Politics MUSEVENI DISAPPOINTED WITH ABSENCE OF POWER

P

resident Yoweri Museveni has expressed disappointment over absence of power in some parts of Masindi. While addressing his first rally at Kikingura Primary School in Bujenje, Mssindi, Museveni said he will ensure the area is connected to the national grid, saying electricity is a major component of development. He pledged to extend the power lines to Bujunjura, Kiyingi and Kabalye. National Resistance Movement (NRM) presidential candidate, President Yoweri Museveni started his

campaigns in the oil-rich Bunyoro sub-region on Friday, holding four campaign rallies in Kibaale district. Top on his priorities list for the region was the work on roads and electricity, as well as his wealth creation campaign through a host of special funds for women, youth and agriculture. At his ?rst rally, held at Kisita Primary School grounds in Kisita sub-county, Bugangaizi East County, Museveni assured supporters that he would tarmac major roads connecting to the district. Moments before the rally, Museveni ?agged off the upgrade of 104 km MubendeKakumiro-Kibaale-Kagadi road. “I have commissioned works on that road and the tarmac will reach here (Kisita),” the NRM candidate announced to the excited crowd of

supporters clad in their trademark yellow t-shirts as they ?ared up in cheers.Construction of the road will cost sh484b and is expected to be completed within three years, with design by China Communications Construction Company, the ?rm currently building the KampalaEntebbe Express Highway. Speaking at the commissioning of the road, Museveni said the Government had developed capacity and funds, from sh500b to over sh13 trillion, which has enabled the country to build more roads.

Allen Kagina, the executive director Uganda National Roads Authority (UNRA), said Government had obtained funds for the national roads development and maintenance plan. She revealed that part of the funds will be applied for payments for design and build for upgrading of MubendeKagadi road from gravel to bituminous paved road. Kagina said works on the new road would act as an alternative route from the capital Kampala to Albertine graben region. Finance minister and Buyanja county MP, Matia Kasaija said the road is key for the development of the area that is an agricultural hub, making it easier for farmers to access markets.

Electricity At the rally, Museveni said he felt proud to ?nd that the sub-county had already been connected to the national power grid. Having cast glances at two nearby schools that have sprung up in the area, Museveni noted that Kibaale district alone has 900 schools, signifying progress in education in the district. Museveni later held three campaign rallies at Nyamarunda Primary School in Buyanja County, Kagadi town council grounds in Buyaga county East and Mpeefu subcounty in Buyaga county West. Unveiling the NRM's manifesto, Museveni said the NRM has achieved incremental progress by promoting unity, irrespective of one's tribe or religion. “If anyone whispers to me about doing things on the basis of tribe, I consider them the devil and I chase them away because sectarianism does not help anyone,” he told supporters. Wealth creation Museveni also said the Government will increase funds for micro?nance institutions from sh53b to sh180b, so that more Ugandans have access to start-up funds. “Kibaale district has 1,250 villages. Each of the villages will have at least sh2m credit fund for people to borrow and start an income generating activity,” Museveni said amidst cheers from excited supporters. He also promised to multiply the budget for the Youth Fund from sh44b to sh234b and set aside a sh234b fund for women for wealth creation. Museveni further promised to boost the NAADs programme budget from sh200b to sh1 trillion annually to ensure that within two years, all households have access to farm inputs including seeds, cattle or pigs. Politics institutions. Instead, the institutions give character loans, where community trust is the security,” he said. Corruption “I have been told that some rats are here in Kibaale. The responsibility of catching thieves in your district lies with the chief administrative of?cer (CAO),” Museveni stated. Museveni paraded Robert Mutungi, the deputy district CAO for Kibaale before supporters to explain what he was doing about taming corruption. “Whenever we get the funds, we use it for roads, schools, health centres,” Mutungi explained. Museveni told Mutungi that the voters were most likely not informed about service delivery programmes, leading to perceptions among citizens that funds sent to districts are stolen. Museveni vowed to 'look for cats to catch rats' but asked voters to be proactive and exercise oversight over service delivery programmes through their immediate elected leaders. Gurama Forest Reserve land Museveni also promised to consult on the land row involving residents who settled in Gurama Forest Reserve.

Over 1,000 families settled in the forest reserve and the National Forestry Authority attempted to evict them in vain. The entire forest has been depleted. Kibaale district has 16 central forest reserves and is one of the ?ve districts situated in the oil and natural gas endowed Bunyoro subregion. Museveni vowed to resolve the land row involving a group of families evicted from Mpocha Forest Reserve, who were later resettled in Kisita subcounty. Each of the families was allotted about 10 acres by the Government and promised compensation of about sh12m each, although the compensation was halted by the President. “Some people are telling you lies. I know about your demands for compensation and the money is there, but I put the process on hold until I resolve complaints from the Banyoro community,” Museveni said. “When we gave land for you to settle, it created envy. I resolved to ?rst do something for the Banyoro”

Museveni stated, entreating the claimants (Bakiga) to live in harmony with the Banyoro. The resettlement of the claimants on the land has its origins in an agreement between Sir Tito Winyi and the Omugabe of Ankole,

Museveni explained. In an interview with the New Vision, Samuel Kisembo Araali, the Kibaale resident district commissioner, said the compensation process was halted partly due to irregularities that cropped up during the exercise. “The number to be compensated shot up from sh6.5b to sh12.5b,” Araali revealed, prompting the President to stop the exercise until the Auditor General and Solicitor General verifies the claims.

This is not right. We must concentrate on development; my time will come and I will go.” The President who took power by gun in 1986 is seeking a fifth elective term in office until 2021. In 2005 Parliament removed the two term limit clause from the Constitution to allow him stand again, a move that was voted in favour by 222

MPs at the time, who each received a Shs5m reward. Mr Mbabazi who was among the MPs that supported removing the term limits in his campaigns has regretted the decision and said it was wrong to think only one man can lead a country. Mbabazi also expressed optimism about the Opposition working together to dislodge the NRM's near-to a half century rule. This, after the Democratic Governance Facility (DGF) withdrew from an earlier commitment to provide UGX4.5 billion of the UGX9 billion needed to procure the Electronic Results Transmission and Dissemination System. During the 2011 elections, EC relied on a similar system to transmit results from tally centres at the district level directly to media houses and observers. The transmission is credited for increasing transparency.

he NRM presidential candidate, Yoweri Museveni has spent Shs27 billion on his 2016 campaigns in two months, 12 times more than his two closest challengers combined, according to results of a preliminary study about campaign financing released yesterday. In the 16 districts reviewed, Mr Museveni spent Shs4.8b in November and Shs22.2b in December, 2015 representing 91.6 per cent of the 29.6b spent by all the candidates in total. Independent presidential candidate Amama Mbabazi, who followed, in terms of spending, spent a total of Shs1.3b or 4.6 per cent in the same period. Dr Kizza Besigye, the Forum for Democratic Change (FDC) candidate spent a total of Shs976m or 3.3 per cent. The other candidates, Dr Abed Bwanika, Prof

Venansius Baryamureeba, Ms Maureen Kyalya, Maj Gen Benon Biraro and Mr Joseph Mabirizi spent less than 1 per cent of the Shs29.6b combined. Prof Baryamureeba spent Shs95,732,000 while Abed Bwanika used Shs34,311,000 and Joseph Mabirizi Shs26,486,000. Maureen Kyalya used Shs5,692,500. The expenditure of Gen Benon Biraro was not reviewed in the study. FDC followed at 2.1 per cent, Go-Forward at 1.1 per cent, Democratic Party at 0.5 per cent and Uganda Peoples Congress at 0.3 per cent. The rest accounted for 0.3 per cent of the total expenditure. “...As European Union Observer Mission, we shall try to get all financial reports from the Electoral Commission and issue our findings after the elections,” said Dr Jurij Toplak, the EUOM, Campaign Finance Analyst while reacting to the report. Mr Ofwono Opondo, the deputy NRM spokesperson, says their huge expenditure is justified. “No other party or organisation has held activities such as NRM has done. Tasked to explain the source of the money, Mr Opondo said “the party received money from the electoral commission. We also fund raise and get support from volunteers.” The report faults political parties and candidates participating in the 2016 campaigns of being “poor at keeping records of expenditure.” It also noted that candidates were engaging in voter bribery and misuse of government resources. The report cites materials such as hoes, sugar, sauce pans, seeds and salt distributed by campaign agents to potential voters. “On 9th November, 2015, a number of government vehicles were used on candidate Museveni's rally held at Kasana Playground. Some of the vehicle registration plates observed in action at the rally included UG 2183C, UG 0178H, and UG 0187D,” an excerpt from the report reads. Section 27 of the presidential elections act (as amended) 2005 makes it illegal to use government resources for campaigning for

A team of experts at ACFIM secretariat frequently carried out data quality control checks across the 16 districts. Collected data was then entered into a web based database. Also, monitors submitted data on campaign events observed directly and indirectly. Critical incidents were transmitted to supervisors in real time by the use of phone calls or SMS.

We have many programmes that are aimed at wealth creation. We shall increase funding for efforts aimed at creating wealth for citzens,” the NRM presidential candidate told a press conference on Sunday.

Elections MUSEVENI PLEDGES WELFARE TO UGANDANS Kampala. The Electoral Commission says they have already procured results transmission kits for the February 18 polls despite a major co-sponsor for the project denying the commission funding. The Democratic Governance Facility (DGF), which had earlier committed to support half of the Shs 9 billion procuring of Electronic Results Transmission and Dissemination System (ERTDS), pulled out citing irregularities in the procurement process of the project.

“Government of Uganda fully funds our budget. However, if a development partner decides to supplement government and provides the Electoral Commission support, it's always welcome. What I want to confirm is that EC has already procured ERTDS,” EC spokesman Jotham Taremwa said in an interview with Daily Monitor. In an interview with Uganda Radio Network (URN), Mads Mayerhofer, the chairperson of DGF's Steering Committee, said their decision was prompted by EC's cancelling of the contract that had been awarded to

Cytel in favour of Avante, under suspicious circumstances. “After careful consideration, DGF decided that the last-minute decision to change provider raised concern as to the transparency of the procurement process as well as the timely implementation of the ERTDS itself,” Ms Mayerhofer told URN. However, Mr Sam Rwakoojo, the EC Secretary, told Daily Monitor yesterday that EC had cancelled Cytel's contract after it failed to

follow the agreed on procedure. “When the company came here, they failed to adhere to what was agreed on in the contract. Their proposal was to send the results to some central location before sending them to us in Namboole and we couldn't allow that,” he said. Mr Rwakoojo said that the support from DGF and other developing partners was welcome but maintained elections were a business of the Uganda government. Then called Deepening Democracy Programme, DGF in 2011 funded the programmme which enabled

Returning Officers send the results of each particular candidate to the National Tallying Centre in Kampala within the 48 hours specified by the law. With just 24 days left to the February 18 presidential, EC's preparedness for the exercise has come into question with several activities being done at the last minute. Just last week, the commission unveiled a biometric system to verify voters during the presidential elections and subsequent polls amid concerns by stakeholders about its timing and applicability. EC officials, however, maintain they are more than ready to execute the job. How it works After completion of counting at polling stations, results forms are delivered to District Tally Centres (DTCs), either by polling station Presiding Officers or by sub-county supervisors. At DTCs, Returning Officers oversee the tallying of election results. Tallying is then carried out through the Electronic Results Transmission and Dissemination System (ETRDS), according to which data is double-entered for each election and Declaration of Results Forms scanned. Both results and scanned forms are then transmitted electronically to the National Tally C e n t r e ( N T C ) . According to the EU EOM report, although the ETRDS enabled swift transmission of results once entered, party agents and observers had difficulty viewing the data entry process in one third of cases and the process took several days in many cases. In 40 per cent of cases, EU EOM observers assessed the process at DTCs to be poor or very poor, and good or very good in 60 per cent of cases. AfricaWorldnews Uganda


National News 38 UGANDANS ROT IN DRC MILITARY PRISON

ampala. A total of 38 Ugandans are languishing in military detention in DR Congo, with some having spent as many as five years in jail. Saturday Monitor has established that none of them has ever been charged or been informed of the offence for which they were arrested. Highly placed sources in the DR Congo who leaked the information to Saturday Monitor claimed the Ugandans were detained with the knowledge of the Ugandan security

agencies. Repeated attempts to reach army spokesperson Lt Col Paddy Ankunda were unsuccessful. However, government spokesperson Ofwono Opondo denied the claims of government complicity in the detentions. “They should demonstrate to the public that Ndolo Military Prison is under the jurisdiction of Uganda or we are occupying Congolese territory illegally. I don't think those arrested are such a threat to Uganda.”The list, a copy of which we have obtained, was compiled by detainees in the Ndolo Military Prison, a facility with a bad human rights record and internationally reported cases of suspected extrajudicial killings of detainees. The Congolese authorities hold up to 2,000 suspects and convicts of varying offences at the prison. As of Wednesday, four of the detainees at the Ndolo Military Prison in the capital Kinshasa, were said to be terminally sick without any treatment in jail. Some of them are suspected

members of the Ugandan rebel group Allied Democratic Forces (ADF), Congolese rebel group M23 and other illegal entrants or suspected “dangerous” opponents of the Uganda government. When contacted, Ministry of Foreign Affairs spokesman Sam Omara suggested an even worse situation for Ugandans. He said the number of Ugandans detained in foreign prisons could be higher, suggesting up to at least 3,000 Ugandans being in different detention centres in the USA alone as of 2014. The issue, he said, was a t o p i c a l discussion point during the ambassadors meeting in Kampala about two weeks ago. “ W e h a v e U g a n d a n s detained almost in every country. At the recent ambassadors' conference, emphasis was laid on facilitating the embassies to negotiate for them to serve their sentences here so relatives can visit them,” Dr Omara said. Families aware The FDC party member and former Ugandan envoy to the Scandinavian countries, Mr Sam Makokha, who has established contact with the Ugandan detainees in DRC, told Saturday Monitor that he had also informed their families about their plight. Of the 38 detainees, 19 are from the eastern part of the country with 12 of them from Busoga sub-region. Twelve are from western Uganda including Nyabushozi County in Kiruhura, President Museveni's home district. The other six are drawn from parts of central Uganda (Buganda sub-region). Thirty are indicated as Muslims. In an interview with this newspaper on Wednesday at Ndolo, Dr Kizza
