Cabrini: A University for Immigrants in PHL region
THIS IS A section of a painting displayed in one of the halls of Cabrini University, depicting the faces of immigrants the college has served for over six decades of its history as a college. Some have come from Central and South America, where Mother Frances Xavier Cabrini traveled to during her life, surmounting mountains and oceans and founding over there educational institutions where her named is today revered. As a result, Cabrini’s network of educational institutions include some in Nicaragua, Argentina, Paraguay and Brazil.

his past week was my first meeting as a member of the Board of Trustees of one of the universities in our region with one of the most noble traditions. Cabrini College, recently renamed Cabrini University, was founded as a very modest educational institution for poor immigrants in the Philadelphia region by an extraordinary woman LEA EN whose story should be beESPAÑOL tter known. NEWS.com/OPINION Mother Frances Xavier Cabrini, a Catholic nun born in Italy, was sent in the 19th Century to America by the Pope with other four nuns to help the wave of immigrants coming at the time out of Italy— as poor, as uneducated, and as defenseless as those who come today from Mexico, or Puerto Rico.
The vision of Mother Cabrini, founder of the order of Missionary Sisters of the Sacred Heart, was very simple: Combat the pest of poverty through education, the devil of injustices of men preying upon other weaker men through the developing of the intellect all humans are gifted with. Liberation for Mother Cabrini was actually in our hands, so long as we could reach out to a book to read, a professor willing to give us the time to teach us, and an environment where a young person can be judged “by content of their character, not by the color of the skin,” as Martin Luther King used to say. In the case of Latinos, coming mostly from the Spanish-speaking world, judged not only because of their colored skin, but also by their heavy accent in English.

e acuerdo con el Pew Research (2015) somos 55.4 millones lo que equivale al 17.4 por ciento de la población y, aunque crecimos un 1.2 millones en relación con el año anterior, hemos comenzado a disminuir (2014). Interesante: la nacionalidad que más ha contribuido a este descenso es la Mexicana con un 2.2 por ciento. Con este panorama, más la incertidumbre de una reforma migratoria comprehensiva, pareciera imperativo aprovechar y fortalecer lo que tenemos, además de demostrar con números nuestra presencia antes de que los números sigan bajando. De nuevo, el Pew Research nos dice que el número de hispanos que se inscribió para votar en 2012 alcanzó los 13.7 millones, lo que significó un 18 por ciento más en relación con el 2008; fue un record. Sin embargo, el porcentaje que votó fue el 81.7 por ciento, versus el 84 por ciento del 2008. Quién nos entiende, dirían algunos. La organización Voto Latino, más entusiasta y con una mirada de futuro, nos dice que cada 30 segundos un ciudadano latino cumple los 18 años. Eso significa que en este momento debe haber aproximadamente 27.3 millones de latinos que pueden ejercer el más grande de los derechos que tiene una democracia: elegir. Opinan que podemos impactar este país local, estatal y a nivel nacional. Sin embargo, de acuerdo con la misma organización, en estados como Arizona, Colorado y Florida –con una alta presencia latina- el 40 por ciento de quienes pueden votar no están registrados y aunque registrados, el día de la votación como lo ha dicho el Secretario de Gobierno de Pennsylvania Pedro Cortés, los hispanos no salen a votar tanto como se espera. Esto no sería tan grave si no fuera porque son esos números justamente los que pueden redirigir políticas y lo más importante, la inversión social. Departamento Justicia presenta oficialmente cargos criminales contra Arpaio EFE
E
l Departamento de Justicia de Estados Unidos (DOJ) presentó oficialmente cargos criminales en contra del alguacil del condado Maricopa, Joe Arpaio, por desacato a las órdenes de un juez federal en un caso de perfil racial en contra de conductores hispanos. En un documento presentado ante la Corte Federal en Phoenix, el DOJ acusa al alguacil de haber continuado con operativos y redadas donde aplicaba leyes migratorias a pesar de el juez federal Murray Snow se lo prohibiera en diciembre del 2011.
VARIOS MANIFESTANTES SOSTIENEN pancartas que piden el arresto del alguacil del condado Maricopa, Joe Arpaio, durante una protesta en las afueras de la Corte Federal de Phoenix, Arizona. Según documentos de corte, Arpaio siguió ejecutando estos operativos hasta 18 meses después de que se emitirá esta orden. El pasado mes de agosto, el juez Snow recomendó la presentación de los cargos criminales en contra de Arpaio y varios de sus oficiales de más alto rango, por no proveer documentación requerida en el caso civil Melendres Vs. Arpaio. El Gobierno federal decidió seguir el caso en contra de Arpaio ya que considera que el tiempo de limitaciones ya se ha cumplido en los casos en contra de
algunos de sus oficiales de más alto rango, incluyendo el oficial Jerry Sheridan y el Capital Steve Bailey. “Arpaio violó la orden al detener a personas bajo la sospecha de que se encontraban en el país de manera ilegal a pesar de que no existían cargos estatales en su contra”, indica el documento de tres páginas presentado ante la corte. El Departamento de Justicia asegura que Arpaio intencionalmente violó esta orden. En caso de ser encontrado culpable,
Arpaio podría enfrentar hasta seis meses de cárcel. El juicio contra Arpaio está programado para comenzar el próximo 6 de diciembre, pero esto es solo una formalidad ya que la defensa puede pedir más tiempo para prepararse. Por su parte, en un comunicado de prensa, Arpaio respondió a estas acusaciones asegurando ser “víctima” de la administración del presidente Barack Obama quien en su opinión está tratando de evitar su reelección el próximo mes de noviembre. ■

l candidato republicano a la Casa Blanca, Donald Trump, insistió en que los comicios del 8 de noviembre en los que se enfrentará a la demócrata Hillary Clinton están amañados “en las urnas” en favor de la ex primera dama. El magnate inmobiliario viajó hoy a Wisconsin, estado en el que tiene pocas posibilidades de salir victorioso -los demócratas ganan ahí desde 1988- pero muy simbólico por el enfrentamiento que mantiene con el presidente de la Cámara de Representantes de Estados Unidos, Paul Ryan, oriundo de esa tierra. Trump reunió a miles de personas en Green Bay (Wisconsin) al grito de “Paul Ryan apesta” y centró su discurso en un presunto amaño electoral en el que insiste desde hace semanas sin presentar pruebas y del que el aparato republicano se ha desmarcado. Trump afirmó que cerca de 1,8 millones de personas fallecidas están registradas para votar en las elecciones presidenciales. “Si van a votar por mi podemos hablarlo, pero tengo el presentimiento de que no van a votar por mi”, bromeó el magnate, al añadir que todos estos muertos van a votar “por algún otro” candidato, en alusión a Clinton. Trump también aseguró que 2,75 millones de personas están inscritas para votar en más de un estado y que un 14 % de los inmigrantes indocumentados también lo está, lo que equivale a un millón y medio de personas aproximadamente. “Hemos descubierto que esta participación fue suficientemente grande para decantar la victoria demócrata en varias contiendas ajustadas”, dijo Trump, al insinuar que el presidente
de EE.UU., Barack Obama, ganó las elecciones de 2008 en Carolina del Norte, una contienda que se resolvió por poco más de 14.000 papeletas, gracias a los votos de los indocumentados. Sin citarlo, Trump se refirió a continuación a Ryan y al resto de dirigentes republicanos que lo han censurado por insinuar que las elecciones pueden estar amañadas. “¿Habéis oído a toda esta gente diciendo que no está pasando nada? Gente muerta desde hace más de 10 años que todavía votan, inmigrantes indocumentados que votan. ¿Dónde está la sabiduría de todos estos políticos? ¡No tienen!”, dijo. Antes del acto en Wisconsin, Trump ya había respondido a Ryan por Twitter: “Por supuesto que hay ya un fraude electoral a gran escala antes del día de las elecciones. ¿Por qué los líderes republicanos niegan lo que está ocurriendo? ¡Es tan ingenuo!”. “Paul Ryan, un hombre que no sabe cómo ganar -incluido que hace cuatro años se presentó como vicepresidente y perdió-, debe empezar a enfocarse en el presupuesto, las Fuerzas Armadas, los veteranos etc.”, añadió. he testimony from three enterprises we sampled for this week’s edition, focused on the issue of Latino Entrepreneurship and access to capital, leave a dismal balance for Philadelphia: The city classified one spot away from being at the bottom of the national ranking among the top 11 U.S. capitals, in terms of support of nurturing and development of small businesses. With and without support, Latino enterprises continue to prosper in Philadelphia, although those which do, do it confronting frequent humiliating denials on regular credit applications presented to well-known banks in this city for which the Latino last name may still be a red LEA EN flag to approve a ESPAÑOL simple loan, despite evidence of cash NEWS.com/OPINION flow or longevity of the business applying for it. No matter how hard they try, no matter how good the products and services may be, the absence of capital to enable the business with more capacity to produce, can kill the best ideas and subdue the most courageous entrepreneurs. The damage done to these enterprises finances keep expanding like a cancer into the city’s neighborhoods, in which the absence of prosperous business simply means less employment, less taxes for the government, eventually less money to lend to the public. It’s a vicious cycle. Which policy, in the hands of enlightened leaders, both in the public and private institutions that lend money to small businesses, can finally reverse the vicious cycle? With steady good will and sustained policies that acknowledge where the source of honest wealth in reality is, small businesses should thrive. Not in the banker’s vaults where the stash of cash is stored, but in the mind and the determination of the solitary entrepreneur willing to bet his life on his or her business dream and plan. Cities don’t create renewals only by building tall skyscrapers in downtown, for which the financing is quick and easy from those large banks, but by spreading intelligently that badly needed cash into the robust economic development engine, which new immigrant entrepreneurship has always been for America. ■

n el Estado de Pensilvania, y más exactamente en la región de Filadelfia, existen ayudas para nuestros empresarios y en teoría, acceso a capital. Sin embargo, para esos negocios que son propiedad de Latinos sigue siendo un reto acceder a los recursos para crecer y a la vez desarrollar los vecindarios en que vive la mayoría de la población de origen hispano. AL DÍA conversó con bancos, organizaciones federales, organizaciones de la comunidad y con algunos de nuestros hombres de negocios para comprender el contexto, los actores y aportar a una discusión no muy frecuente en-
tre los Latinos: Como crear desarrollo económico y autosuficiencia financiera en nuestras comunidades. Sobre todo cuando el desarrollo del “poder de la comunidad” solo se entiende en términos políticos —no económicos— más aún en en estos momentos de plena efervescencia de una campaña electoral. Éste es apenas el comienzo de una discusión sobre un tema complejo pero urgente, sobre todo porque de él depende que la comunidad Latina avance en visibilidad y relevancia en una ciudad donde hoy los Latinos son alrededor del 15 por ciento de la población y con un número creciente de pequeños empresarios que en su mayoría buscan por cuenta propia, y bajo su propio riesgo, un camino difícil hacia su estabilidad financiera. superación depende que la comunidad Latina torne sus crecientes números demográficos, que incluye el de mayores números de votantes registrados para una elección como la que se avecina. Allí radica el poder real y permanente que representa no solamente la estabilidad, sino la prosperidad económica. Hoy resta mucho camino por recorrer para en realidad hacer honor al “empuje” de que se precian los Latinos, expresado en primera instancia por su decisión de emigrar hacia el Norte, establecerse a punta de esfuerzo, sobrevivir en un ambiente adverso, y aspirar, a través de su libertad financiera, a una vida mejor.
DE EMPLEADO A PATRÓN
TRES EMPRESARIOS CUENTAN SU HISTORIA: LA GESTA LLAMADA “TIERRA COLOMBIANA” Mercy Mosquera, quien administra la empresa de su familia, el Restaurante “Tierra Colombiana”, abrió su caja de recuerdos para que AL DÍA pudiera recoger parte de la historia del restaurante, hoy un ícono en el barrio. En 1988, su hermano Jorge Mosquera y sus otros hermanos, dueños de una zapatería ubicada en Locust Street, se iban a North Philly a jugar fútbol en el parque de Hunting Park y la 9. Cuando terminaban, pasaban al negocio propiedad en ese entonces de “la Señora María”: “Tierra Colombiana” era en aquel entonces un modesto restaurante que funcionaba en la esquina de la Avenida Hunting Park y la calle 6, en un edificio que hoy ya no existe. Jorge, como toda su familia, es de origen ecuatoriano. Quizás sin saberlo, en ese año empezó para Jorge la mejor y la más árdua de sus aventuras. Los días se volvieron de 20 horas y las vacaciones de 24. Tuvo la suerte de contar con un préstamo para hacer la compra y tuvo aún más suerte cuando Mercy, su hermana, llegó a ayudar a principios de los 90 y, casi sin desempacar, empezó a ayudarle a atender a la clientela. Con el tiempo, la nómina pasó de tres empleados a un total de 80. Hoy en día “Tierra Colombiana” es un centro de congregación de la comunidad Latina en la calle 5 y calle Annsbury, no sólo como un restaurante favorito de miles de personas, sino como un club nocturno de música latina que atrae centenares de clientes cada fin de semana de toda la región. La lucha de Diego Vivas, por su parte, no se queda atrás. Llegó a este país con 26 años de edad en el 92 para comenzar a trabajar “en las pizzerías de otros.” Con el tiempo terminó comprandolas y, cuando se cansó, creó DAS, una compañía de diseño, impresión y distribución de volantes de restaurantes. No se le haga extraño que al revisar su buzón de correo esta noche, haya sido esta misma empresa la que dispuso con muy buena estética la información de los sitios para comer de su área. Con el tiempo, Vivas pasó de cuatro a 30 empleados. María Isabel Tascón, dueña de la famosa panadería “La Caleñita,” ubicada en la 5, invirtió en esta aventura el resultado de nueve años de trabajo con tres jornadas laborales diarias, más el apoyo y los ahorros de su marido. Ella no hizo ningún préstamo porque, según dice, “las deudas no me dejan dormir”. Luego de un década de consagración en su propio negocio, pasó de tres empleados a 10.
FILADELFIA ESTÁ CASI EN EL ÚLTIMO PUESTO EN EL APOYO A PEQUEÑO EMPRESARIOS El empuje de los inmigrantes Latinos, traducido en capacidad empresarial y de administración juiciosa, es de vital importancia para los Estados Unidos. Este empuje lo mide el Censo con una encuesta dirigida al crecimiento económico de los pequeños negocios de minorías y de mujeres del país. Este es el link a la hecha en el año 2015 (http://www.census.gov/programs-surveys/ase.html). La encuesta indica que el 17,5 por ciento del total de las empresas son propiedad de grupos hasta ahora llamados “minorías.” Puestos juntos, en realidad estos grupos conforman la nueva mayoría en las grandes ciudades de Estados Unidos. Los Latinos son propietarios de 31.5 por ciento de ellas, los asiáticos son propietarios del 53,4 por ciento, y los afroamericanos del 11,4 por ciento. Y en total, las mujeres son el 19,4 por ciento. Según cifras del “National Minoriy Supplier Development Council” (NMSDC), en cooperación con el “Institute for Thought Diversity” (ITD) los 12 mil negocios registrados como de minorías producen un ingreso de $400 billones

de dólares y emplean a más de 2.2 millones de personas. De las 11 ciudades más grandes, Filadelfia ocupa el triste penúltimo lugar, tan sólo por encima de Boston. Miami, Los Angeles y Houston ocupan los tres primeros lugares. Ésto significa que los esfuerzos de Filadelfia por aumentar la inversión y mejorar los sistemas de apoyo dirigidos al fortalecimiento y nacimiento de pequeños y medianos negocios de minorías y mujeres está muy por debajo del promedio nacional. De hecho, está a solo un puesto de caer “en la cola” de las 11 ciudades más grandes del país.
VOCES DE LOS VALEROSOS EN EL FRENTE DE BATALLA “No hubo un sólo banco al que no le tocara las puertas. No me dieron préstamos ni de dos mil dólares para comprar el papel. Como no tenía dinero no me daban dinero”, contó Pablo Vivas, el dueño de DAS. En su caso fueron sus amigos y algunos negocios del mismo barrio quienes creyeron en su empuje y le dieron el soporte financiero que podían. “Con el tiempo fuimos creando capital, fue mejorando nuestra capacidad de compra y como consecuencia, los ahorros,” dice. “Hubo compañías que comenzaron a abrirnos las puertas y mi crédito fue mejorando”, Finalmente, fue “Finanta”, una compañía de financiamiento de pequeños negocios del Norte de Filadelfia, el que les dio acceso a $80 mil dólares para poder transportar máquinas, pero a cambio de poner las propiedades como garantía. “A los cinco años pagamos y ahora nos prestan sin problema,” dice. “Construimos confianza financiera,” agrega. Y concluye: “Con dinero todo el mundo le presta (a uno).” Para “Tierra Colombiana” tampoco ha sido fácil, aunque la prosperidad del negocio es obvia para quien entre a él. “Hemos tenido que llegar a pagar un interés alto para seguir creciendo y poder dar empleo en nuestra comunidad,” dice Mercy Mosquera. “Si le prestan, usted tiene que dejar en garantía todo lo que tiene”, subraya. “Yo como Vivas opino que si no necesitara dinero, no iría a pedir un préstamo,” recalca Mercy. “Muchas veces hemos salido con la negativa de que no nos pueden apoyar”, revela Mercy refiriéndose a peticiones que han hecho a los bancos de la ciudad. “Cuando hemos tenido que recurrir a crédito por referencia, ni siquiera hemos recibido las cartas. Cuando hemos buscado bancos, como sucedió en el 2007 para renovar “Tierra,” el Citibank fue el único que nos apoyó a pesar de que teníamos cuentas en Wells Fargo y Wachovia,” cuenta la administradora de “Tierra”. EL FONDO DE $3 MILLONES DEL PIDC Vivas nos habló con franqueza: Los recursos de la ciudad “sirven para quien ya tienen dinero.” “Hace como tres ó cuatro años la Tesorero del Estado de Pensilvania fue al barrio y dijeron que había 20 millones de dólares” para prestar. Solo que se aspiraba a prestar un millón de dólares, “la lista de documentos para anexar era interminable,” dijo. Las oportunidades de financiación a menor escala aparecen con frecuencia, pero son naturalmente insuficientes para producir desarrollo a mayor escala de nuestros negocios preparados para dar el salto cualitativo. Hace un par de semanas Citizens Bank anunció una sociedad con la Corporación de Desarrollo Económico de Philadelphia (PIDC por sus siglas en ingles) para apoyar el desarrollo de los pequeños negocios con un fondo de $3 millones de dólares. De acuerdo con Wanda Speight, Vicepresidenta de Servicios Financieros de PIDC, “la meta es prestarle a los pequeños negocios de minorías, incluida la mujer, a muy bajo interés, procurando inversión en todos los códigos postales de la ciudad”. Speight dijo que así mismo se trabaja con la Cámara de Comercio Afroamericana, la Cámara de Comercio Hispana, la Cámara de Comercio Asiática, y la Cámara de Comercio del Noreste de Philadelphia”, para llevar el mensaje a más empresarios. La Cámara Hispana, sin embargo, no se enteró de los planes de PIDC sino a través de la noticia publicada en philly.com y Finanta lo supo a través de este medio, durante nuestra entrevista para este artículo. Speight explicó que los bancos normalmente tienen un mínimo de puntaje en el crédito del empresario para la aprobación de un crédito. “Cuando nosotros miramos el puntaje, lo hacemos de manera más exhaustiva para detectar cuál es el verdadero problema.” “Muchas veces un negocio no cuenta con suficiente flujo de caja porque su dueño está más concentrado en cómo pagar las cuentas,” dice. “Otras veces pagan sus deudas usando tarjetas de crédito u otros sistemas y sabemos que esto significa una tasa de interés de por lo menos el 25 por ciento lo que hace difícil estar al día con los pagos”.
LA TAREA QUE LE CORRESPONDE AL EMPRESARIO

factores que afectan a nuestros negocios, lo primero quizás es comenzar por las definiciones. “Un pequeño negocio no es lo mismo que un micro negocio,” explica Luis Mora, Presidente de Finanta. “Un micro negocio tiene de dos a seis personas máximo. Un micro es una bodega esquinera que tiene tres máximo. Aunque micro, la administración de pequeños negocios federales ha establecido el micro préstamo de 50 mil dólares para abajo. Para acceder hay una serie de requisitos”, dice. “La mayoría de los nuestros son micro negocios; son de familia y de nuevos inmigrantes,” agrega. Por su parte, para Varsovia Fernández, Vice Presidente del Customers Bank, especializado en pequeños negocios, “los pequeños negocios tienen una mejor estructura, mejor manejo financiero, están más informados acerca del sistema financiero, tienen una descripción clara y emplean personas con la experiencia y el talento.” Antonio Leta, Director de la Oficina del Este de Pennsylvania de SBA (U.S. Small Business Administration) dijo que la verdad es que “muchas veces los dueños de los negocios no quieren crecer.” “Se sienten cómodos con el ingreso que es para su familia y no ven la necesidad de tomar riesgos. Hay otros que quieren crecer, pero tienen problemas para acceder a crédito porque no muestran ganancia o el negocio es muy joven y no hay historia financiera o crediticia y no tienen ‘colateral,’ ” agrega Leta.
Jennifer Rodríguez, CEO de la Cámara de Comercio Hispana de Filadelfia (GPHCC, por sus siglas en Inglés), afirmó por su parte que “nuestros pequeños negocios no siempre innovan y a veces no usan o “no tienen acceso a la tecnología.” “Las regulaciones y las leyes gubernamentales no siempre los beneficia; hay barreras de idioma y hay problemas para aprender y manejar las nuevas normas,” sostiene Rodríguez. Luis Mora cuenta su propia anécdota sobre los candidatos a empresarios que han ido a su organización a buscar ayuda: “Nos ha pasado que vienen aquí (a Finanta) a empezar un negocio, pero algunos se desaparecen y cuando uno continúa la comunicación nos damos cuenta que consiguieron un trabajo”, dijo Mora. Algunas veces “aunque la semilla del negociante esté allí, es el deseo de trabajar lo que los impulsa a abrir un negocio”. Mora aconseja que “lo ideal es empezar a trabajar, establecer un ahorro para aportar recursos propios a un crédito y establecer historia financiera”. Y hay otras circunstancias que no siempre son positivos: “La falta de conocimiento de la importancia de tener los documentos en orden o la costumbre de no querer reflejar la realidad al hacer los impuestos, costumbre que no es exclusiva a los latinos, hace que no puedan acceder a financia-

miento al no mostrar capacidad de pago,” opina Will González, CEO de Ceiba. “Eso sin contar que hay contables en el barrio que no les dan buenos consejos o que no son profesionales, lo que contribuye a nuestro bajo crecimiento”, dice González. Hay trucos, sin embargo, que pueden ayudar. “En la comunidad hay mucho negocio de finca raíz e invertir en bienes raíces es mejor que poner el dinero en el mercado (de valores)”, dice Varsovia Fernández. “Si tengo una bodega ¿para qué pagar renta? ¿por qué no comprar el edificio y pagarme la renta? De esa forma mi ingreso aumenta y ten-

go activo. Tengo colateral. Puedo ir al banco y pedir que refinancien mi deuda. Tener todo el dinero líquido no es necesariamente lo mejor para la familia o para el negocio”, sugiere Fernandez, de Customers Bank. Pero aún con colateral no es fácil garantizar la aprobación del deseado préstamo.
LAS PUERTAS NO SE HAN ABIERTO TODAVÍA PARA NEGOCIOS LATINOS “En los años 90 no había el apoyo de ahora aunque pienso que aún no hay un 100 por ciento de apoyo,” dice Mercy Mosquera. “Nosotros hemos experimentado que todavía las puertas no se han abierto a los pequeños (negocios) y los latinos aún no recibimos lo que necesitamos de los bancos,” agrega. “Jorge ha pasado por negativas a pesar de la estabilidad de “Tierra.” Él ha tenido que trabajar con sus propios recursos. Compro Mixto en 2008 con sus ganancias, (pues) no hubo apoyo”, recordó Mercy, agradecida de venir de una familia con un alto sentido de la moral, de la ética de trabajo y una increíble pujanza. Diego Vivas, por su parte, ha creado una segunda empresa de la que él es socio. Busque la aplicación “Bites” y se dará cuenta de cómo nuestro talento no reconoce barreras. Mary Isabel Tascón, de “La Caleñita,” cuenta que en su caso, respecto al origen de los nuevos recursos, “todo sale del negocio”. A ella el negocio le ha dado para invertir en la casa de sus sueños y para adquirir colateral. Sin embargo, las posibilidades de crecimiento de su negocio, si ella tuviera el deseo, están bloqueadas por falta de acceso a capital externo.
LA EDUCACIÓN SIGUE SIENDO LA CLAVE Para Jennifer Rodríguez, la CEO de la Cámara de Comercio Hispana, la educación es la clave: “Una parte importante de nuestra misión es educar a los propietarios de negocios y a empre-
sarios con respecto a las mejores prácticas, a esfuerzos para acelerar su integración y ayudarles a crecer para estar a nivel de los mercados principales,” dice Rodríguez. Para Mora es un proceso: “Los individuos van cambiando y eso va haciendo que la comunidad empresarial vaya cambiando. Se dan cuenta de que hay que hacer un esfuerzo individual y algo muy importante es evitar que los emprendedores pidan préstamos a individuos informales que cobran de 2 a 7 por ciento mensual.” “Es un préstamo que puede llegar a 84 por cien de interés anual, muy alto,” advierte Mora. Para Leta, representante del SBA, “el hecho de que la gente llege aquí a abrir un negocio en nuestro país para salir adelante, para apoyar a la comunidad además de ofrecer empleo, es bueno para el corazón de América.” Aunque en esta vida casi todo es un proceso, se necesita de un sistema financiero que abra un par de pulgadas más la ventana de oportunidad para que entre aire fresco para tantos emprendedores y empresarios que sólo necesitan un guiño para hacer de sus empresas un punto de desarrollo en su vecindario. Nuestros negocios por su parte tendrían que transformar su mentalidad para que lo único que quede al azar sea la suerte misma. La brecha que existe entre el 17 por ciento de los negocios de mujeres, afroamericanos, asiáticos e hispanos -que han contribuido sustancialmente como dueños de negocios a la economía de este país, y el restante que son los anglosajones (o ‘blancos’) y/o hombres (Survey of Business Owners Pew Research, 2012), sigue siendo muy grande. Los Estados Unidos de América siempre se han preciado de ser el refugio de inmigrantes de todo el mundo que han encontrado aquí la oportunidad de progreso que no era posible en sus países de origen. Ese esfuerzo multigeneracional, propiciado por oleadas de inmigrantes a través de los últimos dos siglos y medio de historia del país, han creado la economía más desarrollada de la tierra. Para los Latinos, que son los nuevos inmigrantes del siglo XXI, el “Sueño Americano” de establecerse a través del esfuerzo empresarial en su nuevo país no debería ser tan esquivo. n

Esta organización declinó entregar los datos por grupo étnico. Según el representante de SBA, el banco que presta el dinero es a veces reticente al incluir el dato demográfico. n el thriller que está por venir de literatura juvenil escrito por Diana Rodríguez Wallach, nos vemos inmersos en una enrevesada red de teorías conspirativas, espionaje y desinformación que nos llevan junto a Anastasia en su mundial y épica búsqueda de respuestas y, por supuesto, del cuerpo vivo de su hermana Keira. Anastasia Phoenix se enredará en una ruta convulsa que se extiende desde Boston hasta Tuscany, desde Londres hasta Río de Janeiro llegando incluso hasta Filadelfia, hogar de la autora Wallach, una orgullosa Phillyrican, quien se adscribe al cliché de escribir lo que se sabe y que, al pasar el tiempo, ha demostrado ser fiel a su divisa. Aunque Wallach no es aún un apellido reconocido en la Literatura para Jóvenes Adultos (YA por sus siglas en inglés), como sus predecesores J.K. Rowling, Stephenie Meyer, Suzanne Collins, Scott Westerfield o James Patterson, ella ha sido una escritora a tiempo completo, publicando
piezas investigativas en periódicos neoyorkinos o publicando e-books sobre giros modernos en la mitología desde hace una década. Su primera trilogía “Amor and Summer Secrets” lleva a una adolescente latinoamericana de 15 años, insegura sobre su identidad Latino Americana, a un pueblo remoto en las montañas de La Cordillera en Puerto Rico para explorar sus raíces (y conocer a un chico guapo en el camino). El personaje principal en la serie de “Amor and Summer Secrets” es prácticamente una manifestación adolescente de la ascendencia y trasfondo de Wallach, una extensión ficcional de sus propias y genuinas preocupaciones al crecer en Ridley Township, hablando inglés en casa con su padre Puertorriqueño de tez clara y su madre polaca de cabello rubio, dudosa sobre su capacidad de “hacer propia” su Latinidad: “Mi padre es de Utuado, Puerto Rico y vivió allí hasta que tuvo ocho años, y mi madre es polaca. Ambos se conocieron en Chester (no exactamente el pueblo más simpático), así que siempre bromeamos diciendo que son la versión ‘disléxica’ de West Side Story, porque es al revés. Así que ambos se conocieron, mi padre fue a Chester High y mi madre a St. James, y han estado juntos desde la graduación. Somos Polacos-Puertorriqueños, que no es una mezcla
CULTURA común y es así como terminé ingeniándome el contexto de mi primera serie de libros. Mi padre jamás nos habló español en casa, sólo nuestros abuelos lo hacían, así que quise darle a ella (al personaje principal) una experiencia con la que yo había lidiado y que es: a medida que te haces mayor tienes que ir y ver tus raíces por ti mismo”. “Yo siempre sentí vergüenza (de mi etnicidad) pues siempre pensé que estaba fingiéndola. No hablaba español, tenía pecas y el cabello rojizo, y definitivamente no me veo como Sofía Vergara, entonces pensé que no debía ser Latina. Pero a medida que fui creciendo, estoy mucho más cerca de mis raíces que muchas de las celebridades que afirman sobre ellas, así que he llegado a abrazarla (mi Latinidad) y a participar mucho más en la comunidad de Filadelfia y sus alrededores”. Y así lo ha hecho. Tras la extraña coincidencia de habitar con su actual marido a cinco cuadras del desolador escenario de la caída del World Trade Center, el nuevo capítulo de Wallach comprendió su regreso junto a su pareja a su originaria Filadelfia y comenzar un trabajo en el Philadelphia Education Fund. Este cambio de carrera comenzó con su ferviente compromiso de inspirar estudiantes, particularmente los de bajos recursos en Filadelfia y en Lancaster, a motivarse a sí mismos y engrandecer sus potenciales intelectuales y creativos. Cuando el primer libro de la serie “Amor and Summer Secrets” fue publicado, Wallach estaba leyendo en el Taller Puertorriqueño; colabora actualmente con The Philly Spells Writing Lab y ha dirigido muchos talleres de escritura creativa, dando charlas en escuelas como Kensington High School, donde dice sentirse “constantemente sorprendida” por el entusiasmo y las reacciones constructivas que surgen de sus discusiones. Ella atribuye esta pasión vocacional de sus talleres a dos cosas: la primera es que al tratarse de estudiantes de bajos recursos, no suelen tener la cantidad de actividades extracurriculares y de enriquecimiento como sus colegas ricos y blancos, y la segunda es que encuentran en el trasfondo de Wallach algo a lo que aspirar. “Al comenzar mis talleres pregunto: ‘Alcen la mano si creen que lo siguiente es verdad: ¿Yo nací en The Main Line?’ Siempre levantan las manos, por-
que me veo y me visto de una manera particular que no se asocia con alguien nacido en un pueblo obrero. Entonces pregunto: ‘Levanten la mano si alguno de ustedes cree que mi padre nació en los proyectos’. Nadie la levanta y casi siempre están en shock al oír que su primer idioma fue el español, que vivió en la pobreza la mayor parte de su infancia y que luchó por hacerse con un lugar propio. Pero se obligó a sí mismo a pasar ocho años en la escuela nocturna para obtener su título y miren lo que logró. Soy escritora, mi hermano es el presidente de la Gran Cámara de Comercio Hispánica de Filadelfia. Él es la prueba viviente de lo que un título puede hacer, no sólo por ti, sino por toda una generación subsecuente. Siempre le digo a los niños en estas escuelas que ellos PUEDEN salir, que ES posible,

Wallach enfocará gran parte de su energía en la promoción y en el crecimiento del universo de Anastasia Phoenix en “Proof of Lies” y sus seguidores, hasta el lanzamiento del primer libro de las series que, de acuerdo a Entangled Teen, está planeado para marzo del 2017. Wallach espera convertirse en “otro John Green”, uno de sus ídolos en la Literatura para Jóvenes Adultos, y espera ganar seguidores no sólo por su quehacer, sino sobretodo por su reconocida naturaleza inspiradora y alentadora. imultáneamente al Comic Con en Nueva York, y no muy lejos, se llevó a cabo otro evento. Café Con Comics, organizado y curado por Edgardo Miranda-Rodríguez, mostró las contribuciones de artistas Puertorriqueños a la corriente pública de comics desde los años 1940. El creador y artista tras La Borinquena, Miranda-Rodríguez, hizo un gran esfuerzo para crear un personaje que no sólo funcionara como un símbolo de empoderamiento para los Puertorriqueños, sino que también represen-
tara positivamente a la mujer promedio como un todo, en vez de idealizar la versión típica del comic en la que se ejemplifica a la mujer súper héroe. “Independientemente, estoy soltando esto justo ahora por lo que sucede en Puerto Rico con la crisis de la deuda. Y creo que, tomando en cuenta los 3.5 millones de Puertorriqueños que viven en la isla, los otros millones que se encuentran en diáspora en los Estados Unidos deben verse involucrados e informados sobre lo que sucede en Puerto Rico”, dijo Miranda-Rodríguez en una

CULTURA entrevista con la Hot 97. La Boriquena saldrá al mercado el 22 de diciembre pero fue la estrella en el Café Con Comics del día viernes 7 de octubre. El panel contó con cuatro ilustradores y coloristas de la industria del cómic, que relataron sus experiencias trabajando para compañías como Marvel y DC, en proyectos como Batman, Spiderman, GI Joe y hasta las Tortugas Ninjas. Asistieron Chris Batista (ilustrador), Emilio J. López (ilustrador y colorista), Will Rosado (ilustrador) y Féliz Serrano (colorista). Will Rosado, quien trabaja en los storyboards, y quien también trabajó para Marvel, ahora trabaja en La Boriquena. Habló sobre cómo el personaje le ha inspirado incluso desde antes de incorporarse al proyecto. “El libro era una oportunidad. Me comuniqué con Edgardo porque ví el bullicio alrededor del personaje. La gente estaba compartiendo links a varios artículos, noticias y entrevistas que estuvo dando, pero no había producto, y sencillamente pensé que era increíble que fuera capaz de producir tal reacción”. os cuartos de final de la Copa de la Unión 2016 en la Universidad de Filadelfia, se llevaron a cabo en el campus del Noroeste de la ciudad. Un grupo de jugadores en el campo dieron una ardua contienda, mientras el otro grupo pudo haber desempeñado una batalla del tipo “David contra Goliat”. El primer partido comenzó con los Estados Unidos contra Ucrania. Ambos equipos llegaron a los cuartos de final con victorias contra España e Italia, respectivamente, en las rondas finales de la semana pasada. A través
del partido, cada equipo se turnó para encontrar la manera de atravesar las defensas. Aleksandr Gorbachik, Vasyl Tovatsky e Igor Mykulynsky lideraron el equipo Ucraniano, que forzaron el medio campo de los Estados Unidos, logrando muchas oportunidades para anotar. La única persona que se interpuso en su camino fue el portero Daniel St. Poi, que neutralizó cada intento, dándole la oportunidad a los Estados Unidos de ganar. Su concentración y su habilidad para salvar la portería durante situaciones críticas mantuvo el partido en ambos bandos. La tensión se sentía en las gradas. Por cada grito de “USA” habían veinte o más fanáticos ucranianos cantando y ovacionando, agitando los colores de su bandera en solidaridad. Tras 90 minutos, el partido estaba cero a cero, llegando a dos tiempos extra de 10 minutos. Por un par de desaciertos en cada equipo, el partido pudo haber terminado a favor de cualquiera pero la suerte no estuvo de ambas partes. Todo se resumió en los penales. Los Estados Unidos intentaron primero con un gol de Ortiz, mientras Tovatskyy logró un disparo en la esquina superior derecha de la malla. Fue un “toma y dame” hasta el bloqueo de Shelver y el gol de Ivan Balyk para los Ucranianos, que selló el destino de los Estados Unidos, dándole a Ucrania un pase a los cuartos de final. Los goles entre el gigante Alemania y el menospreciado equipo de Puerto Rico comenzó en los primeros 14 segundos del partido, con un gran tiro al arco de Vincent Miracola, por parte de Alemania. Ésto dejó al equipo de Puerto Rico en un ligero estado de desconcierto, pero fueron capaces de reagruparse y alcan-
zar varias oportunidades de anotar. El juego de pases y la ejecución Alemana les permitió un segundo gol en el minuto 20, manteniendo el puntaje de esta manera hasta el final del primer tiempo. El segundo tiempo no fue mucho mejor para el equipo de Puerto Rico, quien entregó tres goles más, pudiendo ser un error del portero Luis Eduardo Espejo o una desviación con suerte del gol por parte del portero alemán David Cassenelli. El juego terminó con una victoria de 5 a 0 para Alemania, pero el verdadero ganador fue el equipo de Puerto Rico. A pesar de todo, el equipo siguió luchando hasta el final sin rendirse. Aunque la búsqueda de la Copa de la Unidad se detuvo en el camino, el equipo mostró mucha clase, profesionalismo y espíritu de juego. La próxima temporada esperamos que jugadores como Darwin Herrera, Jorge Córdova Reyes y Roger Damian Gutiérres vuelvan y continúen desarrollando sus habilidades para eventualmente levantar la copa y ser campeones. Asimismo, Costa de Marfil venció a Sierra Leone con un marcaje de 3 a 0 y Liberia avanzó con un 3 a 0 sobre Jamaica. Las semifinales comienzan la semana que viene en la Temple University con Liberia contra Alemania y Ucrania contra Costa de Marfil. Los ganadores de las semifinales jugarán en el Campeonato de la Copa de la Unidad en el Citizens Bank Park el 5 de noviembre.n

l cáncer de seno es la principal causa de muerte oncológica entre Latinas, sin embargo es esta población la que menos tiende a hacerse mamografías regulares. Los doctores temen que el acceso a la educación y a la salud puedan ser factores en esta contradicción que impacta a residentes en barrios de escasos recursos más que a otro tipo de centros urbanos. La mujer hispana continúa sin recibir el tratamiento oportuno y correcto para el cáncer de mama, en comparación con mujeres de otra ascendencia, de acuerdo a Cancer.org. Esto significa que las Latinas están siendo diagnosticadas con estados cancerígenos mucho más avanza-
dos que la mujer blanca promedio, debido al bajo índice de mamografías y los retrasos en el tratamiento tras un examen con resultados anormales. NOTICE OF PUBLIC HEARING ON PROPOSED RATE CHANGE IN STORMWATER RATES FOR COMMUNITY GARDENS PHILADELPHIA WATER DEPARTMENT Notice is hereby given that the Philadelphia Water, Sewer and Stormwater Rate Board (Rate Board) will hold a public hearing on the Philadelphia Water Department’s proposed change in stormwater rates for community gardens. On June 28, 2016, Mayor James F. Kenney signed an ordinance passed by Philadelphia City Council that allows community gardens a special discounted rate for stormwater services. The ordinance directs the Rate Board to establish a special discounted stormwater charge, in an amount up to and including 100%, for approved community gardens. As a result, the Board may exempt community gardens from paying a monthly stormwater charge, as long as the gardens meet the criteria in the ordinance. If a full stormwater charge exemption is granted to community gardens, the revenue loss to the Water Department is small enough that all other existing rates and charges will not increase for the remainder of the current Rate Period.
