Rick Perry said he wants to make public institutions of higher education more affordable, by providing bachelor’s degrees that only cost $10,000. “It’s entirely feasible. It’s something we are going to pursue aggressively,” Higher Education Commissioner Raymund Paredes stated. Such programs wouldn’t be appropriate for every degree or student, but a large share of the state’s growing population of low-income students will be left out of higher education if affordable options aren’t developed, Paredes said. Elements of a low-cost bachelor’s degree would include online classes, open-source electronic textbooks, courses of varying length so students can move at their own pace and a curriculum with few electives. Other elements could include internships for which students get paid and earn academic credit, also someone who served as a medic in Iraq or Afghanistan ought to get credit toward a nursing degree. Houston Author And Hip Hop Artist Talks Stroke At Age 32 By SHELLY WHITE MILWEE Contributing Writer

A stroke can happen to anyone, at any time and at any age. It happened to Houston author, hip hop artist and mother Toni Hickman when she was just 32 years old. Her gorgeous brown hair was shaved, she had staples in her head, she couldn’t talk and she was completely paralyzed. In that split second, her life had forever changed. A picture of good health, Hickman regularly exercised and was always conscientious about the food she ate in order to set a strong example for her six-year-old son, Javon. “I was always health conscious. Sometimes I would drink socially, but I always did things that were productive to my health,” said Hickman. “My major problem was stress.” Hickman admits that recovering from a stroke was at times very difficult to bear. When her doctors suggested to her mother that she look into long-term care at a nursing home, her mother said “As long as my child gets her mind back, the body will come.” And the body did come in time. Just one year later, Hickman was beginning to stand up straight, walk slowly and talk.

When I heard about the case of Tonya McDowell, the homeless mother sent to jail for sending her 5year-old son to the “wrong” school district, I immediately thought back to the case of Kelley Williams-Bolar not long ago. (She was convicted by a jury for using her father’s address to claim residency status that would allow her children to attend a higher-performing suburban school.) I wondered how the world has gone mad enough to somehow think that it should be against the law for mothers to find ways to get their children access to a high qual-

As a result of this, a homeless single mother having the audacity to get her child into a good school, is being charged with first-degree theft and also being asked to repay the $15,686 it allegedly cost to educate her child in the Norwalk, Conn. school district. “If Ms. McDowell is convicted and sent away for 20 years, who tells her son, who is 5, that his mother is in jail for 20 years for getting him an education?” said attorney Darnell Crosland. No one cares that this family has no home. No one seems to care about what will happen if this child grows up without the only woman on earth wired to love him unconditionally. No one seems to care about the massive costs to the state of prosecuting this mother and eventually the child, as we deliberately trap them in an intergenerational cycle of poverty and criminal justice. All that seems to

matter is that they keep this little boy out of their school. What’s wrong with this picture? When we formed our coalition to support Tonya’s situation, we were initially confused about the school predicament in Connecticut. If the schools in Ms. McDowell’s own district had been adequate in the first place, there would be nothing to prosecute (even though she told me that she lived in a van in Norwalk, making it legal for her to educate her child in that area). So, perhaps local officials should also be prosecuted for unconstitutionally denying Ms. McDowell’s child his educational opportunities. If taking a seat in a public school is worth incarceration and living life as a convicted felon, then stealing a child’s mother and his future should certainly call for an even harsher

ince President Obama has been in office, there has always been something. Since day one, they have questioned this man about some of everything from his religion (him being an alleged Muslim), down to his ties with certain people. Here of late, it has been Donald Trump ranting and raving about how he wanted to see Obama’s Birth Certificate because he (and most other Republicans) didn’t believe that he was born in the United States. Last week, Obama shared the long form of his birth certificate. The White House released a copy of a detailed Hawaii birth certificate showing that our POTUS was born to an American mother and Kenyan father, in Hawaii, which makes him eligible to hold the office of president. Back before he was elected in 2008, he released a standard short form. Appearently, it killed nay-sayers that the form didn’t contain enough information for them. However, since Donald Trump decided that he wanted to stir up more controversy by claiming that Obama was not a “legal U.S. citizen,” he requested

he nation’s decades long war on drugs and ‘tough on crime’ posture has failed to reduce crime rates and control the rising prison population. Additionally, our current crime fighting strategy puts us at a disadvantage in other critical sectors, namely education. Knowing what we now know, it is clear that it’s beyond time to take a different approach on crime…a smarter one. According to a recently released NAACP report entitled “Misplaced Priorities: Over Incarcerate and Under Educate,” state spending on prisons in the last twenty years grew six times faster than education spending. In fact, 33 states increased prison spending in 2009 while simultaneously reducing education funding. Much of this increase in prison spending can be blamed on mandatory sentencing laws that require mandatory jail time for even low-level, non-violent offenses rob the sentencing judge of the ability to hand down a punishment that is more suitable to the crime. Instead, offenders who might be better served in a drug rehab program are sent to prison, causing

prison populations to go up and requiring prison budgets to increase in order to keep up with the ‘demand’. As states around the country are forced to make tough cuts to balance their budgets, very few are pulling funds from those allocated for prisons. Instead, they are pulling money from education, health care and social services, programs that serve those in need. This is definitely not the right approach. Reducing the prison population and, in turn, reducing prison budgets, stabilizes state budgets so that other key programs won’t have to take such hard hits. Restoring the Judge’s ability to use creative sentencing for non-violent offenders is one way to reduce prison populations around the country. Employing alternative sentencing methods, such as home confinement and drug treatment, is another. Our priorities as a nation are currently skewed…we are placing far more emphasis on incarcerating people than we are on educating and healing them. By taking a smarter approach to crime, one that looks for lower cost ways to punish and rehabilitate offenders, we can free up billions of dollars that can be put to much better use.

Is SafeClear a Core City Service?

Beginning this June, with City Council approval, YOU will now be on the hook for SafeClear tow charges. So, if your car breaks down on a freeway in the City of Houston, you’d better have $50 handy. And, if you don’t, your car will be taken away and put in storage until you can come up with the money. After 48 hours, you will start having to pay the daily storage rate on top of the $50 towing charge. It’s no secret that the City of Houston is facing a huge budget deficit. Tough decisions have to be made. But, we as a City shouldn’t balance our budget on the backs of our citizens. This begs a fundamentally important question: Is the City’s SafeClear program a core City service? To that, I answer “no.” A few years ago, the City implemented a program whereby

cars that broke down or required maintenance on city freeways, a more orderly procedure would allow for a smoother flow of traffic and less “predatory” towing solicitations. SafeClear created service zones for tow trucks so that they wouldn’t “race” to clear tows and cause additional traffic problems. The service was also billed as one of “safety” whereby tows would be done quickly and professionally. That sounds great—when we have the money to do it. But, at the end of the day, the city won’t fall apart without SafeClear; people got to work before SafeClear, and they’ll get to work after SafeClear. Now that the City is not willing to pick up the tab for SafeClear tows, that changes the equation completely. Houstonians should now have a chance to weigh in as to whether or not they want to keep the program since they will have to pay for it. This economy has been brutal to the American people—and especially so for the poor. To add yet

another financial burden on them is just plain cruel. Let’s face it, for the most part, it’s going to be poor people who this falls on because non-poor folks have discretionary income to keep their cars maintained and they are more likely to have Triple-A. The City will establish a fund of $100,000.00 to pay the tow fees for those that cannot afford it. But, it has not yet been determined how an individual can prove inability to pay. And, the program will only last for a maximum of six months, and then it will go away and leave poor people on the hook for good. Those that cannot pay will have their cars taken to storage and kept there until they can pay, with each day’s fees multiplying. I have solicited your feedback before, and I want it again now. GOP Blows It With Animal Depiction Of President Obama By EARL OFARI HUTCHINSON Contributing Writer

ORANGE COUNTY, CA GOP Central Committee member Marilyn Davenport’s email blast depicting President Obama and his family as monkeys was sick, vile, and disgusting. But that was not the worst part of it. Even her witless defense of the photo as just a “joke,” was not the worst part of her slur. The worst part was the reaction of GOP officials. The local party chair, Scott Baugh, appropriately blasted the email, saying it “drips with racism”, and that Davenport should resign. He claimed that the bylaws prevented him from expelling Davenport. But he did not call for a change in the bylaws to make expulsion possible, or even indicate when or if he would move to censure Davenport. To their credit, some former GOP state officials did call for her expulsion. But no action of any kind has been taken against Davenport. The non-action paled in comparison to the reaction of other GOP officials who either down played it as much ado about nothing, as Davenport branded it, or defended her. Davenport is not some raving Tea Party haranguer. She’s a mem-

In Democrat-leaning California, this is not insignificant. Orange County is one of the reddest counties in Southern California, and a traditional bastion of GOP conservatism. The Orange County Republican Party can still muster tens of thousands of votes for local, state, congressional and presidential candidates. Republican presidential candidates have beat a steady path to the county for decades to secure votes and money. Davenport, for her part, has adamantly said she won’t resign. She wouldn’t have dug her heels in on

staying at her party post if she wasn’t confident that she had the backing of more than a few party members. Those GOP Davenport cheerleaders aren’t just in Orange County. Other party officials essentially blew off the controversy as a non-issue. This speaks to the GOP’s continual denial and subtle or flat-out stoke of the racial fires. Davenport underlined her despicable depiction of President Obama with the caption, “Now you know why there’s no birth certificate.” This is just the crude version of what would-be GOP presidential candidate Donald Trump has been parroting with his crusade to bait President Obama on his birth certificate.

It’s worked because polls consistently show that a significant minority, possibly a majority, of the GOP rank-and-file cling to the false belief that Obama is a fake American citizen. Trump would not have gotten to first base with his birth certificate ploy if these millions didn’t give credence to it. The controversy has had enough juice to draw Obama himself into it. In a recent interview, Obama made more than a veiled reference to it when he said, “We’re not really worrying about conspiracy theories or birth certificates.” Top GOP possible presidential contenders have either been mum on the issue, sent mixed messages, or, as in the case of Michelle Bachman and Sarah Palin, given tacit credence to it. Despite the media ridicule, Trump hasn’t backed away one inch from the issue. In a pep rally speech to a swooning Tea Party throng in Boca Raton, Fla., he again questioned Obama’s citizenship. Trump’s slur didn’t dampen the applause or enthusiasm of the crowd. Nor has it dampened the enthusiasm for him from millions of others. In the latest national poll of the names of the potential GOP presidential candidates, Trump obliterated the field. Former Arkansas Governor Mike Huckabee was a distant second, garnering 10 percent less of the straw vote than Trump. Davenport’s slanderous email

INDIANA- We’ve all heard about the dearth of Black males on college campuses across the nation, but for one Indiana University student, it’s just too much. An anonymous email sent to students at Indiana University School of Law–Indianapolis and forwarded to the legal blog “Above the Law” complained that there were too many Black men featured in the school’s publication materials. Blacks only make up 5.8 percent of the school’s student body. “These banners are not a fair representation of the school,” the message said. “We should support diversity, not just African-American males. The portraits and paintings in the law school sing the same song. It is a shame that the only place many groups see representation at the law school is with their reflection in the bathroom mirrors.” The note went on to allege that the school’s career center, which it

claims is led by Black women, caters more to Black students than students of other races: “It is a pervasive opinion that the OPD offers more assistance to members of certain groups. Is this how our institution is to be regarded?” Do some of the writer’s complaints sound familiar? Yes, if you’re Black. African-Americans have dealt with underrepresentation on the television screen, movie screen, corporate boardrooms and, yes, college campuses for years and still do. But the university’s apparent attempt to attract more Black students to reflect the nation’s growing diversity sent this anonymous writer over the edge. And irony of ironies, the writer then signed the letter “The Invisible Man.” The Invisible Man, you may recall is the famous 1952 book by Ralph Ellison about an African-American man who sees himself as socially invisible and his struggles with race and identity. In this situation, the writer isn’t invisible, just clueless.

Trump, Davenport, and the Orange County GOP top brass are not bizarre aberrations. They publicly echo the sentiment of a wide swath of Americans about President Obama, and that sentiment has nothing to do with any political criticism of his policies. Davenport’s racial belligerence on Obama, and the Republican Party’s official inaction about it, just prove that the GOP blows every chance it gets to show that it’s Obama’s policies, and not his race, that is their only concern. It’s not as if the state of Connecticut can’t afford the cost of helping Ms. McDowell find access to a home and an education. Connecticut is the third wealthiest state in the nation, that’s full of Wall Street billionaires who got rich by creating the greatest economic crisis in our nation’s history. The least that the state can do is change the laws that keep loving mothers like Tonya McDowell from having the ability to educate their children. We must find ways to rise above the madness and see educational inequality for the civil rights issue that it is. Throwing away our children and their mothers is not good for America. Backed by the National Association for the Advancement of Colored People, her lawyer said they will be fighting the charges, starting with a not-guilty plea. Wells Fargo Names New Community Development Officer for Greater Houston HOUSTON- Wells Fargo has appointed Alan C. Watkins to its Community Development officer for Greater Houston. Based in Houston, he reports to Laura Jaramillo, Community Development manager for Texas. In his new role, Watkins is responsible for the company’s activities related to the Community Reinvestment Act (CRA). The act requires Wells Fargo to deliver financial services to low- and moderate-income communities and individuals, financing to developers to build affordable housing, and loans and technical assistance to small business owners. “We also strive to understand the

credit needs of the communities we operate in and develop partnerships with nonprofit agencies to work together to meet those needs. We know that we can continue to successfully meet our goals in Houston under Alan’s leadership,” Jaramillo said. Gilbert-Nealey Wedding Reception HOUSTON-On Saturday April 16, 2011 Helen (Winston) Nealey and Joseph Gilbert celebrated their wedding, preceded by a ceremony on April 15. Their reception luncheon was held at Maggiano’s Little Italy. The couple first met almost two years ago when Kurt, Joseph’s son and Kim, Helen’s daughter were working together on a Church project and decided to introduce their mother and father. The introduction culminated in marriage. It is truly an ”Eight is Enough” family marrying a family. Both are from Houston, Texas. The bride graduated from E .E. Worthing High School and Texas Southern University. She was employed by the HISD for thirty-seven years before retiring in 2009. The groom graduated from Phillis Wheatley High School and attended Texas Southern University, also. He retired from Kraft/General Foods (Maxwell House) in 1995

African -American Pastors United to Revive Marriage and Fatherhood GERMANTOWN, MD- An inter-denominational group of African-American pastors united to ignite a movement to renew marriage and fatherhood in the AfricanAmerican community. The movement led by 10 pastors in partnership with National Fatherhood Initiative, Urban Ministries, Inc. and the Center of AfricanAmerican Marriages and Parenting, has been initiated by a “Call to Action” which educates and inspires the black church to address the declines in marriage involvement that the community. Clergy around the county will be recruited to sign the Call to Action, indicating their desire to join the movement to reverse these destructive trends. Since the 1960’s, marriage and fatherhood have declined faster in the black community than in the rest of the population. In 1970, seven out of 10 AfricanAmericans between 20 and 54 were married; today, just four in 10 are (compared to nearly six in 10 in the

Warren, president of National Fatherhood initiative, said, “It is no cincidence that while the state of black family has declined, that the state of black community in terms of poverty, incarceration, school failure, and other measures has also deteriorated. Marriage and fatherhood must be renewed in order for these problems to be reversed.” The 10 pastors leading the movement met earlier this year to discuss the current state of marriage and fatherhood in the African-American community, what the church’s role should be in reversing negative trends, and to outline the Call to Action document that will serve as the catalyst for culture change. How Does a College Basketball Star Read His First Book at Age 20? By HORTENSE M. BARBER Contributing Writer CONNECTICUT- How does one get into and complete three years of college without reading one book? Ask University of Connecticut basketball star Kemba Walker, who not only managed to do so, but is set to graduate a year early from the institution. Walker, who has decided to forgo his senior season to enter this year’s NBA draft, made the stunning admission in a recent interview with Sports Illustrated. As part of an independent-study course he had to take to be able to graduate this year, Walker read his very first book, Forty Million Dollar Slaves: The Rise, Fall, and Redemption of the Black Athlete, last summer. “That’s true,” he told the magazine. “You can write that. It is the first book I’ve ever read.”

And this points again to the sad state of affairs at the school’s men’s basketball program. Though UConn can trumpet their achievements on the basketball court—eight NCAA tournament appearances in the past decade and three championships since 1999—the school only graduates 25 percent of its Black players, according to recent figures. Eleven players out of 14 on this year’s NCAA Championship-winning squad are African-American. And Walker, who openly admits reading his first book at 20, is set to become one of the program’s rare Black graduates next month following the completion of a few more courses. Now, is it that surprising that more importance is placed on skills on the court rather than skills in the classroom, especially for superstar college athletes like Walker? No, not at all. But nevertheless, his interview shines a bright light on the calculating billion-dollar business of

But to think, if it weren’t for all that basketball, he might have read more. Walker’s next step, more than likely, is the NBA. But after his time in the league, then what? His very first book might come in handy then.

Chase Donates $2.5 Million to HISD’s Apollo 20 Program HOUSTON- Chase announced a $2.5 million donation to the HISD Foundation in support of the pioneering Apollo 20 school turnaround program. The gift is the single largest contribution to the three-year effort undertaken by the HISD Board of Education and Superintendent of Schools Terry B. Grier to transform schools that have a history of failing to help all students achieve at the highest levels. Total contributions to the HISD Foundation in

support of Apollo 20 now stand at nearly $5 million. The announcement was made at HISD’s Key Middle School, one of the first nine campuses included in the Apollo 20 program this school year. “Improving the quality of our local schools has huge implications for Houston’s future,” said Gina Luna, Chairman of J.P. Morgan Chase in Houston. “J.P. Morgan and Chase believe the cities and states that do the best job of educating all of our children will lead this nation

in economic growth and quality of life.” Apollo 20 will expand into 11 elementary schools for the 2011-2012 school year, employing the same strategies used on the secondary level, except for the longer school year and school day. Superintendent Terry Grier said Apollo 20 seeks to address the same issues that plague urban schools everywhere. “Chase believes in Apollo 20’s potential,”said Kimberly Davis, President of the JPMorgan Chase Foundation.

Challenge Early College High School Earns Nomination for 2011 Blue Ribbon Award HOUSTON- Challenge Early College High School is proud to announce its recognition as a 2011 Blue Ribbon Award nominee. This prestigious award honors schools for academic excellence and for making significant progress in closing the achievement gap as selected through the Texas Education Agency. Texas evaluates student achievement statistics from over 8,000 public schools throughout the state based on one of two criteria: schools that dramatically improve student performance to high levels on state tests and schools whose students achieve in the top 10 percent

of their state on state tests. Challenge ECHS was created through a partnership between Houston Community College Southwest and the Houston Independent School District. It is one of 28 schools selected because of its demonstrated success in closing the achievement gap and having an economically disadvantaged population of 40 percent or greater. The nominated schools will now complete a rigorous application process through the U.S. Department of Education. If chosen, Challenge ECHS will be recognized at the Blue Ribbon School conference in Washington, D.C. later this year.

DALLAS- Students and staff at A. Maceo Smith High School accepted a $10,000 check from Frito-Lay North America earlier this month. The campus garnered the most votes among Texas 3A schools during Frito-Lay’s “Score for Your School” promotion this past fall. The contest asked condumers to enter codes found on Frito-Lay products at www.scoreforyourschool.com and vote for their favorite Texas high schools.

Smith is one of six schools across the state to won the top $10,000 prize. Dallas ISD’s Skyline High School also was able to received $4,000 check from Frito-Lay as part of the promotion. After this school year, A. Maceo Smith School will be converted to a New Technology High School. Students will attend a renovated Wilmer-Hutchins High School, which will reopen in the Fall 2011.
