Contributing to the motion earlier, Uganda P e o p l e ’s Congress (UPC) president Jimmy Akena hailed Rugunda’s leadership. “The only problem that people bring out about Dr. Rugunda is that he is too good,” he said. ”Rugunda stands for all people, despite their political affiliations and beliefs. Despite his long stay in the public service, it is hard for people to say negative things about him,” Akena added. Nankabirwa described Rugunda as a great thinker,

Ssematimba in court to regain his MP seat The newly elected Busiro South constituency legislator who was last week kicked out of Parliament by the High Court over academic papers has run to court of Appeal to challenge the decision. Justice Lydia Mugambe of the High Court last Friday nullified the ruling National Resistance Movement (NRM)’s Ssematimba’s victory on grounds that he did not have the requisite academic papers to stand as MP. In his notice of appeal that he lodged before the Nakasero-based court on Tuesday, Mr Ssematimba claims that he is dissatisfied with Justice Mugambe’s verdict. His victory had been challenged by Democratic Party’s Stephen Ssekigozi, one of the losers of the February 18 parliamentary polls. The implication of this notice of appeal is that Mr Ssematimba can continue representing the people of Busiro South constituency until that time when the Court of Appeal makes its verdict on whether High Justice Mugambe was right or wrong in throwing him out of Parliament.

Security beefed up at defense installations BY KIZITO BOAZI KAMPALA Uganda has beefed up security at police and military installations following a raid on Gulu central police station on Sunday by armed men. The Inspector General of Police, Gen. Kale Kayihura and Uganda People’s Defense Forces spokesperson, Lt. Col. Paddy Ankunda, told journalists in Kampala on Monday that security has been stepped up to avert possible raids on facilities of defense forces. According to police, about ten unknown gunmen travelling in a pickup vehicle attempted to attack the police facility. But that they were repulsed by the military and police officers after a firefight that lasted about 30 minutes,

Students to sue Makerere over closure of campus. BY ANDREW S Kabarole. More than 250 students of Makerere University Fort Portal campus have threatened to drag the oldest institution to court seeking to reverse the impromptu closure of their campus.

However, this has not gone well with the continuing students who claim they are dragging Makerere to court for breach of agreement.The aggrieved students, who preferred anonymity, revealed that consultations with their lawyers are complete and that they are soon going to court to seek an injunction blocking the institution’s decision.They say they made contracts to study and complete the three years from Fort Portal and not Kampala or Jinja, noting that Makerere administrators took the decision without consulting them.

The children were treated to bouncy castles and entertainment from the various traditional dance groups in Uganda. Mostafa said that this is one of ways through which the Egyptian communities contribute to the wellbeing of orphans and disadvantaged people. “The celebration of the orphans’ day makes the society aware of the needs of the orphans and their presence amongst us,” he said.Orphan day celebration is a long standing tradition in

According to Mostafa, the day has since become a national annual celebration in all the Arab countries and it falls on the first Friday of April. He said that on that day, orphanages nationwide open their doors to the festivities for both their orphans and sponsors. It is also a prime opportunity for orphanages to attract new sponsors, from large organizations and businesses to individuals. Mostafa said that on this day, people pay visits to orphanages and give donations in form of food, clothes and other basic needs. They also carry out a fundraising drive by selling goods to the invited guests and wellwishers who attend the event. He added that an Egyptian bank of food also goes around collecting left over food from hotels and restaurants; repackage it and distribute it to the orphanages, on that day. In this way, he said, they are able to feed about 700, 000 orphans in Egypt. He said that through such celebrations, the Arab countries have managed to raise funds to support the orphans. Mostafa added that through the proceeds got from the fundraising drive, Egypt has managed to build a children’s cancer hospital mainly to offer free modern medical care to orphans.

Joseph Nehme, the consul in charge of visa affairs at the French embassy, who also attended the event, noted that the idea is great and not only is grappling with the problem of orphans. “Uganda and all embassies need to emulate this and show orphans that they are not abandoned,” he said. The UNICEF report 2009 revealed that Egypt grapples with an orphan crisis of about 1.7 million, something Mostafa said the Egyptian society can deal with them on a charitable basis. According to the same report, Uganda has an orphan crisis of over 2.5 million orphans out of which 1.2 million are orphaned by HIV/ AIDS. For the few orphanages that are set up, there are still hindrances that bar them from fully catering for the orphans. Currently one of the biggest orphanages in Uganda, Sanyu babies’ home, needs about sh400m to construct a security wall fence around it. “The existing boundary wall is very old and weak. On several occasions, thieves have broken into the current fence to steal,” the Home’s Administrator Barbara Nankya said.

Soldiers, MP held over rebel links

bout 30 soldiers, among them two officers in-charge of the armoury, a lawmaker, an Opposition politician and seven civilians have separately been detained and questioned over their alleged links to an unnamed rebel group. “I can confirm to you that we made those arrests, but I can’t give details,” the Defence and military spokesperson, Lt Col Paddy Ankunda, said adding: We are investigating [the matter] together with the police.” A source identified one of the detained soldiers as Capt Ojara, the arms officer (head of armoury) at Bombo Military Barracks. Detectives for the second day yesterday questioned detained Nakawa Division MP Michael Kabaziguruka, about subversive activities that security agencies are linking to former FDC party presidential candidate Kizza Besigye and ex-spymaster, Gen David Sejusa.

Police block FDC prayers in Mbarara BY Andrew. S MBARARAPolice in Mbarara on Tuesday stopped Forum for Democratic Change (FDC) party supporters from conducting prayers. The members led by FDC party chairman Stanley Katembeya had resumed the “Free My Vote” weekly prayers, which had temporally been banned by Justice Steven Kavuma. During the prayers, the FDC spiritual leader in Mbarara, Mr Emmanuel Bukabeba, urged supporters not to abandon political strategies such as the Power 10 that was launched by the former party presidential candidate, Dr Kizza Besigye. “God free people’s President Dr Kizza Besigye and all those prisoners of conscience and those who don’t know what to do, show them what to do,” Mr Bukabeba prayed. He added: “You remember his [Besigye] ‘V’ signature, since he cannot gesture it now because he is in prison, do it for him, mobilise others and share with them the information, we have talked to 10 persons you also get other 10 and those 10 also mobilise other 10.”

Dr Besigye launched the Power 10 in Rukungiri as a mechanism for citizens to protect their vote against being rigged. He also said the Power 10 strategy will be used to identify people participating in the political liberation of the country. Mr Bukabeba, a former NRM supporter, distributed leaflets titled “Fdc Foundations for Peace” with various messages and Dr Besigye’s photo. He emphasised that they should be shared among all party members in rural areas. Police later stormed FDC party offices on Markhansigh Street where the prayers were being held and ordered them to leave or be arrested. They first prayed one more time, as police watched, before they deserted the place.

Rwizi Region Police spokesperson Vincent Ssekate said the group was holding an illegal assembly. He said they should have notified police a week before so that they are offered guidance and protection as Public Order and Management Act stipulates. He added it was more of a political gathering than a prayer session and police had to go and stop them because the congregation was growing big. “Look at what was happening; it was more of a political gathering because the person who was preaching was talking of planting intelligence in NRM to spy on their activities, they are talking of Power 10, they had fliers which they were distributing, they were calling members of Power 10 to distribute them,” he said.

BY WAISWA ALEX Kibiri C.O.U Primary School, a public school in Wakiso district was at one time, one of the revered primary schools in central Uganda in the early 1990s. Then, over half of about 100 of its Primary Seven candidates would always pass in Division One. Not anymore.

Last year, only 25 (20.8%) out of 120 pupils who sat for the Primary Leaving Examination at the school passed in Division One. The number of pupils passing in Division One at the school started declining in 2000, due to the effects of the school’s high population. In 2003, after a complete cohort of children that joined free education in 1997 completed Primary seven, only 15 pupils passed in Division One. The sudden increase in the demand for public primary education created a series of challenges for the government, related mainly to financing the reform, improving the quality of primary education, ensuring equitable access to primary education, and planning beyond primary school. Parliament last week approved the Vice President but postponed the vetting of Rugunda since he was reportedly out of the country. “The House will sit in the morning and vet the Prime Minister and later the appointment committee will also sit in the afternoon to vetting the deputy prime ministers and the rest of the ministers,” Obore said. President Yoweri Museveni recently appointed his new cabinet, ending days of speculation. In his new cabinet, the President increased the number of cabinet ministers from 78 to 80.

State ministers also increased from 48 to 49. Articles 113 (2) and 114 (3) Constitution prescribes a government of only 42 ministers (Cabinet and State). However, the same Constitution, gives the President power to increase the number of Ministers though a parliamentary approval. Sources said NRM Caucus members want the numbers increased to 88 with more ministers appointed from less privileged regions. A source from the appointments committee said that the newly appointed ministers belonging to the opposition may have a hurdle to jump as most members especially NRM opposed their appointment.

First Lady Janet Museveni was yesterday tasked by the Parliamentary Appointments Committee to clear the air over doubts on whether she took part in the mandatory teaching practice in order to qualify as a professional teacher. According to sources, Ms Museveni was pressed by Buhweju MP Francis Mwijukye, who wondered how logical it was for someone who didn’t participate in school teaching practice can posture to know issues concerning teachers and the education sector. A member of the family in Iganga said the deceased could have succumbed to complications arising out of hypertension. “He has not been well for quite some time now. He developed complications when one of his partners ran down his firm while he was serving as Uganda’s Ambassador to the United Nations,” the local family source revealed. According to Mr Henry Kyemba, a boyhood friend of the deceased with whom they were to later serve in the cabinet of former Ugandan dictator Idi Amin Dada, Kibedi was born in Namalemba village in Bugweri County, Iganga District, between 1941 and 1942. He went to the nearby Busesa Primary School where his father, Elkanah Kibedi, was the headmaster before joining Busoga College Mwiri.

Around 1960, he was shipped off to the United Kingdom for “Inns of Court” training, or attachment to a law firm for apprenticeship training which later saw him qualify as a Barrister at Law. He returned to Uganda around 1966 and joined the law firm of another Barrister at Law, Mr Godfrey Lukongwa Binaisa, who was by then serving as Uganda’s Attorney General. Mr Binaisa, who was to later become one of Uganda’s Presidents, was at the time working on what was later to become known as the ‘Pigeon hole Constitution’ and so left most of the day-to-day workings of the firm to the young barrister. However, the young Kibedi had in his time at Busoga College Mwiri and London and through ties to his uncle Shaban Nkutu, earlier joined the then ruling Uganda Peoples Congress (UPC). “He was a very strong UPC member right from the start. He had actually graduated through the UPC youth ranks,” recalls

And knowing Amin the way we did, as a man of few words and one who didn’t know English, we could see from the statements that were coming out of Kampala that it was Kibedi writing them for him,” Mr Kyemba recalls. Looking back, Mr Kyemba, who in a record 18 months between 1971 and September 1972 served as Amin’s principal private secretary, permanent secretary in the Office of the President, secretary to the Cabinet, permanent secretary in the Ministry of Culture and Community Development before becoming the Minister for Culture, says his friend had been taken hostage. IMF extends Uganda’s economic programme by another one year BY WAISWA ALEX Kampala.

The IMF concluded consultation with Uganda in June 2013, and completed the final review of the country’s performance under an economic programme supported by PSI arrangement and approved a three-year PSI, which is supposed to end this financial year 2015/16. However, in April this year, government requested for the extension of the programme to give more time for policy adjustments aimed at ushering in more reforms in the economy. Following discussions last week in Washington D.C to extend the country’s programme by one year, Mr Min Zhu, the deputy

A sit-down with Melinda Gates BY KIZITO BOWAZI

M

elinda Gates needs no introduction. She is an icon known all over the globe for her philanthropy work. The Bill & Melinda Gates Foundation, the organisation she co-chairs with her husband, Bill Gates, donates billions of dollars toward improving people’s health and well-being. In Uganda, Gates monies have helped millions of people access HIV/Aids life relief drugs, the Anti-Retrial Viral Therapy drugs, family planning services and modern contraceptives, and malaria treatment, among others. But for a woman who cochairs a $39.6bn-rich foundation and a wife to the world’s richest man, one can only imagine what a meeting with her can be like. I met Melinda at the Women Deliver Conference in Copenhagen, Denmark in May. About 5,733 delegates from 169 countries met at a conference that sought to ally girls’ and women’s health and rights in the recently launched world development blueprint, the Sustainable Development Goals. Melinda had just given a keynote address and I was one of the six persons invited for a 40minute media roundtable discussion with her. Meeting Melinda Gates Dressed in a sky blue suit, Melinda was graceful, professional and humble. “Hello, my name is Melinda Gates,” she greeted me with a firm handshake and a smile. “There are drinks here, feel free to pick what you like,” she said, pointing to a table at one end of the room. She grabbed a soft drink for herself, and joined me at the table. She speaks calmly but passionately. Melinda’s life is largely punctuated by efforts to assist particularly women pull themselves out of poverty. “I meet a lot of people both men and women in the villages, in the slums all over the world. I see the reality of their lives. I see this disparity particularly (with) women. I see the burden they carry and their children. Under difficult circumstances in the slum, she has to somehow put food on the table,” Melinda noted before adding, “If we don’t empower such women, we can’t empower families.” For Melinda, empowering women means making specific investments for women in health, economic opportunities and decision making especially regarding family planning. “Women have to make their own judgment on which option to take,” she says, referring to modern contraceptives. “Our job is to make available as many possible options on the table.” Investing in women and girls In a world where women hustle daily fending for their families and a lot of that work at home goes unpaid let alone recognised, Melinda says there is need to recognise what unpaid work is. But there is whole lack of statistics on women and gender and what is being done to improve their health and wellbeing. Thus at the conference, Melinda announced the Bill & Melinda Gates Foundation will in the next three years invest $80m to close the gender data gap. “It is great women and girls are at the heart of Sustainable Development Goals. But

right now there is insufficient data to build a baseline for nearly 80 per cent of gender equality indicators,” she said. “If advocacy for women and girls is about giving voice to the voiceless, gathering and analysing data is about making

But what keeps Melinda awake? “Besides my two teenage children?” she jokes, laughing heartily. “Sometimes, I feel like we don’t know as much as we need to know,” she revealed. “In 2012, around the time of the Family Planning Summit in London, I was always up and about worrying about whether we had the right goals, partners and the funding we needed?” Imagine the wife to the world’s richest man worrying about money for her projects! “It is not only our own money,” she clarified, “But we also ask other partners and governments to contribute, and these are big responsibilities.” Melinda says she and her team are still learning, and the success of her foundation’s projects makes her optimistic of a better world. She is hopeful for a polio and malaria-free Africa. “It is milestone seeing no polio case

on the African continent in the last one year. That can be done with other diseases like malaria,” she says. Malaria adversely affects children under five and expectant mothers. According to the World Health Organisation, malaria is one of the five leading causes of death in under-five children in sub Saharan Africa. The others are premature birth complications, pneumonia, deprivation of oxygen to a newborn and diarrhoea. In Uganda,

The vaccines are quality tested and proved to be safe so anybody who says anything against that is just false and that makes me angry.” Improving health and wellbeing of people is what the 51-yearold has committed her life to. “What inspires me is the unbelievable love for children from the people I meet. You meet a mum and dad in the developing world quite often and they will say ‘this is what I am doing to invest in my child’s education’. And we have got chance to help them do just that.” Melinda at home At home in Washington, USA, bonding for her family is at the dinner table. “There might be things that keep us away most times of the day but Bill and I try to be at home for dinner as much as we can, for we really think dinner is important,” she revealed.
