U.S. Centers for Disease Control and Prevention and African Union Commission Memorandum of Cooperation for Development of the African Centres for Disease Control and Prevention Overview Health is vital to the development, growth and prosperity of African nations. Our increasingly mobile world has led to more risks to global health security and the 2014 Ebola epidemic in West Africa reaffirmed this. Recognizing the strategic value of a trans-national entity which is able to detect, prevent and respond to public health threats affecting African nations, the United States and the African Union have agreed to work together to improve global public health security with a memorandum for cooperation to develop the African Centres for Disease Control and Prevention (African CDC).
Areas of Cooperation
▶ Establish an African CDC Surveillance and Response Unit (ASRU) that
conducts event-based surveillance • Develop emergency preparedness and response capacity to crises such as natural disasters or disease outbreaks ▶ Assess nation- and region-specific public health hazards that could threaten
health and stability • Support member states to comply with International Health Regulations
• Support health information systems to manage and analyze data for public health actions
• Strengthen public health human resources vital to the operations of the African CDC
Benefits
▶ Strengthens existing relationships between United States and African Union
▶ Provides a platform for member states to share knowledge and tools across borders
▶ Helps build capacity for African nations to respond effectively to health emergencies
▶ Promotes health security across borders
▶ Improves global access to medical and non-medical countermeasures during health emergencies
