Success of Affordable Care Act HOUSTON- “The Affordable Care Act does more than just give millions of uninsured Americans access to affordable health insurance. It also helps Americans who already have insurance feel more secure in their coverage – including providing them key new consumer protections and cost savings.” The report finds that, thanks to the Affordable Care Act: 5,198,000 individuals in Texas on private insurance have gained coverage for at least one free preventive health care service, such as a mammogram, birth control, or an immunization in 2011 and 2012. In addition, an additional 1,683,800 people with Medicare in Texas have received at least one free preventive service at no out-of-pocket cost. The more than to 10,690,000 individuals in Texas with pre-existing conditions such as asthma, cancer or diabetes – including up to 1,632,000 children – will no longer have to worry about being denied

coverage or charged higher prices because of their health status or history. Approximately 5,189,000 Texans have gained expanded mental health and substance use disorder benefits and/or federal parity protections. 4,889,000 uninsured Texans will have new health insurance options through private health plans in the Marketplace or Medicaid. As a result of new policies that make sure premium dollars work for the consumer, not just the insurer, in the past year insurance companies have sent rebates averaging $95 per family to approximately 726,200 families in Texas. In the first ten months of 2013, 233,100 seniors and people with disabilities in Texas have saved an average of $866 on prescription medications as the health care law closes Medicare’s so-called “donut hole.” 357,000 young adults in Texas have gained health insurance because they can now stay on their parents’ health plans until age 26. Individuals no longer have to worry about having their health benefits cut off after they reach a lifetime limit on benefits, and starting in January, 7,536,000 Texans will no longer have to worry about annual limits, either. Community Health Centers in Texas have received $293,038,000 to provide primary care, establish new sites, and renovate existing centers to expand access to quality health care. Texas has approximately 40 Community Health Center sites, which served about

1,079,000 individuals in 2012. Instead of working with Democrats to improve the Affordable Care Act, Republicans in Congress are still fighting for its complete repeal. Repealing the law would raise premiums, allow discrimination based on pre-existing conditions, force women to pay for preventive services like mammograms, and eliminate discounts seniors get on prescription drugs. It’s time for Republicans to stop refighting old political battles, because the real cost of repeal would hit home for many hardworking families in Texas. Every day more uninsured Americans are signing up for plans as the website gets faster and more people with insurance are benefiting from the law. It helps Americans who already have insurance feel more secure in their coverage, ensuring it’ll be there when they need it. This is a pocketbook issue for many middle class families.

Harming the weak at Christmas Recently, Congress passed a tough budget agreement that set the funding levels of government for the next two years. This agreement addressed several issues, but also left 1.3 million Americans looking for work without the support of unemployment insurance during this holiday season. While the proposed agreement that was recently passed in the House does seek to end some of the cuts to programs that benefit senior citizens, students and middle class families, it fails to address a dilemma faced by many of our fellow citizens who have fallen on hard times during this recovering economy. 1.3 million Americans receiving federal unemployment insurance are scheduled to be cut off. It is irresponsible and unconscionable that Republicans in the House of Representatives decided not to take action before they left Washington for the year. It is so contrary to the Christmas spirit to ask people to face the dawn of a new year without knowing how they are going to pay their mortgages, their rents, their car notes or their grocery bills. Our economy continues to be at the mercy of these Republican-created crises, and only a long-term, responsible, and balanced budget agreement will provide certainty and stability. A meaningful budget proposal should create jobs, protect families, and boost our economy which has been steadily growing under the leadership of President Obama. Extending insurance to

the unemployed would actually benefit our economy, according to the Congressional Budget Office. In a recently released report, the non-partisan body said that extending unemployment insurance would result in increased consumer spending and job growth in our nation. The Republican slate is flush with candidates eager to tout their low tax, low regulation records, and Democrats have a thin and inexperienced list touting the party's core platform of greater spending on education and social justice. Campaign consultants argue over whether these are strengths or weaknesses. Powder dry for the general election.

Edit rial & Opini n ‘Affluenza’ and the Miscarriage of Justice Rev. Al Sharpton President, National Action Network

The justice system. We often like to think that in a great democracy like ours, we are all equal under the law no matter what our personal or financial background. The reality is, that while we may have a right to an attorney and a day in court, our judicial system is far from perfect. Too often, those with money and power can avert harsh sentences, while the poor find themselves receiving maximum time and penalties. This aspect of economic inequality -- one where a 16-year-old teenager can drive drunk, kill four people and receive no jail time because he allegedly suffered from ‘affluenza’ -- is one of our greatest remaining challenges. Financial disparity within our judicial system isn’t a notion of the past; it is ever present today. And perhaps nothing serves as more of a stirring reminder of this grave injustice than the very case of this teen, Ethan Couch, who has forever shattered the lives of many and received nothing but a virtual slap on the wrist. Texas Judge Jean Boyd sentenced Couch to 10 years probation and rehab at a ‘treatment facility’ after he pleaded guilty to four counts of manslaughter by intoxication, and two counts of assault by intoxication causing serious

bodily injury, according to reports. Prosecutors had asked for 20 years in prison. Couch and his friends reportedly stole alcohol from a Walmart store, then piled into his father’s pickup truck; Couch struck and killed four pedestrians while traveling 70 mph in a 40 mph zone, according to news outlets. Not only were those four pedestrians killed, but two of his friends were seriously injured after they were reportedly thrown from the vehicle -one who may be permanently paralyzed. Couch’s attorneys argued that the teen suffered from ‘affluenza’, a condition where the rich apparently don’t know how to be held accountable for their actions because they grow up in an environment of privilege. Shockingly, it appears the ridiculous theory worked. Instead of prison, Couch is heading to a $450,000/yr facility where he will have access to martial arts training, nature hikes, etc. Meanwhile, the families of the victims are left without a semblance of justice. It’s remarkable how this 16-year-old has been given a pass despite the fact that police claim his blood alcohol level at the time of the accident was three times the legal limit, and according to published reports, traces of Valium were in his system as well. And this isn’t the first time Couch has had brushes with the law. According to a lawsuit filed against his family, Couch was previously arrested and charged with alcohol possession, and he was once found in a car with a passed out, naked 14-year-old girl.

The Truth Still is Not Racist!

A

s I have stated many times before, I am not an overzealous holy scripture quoting man and those that know me best can attest to this. However, I do know the scriptures and I do have my own personal convictions. But I do not criticize others for their religious practices, beliefs or rituals. For Romans 14:5 states, “One man esteemeth one day above another: another esteemeth every day alike. Let every man be fully persuaded in his own mind.” Being interpreted that every person is entitled to believe what he or she chooses to and worship whoever they choose to as well. We MUST Understand, as addressed in our Cover Story that the Saint Nicholas “Santa Claus” image emerged from a legend. So to associate Santa Claus as specifically being White to me is inappropriate, merely because it is just a legend. I stress the importance on the term legend, because it simply means that Santa Claus is not even real to begin with. In reality, Santa Claus is really exemplified through our family, friends and loved ones. And this is one thing that I believe any member, from any race or culture can agree

with. I mean that is unless, someone can show me where a White man has literally squeezed down a chimney and filled their Christmas trees and stockings with gifts for everyone. Therefore, I believe that Santa Claus may be represented in different households according to the household. For example, if you are White then let Santa Claus be White; if you are Black then let Santa Claus be Black; if you are Hispanic then let Santa Claus be Hispanic; and the same applies for all other nationalities, races, creeds and/or colors. I felt it necessary to address this topic because there has been so much confusion surrounding this Santa Claus being White debate here lately. It was just recently that an incident occurred in New Mexico, whereas an AfricanAmerican high school student and his family were deeply offended by a teacher. The teacher interrogated the student as to, “why he was wearing Santa garb during a school holiday dress-up” according to a CNN affiliate KOAT. A reporter Michael Pearson revealed in an article that, “The teacher told Christopher Rougier, a freshman at Cleveland High School, that he couldn’t be Santa because Santa is

White.” He continued to inform of how the boy’s father stated that he was embarrassed and that now his son doesn’t want anything to do with Christmas. Although, Pearson expressed that the teacher who made the comment to the student felt bad after the fact; it is still not an excuse. It was later said that the teacher has since, “selfreported the incident to the principal and has apologized to the student and to the student’s parent’s and appropriate disciplinary action were taken.” Continuing, Christopher’s family requested his removal from the teacher’s class and the school granted their request. Regardless of the outcome, in this instance, I just have to state that this was not the truth, but in fact it was racist! So at the end of the day, all I’m trying to convey is that considering that Santa Claus is a legend then he should be able to be represented or depicted however one chooses to do so. What is Kwanzaa?

Kwanzaa is a holiday honoring the culture and traditions of people of African origin. Kwanzaa consists of a week of celebrations, which ends with a feast and the exchange of gifts. During the celebrations, candles are lit and libations are poured. Kwanzaa was first celebrated in December 1966 and January 1967. The holiday was proposed by Maulana Karenga to give those of African descent a holiday to celebrate their own cultural heritage and the key values of family and community. Kwanzaa ceremonies often include performance of music and drumming, a reflection on the Pan-African colors of red, green and black and a discussion of some aspect of African history. Women often wear brightly colored traditional clothing. Some cultural organizations hold special exhibitions of African influenced art or

This is the 5th year that this group of men have brought joy and the love of Christmas into the lives of widowers, sick, elderly, and shut in members of the community. TX- 4

performances during the period of the celebrations. The colors of Kwanzaa are red, black and green. The Kwanzaa flag consists of three blocks, one in each of these colors. Three of the seven candles are red, three are green and one is black. Each candle represents one of the principles of Kwanzaa. The candle holder is carved from a single piece of wood and its shape was inspired by the form of the Ashanti royal throne. Originally the people observing Kwanzaa did not mix any elements of other festivals into their celebrations. However, in recent years, it has become increasingly common for people to mix elements of Kwanzaa with Christmas or New Year celebrations. It is largely a private celebration observed by individuals, families and local communities.

The warmth, friendship and special camaraderie that mark the fall holiday season are all highlights of this year’s “Mildred Harris Annual Tea Party.” This year’s Tea Party took place in the elegant home of Mr. Clay. Guests were feted and treated to a myriad of culinary delights. Minister B. J. Smith performed the soothing sounds of light jazz and holiday musical selections. Mrs. Sandra Tolliver who is a former HISD Administrator presented select prose readings. A special vocal performance was given by Mrs. Bonnie Harris-Armstrong in honor of all the mothers attending. Last year’s event was attended by close to 60 special guests and this year’s fete has done the same and more. Guests engaged in the festive happenings, a roving violinist, Dominique Hanmonds enhanced this year’s event performing both light classical and holiday melodies. Guests were also presented with special gift bags, courtesy of the Acres Homes Chamber of Business and Economical Development and Shirley Ann’s Gift Shop. In addition to Tea Cakes, Christmas-spiced Wassail, pettifours, and select varieties of baked pastries, menu highlights

included chicken salad, marinated shrimp, bacon-wrapped filet mignon, smoked salmon and bacon-wrapped artichokes. As the event came to a close, guests were presented with a variety of potted plants and decorative hanging foliage. Indeed, this years’ Mildred Harris Annual Tea Party was an event fit for a queen and certainly offered a fitting tribute to one of the communities’ leading citizens. The event was sponsored by Gwen Lee-Page, Minister of the Upper Room Prayer Ministry,

Ms. Celestine Harris, Assistant Superintendent of Harris County Department of Education, Mrs. Bonnie Harris-Armstrong, (the wife of Dr. Davill Armstrong, proprietor of the Armstrong Medical Clinic) and a former HISD Principal at Highland Heights Elementary School located in the historically African-American community of Acres Homes, and Cashin J. HOUSTON – Webster’ s Dictionary defines the word truth as being: “the real facts about something, things that are true, or a statement/idea that is true or accepted as true”. The same source reveals that the word racist is, “poor treatment of or violence against people because of their race.” With that being stated, in terms of speaking or stating the facts about a particular incident, or historical or current subject, telling the truth is not racist. Lately, there has been much conversation throughout the nation regarding Jesus Christ being a White man and Santa Claus as well. In this Christmas edition of African-American News & Issues, we have decided to tell the TRUTH about the both of them as history records it. The Truth about Santa Claus: When considering the truth about Santa Claus, one thing that history makes note of, in reference to the origination and story behind the ‘jolly ole man’ who went around spreading joy, and gifts throughout the

land; is that of a legend. Accordingly, a legend is a story from the past which may be viewed as one of historical significance, yet not verifiable. Hence, the history of the legend of Santa Claus is dated back several decades ago to a monk named St. Nicholas, who is said to have been a Christian. He is also believed to have been birthed around 280 A.D. in Patara (a city of Lycia), which rests near modern-day Turkey. The legend reveals that, St. Nicholas “gave away all of his inherited wealth and traveled the countryside helping the poor and sick.” His story does not stop there but continues as having saved three poor sisters from being sold into slavery by their father by providing them with a dowry so that they could be married. History recounts that he would later go on to build a reputation of being known as the protector of children and sailors. Originally, St. Nicholas day of celebration was established by the date of his death, December 6.

Addressing the readers of African-American News & Issues, you may be wondering how did the St. Nicholas’ legend travel from Patara to the United States of America? Well, it was adopted into the American popular culture in 1773. It was at this time that a New York newspaper reported that groups of Dutch families had gathered to honor the anniversary of St. Nicholas death. Not many years afterwards, the name Santa Claus derived from St. Nicholas’ Dutch nickname “Sinter Klaas”. In the early 1800’s, John Pintard, a member of the New York Historical Society, began to distribute woodcuts of Santa Claus as we now know him. His woodcuts were engraved with depictions of stockings filled with toys and fruit hung over a fireplace in the background. As years went on, stores began to capitalize off of the legend. In which case gift-giving, mainly centered around children, became the central focus of the Christmas season that was incorporated into US culture.

While, the legend does not necessarily state the original race of St. Nicholas it has always just been assumed that he was White. However, the story does say that he was born in Patara, undoubtedly which would make him a Lycian. Yet, during the dispensation that he was said to have lived, no established record has been accounted for; as it relates to the actual verifiable appearance of the Lycian people. Therefore, it cannot be concluded that his skin tone was White or Black. Now this is the truth and it is not racist! The Truth about Jesus Christ: Now that we have insight into the history of “Santa Claus”, we must address the truth about Jesus Christ as it relates to Christmas. Firstly, Christmas is a religious holiday and celebration that is reverenced worldwide. However, it was established as a federal holiday in the U.S. in 1870. The date that the government set aside to celebrate the birth of Jesus Christ of Nazareth was December 25. Though, this is not necessarily the actual day that Jesus was born, it was meant merely as a date to honor the leader who Christians believe is the Savior of the world. Since that time, Christmas has been celebrated amongst many by traditional customs such as: exchanging gifts, decorating Christmas trees and homes with lights and ornaments, attending church services and sharing meals with family and friends. Now, in order to best understand the race of the man upon whom this holiday was instituted, the only true source that can be referenced is the Holy Bible. Thus, one biblical passage reveals that Jesus Christ was born of immaculate conception

according to St. Matthew 1:1825. It states, “Now the birth of Jesus Christ was on this wise: When as his mother Mary was espoused to Joseph, before they came together, she was found with child of the Holy Ghost. Then Joseph her husband, being a just man, and not willing to make her a publick example, was minded to put her away privily. But while he thought on these things, behold, the angel of the Lord appeared unto him in a dream, saying, Joseph, thou son of David, fear not to take unto thee Mary thy wife: for that which is conceived in her is of the Holy Ghost. And she shall bring forth a Son, and thou shalt call His name JESUS: for He shall save his people from their sins. Now all this was done, that it might be fulfilled which was spoken of the Lord by the prophet, saying, Behold, a virgin shall be with child, and shall bring forth a son, and they shall call his name Emmanuel, which being interpreted is, God with us. Then Joseph being raised from sleep did as the angel of the Lord had bidden him, and took unto him his wife: And knew her not till she had brought forth her firstborn son: and he called his name JESUS.” As referenced in the above scripture, “Joseph, thou son of David” is a direct representation of the Hebrew or Jewish race. To that regard, Jesus Christ is neither Black nor White but rather a Jew. Nevertheless, if one just wanted to establish or associate a “color” in reference to his shade; it would have definitely been more of a bronze or dark color rather than White. We know that sports fans (no matter the age) can never get enough sports stuff. These consumers are 36 percent more likely than others to shop at a sporting goods store for equipment or gear. They love tickets to any game and are nearly three times more likely to purchase sporting events tickets themselves (hint, hint for future gift-giving). Sports enthusiasts want to be able to enjoy their games on multiple screens and are 34 percent more likely to purchase HDTVs and 38 percent more likely to spring for a tablet PC. Then, we’ve got our Arts Enthusiasts, who love all things fine art. Twelve percent of those surveyed who classified themselves as such, appreciate donating (or charitable donations made in their name) to arts organizations. These consumers are 48% more likely to do yoga/pilates (kinda artsy, I guess) and are 41 percent more likely to patronize art museums. The survey shows Connected Consumers, U.S. adults who own a laptop/notebook, computer, smartphone and tablet, to be more social and a bit more curious about exotic cultures (27 percent) and cuisine.

HOUSTON - Lone Star College System honored local attorney and former LSCS Board member of 22 years, Randy Bates, Jr. at a building dedication ceremony on Monday, Dec. 16. In recognition of his commitment and service to the college, the System introduced the newly-named Wm. “Randy” Bates, Jr. Building at Lone Star College-Victory Center, located in Acres Homes. Bates served on the LSCS Board of Trustees from 1991 through 2013, including two terms as vice chair and nine terms as chair of the board. Under his watch, the System added three new colleges and six satellite centers including LSCVictory Center in 2011. In addition, he is co-founder of the successful law firm, Bates and Coleman, P.C., and he has tirelessly volunteered his time for many organizations, locally and nationally. TX-8

“Randy Bates has served as an outstanding role model for life-long learning and public service as an advocate and an inspiration for students, faculty, staff and the community,” said Dr. Richard Carpenter, LSCS chancellor. “He is a caring, charismatic and visionary leader who served Lone Star College System long and well.” A crowd of nearly 200, comprised of LSCS administration, friends, family, and an array of local, state and national leaders were on-hand to congratulate and honor Bates. Roy Malonson, owner and CEO of African-American News&Issues; Mr. Ronald Green, City of Houston Controller; Ed Gonzalez, City of Houston Mayor Pro Tem; Texas State Representative Sylvester Turner; Texas State Senator John Whitmire; and U.S. Congresswoman Sheila Jackson Lee were among those in

Following remarks by many of the day’s special guests, Bates took the stage to credit his faith in God, his parents and education as three of the most important factors that carried him from a young man in a crime-ridden Ohio neighborhood, to the successful attorney and public servant he is today. “My passion for Lone Star College stems from knowing first-hand the impact that education can have on an individual,” said Bates. “Without education, I would not have made it from there to here, and I’m truly honored to have my name affiliated with an institution that is ensuring thousands of other young men and women can seize the same opportunity.” LSC-Victory Center, which now bears Bates’ name on its exterior, serves approximately 2,000 students each semester and is home to

the Victory Early College High School, a partnership with Aldine ISD that puts students on track to complete a high school diploma and associate degree simultaneously. “Today was a very special event for the students, faculty, administrators, staff and the entire community,” said Dr. Steve Head, LSC-North Harris President. Principal Dana N. Arreola HOUSTON- Recently, Ernest McGowen Elementary School located at 6820 Homestead Rd., 77028 held its’ Annual Christmas Program. The program put parents, students and educators in the Christmas spirit as students demonstrated and performed various songs, poems and instrumental selections. A display of red hats, Christmas costumes and reindeer gear was paraded throughout the auditorium as students marched on and off the stage, with voices

of glee. Presentations were delivered by: the Honeybee’s Cheerleaders, Victory Prep Notorious Marching Band, McGowen Honey Bee Choir and the McGowen Thunder and Lightning Drumline. Principal Dana N. Arreola gave the closing remarks and thanked all the attendees for coming. Texas Southern University sponsored an Angel Tree at the TSU Charter Lab School, an initiative created by President John Rudley. The TSU Charter School is part of the HISD system and is housed on campus in the old science building. The AMA-TSU chapter adopted 200 angels from grades head start pre-school program through second grade. Each child was given a wrapped present. The initiative was an overwhelming display of giving and an outpouring of love from all involved.
