LA CONVERSACIÓN

“Language access” will allow PHL to access the world

O

ur aspiration to become a global city once again got a boost last week at Philadelphia City Hall. Mayor Jim Kenney signed Executive Order No. 7-16, establishing a ‘language access’ program for Philadelphia. We see this as an exceptional opportunity for our adoptive home town: As dual-language citizens of Philadelphia, as AL DÍA is, we not only see it from the inside —a domestic perspective. We see the granting of access for Spanish-language dependent residents of the city to services, from election notices, to trash or snow removal, to police protection, to the healing services from city’s doctors or nurses. We see it also from the international perspective —from the domestic to the global—context in which Spanish stops being a language from El Barrio in the north or South Philly, and becomes again the universal language it is, spoken in South America by twice as many people as those who speak English in North America. Add to those roughly 600 million Spanish speakers, the 50 plus more millions from Spain, Ladino Israel further East, or Spanish-speaking Philippines, all the way to the other extreme, over to Asia. This was the language of an Empire, remember. One where “the sun never set,” as its King Charles V once proclaimed. If in English we are regaled by the sharp Shakespearian prose, in Spanish we enjoy the music of the words from Don Miguel de Cervantes Saavedra, author of “Don Quixote,” which can uplift us as much. In other words, by the city of Philadelphia enabling its different departments to become Spanish-language competent (as they will be in several other languages now heard in cosmopolitan Philadelphia) the city takes an extra step towards becoming a beacon of multiculturalism, diversity and inclusion on the U.S. Eastern Seaboard. That stands to attract, one, overseas investments; two people; three more trade — three shots of vital energy in the arm our city badly needs.

Anteriormente llamada Mayor’s Office of Immigrant and Multicultural Affairs, OIA funciona ahora bajo la Oficina de Managing Director.

Native America is crawling back to life After 528 years of being “discovered,” and summarily exterminated or segregated, the aboriginal inhabitants of our continent are beginning to crawl back into life.

T

ake a look at the astonishing beauty of the pictures of this week’s cover story.

The remnants of the war of European colonization in America, the children of those who survived the onslaught, are back. Their face equally proud, or naive, as they must have looked to Spanish “Conquistadores” or, in the Caribbean and the North, to the Germanic speaking Europeans. On both halves of the continent the battle for winning over the land, and subjecting the former landlords lasted centuries, and gradually decimated the original population, to the point that Father Bartolomé de La Casas, from Spain, had to pray. Pray so hard to convince the King in the empire’s capital, in Spain, to accept his insistent request that, instead of the Native Americans,

who he said “had soul” and were “creatures of God,” the colonial powers installed in South America the use instead additional labor brought over from Africa in chains. Slavery from Africa was officially inaugurated in the 16th Century, although it had unofficially lasted in America close to 100 years since the “discovery,” when the native population began to falter in numbers. They were simply dying of diseases brought over from Europe, or exhaustion from intense labor, or outright massacres and wars of extermination. In the north, we forced them into “reservations,” where they survive to this day. They are back, wondrously. Those from Mexico (take a look at the pictures) look simply majestic. ■

ran y sirvieran a ti”.
