Education ministry rolls out a platform to grow talents

enya will get a World Bank loan of $1.1 billion for infrastructure projects in the country’s arid northern region, the bank’s vice president for Africa said. The loan is the latest in series to Kenya, which amount to $5.5 billion, excluding the new package. “It is an unprecedented financial commitment to this part of Kenya,” Makhtar Diop told Reuters in Nairobi over the weekend. The funds will be used to build roads, improve water and energy supplies and support livestock keeping. They will have a maturity of 50 years and an interest rate of less than 1 percent. The package was prepared at the request of Kenyan President Uhuru Kenyatta, Diop said. He did not say when the full disbursement of the funds would take place, but technical work on some projects has already started. Projects to be funded with the facility included a modern road linking Isiolo, a town in the lower eastern region, with

Mandera, a town close to the border with Somalia. Diop said the World Bank expected Kenya’s economy to expand by 5.9 percent this year, close to the government’s forecast of 6 percent. It grew 5.6 percent last year. “Kenya is doing pretty well in the Africa context and in the global context, but the ambition of the government is to sustain that growth rate and accelerate it,” he said. To attain faster growth, the country needed to increase efficiency in state-owned firms and improve competitiveness, through investments in infrastructure. Last week, the government forecast a higher budget

deficit of 9.3 percent of gross domestic product for the fiscal year starting next month as it increases public investments. “Overall the fiscal deficit is financeable,” Diop said, adding total debt was increasing but remained sustainable at about 50 percent of GDP. The World Bank cut its average growth forecast for subSaharan Africa to 2.5 percent this year because of lower commodity prices. Diop said the continent could attract investment because of higher returns than other regions of the world, but he said some African nations needed to avoid building up their dollar-denominated debt.

The research further reveals that 58 percent of the people interviewed said they will vote for Uhuru while 32 percent said they will elect Raila. The research further reveals that 67 percent of the respondents believe that Jubilee will take the day against 11 percent in favour of CORD if the elections were held

today. IPSOS Lead Researcher Tom Wolf argues, despite the research being in favour of Uhuru things might change once Cord names their flag bearer to contest for the presidential seat. This statitics comes out after Raila and other Cord Members led anti-IEBC demonstrations where lives and properties estimated to be billions of shillings were lost through arson, looting and business closures. he Communication Authority of Kenya (CA) has come out with though rules to regulate the content aired to the audience. In this move all broadcast media are supposed to air 40 percent local content and on top of that they are not allowed to air adult content during the day hours. In addition the media houses are required to be submitting their content to the regulatory body for reviewing and if they will be found to be having violated these rules they will be fined a half a million. This for a few individuals is a good idea but would have worked better in the 19th century where the world was so big but not with this 21st century where the world has been reduced into a smaller global village due technological advancement. With the click of the button at the comfort of your house or office you are able to access what you want at your own pleasure. Restricting the kind of

Cyber Crimes Bill 2016 set for Public Participation

By Eric Maranga The Government is putting up measures to ensure Computer and Cyber Crime Bill is enacted into the law by the end of the year in a bid to regulate and punish crime related offenders. Information, Communication and Technology Cabinet Secretary Joe Mucheru says the Government is fast-tracking Computer and Cyber Crimes Bill 2016 to have the law in place before the end of the year the Draft Bill emanates from great public interest, arising out of the need to tame abuse of web based systems and the rise in cyber-crime. CS Mucheru noted that the has been great public interest and concern over the rise of computer and cyber related crime as some laws were enacted long before the republic adopted new technologies such as mobile money (MPesa) mobile internet and Wi-Fi. “The draft Bill stipulates wide ranging offences relating to aspects of unauthorized access, access with intent to commit further offences, offences involving protected computer systems,

child pornography, cyberbullying, cyber-staking and compute fraud,” he said. He further noted the public participation is set to begin this week the Bill is taken to National Assembly to be debated. CS Mucheru said the Bill meets international standards and once it will be enacted to a law it will help in, law enforcement agencies cope with investigations and prosecutorial challenges, after criminals devised new ways of committing crimes such as child abuse, identity theft and online fraud.
