Frank Muna Santos Sergeant I Domestic Assault Response Team Guam Police Department
Frank M. Santos is a 2003 graduate of Notre Dame High School. In 2004, he completed the 12th Criminal Justice Academy from the Guam Community College obtaining and Associates Degree and Certification in Criminal Justice. He then joined the Guam Police Department in 2005. He was assigned to the Neighborhood Patrol Division where he spent time at the Dededo, Tumon/Tamuning and Hagatna Precinct.

In 2009, he was transferred to GPD’s Criminal Investigations Division where he was assigned to the Property Crimes Unit and then transferred to the Government Corruption Unit. In 2015, he was transferred to the newly created section, GPD Domestic Assault Response Team, which investigates family violence, sexual assault and stalking crimes. During his tenure in D.A.R.T. he attended numerous specialized training on and off-island to help develop and hone his skills in the specialized field.
Through his 15 years of service with GPD, he has received numerous accolades, including the Distinguished Service Award in 2008, 2012, and 2016, the Meritorious Service Award in 2006, and the Mag Pro Award, Life Saving Medal in 2011 and 2013.
In 2017, he was promoted to the rank of Sergeant I and was transferred back to the Neighborhood Patrol Division, Hagatna Precinct and served as a field supervisor until late 2019. He was then transferred back to D.A.R.T. to assume as the Officer in Charge. In his current position he supervises all follow-up investigations conducted by detectives in the unit and victim services provided by victim advocates, along with managing federal grants for GPD particular to supporting family violence and sexual assault.
