The MPNFL went down to Geelong on the MCG in a game to determine the number 1 ranking in the State. The SEFNL also went down, to the Hamden League at Casey Fields. Thanks goes to the players, coaches and support staff for their commitment Junior Leagues in 2017 AFL South East is proud of the development of young footballers in managing the South East Juniors (SEJ) and the Frankston District Junior Football League (FDJFL).
Allowable Player Payments Player Payment Rules were implemented for the first time into the senior competitions in 2017. Branded as the Community Club Sustainability Program (CCSP), an Allowable Player Payment limit (Salary Cap) was established which, along with Player Points already in existence, is designed among other things to reduce the financial burden on community clubs from escalating player payments.
In 2017 the Allowable Player Payment threshold was set at $150,000 for both the MPNFL and SEFNL. REGION GENERAL MANAGER’S REPORT There is no doubt that the administration of the Player Payment Rules placed an additional burden on club volunteers, especially as there were new procedures to be implemented in season 2017. I hope that in future years this work gradually eases and the benefits of having these Rules in place assists in the viability of clubs. Senior Competition Review The review into senior football in the region commenced in 2016 and was extended by 12 months into 2017. Consultation with individual clubs took place in the first half of the season which led to a number of draft recommendations, which were then subject to further consultation. The AFL South East Commission communicated its resolution to member clubs in August 2017. The first phase of the Commission’s resolution will be implemented in season 2018. That is to have a divisional structure, incorporating promotion/relegation for MPNFL Clubs. Division 1 will comprise 3 Clubs from the Nepean League (Sorrento, Frankston Bombers and Rosebud) along with 7 from the Peninsula League (Frankston YCW, Bonbeach, Edithvale-Aspendale, Pines, Mt Eliza, Seaford and Mornington) Division 2 will comprise the remaining 12 Clubs in the region – 3 from Peninsula (Chelsea, Karingal and Langwarrin) plus the balance from Nepean (Hastings, Red Hill, Dromana, Rye, Somerville, Pearcedale, Devon Meadows, Crib Point and Tyabb). In 2018 SEFNL will remain as a standalone competition, however the Commission resolution incorporates the SEFNL Clubs into a fully divisional structure across the region in season 2019. As a further illustration why the lack of a divisional structure across our region has impeded our growth over time, two more clubs affiliated with AFL South East have chosen to apply to the Southern Football Netball League due to the lack of a suitable bottom division in which to participate. The two clubs in this case are Hampton Park and Frankston Dolphins (new senior club). On the positive side, there is evidence across the network that the MPNFL divisional announcement has provided a refresh to the competition and already clubs are talking to others about creating blockbuster style fixtures.

REGION GENERAL MANAGER’S REPORT Umpiring I was really pleased with the standard of umpiring right across the region during 2017. Our 2 affiliated umpiring bodies (SEJ and SUA) had 700 registered umpires this season and we are working on strategies to further increase numbers across the region. AFLSE administers the SEJ umpires (300 registered) and we are working with SUA toward a single AFLSE affiliated umpiring body to further the development of umpires. Continuing the female theme, it is encouraging to see the performance of our female umpires. Quite a number of the girls and women progressed to important Grand Finals. For example the entire panel for the SEJ Girls U18 Grand Final was female. We had Stephanie Girardo and Jess Prime umpire the SEJ U17 Premier Boys Grand Final, Jamie Collard umpired the Division 1 Women’s Grand Final and again Stephanie Girado and Ebony Hunter officiated at the SEFNL U19 Grand Final. The AFL also provided the opportunity for four of our SEJ umpires to experience AFL football at Etihad stadium, where our young umpires escorted the senior umpires on to the ground and observed their preparation pre game – a genuine life experience for the young group of umpires. There is still work to be done in encouraging umpires, in particular the young ones. We lose too many for my liking as a result of the abuse directed toward them from over the fence or from coaching panels. Some clubs do a great job in trying to change behaviour towards umpires, however there are still some pockets where more education is required and this needs to be a continued focus for the leagues and the clubs. COMMERCIAL REPORT - Peter Maynard In the last 12 months at AFLSE we have increased our Partner portfolio from approximately 30 Partners to 50 and introduced some amazing new partners, brands and friends to our Leagues and Clubs. All partners with a genuine interest in local grassroots sporting organisations and local communities. This is something everybody at AFLSE recognise and greatly respect, both your contribution and commitment to our football and netball clubs, seniors and juniors. New partners in season 2017 were: Chisholm, Cleanaway, United Petroleum, Coke, BMG Berwick Motor Group, P3 Sports Recovery, Colbrow Medics, MP Sports Physicians, Walk on Podiatry, Karak and Wilson Podiatry, Medical Edge, Gameface, Red Onion Creative, MRC Foundation, Primco Testing Systems, TLA Worldwide We have also increased our partnerships with current partners: • Mornington Racecourse (to sponsor the Women’s Football Leagues), Buffalo, Sherwood Sportswear In addition to the introduction of so many new Partners we have also introduced 2 significant new programs to the Leagues and Clubs: 1. AFLSE Trainers Network, Peninsula and South East Networks 2. MPNFL SALT (Sports and Life Training) and SCA (Sports Chaplaincy Australia) These initiatives are at the heart of what we do in providing our Clubs and participants with the greatest support, education and development possible. A significant number of our Partners have been instrumental in the introduction of these Programs and you all should be extremely proud of your involvement. They are in their infancy and you all should continue to strongly support AFLSE staff in continuing the programs. As for 2018 we have already confirmed and working through significant new partnerships with major brands like: • Steller, Hard Yakka and XBlades Apparel supplier partnerships have increased and are already in place for 2018. We are very fortunate to have developed “Preferred Partner agreements” with: • Loco, TLA Worldwide and Sherwood for SEFNL, NFNL, PFNL and FDJ • Sherwood, Image Corporate and Grashan for SEJ • Sherrin footballs for NFNL, PFNL, SEFNL and FDJ • Ross Faulkner footballs and equipment for SEJ • Buffalo for FDJ All our Commercial Sponsors and Suppliers are very highly valued partners of AFL South East and without their support we would be unable to provide our Clubs and Leagues with the expertise, education, revenue support and opportunities that currently exist. FOOTBALL DEVELOPMENT MANAGERS’ REPORT - Cam Roberts & Jack Henty It has been another year of change in the region as our industry continues to look for improvement and development in all areas of the game. We are now nearly two years into the AFL South East governance structure, overseeing the governance, administration and strategic direction of our region’s competitions. The NAB AFL Auskick program is the heart beat and entry level program to introduce new communities, families and participants to the AFL. We continue to consolidate our Auskick structure in the region as over time we closely align our standalone centres to community Clubs as part of our ‘one Club mentality’ approach where there is Auskick, junior and senior football available to all participants within a Club structure. Furthermore, as part of the region’s growth strategy, we have introduced two new Auskick programs – Clyde Auskick and Cardinia Tigers Auskick, as we look to grow these participation opportunities into junior and senior football Clubs. New Auskick programs will continue to be a focus of the region as we look forward to the 2020 senior football competition structure where there will be an appropriate entry point for new senior Clubs to compete in. Overall, our Auskick participation has had an incremental increase from 4,625 to 4,752 in a year where nationally Auskick participation stagnated. As further U8 competitions become available, our role in developing the Auskick product to a high standard to meet the needs of families and educating Clubs on transitioning participants from their aligned Auskick becomes critically important in the growth of community junior football. Our regional coaching accreditation and education programs were well supported by our community Clubs and leagues as provided Level 1 coaching courses in the senior, youth, junior and Auskick markets. We provided additional coaching personal development opportunities through our AFL Club master classes and further AFL Junior Match Policy Education to our U8-U10 junior coaches. In addition, we launched our Senior Coach Mentoring Program aimed to support our 31 senior coaches where we engaged a regional one on one consultant Brent Clinnick to provide intimate support to our coaches. The program included two personal development sessions on a range of topics, including the coaches being exposed to Melbourne Football Club’s Brendan McCartney. We will look to expand the mentoring concept in 2018 our youth market, as we strengthen our support of the Coaching Coordinator role within the club environment. Our region’s schools are a critical stakeholder in the community connection and growth of our sport. With over 200 primary and secondary schools in the region, it is our focus to ensure we continue to expose the AFL product and our community clubs to local schools. We have delivered an increased amount of the AFL sporting schools program, AFL Multicultural Schools program and support School Sport Victoria inter-school competitions. Our AFL Club partners (Melbourne Football Club, Richmond Football Club and

St Kilda Football Club) have supported our schools through AFL player visits at our Australia Post Community Camps and CBA visits. Our Clubs have also engaged schools through their Next Generation Academy programs and fan development initiatives. Moving forward, we will continue to build stronger relationships with the region’s schools that have low AFL participation to ensure students and families are aware of the AFL’s benefits in the community and to physical and mental health. Our commitment to sustainable clubs was supported throughout the year by initiatives such as Junior Match Policy workshops and the annual Club Development Series which involved well attended sessions for junior and senior clubs at Casey Fields and Chisholm. AFL Victoria also conducted a facility audit state wide including over 80 venues within the AFL South East region that were inspected and reported on for future planning discussions with all key stakeholders including government. Our collaborative approach to ensure that all clubs have access to long term facilities that can ensure their sustainability in a competitive environment. Finally our region continues to perform well within the talented player pathway. This year we witnessed some of our finest local senior footballers play at the MCG in the MPNFL v Geelong interleague game. Our Heatstrip AFL South East Junior Carnival ran over the Queens Birthday long weekend and provided a benchmark showcase of the region’s junior boys and girls talent from age 13 to 18. Our competing junior leagues had begun their player development programs earlier in the year following professional talent identification practices. Our South East Juniors program also participated in the AFL Victoria Metro Championships and enjoyed their most competitive display in some years. Following on from the interleague carnivals, the region’s most talented Under 15 Boys and Under 16 Girls competed in the annual V/Line championships in Gippsland in AFL Grand Final week. Selected from country based local junior leagues, MPJFL and FDJFL, the two games gave players the opportunity to impress for selection in 2018 Stingrays Talent programs.
DIVERSITY REPORT - Seb Gargana From November 1st, 2016, the Multicultural Engagement Strategies were set around developing strong relationships with stakeholders within the community. Throughout 2017, our AFL Multicultural School Program was delivered in priority schools with a high CALD (culturally and linguistically diverse) percentage. This has been achieved by creating new relationships with School Sport Victoria (SSV) Divisions and District Co-ordinators across both Primary and Secondary levels. Our ongoing relationships with these contacts is essential in the development and engagement within the community as the schools have considerable influence over our code’s growth. We believe a crucial step has been achieved by introducing a sustainable AFL culture within Primary Schools which we hope over time will develop new fans and participants in the region. A vital component in our school engagement is to align the branding of the Melbourne Football Club who have the majority of the zone as part of their Next Generation Academy program. Therefore, our school programs and inter-school competitions within the school environment this year have been branded as the Melbourne Football Club. There have been three key communities identified that AFL South East can cement great engagement opportunities. Not only through the Diversity Programs being conducted but pathways into our industry and exposure to community members.
The AFL have played a key role in engaging the youth at an academic level. AFL South East’s Multicultural Development Officer and an AFL South East Commissioner spoke to the youth groups throughout their careers program. Linking back to the sport, ticketing opportunities aimed to expose and educate the community on our sport. Strategies to engage the community in being active in the sport have been communicated for 2018. With representatives from the South-Sudanese at our highest level, a focus on community engagement has been directed at this community in the South East. Initial introduction to the South-Sudanese Academic Society was established in January 2017 for the Australia Day celebrations. From then we have assisted the community with access to AFL games and meeting with their community leaders. We have contacted their leaders to be further involved in 2018. Through our contacts at Victoria Police’s Dandenong Station we have begun to speak to a South-Sudanese youth group with a view to establishing a Unity Cup team for early 2018. Through the Multicultural Community Ambassador Program, three South East Junior clubs participated in the AFL Community Club Cultural Awareness Session. Strategies to engage with targeted multicultural communities were identified with two clubs utilising the ambassador network to engage with their chosen community. Ongoing support and contact is helping establish a relationship between community clubs and CALD community group.
The strongest community links developed have been with the leaders of the Indigenous community from the Doveton Gathering Place. A genuine relationship has grown in the last year, initially beginning with the establishment of the Koori Auskick at Shepley Oval. It has grown to engage more community members through our Talent Programs, having members participating in the Kickstart U15 state team, The Neville Jetta Squad partnered with the Dandenong Stingrays and Laguntas Program. With the great work and strong relationship formed with the Doveton Indigenous Gathering Place, we have made contact with the Hastings Indigenous Gathering Place to also engage the Indigenous community in the southern peninsula. Using the profile of the Melbourne Football Club a meeting was arranged and discussions initiated to engage with the youth within the community. Moving into 2018, there is an aim to start a second Koori Auskick and assist with youth programs. One of the predominant CALD communities within Dandenong has been the Afghan community. This year we have engaged specifically with the Afghan Hazara community in Dandenong. This organisation has partnered up with Community Four to establish a careers program for the Hazara community’s youth.

MPNFL OPERATIONS REPORT - Haydn Parsons Having now been in the role as Operations Manager – MPNFL for a little under twelve months, it’s been an encouraging and humbling experience to witness firsthand the incredible levels of commitment, dedication and hard work from all of our stakeholders including but not limited to players, officials, volunteers, supporters and AFL South East Staff. This enthusiasm is the reason the MPNFL is proudly one of the strongest football and netballing bodies in the State. Off field there have been challenges with the implementation of the Player Payment Framework for the first time, which forms a key part of the Community Club Sustainability Program. The Player Payment Framework was developed to support and grow Australian Football at a community level by focussing on achieving evenly matched competitions and importantly financially viable clubs. Whilst this added a complex layer to club administration it’s been encouraging that clubs have been open to education and sought advice on the implementation of the framework. It’s important that this good work continues into season 2018 and beyond with the long term sustainability of clubs at the forefront of mind. On field Sorrento swept all before them in the Nepean competition going down narrowly to Rosebud in round 18 of the season, it what would be their only loss of the year. Whilst they were pushed all the way in the final game by a gallant Frankston Bombers. Ultimately Sorrento would go on to cap off one of the most dominant seasons in memory in what is a fantastic achievement for the club. Rosebud were brave in the Reserves and pushed hard all day however a Sorrento side with plenty of senior experience would prove too strong. In the Under 19s Red Hill claimed the upset of the year winning their first ever Under 19s Premiership outlasting Somerville in extra time. Tyabb hosted an incredible Nepean Netball Grand Final day and although the conditions were trying there was a huge crowd on hand to witness a great day of netball. The day would see the spoils shared with Pearcedale winning an Under 17s Premiership, Rye prevailing in the D Grade, Somerville was excellent to win a B Grade Premiership whilst Crib Point took home the C and A Grades.

In Peninsula, the juggernaut that is Frankston YCW came away from season 2017 with their fourth Premiership in a row. They faced a confident and brave Bonbeach side in the Grand Final however the experience of Frankston YCW showed and it was a very composed Frankston YCW team that came out large winners. A strong Mt Eliza reserves side was too good for a gallant Seaford in an entertaining game and in a highly skilled and tight contest it was Frankston YCW who would prevail over Mt Eliza in the Under 19s. Edithvale-Aspendale once again had an outstanding season and their Netball program continues to be the envy of others. Their healthy rivalry with Karingal resulted in an amazing A Grade Grand Final spectacle that a big crowd at Jubilee Park was privileged to witness. In extra time Edi-Asp would hit the winning shot on the whistle to take the win by one point. In what was an incredible day of highly competitive Netball Frankston YCW came away with the narrowest of victories in both the D Grade and C Grade whilst Karingal walked away victors in the B Grade decider. We once again thank all of our clubs and stakeholders for making season 2017 a huge success and look forward to continuing the great work into 2018 and beyond.

FDJFL OPERATIONS REPORT - Pauline Pawsey FDJFL has had a great year with our numbers increasing on last years by over 1000 members to bring our total players to 4676. The increase was not just in the female football participants, although those numbers more than doubled to 776, while the male participants increased by 649 to 3900. Hopefully next year our numbers will increase to over 5000. We have teams ranging from U9s to U17’s in the mixed/boys age groups and had girls participating in the U12’s, U15’s and U18’s age groups with the first ever all girls U9’s team competing in the mixed/boys competition. Due to the late demise of the Combined Competition with the MPJFL in the U16 & U17 age groups, 2 of our U17 teams participated in the SEJ competition. Both teams made the finals with one winning the Premiership. Our other U16 and U17’s teams competed in an U17’s competition of our own which is the path we will be following for the future. Presentation Night Our Best and Fairest night was again conducted at Frankston Park. We appreciate the Life Members who attended and presented awards in their names. Unfortunately, Alan Wickes was unable to attend due to ill health and we wish him the best in his recovery. 11 Clubs were represented in the B&Fs with 12 Clubs represented overall. Two new age groups were introduced this year with 10 division across the age groups. A vote count was conducted for the last 4 rounds and was well received from the large crowd with a few close results including a draw in the last age group of the night. Finals Langwarrin JFC has again done an amazing job hosting the 2017 finals series. 16 matches were held weekly over 4 weeks to complete our season. 13 of our 15 eligible clubs participated with 7 clubs winning premierships. The weather caused us some issues especially in the parking area but due to some amazing team work across AFLSE and the Langwarrin clubs our finals series ran well. Judicial Matters While we had a reduction this year in the number of officials cited by AFLSE Football Development Manager Cam Roberts, we will continue our education to have further reductions. Players appearing before the tribunal were an increase on last year with the same number receiving penalties.

FDJFL DEVELOPMENT PROGRAM REPORT Overview: The FDJFL’s Development Program exposes female and male junior participants from ages U13s – U17s to a higher level of football development. Throughout the training program participants will improve their skills, broaden their football knowledge, mix in with other players and have the opportunity to represent the league. This will see the participants confidently return as better footballers to their local clubs and ultimately enhance the standard of our junior competition. Philosophy: Pride: having pride in own self, local club and Frankston junior football community Attitude: never giving up, work hard, be professional, be positive Respect: sportsmanship, respect for umpires and opposition Teamwork: playing together, being a leader, including others • Create a positive environment that sees players become better footballers and people through FDJFL Interleague • Player welfare/development is greater than team results Key strategies: • All training sessions to have some purpose and clear learnings, effectively executed by coaches • Source coaches who are interested in future coaching pathways • Restructure the training format to best suit participants, parents and local clubs. • Consistent and effective communication with coaches throughout program • Introduce engaging theory programs for each age group to cultivate participants welfare Key Outcomes: • Created sufficient pathways for players and coaches to transition to Stingrays, V/Line etc. • 4 of the age groups won their regional shield at the Worksafe AFL Victoria Dandenong 2017 Junior Carnival (U14s, U16s & U18s Girls). Coaches Selection: Coaches were asked to apply for the role of coaching an interleague squad. Coaches were carefully selected based on their philosophies towards coaching, as well as their coaching experience and coaching aspirations. Coaches of interest were aspiring to continue in the regional coach pathway and beyond. This in return establishes a clear pathway from the junior competition through to interleague and onto TAC Cup squads for community coaches.
Skills Focus: The football program places a strong emphasis on football development. Coaches implemented specific training programs developed by coordinators tailored for different age groups and abilities with the format below: 1. Fundamental Skill Development- drills to improve kicking, handball, marking, tackling techniques 2. Game Sense- drills to target development of fundamentals skills under pressure 3. Game Play- drills to get participants using skills in match simulation and improve general match awareness Program 2017: Teams had between 45-55 participants in their respective initial squads. They all completed a 4-week preseason block before commencing a 6-week development program. The final squad trained for 2 weeks together as a team before competing in the carnival. Identification for Carnival – Teams had between 45-55 participants in their respective initial squads. The selection criteria included players demonstrating the four elements we focused on during our theoretical and practical 6-week development program. FDJFL Coaches and development coordinators scanned the junior competition and viewed all training sessions to ensure players had an equal opportunity to be selected for the carnival. 2018: As a league and a program, we aim to further enhance the opportunities for our players and coaches to further develop on and off field. As a part of this objective we aim to align closely with the St Kilda Football Club and their Next Generation Academy. This partnership will see an increase in elite junior resources, best practice of training and effective talent pathways for players in the region. Review: A successful program for over 300 participants saw a high rate of development in each footballer. Coaches set high training standards based of program values which translated to on field success. For the 2018 program to be successful again, there are improvements that can be made, including: • Improve communications with participants regarding registration • Improve communications with clubs regarding nominated players • Improve personal feedback for players who don’t make the squads and personal reviews for players match performances Our core objective for the 2017 FDJFL Development Program and Interleague Carnival was to implement a holistic approach to football. We put our energy and attention into improving player 50 and player 1 as footballers, but more importantly people. We aim to continue this philosophy in the future. As a result, we achieved some fantastic tangible results

LEAGUES MANAGER - SEFNL, SEWF & SEJ REPORT - Liz Triffitt South East Football Netball League The year began with the appointment of our new League Commissioner Ryan Ford and our newest Board Member, Lauren Bourke. Board Members Gerry Kelly and Silvio Marinelli step down from their positions with SEFNL at the end of the 2017 Season. We thank them for their dedication and support of our clubs and staff. Our Season Launch was held on 24 March before the season kicked off on 1 April with a digital record that brought mixed reactions. We again played with 9 clubs and a bye in our competition. It was a very busy year full of lots of discussions, with the most topical being divisional football. In February all clubs participated in club consultations with the AFLSE appointed Competition Review Committee and provided feedback to set the future direction for clubs in our region.
South East Juniors This year we had 24 clubs with 215 teams, with two of those teams Bonbeach YCW and Mount Eliza from the Frankston & District Junior Football League who competed in our 17 Premier competition. We ran U8, U9, U10, U11, U12, U12 Girls, U13, U14, U15, U15 Girls, Premier and U18 Girls, with the largest number of teams being the U10’s with 27 teams, closely followed by U9’s with 26 teams. We also saw a couple of clubs change their name, Timbarra Tornadoes is now Berwick North, and Endeavour North JFC, previously known as Mossgiel Park. We saw an increase in participation numbers of 64 to bring the total to 4,681. The increase was due to 118 additional female participants, totaling 526, however our male participation decreased by 54 to a total of 4,155. We had another good year with the SEJ Umpiring and I thank Rod and his team for their dedication in coaching and supporting our young umpires. Thank you to Nicole Edney for the tremendous amount of support and customer service she provides to our clubs.
We hosted the Hampden Football League in the Worksafe AFL Victoria Community Championships and unfortunately we were not the better team on the day. Our Senior Coach, Jock Holland, announced his retirement For our Development Program this year we worked closely with from coaching after the game and we thank him and his support crew for Dandenong Stingrays and appointed Nick Cox as our Director of Coaching. their dedication over the past three years of SEFNL. Nick was able to attract a talented pool of 15 girls who developed our players to participate in the AFL Victoria Metropolitan Community This year we had five Representative Netball Teams who had a terrific Championships and V-Line Carnival. This year we fielded 13 Div 1 and 2, season representing us in tournaments. I’d like to thank our Head of 14 Div 1 and 2, 15 Div 1 and 2, 16’s and U18 Girls. Our 13.1 and U/17’s.1 Coaching Janine Kilmartin and her team of coaches for their support of this teams were victorious in their competitions. Thank you to Nick and all the development pathway for our young netballers. On a sad note, I accepted coaches for their support of the program. the resignation of our Operations Manager, Sharlene Nation, who finished with us in November 2017. Sharlene always greeted our clubs with a smile and her dedication to implementing our representative netball program will be her legacy. Thank you and you will be missed.

LEAGUES MANAGER REPORT - SEFNL, SEWF & SEJ South Eastern Women’s Football What a year it has been in our inaugural season of women’s football. In January 2017 I asked to be given ownership of the women’s football competition. With an expectation of one competition, we were blown away with the enormous reaction to the AFLW competition and hence saw our first year with 33 teams. The competition structure was built from clubs from the AFL Gippsland area, Eastern FL, Southern FL and AFL South East Region. Through collaboration with these four leagues the South Eastern Women’s Football competition was born, with three divisions which consisted of the first two divisions of teams who had played previously and a development competition in each of these leagues: AFL South East, Southern FNL and Eastern FL. The area of our footprint covered; Port Melbourne, Chirnside Park, Traralgon, Dalyston to Red Hill and everything in between. AFLSE managed the Division 1, Division 2 and South East Development competitions, with the SFNL and EFL managing their own development competitions. It was a massive task to fixture games around Senior Men’s and juniors and netball competitions. Kudos to the clubs who worked out how to manage their own challenges with ground availability. Games were played any time from Friday night, Saturday and Sunday. Teams traveled enormous distances to just play football. 5 umpiring associations were engaged to umpire the games, and we thank SUA, SFNL Umpires, EFL Umpires, Latrobe Valley Umpires and Gippsland Umpires who did a tremendous job in covering the games for all teams. We finished off the year with a terrific finals series, with the first two weeks held at Shepley Oval, hosted by Dandenong Stingrays, and grand final day held at Casey Fields with 2,316 in attendance. We were fortunate to have secured a University Placement Student, Taylah Laxon, who learnt all about sports management and provided great support to our clubs in their first year. Taylah was coached and mentored by Sharlene Nation and myself in giving her a first-hand insight into all things to do with football competition management. I thank Taylah and Sharlene for all they have done this season in supporting our clubs in the first year of the SEWF.

SEFNL BOARD & SEFNL HONOR BOARD RYAN FORD - AFL SOUTH EAST LEAGUE COMMISSIONER After a brief term on the SEFNL Board, Ryan was appointed to the role of SEFNL League Commissioner in December 2016. Ryan has run his own sales and marketing business in the commercial industry for over 12 years. Ryan was appointed by the SEFNL Board in October 2015. With a background in football that stems over 30 years, and his involvement in other sports and organisations.
LIZ TRIFFITT – SOUTH EAST LEAGUES MANAGER Liz is an experienced sports administrator with a vast range of experience and knowledge in the sporting industry gained from her former roles including SEFNL Operations Manager, AFL Vic Project Manager, Beaconsfield JFC Club Secretary, Competition, Events and Marketing Manager at Little Athletics Victoria.
SILVIO MARINELLI A partner in accounting firm Highview Accounting, Silvio has had a long history of involvement in community sport. Current Treasurer of the Cranbourne Turf Club, Silvio brings a wealth of financial expertise to SEFNL along with his passion for the development of the sport.
CLIFF DONEGAN Cliff has had a long history of involvement with the league and in particular the Berwick FNC (54 years) and was keen to continue to serve SEFNL clubs. Cliff was appointed to the SEFNL Board in 2015 and re-elected for a two-year term at the SEFNL AGM in December 2015.
GERARD KELLY Former President of the Cranbourne FNC, “Gerry” is well-known in local football circles. A self- employed primary producer, Gerry has achieved significant outcomes over the years for the CFNC through business relationships, dealings with council and club stakeholders.
LAUREN BOURKE The former President of Berwick Netball Club, Lauren joined the Board in February 2017. Lauren is well known in the AFL South East Region as she is also the Two Bays Region Netball Liaison Officer for Netball Victoria. Lauren is passionate about development programs and creating pathways for our young netballers to be identified, and is actively involved in all abilities programs.

AFL South East League Commissioner REPORT - Ryan Ford Ladies and Gentlemen. With great pleasure we present to you the 2017 SEFNL annual report including my first report as Chairperson and as AFL South East Commissioner.
A key portion of our responsibility as an organisation is finance, and I’m pleased to say that financially SEFNL is in a sound position despite the weather impacting most of our finals games. SEFNL OPERATIONS REPORT - Sharlene Nation It was a busy preseason with education, information sessions and specific role training involving football and netball clubs and netball umpires. There was also plenty of discussion around the Competition Review and the introduction of player salary caps for football.
Finals There is always an atmosphere of excitement and some nervousness around finals day with football and netball clubs vying for the ultimate accolade of a Grand Final position and play to be the 2017 Premiers.
The season launch at Casey Fields on Friday 24th March kicked off the season with Club Presidents and Secretaries along with the Senior and A Grade Coaches and Captains. With the photo session complete Mark Fine from SEN interviewed the Coaches and Captains from football and netball, which provided some insight into what the expectations were for the season ahead.
It was fantastic to see each club in SEFNL represented in the 2017 finals by either a football or netball team. The weather wasn’t as kind as it has been in previous SEFNL finals with plenty of rain, wind and even hail testing players and spectators. Despite the weather the players showcased their talents and there were some exciting and competitive games.
The home and away season and round 1 commenced on Saturday 1st April with round 2 a split round over Easter. U/19 The U/19 Competition had ten teams with Narre Warren and Cranbourne fielding an A Team and B Team. The U/19’s played a Grading Competition for the first nine Rounds, playing each team once. The competition then split into two pools determined by ladder positions. 19A consisted of the first five on the ladder and 19B the following five. Ten Rounds were then played before the top 4 of each section played finals. Beaconsfield were successful in taking out the 19A Premiership with Pakenham the 19B Premiership. MyNetball The introduction of online registrations was used for Netball Victoria Registrations this year. This process was set up by SEFNL and clubs were no longer required to do registrations. This online process had several teething issues around members being unable to log in to accounts. The expectation from Netball Victoria was for the League to assist members with logging into accounts, collection of money and forwarding payments. Moving forward to 2018 registrations the hope is that the process will be smoother as players have more of an understanding of the online registration process. AFL VICTORIA COMMUNITY CHAMPIONSHIPS REPORT This year SEFNL played the Hampden FL at Casey Fields. With Jonathan Brown coaching Hampden the expectation was for a competitive and physical game and we were not disappointed. SEFNL had the lead going into the fourth quarter but Hampden kicked 5 goals to SEFNL’s 1 goal winning the match by 18 points. Michael “Jock” Holland announced his retirement from coaching Interleague football at the conclusion of the game and was recognised at the Awards Night with a Tribute for his years of service. SEFNL NETBALL REPRESENTATIVE TEAMS REPORT Our second year of SEFNL Junior Representative Netball and it was exciting to see the interest amongst the junior players. Try outs were well attended and five teams were chosen to represent SEFNL at three Tournaments and Association Championships. We fielded two Under 13 teams, two Under 15 teams and 1 Under 17 team. The depth of talent in the SEFNL Junior Netball ranks was displayed with each team playing in semi or grand finals throughout the season. Our U/13 Open team won the Central East Association Championships in their age group and our U/15 Open team were Runners Up. This provided the opportunity for both teams to participate in the State Finals which was an amazing achievement for both the players and the coaches.
Congratulations go to the following players who were Talent Identified at the Association Championships and State Finals by Netball Victoria Selectors and are invited to selections for the Central East Zone Academy which is a Netball Victoria pathway. • • • • • • •

SEJ OPERATIONS REPORT - Nicole Edney The 2017 season commenced for all competitions on 23rd April with the U8, U9 and U10 age groups participating in Little Demons Day in Pakenham. This season saw 12 rounds of football plus 4 weeks of finals played. Below is some additional information about some key operational areas of the league. Little Demons Day Over 70 teams from the U8, U9 and U10 non-competitive age groups took part in this year’s Little Demons Day. This day continues to provide an opportunity for players in these age groups as well as volunteer match day officials the opportunity to get an understanding of how these age groups will be set up, played and managed throughout the season. With this purpose in mind each team gets the opportunity to participate in two half matches and gives the coaches an opportunity to continue their mentoring on the field whilst the game is in progress.

Pakenham JFC and Pakenham FC continue to be fantastic hosts and always ensure that the event runs smoothly and for this we thank them for their hard work. We also would like to thank the Melbourne FC, Ross Faulkner and Garrleigh Trophies for their contribution to the day and we appreciate their ongoing support. Female Participation The league continues to roll out the plan formed with member clubs in 2015 to work in conjunction with the AFL and AFL Victoria to provide a space for females to have the opportunity to participate in female only competitions. The league continued with the U12 and U18 competitions and was very pleased to introduce an U15 competition. It was fantastic to see a 77% increase in female participation numbers compared to 2016 and the league expects this growth to continue with a U12, U14, U16 and U18 girls competition structure planned for the 2018 season. Judiciary The number of reports has dropped significantly this year by over 70% with 28 player’s reported in 2017 compared to 41 in 2016 and 5 officials reported in 2017 compared to 6 in 2016. It’s also great to see that no coaches were cited this year compared to 1 coach who was issued with a citation in 2016. Whilst the reduction is pleasing the league will continue to work closely with clubs to educate players and officials in acceptable behaviours on match day so the number of reports and tribunal appearances can be driven further down. South East Juniors would like to thank the AFL South East tribunal members who volunteered their time to conduct tribunal hearings throughout the season and Shane Moody and Peter Drake for carrying out the role as investigation officers during the season.

SEJ OPERATIONS REPORT - Nicole Edney Presentation Night The top 5 players who poll the most votes for each competitive competition for each age group and division receive an invitation to the league Awards Night. This is a time to celebrate the achievements of players and volunteers throughout the season. This is done by presenting awards in the following categories; • Best and fairest player for each competition from U11- U17 and U15 & U18 Girls • Best conducted team for each competitive competition • Best conducted club • Junior & Youth Coach of the Year • Volunteer of the Year • Lindsay Patching medallist • Bendigo Bank Young Club Person of the Year
The league development program aims to provide both players and coaches with pathways to develop the fundamental skills of football. In 2017 the league introduced an U18’s squad that provided an extra 24 top age girls not only the opportunity to develop their skills but to also be seen by TAC Clubs like the Dandenong Southern Stingrays.
Berwick Springs JFC faired very well this year by having their Secretary Nicole Fletcher awarded the Volunteer of the Year, Paul Norton their U11’s coach awarded the Junior Coach of the Year and then the club was awarded the Best Conducted Club of the Year. Beaconsfield JFC U18 Girls coach Matt Gee was awarded the Youth Coach of the Year and Natasha Beck from Narre North Foxes FC was awarded the Female Coach of the Year and also coached the clubs first U15 Girls team to a premiership in the league’s inaugural Ronald McDonald U15 Girls competition. The Bendigo Bank Young Club Person of the Year award in its second year was awarded to Tarny Bun from Noble Park FCJ.
I would like to thank all the coaches and parents who volunteered their time to assist with the running of the program. I would also like to thank the Director of Coaching Nick Cox for assisting the coaches in developing the players within the program.
The Lindsey Patching medal is awarded to the player who polls the most votes across all the competitive age groups. This year the award went to Mitchell Szybkowski who polled 28 votes, only two more votes than the 3 winners from the 2016 season. Finals Series Unfortunately the weather for week one and two of the finals was some of the worst we have experienced for a very long time, however those who did venture out into the torrential rain were treated to some great games of football, especially given the conditions in which the games were being played. It was fantastic to have the majority of the female finals played at the one venue and the support shown by the community by way of attendance numbers was fantastic. The clubs do a fantastic job in hosting the finals and this year was no exception. Thanks to Narre Warren JFC, North Dandenong JFC, Endeavour Falcons JFC, Lyndhurst FNC and the Casey Demons FC for hosting a fantastic finals series.

SEWF OPERATIONS REPORT - Sharlene Nation The home and away season and round 1 commenced on Saturday 6th May with 3 competitions and 32 teams. We were excited by the response and the enthusiasm displayed for the South Eastern Women’s Football Competition. The competition covered a vast area from Traralgon to Red Hill, Port Melbourne to Chirnside Park, there was an enormous amount of work put in by the clubs to field teams. With the tremendous response from teams to compete there were some challenges around the availability of facilities and umpiring however with the assistance of clubs games were fixtured to suit most teams on Saturdays and Sundays. The 5 umpiring groups involved in the competition were terrific with the majority of games covered. One grading change saw Red Hill move from the Division 2 Competition creating a bye and moving to the South East Development Competition removing the bye in that fixture. The top four teams from each competition were involved in finals with fabulous support being shown to the teams playing. The finals were well attended and there was sensational atmosphere on Grand Final day. Congratulations to Tyabb, South East Development, Beaconsfield Div 2 and the Eastern Devils Div 1 for being the SEWF Inaugural Premiers. We were fortunate to have a Uni placement student, Taylah Laxon, available during the season who did fantastic work with the administration of the competitions. Overall the future looks positive for the competition and for the continued growth of women participating in football and in the South Eastern Women’s Football Competition.

Our objective of having two field umpires in every game from under 11’s to under 17’s and under 15 and under 18 girls was achieved. One umpire was supplied for the under 12 girls games on a modified oval. The SEJ umpires were seen at various locations throughout the year, officiating in games all over Victoria. Our umpires officiated in games for School Sport Victoria at Marriott Waters, Narre Warren North, Langwarrin and Carrum. They also umpired the premier Senior boys school competition at Hallam and Berwick. The Heatstrip Regional carnival held at Dandenong and the Metro Champs in June held at East Malvern, East Bentleigh, McKinnon, Carnegie and Noble Park, also had the SEJ Umpires officiating. AFL Vic awarded SEJ umpires to the Grand Final of the under 15’s championships at Vermont. Dandenong Stingrays and the Melbourne NGA also used the services of our umpires for their trial games at Dandenong, Casey Fields and Beaconsfield. Four games at Punt Rd Richmond were also umpired by our umpires for the Laguntas program run by the Stingrays. During the AFL umpire round in May, AFL Vic presented SEJ Umpiring with the opportunity for four umpires to escort the senior field AFL umpires on to the ground at Etihad. Zac Houeix, Emily Orford, Samantha Price and Kurt Caddy were given this honour. A fantastic initiative from AFL Vic. Thomas Moore, Dylan Bennett and Danielle Green represented SEJ Umpiring in the Auskick grid games at the MCG and Etihad Stadium, umpiring the Auskick games at half time.
Melbourne Football Club requested a full complement of umpires for a corporate game that they had for their sponsors at the MCG in August. Jaimie Collard, Stephanie Girardo, Jess Prime, Aimee Johnston, Sarah Brooks and Sarah Vanderschoot were members of the Victorian Women’s Umpiring Academy where they trained fortnightly with 12 girls from all over Victoria at Ikon Park, Carlton. Under the guidance of AFL field umpire, Matthew Nicholls, the girls gained valuable insight and experience being part of the program and this will further enhance their knowledge of the game. Chelsey Roffey, AFL goal umpire, was a mentor for the girls throughout the program. The ladies officiated in the Under 18 Girls TAC games at Punt Rd, Richmond, Frankston Park, Frankston and Rams Arena, Craigieburn umpiring the best females in the State. Jess Prime was also selected to umpire at Etihad Stadium for the Under 18 game, Victoria v Allies. A great achievement by all girls. The two school based umpiring academies, continue to grow in numbers. These umpiring academies provide umpires at local schools the opportunity to get involved in umpiring. These academies are a key pillar in recruiting umpires for SEJ. Alkira Secondary College in Cranbourne North, had 18 registered umpires in season 2017, with most umpires officiating in games throughout the year. Thanks to Jaimie Collard and Stephanie Girardo, our academy umpires, who ran the academy every Wednesday afternoon. The St. Francis Xavier academy had 21 students learning the craft of umpiring under the guidance of Tim O’Meara. These sessions were held every Tuesday afternoon with the majority of umpires officiating in games throughout the year for SEJ. We thank Mr. John Mark from AJ Recruitment, who was again our major sponsor for the year. All field and boundary umpires wore their umpiring shirts with the AJ Recruitment logo across the back and on the sleeves. Our awards night was held in the Casey Demons function room on Friday 18th August. There were over 200 people in attendance on the night.

SEJ UMPIRING AWARDS Special thanks to Craig Hookey for being the Master of Ceremonies for the occasion. It was an “SEJ” theme where you needed to dress up as something with those letters. It was fantastic to see the umpires and their families embrace the night and have fun. A lot of effort went into the costumes and it was a very enjoyable night celebrating the achievements of all SEJ umpires in season 2017. On the night, we announced the grand final appointments for all of the age groups and various awards were presented to our umpires for their achievements over the year. I would like to congratulate the following who were the recipients of our awards. The number of young ladies officiating in matches continues to increase. The finals series saw an all female panel officiate in the Under 18 Girls Grand Final at Shepley Oval in a first for SEJ Umpiring. Congratulations to Aimee Johnston, Sarah Brooks, Sarah Vanderschoot, Sarah Fishley and Leeanne Hayes. Our Premier 1 Under 17 competition saw Stephanie Girardo and Jess Prime officiate with Ryan MacDonald as the field umpires at Casey Fields. Again another first for SEJ Umpiring with two females officiating in the Premier 1 Grand Final. The rest of the panel were Boundary umpires Nic Johnson, Jack Buller, Zac Mousaco and Ethan Hibbert, with Robert Ryan and Phillip Retallick, the goal umpires.

And finally, Jaimie Collard, was rewarded for her efforts throughout the year by being one of the field umpires in the SEWF Division 1 Senior Women’s Grand Final at Casey Fields in September. Well done to all of the girls. We donated $3,000 to our chosen charity, Ronald McDonald House. This money is used to sponsor a room at the centre for the parents of the sick children being treated at the hospital. Thank you to our coaches for 2017. Nick MacDonald, Laurie Girardo, Russell Collard, Mitchell Smith, William Caldwell and Steve Richards have provided valuable training, guidance and education to all of the umpires throughout season 2017.

This year also marked the inclusion of more Women’s games with the South East Women’s Development competition and SE Women’s Division 1 and Division 2 leagues coming under the SUA umbrella.
There has been plenty of advice to suggest some experience in playing makes for a better umpire, yet the stats show we have few umpires in the ‘retired players’ age bracket.
In addition to the these games we also supplied umpires to the Bass Coast women’s games from the start of year when other umpiring groups couldn’t meet that demand.
Our final group is the 50 plus bracket with many being under 60 and competant enough to be umpiring Senior footy and mentoring our young group.
The inclusion of the Frankston District Juniors also saw our numbers and demand on coaching resources grow. After an uncertain start our FDJ Co-ordinator regulary made over 90 appointments each week across 60 junior games. We are currently reviewing the Coaching structure required to support and develop our Junior umpires. More Staff and potentialy an additional training night to help smooth numbers from Wednesdays is being considered.
Another area we could improve with numbers, is our Women’s contingent. With over 400 umpires, less than 20 are women. That’s only 5% of our group and plenty of scope to attract more girls into umpiring given the amount of Junior, Intermediate and Senior Women’s games being played across all competitions.
Training on Wednesday night at Seaford continued to be well run with regular attendances of 80 plus umpires and some nights approaching 100 members.
Prior to the start of this season the SUA officiated in the Women’s TAC Cup Carnival held at Frankston Park. SUA REPORT Structured ‘skills based’ training has been identified as one item we can do better next year in order to develop Senior and Junior Field umpires. More resources and training plans will be prepared off season for the start of the new year. Along with a review of our Coaching structure, a focus on support staff and observers will be required to improve umpiring. Fitness based training will continue to be run at both Senior Venues but the responsibility will be on the individual to prepare themselves for match day. Looking ahead the SUA has nominated 2 Field, 1 Boundary and 1 Goal umpire to trial at VFL next year. Demonstrating we are still developing umpires with the skills to take their game to a higher level. The average age of this year’s Senior Field Grand Final Umpires was just over 28 years, so again shows we have youth on our side when it comes to officiating the big games at seasons end. With a good mix of youth and experience, and coaches that are keen to continue on, we are well placed to go into 2018 and develop our umpires to meet the growing competitions through the South East, Peninsula and Nepean. Women’s and Junior competitions will also continue to expand and we will meet these challenges as well.
