Above any other sport, soccer is the game, the game of life— The Real Game. When national teams lose or win (Germany, for example, lost this week to France) the economy goes up, or down; politicians can win or lose; women give birth faster; or children, staring at the TV screen, smile or sadden and you, the adult, grin or grieve. The “Pecosa” (the black & white ball is the soccer ball) bounces up or down, or draws a magnificient curve, or hits the vertical in route to an spectacular goal, or becomes an ellipse before landing in the net, and the uproar happens in this new coliseum, and then mood of entire nations change… ...People cry or laugh… ...and the economy goes up or down. Like any other fan, French President, François Hollande, was religiously watching his country national team beat Germany in the Stadium new VIP seat. Circumspect at times, fully joyful at others, specially when the players dressed in blue, his country flag colours, score twice against the Germans. Deep under the skin of society, soccer is a revolving, non stop dynamics that determines everything— deli-
cately, intuitively, but, nevertheless, powerfully. More than the emotions of baseball, or basketball, or American Football, so popular in America, Soccer emotions in Europe, as they are in Latin America, can be more intense, and lingers longer. They can be so intense that, when they happen, the emotions overflow from the field and can transform the reality beyond the stadium brick and mortar structure. This week Leonel Messi, the Argentinian soccer star, was forced to go Court, here in Spain, in a process against him in Cataluña, for allegedly having avoided to pay taxes to the Spanish Government Treasury. He was condemned to deferred penalty of 21 months in prison, and publicly humiliated for supposedly using deception to avoid paying taxes to “the Spanish IRS.” Spain, who worships the Argentinian player, stop and watched while the prince of soccer walk down the shameful carpet to the “Audiencia,” where the judge listened attentively to his case and summarily ruled that, on top of fines that totals over $10 million Euros (over $12 Million of U.S. Dollars), he was required to spend 21 months “in prison.” Enough to drive Barcelona F.C., when he plays, bankrupt, if the team were forced to bench his star player for almost 2 years, at the salary he earns: $70.5 million Euros (over $80 million U.S. dollars) Like Maradona, like Pelé, like Cruyff, today Messi makes or breaks teams, makes or breaks banks, makes or breaks hearts, makes or breaks you and me, the soccer fans. What would be like if Philadelphia were to bring a Messi and his magic to our city?
CONTANDO HISTORIAS CON INNOVACIÓN El Comité de la Convención Nacional Demócrata (DNCC) anunció una colaboración con el ‘startup’ de tecnología Curalate, organización cuya oficina central se localiza en Filadelfia. “La Convención Demócrata se ha asociado con Curalate porque reconoce que el mundo político está dominado cada vez más por el contenido visual”, dijo Apu Gupta, CEO de Curalate. “DNCC utilizará la misma tecnología que implementan marcas líderes en el mundo con el fin de conectar todas las imágenes generadas en torno a la convención”. A través de una plataforma de tecnología, el proyecto espera alcanzar a la comunidad local y nacional, capturando contenido visual publicado por delegados, staff y visitantes que será conectado a otros elementos de información. Por ejemplo, conectando publicaciones de Instagram sobre DNC 2016 a otro contenido relevante como noticias sobre la convención. El proyecto también espera mejorar la página web del comité al conectar contenido visual e interactivo a otros blogs, permitiendo a DNCC etiquetar el contenido con múltiples funciones o lugares durante la convención. ■

frecer alimentos a aquellas personas que carecen de acceso a ellos es una de las principales tareas de diversas organizaciones de Filadelfia. Un servicio a la comunidad más desamparada que en marzo de 2012 hizo peligrar la prohibición instaurada por el entonces alcalde Michael Nutter, que vetaba la distribución de comida en lugares públicos de Filadelfia. La medida, sin embargo, no llegó a hacerse efectiva, pues varias organizaciones de la ciudad llevaron el asunto a la corte federal, donde el 9 de agosto de ese mismo año se prohibió la implementación de la misma por mandamiento judicial.

Ahora, casi cuatro años después de toda la disputa generada, el alcalde Kenney ha anunciado la eliminación de la prohibición de servir comida en lugares públicos. “La solución a la hambruna y a la falta de un hogar no es estigmatizarlo y esconderlo del ojo público”, dijo el alcalde Jim Kenney. “Comparto con los demandantes un compromiso firme de servir a aquellos en situación de necesidad. Junto con otros que abogan por las personas sin hogar, continuaremos acometiendo planes a corto y a largo plazo para mejorar la distribución de comida y otros servicios vitales y, finalmente, acabar con el hambre y las personas que carecen de un hogar en Filadelfia”. Por su parte, Paul Messing, uno de los abogados de este caso, aseguró que “todas las partes involucradas están deseando cooperar en la lucha por asegurar que todos los residentes de Filadelfia cuentan con comida y un hogar adecuado”. Por otro lado, tanto la ciudad de Filadelfia como aquellos que llevaron el asunto a los tribunales en el año 2012, han pedido que el mandamiento judicial que evitaba la implantación de la prohibición sea desestimado. Cabe destacar que un año después de establecer la prohibición, la Ciudad de Filadelfia estableció Food Access Collaborative, con la intención de mejorar el acceso a servicios relacionados con la alimentación de los habitantes más desfavorecidos. n Para más noticias locales visite nuestra web

La lucha por comprender

ebí haber visto en el Internet el video del hijo de Alton Sterling rompiendo en lágrimas al menos cinco veces cuando apareció en mi cuenta de Twitter. No podía evitar verlo una vez más, y tratar de entender qué pasó y por qué. Observar a Cameron Sterling convirtiéndose en el hombre de la casa tan de repente, y de una manera tan terrible, fue desgarrador. Yo quería ser uno de esos hombres que le daban palmadas en la espalda, abrazándolo y ofreciéndole apoyo. READ IN Este joven recordará el martes, 5 de julio del 2016 no solo ENGLISH como el día en que perdió a su padre, sino también el día en el que nunca volvería a confiar en un oficial de policía NEWS.com/OPINION de nuevo. Sin embargo, después de ver el vídeo unas cuantas veces más, me encontré tratando de comprender el “miedo”. Ese temor a una piel más oscura o más clara, que parece tan arraigado. Este es ¿ancestral? ¿un temor que se enseña? O será ¿algo más? Esperé observando el aluvión de cobertura de noticias, con medios de comunicación, una vez más, cada vez más preocupados por las vidas de los afroamericanos y las condolencias que le siguieron. Cada uno de los dedicados ‘estatus’ de Facebook y Twitter que trataron de unir a las personas, ofreciendo algún tipo de calma y sabiduría. Me costó trabajo encontrar las palabras adecuadas para expresar lo que estaba sintiendo ese día. Decir que hay un nudo en mi estómago no sería suficiente. Estoy lastimado, triste y temeroso. Temeroso, no solo de mirar a alguien que se parece a mí de forma equivocada, también de que algún día pudiera encontrarme a mí mismo en una situación similar a las que ahora tienen eco en todo el país. Me siento, a veces, como una especie en peligro de extinción. Existen buenos policías por ahí, conozco a algunos de ellos. Voy a continuar respetando y honrando a su profesión. Aunque cada vez es más difícil, en momentos como estos, creer que aquellos que han jurado protegernos son realmente buenos. Mientras observé el incidente de Philando Castille, viéndolo morir lentamente mientras un oficial le apuntaba con un arma, me encontré de nuevo tratando de encontrarle algún sentido a lo que estaba pasando. Tiene que haber una razón subyacente, una explicación de por qué los afroameri-
canos son siempre las víctimas. A veces me siento tan perdido y me encuentro a mí mismo anhelando mucho más que una simple respuesta. Amo a mi gente, me preocupo por ellos y es tan difícil seguir viendo cómo nos los están quitando. Me siento paralizado al ver como los tiroteos y la muerte de hombres afroamericanos desarmados se ha convertido en una forma de vida cotidiana. También me he vuelto insensible a las vigilias, las ceremonias y las ruedas de prensa en las que se promete en repetidas ocasiones que “no se dará un paso en falso”. Estoy cansado de las celebridades que hacen una declaración o dos sobre lo que se debe y lo que tenemos que hacer. Sin embargo, pasan los meses y nada realmente sucede. Después de un tiempo, la insensibilidad que siento solo se convierte en dolor. Y ese dolor no aminoró a la hora de escuchar sobre los agentes de policía de Dallas que fueron asesinados y heridos. Ese tipo de acción no hace nada para los afroamericanos, no hace nada por la causa y no cuenta con justicia detrás de ella. El gritar “jo&*$@ policía” no muestra lo que somos, y somos mucho más. Entiendo la ira y la frustración, aunque algunas veces sea erronea. Parte de ella se pierde en el mensaje. Y seguirá pasando hasta que haya una comprensión sobre “la lucha” a la que los afroamericanos, de todos los matices, se enfrentan a diario. Si bien parece que nos encontramos en nuestra hora más oscura, quiero creer que todavía hay esperanza. Una manera de unificar la lucha y las ideas en lugar de formas de infligir más dolor. Sí, la lucha continuará, pero podemos superar esto. Tenemos que lograrlo. Tenemos que hacerlo. Somos fuertes de esa manera. ■

Aumentan delitos de odio contra latinos e hispanos LGBT EFE

l número de delitos de odio contra los latinos sigue en aumento, según estadísticas nacionales que igualmente muestran un incremento en los crímenes contra personas de la comunidad LGBT, con lo que los hispanos miembros de este grupo presentan un riesgo mayor de ser víctimas. Las cifras más recientes dadas a conocer por el FBI reflejan que de 790 delitos de odio por razones de etnia denunciados en el año 2014, 376 fueron contra latinos, mientras que los correspondientes a causa de la orientación sexual representaron el segundo número de delitos denunciados. Para la organización America’s Voice, el incremento de ataques a miembros de la comunidad latina es una consecuencia directa del “discurso de odio” impulsado por la candidatura presidencial del magnate Donald Trump, virtual nominado del partido republicano para las elecciones de noviembre. De acuerdo con la organización, en los últi-

mos meses se han cometido más de 60 hechos de confrontación o ataques de parte de partidarios de Trump contra latinos o miembros de la comunidad inmigrante o afroamericana. “Es una situación muy delicada y lamentable, y estamos viviendo tiempos muy difíciles para nuestra comunidad”, declaró Juan Escalante, portavoz de America’s Voice, y quien criticó que se culpe erróneamente a los latinos de los problemas del país. Un análisis del Centro Legal Pobreza del Sur reportó un aumento de “grupos extremistas” que operan en Estados Unidos. El informe de SPLC “El año en odio y extremismo” encontró que el número de “grupos de odio activos” en 2015 se incrementó el 14 por ciento respecto al año anterior al pasar de 784 a 892. De la misma forma, el número de grupos calificados como “patriotas”, opuestos al gobierno, creció de 874 en 2014 a 998 al año siguiente. Según declaró Stephen Piggott, analista de la publicación Intelligence Report, de SPLC, “un remarcable nivel de hostilidad ha caracterizado la competencia republicana por la presidencia” y aseguró que “mucha de esa hostilidad ha venido directamente de Trump”. “Desafortunadamente, la matanza ha hecho muy poco para disuadir a algunas figuras políticas de difundir la retórica incendiaria sobre las minorías”, señaló Potok. Aunque cerca de la mitad de los 6.418 delitos de odio denunciados en 2014 fueron motivados por cuestiones raciales los ataques de odio en razón de la orientación sexual representaron el segundo mayor número de delitos denunciados. Ese año fueron reportados 1.178 delitos de odio contra miembros de la comunidad de lesbianas, gais, bisexuales y transexuales (LGBT), aunque el número podría ser mayor ya que muchos de ellos no son reportados. ■

Votantes latinos más animados a salir a las urnas EFE

os votantes hispanos muestran más “entusiasmo” de salir a votar en las elecciones del próximo 8 de noviembre tras el fallo del Tribunal Supremo que dejó de nuevo en el limbo los alivios migratorios del presidente, Barack Obama, según un sondeo. “La comunidad latina está enojada, asustada, pero está lista para actuar” en las elecciones, expresó el director del grupo Mi Familia Vota, Ben Monterrosok. El 54 por ciento de los latinos registrados para votar mostró su interés en participar este año en las presidenciales, mientras que el 25 por ciento dijo haber estado más motivado en 2012. Para Monterroso, estos resultados, que mostraron un alza de 6 puntos desde abril pasado y de 29 desde 2012, “validan lo que están sintiendo los latinos”. También manifestó que esta minoría tiene claro que el partido republicano es el que le está “infligiendo más sufrimiento”. En su mayoría, los entrevistados dejaron ver su preferencia por los demócratas, y su rechazo a los republicanos y sus políticas antiinmigrantes, entre ellas la demanda contra los alivios de Obama que buscan regularizar temporalmente a unos cinco millones de indocumentados. El 74 por ciento de los votantes latinos señaló que elegiría a la virtual nominada demócrata, Hillary Clinton, mientras que solo el 16 por ciento votaría por Donald Trump, indicó Sylvia Manzano, directiva de Latino Decisions. El mismo interés favorable mostraron por los candidatos demócratas de ambas cámaras, con el 71 por ciento a favor de ese partido en el Senado y el 72 por ciento en la Cámara de Representantes, frente al 19 y 16 por ciento, respectivamente, que favorecería a los aspirantes republicanos. Clinton superó además con el 63 por ciento de imagen positiva entre los latinos (31 por ciento negativa) a Trump, que obtuvo apenas el 17 por ciento, y que además no es visto con buenos ojos por el 78 por ciento de estos votantes. Trump ha alejado a los latinos con sus ideas de construir un muro en la frontera con México y de deportar a los indocumentados, unos once millones en el país, para ganar votantes “de derecha”, explicó Monterroso. Según la encuesta, tanto el Trump como el partido republicano han perdido el apoyo de los votantes latinos, que se calculan superarán este noviembre los 13,1 millones, según la Asociación Nacional de Funcionarios Latinos Electos (NALEO). Estos electores en su gran mayoría (81 %) aprueba la Acción Diferida (DACA), decretada por el presidente Obama en 2012 para favorecer a jóvenes indocumentados y cuya ampliación se encuentra en el limbo junto con el programa DAPA, que favorece a padres de ciudadanos estadounidense. ■

t is rather comic, or perhaps tragi-comic: Politicians and analysts in general have been talking about this “sleeping giant” for decades. The 80s and, after that, the 90s, was supposed to be “The Decade of Latinos” in the U.S. Politically, because demographically, and also economically, the numbers were cracking up upwardly with intensity. The growth of the Latino population, not only through immigration, but mainly through births, made Latinos the poster boy of the new America, almost LEA EN after the Vietnam War, ESPAÑOL 40 years ago. NEWS.com/OPINION Latino vote has been decried, praised, and then decried again, in a rarified environment in which the reality has been only partially explained. On one hand, we talk about the Latino vote, but on the other, we trash Latinos, because, for example: “They don’t vote.. “They don’t have documents.. “They don’t show up.. “They show up late, if they finally do.. “they are there, and we better keep them “there”... ...So we don’t have to, for example, include them. And yet they are there, ready to be engaged, for a politician —not to speak to them in Spanish, as George Bush Sr, Bill Clinton, George W. Bush Jr, and then Barack Obama, the last 4 U.S. Presidents, have tried to do— badly, and with a horrible accent. Accent not so much on the “phonetics,” but in the sincerity. Latino vote, without being fully engage, already determine elections, paradoxically: Both when it is partially engaged (like Obama’s first campaign, which slightly surpassed George W. Bush’s), or when it is made to stay home. This is when, more often, politicians ignore it, or, on the contrary, actively

demonize it (i.e. Pete Wilson, Donald Trump, etc.) so the dwindling fringe continues to choose the political leaders on election day, not out of confidence, but out of fear, not by simple majority, but simple “minority.” That is, when voter turn out is below 40 percent. Don’t you remember the “Proposition 187,” when “a brilliant” California Governor, Mr. Pete Wilson, decided that was the best way of getting elected, or re-elected, as he did, “thanks to the Latino vote,” but a Latino Vote demonized and subjected into passivity ? So the real question here in 2016 is this: Does Hillary feels she is in need of the full support of an active Latino Vote, which by the way can put her instantly into the White House? When is she going to choose to do that? Regardless of the antics of her Republican opponent, she can crush Trump in a heartbeat, the moment she pushes the “Latino Vote button” to the “On” position. She knows she can outdo him easily asking for the full support of the Latino vote, as she is asking for the vote of women, in general, including the Latina segment, the most prone to vote for her —or against her. Hillary knows (she is that knowledgeable) she can surpass easily Obama, and Bush and Romney, all put together, in enlisting more than 60 percent of the Latino vote, which has the power to put her ahead, both in the popular vote and the electoral college vote. Latinos, Latinas, U.S. born, and Immigrant Latinos, as, all of those with the documents to vote, would vote in mass, the moment the first female candidate for president, first in the U.S. in this historic election, switches her current strategy and activates her natural Latino vote follow up. The question is: When is she going to do it? Or perhaps: Does she really need it? ■

U
na historia que habla de la educación como factor determinante en la vida de una persona la escribió la británica Doris Lessing, Premio Nobel de Literatura 2007, quien en 1919 nació en Persia, hoy Irán. Con mucho sacrificio su madre compraba libros que llegaban desde Inglaterra en grandes paquetes envueltos con papel madera. Fueron su mayor alegría desde sus primeros años: una choza de barro con techo de paja, sin electricidad ni agua corriente, pero llena de libros. Desde su juventud perteneció a una pequeña organización que se fundó con el propósito de abastecer de libros a las aldeas africanas. En una de ellas, llamada Zimbabwe, pasó tres días sin co-
mer, pero seguía hablando sobre libros y cómo conseguirlos. Doris contaba que el maestro, una persona con alma genuinamente idealista, llegó de Londres para ayudar al continente africano. En las burdas paredes de la escuela había pizarrones, pero el maestro guardaba las tizas en el bolsillo para evitar que las robaran. No había atlas, ni globo terráqueo, o cuadernos en el salón. En la biblioteca no había libros de texto, solo volúmenes desvencijados de universidades, demasiado pesados para levantar: ejemplares descartados de bibliotecas del primer mundo. El maestro no tenía dinero porque los alumnos le pedían prestado cuando cobraba el sueldo y probablemente nunca le pagaron. No hacían tareas escolares en sus chozas porque no había electricidad en las aldeas y no era fácil estudiar a la luz de un leño ardiendo. Para las niñas era más difícil: debían cocinar antes y después de llegar de la escuela. Las madres acarreaban agua desde el río y troncos para la estufa. Doris recordaba que todos le pedían libros: “Por favor, mándanos libros cuando regreses a Londres”. “Nos enseñaron a leer pero no tenemos libros”. En la escuela, rodeada de nubes de polvo, el maestro se esfuerza con todo su ser ante unos niños y jóvenes de rostros inexpresivos. No
entienden lo que dice porque no hay imágenes en sus mentes para asociar con aquello que les cuenta. “¿Qué son las computadoras?”. Dicen que la lectura es el alimento del alma. Uno de los chicos aprendió a leer solo por medio de las etiquetas que aparecían en los frascos de mermelada y en las latas de conserva descartadas. Otro aprendió a contar con piedritas que movía sobre la tierra: “Dos más dos…” En uno de los muchos libros que escribió Doris Lassing, a través de una emocionante y cautivadora novela cuenta las aventuras de Mara y Dann, dos hermanos en un futuro imaginario; explora las características del mundo actual y las consecuencias de los actos humanos. La educación es un asunto primordial para el desarrollo de un país. LA DEUDA, MÁS QUE UNA CRISIS ECONÓMICA
La Ley Promesa es un acuerdo entre los partidos políticos de Estados Unidos para el pago de la deuda de $70 mil millones que debe el gobierno de Puerto Rico. Los líderes boricuas locales dicen que esta ley es otro ejemplo más del colonialismo americano sobre la isla, pero que podría abrir las puertas para empezar la verdadera lucha sobre el estatus de Puerto Rico y la identidad de su gente. s una historia que tiene décadas a sus espaldas. Una eventualidad, que muchos dijeron es el resultado de la situación política y social del territorio americano más grande y más poblado. El Estado Libre Asociado de Puerto Rico se enfrenta actualmente a una crisis de deuda monumental. La isla debe más de $70 mil millones, más del 68 por ciento de su PIB. La deuda de Puerto Rico es propiedad de varios fondos de bonos de inversión, fondos de cobertura y ciudadanos privados, la mayoría de los cuales son puertorriqueños. Puerto Rico, debido a las exenciones en la política tributaria, es un mercado de bonos atractivo para los inversores. El interés de sus bonos municipales está exento de impuestos. Décadas de la emisión de deuda para pagar los presupuestos encima de otras estrategias financieras cuestionables por el gobierno de la isla llevaron a la situación en que se encuentra hoy. Por no hablar de la disparidad en los subsidios federales de salud que ha dado lugar a más problemas financieros. Todo ello añadido al éxodo más grande al que asiste la isla en 50 años, lo que supone una economía más lenta y una base tributaria encogida. Cuando los bonos comenzaron a madurar en el año 2015, el gobierno anunció que no sería capaz de hacer pagos completos, citando compromisos para el mantenimiento de servicios para su gente. Esto empezó una serie de incumplimientos que obligó al Congreso a crear, casi un año después, una solución para una nación de más READ IN de 3,47 millones de ciuENGLISH dadanos americanos. El Puerto Rico OversiNEWS.com/OPINION ght, Management, and Economic Stability Act, también conocido por sus siglas (convenientes) en inglés: Promesa. Firmado el último día de junio por el presidente Barack Obama, Promesa establece, entre otras cosas, una junta de supervisión financiera que vigilará cualquiera y todos los cambios en el presupuesto y planes fiscales de la isla a medida que continúa hacia adelante con la inmensa deuda a la que se enfrenta. La nueva junta también tendrá el poder de emitir citaciones, solicitar una ejecución judicial e imponer sanciones. Lo más importante es que la junta tiene la facultad de iniciar procedimientos que permitirían a Puerto Rico reestructurar su deuda y ajustar su plan de pago, algo que muchos activistas han estado pidiendo durante la crisis. Sin embargo, muchos consideran que el poder de la junta, que esencialmente reemplaza

a la del gobierno electo de la isla, como otro ejemplo de tácticas colonialistas que EE.UU. ha forzado en la isla desde que tomó control de Puerto Rico en 1898. Los activistas, incluyendo a muchos aquí en Filadelfia, dicen que con la supervisión viene el control. Antes de que el gobierno de Puerto Rico pueda cumplir con su responsabilidad con sus ciudadanos, tales como proveer fondos para cosas como los servicios de respuesta de emergencia y educación, tendrá que ser aprobado por siete miembros designados por el presidente y sugeridos por los líderes del Congreso. De estos siete miembros, la ley solo exige que uno de ellos tenga residencia permanente en Puerto Rico y un negocio en la isla. Los que apoyan la ley aseguran que Promesa ayudará a mantener las luces encendidas y permitirá a la isla mantener vivos estos servicios debido a que no se verán obligados a pagar a los tenedores de bonos que tiene el mandato de inmediato en su constitución. Asimismo, mantendrá los fondos buitres a distancia mientras que la junta vuelve a evaluar el plan de pago de la isla y la situación financiera. El último incumplimiento que se produjo dentro de los primeros días de julio, habría abierto las puertas a la litigación si el gobierno federal no hubiera aprobado Promesa. El gobernador de Puerto Rico, Alejandro García Padilla suspendió todos los pagos de la deuda después de que Promesa se convirtiera en ley. Los opositores dicen que el hecho de que los puertorriqueños no tengan ni voz ni voto en quién está en la junta (al gobernador de la isla solo se le permite una posición sin derecho a voto), constituye una violación de la soberanía del pueblo de Puerto Rico. También se critican otras disposiciones
de la ley, tales como la reducción del salario mínimo de Puerto Rico a $4.25 por hora para los trabajadores menores de 25. Eso sería tres dólares menos que el salario mínimo federal. También, como territorio, Puerto Rico no entraría dentro la nueva ley de horas extra del Departamento de Trabajo. También está la cuestión de la capacidad de la junta para eludir las protecciones ambientales y de nombrar ciertos proyectos de energía o de infraestructuras como “críticos” sin el consentimiento del gobierno electo de la isla. Edwin Meléndez es el director del Centro de Estudios Puertorriqueños de Hunter College de la City University de Nueva York. Él explicó que Promesa fue un compromiso entre los republicanos y demócratas para evitar que el barco se hundiera. No es la mejor solución, pero es lo mejor que se podía hacer teniendo en cuenta las circunstancias. “No hay nadie en la comunidad puertorriqueña que le guste o apruebe el proyecto de ley, pero se votó porque la isla se encuentra en un momento muy crítico”, dijo Meléndez. “Por ahora, lo más que podemos hacer es un seguimiento constante de la ley y asegurarnos de que lo que se hace es lo mejor para el pueblo de Puerto Rico”. Ambas partes están de acuerdo en el primer paso, dijo Meléndez, que es resolver la crisis de deuda. Él dijo que en este punto, la isla tiene que mirar qué es lo que tiene para trabajar y lograr ese primer paso. La responsabilidad debe estar en la mente de cada uno, según Meléndez. “Podemos estar en desacuerdo en muchos puntos, pero tenemos que hacer el trabajo que tenemos que hacer, que es resolver la crisis de la deuda”, dijo Meléndez. “Teniendo en cuenta los $2 mil millones que no hemos sido capaces de pagar este mes, es fácil ver cómo esta ALDÍAnews.com / JULIO 13 - 20, 2016 / 11

situación actual simplemente no podía seguir el camino que seguía. Nadie quería hacer este sacrificio, pero dadas las circunstancias, era posible y necesario”. El año pasado, varios legisladores y líderes estatales y de Filadelfia formaron una coalición en Pensilvania. Conocido como PA for Puerto Rico, este grupo trató de abogar por la isla durante la crisis de deuda. Antes de que las conversaciones sobre la posibilidad de una junta de revisión financiera comenzaran en Washington, la coalición intentó traer tres cosas a Puerto Rico, que dijeron se podría haber hecho a través de una orden ejecutiva del presidente. La habilidad de la isla para declarar la quiebra y la reestructuración de su deuda fue el número uno en la lista, seguida de la mejor atención a la salud y la situación de Medicaid, y el impulso a la economía a través de créditos fiscales ampliados. La coalición viajó a Washington para presionar al Congreso sobre el destino de Puerto Rico en noviembre del año pasado. El grupo está formado por prominentes puertorriqueños locales, tales como la concejal María Quiñones-Sánchez y representante estatal Ángel Cruz. Quiñones-Sánchez ve la situación de la misma manera que Meléndez. “Está claro que el proyecto de ley tiene sus problemas”, dijo Quiñones-Sánchez. “Cuando se tiene un Congreso tan dividido, se tiende a ser obligado a aceptar leyes imperfectas. Sin embargo, lo que hace esta ley es traer de vuelta la posibilidad para Puerto Rico de poder reestructurar su deuda, algo que tenía la capacidad de hacer antes de que se la quitaran en 1984”. En el contexto, la eliminación de la habilidad de Puerto Rico para declararse en quiebra es importante, dice Quiñones-Sánchez. La isla y organizaciones como PA para Puerto Rico no estaban buscando el rescate monetario de la isla. El simple hecho de traer de vuelta la capacidad de la isla para el Capítulo 9 de la quiebra, era lo que se buscaba. Esto es algo que se trató de hacer por sí mismo en el año 2014, por sus empresas de servicios públicos, pero fue bloqueado por el Tribunal Supremo. “La única cosa que nos gusta de Promesa es eso”, dijo Quiñones-Sánchez. “El hecho de que mantiene los fondos buitres a distancia. Estos son fondos que compraron deuda a niveles muy baratos y quieren hacer ganancias a costa de los puertorriqueños”. Quiñones-Sánchez, junto con otros, ve la situación como una irresponsabilidad por muchos de los involucrados. Al final, las acciones tomadas o no tomadas, han traído disparidad a la asistencia sanitaria, el cierre de escuelas 12 / JULIO 13 - 20, 2016 / ALDÍAnews.com
y la falta de financiación de los fondos de pensiones. “Promesa no trae dinero”, dijo Quiñones-Sánchez. “La ironía de un nombre como Promesa... No es un rescate. No hay dinero para la paridad de la salud”. Cruz dijo que estaba consternado por la forma en la que el Congreso manejó la situación. “No ha habido ningún otro estado o territorio que haya sido tratado tan injustamente como Puerto Rico”, dijo Cruz. “La crisis exige una supervisión y un junta de revisión, entendemos eso. Se convierte en problema cuando se empieza a hacer algo más que poner esta junta en acción”. Según Cruz, la crisis de Puerto Rico fue enmarcada por Wall Street como un rescate monetario. Agregó que esa propaganda contamina lo que realmente está pasando: que los puertorriqueños están siendo tratados como ciudadanos de segunda clase. “No sé dónde obtienen su información, pero hay gente, hombres y mujeres menores de 25 años con niños, con familias”, dijo Cruz. “¿Cómo se supone que deben ellos mantener a sus familias? Con el cambio del salario mínimo están obligando a la gente joven a abandonar su isla de origen, ya que no tienen otra opción”. Cruz cree que la creación de esta junta de control es el primer paso para que Puerto Rico, finalmente, tenga una respuesta a la pregunta que les ha atormentado desde que se aceptó el control estadounidense. ¿Puerto Rico será alguna vez un estado americano? “No soy un experto, pero veo esto como la primera etapa para que el Congreso fomente orden en el ambiente político puertorriqueño con el fin de que se convierta en un estado”, dijo Cruz. “No veo otra explicación a por qué se estableció este sistema complicado de un comité de revisión cuando lo único que pedía

Puerto Rico era el regreso del poder de declarar la quiebra. Algo que tenía antes”. Fermín Morales ve la situación de manera similar a la de Cruz, excepto al hablar acerca del estatus político de Puerto Rico. “La junta representa un segundo movimiento para colonizar Puerto Rico más de lo que ya está”, dijo Morales. “Lo que estamos viendo hoy en día es lo que sucede cuando uno es una colonia. La gente se va de la isla en masa. Todo esto comenzó cuando se aprobó una ley que estableció que Puerto Rico no podía declarar la quiebra. Esto se hizo para ayudar a las empresas americanas que ganaron mucho dinero durante esta situación. Pero para el pueblo de Puerto Rico no dejaron nada”. Morales es parte de una organización local conocida como el Philadelphia-Camden Boricua Committee. La organización fue creada el año pasado en respuesta a la crisis para promover el cambio a nivel comunitario. “Nuestra misión es crear una conciencia en la comunidad de que han engañando al pueblo puertorriqueño”, dijo Morales. “Queremos acabar con la mentira de que siempre ha estado en la mente de los puertorriqueños, que no podemos ser independientes, porque los yanquis nos mantienen en su bolsillo y que no podemos hacer nada por nosotros mismos”. Morales y los otros en la organización llaman a la independencia de Puerto Rico, la otra cara de la moneda cuando se habla del estatus de Puerto Rico. De hecho, parece como si es difícil hablar de la crisis de deuda sin hablar de su condición de nación. Hablar sobre el estatus político de Puerto Rico es hablar de décadas de historia, tanto contenciosa y fácilmente malinterpretada. Esencialmente, Puerto Rico ha sido un territorio no incorporado de los EE.UU. desde que el país fue adquirido de España después de la Guerra Española-Americana. A los puertorri-
queños se les dio el derecho de ser ciudadanos de Estados Unidos a principios del siglo XX y a la isla se le dio permiso para crear su propia constitución en los años 50, después de un referéndum. Sin embargo, como territorio, el gobierno estadounidense tiene la última palabra en todo lo que sucede en la isla. Ese poder se establece en el artículo 4 de la Constitución Americana. “Lo que ha hecho esta crisis es poner al frente de la discusión la cuestión del estatus de Puerto Rico”, dijo Meléndez. “Esto es algo que no era el caso antes. Esta situación demuestra dónde está el poder verdadero en Puerto Rico y cuáles son las opciones verdaderas del pueblo puertorriqueño. Esto se ha hecho más evidente por como Promesa fue creada y cómo las personas han reaccionado a ella, y por lo tanto, la forma en que reaccionan al estatus de Puerto Rico”. Robertoluis Lugo Morciglio es un líder religioso en el Beit-El Reino de Dios en North Philadelphia. Él es parte de un grupo formado por el clero puertorriqueño de la ciudad. El grupo, Pastores x Puerto Rico, tiene un alcance similar al de PA for Puerto Rico a la hora de avanzar en la conversación y la acción. Sin embargo Morciglio dice que la coalición está más interesada en formar la conciencia cultural para potenciar el poder político de los puertorriqueños. “El poder tiene que venir de la diáspora aquí en Estados Unidos”, dijo Morciglio. “Si nos fi-

hacia dónde vamos, pero todo empieza con un cambio de actitud, un cambio de conciencia”. Morciglio dijo que él cree que la religión puede ser un catalizador perfecto para reunir a la unidad cultural. Según él, la religión busca unir, y no dividir. Como tal, Pastores x Puerto Rico ha tratado de llegar a todos los puertorriqueños. “El otro día mencioné a mi congregación puertorriqueña, que el gobierno de Puerto Rico ha dejado de existir en esencia,” dijo el. “Ellos estaban confundidos. No entendían. Lo que tenemos que hacer es educar e informar a todos sobre lo que está pasando en su nación y con sus compañeros puertorriqueños”. Morciglio mantiene la esperanza. A pesar de que tiene sus opiniones personales sobre cómo Puerto Rico debe resolver su problema de estatus y la crisis de la deuda, cree que cualquier cambio es bienvenido. Dijo que la isla se encuentra en el comienzo de un nuevo ciclo. “No va a suceder a corto plazo”, dijo Morciglio. “Tal vez no hasta dentro de dos décadas. Pero cuando sea que llegue el cambio, es algo que todos los puertorriqueños deben tener voz en cómo lo ven. Dónde cae el argumento, no importa. Lo que importa es que quieren un cambio. El resto irá a partir de ahí.” ■

Así que con el fin de crear cambio, los puertorriqueños deben darse cuenta que deben luchar por su herencia cultural. “A esta altura, todo el mundo está de acuerdo en que hay que hacer algo”, dijo Morciglio. “Lo que estamos tratando de hacer con Pastores x Puerto Rico es luchar por la libertad para tener una opción y que el poder lo tengan los puertorriqueños. us fronteras se encuentran a miles de millas de distancia. Tampoco comparten historia y, por consecuencia, costumbres culturales; ni poseen ese vínculo que automáticamente otorga el hablar un mismo idioma. Podría asumirse, entonces, que México e Inglaterra no cuentan con ningún tipo de conexión, al menos a simple vista. Sin embargo, lo que el océano y la historia han separado, ha conseguido reencontrarlo, una vez más la música. En concreto la de uno de los cantantes británicos favoritos de los mexicanos: Morrissey. Una relación de admiración mútua —Morrissey ha confesado en más de una ocasión su amor por México— que un grupo de artistas nacionales ha materializado en un proyecto que busca ‘mexicanizar’ los grandes éxitos del británico. Sus fans ya no tienen que preguntarse cómo sería la versión mexicana de Morrissey, en español y con elementos típicos de la música nacional. Suena a Mexrrissey, como decidieron bautizar a este grupo. “Estamos recreando estas canciones de las cuales éramos fans desde muy chicos y le estamos dando un toque mexicano. Estamos tomando elementos de música mexicana de diferentes regiones. Fue algo natural, es algo como muy sencillo en realidad”, explica Ceci Bastida, una de sus integrantes. Para Adan Jodorowsky, otro de su miembros, lo que hacen es “una mezcla de música de todos los lados”. Y que fusiona el rock con géneros locales de México como el son jarocho, la cumbia, pero también polca, rock duro, disco o mariachi. “El pretexto es tropicalizar un poco a Morrissey y hacerlo global, que la gente vea que la música se puede estirar a cualquier punto”, asegura Jodorowsky. Según explica Jay de la Cueva, la idea de crear este grupo fue de Camilo Lara. “Siempre tiene ideas muy buenas y brillantes y es un amigo al que queremos mucho. En mi caso éramos vecinos de niños. Sus hermanos son músicos y se le ocurrió esta idea de hacer canciones de Morrissey en español, darles el humor”. Sin embargo, De la Cueva aclara que la idea que se esconde detrás de Mexrrissey es “adueñarnos de estas grandes canciones, hacerlas nuestras”. Por lo que es “más que una banda tributo de covers”. “No tendría tanto chiste. Una banda que hace covers de otras bandas creo que hay millones.
