ack on Nov. 8, Pennsylvania Governor Tom Wolf set a potential point on the horizon to look forward to for Pennsylvanians when he announced Jan. 17, 2022 as the day he would turn the ruling power for mask mandates over to local school officials. “Now, we are in a different place than we were in September, and it is time to prepare for a normal transition back to a more normal setting,” he said in a statement. For context, in September, amid a major rise in COVID-19 cases across PA and the country thanks to the Delta variant, Wolf imposed a statewide mandate in schools. It was immediately challenged in court by lawmakers, private school operators and parents. In the two-plus months since, not only have cases stabilized a bit — there is still a rise expected during the holiday season — but most schoolage children are also eligible to receive at least the Pfizer-BioNTech COVID-19 vaccine. “Unfortunately, the COVID-19 virus is now a part of our daily lives, but with the knowledge we’ve gained over the past  20 months and critical tools like the vaccine at our disposal, we must take the next step forward in our recovery,” Wolf continued.

A MANDATE CUT SHORT

Two days after the governor’s hopeful announcement, on Nov. 10, Judge Christine Fizzano Cannon, a Republican on the Commonwealth Court, ruled that Acting Health Secretary Allison Beam’s mask mandate did not comply with the state’s laws around reviewing and approving regulations without an existing disaster emergency declared by the governor. In June, after voters gave expanded powers of the state legislature to overrule the governor, the Republi-

Para ponerse en contexto, en septiembre, en medio de un gran aumento en los casos de COVID-19 en PA y el resto del país debido a la variante Delta, Wolf emitió una orden estatal de llevar mascarilla obligatoriamente en todas las escuelas. wo weeks ago, on Thursday, Nov. 11, the U.S. celebrated its Veterans Day with a lot of flair given that 2020’s version was kept mostly indoors. Politicians, industry leaders, athletes, and everyday citizens paid tribute to the brave individuals that have and continue to lay their lives on the line for the U.S. as members of the armed forces. It’s patriotic — a word that’s become more loaded in recent years — and a chance to recognize real-life superheroes.

DEPORTED FOR HEROISM

However, since 1996, more than 1,000 of those superheroes have been treated like the equivalent of Superman getting banished back to Krypton after saving Earth. Immigrants are allowed, sometimes even encouraged, to serve in the U.S.

ENGLISH armed forces regardless of their immigration status. The result is that now, while the country’s biggest figures celebrate Veterans Day caught up in glory and heroism they didn’t live, some that did celebrate across the Rio Grande River in Mexico. This year, the celebrations across the border were silent processions that highlighted the ever-growing number of deported veterans that have died before returning to the country they laid it all on the line for in useless wars like those in Afghanistan and Iraq. By next year, they may be celebrating on the U.S. side if a new bill led by Senator Alex Padilla makes a successful journey through Congress and to President Joe Biden’s desk.

A LEGISLATIVE ANSWER

l jueves 11 de noviembre, hace exactamente dos semanas, Estados Unidos celebró su Día de los Veteranos con mucha pompa, teniendo en cuenta que el año pasado tuvo que hacerse de puertas para adentro debido a la pandemia. Políticos, líderes de la industria, atletas y ciudadanos comunes rindieron homenaje a los valientes que han arriesgado y continúan arriesgando sus vidas por los Estados Unidos como miembros de las fuerzas armadas. Fue algo patriótico —una palabra con mayor carga en los últimos años —y una oportunidad de reconocer a los superhéroes de la vida real.

DHS under Biden’s watch has also said it has stopped all pending deportation proceedings against veterans and

n the last year, migration to the United States has broken all records. The Customs and Border Protection Service has detained more than 1.7 million people at the border with Mexico. But the US is not the only country facing a migration crisis. The European Union increases tension with Belarus, a faithful ally of Russian President Vladimir Putin, with the arrival of hundreds of migrants to the border with Poland. The Polish Border Guard has registered more than 30,000 attempts to cross the valley that separates Poland, an EU Member State, from Belarus, known as the last dictatorship in Europe. Brussels accuses Aleksandr Lukashenko’s regime of organizing illegal human trafficking to pressure the EU after it imposed economic sanctions on it for its systematic violation of human rights. Elections were held in August 2020, but Brussels considered them fraudulent and didn’t recognize the results.

THE BELARUSIAN ROUTE

The route does not accumulate migrants from Belarus or any other eastern European country, but from the Middle East. Most are Kurds fleeing Syria and Iraq. According to the Polish authorities, they are agents of the Lukaschenko regime who guide them to the border, heavily armed and accompanied by dogs. Hundreds of people gather in front of the barbed wire and have pitched tents and set up bonfires to keep warm from the very low temperatures. The Polish government has deployed up to 15,000 military personnel to the area and declared a state of emergency, which means that NGOs cannot access the

The Belarusian authorities lied to you. Go back to Minsk! ”. WHAT HAS CAUSED THIS CRISIS?

The Belarusian regime is taking advantage of the desperate situation of thousands of migrants from the Middle East to sell them entry to the European Union, with which it has a physical border. The country is offered as a safe way to reach by plane, avoiding the dangerous routes on foot or by boat through the Mediterranean. The European Commission has already warned that it is studying sanctions even for airlines that are facilitating the routes in which people are smuggled. Among them, the Russian state airline Aeroflot. An idea that the Kremlin has called “madness”. In addition, sanctions against the Lukashenko regime will be added. Russia has denied any involvement in the migration conflict, but two weeks ago it sent two bombers to support Belarus. On the other hand, Lukashenko has threatened to cut off the flow of gas from Russia to the EU through his country, in the midst of winter. z

La Guardia Fronteriza polaca ha registrado más de 30.000 intentos de cruzar la valla que separa Polonia, estado miembro de la UE, de Bielorrusia, conocida como la última dictadura de Europa. LA RUTA BIELORRUSA

Según han denunciado las autoridades de Polonia, son agentes del régimen de Lukaschenko quienes les guían hasta la frontera, fuertemente armados y acompañados de perros. Cientos de personas se concentran frente a las alambradas y han montado tiendas de campaña y hogueras para abrigarse ante las bajísimas temperaturas. El gobierno polaco ha desplegado hasta 15.000 militares en la zona y ha declarado el estado de emer-

gencia, que supone que las ONG no pueden acceder a la frontera para suministrar alimentos o atención médica a los migrantes. Cuando alguien se acerca a la frontera, su móvil recibe un mensaje de texto: “La frontera polaca está cerrada. Las autoridades de Bielorrusia te mintieron. ¡Vuelve a Minsk!”. A pesar del intento de disuasión, al estar la zona llena de bosques por los que zigzaguean las carreteras y los controles policiales, los migrantes siguen buscando el hueco por el cual abrirse camino a su destino ideal: Europa.

¿QUÉ HA PROVOCADO ESTA CRISIS?

El régimen bielorruso está aprovechando la situación desesperada de miles de emigrantes de Oriente Próximo para venderles la entrada a Europa, con la que tiene frontera física. El país se ofrece como vía segura a la que llegar en avión, evitando las peligrosas rutas a pie o en barco por el Mediterráneo. La Comisión Europea ya ha advertido que está estudiando sanciones, incluso para las compañías aéreas que están facilitando las rutas en las que se trafica con personas. Entre ellas, la aerolínea estatal rusa Aeroflot, una idea que el Kremlin ha tachado de “locura”. Además, se añadirán sanciones contra el régimen de Lukashenko. Rusia ha negado toda implicación en el conflicto migratorio, pero hace dos semanas envió dos bombarderos para apoyar a Bielorrusia. Por otro lado, Lukashenko ha amenazado con cortar el flujo de gas que llega de Rusia a la UE a través de su país, en plenas puertas del invierno. z

ovember is recognized nationally as National Entrepreneurship Month.

While the designation of National Entrepreneurship Month only became official a decade ago from then-President Barack Obama, the concept of it has been a part of our society for thousands of years. Entrepreneurship is the reason AL DÍA was launched more than 25 years ago by a brave entrepreneur, and today stands as the recognized publication that documents “The Best of the American Multicultural Experience.” On Friday, Nov. 19, AL DÍA hosted its inaugural AL DÍA Top Entrepreneurs event to celebrate some of the most successful entrepreneurs in the city. The event put entrepreneurship at

the forefront as a critical driver of innovation, a valuable source of jobs, and a major catalyst for the city’s economic growth.

HOW DID IT HAPPEN?

The idea of celebrating the city’s top entrepreneurs has been years in the making. After seeing the struggles and subsequent resilience that diverse entrepreneurs have made in the past 20 months since the start of the pandemic, AL DÍA created the event to serve as an opportunity to celebrate that resilience. In October 2021, Philadelphia was recently named as one of the top and fastest-growing cities for entrepreneurs by LinkedIn News’ The State of Entrepreneurship report. To find some of the brightest, most

successful entrepreneurial minds from the region, AL DÍA allowed the public to nominate individuals they believe are notable and driving economic growth. In total, 22 nominations were given, all with diverse backgrounds and the entrepreneurs covered just about every industry in the city, from hospitality to public service to nonprofit, health and everything in between. Once the final nominations were submitted, the esteemed advisory board for the event selected six from the list, based on the following criteria: community, impact, number of employees, overall success, business longevity, and annual revenue. With all that considered, the six entrepreneurs selected were honored with the inaugural AL DÍA Top Entrepreneur award during the event.

El espíritu empresarial es la razón por la que un emprendedor valiente lanzó AL DÍA hace más de 25 años y hoy se erige como la publicación reconocida que documenta “Lo mejor de la experiencia multicultural estadounidense”. El viernes 19 de noviembre, AL DÍA organizó la sesión inaugural de AL DÍA Top Entrepreneurs, un evento para celebrar a algunos de los emprendedores más exitosos de la ciudad. El evento destacó el espíritu empresa-

rial como un impulsor fundamental de la innovación, una fuente valiosa de empleos y un catalizador importante para el crecimiento económico de la ciudad.

¿CÓMO EMPEZÓ TODO?

La idea de homenajear a los mejores empresarios de la ciudad llevaba años en gestación. Después de ver los esfuerzos y la subsiguiente resiliencia que diversos emprendedores han demostrado en los últimos 20 meses, desde el inicio de la pandemia, AL DÍA concibió este evento como una oportunidad para celebrar esa resiliencia. En octubre de 2021, el informe The State of Entrepreneurship de LinkedIn News nombró a Filadelfia como una de las ciudades más importantes y de más rápido crecimiento para emprendedores. Para encontrar algunas de las mentes

emprendedoras más brillantes y exitosas de la región, AL DÍA invitó al público a nominar a las personas que creían que son notables y que impulsan el crecimiento económico. En total, se entregaron 22 nominaciones, todas con antecedentes diversos y cubrían casi todas las industrias de la ciudad, desde la hotelería hasta el servicio público, las organizaciones sin fines de lucro, la salud y demás. Una vez que se presentaron las nominaciones finales, el prestigioso consejo asesor del evento seleccionó seis de la lista, según los siguientes criterios: comunidad, impacto, número de empleados, éxito general, longevidad del negocio e ingresos anuales. Tras considerar todo esto, los seis emprendedores seleccionados fueron homenajeados con el premio inaugural AL DÍA Top Entrepreneur durante el evento.

IMPULSO AL CRECIMIENTO EMPRESARIAL DE LA CIUDAD

La noche comenzó con una sesión de networking a medida que los invitados llegaban al evento, antes de comenzar oficialmente con una charla junto al fuego con el CEO de AL DÍA, Hernán Guaracao, y la presidenta de PIDC, Anne Bovaird Nevins. DRIVING BUSINESS GROWTH IN THE CITY

The night began with a networking session as guests arrived at the event, before officially kicking off with a fireside chat featuring AL DÍA CEO Hernán Guaracao and PIDC President Anne Bovaird Nevins. Founded in 1958, PIDC is Philadelphia’s public-private economic development corporation with a mission to spur investment, support business growth and foster developments that create jobs, revitalize neighborhoods and drive growth to every corner of the city. Bovaird Nevins officially took on the role as leader of the corporation in January 2020, just a couple months before the start of the pandemic. Ask her about her proudest accomplishment throughout her tenure, and it relates to something that has been going on since the organization’s founding — the ability to adapt. “When PIDC first started, our economy was very heavily industrial at that time,” said Bovaird Nevins. “But as Philadelphia’s economy, and the U.S. economy, and the global economy changed over time, so did we.” She noted that the ability to adapt and evolve in the way that better meets the needs of the city’s businesses and entrepreneurs is something she strives to continue doing more of in the future. Perhaps nothing in recent memory sparked a more critical need to adapt than the pandemic. As many small businesses struggled to remain open, especially during the onset of the pandemic, PIDC made sure

to continue its effort to provide relief resources to those businesses. In March 2020, PIDC announced one of the first such efforts in the country, the Philadelphia COVID-19 Small Business Relief Fund, which ultimately offered $13.3 million in grants and zero-interest loans to over 2,000 small businesses in the area. “I’m very proud that, and over the course of the pandemic, we have coordinated over 5,000 businesses with nearly $70 billion in resources,” said Bovaird Nevins, adding that there remains more work to be done.

PIDC’S FIRST WOMAN LEADER

Throughout the corporation’s 63year history, Bovaird Nevins is the first woman appointed to the top leadership position. She originally joined in 2007, working her way up from chief strategy & communications officer and senior vice president of marketing and business development to now president. As she rewinds back to January 2020, she said it is hard to know if she would have stepped into this role had she known a pandemic was just weeks away. “But I do feel that it was an important time to maybe have a new perspective on our organization, on the leadership of our organization, on our team and where we needed to go,” Bovaird Nevins said. She described her appointment as PIDC’s president as “an important and timely shift,” ahead of what was to come just two months later.

As she looks ahead, Bovaird Nevins said that PIDC remains committed to listening to and engaging with the city’s entrepreneurs to gain a clearer idea about what these businesses need, and in turn, provide those resources in a strategic manner. Two main priorities she sees are: taking a leadership role in Philadelphia’s economic recovery, with a focus on equity; and attracting capital. Through federal, state, philanthropic, commercial and other sources, PIDC is aiming to support equitable growth and development to the city’s business ecosystem. “How we think about deploying those resources and being intentional about doing that in ways that address racial inequity and poverty in Philadelphia; that is going to be inclusive of focusing on the growth, resilience, of wealth creation for Blacks and Brown entrepreneurs or our entrepreneurs located in low-income communities; or supporting the creation of quality jobs,” she said. To tie PIDC’s efforts back to the premise of the event, Bovaird Nevins said it’s all about the ability to celebrate the successful businesses and entrepreneurs in the city, while providing the opportunity and resources for those businesses to take that success to the next level, and also doing the same for businesses and entrepreneurs looking to flourish and succeed in their own right, as well. “Who are that next generation of entrepreneurs that are going to be following in the footsteps of everyone we’re here to celebrate tonight,” she said.

emocracy in the world continues in a clear deterioration, with authoritarian adventures in several countries in the midst of political polarization. A thoughtful study on the health of democracy has just been released. It’s the annual report of the International Institute for Democracy and Electoral Assistance (IDEA), an intergovernmental organization created in 1995 in Stockholm to “promote and improve sustainable democracy throughout the world and improve and consolidate electoral processes.” Every year, IDEA analyzes the state of democracy in the world. On November 22, the organization released the Report on the Global State of Democracy 2021 Building resilience in a pandemic era, in which he warns of the growth of authoritarianism. IDEA took into account the measures taken on account of the pandemic and ratified the balance for 2020, according to which 60 percent of the countries made decisions contrary to democracy and human rights and, in some cases , the problems that had already come from before the Covid-19 crisis deepened. One of the data that attracts the most attention is that the United States entered the list of “declining democracies”, a clear effect of the government of Donald Trump, which boasted of his authoritarian actions.

ENGLISH Kevin Casas-Zamora, IDEA secretary general, told Agence France Press that “the visible deterioration of democracy in the United States is shown by the growing tendency to question reliable electoral results, efforts to suppress participation, and rampant polarization.” This diagnosis can be applied to countries such as Brazil, Colombia and Chile, where polarization has increased and the future is torn between extremes. Precisely, the report once again includes Brazil in the list of declining democracies on behalf of the government of Jair Bolsonaro, which wanted to erase the achievements in favor of the majorities with a stroke of the pen. In the case of Chile, after the first round of the presidential elections, the presidency is between José Antonio Kast, an ultra-rightist who vindicates the military dictatorship of Augusto Pinochet and the son of a Nazi army soldier, and Gabriel Boric, a leftist from a coalition of the Broad Front and the Communist Party. The IDEA list includes 98 democracies, 20 regimes it calls ‘hybrids’ and 47 authoritarian states. Returning to democracy in the United States, the report warns that there is a decrease in the indicators that have to do with government controls and civic freedoms. One of the most shocking data has to do with the fact that almost 5.5 billion people live in hybrids and authoritarians.z

IDEA tuvo en cuenta las medidas que se tomaron por cuenta de la pandemia y ratificó el balance del 2020, según el cual en el 60 por ciento de los países se tomaron decisiones en contravía de la democracia y de los derechos humanos y, en algunos casos, se profundizaron los problemas que ya venían desde antes la crisis por el Covid-19. Uno de los datos que más llama la atención es que Estados Unidos entró en la lista de “democracias en retroceso”, un claro efecto del gobierno de Donald Trump, que presumió de sus acciones autoritarias. Kevin Casas-Zamora, secretario gene-

ral de IDEA, le dijo a la Agencia France Press que “el deterioro visible de la democracia en Estados Unidos lo muestra la tendencia creciente a cuestionar los resultados electorales confiables, los esfuerzos para suprimir la participación y la polarización galopante”. Ese diagnóstico se puede aplicar para países como Brasil, Colombia y Chile, en donde la polarización se ha incrementado y el futuro se debate entre extremos. Precisamente, el informe vuelve a incluir a Brasil en la lista de democracias en retroceso por cuenta del gobierno de Jair Bolsonaro, que quiso borrar de un plumazo los logros en favor de las mayorías. En el caso de Chile, después de la primera vuelta de las elecciones presidenciales, la presidencia está entre José Antonio Kast, ultraderechista que reivindica la dictadura militar de Augusto Pinochet e hijo de un militar del ejército nazi, y Gabriel Boric, izquierdista de una coalición del Frente Amplio y el Partido Comunista. En la lista de IDEA hay 98 democracias, 20 regímenes a los que denomina ‘híbridos’ y 47 autoritarios. Volviendo a la democracia en Estados Unidos, en el informe se advierte que hay un descenso en los indicadores que tienen que ver con los controles al Gobierno y con las libertades cívicas. Uno de los datos más impactantes tiene que ver con el hecho de que casi 5.500 millones de personas viven en los híbridos y los autoritarios.z

hen Philadelphians were asked about city officials, 55% said they had a negative perception of their work. This response is the result of several layers of bad institutional decisions. The most egregious, the “Rule of Two,” was just buried in recent ballot questions, after 69 years of practice. But its elimination does not solve the problem of quality, diversity and suitability in Civil Service in the city. The hiring system was adopted in the 1919 city charter, and in 1952, the famous and hated “Rule of Two” was added trying to prevent political patronage, by which only two candidates could be chosen for a position based almost exclusively on the score of the selection exam. This is how it has remained until today. The problem, as it usually happens sooner or later, blew up in the city’s face.
