[ OPINION] Update: Funding Taller Puertorriqueño’s Cultural Center Organizational efforts have already secured $6.6 million of the total $10.5 million needed for the new Taller Puertorriqueño — which will be an anchor, a source of pride that serves the region’s growing Latino population and educates the wider public about Latino cultural contributions, a cultural haven, a “Corazón Cultural” for the Puerto Rican and Latino community of the region. The organization is close to reaching the total fundraising goal. This in itself is a feat for the community, and Taller’s been informed that, if all other components are in place, it is eligible for close to $3 million in New Market Tax Credits. This leaves a little over $1 million to be raised in an eight-month period.

he Philadelphia Mayor’s Office of Transportation and Utilities is clearly gearing up for Philly Bike Share (officially proposed to begin in spring 2015): In Dec. 2014, the Office released a station planning update, including results from a survey of more than 10,000 Philadelphians. The bike share would maintain a fleet of bicycles at approximately 600 docking stations, from which users could access bikes (with member or credit/debit cards) for short trips and return the bike at any other bike share docking station. Bike share programs are in place in other U.S. cities, as well as European cities, and are generally viewed as a healthy and sustainable form of public transit. The city of Philadelphia has committed $3 million in capital funds to pay for the bikes and stations, and have received an additional $3 million from federal and foundation funding, according to the website. Maintenance of the bikes in the share will be carried out by Bicycle Transit Systems, a Philadelphia-based corporation, and the city’s plan is that these costs will be paid for by user fees. Philadelphia is already considered one of the United States’ “bike-friendliest” cities, with approximately 2.3 percent of residents commuting via bike.

For more information about how to donate go to: www. tallerpr.org/donate-online/ But neither the recent report nor the Philly Bike Share website answer the questions we have about the impact of the program on lower-income and communities of color. Bicycling rates don’t vary much by income level but, according to transportation research, they do vary substantially in terms of purpose. Low-income bike use is mostly for utilitarian purposes, while higher-income use is casual, or for recreation and exercise. Immigrants, for example, are “twice as likely as U.S.-born Americans to travel by bicycle. Those earning less than $35,000 and living in dense residential areas are more than 10 times as likely to travel by bike,” according to the article “US Immigrants and bicycling: Two-wheeled Autopia” (Transport Policy, 2010). But public bike sharing systems haven’t served these populations well. Memberships are overwhelmingly white in cities with established bike share programs (90 percent white in Denver, for example, which has a substantial Latino population; 77 percent white in Washington D.C. which, like Philadelphia, is a “majority minority city”). What infrastructure does the city plan to put in place in lower-income communities and our communities of color so that the public transit benefits of bike share can include residents of those neighborhoods at least as readily as it is anticipated to benefit tourists

using the bikes in Center City? And how will the Philly Bike Share program impact local economies in those same low-income and communities of color? South Philly has a thriving, homegrown market of places like Ruedas Mexibike and El Taller de Bicicletas, that not only sell reconditioned bicycles to the community, but also serve as repair shops and parts stores. In North Philly, Neighborhood Bike Works does the same. The proposed bike share docks will undoubtedly impact these small businesses — as will the fact that maintenance needs for bikes from sharing program will not be provided by these community businesses, but by a centralized corporation. And what about parking? Bicycle parking is already at a premium in Philadelphia — how will the proposed docking stations impact existing parking, so crucial to those who use bicycles as part of their business? Will the fares — which have either not been set yet or not announced to the public — make it unlikely that our immigrant and lower-income residents ever use the service? And those are just the questions off the top of our head that neither the FAQ on the website, nor the December report begin to answer. The Office of Transportation and Utilities has a lot of questions to answer before rolling the bike share out this spring. The clock is ticking.

‘30 Under 30’ se queda con Filadelfia La segunda edición de esta cumbre organizada por Forbes se llevará a cabo este año del 4 al 7 de octubre. ANA GAMBOA anag@aldianews.com Forbes anunció que eligió permanentemente a Filadelfia como ciudad anfitriona de la cumbre “30 Under 30”, conferencia que reúne a jóvenes empresarios durante eventos de ‘networking’ para la generación más nueva de líderes políticos y empresariales. Se espera que la cumbre reunirá a más de 2.000 jóvenes emprendedores a través de una agenda de eventos que incluyen talleres y conferencias, el festival gastronómico “Under 30 Food Festival”, así como el concurso ‘Pressure Cooker contest’ que provee $400.000 a los ganadores. “Filadelfia está encantada de dar nuevamente la bienvenida a Forbes “30 Under 30 Summit” para otro encuentro innovador

Dennis M. Davin, director de desarrollo del condado Allegheny, será secretario del Departamento de Desarrollo Comunitario y Económico. Por otra parte, Eileen H. McNulty, quien ha trabajado en finanzas públicas por 25 años, será secretaria del Departamento de ingresos. “En tiempos en los que nuestro estado enfrenta serios retos financieros y económicos, Dennis y Eileen tienen la experiencia y habilidad necesaria para ayudarme a encontrar soluciones innovadoras para sacar a Pensilvania adelante”, dijo Wolf.

Según el gobernador electo, que tomará posesión del cargo el 20 de enero, Pensilvania ocupa actualmente el lugar número 50 en comparación con otros estados en la nación cuando se trata de crecimiento de empleos, así como un déficit de unos $2 mil millones. Davin lideró esfuerzos de revitalización en Pittsburgh y el condado Allegheny, incluyendo un proyecto integral en este último, que abarca el uso de tierra, transporte, vivienda, desarrollo económico, infraestructura y espacios verdes. Funcionarios estatales despertaron a una nueva realidad demográfica y estados como Texas, Florida, Virginia, Illinois y Pensilvania comenzaron una penosa guerra por la redistribución. “Para nosotros el trabajo apenas comenzaba. Teníamos los números de nuestro lado pero igual se iban a robar lo que nos correspondía. No creo que sea casualida que Pensilvania fue uno de los estados más peleados de la nación”, dijo Wynne Alexander, miembro de la coalición Latino Lines. El grupo fue creado en 2011 con el propósito de defender un proceso de redistribución justo que protegiera la representación de la comunidad latina. En colaboración con Latino Justice PRLDEF, la pelea legal llegó hasta la Corte Suprema de Pensilvania con la representación política de los latinos en juego entre en los Distritos 180, aunado al Distrito 197, el Distrito 179, y en el senado estatal, el Segundo Distrito. “No se puede confiar en que los representantes van a hacer

lo correcto, el partido va a hacer lo que es bueno para el partido. Tuvimos esta misma lucha hace más de 20 años, pero en aquella época sin la ayuda de la tecnología”, dijo Edgardo González, miembro de Latino Lines. “Esta última vez fui muy vocal y les dije que no íbamos a esperar. Por primera vez en la historia los enfrentamos con abogados de por medio”. Ni legisladores en Harrisburg ni las cortes estatales pudieron haber predecido la larga batalla que estaban por experimentar. “No esperaban que líderes latinos exigieran un proceso justo tan temprano en el proceso, cuando ni siquera la Cámara de Represenantes de Pensilvania estaba pensando en la redistribución de distritos”, dijo Miguel Concepción, de Latino Lines. “Tampoco esperaba que los latinos iban a estar listo para atacar y preparados con números, con mapas y con hechos”. LATINO | Viene de 7 que por tanto tiempo ha reinado en el estado de Pensilvania. Un proceso que en poco tiempo ha desembocado en una histórica carrera electoral hacia la alcaldía de Filadelfia que por primera vez cuenta con dos candidatos latinos. Ya desde antes de las elecciones primarias del 2014, varios candidatos latinos hicieron historia en los alrededores de Filadelfia. En 2010 Frank Acosta se convirtió en el primer presidente latino del concejo de la ciudad de Reading. A este le siguió el dominicano Julio Guridy, quien tras dos terminos como concejal en la ciudad de Allentown también se convirtió en el primer presidente latino de ese concejo. En 2012 por primera vez en la historia de Pensilvania un latino fue electo como alcalde. José Rosado se convirtió en alcalde de Feltonville en enero de ese año. Pero a pesar de las victorias electorales, la coalición asegura que aún después de presentar los mapas distritales, muchos apostaron que no habría candidatos latinos para postularse. Sin embargo, los resultados en las elecciones del año pasado

dose con dos candidatos latinos postulandose para alcalde de Filadelfia”, dijo Concepción. Pero ahora la pregunta es sí los nuevos candidatos serán suficiente motivación para sacar a los votantes latinos de sus casas

hacia las urnas el próximo 19 de mayo. “Cuando los latinos se enfrentan a un conflicto que los afecta, los latinos votan. Teniendo a candidatos latinos, la comunidad se verá reflejada y verán la oportunidad de avanzar. Por eso es que el ‘gerrymandering’ funciona, así es como disuelven el poder”, dijo González. “Creo que es importante entender lo que cada candidato aporta a la conversación, sea latino, blanco o afroamericano la pregunta es ¿qué es lo que hará por nuestra comunidad?”, dijo Concepción. Otra preocupación es que cualquier candidato de descendencia latina corre el peligro de ser encasillado exclusivamente en la contienda latina. “Como latinos antes que todo somos de dónde venimos. Uno es mexicano, es colombiano, es puertorriqueño... es una individualidad que nos separa y a veces nos hace daño”, dijo Concepción. “Porque de encontrar al candidato ideal, no debería importar de dónde viene, debería importar que representará a los latinos en su totalidad”.

Incluso si una persona logra ponerse al corriente con los pagos, o las deudas que terminan en una agencia de colección, esas infracciones pueden durar años en su historial. “Es entonces cuando hay que buscar la ayuda de una agencia de consejería de vivienda”, dijo Tapia, aunque aclaró que estas ofrecen su servicios, de manera gratuita, no solo a quienes buscan comprar una vivienda sino simplemente mejorar su crédito. “Después de sacar su reporte de crédito, le informan lo positivo y lo negativo, y dependiendo de esto hacen un plan para ir pagando las deudas”, agregó. El plan para mejorar el crédito podría incluir la consolidación de deudas, de tal forma que en vez hacer un pago aquí, uno allá y otra acá, se obtiene un solo préstamo grande para cubrir todas sus cuentas y hacer un solo pago mensual que le permita manejar mejor sus ingreso. Otra opción es hacer un plan de pagos, que en ocasiones puede requerir cerrar la línea de crédito, para permitirle hacer pagos mensuales a un plazo fijo. También podría considerar negociar una deuda, particularmente si esta ha sido referida de una agencia de colecciones a otra y se ha ido devaluando en el proceso, por lo que en ocasiones se puede saldar pagando una fracción del monto original. Aunque lo ideal es prevenir llegar a estas opciones, la realidad de este país es que para vivir el sueño americano no se puede evitar el crédito, por lo que más vale aprender a manejarlo. “En nuestros países nos dicen que compre uno en efectivo, pero aquí es diferente”, dijo Tapia. “La persona que compra siempre de contado no existe en las agencias de crédito”. Entres las recomendaciones de Tapia para construir y mantener un crédito saludable, está el comprar solo lo básico con tarjetas, la comida y los servicios de la casa, y al final del mes pagar por completo el saldo. Por otra parte, no utilizar más de la mitad de la línea de crédito, ya que es entonces cuando las agencias lo ven a uno como una persona que podría tener dificultades para saldar la deuda. Estela Carrasco, consejera de vivienda de Concilio, recomendó a quienes buscan construir o reparar su crédito, considerar abrir una tarjeta de crédito asegurada respaldada por un deposito de seguridad igual a la línea de crédito. Por otra parte, hacer un presupuesto y mantenerse firme a este para evitar cargar a las tarjetas más de sus ingresos. Pero de que sirve tener televisiones enormes si seguimos sufriendo de pobreza. Por eso hay que pensar a largo plazo, reducir las deudas, aumentar los ahorros, y comprar pensando en el valor económico, no en el lujo. Quizá no tenga los mejores zapatos o las mejores camisa, pero no hay que pensar en acumular más cosas sino en buscar la libertad financiera”. Aunque estos consejos suenan fáciles en teoría, a la hora de la práctica se pueden complicar las cosas. Si ese es su caso, más vale buscar ayuda. Afortunadamente, en la ciudad del amor fraternal existen diversas organizaciones que trabajan con miembros de la comunidad hispana en esta materia. Entre ellas Congreso, Concilio, Norris Square Civic Association, Esperanza, y APM, solo por mencionar algunas. Hiram Carmona es gerente de la Oficina de Consejería de Vivienda de Filadelfia, la cual provee ayuda a personas que están

en riesgo de perder su vivienda ante una ejecución de hipoteca, así como consejería a personas que buscan comprar una vivienda por primera vez, ambos casos en los que el manejo de deudas y de crédito juegan un papel de gran importancia. Según él, la reducción de ingresos es uno de los principales factores que llevan a las personas a acumular deudas. “La economía está mejorando pero aun no está en donde debería estar. La gente no está ganando tanto como solía pero está acostumbrada a un cierto estilo de vida, por lo que en ocasiones es necesario buscar ayuda para reajustar sus gastos”, dijo Carmona. Quienes están en riesgo de perder su vivienda ante la ejecución de una hipoteca y buscan la ayuda de la Oficina de Consejería de Vivienda de Filadelfia, están obligados a asistir a una sesión de orientación de herramientas para la capacidad financiera, con duración de dos horas, y tienen la opción de asistir a tres clases adicionales. Por otra parte, quienes buscan comprar una vivienda por prime-

Por otra parte, Carmona recomendó a quienes no tienen como meta a corto plazo el comprar una vivienda sino construir su crédito, asistir a uno de los 11 centros de empoderamiento financiero de la ciudad (www. fecphilly.org), entre ellos uno localizado en Congreso, que provee ayuda bilingüe dentro de la comunidad hispana de la ciudad. Estos son solo algunos de los recursos disponibles en la ciudad par quienes buscan mejorar su crédito así estén listos o no para comprar una vivienda. “Filadelfia es muy afortunada de tener muchas agencias de consultoría de vivienda y reparación de crédito financiadas por la ciudad o entidades estatales o federales, y organizaciones sin fines de lucro que no cobran absolutamente nada”, dijo Tapia. “No hay excusa para no acudir, son gratuitas y ofrecen servicios bilingües. Solo es cuestión de buscar ayuda”.

Su pregunta es interesante. Lo maravilloso es poder ver a las personas disfrutar (y no disfrutar) de la novela en tiempo real debido a los medios sociales. Ha habido una gran reacción de las personas de diferentes procedencias. Aunque el libro trata específicamente de un contexto de Nueva York, creo que muchas preguntas formuladas – sobre los rostros cambiantes de las ciudades, la gentrificación, apropiación, identidad, amor—resuenan en formas mucho más amplias.

Creo que es hora que la Fantasía Urbana avance como género y empiece a abordar más de los problemas con los que las ciudades están tratando en estos tiempos. Algunas lo hacen, por supuesto, pero con frecuencia lo que recibimos en vez en una versión muy esterilizada y blanqueada de los Estados Unidos urbanos, o una horrendamente representada por villanos. Actualmente las ciudades estadounidenses están en crisis. La violencia policiaca, la violencia del desplazamiento masivo y la pobreza… son todas un despliegue de tragedias que las personas de color, particularmente, deben confrontar, y también debemos tener lite-

El efecto del género musical del rap Este es la primera de una serie de columnas escritas por alumnos de la escuela secundaria “Science Leadership Academy at Beebe” en Filadelfia. Cada mes se publicará una nueva columna juvenil en esta página y en nuestro sitio web. Esta semana, la autora es Idamis F. Torres. Tiene 16 años y está en el décimo grado. Nació en Cidra, Puerto Rico, pero ahora vive en el noreste de Filadelfia. Le gusta boxear. oy en día la mayoría de los jóvenes escuchan rap. Me pregunto, ¿Será este género musical un factor influencial en nuestro vocabulario? El rap surgió a mediados de las 80s entre las culturas afroamericanas. Los orígenes de este género fueron basados en el juego de palabras y la recitación de rimas poéticas. De origen americano y formalmente en inglés,

este género musical ha crecido y se ha expandido a todas partes de Latinoamérica. Aunque este género musical es muy diferente a la música tradicional de nuestra cultura, ha tenido acogida en la comunidad de jóvenes latinos y alrededor del mundo. Artistas latinos como Daddy Yankee, Wisin y Yandel, Chino y Nacho, Residente de Calle 13, entre otros, han sido reconocidos por su éxito musical como cantantes de música rap. El rap frecuentemente se asocia con la violencia, sexualidad y rebelión. Refiriéndome de nuevo a Wisin y Yandel, su canción ‘Sexy Movimiento’, es un ejemplo perfecto. La canción incluye letra como, “Tienes un cuerpo brutal...que todo hombre desearía tocar”. Estos versos de la canción podrían ser interpretados como una falta de respeto

hacia mujeres, y ciertamente los artistas no le están ofreciendo un buen ejemplo a los jóvenes sobre cómo tratar a una dama. A pesar de que estas asociaciones no son características positivas, el género sigue creciendo, posiblemente porque las historias que predominan son basadas en situaciones que se relacionan a la vida diaria de los que lo escuchan. En una encuesta llevada a cabo por la facultad de Psicología de la Universidad Antonio Nariño en Colombia en mayo del 2012, jóvenes de 12 a 17 años fueron parte de una investigación para determinar si los géneros musicales afectan o influyen en su comportamiento y vocabulario. Solamente 5 por ciento de los jóvenes identificaron rap como su género musical favorito. Sin embargo, exactamente 50 por ciento

de todos los jóvenes dijeron que su música de preferencia influye significativamente su vocabulario. De acuerdo a estas estadísticas, el rap no es un género popular entre estos jóvenes. Pero viviendo en la ciudad de Filadelfia, y siendo una estudiante del sistema escolar público, yo no estoy de acuerdo. Los jóvenes que están a mi alrededor son significativamente influenciados por el género día a día. En mi opinión, el rap no solamente afecta nuestro vocabulario pero también afecta la manera en que actuamos y nos comportamos alrededor de otros. Muchos de mis amigos y compañeros de clase se visten, hablan y hasta aspiran a ser como los artistas de rap. No solo por su musica, pero tambien su personalidad, estilo y forma de ser.

¿Cuánto tiempo? Dependerá del compromiso de participación en el cambio que estemos dispuestos a asumir cada uno de los que nos decimos mexicanos. Un cambio no excluye la posibilidad de violencia: la historia habla de que una transición puede provocar un largo y sangriento drama de guerras, revoluciones, hambres, migraciones forzadas, calamidades. El evitarlos dependerá de la disposición, flexibilidad e inteligencia de cada uno de los mexicanos. Si demostramos ser miopes, poco imaginativos y asustadizos, ofreceremos demasiada resistencia al cambio y con ello aumentaremos los riesgos de violencia y destrucción. Está en juego nuestro destino como nación: el tiempo más corto, la aceleración más rápida, los peligros enormes. Si reconocemos la necesidad de una democracia ensanchada, estaremos dispuestos a trabajar en la creación de una sociedad más digna. Comenzando por nosotros mismos. Sabemos y percibimos lo peligroso que es el mundo en que vivimos. La inestabilidad social y las incertidumbres políticas pueden desatar feroces energías.

Vemos cada día lo que provoca el combate al narcotráfico y el terrorismo. Hemos experimentado los efectos del cataclismo económico. Pero la mayoría de los mexicanos ignoramos lo que significa una guerra en carne propia, y no hemos visto correr sangre. Jamás un número tan elevado de mexicanos había tenido la posibilidad de educase, comunicarse, y aprender de otras culturas. Nunca tantos habían tenido un nivel tan elevado, precario quizá, pero lo bastante amplio para participar en la vida cívica del país. Nunca tantos tuvieron tanto qué ganar garantizando que los cambios necesarios, y profundos, fuesen realizados pacíficamente. La juventud pregunta: ¿Qué nos depara el futuro? El gobierno, por tecnócrata, instruido o político que sea, no puede por sí solo crear una sociedad nueva. Necesita la energía y el dinamismo del pueblo entero. Esas energías están a nuestro alcance y sólo esperan ser liberadas: la imaginación colectiva está a punto de dar a luz. En la mente de muchos mexicanos ha comenzado ya el proceso de reconstrucción.

¿Qué nos depara el futuro? N

adie sabe lo que nos depara el futuro. Desconocemos lo que funcione mejor en estos días de incertidumbre. Lo que sí sabemos es que es urgente pensar no en un solo cambio impuesto desde arriba, sino en millones de cambios en la base. Los generalizados sentimientos de desilusión, irritación y amargura contra el Gobierno pueden convertirse en fanatismo; frenesí exacerbado por demagogos deseosos de aprovechar la inestabilidad actual para sus propios fines. Urge canalizar estos sentimientos hacia el proceso de una nueva cultura nacional de responsabilidad social y personal. Algunas generaciones han nacido para crear; otras para mantener el status quo; y otras para destruir. Las generaciones que desencadenaron los cambios históricos se vieron obligadas por las circunstancias a ser creadoras: su destino fue crear. Otras han sentido la obligación de conservar lo creado por otros. Muchos jóvenes de hoy sólo en libros han leído que México es el cuerno de la abundancia. Ellos nacieron endeudados, en un

país desesperanzado, ahogado en el catastrofismo. En todas las esferas de la vida social, en la familia, escuelas, negocios, industrias, iglesias, sistemas educativos y de comunicaciones, nos enfrentamos a la necesidad de crear una sociedad nueva. En ninguna parte es la obsolescencia más avanzada o más peligrosa que en nuestra vida política: en ningún terreno encontramos menos imaginación, más derroche, ninguna disposición a considerar un cambio fundamental. Aún las personas más audaces parecen petrificarse ante cualquier sugerencia de compromiso personal frente al cambio. Dentro de cada partido político la idea de un cambio profundo hacia la democracia es aterradora. El riesgo de modificar una estructura, por obsoleta y opresiva que sea, parece más temible que el caos actual. La creación de nuevos esquemas políticos para asegurar una sociedad más sobria, más justa, más eficiente, no se produce de un día para otro, sino como consecuencia de mil innovaciones y colisiones a muchos niveles, en muchos lugares, y durante cierto tiempo.
