Challengers take center stage at Bombardier’s static display by James Wynbrandt Montreal-based Bombardier Business Aircraft (Chalet/Static Display) is featuring its Challenger line here at ABACE 2015, with a quartet of the business jets alongside an ultra-long-range Global 6000. The Challengers on display this week at Shanghai Hongqiao include the new 300- and 600-series models– a Challenger 350 and 605–along with a Model 300 and 850. Bombardier also manufactures the Learjet line. The cabin of the super-midsize Challenger 350, a derivative of the 300, maximizes natural light and redefines the man-machine interface, according to Bombardier, while providing a true “seats full, tanks full” 3,200-nm (5,926-km) range that can connect Shanghai with Jakarta non-stop. The Challenger 605 is based on its predecessor Challenger 604, and boasts one of the widest standup cabins of any large-cabin business jet, with a range capable of carrying six passengers 4,000 nm (7,408 km), enough to travel non-stop from Shanghai to Dubai. The Challenger 850 is based on the CRJ200 airliner but outfitted with an

executive cabin, providing transcontinental range of up to 2,811 nm (5,206 km)–enough to fly eight passengers from Shanghai to Kuala Lumpur non-stop. The Global 6000, representing the company’s Global line of ultra-long range business jets, offers the most cabin volume and floor space in its category, according to Bombardier. With a range of 6,000 nm (11,112 km) at Mach 0.85, the 6000 can carry eight passengers and four crewmembers from Shanghai to San Francisco non-stop. Greater China Outlook

Bombardier’s latest market forecast predicts 950 business jet deliveries in Greater China over the next decade, and the company aims to be the region’s supplier of choice. “With a very strong fleet of over 120 Learjet, Challenger and Global business jets based in Greater China, Bombardier is well positioned to build on its current presence in the region as a world-class provider of efficiency-enhancing business aircraft,” said

Earlier this month Bombardier announced signing a firm purchase agreement with Swiss Air Ambulance service Rega for three Bombardier Challenger 650s. The transaction is valued at approximately $130 million and includes aircraft modification work such as installation of a medical evacuation interior. Deliveries of the modified Challenger 650s are

The new venture initially will manage Guangxi’s XLS+s, but Schultz said it could move into managing all products in the Textron Aviation portfolio. The operation will be based in Nanning. The company views the business as another step to help new customers enter the business aviation market. “Most customers are concept buyers,” Schultz

said, noting that these customers need help in establishing their operations and learning how to manage their aircraft. The joint venture, he said, is intended to “raise the bar for the Chinese market and provide turnkey services.” He added that it is a continued educational process as the market in China continues its rapid growth. As part of that, Cessna is hosting its first Citation XLS+ operator conference for Chinese customers during ABACE.

Cessna Aircraft is hoping to launch charter and management services in China next year under a new joint venture (JV), after it received a business license last month. The JV, its third in the country, was formed late last year with its manufacturing partner Caiga, a subsidiary of Avic, and customer Guangzhou Zhongheng Group. The new business, to be called Zhonghen International Business Aviation (Guangxi) Co., secured a business operating license in March and has applied for its air operator certificate (AOC). Bill Schultz, senior vice president of business development, China, for Cessna parent Textron Aviation, said the joint venture partners have assembled an organizing committee that is laying the groundwork to launch operations. The partners bring a background in operations, which should help facilitate a 2016 launch, he told AIN. Caiga, which is teamed with Cessna on both the XLS+ and Caravan assembly joint ventures, already has secured a number of AOCs. The third partner, Zhonghen, in November took

scheduled for 2018. Rega has a long tradition in dealing with medical emergencies around the world, as well as with operating Challengers. “Bombardier has enjoyed an excellent working relationship with Rega since 1982, when the company purchased its first Challenger, and again in 2002 with the addition of the Challenger 604 to its fleet,” said Bombardier vice president of specialized aircraft Stephane Villeneuve. Rega’s current fleet of three Challenger 604s are used exclusively for ambulance flights and outfitted with intensive-care units. o

The venture also is among a number of efforts the company has ongoing as it expands in China. Its Cessna-Avic Aircraft (Shijiazhuang) venture, focused on the assembly of the Caravan, recently was awarded its initial Part 145 approval. The service station initially was approved for Caravan services, but if market dictates, Shultz did not rule out possibility of expanding services to Beechcraft King Airs. Meanwhile, the XLS+ joint venture, Cessna-Avic Aircraft (Zhuhai) Co., recently applied for its Part 145 certificate for the XLS+. Caravan Production

Cessna continues to build up the capabilities of both joint ventures. Schultz noted that the Caravan operation, which had begun in pre-existing facilities, is about a year ahead of the XLS+ operation. The company is working with the U.S. FAA for an extended production certificate that would clear the way for full assembly to begin there. Once that is complete, Cessna plans to turn its attention for a similar approval that would permit full assembly of the XLS+ in Zhuhai. But Schultz stressed that the venture is taking a methodical approach to developing

capabilities of the operations, including building up tooling and training employees. The XLS+ operation, which built all-new facilities in Zhuhai, currently is focusing on paint. The partners next are working to move into interior finishings. Cessna announced an order for the third aircraft to come from the joint venture– Shanghai-based FT Business Jets Co. Ltd. signed a contract for an XLS+ for use in charter. That aircraft will be delivered later this year. The FT contract was one of a number of orders Cessna announced yesterday at ABACE. The company also received orders from four companies for Cessna 172 Skyhawk piston singles, all for use in the growing training market. Hubei Sky Blue International Aviation Academy placed an order for five; Shanghai Avieye GA ordered a standard configuration and one with amphibious floats; and Zhejiang Aviaeast GA and, Shandong Hairou GA each ordered two. Zhejiang Aviaeast GA also placed an order for two Turbo Stationair T206s for tourism flights. Here at ABACE, Textron Aviation is displaying a Beechcraft Bonanza, King Air C90GTx, King Air 350i, Cessna Citation XLS+ and a Cessna Grand Caravan. o


Airbus ‘Summit’ plan makes its Asian debut by Kerry Lynch interest. The company expects the interior will primarily attract interest from government customers that need the mix of higher density and VIP seating. It developed the concept as customers increasingly are looking at VIP widebody aircraft. Velupillai noted a few governments have moved, or are considering a move, from single-aisle to widebodies, including both the French and Australian governments.

Airbus Corporate Jets (Static/ Chalet Display) is introducing its new A330-200 “Summit” interior to the Asian market this week at ABACE. Unveiled at the NBAA Convention in October, the interior is designed to increase capacity with both a VIP section in the front and airline-style seating in the rear. The typical layout would provide options for office, VIP seating and conference area in the front, followed by business class seating for an owner’s advisors and guests and economy seating for support staff. “What most customers want in a widebody is the ability to carry more people and to fly them nonstop to the world,” said Airbus COO for customers John Leahy, adding that the Summit will provide those capabilities faster and more affordably. The interior is designed to bring the cost of a VIP A330 to below $200 million and shorten completions time to between 24 to 30 months. The concept could be installed at any completion center with widebody VIP capabilities, but Airbus would install the airline-style seating during production to lower costs and time. “All options are on the table,” said Airbus spokesman David Velupillai. Airbus has not yet sold a Summit interior, but Velupillai said the concept is generating

Demand for VIP Aircraft

Airbus is introducing the interior to the Asian market as customers increasingly are looking at VIP widebody aircraft, Velupillai noted. Of the 170 VIP Airbus sales to date, 110 have been single-aisle aircraft. The orders have been fairly evenly split between companies, individuals and governments. Airbus delivered its first ACJ to China in 2005 and has since placed 20 in China, Hong Kong and Macau. Airbus has disclosed sales of ACJ318s or 319s to Deer Jet, China Eastern Executive and BAA Jet Management, among others in the region. Airbus is displaying a Comlux ACJ319 here at ABACE 2015. The European manufacturer is hoping to capitalize on the trend toward larger cabin aircraft and a growing a growing number of high-networth individuals. Last year, Airbus released a study on billionaires that found a growing number worldwide. In China,

the number of billionaires is expected to reach about the same number as in the U.S. by 2017, according to the study. While optimistic long term, Velupillai noted that the market has softened in China somewhat as economic growth has dropped from about 10 percent to 7 percent. A $500 Million Year

The company sold four ACJs worldwide last year, including one widebody. The value of that business approached $500 million, he estimated. Velupillai conceded that Boeing outsold Airbus last year in VIP sales, but said over the past five years Airbus has outpaced Boeing in

the VIP arena. Airbus also is promoting two new safety technologies that it recently has made available to the ACJ320 family: a runway overrun prevention system (ROPS) and onboard airport surface navigation (OANS). ROPS combines GPS with an airport database to provide pilots warning of available runway, helping with go-around decision-making

and maximizing stopping capabilities. The technology, available for retrofit and forward fit, previously has been available on the A380 and A350. Like ROPS, OANS is available on A380 and A350 aircraft. Airbus likens this technology to “GPS satellite navigation in cars,” providing maps of airport layouts and providing greater situational awareness on the ground. o

Honeywell Aerospace’s (Booth H529) SwiftBroadband satcom voice/data cabin connectivity upgrade is now available through Xiamenbased HAECO Private Jet Solutions (Booth P310). By upgrading the old version of satcom connectivity to the SwiftBroadband service, the bandwidth per channel will improve by more than five times the original speed, according to the manufacturer. SwiftBroadband connection also is in an “always on” state, resulting in higher availability. “We are delighted to complete the

FAA Supplemental Type Certificate (STC) using Honeywell satcom equipment, which will benefit all users of the Boeing Business Jet,” said HAECO commercial vice president Henry Chan. “HAECO Private Jet Solutions is now able to offer the solution quickly and cost effectively.” Unlike air-to-ground connectivity systems, the satellite-based system also works on the ground and below 10,000 feet to provide users with seamless voice and data transmissions, said Honeywell. –C.E.

Boeing evaluates BBJ Combi with an eye to China market by Kerry Lynch Boeing Business Jets (Static Display) is assessing the market for a BBJ Combi variant that would facilitate a split passenger/cargo configuration, the company announced yesterday at ABACE 2015. David Longridge, who replaced Steve Taylor as president of BBJ in December, said the BBJ Combi “could be the next step and a great addition to the BBJ family.” Such an aircraft would increase flexibility of the aircraft, he said, adding he believes a BBJ Combi would be a good fit with the Chinese market.

The announcement comes a year after Boeing launched the newest edition to its VIP product line, the BBJ Max. Boeing formally launched the BBJ Max program with its first order from an undisclosed customer on April 2, 2014. The first order involved a BBJ Max 8, which is based on the 737 Max 8. Delivery of that aircraft is expected in 2018. The company has sold four BBJ Max aircraft and a total of 228 VIP aircraft across the product line since 1996, according to its March 2015 report. The

BBJ accounts for the majority of the orders–164–with other 737s and the 787 following at 13 apiece. Boeing has also delivered 206 VIP aircraft to date. Currently, 18 BBJs are operated in the Greater China region. While that number has remained the same over the past year, Boeing had delivered five to the region in the previous year. It also is encouraged that China remains a strong market, particularly as customers in the region are increasing their international travel. Boeing Business Jets’ customer base in China includes five charter companies. These operators also have looked to increase their business internationally, as China banned government employee travel using private businesses. In addition to new sales, Boeing also has seen increased interest from China in preowned aircraft. o

Gama Aviation preps Asian management plan by Ian Sheppard Gama Aviation (Booth P706) is preparing to start its Asia Pacific aircraft management joint venture, with the first two customer aircraft to be based in Hong Kong, taking its global managed fleet to 146 aircraft. The development follows the Farnborough, UK-based company’s announcement in January that it had reached an agreement with Hutchison Whampoa (China) Limited (HWCL). Speaking with AIN as he prepared to board a flight to Shanghai on Sunday, Gama CEO Marwan Khalek said the first two customers had been secured for managing “heavy metal” long-range private aircraft, while ABACE would provide an important opportunity for publicizing the new offering to other potential customers. “We also need to know where potential customers want us to be,” he said. “But we do want to be in mainland China.” Khalek said the focus would be on private owners so it would not be necessary for Gama to obtain an air operators certificate (AOC) straight away. Gama has been particularly proactive in the business aviation market over the past couple of years, working to operate for Wheels Up in the U.S. and soon also Europe as well, merging with Oxfordbased Hangar 8 last year–creating a

company with a market capitalization of around £130 million ($200 million)– and expanding its network of FBO and maintenance facilities to include Sharjah, UAE, and Glasgow, Scotland. Khalek said that “everything Gama will do in Southeast Asia will be through our joint venture, Gama Hutchison,” with the two initial managed aircraft being managed through Gama Aviation Hutchison (Hong Kong) Limited. He added, “Our plans are not secret and we’re trying to replicate our it throughout the world.” The Gama strategy, Khalek said, is to establish aircraft management services first, and later secure FBO/maintenance assets. This is what it did in the Middle East, ultimately setting up a facility in Sharjah. “You don’t need the infrastructure on the ground to start, but the next step will be to look to set up a maintenance facility, though we already have a cooperation agreement with FIC in Beijing,” said Khalek. “We are expanding all parts of our business as aggressively as we can.” With its regional base in Hong Kong it is moving to bigger offices out at the airport soon, from its initial city-center office. Gama has many years of experience operating aircraft in the Asia Pacific

region and worldwide, but it had been cautious about getting involved too quickly. “I think I’m on record as saying I never saw the China market as being somewhere that the rewards will be instant–sometimes growth will be slower than we expect,” he said with respect to the current slowdown in the market. “The market is maturing here and the understanding is improving.” Gama Aviation’s market research in the region revealed that China experienced “an incredible 460-percent” increase in deliveries of business aircraft (from 45 to 252) comparing the 2010 to 2014 period with the earlier 2005 to 2009 period. Asia Pacific as a whole experienced 42.3-percent delivery growth between the two periods–714 units versus 501. “In contrast to this,” noted the Gama research, “the number of aircraft delivered globally contracted by 21.7 percent between these two time periods.” “The business aviation market in the Asia Pacific is enjoying strong growth,” Khalek noted, “and it is being led by China, [which] now has the secondbiggest fleet size in the region behind Australia [382 versus 738] but it is predicted to be the third largest market in the world by 2022.” o

Challenges lie ahead, but AsBAA’s Wu is optimistic by James Wynbrandt As chairman of the Asian Business Aviation Association (AsBAA, Booth P533), one of four ABACE co-hosts, Kevin Wu has many commitments here at the show, but he took a few moments on the eve of the event to share his thoughts with AIN on the current state of business aviation in China. Among the promising signs of continued growth: “In the last year several new players have come into the market here,” Wu said, citing NetJets China, which is now operating charter flights within the country; UAS International Trip Support, which opened a regional headquarters in Hong Kong and an office in Beijing; and Sparkle Roll Aviation, which has moved into aircraft refurbishment through its new partnership with Flying Colours, among recent entrants. “These are only the well known, big companies, but many, many more newcomers on a smaller scale [also entered the bizav market space],” he said. Wu believes government policy of requiring international companies to secure local partners is having a positive effect on business aviation’s progress in China. “The outsider can bring in the experience and best practices, and the inside partners can put in the financing, the understanding [of local markets] and connections.” However, Wu sounded a cautionary note, as he believes the number of companies crowding into the space is outstripping

demand for their services. “My observation is that [new entrants] all need to find a new model, a new way of doing business, because there are already players in every segment–for example management, MRO, finance–so it’s a challenge, and quite competitive.” The consequences of a shakeout for the near-term prospects of business aviation could be large, Wu said, as private investors fueling some of the current expansion could pull back if unrealistic investments goals don’t pay off. “The category is very sensitive, and PE [private equity] is very quick. Everybody’s looking for fast profits,” Wu said. “That’s an issue we’re very aware of, and we try to educate the industry to understand you cannot expect quick money.” Wu recounted a meeting with one private equity company that was interested in putting money into general aviation. “I asked, ‘Normally, what return rate are you expecting and within what time frame?’ They said, ‘We are looking for fifty percent growth within a maximum of six months.’ I said, ‘Good–let’s drink tea,’” he related, his answer signaling the investors’ goal held no basis for a serious discussion.

Meanwhile the central government’s austerity campaign and anti-corruption efforts have cooled demand for charter services and new aircraft purchases over the past year, Wu said, exacerbating an oversupply problem. “Everybody wants to lower their fees to attract customers, but we all know if the fee is below the profitable threshold, safety, service and quality will be impacted,” he said. “So in this regard, I hope the outsiders like NetJets and others work closely with their partners, using their experience, which is mature and successful, to help improve the environment.”

NJBAC received its air operators certificate (AOC) in September from the Civil Aviation Administration of China (CAAC), allowing the company to conduct charter flights within the country, the first international company to win such approval. A joint venture partnering U.S.-based NetJets and private Chinese investment firms Honey Capital and Fung Investments, NJBAC operates two company-owned Hawker 800XP midsize business jets from its base in Zhuhai. Though this is a new venture, Robert Molsbergen, who heads the operation, is eager to “take a little bit of the misconception out of the equation” regarding NetJets’ experience in China. Molsbergen noted that before NetJets teamed with its local partner,

But NJBAC is here for the long haul, unfazed by temporary market downturns. “In terms of building out our China entity, we’re diligently executing on a very conservative business plan,” Molsbergen said. NJBAC has no plans to augment its two Hawkers but has ramped up its management service, under the EJM China brand. “This is, quite frankly, now very much on our list to do,” Molsbergen said, “to see how we can serve owners in China, who either currently have an aircraft, or are thinking about acquiring an aircraft, and want to have the benefit of [a support] infrastructure.” Molsbergen pointed out management fees are often offset by discounts on insurance, fuel purchases, crew training and other costs. Management companies can offer owners these savings through their bulk buying power. Additionally, revenue generated through allowing aircraft to be used for charter can help offset operating costs, making ownership more affordable. As for EJM’s credentials in this area, “We are one of the oldest aircraft management companies in the world, we are by far the largest aircraft management company in the world. With that said, we offer a very personalized service, with dedicated teams assigned to each account,” Molsbergen said. EJM also offers transparent pricing. “We only charge a management fee,” he said. “Everything else is a pure pass-through cost, so the customer knows exactly what he pays each month.” EJM China recently brought online its first managed aircraft in the region, a Hong Kong-based Bombardier Global 6000. Aircraft owners curious about management services are welcome to visit the NetJets display (Booth P618) to learn more. Regardless of the level of operations, charter is running smoothly, Molsbergen reported. Popular destinations include Shenzhen, Shanghai and Macao, with occasional trips to central and northern China. Most of the flights are to unrestricted airports, but when necessary, the company has been successful getting the needed permission and satisfying other requirements, though Molsbergen admitted that ability “varies on the days, exactly what airport, and what activities” are going on at the time. Yet, in addition to government campaigns and airspace restrictions hampering activity, many potential customers in China who could afford and benefit from charter are unfamiliar with it, in theory and practice. NJBAC plans outreach efforts to counter that lack of awareness. “We are looking at joining very specific aviation organizations, and through those forums, we hope to educate the market about business aviation and the wonderful attributes it can bring to the business community and the leisure community,” Molsbergen said. o

Yet despite the current campaigns, the central government attaches “great importance” to the industry’s future, Wu said, noting, “In 2014, China’s government, including the China Civil Aviation Administration, released several new measures to help grow the industry.” These measures include an enhanced subsidy program to assist general aviation’s development; simplifying the AOC (air operator certificate) application process; and moving authority from approving general aviation flight plans from the regional to local governments. Removing airspace restrictions remains a priority for the industry. “They have been talking for years, and that’s not satisfactory,” Wu said. Last November the central government hosted a national meeting with civilian and military authorities to develop an implementation plan for opening more airspace to private operations. The plan looks good “on paper,” Wu said, but “we need to watch, and to push” to ensure follow through. AsBAA itself has been muscling up to achieve its constituents’ goals. The organization added 15 new members in the last year, bringing its total to more than 100 companies, as it expands its support activities. The association has hosted several seminars on business aviation topics including safety and best operational practices, the first at ABACE last year, followed by presentations in Jakarta, Hong Kong and Singapore. Also in the past year, AsBAA has formed three regional subcommittees, covering mainland China, Hong Kong and Southeast Asia. Operators in these regions face common challenges, Wu said. For example, aviation authorities in many Asia Pacific nations attempt to saddle charter operations with the same regulations applied to commercial transport

operations, rather than adopting the Part 135 rules applied to charter operators in the West. “That’s overly restrictive, and it adds to costs,” Wu said. Part of the challenge in China is simply evolving from the country’s legacy ATC system and mindset. “To change a system from the former Soviet Union system to a new system, that is really a big, big, big job,” Wu said and will require those controlling the airspace and those seeking access to it to work together. “Stakeholders need to reach agreement on compromising with each other” for the good of the system and to meet China’s aviation goals. “From the government’s point of view, they’re doing a good job,” Wu said, “But they can do a better job of relaxing the operational costs and to trying to relax the regulatory standards for business aviation.” Beyond regulatory changes, the industry itself needs to educate the public at large about “the essence of business aviation,” Wu said. “It’s a business tool and transportation tool. We need to counteract the perception that business aviation is a luxury. That’s not correct.” Infrastructure shortage is another challenge facing business aviation’s growth, Wu said, citing airport congestion as an example. “In Beijing Airport, two Boeing 777s, with 200 passengers on each want to take off, and now you have a jet with one or two passengers. Who should get priority?” he asked, before providing an answer. “So the government will build a second or third airport around major cities. They’ve also opened the door for private financing both from China and foreign countries to allow them to invest in general aviation airports.” Here at ABACE, Wu and his team are eager to meet association members and other attendees who want to be part of the region’s dynamic business aviation growth. o

Cessna Aircraft (Static Display) comes to ABACE 2015 on the heels of a milestone year in China, with highlights including the delivery of the first Citation XLS+ produced by its partnership with Avic, and the impending certification here of the Citation X+ and Citation Sovereign+. The Wichitabased company puts China first among export development markets, and this is evident in its having U.S. English and Chinese versions of its website. The Cessna-Avic Aircraft (Zhuhai) Co. joint venture assembles the XLS+ for sale in China using parts, components and subassemblies provided by Cessna. Formed with China Aviation Industry General Aircraft Company Ltd. (CAIGA), the company received its business license last July, and delivered the first two XLS+ midsize business jets to Guangzhou Zhongheng Group, Ltd. at Airshow China in Zhuhai last November. that “Bringing the Cessna Citation XLS+ to China means introducing this market to the most successful business jet ever built.” The light-midsize XLS+ carries up to 12 passengers, and with a range of 2,111 nm it can fly nonstop between Beijing and Hong Kong or Shanghai and Hong Kong. Meanwhile, Cessna’s Citation X+, the world’s fastest business jet, and the newly introduced Citation Sovereign+ are on track to gain certification from the Civil Aviation Administration of China (CAAC) this year. The Citation X+ made its first appearance in China at the Zhuhai show last November. Scott Ernest, president and CEO of Cessna’s parent company, Textron Aviation, said, “Both the Citation X+ and Sovereign+ are extremely well-suited for the China market as they combine excellent performance, large-cabin comfort, and superb acquisition and operating costs.” The midsize-cabin Citation X+ seats up to 12 passengers, has a maximum operating altitude of 51,000 feet (15,545 meters), and a maximum speed of Mach 0.935. Its 3,408-nautical-mile range gives operators the ability to fly non-stop between Beijing and New Delhi, Singapore and Tokyo, Shanghai and Darwin, or Hong Kong and Dubai. “The whole of Asia is one flight away,” said Ernest.

Both cabins feature Cessna’s Clairity cabin management system that offers passengers smartphone or tablet control of cabin lighting, window shades, temperature, and audio and video entertainment (digital media, MP3/iPhone, Blu-Ray). The interior of all three models can be configured in a wide array of seating layouts, color choices and entertainment options, and can be outfitted for international Wi-Fi connectivity, ensuring time onboard can be spent productively–even as they optimize productivity on the ground. Face-to-Face Is Best

“Having the ability to quickly meet faceto-face with business partners and customers is key to our continued success and business growth,” said Madam Xu Shuqing, chairman and president, Guangzhou Zhongheng Group, launch customer for the China-built XLS+. The most distinctive outward difference of both the Citation X+ and Sovereign+ over past Citation models is the addition of winglets, allowing the aircraft to cruise efficiently at higher altitudes and consume less fuel, as well as improving takeoff and landing performance at higher elevations or on hot days. While the focus at ABACE is on these three jets, Cessna manufactures eight Citation models (not including its in-development longrange Citation Longitude) and Ernest believes that, “For customers in China seeking to make smart investments for business aviation, Citations are exemplary with respect to performance and operating value, without sacrificing the cabin amenities and connectivity that make business travel most productive.” Cessna’s production partnership in China for its C208 Caravan single-engine turboprop has also had a successful year. CessnaAvic Aircraft (Shijiazhuang) Co., another joint venture with CAIGA, has been delivering the aircraft for sale in China since December 2013. In March 2014, CAAC granted approval for the Cessna Grand Caravan EX to operate on floats in China, resulting in an increase in orders for amphibious models, capable of operating from land or water. The joint venture operations in Shijiazhuang include final assembly, paint, testing, interior installation, customization, flight-testing and delivery. Customers for Grand Caravan EX Amphibians include Reignwood Group, which ordered 10 to expand its flight services and operate air tours in southeast China; Meiya Air for aerial sightseeing in Wuzhizhou Island of Sanya; and Joy Air, for charter tourism flights among Shanghai, Zhoushan and Shengsi Islands. Cessna also helped organize China’s first Floatplane Operator Conference, held last December at its Shijiazhuang jointventure facility, “to help build a community among current and prospective operators,” said Harris. “We’re interested in supporting the long-term growth of the floatplane industry in China and general aviation as a whole, as our joint-venture activity shows.” o

Business flying makes inroads with start-up of Korean FBO

(KAC) and its partner Avjet Asia expect to complete construction of a new FBO at Seoul’s Gimpo International Airport by December 2015, and to officially open the new facility in April 2016. The Gimpo Business Aviation Center, which will effectively be the first purpose-built FBO in South Korea, will include a passenger terminal with customs and immigration controls and a large hangar that can accommodate up to eight large jets simultaneously.

and CEO Marc Foulkrod believes the new FBO will become a popular transit stop for business aviation traffic in northeast Asia. “People are still having a lot of difficulty [operating] in China and Seoul is less than a two hour flight to Beijing and also convenient for Hong Kong,” he told AIN. “South Korea is English-speaking and a much easer place [to do business] than China. Some people are pulling their aircraft out of China and basing them elsewhere.”

by Chad Trautvetter In the short time since business jets were introduced to China, the market has already experienced a full cycle, from a peak in 2009 to today’s trough. “In China, there hasn’t yet been a steady period of sales normalcy and predictability, only extremes,” said aviation analyst Brian Foley. “Eventually, a more representative market will emerge somewhere in between.” In 2009, sales of large-cabin business jets in China were robust; today, the country’s slowing economy and austerity are putting a damper on sales. “It seems to be a universal axiom that when a country’s economy is in a down cycle, political leaders and shareholders deprecate business aviation,” Foley noted. During the U.S. financial meltdown in 2008, politicians were quick to denounce auto industry executives for flying their private jets to Washington, D.C., to ask for financial assistance. “China’s current

austerity movement is essentially the same reaction, just presented a little differently,” Foley said. “Once economic recovery firmly takes hold, denunciations are eventually forgotten and buyers no longer feel the need to take cover.” According to Foley, China will move beyond the current slow patch and begin to see some improvement next year. He noted that the Shanghai Composite Index, a leading indicator, has nearly doubled in the past year to a seven-year high, with a favorable environment for further government stimulus. “As investors and companies gain confidence in financial market vitality and stability,” Foley noted, “we’ll begin to see more discretionary income move into general aviation.” Overall, he sees China as a “nice adjunct” to industry sales. “The region will offset sales that the industry lost to the worldwide decline in the fractional segment,” Foley concluded. o

UAS trip support network expands activity in China by Charles Alcock UAS International Trip Support has strengthened its network in China with the appointment of three new station managers at airports in Shanghai (Matthew Zhang), Chengdu (Wayne Zhao) and Guangzhou (Super Zhong). The additional staff will supplement the company’s presence in the Asia Pacific region, which has recently been augmented with the opening of a regional headquarters in Hong Kong and an office in Beijing. In 2014, UAS, which has its global headquarters in Dubai, supported 65 percent more trips in the Asia Pacific region than

it had in 2013. The company remains optimistic that general aviation growth will continue across Greater China. “With the airport station managers, we now can provide even more immediate assistance to our clients,” said UAS co-founder and executive president Mohammed Husary. “Our station managers will not only be hands on with all cases, but will provide first-hand information to clients on site. This experience and knowledge is absolutely invaluable and enables us to easily deal with last-minute situations or changes.” According to Husary, China’s

South Korea presents a challenge to Chinese business aviation, with fewer operating hurdles. And a new Seoul FBO and bizav center under construction stands to attract more traffic. It is set to open in 12 months.

Avjet Asia will manage the FBO under an agreement made with KAC in December 2013, providing all standard ground handling services. In the future, the Seoul-based subsidiary of U.S. private aviation group Avjet Corp., may consider partnerships to expand the range of services the facility offers to include aircraft maintenance. In addition to attracting traffic specifically operating in and out of South Korea, Avjet Corp. chairman

vast area spanning 9.6 million square kilometers (3.7 million square miles) and 5,000 km (3,100 miles) from east to west, means that it cries out for the transportation flexibility that business aviation can deliver. “To reach remote and difficult locations, executive travelers will require a level of flight planning experience well above the norm,” he commented, adding that there is still a great need for access to be allowed to secondary and tertiary airports and for private terminals to be provided. Many of the challenges that UAS helps clients to overcome relate to restrictions on foreignregistered aircraft, which make up around 73 percent of the Greater China fleet. For instance, these aircraft often have to take non-direct routes, find it hard to get landing slots and face higher charges than locally registered

Helicopter leasing group Waypoint Leasing announced the opening of its new office in Singapore as part of a plan to expand its presence in the Asia Pacific region. To date, the Ireland-based group has delivered nine aircraft to several operators across the region, including Bond Helicopters in Australia, Hevilift and National Utility Helicopters. Waypoint views Australia and, in the longer term, China as the most promising markets for rotorcraft in this part of the world. The new Singapore office is being led by Philip Stransky, Waypoint’s director of sales and business development for Asia. His team is also targeting new leasing business in Thailand, Malaysia, Vietnam and Indonesia. “The China market is slowly improving,” commented Stransky. “We expect the market will open up in the not too distant future, but it is still very restricted compared to Western markets or even other Asian markets right now.” According to Waypoint, the oil-and-gas and emergency-medical-service sectors now present the strongest growth opportunities for the Asia Pacific region’s helicopter industry. “As regional operators increasingly seek customized financing solutions, we are well positioned to meet

that demand and navigate the complex and nuanced aviation landscape adeptly and opportunistically,” commented Stransky. He has worked in Singapore for five years and has seven years’ experience in the upstream oiland-gas sector with the Seacor Marine group. Waypoint, which has customers in 20 countries worldwide, has a fleet of around 90 helicopters, including a mix of Bell 407s and 412s. At last month’s Heli-Expo show in the U.S., the company signed a letter of intent with Bell Helicopters (Static Display) for 20 of the new Bell 525 Relentless twinengine aircraft. The company claims to be the largest independent helicopter leasing company and offers various financing options. It competes with Milestone Aviation, which is now part of the GE Capital group (Booth P400). “Our expertise is focused solely on the helicopter segment; we are not leveraging off a fixed-wing platform like others,” said Stransky. “Our team is comprised of helicopter experts, with both manufacturing and operating backgrounds. With this expertise, we truly know our customers’ businesses and are able to tailor solutions to help them grow, offering full service support that goes well beyond a simple lease.” o

Bombardier Business Aircraft opened its first Asia Pacific factory service center, at Seletar Airport in Singapore, in February 2014. At the time it had 41 employees, 25 of them technicians. Since then, the company says, it has worked on 150 aircraft, received nine certifications and installed unplanned-maintenance teams to serve the region. “We are thrilled with the Singapore service center’s performance since its inauguration,” said Stan Younger, vice president of aircraft service centers. “As the center continues to expand its service capabilities and maintenance capacity, we expect to achieve more certifications this year and to have 60 engineers and technicians on strength by year-end.” So far, the facility has earned certifications from EASA and from the civil aviation authorities of Singapore, Cayman Islands, Bermuda, Philippines, Malaysia, Hong Kong, Taiwan and the Isle of Man. Bombardier expects to receive approvals from the U.S. Federal Aviation Administration (FAA) and the civil aviation authorities of Australia, China and India this year. The Seletar service center has 32,000 sq ft (3,000 sq m) of hangar space, 38,000 sq ft (3,500 sq m) of ramp area and a similar area of workshop, warehouse and office space. The facility employs 70 people and is equipped to provide Learjets, Challengers and Globals with scheduled and unscheduled maintenance, modifications, avionics installations and AOG support. The Singapore service center is Bombardier’s 10th wholly owned maintenance facility, joining the one in Amsterdam and eight in North America. It also hosts a Flying Colours interiors shop to provide Bombardier business aircraft operators with cabin warranty, repair, line service and refurbishment services. –N.M.

Shanghai Hawker Pacific Business Aviation Service Centre (SHPBASC) is reprising its host role at ABACE 2015, while the company is also marking the fifth anniversary of its opening in April 2010. SHPBASC’s 4,000-sq-m (43,000-sq-ft) hangar facility here at Hongqiao International Airport serves as ABACE’s main exhibit hall, and the 4,800-sq-m (52,000-sq-ft) Exhibitor Pavilion and aircraft static display are outside on its expansive ramp. SHPBASC is a private, full-service FBO (fixed base operator) facility of the kind commonly found in the U.S. and Europe, but increasingly common elsewhere. FBOs allow general aviation users to come and go without many of the hassles of commercial air travel. But this model is a rarity in

China, though it appears to be in demand. Despite the slowdown in China’s businessaviation activity reported by many in the industry, the number of flights SHPBASC handled last year was up 6.5 percent over 2013, said Carey Matthews, SHPBASC general manager. The Sunday before the show was the location’s busiest in its five years, with 50 aircraft movements split nearly equally between Hongqiao and Pudong, where it also performs business aircraft handling. While most of the Hongqiao aircraft were ABACE related, the Pudong traffic represents normal business traffic, according to Matthews. For March, business aviation traffic to Shanghai was up 18 percent over the previous year. Also last year, the company became an authorized Cessna Service Center, received approval from the Civil Aviation Administration of China (CAAC) to perform structural repairs and opened a shop in the facility to service aircraft batteries. The move into MRO (maintenance, repair & overhaul) is paying off, as MRO service hours grew 70 percent in 2014 compared with the previous year, and the company is now providing AOG (aircraft on ground) services around China, dispatching maintenance personnel to get grounded aircraft back in the sky. But no SHPBASC anniversary celebration is planned, in deference to the government’s current emphasis on austerity. “Things are a bit more muted,” Matthews said. As for his own take on the current state of business aviation in China, “It’s not so much a frenzy as it was before, but in the long term it’s going in the right direction,” he said. “The people who bought airplanes are flying, and using them as they’re intended to be used. And they seem happy.” Matthews will expand on his views during an industry overview he’s presenting here at ABACE. SHPBASC is a joint venture between Shanghai Airport Authority (majority owner) and Hawker Pacific, one of Asia Pacific’s major aviation services companies, with FBOs across Asia Pacific, the Middle East, and Australia. The Airport Authority’s mission is to make Shanghai and the airport a world-class transportation hub, and SHPBASC is part of that strategy. Its lounge and private terminal rival the best in the world, and onsite customs and immigration/quarantine clearance speeds international transit. Hawker Pacific is highly involved in the management and branding of the company, Matthews said. “It’s been a very good relationship. Both parties are really active. The Shanghai Airport Authority has been an exceptionally good partner for us.” Self-deprecating about his company’s involvement in ABACE saying, “It just so

Gulfstream is bullish on Asia Pacific The Asia-Pacific Gulfstream fleet has more than doubled in the past half decade, and the Savannah, Georgiabased manufacturer has visions of even greater market penetration. There are currently more than 270 Gulfstreams based in the region, including more than 150 in Greater China, according to the OEM. From the first delivery in country in 2003, the Greater China fleet has tripled over the past five years. Gulfstream also has more than 80 company employees in Greater China (which includes Hong Kong, Macau and Taiwan). The newest Gulfstreams–the 5,000nm (9,260-km) G500 and 6,200-nm (11,482-km) G600–are expected to arrive in the next three to four years, with improved fuel economy, advanced active-sidestick controls and wide-cabin comfort. happens our facility is really the only place to host it.” Matthews expressed admiration for show organizers: “It’s super-challenging for NBAA to set this up, working from such a distance, and I think they’ve gotten pretty good at it,” he said. “They’ve put a lot of energy into it, and made an investment in the China market.” While acknowledging that playing host at the show is good for the company, Matthews sees it as a win-win for the bizav community. “It certainly helps expose our capabilities to Asian customers, and it helps them understand what support looks like,” he said. “Part of the educational maturing of the customer is to be able to come to the show, and not only see the aircraft, but also see facilities, and see the whole ecosystem that keeps these aircraft going.” At the end of the day, trappings of luxury associated with FBO facilities aren’t of great interest to business aviation users, Matthews

Our customers’ time sensitivity is unique.” Much work goes on behind the scenes to make that seamless flow appear effortless. “A lot of energy is focused on helping get slots [for arrivals and departures] and making sure there are no delays, and I have to say we’re very successful at that,” Matthews said. “We are very focused on integrating business aviation with [air traffic control].” Nonetheless, Matthews downplays the difficulties often heard about regulatory hassles and challenges of operating business aircraft in China. “We’re in Shanghai. People can get where they need to go with enough advance notice,” he said. “I know there are restricted routes here in China, [but] generally it works pretty well. Industry officials are eyeing China’s next Five Year Plan, which will establish goals for 2016 to 2020, as an opportunity to build on a slow loosening of airspace restrictions. In the most recent Five Year Plan, which runs through this year, China established a goal of improving general aviation standards and regulations, including the opening of low-altitude airspace. Government officials have followed through on those goals incrementally, gradually releasing militarycontrolled airspace and improving the efficiency of permit processing. In August 2014, China took a significant step towards liberalizing airspace up to 1,000 meters above ground level (3,280 feet agl) with a rule the Civil Aviation Administration of China (CAAC) jointly issued with the State Council, the Air Traffic Control Commission and Central Military Commission. That rule outlines procedures and restrictions for operating in four classifications of airspace, including predetermined “free flying routes” for VFR flights without prior permission. Other classifications involved those under control and requiring prior permission; areas that do not require prior permission but remain under surveillance; and areas where aircraft can fly freely after filing flight plans. This implemented the classifications that developed in recent years on a trial basis. “This regulation advances the Chinese government’s announced commitment to open access to lower altitude airspace on a nationwide basis and is a welcome step in the further opening of the GA market in China,” Ed Smith, senior v-p of international and environmental affairs for the General Aviation Manufacturers Association, told the association members in an outline of the rules. The regulation further detailed services, equipment requirements and airspeed limitations, along with flight-application procedures. The rule was the second of three anticipated as the Chinese government moves to free up airspace. The first came in November 2013, when the government issued regulations covering the approval and management of general aviation flights. That rule, Smith said, “greatly liberalized the flight-permit-approval process for a wide variety of GA flights.” A third regulation is anticipated to cover air traffic control, Smith said. The August rule cleared the way for some key operations, such as emergency medical services and air tours. The helicopter market has a greater opportunity to expand with this liberalization. But the vast majority of airspace, including that used by most business aircraft, remains under military control. Smith said the eventual liberalization of the airspace will be critical to the longterm growth of the industry. “Lack of accessibility is the largest impediment to

the growth of general aviation,” he said. Doug Carr, vice president of safety, security, operations and regulation for the National Business Aviation Association, agreed, saying, “China will need to increase the [permissible] altitudes to facilitate greater business-aviation use.” Both Carr and Smith, however, believe the steps taken so far have been positive. “I think there’s plenty of momentum for liberalization,” Smith said. “The PRC government has stated its goal to open up the airspace, but that process will take time,” said Ty Dubay, president of NetJets China. NetJets last fall became one of the first international business-aircraft operators to obtain an air operator certificate from the CAAC. “We have seen some positive moves to open the lower-level airspace, which is a great starting point,” Dubay said. Industry officials are hoping the next step will be to 3,000 meters, or close to 10,000 feet. This would spur a training market that also is a critical piece of growth of the industry in China. For now, though, “Nothing’s happening at the upper altitudes,” Smith said. But for aircraft flying at the higher altitudes, permit requirements have improved. “The amount of red tape has decreased,” Smith said, and the turnaround process has improved over time. In 2013, the government reduced permit lead times from five days to three days. “China has looked to reduce processing times,” Carr said. But he adds it is still a matter of context. The key, he added, is to be informed of the requirements and to plan ahead. The handling of business aircraft, however, is becoming smoother as the government becomes more familiar with their operations as more such aircraft operate in the country, Carr said. This education is particularly important as security concerns continue to guide policies. During the most recent Asia-Pacific Economic Cooperation meeting held in November in Beijing, the region was closed to busines aircraft traffic, Carr noted. “We do see progress but we also see examples of traditional views of security,” he said. Industry officials are hoping that the ongoing education will open the door to discussions on further liberalization, as the government lays the groundwork for the 13th Five Year Plan, 20162020. “There are ongoing discussions to determine how much airspace would be reasonable to include in the next Five Year Plan,” Carr said. Industry leaders are looking at several opportunities throughout this year to work with government regulators on issues such as access. These include ABACE, but also other events that will be held throughout the year, including a general aviation exhibition in Chengdu. “This will be a topic during several trips we have planned to China,” Carr said. o

PBN technology holds promise for satellite-based infrastructure by Mark Huber Bell Helicopter has partnered with Hughes Aerospace on performance-based navigation technology.

Bell Helicopter and Hughes Aerospace are looking at developing performance-based

navigation (PBN) for Bell Helicopter customers in China flying with advanced onboard

navigation. “PBN would allow our customers safer and optimized access to airspace, allowing them to fly the more direct approaches and departures helicopters are suited for, rather than having to fly circuitous IFRbased or fixed-wing aircraft patterns,” said Chris Jaran, v-p Bell Helicopter, China. PBN is a general term that defines navigation performance requirements for an air traffic route, instrument procedure, or defined portion of airspace. PBN uses satellite-based navigation to deliver lower approach minimums resulting in fewer weatherrelated delays and diversions; fuel savings due to less flight time through optimized routing; and more reliable, repeatable flight paths. It can be an important tool in lowering the possibility of controlled flight into terrain and other weather-related risks. Bell is partnering with Hughes Aerospace in China. Hughes is authorized by the FAA and ICAO as a third-party instrument flight-procedure service provider and is also authorized to conduct instrument flight procedure validation testing. Hughes Aerospace has participated in PBN projects throughout North America, Latin America, Asia, Europe and the Middle East. Custom Tailoring

control system, according to a November 2014 staff report published by the U.S.-China Economic and Security Review Commission. “The earthquake disabled the area’s chief ATC tower and radar, disrupting air traffic in western China,” the report noted. It added: “Because harsh terrain and road damage hampered ground-based relief

efforts, airlift proved to be the most useful method for delivering aid. However, according to some estimates, thousands died in the initial days after the earthquake due to a delay in aid delivery. Much of this delay can be attributed to shortfalls in the PLA’s [People’s Liberation Army’s] logistics and strategic airlift, but inefficiencies in ATC also played a role.” PBN can also leverage NextGen technologies to bring increased efficiencies to airspace users, according to Hughes. In the U.S. last year, at Chicago O’Hare International Airport (KORD), Hughes implemented Required Navigation Performance (RNP) Authorization Required (AR) instrument flight procedures completely independent of ground navigation equipment. Jeff Witt, managing director of navigation services at Hughes, said that “the majority of the operators at O’Hare equipped [their aircraft] and certified [them] for RNP AR, and we are excited to see this new procedure providing benefits immediately.” According to the FAA, airlines such as American, Alaska, Delta, JetBlue, Southwest, United and US Airways, and business jet operators including NetJets, are already using RNP AR instrument procedures as part of NextGen technology implementation. Hughes was issued an FAA letter of authorization in 2012 to perform flight validation activities, including ground and airborne obstacle assessment, simulator evaluation and flight validation of PBN instrument flight procedures for both fixedwing aircraft and helicopters. o

Cayman Islands promises a smooth registration process by Thierry Dubois The Civil Aviation Authority of the Cayman Islands (CAACI, booth H417) is here promoting registration of aircraft in the country. The main reasons to choose this UK overseas

territory are its favorable tax regime, low levels of red tape and a strictly enforced, English law-based legal system, according to CAACI. It is mandated to ensure that civil aviation in the

Cayman Islands conforms to ICAO’s standards and recommended practices. Local laws, with the Privy Council in England being the jurisdiction’s final court of appeal,

“afford certainty and confidence to both owners and financiers of aircraft,” a spokesperson said. The Cayman Islands has been a stable parliamentary democracy since 1831, she emphasized.

No direct taxation (such as income, sales or capital gains tax) is applicable there. The government has signed some agreements, notably with the U.S. administration, related to reporting obligations. However, “these advances have been balanced against preserving the privacy of clients, wherever possible,” the spokesperson said. Chinese Companies Qualify

To register an aircraft in the Cayman Islands, the owner must be a citizen of a Commonwealth state or the European Economic Area. Nevertheless, any owner may locally establish a special purpose vehicle (SPV) company. The CAACI has determined that “neither the directors nor the shareholders need to be resident in the Cayman Islands for the SPV to qualify.” Therefore, a Chinese company may incorporate an SPV in the Cayman Islands to register a private jet. The country promises fastmoving legal procedures, such as an average time for registration of six to eight weeks. CAACI deploys its airworthiness surveyors to inspect aircraft at their home bases. It claims to issue letters of authorization for operational and airworthiness approvals “within a few days, rather than weeks or months.” An aircraft mortgage registration can be affected “within 24 hours.” Cayman Islands courts may deal with claims such as the enforcement of aircraft mortgages. The result is a high level of “security for a mortgagee who records his or her security interest locally.” Operators of Caymanregistered aircraft are exempt from certain TSA waiver authorization requirements. This allows greater flexibility, as the process normally requires applications to be made five to seven business days in advance of flights. The CAACI’s aircraft register is primarily a “private register.” With the exception of airlines serving the public of the Cayman Islands on a regular basis, the register is not open to commercial aircraft. A private jet registered in the country will have a registration beginning with VP-C. o

much needed capital to enable the company to add to its product line, continue its product improvements and expand production. Setouchi comes from a manufacturing conglomerate. Its parent is Tsuneishi Group, a global company engaged in shipbuilding, transportation and related industries. But its relationship with Quest began as its dealer. Quest had named Setouchi’s subsidiary, Setouchi Trading, as an authorized dealer last summer, representing the Kodiak in Japan and parts of Southeast Asia. “Immediately, there was a bond,” Hill said. At the time Quest had been in search of additional investors. Setouchi took a strong interest, Hill said. But after researching the company, Setouchi executives decided that they weren’t interested in a minority share; they wanted to buy the company. The Quest board of directors decided Setouchi was a good fit and moved forward with an agreement, Hill said. The acquisition gives Quest a strong footprint in Southeast Asia. Setouchi is based in Tokyo and knows the region well. Under the dealership agreement signed in July, Setouchi Trading was representing the Kodiak in South Korea, Philippines, Thailand, Malaysia, Vietnam, Singapore and the Maldives, along with Japan. Quest already has a number of aircraft in the field in Southeast Asia in mission use and was beginning to gain footing in commercial and other venues. But the company is hoping for further growth in commercial, government and private markets throughout the region. “We think it will position us very, very well,” Hill said. He added that he believes the Kodiak, with its short-field takeoff and landing (STOL) capabilities, along with its availability for float operations, will work well for the region and its airports. The 10-place single-turboprop aircraft can take off in less than 1,000 ft at full gross takeoff weight. While Setouchi represents the Kodiak in Japan and parts of Southeast Asia, Hill emphasized it fully supports Quest’ s previously announced letter of intent with SkyView Aircraft Industry Company for representation and eventual manufacturing of the Kodiak. Under that deal, SkyView is the exclusive dealer for Kodiak in China, Hong Kong, Macau and Taiwan. The contract also outlines plans for limited assembly

and eventual manufacturing of the aircraft there. The companies are hoping to turn that LOI into a firm agreement, possibly this year. Without getting into details, Hill said the companies are approaching the agreement in three phases, from dealership to assembly of partially built kits to eventual manufacturing. But he did not have a definitive timeline, saying it could take three years or more to get a manufacturing facility up and running in China. But the deal builds on a strategy the company put in place more than 18 months ago to build up its international presence, particularly in China. Hill told AIN that growth in the region “is going very well.” Quest has three operators in the country so far, and has more in the pipeline that may come to fruition this year. The company expects 10 aircraft to be delivered to SkyView customers in the 2014-through-2015 timeframe. China is one of 17 countries that have validated the aircraft. Along with the new validations, Quest is taking a look at its network with plans to realign and add representatives where there are gaps. This primarily will be through new dealerships, but Hill said this could include company representatives in areas where it might be needed. Along with reinforcing its sales presence in Asia, Setouchi also brings the manufacturing knowledge and background of its parent company Tsuneishi. Quest already is learning new approaches to lean manufacturing and processes where it can maximize its capabilities without having to expand its facilities, he said. The company is cautiously preparing an expansion of production. Quest delivered 30 Kodiaks last year, the most in any year since the turboprop single entered service in late 2007. The company plans to produce 32 aircraft this year but currently could scale that up to 36. Quest already has discussed potential production increases and scalability with its new owners, he said. Quest also is looking at a second product to add to its product line. Decisions on another aircraft have not been finalized, but Hill, noting the company’s expertise with turboprop aircraft, said the next product would not be a jet. In the meantime, with the new ownership, Quest is planning to continue to roll out product improvements for the Kodiak this year. o

Service delivery is the watchword for WingsOverAsia, seeing strong interest from potential Chinese clients.

“We have received strong interest from China-based establishments to bring the WingsOverAsia brand and service-delivery concept into China, and will likely be establishing some platforms in the southwest region in 2015,” said Yeow Meng, executive and managing director, WingsOverAsia. Currently the company provides ground and flight support services at the new private jet terminal at Malaysia’s Senai International Airport (JHB) and at Singapore’s Seletar Airport (XSP), where it’s also an authorized sales and service facility for five aircraft OEMs. “We are a true multi-brand, one-stop aircraft acquisition and support service for private-aircraft owners,” Meng said. At Singapore’s Seletar Airport, WingsOverAsia provides its boutique service at very competitive rates to aircraft ranging from piston-engine singles to large-cabin business jets, said Meng. “They all receive the same red carpet treatment.” Also at Seletar, the company is designing and developing what it calls “Asia’s first integrated, multi-brand aircraft showroom, maintenance and aviationlifestyle facility,” with more than 6,900 sq m (72,000 sq ft) of apron with runway access. This is likely to be a “project of interest” here at the show. At Senai International Airport in Johor, Malaysia, just 18 nm northwest of Seletar, WingsOverAsia recently won a three-year contract to operate the new standalone Senai Business Aviation Terminal, which the company said will offer business

Once individuals acquire a basic license, WingsOverAsia complements flying clubs and ab initio training organizations by providing advanced aircraft and avionics training, and pilot proficiency programs to members as they gain new ratings. The company has also created an aircraft-share program to encourage more group usage of airplanes that members own individually. It played a pivotal role in the recent successful campaign to optimize the design of the general aircraft parking area at Seletar, where space is scarce, a feat accomplished in collaboration with Changi Airport Group. Additionally, the company’s networking activities throughout Asia have eased and increased cross-border flying by ­private operators, as well as sharing of aviation knowledge, according to Meng. “This not only improved the safety and proficiency of private aircraft operators, it resulted in the better integration of private aircraft operators within the crowded airline operators’ environment in Asia,” said Meng, “and we can share the skies in harmony.” For Meng and her colleagues, this ABACE marks an important milestone in the company’s history, as its on-airport and online arms grow stronger and more coordinated. “WingsOverAsia started with a dream of bridging Asian cultures and hospitality as the foundation for crafting a suite of aviation lifestyle services,” she said. “We relentlessly strive to blend global best practices and professional processes into our service-delivery methods. Dassault reports progress in China

Chinese customers are not only demanding higher-end aircraft such as the flagship 7X, but also now choosing models such as the entry-level 2000S if the mission warrants it.

“In recent years, Asia has accounted for an average of 15 percent of our sales,” Olivier Villa, Dassault’s senior v-p of civil aircraft, said. Last year was “a bit quiet.” One reason was

the change of administration in China, which caused many potential customers to adopt a “waitand-see” approach, he explained. Nevertheless, China is still the number one country for Falcon sales in the region. “Malaysia has been rather active; Taiwan’s potential still has to materialize; and Australia is our fourth largest market in Asia-Pacific,” Villa went on. Indonesia, often referred to as the next booming country for business aviation, is still at the “promising” stage. Indian sales have been “abnormally sluggish” for the last three years. “We found there everything that makes the ups and downs of our industry–most recently, a currency devaluation and a change of government– but the Bangalore airshow in February gave us some hope,” Villa said. Matching Aircraft to Mission

A remarkable evolution seems to be going on in China. Among Falcon customers in the country, the proportion of wealthy individuals used to be higher than in other regions. “This is moving to a more usual balance,” Villa said. In an emerging market, early customers want to buy the largest and more expensive business jets, without analyzing their own needs. This is changing, he added. “Now, Chinese customers are making more sensible purchases, rather than thinking only of their image and reputation,” he said. Falcon promoters are seeing this as a favorable trend, as this is already translating into some demand for the Falcon 2000LX, as opposed to the top-of-therange Falcon 7X, Villa said. As for the in-development Falcon 8X, a notable (but undisclosed) proportion of the existing orders come from the Asia Pacific region because the need for long-haul aircraft will remain predominant, Villa explained. The program is carrying on with the flight-test campaign. Meanwhile, first flight of the Falcon 5X is on schedule for June. Dassault has marketing offices in Hong Kong, Beijing, Kuala Lumpur and New Delhi. Service centers, under partnership deals, can be found in Mumbai, New Delhi, Singapore, Shanghai, Hong Kong and Sidney. Four logistic hubs support them for spare parts in Singapore, Sydney, Beijing and Shanghai. o

Embraer’s Legacy 500 makes celebratory debut stitching on the leather seats. The Brazilian OEM is also displaying its super-midsize Legacy 650 and flagship Lineage 1000E bizliner here at the show. The 14-passenger Legacy 650 has a range of 3,900 nm (7,223 km), and is capable of non-stop flight from Beijing to Dubai or Hong Kong to Adelaide, Australia, while the ultra-long range 1000E, Embraer’s largest executive jet, boasts a 4,600 nm (8,519 km) range, allowing it to fly from Shanghai to Anchorage without refueling. Though the China market is noted for its preponderance of long-range jets, “we do see increasing potential for midsize jets like the Legacy 500 as the market matures and aircraft ownership grows,” said Guan Dongyuan, president of Embraer China. Embraer also expects China’s growth in ownership to outpace global trends. According to a new Embraer market forecast, over the next decade China

Despite austerity moves, region’s fleet grew larger The Asia Pacific business jet fleet grew 15 percent last year, from 647 to 744 new or pre-owned aircraft, according to Asian Sky Group’s (ASG) Asia Pacific Business Jet Fleet Report, a comprehensive endof-2014 review covering the size and changing compositions of the fleets throughout the region. The report is to be released today here at ABACE. Also included is a forecast for 2015, which predicts the Greater China fleet growth will be “just in the area of 10 percent” this year. China’s fleet, the largest in the region, grew 16 percent last year, from 256 to 297 jets, the Hong Kong-based consultancy found. The annual growth rate is down from the 20-percent level seen over the past five years. (In 2013, China’s fleet grew by 26.7 percent.) According to the report, 2014 was a “challenging” year for

China, enabling other countries to emerge and showcase their strength in the market, primarily Thailand, Malaysia, Singapore and Indonesia. Sales of pre-owned jets in the Greater China region declined by half during the past year, the report found. Gulfstream is the region’s market leader, having delivered 30 aircraft in the Asia Pacific region during the past year (32 percent of additions). These were mostly G450s and G550s, though G650s were also added. Bombardier holds the second position, with 22 aircraft added to the fleet, representing 23 percent of the growth, while Dassault ranked next with 14 Falcons joining the fleet, marking 13 percent of the growth. The report finds significant variations within the region’s fleets. In Singapore and Malaysia, Bombardier is the market leader, while

is expected to take delivery of 855 new business jets. That will increase the country’s share of the world’s business jets, currently at 2.8 percent, to a projected 9 percent of the fleet, with

a value of some $33 billion– about 12 percent of the global fleet’s value. “Chinese customers are increasingly aware of the benefits executive jets being as business tools,” said Dongyuan.

Indonesia is Embraer’s biggest market in the region outside of China. Cessna and the discontinued Hawker line dominate the Philippines light and midsize jet fleets, which the report notes is one of the oldest in Asia Pacific. South Korea is also a strong market for Cessna, but the country also has the largest concentration of BBJs in the entire region. The 90-plus page report (available to download online for $750) includes a breakdown of the region’s fleet by country, OEM, size category, model, country of registration and fleet age distribution, as well as a catalog of FBO, maintenance, financing institutions, completion centers and other business aviation support services. A follow-on to the company’s Greater China Business Jet Fleet Report released at ABACE 2014, the expanded report covers Brunei, Cambodia, Greater China (China, Hong Kong, Macao, Taiwan), Indonesia, Japan, Malaysia, Myanmar, Papua New Guinea, the Philippines, Singapore, South Korea and Thailand. –J.W.

This reflects both the international nature of the show, and demonstrates that ABACE “is a truly Asian show,” Bolen said. The number of exhibitors from the Asia Pacific region has nearly doubled since the event was rebooted in 2012. Overall, the number of exhibitors climbed 20 percent during this same period, while aircraft on static display has increased by 41 percent. Lu Xun, vice general manager of Shanghai Hawker Pacific Business Aviation Service Centre, noted that the event “already has a good reputation in the industry,” but is helping to raise the visibility of the industry and make Shanghai an aviation capital.

Embraer Executive Jets’ (Chalet/Static Display) new midsize Legacy 500–the first midsize business jet incorporating digital flight controls based on fly-bywire (FBW) technology–is making its China debut this week at ABACE 2015. Meanwhile, company brand ambassador Jackie Chan is scheduled to take delivery later this year of the first Legacy 500 to be based in China. The $20 million aircraft features a flat floor, six-foot tall cabin and a range of 3,125 nm (5,778 km) with four passengers, sufficient to fly non-stop from Beijing to New Delhi. The Legacy 500’s cockpit features a Rockwell Collins Pro Line Fusion avionics suite and sidestick controls, while its FBW system “helps dampen turbulence when flying,” said Embraer director of marketing and product strategy Fernando Grau. U.S.-based Global Jet Capital offers fresh financing options by Charles Alcock Global Jet Capital (GJC) was launched last year as a new source of leasing and lending options for business jet transactions. The U.S.-based company started with an initial $2 billion fund with the backing of three investment firms, GSO Capital Partners, The Carlyle Group and AE Industrial Partners. The company is offering a range of operating and interim leases, finance leases and mortgage loans, progress payments and mezzanine financing (a mix of debt and equity financing) for both new and previously owned business jets. Its target market is aircraft valued at $30 million and higher, including pre-owned aircraft around three to five years old. GJC expects to work closely with all the leading aircraft manufacturers to help customers who want their aircraft to be off-balance-sheet assets. It sees international markets beyond the U.S. as being a strong focus of its activities. Here at the ABACE show (Booth P602), it is represented by two of its directors, Robert Gates and Leona Qi, who are fluent in both Mandarin and Cantonese. During the early months of 2015, GJC has been working on a number of prospective transactions involving Gulfstream, Bombardier and Boeing aircraft. “The flow of deals so far has exceeded our expectations and we have sourced several opportunities in Asia, Africa and South America,” executive director and chairman Shawn Vick told AIN. The new group’s executive committee boasts a wealth of business aviation experience. Vick formerly held senior positions with Hawker Beechcraft, Gulfstream, Bombardier, British Aerospace and Landmark Aviation. Bill Boisture, formerly with Hawker Beechcraft, Gulfstream, NetJets and Butler Aviation, is an executive director. They are joined by David Rowe, founder and managing partner at AE Industrial Partners (previously known as

AeroEquity and where Boisture and Vick also are partners). Rowe was formerly an executive vice president with Gulfstream Financial Services and GE Capital. Seven managing directors report to the executive committee—all of them with significant experience in business aviation and/or aircraft financing. Vick told AIN that the new venture’s backers have been evaluating the market for around the past 36 months. “We see an opportunity in the market because the traditional sources of financing, such as the banks, took a step back and others have placed significant hurdles in the lending process so that the provision of lease financing or debt financing has proved to be challenging,” he said. “In recent years, many businesses and individuals who have a requirement for large cabin and long-range aircraft have had to use their own capital to buy these, and then find financing [after the purchase],” explained Vick. He believes that GJC has a “significant opportunity” to help clients more finance their aircraft in a more flexible way and free up capital for their own businesses. The new lender expects to be more willing to provide funds on the basis of the value of the assets being bought, rather than purely considering the personal credit status of the buyer. “One of the differences that we are bringing to the market is that we know these assets very well,” Vick told AIN. He said that GJC’s transaction approval committee will be able to give quick, clear decisions on finance packages. GSO Capital Partners, which is a Blackstone group company run in partnership with Franklin Square Capital Partners, has approximately $69.5 billion in assets under management. The Carlyle Group is a global asset manager with a portfolio valued recently at $203 billion. AE Industrial Partners was founded in 1998 by David Rowe and his late father Brian Rowe. o
