President of Uganda Yoweri Kaguta Museveni has finally appointed the long waited list of cabinet ministers that will work with him in his 5th term from the year 2016 to 2021. Most of the appointments were worth; some were new while others have been in cabinet for a while. Some were given ministries basing on their capabilities while others were given ministries basing on their loyalty. EU urges private sector to invest in can be tapped and used for By Correspondent waste management cooking, lighting and boiling
he European Union (EU) has challenged the private sector in Uganda to institute waste management mechanisms to produce products that protect the environment. The call was made by the EU Ambassador to Uganda Kristian Schmidt while officiating at the Switch Africa Green networking forum under the theme “Supporting African Countries in the Transition towards an inclusive Green Economy Based on Sustainable Consumption and Production Patterns” in Kampala. The forum is aimed at discussing opportunities and
barriers faced by the private sector in scaling up their green business transition to an inclusive green economy. Switch Africa Green project is aimed at changing the mindset of Africans including Ugandans to adopt sources of energy like renewable energy using the available materials in the market.
The program that is being funded by EU to a tune of
€19m, wants to help African countries move from the current ways of production to those that
take into account environment issues. Countries taking part include South Africa, Ghana, Burkina Faso, Mauritius, Kenya and Uganda. “This can be done by Small and Medium Enterprises (SME’)s learning and adopting processes that are not harmful to the environment like the AFri banana, an SME in Uganda that is converting waste from bananas and into Charcoal briquettes for cooking,” said Schmidt. Schmidt cited the example of a three fire stove which he said loses more energy in the process of cooking yet through simple technologies, the same energy

water as demonstrated by some SME’s in renewable energy from Ghana. The other example is Afribanana, a company that is turning banana waste products including charcoal briquettes used for cooking, which not only removes waste from the public but reduces the number of trees that would be cut down for charcoal. Divided into three components, the project is helping participating countries with policy formulations to help put in place the necessary polices that support the transition to green energy business.

Exclusive story rescued How Museveni has Managed to stay in power for long Continued from Page 1 But where the question remains: “How does Museveni do it?” To this day, there is no single book that takes a comprehensive look at how Mr Museveni has dominated the Ugandan State for more than half the time it has been independent (since 1962) and for more time than all past leaders combined. So intricate is the Museveni and Uganda story that if it were told uncensored, the book would be one of Africa’s most intriguing human works. A newspaper article would only essentially do a bird’s eye view attempt at entering this world of Mr Museveni the summation of which, according to various sources we spoke to, rotates around his character and how he fits or has fitted himself into
socio-political factors at play but also agreeable achievements, at least in the eyes of his defenders. Former leader of the Opposition in Parliament, Prof Ogenga Latigo, traces
Museveni’s successful hold onto power to history, advancing the argument that when he took over State control in 1986, Mr Museveni shrewdly secured the hearts of key communities pivotal in the balance of power in Uganda. “He rooted his ascendancy to power on critical communities like Buganda who were bitter with Dr Apollo Milton Obote by restoring kingdoms. The
west had the intellectual capacity and resource base to keep him in power while he also exploited the hatred Okello Lutwa, Idi Amin and Obote had stirred against the north,” he says. Indeed to this day, even when Buganda’s relations with central government have Resistance Army (NRA), allowing the National Resistance Council to run as Parliament and extending the NRA bush court system to the traditional Judiciary by putting in place Resistance Councils and Committees to adjudicate civil disputes and at one point, an idea was mooted to extend their jurisdiction to criminal matters. Ignore My critics, Mutale By Correspondent
S
enior Presidential Assistant on Political Affairs, Maj Roland Kakooza Mutale, has described those who criticize his method of work as sadists who want to plunge the county into anarchy. Maj Mutale said although his ‘haters’ liken him to a marabou stork, which has nothing positive to add to society, he has designed many programmes that seek to transform lives of Ugandans. “Haters think I do not have a family and a rich work history, which does not only start with NRM, which dates to the 70s. Nobody should play around with this new mandate offered to the NRM,” Maj Mutale warned in reference to President Museveni’s fiveyear renewed mandate as President. Maj Mutala was officiating at the swearing-in ceremony for the Nakasongola District Council last Friday. He said he was ready to work with all district leaders regardless of political affiliation to transform their areas. “We still have a problem of
poverty. Those who cannot work with me should find their own level. Do not listen to what others say about me and the way I dress which could partly explain the public misconception. I have no time for such idle talks,” he said. Clad in a yellow overall, which he later explained as his dress code as a field worker, the controversial bush war veteran claimed that his links with Nakasongola is not by accident but has deep roots
dating back to the liberation struggle where about 257 freedom fighters from Nakasongola lost their lives before the NRM captured power in 1986. “I cannot abandon Nakasongola because you people played a great role. The NRM party has continued to perform well in this area. The Opposition has failed to penetrate this area and this explains the basis for which everybody keeps a keen eye on election results from Nakasongola where
NRM has strong support,” he said. In the 2001 general elections, Mutale came under criticism after members of his infamous Kalangala Action Plan group were implicated in caning Opposition members, accusing them of proving them by flashing FDC trademark Vsign. Maj Mutale had in the Febraury elections vowed to crush anyone who would stand in Mr Museveni’s way.

Commercial banks to issue more sharia compliant bonds

he advent of Islamic banking in Uganda will not only broaden government financing options, but also ease its borrowing from the private sector, through the Sukuk bonds. Sukuk is one of the major Islamic Sharia compliant financial instruments which provide an alternative source of financing, especially for sovereign entities. According to Moinuddin Malim, founder of the Alternative International Management Services, the presence of Sukuk in Uganda will attract big Islamic banks and corporation to Uganda, with enough money to finance government projects. “These banks and corporations are looking for places to invest the money, but can only have it invested in a Sharia enabling environment through Sukuk. Once your government passes supporting regulation, they will certainly rush to take part in Uganda’s development process,” he said. According to a senior economist at the Islamic Research and Training Institute, Ousmane Seck, the global Sukuk market has been growing at approximately 10–15%, reaching more $ 200b in outstanding portfolio as at the end of 3rd quarter 2015.

big number of hospitals and health centre IVs in the south western Uganda lack safe water supply, according to a survey conducted by the Center for Global Safe Water, Sanitation and Hygiene. This was revealed by the director of Center for Global Safe Water, Sanitation and Hygiene, Prof Christine Moe, who was at the weekend speaking during a stakeholders meeting in Mbarara. According to Prof Moe, the centre together with Unicef and World Health Organisation conducted surveys in 30 health centres in 2014 and 2015 but found that only six facilities had
safe reliable water supply systems. Such challenges, which face most developing countries, she said, need special attention, especially from governments that have a larger stake in the provision of healthcare. “…demand for those services (water provision) from government because it is a human right to have better health care services,” she said. However, she said the public should share responsibilities to maintain and sustain facilities provided by government. “…communities should, if possible, pay for services [water] so that it is well maintained and sustained,” she said. Mr John Peter Obubu, the principal water analyst at the Ministry of Water, said government had managed to extend safe water supply to 110 towns but there were still challenges such as rising rates of water born disease infections, which have to be addressed. “Some communities have safe water from the source but it gets contaminated after collecting it. Communities must learn how to protect their water sources from contamination,” he said.

By Correspondent resident Yoweri Museveni has directed the Uganda Investment Authority (UIA) to clear investors within 2 days to attract more investments into the country. He said many investors have be frustrated by the long procedures and delays by clearing authorities including requirements like Environment Impact Assessment, Capital base, estimated number of jobs to be created, type of project being set up among others.”I don’t want to hear issue of Environment assessment, proposal assessment. All these excuses are not valid,” Museveni said.He made the directive on Tuesday while delivering State-of- the Nation Address at the Kampala Serena Hotel in Kampala. He said all requirements for an investor have been clearly set by the authorities in charge.Museveni added that such excuses create unnecessary delays on the part ofthe investor who has already made his calculations and the time frame upon which to break

The June 3 celebration themed: “The truth will make you free”, will be led by the Diocese of Kiyinda-Mityana on behalf of Kampala Ecclesiastical Province at the Catholic shrine while celebrations at the Anglican shrine will be led by Namirembe Anglican. “About 20,000 pilgrims from Uganda have so far arrived at the Anglican shrine largely from Kabale, Mbarara and Hoima,” the Rev Joseph Mukasa Muwonge, a priest at Namugongo Martyrs’ shrine told Daily Monitor yesterday. According to the Rev Muwonge, apart from a few cases of pick pockets, pilgrims already at the shrine have not had serious challenges and “we have all been sent out from the premises for security check-ups”. At the Namugongo Anglican shrine, Rev Henry Segawa the Namugongo Anglican shrines coordinator said two groups of pilgrims totaling to more than 100 from Ankole and Bushenga in western Uganda have already arrived. “The first group to arrive from Ankole reached on Saturday while the second group arrived this morning (Monday) from

Bushenga village in western Uganda,” Rev Segawa said yesterday in a phone interview. President Museveni is expected to be the chief guest while Bishop Joseph Anthony Zziwa of of Kiyinda-Mityana will be the main celebrant of the day at the Anglican shrine according to Rev Segawa said. The annual celebration commemorates the heroic faith of 45 Martyrs, both Catholic and Anglican, who were burnt to death on the orders of Kabaka Mwanga II, the then king of Buganda between 1885 and 1887.

he battle lines for the first-ever Victoria Cup, dubbed East Africa’s Ryder Cup, have been drawn between Uganda and Kenya with the latter set to host the inagural edition from June 2-5 at Muthaiga Golf Club in Nairobi. Uganda Golf Union (UGU) has named a 12man provisional squad from which a final team of 10 players will be picked later this week. Although Uganda will be without the dynamic duo of double Uganda Open champion Ronald Otile and Daniel Baguma, the selected team is mix of youthful exuberance and seasoned campaigners.
Kibuli SS - ‘the school’ - as its profoundly referred to, captured an unprecedented 10th schools football title with a 4-3 victory on spot kicks over Wakiso-based rivals St Mary’s Kitende, after coming from a goal down to level the score 1-1 in 70 minutes of play.
Otile and Baguma are attending golf school in South Africa but in the quartet of Adolf Muhumuza, Ronald Rugumayo, Andrew Byaruhanga and Martin Ochaya, Uganda boasts of solid match winners that have tested either regional or continental victory.“It is going to be a match play format,” disclosed UGU president Johnson Omolo. “Our boys are warming up for the event. We need a gallery (fans) in Nairobi,” chipped in team manager Oscar Semawere. “For them, it’s a battle. For us, it is going to be business as usual.” Kenya coach Brian Njoroge says he is equally pumped up for the event. “I have already selected the 10 men to do the job for Kenya,” said Njoroge.
Eight time winners Kitende were gunning to equal Kibuli’s trophy haul but couldn’t stop the determined and more efficient Kampala side from making it 10. With narrow escapes against Citizen SS and Blessed Sacrament Kimaanya, the prophetic signs were on the wall right from the last 16 stage that Kitende would struggle to retain the trophy but few cared to read them.

“We had a 36-hole qualifier six weeks ago at Muthaiga and 70 players took part. The best of the moment were selected.” Kenya’s team only has two familiar names in Bo Ciera (captain) and Agil Jamal (top junior player) as the only capped players. The teams will play five rounds; 36 holes on Friday and Saturday (foursome and four ball better-ball) with a closing round of singles on Sunday to determine the inaugural champion.

Kibuli lift Copa title fter all the pretournament mind games, promises and anxiety, the 24th edition of the Copa Cocacola schools cup in Soroti was decided by Kibuli’s class and pedigree on Saturday.

Kibuli did. Apart from being the only side to score in normal time against Kitende, they made Richard Wasswa’s star-studded side look average.
Kibuli’s midfield trident of Moses Aliro, exceptionally talented Allan Okello and Julius Poloto formed rings around Kitende’s hitherto feared midfield diamond of Fred Atuhwera, Frank Tumwesige, Ashraf Bamuturaki and Pius Obuya attracting ululations from the capacity crowd at Soroti Sports ground. Even when Pius Wanji netted Kitende’s lead through a penalty, Kibuli, under the tactical stewardship of Dan Kabale, stayed focused and attacked like wounded lions until Aliro’s ‘hand of God’ goal leveled matters late on. Kitende’s 4-3-3 formation failed to keep MVP okello at bay and lethal left footed KCCA star’s deep lying passes and tight angle dribbles made them restless as they stood at sixes and sevens.
move that left Kitende defence in tatters before Aliro placed the ball beyond custodian Eric Kibowa who had not conceded in over 340 minutes. “People talked about Kitende’s superiority but deep inside my heart I knew I would hurt them any day with the Poloto-Aliro-Okello attacking combo. Even when we were a goal down, my boys had it in their veins that we must win the game,” Kabale, who guided Kibuli from the brink of group exit to deserved champions, noted. Simon Bazibu, Poloto, Aliro and Steven Mukwana scored the post match spot kicks for Kibuli whereas Kitende’s Frank Tumwesige and Jerry Jakisa were stopped by in form custodian Edgar Otim.
Coca-cola Uganda Brand manager Rodney Nzioka congratulated the winning Okello was nearly flawless in team team upon their victory the end to end attacking game and encouraged all the participating schools not to sparing time to ignite the give up.
Drama-filled weekend for title chasers as Challengers stay top. By Waiswa Alex

ne game was done before l unch in Kyambogo. Then ACC got 165 thanks to a swashbuckling 19-ball 52 from Robert Okot but it was Aziz Damani, who without having to bat, that were awarded victory at the King’s College Budo Oval. ACC’s crime? They took to the field for the second innings with less than nine players in matching jerseys. In Lugogo, relegation-threatened Tornado almost pulled off a heist chasing 260 for victory against Patidar Samaj but bad-light put paid to any of their hopes. Such was the intensity with which all games were played on Sunday, cricket lovers were left wishing they could catch all of the National Men’s Cricket League action.
Henry Ssenyondo singlehandedly ensured that Challengers (48) remain atop the table with at least a 10point cushion. The left-arm orthodox spinner prized out eight wickets as Wanderers collapsed for 73 runs. Arthur Kyobe (35 off 24) and Mohammed Aneef (29 off 20) were unbeaten and brutal in the chase as Challengers sealed their eighth win of the season at Kyambogo. At Lugogo, John Gabula (87 off 113) and Richard Okia (41
off 59) almost made Patidar pay for their clumsy fielding in the chase of 260 and the latter will have the umpires (Grace Mutyagaba and Michael Okoth) to thank for having extended time of play and forthwith helping them over the victory tape. But the mother-of-all clashes was at the lakeside oval in Entebbe where a tense but low-scoring spectacle was played out between title hopefuls Nile and defending champions Tornado Bee.
www.africaworldnews.net
“We were lucky not to lose,” said Tornado Bee skipper Jeremy Kibuukamusoke. “We still have a game in hand but more work to do.” Due to the closure of Kampala-Entebbe highway, Nile and, umpires Paul Okecho and James Bamulese arrived late. The morning showers further reduced the game to 33 overs. Simon Ayella (2/11) and Ivan Kakande (3/18) restricted Tornado Bee.

In the field, I only carry foundation, lipstick and lip-gloss. The station provides a makeup artiste to do the makeup when we have to be on air, so, I sometimes do not apply any makeup; I just do not have the time.

The same goes for makeup; I wear what is appropriate for particular events. In terms of fabric, if I was to consider wearing anything of African material such as dress, I would wear one while covering dinner functions. Best part of the experience: Having my makeup done by a professional for the first time. Biggest surprise: The extreme look. It was completely different , I looked like someone else! The lesssons Smile when applying blush for better results. Making up requires time. You cannot rush through it. Since foundation always comes in a number of varieties, one must apply the finishing foundation as well. Moisturise five to 10 minutes ahead of applying foundation. This makes it easier to apply. 2. To change her look for a more glamorous look, I completely changed her eye makeup to a smoky, sexy look. The more natural and well-blended blush is, the subtler and beautiful it will make the face. I chose hues of dark burgundy and fuchsia from the Paramour blush pallet. Bronzer is great to capture light on camera and it gives a rich, glowy finish. The extreme look would be appropriate for a high-end night time assignment with mix of personalities, for instance, musicians. For that fresh look all day long “It can be done by blotting (drying) with a tissue to keep off excess oil. It is important to blot and not rub as this will distort how the makeup sat on the skin. A powder touch up can also be done once during the day.” Sylvia Kawalya, a makeup artiste. 3. THE WARDROBE Solomon Tazibone, fashion editor and stylist for African Woman Magazine online and panellist at the NTV Style Project, gave Bahati the following looks; 1€ The high waist jeans and chiffon blouse are appropriate for the field because they allow for comfort and ease while working. The blouse is in a lightweight fabric (chiffon) which is suitable for the hot weather. It was possible to infuse some colour into the whole ensemble with the blouse because a field journalist’s dress code is fortunately not as uptight as mainstream corporate dress code. 2€ The African print dress is a little dressier in comparison to the outfits owing to the print and the choice of accessory (large belt). I see the wearer opting for this outfit for functions such as an office party. Otherwise, all the three outfits are appropriate for field work. 3€ The navy dress allows for both reporting during the day and night time. The fact that it is a wrap dress allows for the wearer to be in touch with her femininity while staying appropriate. The muted colour choice makes the outfit versatile as it can take the reporter from day to night while staying elegant.
