.5 percent increase in participation numbers in SEWF. • The introduction of a Match Review Panel (MRP) in the MPNFL. • The establishment of a new SEJ club - Cardinia Tigers • The establishment of a Regional Top-Age competition. • The delivery of 11 basic umpire courses throughout the region. • The delivery of a regional junior football survey. • The participation of over 650 regional umpires.
It was exciting to attend the opening of the new Hunt Club facility in Cranbourne East which will house the new Casey Thunder senior women’s team. AFL SOUTH EAST ANNUAL REPORT 2019 | PAGE 19
MPNFL FOOTBALL OPERATIONS REPORT - Haydn Parsons If change was the key theme of the Mornington Peninsula Nepean Football League (MPNFL) over the previous two seasons then 2019 would serve as a year that reaffirmed the standing of the MPNFL in the community football landscape.
As is the case with divisional football there was an element of uncertainty around the 2019 season. Would Seaford be too strong for the division two clubs and would Dromana step up and compete in division one? a question that would be answered emphatically.
The professionalism and standard of competition has been taken to a new level by players and coaching staff alike and with a fresh strategic mindset the MPNFL is well placed to rightly be recognised as Victoria’s pre-eminent country football competition.
Division two ebbed and flowed all season with Red Hill starting strong and looking unbeatable however Langwarrin, Karingal and Chelsea all had moments where it looked like they would challenge. The twists and turns continued when Somerville strung together some late-season form to scrape into the final five during the final round of the season.
Off field the MPNFL Strategic and Finance Sub Committee’s continue to play a guiding role in representing the views of the clubs and working closely with the administration of the competition. Their passion, forward thinking, initiative and collaboration now has the MPNFL well placed for sustained strategic growth in the future, an exciting prospect for the competition. In a move that further highlights the professional advancements of the competition the MPNFL became one of the few competitions in Victoria to introduce a Match Review Panel to oversee senior games, the competition continues to have all senior matches filmed on a weekly basis. As well as providing an incredible coaching resource, match day filming vision can now be reviewed by the MRP at the request of clubs and competition.
Karingal would win the right to challenge Red Hill for the silverware. This would be an intriguing matchup given the Bulls had notched wins over Red Hill the previous two times they’d met. After coming so close in 2018, Jamie Mollo and his talented young Red Hill side broke a 29 year premiership drought. The senior success at Red Hill was shared, with the under 19s capping off a dominant season in style whilst Langwarrin won the reserves contest comfortably. Local bragging rights were once again at stake with Rosebud, Dromana and Sorrento all doing battle in division one. The evenness of the competition was most evident when Mornington, although relegated, took some significant scalps during the season, including the eventual premier.
The MRP is an independent body with the model resulting in incidents being dealt with in an efficient manner that is less costly and time consuming than the investigation process. Similarly it is important to acknowledge the AFL South East Tribunal is an independent body and we pay thanks to the tribunal members who regularly volunteer their personal time throughout the season in the best interest of not only the MPNFL but the junior and women’s competitions that AFL South East administers.
For the second season straight Sorrento made a statement as the team to beat finishing on top come season’s end, however with the likes of Dromana, Pines, Frankston YCW and a rampant Bonbeach in contention, claiming the ultimate prize was never going to be easy.
The framework has allowed clubs to invest resources into other elements of their organisation, on the back of this many clubs have strengthened ties with their respective local government resulting in significant facility upgrades in the region. Tyabb, Crib Point and Pines are all blessed with fantastic new lighting with Tyabb welcoming new change rooms facilities this year. In previous seasons the change room and umpire rooms at Somerville have been retrospectively refitted whilst Alexandra Park is in line for a significant and exciting redevelopment.
Mt Eliza continued its dominance in the reserves winning their sixth-straight premiership whilst Frankston YCW capped of a great under-19 season upsetting the talented Redlegs in the grand final.
In what was a great showcase for football on the southern peninsula, R.J Rowley Reserve played host to Sorrento and Dromana in a second semifinal showdown. The Sharks would be too strong on this occasion however The Community Club Sustainability Program (CCSP) framework remains in Dromana toughed it out in difficult conditions against an in-form Bonbeach place via the Player Points and Allowable Player Payment Programs. The a week later to book a Frankston Park rematch with their old adversaries. philosophy of the program centres on the equalisation of football as well as reducing financial stresses on clubs, of which player payments continues to Perhaps the tough hit out a week earlier placed Dromana in good stead be one of the largest financial burdens. The management of responsibilities because in wet, windy, winter football the Tigers were relentless and clinical to do with the relative sustainability programs falls on club administrators, in their approach. It wasn’t pretty but after being promoted to division one and it is extremely pleasing to see that all clubs within the MPNFL are Dromana would go on to win back to back premierships, an incredible compliant and cooperative with the relevant programs. achievement in one of the most hotly contested competitions in the state.
Rosebud enjoyed their first season at the new Olympic Park facility, a showcase for the region. All of these upgrades provide a plethora of options for showpiece finals and interleague matches and make the MPNFL and its clubs the envy of many.

I would like to take this opportunity to pay thanks to AFL Victoria and AFL South East staff and management for their ongoing support and guidance. I’d also like to pay thanks to the many different stakeholders that make up the MPNFL, not least the dedicated officials, supporters, volunteers and players, many of whom I’ve had the privilege of building strong working relationships with and who continue to give their valuable time to their club and community. Season 2019 has drawn to a close however we eagerly anticipate a sustained period of success, growth and vibrancy for 2020 and beyond.

MPNFL NETBALL OPERATIONS REPORT - Samantha Downie With the relegation process of the Mornington Peninsula Nepean Football League (MPNFL) divisional structure, Dromana FNC moved up to division one and Seaford FNC into division two for the 2019 season. Both clubs were strong and prominent in the respective divisions the season prior, and the change would produce an interesting inclusion to each division in netball for 2019.
given one. MPNFL netball introduced a top-five final series for the 2019 season to align the league as a football and netball competition. In addition to this change the first two rounds of finals were played across the fixtured weekend – in 2018 we had semi-finals on the same day.
All matches, with the exception of grand finals, were played alongside football at club venues. With football grand finals being played at Frankston Park this opened the opportunity to have netball grand finals at club venues This year all clubs were successful in fielding teams in all senior grades, the first time in two years that this has occurred. The 17-Under competition – Somerville FNC hosted division two grand finals and Rosebud FNC hosted division one grand finals the following week. continued in 2019, with six division one clubs taking the opportunity to successfully source a team - allowing the competition to extend across Cold and wet conditions greeted the start of the division two grand finals both divisions for the first time. at Somerville on Saturday 7 September but cleared in the afternoon to showcase some exciting talent in the B and A grade matches. Clubs voiced the need for changes to MPNFL netball to assist with competition equalisation. One of the major changes the league introduced was a ‘Premium Player’ rule, specific to A Grade where clubs could select up to five players of a ‘Premium Player’ status on match day with three being allowed on court at any given time.
Rosebud produced perfect conditions for the division one grand finals on Saturday 14 September.
While the rule assisted with a more equal competition and closer match results, it has been identified that changes to this rule will be discussed with clubs, and proposed options presented for the 2020 season.
Edithvale-Aspendale featured in all senior grand finals and took out all four premierships for the very first time in the clubs’ history, defeating Mt Eliza in D grade, Frankston YCW in C and B grades, and Rosebud in A grade. This gave Edi-Asp a remarkable sixth-consecutive A Grade Premiership.
With the introduction of the 17-Under competition, Sorrento had a tough task against the undefeated Mt Eliza – eventually losing by eight goals.

The 33-year-old, two-time league best and fairest winner, changed the course of the WorkSafe AFL Victoria Community Championships clash against Ovens and Murray with a brilliant third-quarter display – and he only touched the Sherrin seven times. The Mornington Peninsula Nepean Football League (MPNFL) was in urgent need of a spark, trailing by three goals at the main break against a quality opponent. But what McDonald produced next would lead the Sharks to a 41-point victory and propel the league into the number-two ranking in the state.
“I think we had 16 inside 50s in the second quarter and only scored four times – so we needed to clean that up. In the third quarter the ball bounced my way, and the team’s way, and we put the score on the board.” McDonald was quick to share the plaudits of the big win, praising the midfield for its contribution to victory. “I thought our mids were fantastic, especially our two rucks, Dylan Jones and Harry Prior, and Kyle Hutchison and Sean Downie were huge through the middle as well,” he said.

AFL SOUTH EAST - TOP-AGE REPORT - Shaun Connell One of the significant achievements in AFL South East in 2019 was the Fittingly, for the premier junior competition in the region, finals were played establishment of the Regional Top-Age competition, consisting of under-17 some of the regions best venues including Frankston Park, Shepley Oval, boys and under-18 girls. Casey Fields and Sweeney Reserve and delivered a tremendous standard of underage football. The competition catered for 37 male and 10 female teams from the Frankston and District Junior Football League (FDJFL) and South East A fitting end to the inaugural season of the Regional Top-Age competition Juniors (SEJ). was the Premier A Grand Final at Casey Fields where Mt Eliza defeated Beaconsfield on the siren after a set shot from Beaconsfield went out of The collaborative approach delivering a graded competition with five male bounds on the full. divisions and one female division consisting of 10 teams. We congratulate the inaugural best and fairest winners in the Regional The agreed expansion of the competition to include under-15 boys and Top-Age competition. under-16 girls in 2020 reflects the success of the first year. The Top-Age Awards Night was held at Bunjil Place, Narre Warren, where This expansion will see the competition grow to over 100 teams next over 500 people were in attendance. season, providing even more competitive and sustainable competitions. The competition came together after failed discussions with the Mornington Peninsula Junior Football League (MPJFL) and the determination of FDJFL and SEJ clubs to create even and viable competitions while also removing the uncertainty of no Top-Age competition at all. Pleasingly, the competition achieved its objective in creating a competitive balance in the under 17s with the average margins across the five divisions being under 43 points. The Premier competition had an average home and away margin of 33 points and 24 points during the finals. Unfortunately, the average margins of the under-18s girl’s competition was much higher at 83 points. However, during finals, the average margins dropped significantly to a more respectful 39 points. Despite the decrease during finals, this was not an ideal outcome for the under-18 girl’s competition and will be the primary focus in preparation for the 2020 season.

FDJFL OPERATIONS REPORT - Pauline Pawsey The FDJFL has had a great year with numbers increasing by 598 from 2018 to bring total player numbers to 5443. An increase was seen in both female and male participation with a growth of 405 female players and 193 male participants. There are now a total of 1219 female, and 4224 male players, in the FDJFL. There was a 33.22 percent growth in female, and 4.57 percent growth in male participation in 2019. There are 242 teams in the FDJFL ranging from under 8 to under 17 in mixed/boys age groups and in two year increments from under 10 to under 18 in girls. There are 187 mixed/boys and 57 girls teams in the FDJFL.
participated in finals with 10 clubs winning premierships. The weather caused some issues this year along with difficulties with Council works, but due to a concerted effort by Frankston Council, our hosting clubs and AFLSE staff, it was again a successful series. Judicial Matters While we had a reduction in appearances at the Tribunal for this season, we once again had far too many players sent off the field. This will become a focus of education for next season to bring that number down.
Continuing on from the under 16 and 17 combined age group, AFL South East took the exciting step of implementing a Top-Age Competition in conjunction with South East Juniors (SEJ) in 2019. The inaugural competition was well received which resulted in five divisions of under 17 male teams and one division of under 18 girls. The FDJFL provided 18 male teams and five female teams. In all the competition went well and will be expanded in 2020 to include under 15 male and under 16 girls teams. Coaching Clinics The FDJFL employed the services of an external company, BD Sports, to run some clinics dedicated to coaching our coaches in 2019. This enabled the FDJFL to give back to our clubs and to assist our coaches in improving their skills and knowledge which will, in turn, assist players moving forward. The nights were attended well by our coaches and they gained a lot from them. Presentation Night The best and fairest night was again conducted at Frankston Park and we continue to appreciate the Life Members who attend and present awards named in their honour. A total of 15 clubs were represented in the best and fairest counts with the players from seven clubs receiving awards. A vote count was conducted for the last three rounds across all age groups and was well received by the large crowd with some close results adding to the excitement. Finals This year the clubs voted to have a three-week finals series for the first time and this required multiple venues to be used for week one. Thanks to Chelsea, Devon Meadows, Frankston Rovers and Mordialloc for assisting to host 20 finals on the day. We thank them for their incredible efforts and their willingness to host. Langwarrin JFC once again did an amazing job of hosting the remainder of the finals with 16 matches held on week one with 18 matches held over each of the last two weeks of the season. AFLSE Top-Age competition finals were held at various grounds including Shepley Oval - Dandenong, Casey Fields and Narre Warren, with Frankston Park hosting as well. A total of 16 of the 17 FDJFL clubs

AFL SOUTH EAST ANNUAL REPORT 2019 | PAGE 53
FDJFL DEVELOPMENT PROGRAM REPORT Overview The FDJFL’s Development Program exposes female and male junior participants from ages U13s – U17s to a higher level of football development. Throughout the training program participants will improve their skills, broaden their football knowledge, mix in with other players and have the opportunity to represent the league. This will see the participants confidently return as better footballers to their local clubs and ultimately enhance the standard of our junior competition. Philosophy Pride: Having pride in own self, local club and Frankston junior football community. Attitude: Never giving up, work hard, be professional, be positive. Respect: Sportsmanship, respect for umpires and opposition. Teamwork: Playing together, being a leader, including others. • •
Create a positive environment that sees players become better footballers and people through FDJFL Interleague. Player welfare/development is greater than team results.
Key strategies • All training sessions to have some purpose and clear learnings, effectively executed by coaches. • Source coaches who are interested in future coaching pathways. • Restructure the training format to best suit participants, parents and local clubs. • Consistent and effective communication with coaches throughout program. • Introduce engaging theory programs for each age group to cultivate participants welfare. Key Outcomes • Created sufficient pathways for players and coaches to transition to Stingrays, V/Line etc. • Four of the age groups - U13s, 16s, 17s and U15 Girls - won their regional shield at the Worksafe AFL Victoria Regional Junior Championships. Coaches Selection Coaches were asked to apply for the role of coaching an interleague squad. Coaches were carefully selected based on their philosophies towards coaching, as well as their coaching experience and coaching aspirations.
1. Fundamental Skill Development- Drills to improve kicking, handball, marking, tackling techniques. 2. Game Sense- Drills to target development of fundamentals skills under pressure. 3. Game Play- Drills to get participants using skills in match simulation and improve general match awareness. Program 2019 Teams had between 45-55 participants in their respective initial squads. They all completed a four-week preseason block before commencing a six-week development program. The final squad trained for two weeks together as a team before competing in the carnival. Identification for Carnival Teams had between 29-55 participants in their respective initial squads. The selection criteria included players demonstrating the four elements we focused on during our theoretical and practical six-week development program. FDJFL Coaches and development coordinators scanned the junior competition and viewed all training sessions to ensure players had an equal opportunity to be selected for the carnival. 2020 As a league and a program, we aim to further enhance the opportunities for our players and coaches to further develop on and off field. As a part of this objective we will continue to align closely with the St Kilda Football Club and their Next Generation Academy. This partnership will see an increase in elite junior resources, best practice of training and effective talent pathways for players in the region. Review A successful program for over 300 participants saw a high rate of development in each footballer. Coaches set high training standards based of program values which translated to on field success. For the 2020 program to be successful again, there are improvements that can be made, including: • Improve communications with participants regarding registration • Improve communications with clubs regarding nominated players • Improve personal feedback for players who don’t make the squads and personal reviews for players match performances Our core objective for the 2019 FDJFL Development Program and Interleague Carnival was to implement a holistic approach to football. We put our energy and attention into improving player 50 and player 1 as footballers, but more importantly people. FDJFL DEVELOPMENT PROGRAM - 2019
Coaches of interest were aspiring to continue in the regional coach pathway and beyond. This in return establishes a clear pathway from the junior competition through to interleague and onto TAC Cup squads for community coaches.
Age Group
Skills Focus The football program places a strong emphasis on football development. Coaches implemented specific training programs developed by coordinators tailored for different age groups and abilities with the format below:

Overall there was an 81 percent increase in the number of female registrations in 2019 compared to that of 2018. We will be working closely with clubs and the AFL Victoria Football Development Managers to ensure that a viable Under-10 Girls competition is conducted in the 2020 season to ensure that female participation continues to grow. Congratulations to Berwick Springs JFC for fielding its first female team during the 2019 season and to Narre South Lions JFC for all the work that they did to re-enter the female space. It is great to see many clubs increase not only the number of female teams that they entered compared to last season, but also to increase the number of females registered, with some clubs doubling the female numbers from 2018. We look forward to increasing the number of female registrations with the introduction of the Under-10 Girls competition. Judiciary Whist the table below shows a decrease in the number of reports for players from the previous season, this is due to the under 17 and under 18

highest level of football available in Victoria.
The passion and enthusiasm of the club officials, coaching staff, players and volunteers has been amazing and the SEWF competition continues to be the strongest women’s football competition outside of the VFLW and AFLW in Victoria.
All of the teams also took part in the Towards Zero round where the captains wore the number 0 in supporting the cause towards a zero road toll. We strongly encourage these themed rounds and we are happy to promote them through our social media pages.
The opportunities for the ladies to play football continues to grow and with dedicated coaches the skill levels are improving each year.
It was also pleasing to see that there were no reports throughout the whole of the season, showing that the ladies play the game in great spirit.
The year has presented numerous challenges but with the assistance of the clubs we have been able to work through issues to get the ladies playing football. The biggest issue still remains the lack of facilities - in particular the change rooms - but as funding is received improvements will be made to accommodate women’s football.
The first week of the finals were held on Saturday August 24 at Holm Park Reserve in Beaconsfield and at Casey Fields on Sunday. The opportunity for the players to play on VFL grounds is something they will never forget. This created a great atmosphere for the players and spectators alike and we were able to showcase how far women’s football has come.
A large number of themed rounds were also held throughout the year, and There were certainly some challenges throughout the year but working and were embraced by each of the teams that took part. AFL SOUTH EAST ANNUAL REPORT 2019 | PAGE 83
Umpiring Report Carl Fletcher - Regional Director of Umpiring Season 2019 was an exciting year for umpiring within the AFL South East (AFLSE) Commission. The AFLSE Umpiring Department entered its second year of managing the strategy, coaching, appointments, umpire payments and development of umpires in the region. In partnership with the Southern Umpires Association (SUA) the umpiring group is growing, particularly in the junior competitions, which will see strong benefits in future seasons as the juniors progress towards senior football. The SUA this year also celebrated its 60th Anniversary having started umpiring local football as an association back in 1959. The association celebrated the occasion throughout the season, culminating in a special function in August this year to gather current and former members to celebrate the milestone. Season 2019 also presented some challenges after the SEFNL competition came to an end and most clubs moved to the newly named AFL Outer East League. After off-season discussions and some changes throughout the season, AFLSE supported the new league with provision of umpires to some matches each week, and managing all appointments for the Outer East Division One finals series. The South East Juniors (SEJ) umpires also had a significant change this year in moving from the red and blue uniform to a new green shirt, aligning the shirt colour with other umpires throughout the region. With over 600 umpires throughout the AFLSE Commission supporting six different leagues, managing the umpiring operations requires support from many outstanding volunteers. This year the senior umpiring group was led by Brett Gent, our field umpires coach, while Darren Holt coached our South East senior umpires. Adam Holland continued his leadership of the boundary umpires and Troy Bellchambers managed the senior goal umpiring ranks. Training for senior umpires commenced on Monday February 4 with training continuing this year at Kananook Reserve, Kananook and Carlisle Park, Cranbourne. Training would continue to run on Monday’s and Wednesday’s throughout the season. Senior umpiring this year also benefited from increased investment into coaching resources. Carlisle Park had a large TV screen installed in order to support video coaching each week. Throughout the season video was prepared and shown at training to allow for consistent vision to be shown across both training venues. Further to this two radio communication kits were purchased for use each week throughout the season. The communication kits allowed umpires to easily communicate with each other on the field, while umpire coaches on the sideline could also provide feedback and advice to improve positioning and communication skills. The communication kits were used across the field and boundary umpires

throughout the season. Junior umpiring groups kicked off their training in late February and early March. This year AFLSE embarked on a key strategy to assist the growth of junior umpiring with the launch of new training bases at local club grounds to make it easier for new umpires to train close to home. This was particularly evident in the Frankston Juniors whereby new bases were launched at Edithvale-Aspendale and Mt Eliza football clubs. Training was held weekly at the clubs along with the main base at Kananook Reserve on Monday’s throughout the season. The juniors welcomed over 50 new umpires and they were coached and mentored by a fantastic group of coaches in Trevor Allen, Wes Mann, Ric Morgan, Gary Hofert and Daniel Shorthouse. The training location for SEJ was at the traditional base of Carlisle Park, while the Heatherbrae Reserve base was moved from training on a
UMPIRING Thursday night to Monday, in order to not clash with many junior clubs training nights. The move was a great success with training numbers increasing from less than 10 umpires a week in 2018 to regular attendance of over 30 umpires each Monday. The SEJ welcomed 86 new umpires across field, boundary and goals and they continued to receive dedicated support from Laurie Girardo and Ray Fulton supporting the field umpires, while Stephanie Girardo coached the boundary umpires and Josh Dudman-Doyle stepped up for the first time to coach the goal umpires. The Mornington Peninsula Junior (MPJ) umpires continued to be led by Scott Gathercole who managed all appointments for games from Under 13 to Under 18 age level. Scott did a great job in trying to service as many games as possible each week. Currently the MPJ runs its own umpiring program in the junior ranks with AFLSE in a service agreement for provision of umpires to youth football. Moving forwards AFL South East will work with the MPJ to try and see the MPJ umpires join the wider umpiring group in order to provide better service to clubs and provide a clearer coaching and development pathway for all umpires involved. The people mentioned above do an outstanding job throughout the year to service over 3000 home-and-away matches across the region. They are further supported by assistant coaches, match-day observers, mentors, tribunal advocates and other key support staff throughout the year. I take this chance to thank each and every coach and volunteer that support

UMPIRING REPORT - Carl Fletcher umpiring throughout the region. This year the umpiring group was lucky enough to have some AFL umpires visit the group as part of the annual Community Umpiring Round. AFL Umpires Robert O’Gorman, John Howarth and Daniel Wilson visited the Kananook and Carlisle Park training bases in May. On the night the umpires conducted training drills for the umpires and also participated in a question and answer session to share their stories of umpiring on the big stage and their memories of umpiring community football, including what it takes to make it the AFL.
This year there was also a big focus on Basic Umpire Courses (BUC) in schools, with Umpire Development Officer Leigh Buwalda conducting 11 courses throughout the region. This accounted for 25 percent of all BUC’s conducted in Victoria. Leigh also conducting a school-based academy at Alkira College. These courses are important in promoting umpiring in the community and we hope that it will lead to increased recruitment outcomes.
The talent pathway for umpires is an exciting one with the opportunity to progress towards the VFL/AFL and participate in local and state representative matches. UMPIRING Daniel Molino, Jackson Hamilton, James Carver, Kurt Caddy, Mitch Dorling and Olivia Grcic umpiring at the V-Line Championships held in Shepparton during AFL Grand Final week. After successful seasons this year, six umpires have been nominated to trial for the VFL in 2019. Field umpire Hugh Tatman, boundary umpires Zane Whitelaw and Ben Merrick, goal umpires Emma Young, Harley Trickey and Sarah Fishley will all have a busy off-season as they prepare for possible selection onto the VFL Development List. This year the MPNFL once again recognised a senior field umpire in the senior football team of the year. Dean Armstrong was selected in the MPNFL Team of the Year, with the award being great recognition for an outstanding season, and went on to umpire the MPNFL division one grand final. Once again, our junior umpires held a special grand final appointments nights to recognise umpires selected in the final matches of the season. The Frankston Juniors umpires held this night amongst their peers on Monday August 26 at Kananook training. Grand Final umpires were announced along with a few awards presented to recognise the development in some umpires. The SUA supported the night providing food and drinks for the umpires in attendance. The SEJ held its annual appointments and awards night on Friday August 23. Over 180 people attended to celebrate a fantastic season and find out who had been rewarded with grand final appointments along with presenting many awards to umpires who have had outstanding seasons. Money was also raised on the night for Ronald McDonald House through a cake stall that everyone contributed too. The SUA held its annual grand final appointments night on Wednesday September 4. The night was a great success with a guest speaker in Susan Alberti, before the grand final appointments for the MPJ, SEWF, Outer East and MPNFL were announced. In closing I want to thank all our umpires, coaches, volunteers and clubs for their support of umpiring this year. Thank you also to AFLSE staff and commissioners for their support and guidance, while I would particularly like to thank Leigh Buwalda, Therese Trezise, Shaun Connell, John Anderson and each of the league operation managers for their assistance in supporting the umpiring department throughout 2019. 2019 UMPIRING NUMBERS - AFLSE-SUA Gender
