REGION GENERAL MANAGER REPORT - John Anderson Once again, it has been a very busy and rewarding year for leagues and participants in the AFL South East region in 2018. In governing and administering two senior leagues (MPNFL and SEFNL) and two junior leagues (FDJFL and SEJ) in 2018, AFLSE oversaw the registration of 13,181 male football participants, 2,866 female football participants, 2,230 netballers and 601 umpires. That’s a total of 18,337 active participants for the season. The 18,337 active participants figure doesn’t include the thousands of officials and volunteers who perform countless roles around football and netball clubs Commission Changes

The current list of Commissioners can be viewed at the front of this annual report. There were two changes from the previous year, with Peter Wakeling being elected as the MPNFL Commissioner to replace Bryan Payne in that position, while Fraser Bayne was elected to fill the vacancy of Bendigo Bank Division Two FDJFL Commission representative. A Grade: Karingal B Grade: Somerville I would like to thank Chairman Roger Hampson and the rest of the C Grade: Karingal Commission for their support of management and their voluntary D Grade: Somerville contribution to the region, in spending many hours attending industry U17: Pearcedale meetings, functions, matches and events. The divisional structure in the MPNFL proved to be a successful change, if AFLSE Finances crowds, social media and evenness of the competitions is any indicator. The finances of AFLSE and the respective Leagues has been a focus of the Commission for the last couple of years.
Langwarrin, Karingal and Chelsea had all been in the lower half of the ladder in recent times, however each of them managed to play finals in 2018. Tyabb had only won five games in the last six years yet managed to win six games in 2018 and hopefully they grow from there.
This annual report does not contain the financial statements; however, each League will be preparing financial statements to be audited and presented at the AGM’s. After an unsuccessful attempt to create a regional divisional competition, 2018 became the final year of the SEFNL competition. In my opinion a three-divisional MPNFL competition involving the 22 MPNFL clubs and the eight SEFNL Clubs would become one of the best Leagues in the State. That view was shared by the Commission, however, under the existing MPNFL Rules, the Clubs have the power to stop clubs being admitted to the MPNFL. For a change in structure to the MPNFL competition 75 percent of Clubs need to vote in favour, which wasn’t achieved. So, as obvious as it is that the divisional competition would have been in the best interests of football in the region, enough clubs voted against the motion to stop it from occurring. As a result, AFLSE set about assisting the SEFNL in finding a home in a suitable divisional competition. It was agreed that SEFNL could not continue in its current form. In recent times Keysborough and Hampton Park had left SEFNL for their ongoing survival. Thanks to the vision of the AFL Yarra Ranges Commission we have been able to work through a solution for the SEFNL Clubs whereby a majority of them will move to a newly formed AFL Outer East divisional competition in 2019. Junior Leagues in 2017 AFL South East is proud of the development of young footballers in managing the South East Juniors (SEJ) and the Frankston District Junior Football League (FDJFL). During 2018, 441 teams were registered to play in both Leagues across the AFL South East region. 7,922 young footballers were registered to play in

AFL South East continues to oversee the administration of three divisions of women’s football under the banner of South East Women’s Football (SEWF). The SEWF comprised a total of 28 teams with a total of 996 registered players. Congratulations to the premiers in each division: MRC Division 1 – Eastern Devils MRC Division 2 – Bass Coast MRC Division 3 – Pearcedale
Casey Radio has also done a wonderful job of promoting the SEFNL competition over the years. We thank the station for their ongoing support and wish them well with their future endeavours.
Grand final day at Beaconsfield saw a big crowd in attendance. Early in the day, I did feel for the Hastings girls in Division Three. They had been undefeated all year and played Pearcedale in the grand final, who were five and a half games behind them at season end. As sometimes happens, that counts for nothing on grand final day, and so it was that Pearcedale beat Hastings by a couple of points.

Across the two junior leagues there were a further 1273 girls registered, only a slight increase on the previous year. Umpiring This was the first year of an MOU between the SUA and AFL South East in working towards a united regional umpiring structure. As a result, AFLSE was able to appoint a fulltime Umpiring Director in Carl Fletcher.

AFLSE appreciates the co-operation that has existed between the SUA John Anderson and AFLSE and we look forward to a continued pathway to recruit and AFL South East train umpires into the future. As I attend games I am always interested in Region General Manager the reaction of supporters to umpire’s decisions. As a neutral observer I think they do a very good job, but it is amazing how the team bias affects a supporter’s interpretation. My major concern is with the reaction toward umpires at junior level. This is the breeding ground for future senior footballers, but also for future senior umpires. Officials and supporter’s behaviour toward umpires is not as good as it should be. I encourage clubs to take a lead role in educating players, officials and parents to respect the umpire’s decision. Yes, they will make a mistake, just like players do. If that happens, move on. We lose too many umpires for my liking as a result of the abuse directed toward them from over the fence or from coaching panels. Some clubs do a great job in trying to change behaviour towards umpires, however there are still some pockets where more education is required and this needs to be a continued focus for the leagues and the clubs.

MRC Foundation: Club Support – Community Program SALT (Sport and Life Training) - SCA (Sports Chaplaincy Australia) The SALT and SCA programs are fully funded by the Mornington Racecourse Foundation which provide necessary support directly to our MPNFL football/netball players and coaches. SALT is a pro-active group facilitation session that covers off-field aspects and in 2018 delivered programs based on mental health and wellbeing. SCA is a 12-month subscription allocated to all MPNFL clubs that provides a response chaplaincy support to players, coaches and individuals where a tragic or difficult situation occurs.
FOOTBALL DEVELOPMENT MANAGERS’ Cam Roberts, Dean Rice and Stuart Clark It was again a year of change within the South East commission from an AFL Victoria Football Development Manager (FDM) point of view starting with a change to the roles of our staff. AFL Victoria (AFL South East) welcomed Dean Rice to the Frankston/ Casey part of the region in November 2018 after transferring from AFL Yarra Ranges, whilst Stuart Clark joined in early 2018 with the CaseyCardinia portfolio. This provided roughly a one third split of the South East’s region clubs, Auskick and schools, with Cam Roberts portfolio reducing to primarily the Mornington Peninsula zone. Another significant change early in 2018 was to the National AFL Auskick program which was provided some long overdue additional funding to support the region’s 61 centres.
female coaches. AFL South East continues to lead the way in the state with the Coach Support and Mentor program continuing in to its second year. With a heavy focus on providing support to the local senior coaches, program manager Brent Clinnick worked closely with the FDM’s to deliver peer-to-peer personal development sessions with guest speakers including Chris Connolly and Adam Kingsley. The program also provided some new support for the first time for Under 19 coaches, whilst the junior component will be further expanded upon in 2019 with additional mentor resources planned in conjunction with the junior leagues and Next Generation Academies. The South East region has one of the largest and most diverse schooling communities within the Victorian football structure with over 200 schools.

Participation numbers for the South East region grew marginally in 2018 with Casey/Cardinia providing some strong growth through a number of centres. This is a strong result for the region with the program now focussed on four to eight year olds as the trend towards participants joining Under 8 and 9 junior competitions continues. Also in early 2018 there was the launch of the new Coach.AFL platform to streamline coaching accreditation and training across the nation. Whilst the new database and software was not launched until just prior to the senior and junior seasons, making things a little difficult, there is no doubt that the platform will provide ease of learning for existing and new coaches within our South East region. Next year should see the further advancement of access to Coach.AFL and further developed coaching workshops targeted at junior, youth, senior and

The Southern and Frankston schools are more traditional with AFL
FOOTBALL DEVELOPMENT MANAGERS’ Cam Roberts, Dean Rice, Stuart Clark programs firmly entrenched within the sporting calendars, however the explosion of girls school competitions has continued to add to the participation numbers. The schools landscape has also changed over the past couple of years with our partner AFL clubs, Melbourne FC and St Kilda FC, delivering more and more programs within the schools as they continue to hunt for talented players and provide community benefit. AFL Victoria works hand in hand with the AFL clubs to maximise this exposure and this resulted in some fantastic events in 2018, including NGA Gala Days, AFL 9’s, Community Camps, Country school visits and further support at school-run lightning premiership carnivals. SEDA students also played a pivotal role in promoting AFL in schools through four-week skills programs and umpiring school district days. Many students also contributed significant volunteer hours to AFL club events outside of classroom hours. AFL South East is blessed with a number of talented junior players coming through the ranks within both boys and girls programs. The region delivered another strong junior interleague carnival in June this year supported by region sponsor SEDA, with over 700 talented young players competing for the junior leagues – South East Juniors, Mornington Peninsula Junior Football League and the Frankston and District Junior Football League. A number of these athletes were also involved in the Next Generation Academies in 2018 along with 100 players representing the region as Southern Stingrays Under 15 Boys or Under 16 Girls at the September V/ Line Carnival held in Gippsland. A thank you to all the region’s partners who help deliver the AFL Victoria programs in the South East including Dandenong Stingrays, Melbourne FC, St Kilda FC, SEDA, Steller and School Sport Victoria.

As detailed in the MPNFL Operations report, divisional football has had a positive impact on the competitiveness of the senior football competition along with the player points and salary cap programs. We saw an incredibly competitive home and away season which led into one of the most successful MPNFL finals series seen for many years. The planning by AFLSE staff was of the highest quality with all finals running without major incident. The second year of the PPS and salary cap saw a much-improved administration by the clubs, resulting in fewer headaches for both leagues and clubs.

Over the past 12 months we have seen the completion of multi-purpose facilities at Karingal and Carrum Downs as well as netball court installations at Bonbeach, Chelsea and Mt Eliza. LED lights were also installed at Kananook improving the training conditions at the main umpire training base. We do look forward to projects due to be completed in early 2019 including the Rosebud FNC pavilion, netball courts at Edithvale-Aspendale, Rosebud and Rye.

Finally, I want to respond to what I believe to have been some unfair commentary towards AFLSE Staff from a minority regarding our motivations, lack of empathy and understanding of community football.

Such comments are often without any basis or regard to how they impact personally on my staff. Despite the unrelenting commentary, AFLSE Management and Staff continually maintain their professional approach and their support to clubs. I don’t believe it is understood that most AFLSE staff members have been involved in a community club or local umpiring group. MPNFL completed the 2018 season with 230 junior registrations and 1018 senior registrations across both divisions, compared to 2017 with 164 junior registrations and 913 senior registrations. Looking ahead to next season further education will be required regarding the registration process, but I am confident of minimal errors. Finals Division One and Two completed the season with a week separating each other. MPNFL netball participates in a top-four final series with the netball grand finals played alongside the football preliminary finals.

AFL VICTORIA COMMUNITY CHAMPIONSHIPS REPORT The MPNFL faced the formidable Northern Football League in 2018 and along with the senior side we’d be taking an Under 19s with us to Preston City Oval.
Chris Holcombe was successful in obtaining the role and came with a wellcredentialed background in playing and coaching, a history of success and vast knowledge of the region. The aim was to introduce some of the young talent to the MPNFL interleague side as we embarked on a new era.
Josh Moore expressed a keen interest in coaching the Under-19 interleague team early in 2018 sighting his desire and passion for developing young footballers. Michael Nocella was the team manager and did a brilliant job and Brady Egan was the team runner. Koby Villis was appointed captain by the coaches, his infections and extroverted personality was a stand out.
The team started well and took a 14-point lead in to quarter time, crucially proving to be more accurate in front of goal than our opponents. Northern kept coming and once they started to hit the scoreboard on their home ground they would be tough to overcome taking a one goal lead in to half time. Lachlan Wallace was great all day and Sam Fox showed his class throughout, Billy Quigley and Luke Hewitt with two goals apiece ensured the margin was a manageable 13 points at three-quarter time.
The team fought hard all day in what was a great contest showcasing some brilliant young talent. FDJFL OPERATIONS REPORT - Pauline Pawsey The FDJFL has had a great year with an increase in both team and participation numbers with a record of 4845 male and females participating in the FDJFL in 2018. The number of female participants grew to a region high of 814 participants, while male participation increased by 100 to bring the total number of boys playing in the FDJFL to 4034. The FDJFL has 223 teams ranging from Under 8s to Under 17’s in the mixed/boys age groups, and had girls participating in Under 10’s, 12’s, 14’s, 16’s and Under 18’s, with the Under-18 girls being housed in the MPJFL Under-18 girls competition. The Under 16 and Under 17 male team competitions were rolled into a combined U17 competition of three Divisions. Division One was made up of top-age teams, Division Two was a mixture of top and bottom ages and Division Three consisted purely of bottom-age teams with a light mix of top-age players. This worked well with some teams competing in finals for the first time in years. Presentation Night Our Best and Fairest night was again conducted at Frankston Park. We appreciate the Life Members who attended and presented awards named in their honour, recognising their efforts to the FDJFL over the years. A total of 14 clubs were represented in best and fairest counts on the night, with seven clubs receiving awards. A vote count was conducted for the last three rounds from Under 15s up - and this was well received by the large crowd with a few close results adding to the excitement. Finals Langwarrin JFC has again done an amazing job of hosting the 2018 finals series, with 14 matches being held weekly at Lloyd Park over a four-week period to complete our season.

FDJFL DEVELOPMENT PROGRAM REPORT Overview: The FDJFL’s Development Program exposes female and male junior participants from ages U13s – U17s to a higher level of football development. Throughout the training program participants will improve their skills, broaden their football knowledge, mix in with other players and have the opportunity to represent the league. This will see the participants confidently return as better footballers to their local clubs and ultimately enhance the standard of our junior competition. Philosophy: Pride: Having pride in own self, local club and Frankston junior football community. Attitude: Never giving up, work hard, be professional, be positive. Respect: Sportsmanship, respect for umpires and opposition. Teamwork: Playing together, being a leader, including others. • •
Create a positive environment that sees players become better footballers and people through FDJFL Interleague. Player welfare/development is greater than team results.
Key strategies: • All training sessions to have some purpose and clear learnings, effectively executed by coaches. • Source coaches who are interested in future coaching pathways. • Restructure the training format to best suit participants, parents and local clubs. • Consistent and effective communication with coaches throughout program. • Introduce engaging theory programs for each age group to cultivate participants welfare.
Skills Focus: The football program places a strong emphasis on football development. Coaches implemented specific training programs developed by coordinators tailored for different age groups and abilities with the format below: 1. Fundamental Skill Development- Drills to improve kicking, handball, marking, tackling techniques. 2. Game Sense- Drills to target development of fundamentals skills under pressure. 3. Game Play- Drills to get participants using skills in match simulation and improve general match awareness. Program 2018: Teams had between 45-55 participants in their respective initial squads. They all completed a four-week preseason block before commencing a six-week development program. The final squad trained for two weeks together as a team before competing in the carnival. Identification for Carnival – Teams had between 45-55 participants in their respective initial squads. The selection criteria included players demonstrating the four elements we focused on during our theoretical and practical six-week development program. FDJFL Coaches and development coordinators scanned the junior competition and viewed all training sessions to ensure players had an equal opportunity to be selected for the carnival. 2019: As a league and a program, we aim to further enhance the opportunities for our players and coaches to further develop on and off field. As a part of this objective we will continue to align closely with the St Kilda Football Club and their Next Generation Academy. This partnership will see an increase in elite junior resources, best practice of training and effective talent pathways for players in the region.

SEFNL BOARD & SEFNL HONOR BOARD RYAN FORD - AFL SOUTH EAST LEAGUE COMMISSIONER After a brief term on the SEFNL Board, Ryan was appointed to the role of SEFNL League Commissioner in December 2016. Ryan has run his own sales and marketing business in the commercial industry for over 12 years. Ryan was appointed by the SEFNL Board in October 2015. With a background in football that stems over 30 years, and his involvement in other sports and organisations.
LAUREN BOURKE The former President of Berwick Netball Club, Lauren joined the Board in February 2017. Lauren is well known in the AFL South East Region as she is also the Two Bays Region Netball Liaison Officer for Netball Victoria. Lauren is passionate about development programs and creating pathways for our young netballers to be identified, and is actively involved in all abilities programs.
CLIFF DONEGAN Cliff has had a long history of involvement with the league and in particular the Berwick FNC (54 years) and was keen to continue to serve SEFNL clubs. Cliff was appointed to the SEFNL Board in 2015 and re-elected for a two-year term at the SEFNL AGM in December 2015.

AFL South East League Commissioner REPORT - Ryan Ford Ladies and Gentlemen. With great pleasure we present to you the 2018 SEFNL annual report which will be my last as Chairperson and as AFL South East Commissioner. Firstly, I’d like to sincerely thank all member clubs, both Football and Netball, that supported me in the roles I’ve filled over the past two years. We all share the same passion about the growth and sustainability of the game in our region and I firmly believe that SEFNL clubs provide our community with some of the highest standard of football and netball in Victoria. It’s been a tremendous privilege and honour to represent you all. Our fourth and final year of SEFNL under the governance and administration of the AFL South East Commission has been full of change, challenges and advancement. To John Anderson and staff, and to Roger Hampson and the AFLSE Commission, thank you for all the efforts with the Competition review in planning for a three-divisional model integrating SEFNL and the MPNFL.

Finally, to our member clubs and all the individuals that make up our incredible competition, and to the hundreds of people that participate in operating clubs and contributing to our sporting community, the commitment is humbling to see on a year-round basis and you all deserve to feel proud of your efforts and dedication.

Interestingly we played AFL Yarra Ranges in the AFL Victoria Community Championships this year at Holm Park in Beaconsfield. At the time they were ranked 12 and SEFNL ranked 13 out of 32 participating leagues so in the eyes of many the AFL Outer East model was always going to be an ideal match with the competition also geographically neighbouring SEFNL. On the day we came away with three wins out of four with Senior football winning by 36 points but A grade netball losing narrowly. Thank you and congratulations to all that were involved in our interleague program this year. A key portion of our responsibility as an organisation is finance, and I’m pleased to say that although financially SEFNL has had a challenging year it is in a sound position despite the finals attendances being down and sponsorship being a tough area due to the focus on SEFNL clubs moving to other competitions. To all our Partners a huge thank you for your ongoing and continuing support, and aligning your business with SEFNL. For your faith in choosing

Season 2018 has been turbulent and challenging from an off-field perspective and whilst there were many different scenarios that played out during the course of the season, regarding the future of the competition, the clubs and their administrations must be commended for the manner in which they got on with the task at hand and sought to work closely with league administration. There was to be one Under 19s competition in 2018 in an effort to evenly distribute the pool of playing numbers in this age range.
At times Cranbourne was knocking on the door but ultimately Narre Warren and Berwick would be the teams to beat and faced off on grand final day. In tough conditions Berwick would run out winners and assert themselves as one of the most dominate community clubs in recent times. Congratulations to Berwick’s Travis Tuck, the son of Hawthorn legend Michael, on winning the best on ground medal on grand final day. The spoils would be shared across the grades with Cranbourne stringing together some late-season form and upsetting Narre Warren to take away the Reserves premiership and a super strong Beaconsfield Under 19s team swept all before them to run away with the Under 19’s flag.
Promising signs at Beaconsfield if this team is anything to go by. SEFNL - NETBALL OPERATIONS REPORT - Samantha Downie The SEFNL netball preseason was a busy time as I was introduced as the new Netball Operations Manager at AFL South East. As a previous player and netball club president in the former Casey Cardinia league, the background knowledge of the league and clubs only assisted with my progression in the role. A handover of operations concluded after a couple of weeks, only to have the competition commence the following month. The 2018 season opened with a stand-alone match on Friday 30 March (Good Friday), with round one officially commencing the following week. All SEFNL clubs fielded the required six junior teams across three age groups and four senior sides - a total of 80 teams competing in the 2018 SEFNL Netball Competition.

It was fantastic to see not only every SEFNL netball club represented on grand final day, but each club announced as premiers. Beaconsfield were victorious in 13-Under White, 17-Under White and C Grade. Pakenham became premiers in their only featured game of 13-Under Red, while Cranbourne featured in both 15-Under sections, their win in coming in the White Division. ROC and Berwick were pushed for their wins in 15-Under Red and 17-Under Red respectively. Doveton came from behind for the premiership in D Grade, and Narre Warren proven too good once again in B Grade. The rain cleared for the last match, with the talent of players on display. Tooradin-Dalmore went back-to-back in A Grade with a convincing win against Cranbourne. Congratulations to Jess Cox from Tooradin-Dalmore on winning her second consecutive medal for best on ground in the A Grade grand final. It is a great achievement to perform on the biggest stage and Jess no doubt played a key role in the Seagulls back-to-back triumphs. In finishing I would also like to say a big thank you to Beaconsfield, Pakenham and Berwick Football Netball Clubs for hosting the 2018 SEFNL Finals. The SEFNL competition was blessed to have such magnificent facilities to choose from and all three clubs did the competition proud. I would like to wish all eight clubs in the SEFNL competition in 2018 all the best for the future in their new environments.

We were delighted to appoint Karen Meredith and Matt Cooke from Pakenham FNC as the SEFNL A Grade and 17 & Under Interleague Coaches.
Following the final whistle, the score remained SEFNL’s way with a 30-21 victory. SEFNL A Grade had a reverse start to the Juniors as they found themselves quickly trailing early into the match.
Both Karen and Matt have many years of experience and knowledge in their coaching at the elite level and it only seemed fitting for the pair to represent SEFNL for 2018.
Captain Kaela Hughes (Beaconsfield) encouraged the efforts of the girls to continue the fight until the end which produced an even score for those three quarters, but the game finished AFL Yarra Ranges way, 48-43.
Players nominated by their respective coaches went through several training sessions for the final teams to be selected. A uniform presentation evening alongside the 19s and Senior Football teams was held the Thursday prior to the day of competition.

The coaches of each team are given the opportunity to reinforce their teachings at training by being on the field whilst the game is in progress. The league sees this as an important step in not only the development of each and every player but also in the development of the coaches. These events are not possible without the support of our partners and we would like to thank our Co-Major sponsors Totally Work Wear and Melbourne FC for their continued support of this event.

The league continues to transition to the U10, U12, U14, U16 and U18 competition model to support the AFL’s Female Football pathway and, although the league was not able to conduct a separate U16 and U18 girl’s competition, the female space continues to grow in participation numbers. It’s great to see more clubs entering female teams and with further growth expected in 2019 - with the introduction of an U10 Girls competition - the female team numbers are set to double from 2018 to 2019.

SEWF INTERLEAGUE REPORT SEWF Triumphant on Debut In 2018, South Eastern Women’s Football (SEWF) was given the opportunity to play in the AFL Victoria Community Championships on Saturday 19 May against the Northern Football League.

It was pleasing to see just under 1200 registered females across the 28 clubs. Of those that were registered in the SEWF, 150 ladies were also on VFLW lists and gained valuable experience training and playing at the second highest level of football. It was great to see throughout the home-and-away season that clubs had a wide variety of themed rounds. These rounds were embraced by each of the teams that played in these games throughout the year. Some of the theme rounds supported great causes such as It’s Okay Not to be Okay, Donate Life, Breast Cancer and The Susan Alberti Foundation. We strongly encourage these theme rounds and we are happy to promote them through our social media pages. It was also pleasing to see that there were no reports throughout the whole of the season, showing that the ladies play the game in great spirit. The first week of the finals were held at Holm Park Reserve in Beaconsfield with all six finals games being held on the same day across the two ovals. This created a great atmosphere for the players and spectators alike and we were able to showcase women’s football at the one venue. Although the weather wasn’t kind, the response from clubs and spectators was fantastic and saw approximately 1500 people in attendance.

AWARDS NIGHT An exciting development took place in 2018 with the SEWF Presentation Night held in conjunction with the Mornington Peninsula Nepean Football League (MPNFL) Awards Night at the Mornington Racecourse on Monday 3 September. The night provides a wonderful opportunity to recognise and acknowledge the achievements of players, coaches, volunteers and clubs and celebrate the recently completed season. Master of Ceremonies Peter Lazer did a great job of ensuring the night ran smoothly, with the SEWF awards sitting comfortably alongside the big winners from the MPNFL football and netball season.

It was also great to hear footballers from the MPNFL men’s competition recognise the SEWF players on the night, ensuring a great atmosphere in the room. The top-five best and fairest place getters from each division are invited to the awards night, with third, fourth and fifth acknowledged for the efforts, with trophies awarded to the winner and runner up from each division. Other highlights on the night included a special recognition award presented to St Kilda Sharks player Belinda Bowey, who notched up the remarkable achievement of playing her 350th game during the season. Mornington’s Gary Sanford and Cranbourne’s Emily Wallace were acknowledged as the best leaders in the competition, announced as coach and captain of the 2018 Team of the Year respectively, while Port Melbourne’s Belinda Ousley capped off a great season by winning the MVP Award.

Umpiring REPORT - Carl Fletcher Season 2018 saw the start of a new era for umpiring within the AFL South East Commission. After ongoing negotiations with the Southern Umpires Association (SUA), agreement was reached for AFL South East to manage umpiring. This included the strategy, coaching, appointments, umpire payments and development of umpiring within the region. The SUA would continue to play an important part for its members with a focus on the social and welfare aspects of the group. With this new agreement in place, Carl Fletcher was appointed and started work in early February as the Regional Director of Umpiring to oversee umpiring management across the MPNFL, SEFNL, SEWFL, FDJ, SEJ and MPJ Leagues. During March a further appointment was made with Leigh Buwalda appointed as the Umpire Development Officer to provide additional support to the umpiring space. With Leigh coming on board Rod Hamilton, who previously managed SEJ Umpiring, moved into the role of SEWF Leagues Manager. All umpiring groups throughout the region started their official training across the month of February. The Senior umpiring group continued to train twice a week on Monday and Wednesday evenings at Kananook Reserve, the traditional home of the SUA. The Oval and SUA rooms provide a home for umpiring on the Peninsula with coaching rooms, change rooms and the oval, which received lighting upgrades during the season. The Monday night training also provided a training night for new umpires in the Frankston District Junior Football League. Dedicated training for the juniors was promoted to all clubs and, with that, 21 new umpires got involved regularly attending the training sessions. The Senior Umpires South East training base moved from Fountain Gate to Carlisle Park in Cranbourne to create a closer link with the South East Juniors. Carlisle Park is a synthetic all-weather surface with new modern rooms and proved to be a quality training venue for all umpires.

The Junior umpires for South East Juniors moved training from Thursday nights at Carlisle Park to Monday nights in 2018 to train alongside the senior umpiring group. This change brought about strong training numbers on a Monday night and a clearer pathway for the juniors to progress to seniors.
With four training locations and six leagues to service the umpiring groups are well serviced by dedicated coaches and volunteers. The Senior Umpiring group was led by Dave Golby as Head Coach, with Adam Holland leading the Boundary Umpires and Troy Bellchambers leading the Goal Umpire ranks.
The South East Juniors also continued with a training base out of Heatherbrae Reserve in Officer that this year was held on Thursday nights. This training group was only a small group and we look forward to working to grow this training base over the coming years.
This year there were changes to the senior Field umpire coaching with Brett Gent leading the group at Kananook and Dale Armstrong at Carlisle Park. In our Junior Leagues Laurie Girardo, Ray Fulton and Stephanie Girardo coached the South East Juniors, while a new coaching structure was put in place for the Frankston Juniors with Trevor Allen managing the appointments, while Wes Mann and Gary Hofert led the Monday night coaching sessions.
The SUA have also had a training base at Rye Football Club for a number of years. This group continued in 2018 providing training to local junior umpires for the MPJ and also for senior umpires that lived down the

UMPIRING Scott Gathercole continued to manage the Rye training base for junior and senior umpires on the Peninsula, while Scott also managed the Youth Appointments for the MPJ as part of the Service Agreement in place with the MPJ League. These people do an outstanding job throughout the year to service over 3,300 home-and-away matches across the region. They are further supported by assistant coaches, match day observers, mentors, tribunal advocates and other key support staff throughout the year. I take this chance to thank each and every coach and volunteer that support umpiring throughout the region. This year the umpiring group was lucky enough to have some AFL umpires visit the group as part of the Community Umpiring Round. AFL Umpires Shane McInerney, Chris Gordon, Hayden Gavine, Ray Chamberlain and Craig Fleer visited the Kananook and Carlisle Park training bases in May. On the night the umpires conducted training drills for the umpires and also participated in a question and answer session to share their stories of umpiring on the big stage and their memories of umpiring community football, including what it takes to make it the AFL. The umpiring group was also lucky to welcome back umpires from the VFL on occasion through the year who helped with training. Recruitment of umpires will be a big focus as we move forward. Currently the region has over 500 active umpires servicing the various competitions. Recruitment through junior clubs and high schools will be an important element as we look to grow our numbers to provide improved service and reduce the load on some umpires that umpire up to five or more games a weekend.

UMPIRING REPORT - Carl Fletcher Currently we have two School Based Umpiring Academies based at St Francis Xavier College and Alkira Secondary College in the South East. These schools provide weekly training to students interested in umpiring. Conveniently based at their school, and held within school hours or straight after school, numerous students then umpire within the South East Juniors each weekend.

UMPIRING that everyone contributed too. The SUA held its annual Grand Final appointments night on Wednesday 5 September. The night was a great success with a guest speaker in David Schwartz, before the Grand Final appointments for the MPJ, SEFNL and MPNFL were announced. The SUA also held its Presentation Night on Saturday 6 October to recognise all umpires on a great season with over 200 in attendance to celebrate the year. I want to thank the SUA for its support of the changes and working with AFL South East to work towards growing umpiring together going forwards. In particular I want to thank all our umpires, coaches, volunteers and clubs for their support of umpiring this year. Thanks also to AFLSE Staff and Commissioners for their support and guidance, while I would particularly like to thank Leigh Buwalda, Therese Trezise, Shaun Connell, John Anderson and each of the League Operation Managers for their assistance in supporting the development of an Umpiring Department to service the Commission.
