Creating an age friendly Wales The 2015 General Election An age friendly Wales would be one in which older people have equal respect, rights, opportunities and the same access to services as the rest of the population. As we grow older we may face new challenges – poverty, loneliness or illness. Age Cymru urges all political parties and election candidates to embrace the concept of an age friendly Wales, address the opportunities and challenges of an ageing population and articulate clear proposals for helping older people.

This next Westminster Parliament and UK Government should take the following action

Tackle pensioner poverty 84,000 older people in Wales are in poverty and 50,000 are in severe poverty, yet one third of financial support for older people goes unclaimed. The next UK Government should launch an ambitious programme to boost take-up of financial entitlements by raising awareness, removing perceptions of stigma, simplifying systems and ensuring older people can access support to claim any benefits due.

Protection from scams Older people are frequently targeted by scammers on their doorstep, by phone, online and through the post. The next UK Government should provide greater protection for vulnerable people from scammers by placing a duty on postal, telephone and internet providers to reduce the volume of scams in their networks.

Jobs and employment support Older workers are the most likely to suffer longterm unemployment and, despite a ban on age discrimination in employment, face major barriers to finding new opportunities. The next UK Government must pursue policies which help older workers sustain employment and ensure older people looking for work have access to training and bespoke support.

Equal rights Everyone should have the same access to financial services based on their individual circumstances and not arbitrary age limits. The next UK Government should abolish the financial services exemption in the Equality Act 2010 and end discrimination against older consumers.

Access to essential services Information and services are increasingly moving online, including those run by the UK Government, though only around a quarter of people aged 75 and over in Wales use the internet. The next UK Government should require all essential services moving online (including government and private sector services) to provide non-digital alternatives. Wrth i bobl dyfu’n hŷn, efallai y byddan nhw’n wynebu heriau newydd – tlodi, unigrwydd neu salwch. Rydym yn annog pob plaid wleidyddol ac ymgeiswyr yr etholiad i fabwysiadu y cysyniad o Gymru sy’n gyfeillgar i oed, mynd i’r afael â chyfleoedd a heriau poblogaeth sy’n heneiddio a chyflwyno cynigion clir ar gyfer helpu pobl hŷn. Dylai Senedd San Steffan a Llywodraeth y DU nesaf gymryd y camau canlynol

Trechu tlodi pensiynwyr Mae 84,000 o bobl hŷn yng Nghymru yn byw mewn tlodi ac mae 50,000 yn byw mewn tlodi difrifol, eto, nid yw traean o’r cymorth ariannol sydd ar gael i bobl hŷn yn cael ei hawlio. Dylai Llywodraeth nesaf y DU lansio rhaglen uchelgeisiol i hybu nifer y bobl sy’n derbyn eu hawliau ariannol trwy godi ymwybyddiaeth, cael gwared o’r stigma am hawlio budd-daliadau, symleiddio systemau a sicrhau y gall pobl hŷn gael mynediad at gymorth i hawlio unrhyw fudd-daliadau sy’n ddyledus.

Diogelwch rhag sgamiau Mae pobl hŷn yn aml yn cael eu targedu gan sgamwyr ar eu carreg drws, dros y ffôn, ar-lein a thrwy’r post. Dylai Llywodraeth nesaf y DU ddarparu fwy o ddiogelwch i bobl sy’n agored i niwed rhag sgamwyr, trwy osod dyletswydd ar ddarparwyr post, ffôn a’r rhyngrwyd, i leihau cyfaint sgamiau yn eu rhwydweithiau.

Cymorth ar gyfer swyddi a chyflogaeth Gweithwyr hŷn yw’r rhai mwyaf tebygol o ddioddef diweithdra tymor hir ac, er gwaethaf gwaharddiad ar wahaniaethu ar sail oed mewn cyflogaeth, maent yn wynebu rhwystrau enfawr i ddod o hyd i gyfleoedd newydd. Rhaid i Lywodraeth nesaf y DU ddilyn polisïau a fydd yn helpu gweithwyr hŷn i gynnal cyflogaeth a sicrhau bod gan bobl hŷn sy’n chwilio am waith fynediad at hyfforddiant a chymorth pwrpasol.

Hawliau cyfartal Dylai fod gan bawb yr un mynediad at wasanaethau ariannol yn seiliedig ar eu hamgylchiadau unigol ac nid cyfyngiadau oed mympwyol. Dylai Llywodraeth nesaf y DU gael gwared ar eithriad gwasanaethau ariannol Deddf Cydraddoldeb 2010 a dod â gwahaniaethiad yn erbyn defnyddwyr hŷn i ben.

Mynediad at wasanaethau hanfodol Mae gwybodaeth a gwasanaethau yn symud arlein yn gynyddol, gan gynnwys y rheiny a gynhelir gan Lywodraeth y DU, er mai dim ond chwarter y bobl 75 oed a hŷn yng Nghymru sy’n defnyddio’r rhyngrwyd. Dylai Llywodraeth nesaf y DU ei gwneud hi’n ofynnol i bob gwasanaeth hanfodol sy’n symud ar-lein (gan gynnwys y llywodraeth a gwasanaethau’r sector preifat) ddarparu dewisiadau eraill nad ydynt yn rhai digidol.
