The Armenian Harvest Promotion Centre (AHPC) CJSC is a public-private public partnership which aims at developing state-of-the-art state art greenhouses in Armenia and the whole value chain ranging from crop production till the realization of the product, as well as attracting domestic and foreign investors in greenhouse and related production areas. One of the biggest investors of the AHPC is the Small and Medium Entrepreneurship Development National Center of Armenia (SME DNC) Foundation established by the Republic of Armenia. The company has developed an investment program rogram on Greenhouse Construction and Development in the Vicinity of Noragavit District of Yerevan (Program) for the purpose of developing and expanding state-of-the-art state greenhouses in Armenia.. The Program has been approved by the RA Government. The program assumes constructing state-of-the-art state art glass or polycarbonate greenhouses with their supporting operation and nd maintenance (cool storage, sorting and packaging) facilities in the vicinity of Noragavit district of Yerevan by foreign investors. Under the program the Armenian Harvest Promotion Centre CJSC carries out the following functions as a program manager: 1.. In order to develop the greenhouse zone, it prepares and presents justifications for the expediency and effectiveness of the program, as well as the set of draft contracts on direct land sale for investors to the Municpality; 2. Organises the preparation of the greenhouse zone’s master plan, the division of the zone into investment plots, the design-calculation design calculation documents for providing the lands with electric and thermal energy, natural gas and water supply, water discharge and road infrastructures, obtaining obtain the respective permits from state bodies and the fulfillment of the aforementioned infrastructures construction. 3. Takes organizational steps for attracting potential investors, selecting them, negotiating and signing contracts with the investors; 2|Page

4. Exercises supervision over the execution of the contractual obligations included in the contacts signed with the investors; 5. Prepares the draft Government decision on postponing the deadlines for the payments of the VAT generated during imports of the structures structures and equipments needed for the greenhouses construction; 6. Assists in selecting greenhouse structures and equipments, concluding contracts with foreign producers, receiving loans from financial organizations and in marketing the products in foreign markets; 7. Assists in organising the operation and mainenance of the greenhouse zone's general infrastructures; 8. Assists in obtaining the appropriate licenses and permits from state bodies.
