Black educational institutions must be preserved MARIO SALAS

SAN ANTONIO- In order to better understand the evolution of the African-American experience in San Antonio, one must look at the historical and political legacy that developed over time. The control of the White elite over Black San Antonio was never more evident than in the educational arena. The

education of African-American students followed a racist model from the very beginning. Perhaps the best example of racist control was in the establishment of segregated schools. This includes St. Philips College, Phillis Wheatley High School, Grant Elementary, and Dunbar among others. When schools were desegregated, White supremacy sought to erase the presence of these Black schools in various ways. They tried to erase Black history by removing the name of Phillis Wheatley High School from its historical site and naming a school on the other side of town after Wheatley in 1970. Perhaps the most racist efforts to restrict Black desires for education was in the destruction of the revolutionary spirit of the Freedman Schools established after the Civil War. The elite in San Antonio sought to control Black education by establishing segregated schools. According to Kenneth Mason, the Episcopalian Church abandoned their efforts to Christianize Black San Antonians in favor of educational efforts that were strictly racist and colonialist. In 1882, John Randolph and other Black leaders petitioned the city to establish a state college for Blacks. The city did not act, but the Episcopalians did. James Steptoe Johnson, a

BLACK HISTORY EVERYDAY

Quote of the Week “Education is the passport to the future, for tomorrow belongs to those who prepare for it today.” -Malcolm X

In spite of African-American News&Issues’s persisting efforts to validate that Black History unfolds 24 hours a day throughout a sevenday week, our editorial staff members often have cause to pause and ponder whether or not, the South Carolina writer, and historian Prof. Chancellor Williams (1898-1992) was trying to tell Black America something when he surmised in his book, The Destruction of Black Civilization: Great Issues of a Race Between 4500 B.C. and 2000 A.D.: “What became of the Black people of Sumer the traveler asked the old man, for ancient records show that the people of Sumer were Black. What happened to them? “Ah,” the old man sighed, “they lost their history, so they died.” Even so, Lonnie Henderson’s history was duly noted when his productive life was celebrated on August 3, 2007 at Payne Cathedral of Faith, 2701 Lee. Pastor Brenda Payne officiated an order of service that included: Reverends: Paul Cox, Thelma Maxwell and Herman P. Reese, Presiding Elder James W. Ford, Frances Ann McKin-

Active pallbearers were: Richard Davis, Samuel Felix, Nick Clayton, Bennie Wilburn, Anthony Creels, Gregory Felix and Ronald Tyler. Lonnie, affectionately called “Bud,” was born on January 24, 1909

The United States has significantly underreported the number of new H.I.V. infections occurring nationally each year, with a study released here on Saturday showing that the annual infection rate is 40 percent higher than previously estimated. The study, conducted by the Centers for Disease Control and Prevention, found that 56,300 people became newly infected with H.I.V in 2006, compared with the 40,000 figure the agency has cited as the recent annual incidence of the disease. The findings confirm that H.I.V., the virus that causes AIDS, has its greatest effect among gay and bisexual men of all races (53 percent of all new infections) and among African-American men and women. Surely, the chilling excerpt, extracted from an August 3, 2008 New York Times article (US Study Says H.I.V. Infection Is 40% Higher than Estimated), should give to Robert Lewis and Louetta Perry Henderson in Freestone, County, that is bounded on the east by Anderson County, on the south by Leon County, on the west by Limestone County, and on the north by Navarro and Henderson counties. He attended public school in Avant Prairie (an unincorporated Black community settlement in Southern Freestone, County that was settled in the 1850s. In 1870, the settlement’s name was changed to Sunshine after a local Methodist church. Bud met and married Rachel Johnson in Dew, and later moved to Houston, where he resided for 67 years. In 1973, he met and married Failure (Fay) Jones and happily enjoyed her for 34 years. He was an employee with Amoco Steel, and retired after 30 years of dedicated service. He was a member of Payne Cathedral of Faith A.M.E for over 60 years, and served on the Steward Board for 27 years. He remained faithful to his church until his health failed, and he will always be remembered as a wonderful man who

critical thinking citizens of good consciences, cause to pause and ponder, what’s going on. How can that happen? Especially made in America African conspiracy theorists that have always questioned the strange history of a disease that pricked the general public’s consciousness in 1981 when it was revealed: “On June 5th, the CDC reports that in the period October 1980-May 1981, five young men, all active homosexuals, were treated for biopsy-confirmed Pneumocystis carinii pneumonia at three different hospitals in Los Angeles, California. Two of the patients died. All 5 patients had laboratory-confirmed previous or current cytomegalovirus (CMV) infection and candidal mucosal infection. “On July 4th, the CDC reports that during the past 30 months, 26 cases of Kaposi Sarcoma have been reported among gay males, and that eight have died, all within 24-months of diagnosis.” Fast forward to 2008 and you’re See AIDS’s page 3

He loved everyone and always had a kind word to say whether he knew you or not. Lonnie left his earthy home for his heavenly home on Sunday, July 29, 2007. He was preceded in death by his parents, granddaughter; Chelsea Henderson, three brothers: Elijah Felix, Will Henderson, Edward Henderson and four sisters, Amanda Henderson, Bobbie Tims, Thelma Thomas, and Anna Tatum. In celebration of his homegoing were his wife, Failure Henderson; son, Thomas Henderson (Kathy); two granddaughters, Rachel and Carla Henderson; one grandson, Joshua Henderson, all of Houston, Texas; mother-in-law, Mary Frances Brown of Dallas, Texas; a special niece, Annette Taylor of Fort Worth, Texas; Godchildren; Brandon Clark, Herman and Mattie Reese, Houston, Texas; a host of nieces, nephews, cousins, neighbors, friends; and a loving and caring church family. t’s a safe bet that AfricanAmerican News&Issues’s estimated 2.2. million readers were just reading the July 30-August 6, 2008 edition’s Publisher’s Analysis (Prophecy or Educated Guess?), when an article in Houston’ only daily newspaper reported: “Texas education chief to choose new North Forest leaders.” However, it would be presumptuous to conclude that all of our readers had already read the prophetic editorial. Especially since it hadn’t been made available to the millions of readers that visit our Web page, www.aframnews.com weekly. But, suffice it to say, the handwriting on the wall is beginning to make sense. We Must Understand, for the daily’s article to have prophetic implications, one must first read our educated guess that opined: “Nevertheless, our personal files are what make an educated guess appear to be prophecy. For instance, we’re predicting that in the near future most of Texas’s failing minority schools will be privatized into the education conglomerate KIPP….Maybe I don’t have the gift of prophecy, but my educated guess is that Ellis will be involved with KIPP, that will hire Dr. Paige’s consultant firm and Abbott will be the hired gun that shoot down the opposition.”

ery. He explained: “I have said in the past—and I’ll repeat again—that the best reparations we can provide are good schools in the inner city and jobs for people who are unemployed.” I’m still trying to find a race card in Obama’s crack about not looking like the presidents on dollars that Sen. John McCain sees. Yet, I must agree with Kibbi Tyehimba, co-chair of the National Coalition of Blacks For Reparations in America who said: “Let’s not

be naive. Sen. Obama is running for president of the United States, and so he is in a constant battle to save his political life. In light of the demographics of this country, I don’t think it’s realistic to expect him to do anything other than what he’s done.” The question that comes to my mind—as Nov. 4th rapidly approaches-- is whether, or not, a divided and confused 2008 Black America is stupid?

Carmel, and concluded: “If he helps save my church, he’s got my vote. Name one thing that Lee did to help the African-American community in Freedmen’s Town. Name one bill she wrote that became law that helped low income people of any race.” I cautioned him: “I have Sheila’s back on this one, because the Black community can’t win for losing at this particular time. Not to mention that history records that Sheila has done more for her district than Barbara (Jordan), Mickey (Leland) and Craig (Washington) combined. suspect a conspiracy. Perhaps, our Black political eunuchs dare not have cause to pause and ponder whether or not, Sen. Ellis has turned thumbs down on NFISD, because his wife (Elsie Green) is a KIPP official? Meanwhile, Lee, whose district includes North Forest, said she opposes Scott’s decision. “I’ll be working with the Justice Department because, rightly so, this has to be pre-cleared. I will be very carefully watching and asking the hard questions as to whether or not this is a legitimate move,” Lee explained. She also noted North Forest’s legacy as a mostly Black district, which recently has seen an influx of Hispanic students. “Last year, the student population was 70 percent Black, 29 percent Hispanic and about 1 percent Anglo,” Lee concluded. Incidentally, Scott is White. Race card notwithstanding, it should behoove Black America to remember our history, or we’ll continue to make the same mistakes that have devastated once thriving Black communities (and closed Black schools that were still producing outstanding students in spite of “White flight” depleting the tax base) nationwide. Need we further explain that there has been a reversal of fortunes, and elitist Whites are now reclaiming Black ‘hoods throughout the land of the free?

with the mainstream media. The ‘Good Ol’ Boys’ financed Sheila’s victory because she was pro NASA. Black Houston is still trying to figure our why Craig didn’t support NASA.” I also suggested that he should check with Gladys House. Surely, she’s aware of the money Sheila helped target for her community. The Clinton era funds were never used because of community infighting and I’ll defend that history, even if it is on the radio. Meanwhile, I chastised O’Brien: “Hey man, if you choose not to like Lee, that’s your personal business. I don’t know who you think you’re talking to, but don’t waste my time coming at me with that ‘name one thing’ b.s. You insult my intelligence as a journalist. Just because the local media choose to make me persona non-gratis, my status nationwide is validated in Texas’s historical archives. I became a ‘first Black’ legend, when I told the White media to go ‘screw’ themselves when they tried to make me a token. Mayhaps, before you were born.” I then reminded him how electing Rep. Alma Allen over Ron, and Boris Miles over Al has defused Black’s power in Austin. Undeterred, O’Brien’s final salvo was: “I wouldn’t extend that comparison. Sheila has set the bar so low that my 2-year-old daughter could do a better job.” So I fired my parting shot: Learn to separate business from bullshit. Politics is a dirty business that is conducted by dirty people, therefore I would rather have an alleged down and “dirty fighter” like Lee at my back… than an idealistic person that goes to a gunfight with a butter knife. I wonder if anybody knows where I’m coming from?

Now connect the dots to Ericka Mellon’s revelation: “Years of poor academic performance, gross financial mismanagement and criminal indictments against employees finally caught up with the North Forest school district Thursday when the state moved to oust the elected school board. Texas Education Commissioner Robert Scott announced that, in a last-ditch effort to save the northeast Houston district, he plans to remove the seven trustees and appoint his own three-person board of managers and a new superintendent. Scott will name the leadership team as soon as he receives approval from the U.S. Department of Justice to force out the elected officials. The state has asked for a response by Oct. 10. ‘It’s unfortunate that this drastic action is necessary,’ Scott said in a written statement. ‘We have tried every intervention at our disposal except this one.’ Some trustees indicated Thursday they will fight Scott’s decision. Under state law, installing a board of managers is the most severe sanction the Texas Education Agency can take against a district, short of shutting it down.” We Must Understand, Rep. Harold V. Dutton, Jr. and Congresswoman Sheila Jackson Lee have the trustees’ back, insofar as they

observing the 17th International AIDS Conference (in Mexico City, August 3-8), that has validated the sad fact that AIDS will get much worse, before it gets better. Even sadder is that there’s no cure in the immediate future. Accordingly, the latest study laments: “Acquired immune deficiency syndrome or acquired immunodeficiency syndrome (AIDS or Aids) is now a pandemic, with an estimated 33 million people now living with the disease worldwide. AIDS is estimated to have killed more than 2 million people worldwide since it was first recognized on June 5, 1981, making it one of the most destructive epidemics in recorded history.” Dare we mention that a disproportionate number of the 2 million and growing victims were people of color? We forget AIDS studies, for some unfathomable reason, made a U-turn and targeted Africa, and its descendants in the land of the free. Tuskegee Experiment notwithstanding, inasmuch as somehow the dreaded disease-- that originally stigmatized gay Anglo males—has mysteriously become a “Black thing,” African-American News&Issues (Black America’s strongest editorial voice that speaks with an uncompromised Black perspective) would be remiss not to address a reality that has historically allowed Europeans and their descendants to profit from Africans’ misery and suffering. Surely, the question--paramount in conspiracy theorist’s minds—is could AIDS, indeed, be a multifaceted Trojan horse? AIDS is an excellent way to control populations. Gullible Black people, indigenous to impoverished neighborhoods, who have unwittingly been programmed by the media, is a perfect population to test AIDS’ drugs. In addition, only mainstream

9

America’s medical conglomerates are equipped to profit from the AIDS pandemic. The full cost of providing treatment–including salaries, infrastructure and other services–is well beyond the means of many public health systems, and the cost of drugs remains an important issue. Besides the drugs themselves, there are many other costs in providing treatment, such as salaries, clinic overheads and supply chains. Need we further explain why the tremendous cost of fighting AIDS doesn’t translate to economic development and/or jobs in underserved ‘hoods? Thus, just as the wars (on poverty, crime, drugs, etc.) were fought on predominately Black battlefronts, so shall the war on AIDS. Yet, the bulk of the government funding is unfairly diverted to locales in close proximity to the gay community. In addition, clinics in the ‘hood’s executive positions are filled with politically connected, “Carpetbaggers,” that profit from the spoils of the war on AIDS. Conversely, what Blacks call “chump change” is randomly disbursed (for ineffective educational programs, or “Free Screenings” that are often packaged with entertaining lures), in underserved ‘hood’s for struggling institutions, e.g., churches to fight over. Even so, there’s no acceptable evidence to validate that AIDS is a genocidal weapon of mass destruction to control Black populations, and/or a conspiracy to use clueless Black people as guinea pigs. In late May, the White House announced that the nation will double spending on AIDS from $15 to $30 billion. Unfortunately, Black faces in high places that help divert community development funds to benefit their own selfish goals have become a Trojan horse within their AIDS ridden community.

Instruction at the school followed the “Uncle Tom” model established by Booker T. Washington. Interestingly, local A.M.E. Bishop Abram Grant was Washington’s close friend and even traveled with him to the nation’s capitol with to speak before the House Appropriations Committee. Unfortunately, according to researcher Mason, the coursework at these segregated institutions included “sewing, cleaning, and repair work, gardening, cooking and washing. Classes teaching the art of serving and setting tables” were also included. St. Phillips Mission would eventually move from Villita Street to the Eastside, perhaps to continue the model set up by the Canary Islanders in the 1700s, of moving Blacks as far east of the San Antonio River as possible. educational opportunities for Blacks that would promote competition with Whites in the employment fields. This situation prompted the “Colored Teachers State Association” to demand a university that would be staffed and managed by Blacks. In order to pacify Black radicals, Johnston, replaced the White principal with an African-American named Artemisia Bowden in 1902. Fortunately, AfricanAmericans worked their way through an inferior education and created Black educational institutions that sought to overcome the vocational thrust of White supremacists. Blacks weren’t allowed to become knowledgeable of the hard sciences such as math, engineering, medical sciences, physics, chemistry, etc. The theory of education promoted the idea that Blacks were not suppose to compete with Whites for good paying jobs in these areas. But

African-Americans sought educational opportunities at every turn and used segregated institutions to their advantage to push for integration of schooling. When schools were desegregated, racists sought to destroy Black educational institutions and erase the legacy of the fight against segregation. This is why school boards got rid of Black schools, even going so far as to bulldoze buildings. This is why we must fight to preserve St. Philips and Phillis Wheatley, and to at least place historical markers at places were Black institutions once existed. If we do not do this, then White supremacy will have won by erasing the history of the African-American existence in San Antonio under a segregated society, the struggles and the fight carried out against white supremacy if we do not remember these institutions in special ways.
