n Nov. 20, for the 20th year in a row, the world observed Transgender Day of Remembrance to honor the lives of transgender people who have been murdered in acts of anti-transgender violence. But as many Americans watched the fifth Democratic primary debate, none of the ten candidates on stage mentioned the date’s significance, nor the alarming rates of violence against transgender people, particularly transgender women of color. Offstage and online, though, presidential candidate Julián Castro did speak to the significance of the date and the need for greater discussion and action on rights for the transgender community in the U.S. Though he didn’t qualify for the debate, he tweeted: “It’s almost the end of the debate, and we still haven’t heard anything about the #TransDayofRemembrance. Every day trans folks are subject to violence simply for being who they are. We must combat that violence and keep trans people safe,” Castro wrote. It wasn’t the first time that the former mayor of San Antonio and Secretary of Housing and Urban Development in the Obama Administration upheld transgender rights as part of his platform. In the first Democratic primary debate on June 26, Castro included the transgender community in discussion of abortion access, and well before Castro even stepped on to the national stage, he was an advocate for LGBTQ+ rights as mayor of San Antonio. His work as an ally of the transgender community and the LGBTQ+ community as a whole is, he said in a recent interview in Out Magazine, thanks to his mother, Rosie Castro, a longtime Chicana activist and organizer. “I grew up with this sense that we should strive toward equality for everybody, no matter who they

That is what we should do in public service,” said Castro. “It feels personal to me because in my life in a different way, I know what it’s like to be on the other end of not having equality,” he added. In an interview with the San Antonio Current from October 2009, Rosie Castro herself explains it this way: “I never felt I was a radical. I don’t think it’s radical to insure that the rights and privileges of being an American are extended to everybody. Emiliano Zapata said, ‘El respeto del derecho ajeno es la paz — Respect of others’ rights is peace.’ For many of us that’s kind of the feeling in San Antonio — live and let live,” she said. It’s an important principle that is echoed in many of the stories of transgender people featured in this week’s cover story on pg. 12. As local activist and leader Deja Lynn Alvarez tells us: “People think transgender individuals are these deviants. We're not, we want the same things as everyone else. And if people would stop discriminating against us, they would allow us to be able to live our lives just like everyone else.”❚ THE EDITOR

t’s been a long time coming, but Philadelphia may finally have a reform for its long-discussed real estate tax abatement. Enacted in 2000, Ordinance 1456-A formed tax abatement as Philadelphians know it today. It initiated the now contentious, 10-year exemption from real estate taxes for any major improvement — which encompasses everything from individual room renovation to entire apartment complexes — made to any piece of land within the city’s boundaries. In its almost 20-year existence, the abatement has spurred widespread development and turned around the city’s population regression.

However, as the city drew in investment from outside developers and businesses, the tax abatement policy also led to a significant uptick in gentrification — a consequence which most members of City Council today view as a reason to reform the law.

20 YEARS LATER

Almost 20 years later, that reform comes in the form of legislation that would phase the ordinance out over the next 10 years, making all new residential development ineligible for the tax break. New commercial development, however, would still be eligible for the 10-year abatement. The new bill would also not apply to residential development already under construction. The reform bill, introduced by Councilmember Cindy Bass on behalf of Council President Darrell Clarke on Nov. 19, aims to start small. In the first proposed year (2020), 100% of the abatement would still be in place. But in each successive year, the tax break percentage would decrease by 10%. At the end of 10 years, the tax abatement would sit at 10%. Right now, the set start date for the phasing out is July 2020,

but that could change before the bill is passed — which, Clarke hopes, could be by the end of the year.

FUTURE REFORM?

Before the announcement of the phase-out bill, WHYY reported that Clarke had two reforms in hand to introduce for the tax abatement. The other bill, which would have capped the amount of land value that could be exempt under the tax abatement, was reported by The Philadelphia Inquirer to have been killed off by developers’ lobbying efforts. Despite the reform—which many think will pass—, there is likely to be a push for further action from the new slate of first-time City Councilmembers coming to City Council in January, including Kendra Brooks and Jamie Gauthier, both of whom ran with tax abatement reform as one of their top issues. ❚

don’t know about you, but hard as I look, I can’t find any redeeming qualities in Donald Trump and the greedy gang of brigands he has surrounded himself with. What I can easily find –and surely you can too – is a taste for gratuitous nastiness, rampant racism, total disregard for the well-being of the nation and an insatiable hunger for profiting from their political position. In case there were any doubts about Trump’s capacity – taste would be a more accurate word—for cruelty and contempt for poor Americans his administration’s plan to change the rules to qualify for the Supplemental Nutrition Assistance Program (SNAP), that according to the non-for -profit Urban Institute would deprive 3.7 million peo-

ple of food stamps, should dispel them once and for all. On top of that, more than two million households would have their average monthly benefits reduced by $127, and more than three million more would see an average drop of $37 per month, and 982,000 students would lose access to free or reduced school lunches. Not a pretty picture. The Urban Institute said Snap had a “proven track record of reducing both poverty and food insecurity,” but this administration couldn’t care less and in the last year not only has proposed cuts to the food stamp program three times but would, through executive action, bypass Congress. Meanwhile, Trump has spent $115 million on golf trips, the equivalent to 287 years of presidential salary. As reported by the group Property of the People, the golf trips have resulted in the Secret Service spending nearly $2.3 million in taxpayer money at Trump’s businesses. Business is booming at taxpayers’ expense, so why would the merchant at the White House, who has made of the presidency a veritable cash cow, care about the poor? ❚

Jackson exposed in more than 100 pages not only the legal framework that dismisses an "expansive authority" of the president, but also the risk that the perpetuation of such legal positions poses to the Constitution and, therefore, to the country's democracy. “When DOJ insists that Presidents can lawfully prevent their senior-level aides from responding to compelled congressional process and that neither the federal courts nor Congress has the power to do anything about it, DOJ promotes a conception of separation-of-powers principles that gets these constitutional commands exactly backward,” the judge wrote. “In reality, it is a core tenet of this Nation’s founding that the powers of a monarch must be split between the branches of the government to prevent tyranny,” she added. he Philadelphia Association of Black Journalists serves as an important voice towards strengthening the voices of black journalists and journalists of color throughout the city. That was the message echoed by speakers and participants throughout the evening of the 2019 PABJ Awards Gala. “We believe, at PABJ, that communities of color are best served when we own the stories that are told for us and about us,” said Manuel McDonnell Smith, PABJ president. Since its founding in 1973, PABJ, the largest and flagship chapter of the National Association of Black Journalists, has served as a prominent advocate for newsroom diversity and fair coverage of communities of color. The goal of making sure that communities of color were afforded opportunities to feel empowered to tell their stories brought about entrepreneurship for several of the honorees.

For example, Michael Burch, the recipient of the Community Service Award, founded “The Parkside Journal” after noticing a need to help residents of the community become more informed about the happenings in the area. Khabir, a Muslim woman and recipient of the Media Professional Award, emphasized helping other members of the Muslim community to own their stories and narratives. “I helped for my community to have confidence in the journalists that they’re speaking to and with the journalists, I have earned their respect,” she said of her work. The need for diverse journalists was another big talking point throughout the event. Yvette Ousley, education and deputy news editor at the Philadelphia Inquirer, and Mensah Dean, justice and injustice reporter at the Philadelphia Inquirer, represent the only black workers in their respective roles. “That’s nothing to be proud of in the postObama era in a city that’s almost 50% black,” said Dean. “We should ask ourselves, ‘Why is that?’” For Ousley, she continues to urge for the coverage of black and brown communities to be fair, accurate and inclusive. “Not just in the words we publish, but in our thinking and sourcing, and the photos we use, and the headlines and captions that we write with them,” she added. In addition to honoring journalists in the field, PABJ also makes sure to build a pipeline for young journalists of color to pursue careers in journalism. To help with these missions, the Lenfest Institute of Journalism announced a new $50,000 grant to PABJ to continue accelerating this kind of work into 2020. “We’re excited to continue partnering with organizations with the collective goal of making Philadelphia more reflective of, and equitable to, the communities that we serve,” said Cheryl Thompson-Morton, program manager at Lenfest ❚

Transgender people have existed throughout human history, though up until recently the community was not often publicly acknowledged. Yet, in a country where 3% of the population identifies as transgender, since 2017 more than 30 nationwide policies have prohibited or severely impacted transgender people's ability to join the military, enter shelters, use bathrooms and hold jobs, according to The National Center for Transgender Equality. In July, AL DÍA began reporting on transgender individuals in Philadelphia and throughout the U.S., and the project “The many faces of transgender people” was born. Today we bring you the stories of people who open their lives and memories to share with you who they are—inclusive of and beyond their identities as transgender people.

‘JUST LIKE EVERYBODY ELSE’

Brianna Titone was born in upstate New York. While most 90s teenagers were going to the arcade or seeing a drive-in movie, 16-year-old Titone “just wanted to do something that [would] help society.” She became a volunteer and then a junior member at her local fire department, where she spent a total of 7 years. Besides being a nature lover and photography enthusiast, she is a geologist and software developer who once wanted to be part of the FBI but now serves as a member of the Colorado House of Representatives. She called her victory “the toughest job interview I’ve ever had,” an achievement that went down in Colorado's history. “When I was elected, the big story was, “‘Brianna! the first transgender woman to be elected to the state legislature!’ And then that was it... I'm a legislator. I'm one of a hundred people in the State Capitol that are making laws and trying to better the people's lives in Colorado. And I should just be

It’s a scenario well known to Deja Lynn Alvarez, who earlier this year saw her name in the press as “the first transgender woman to run for office in Philadelphia and Pennsylvania”. Alvarez is a family-oriented, driven Latina woman, who was born in Chicago, grew up in Delaware, and fell in love with Philadelphia enough to make it her home. After 20 years of seeing a side of the city that many fail to recognize, she became an advocate, peer counselor and representative of the Philadelphia trans community. She has worked as a system navigator for the City of Philadelphia’s Department of Health and a Commissioner on the Mayor’s Commission of LGBT Affairs, among other positions. “People think transgender individuals are these deviants. We're not, we want the same things as everyone else. And if people would stop discriminating against us, they would allow us to be able to live our lives just like everyone else,” said Alvarez. This feeling resonates with Texas native Erin Kettl, a hard working African-American woman living in Georgia. With a background in finances and human resources, the former bank teller helped co-found Transcending Barriers Atlanta; a non-profit organization that helps transgender people to re-enter society after incarceration. “Sometimes people think transgender people live in some different world than they do. I'm here to say that we do the same things. We play sports, watch movies, TV, we go out, we do things,” she explained. “We are all in this together.”

If there is one thing that brings us all together, it is love, whether it comes from family, friends or a stranger that is soon to be a partner. Kettl, for instance, has found the dating scene “difficult.” “We get judged for how we look. If we are being passable or not, it seems to be one of the huge components of how people in society see you,” she says. The thing is that despite the progress that has been made, time and technology have only made finding love and acceptance a trickier conundrum. Like comedian, actor, and Huff Post blogger Dina Nina Martinez explains in her column “I´m not your Tinderella.” “I guess the question I’m really getting to is: do any single men between the ages of 26 and 50 wanna go bowling in Milwaukee this Friday? With me, Not trans Dina, not plus size Dina, not just-a-hook-up Dina, but me. Just me. Dina, Dina,” said the self-proclaimed soccer mom.

At the end of the day, it is part of human nature to want to be loved for who we are. As some look for an erotic/ romantic kind of love. Others, like Coast Guard veteran Nick Greene, find themselves putting their energy into the love they get from family. “I'm an uncle! I have got an amazing niece and nephew, and my family is important to me. My mom is unconditional, my biological father also has transitioned. It's nice to see people all comfortable. My sister has been fantastically accepting,” said Greene.

‘NEVER GIVE UP’

Greene’s experience of family acceptance is unfortunately not the norm, though, for many transgender people.

According to the National Center for Transgender Equality, 57% of transgender people reported experiencing significant family rejection. For transgender people, the lack of acceptance has led to discrimination, which, in turn, leads to a higher risk of experiencing homelessness, being incarcerated, resorting to survival sex work, and attempting suicide. But despite the challenges, there is also much resilience. Statistics show that despite “high levels of harassment, bullying and violence in school,” 22% of transgender people were able to obtain an education by returning to school. Likewise, despite reporting harassment at work, 78% reported “feeling more comfortable at work and their performance improving after transitioning.” It’s this resilience which brings joy for people like Justine Ingram, the transgender coordinator for Fulton County Board of Health in Georgia. “I can see the light at the end of the tunnel, that it's going to be a lot better for the generations to come, or even for my generation. The future is going to be a lot better and brighter for us because of things that are happening around the country...I see it getting better for all of us. So I always encourage people to be very transparent about who they are,” said Ingram. “NUNCA TE DES POR VENCIDO”

En algún momento u otro, todos nos hemos sentido fuera de la norma de la sociedad, lo que conlleva al deseo de encontrar a personas que nos acepten como somos. While Argentine women once again demanded the legalization of abortion, in Peru the forced sterilizations of Fujimori's government were remembered. They carried a banner with "more than 1,000 names of women and girls" killed since the beginning of the century, demanding "dignified lives free of violence." While Argentine women once again demanded the legalization of abortion, in Peru the forced sterilizations of Fujimori's government were remembered. Likewise, dozens of women with their eyes blindfolded sang: "It's not my fault, neither where I was nor how I was dressed. You are the rapist. It's the police, the judges, the state, the president. The oppressive state is a male rapist," in a choreography that became viral. In Colombia, another country living a great political upheaval, women of all ages banged pots and pans from their balconies in support of the students who have already been protesting for a week. And in the middle of a national strike, the green handkerchiefs and whistles framed a day that served to denounce the murder of women human rights defenders and remember that there's a femicide every 16 hours.

Meanwhile, in Mexico, where in places like Juarez femicide is the norm, more than 3,000 women gathered in demonstrations against sexual harassment at school and work, as well as wage inequality.

SEXUAL VIOLENCE IS POLITICAL

With the recent scandal over the repeal of a protocol that updated the procedure for treating women who want to terminate their pregnancies in cases of rape or when the mother's life is at risk, Argentines once again asked for the decriminalization and legalization of abortion. At the same time, feminism showed its concern for the difficult political situations in other countries. "Sexual violence is political violence," said the collective Ni Una Menos, uniting all Argentine feminists in their concern over "the coup d'état in Bolivia and against state terrorism in Chile," adding that "this violence has the selective intention of dismantling the power of feminism and dissident movements." A demand shared by the Peruvian demonstrators who also called for greater commitment and economic investment by the government in the fight against gender violence through a document signed by nearly 300 organizations. The memory and condemnation of the forced sterilizations of more than 346,000 indigenous women and 24,500 indigenous men carried out by Fujimori's government during the 1990s also played a central role in marches in cities like Lima.❚

Mientras tanto, en Mexico, donde los feminicidios están a la orden del día, especialmente en lugares como Juárez, más de 3.000 mujeres se dieron encuentro en manifestaciones en contra del acoso sexual en la escuela y el trabajo, y la desigualdad salarial.

Un clamo compartido por las manifestantes peruanas que, además, pidieron mayor compromiso e inversión económica del gobierno en la lucha contra la violencia de género a través de un documento firmado por cerca de 300 organizaciones. El recuerdo y la denuncia de las esterelizaciones forzadas a más de 346.000 mujeres y 24.500 hombres indígenas llevadas a cabo por el gobierno de Fujimori durante los años 90 también tuvo protagonismo en las marchas de ciudades como Lima.❚

WHAT WORK EXPERIENCE WILL YOU GAIN?

Working as a census taker, you can gain experience in interviewing and interpersonal communication. Because census takers work directly with the public, they gain experience in getting to know the members of their community and making connections. Also, census takers must explain the benefits of participating in the 2020 Census, so they will gain experience in marketing the services of the census. This experience is valuable because it is transferable for many types of jobs. ❚

MELANY BUSTILLOS L M

elany Bustillo’s story began in La Paz, Bolivia, where she grew up until age 5. She was raised in northern Virginia in Fairfax County by immigrant parents who encouraged her to be proud of her Hispanic heritage and be a valued contributor to her community. “They sacrificed their lives... in hopes to give me a future full of opportunities,” she said of her parents. “Everything they have given me is because of their work ethic that they have passed on to me along with gratitude and giving back. They taught me to never take anything for granted.” After high school, Melany moved to Philadelphia to attend Temple University and has been in the city ever since. She graduated from Temple’s Fox School of Business in 2016, with a BBA in Human Resource Management and Accounting, and was in the top 5% of her class. After graduating, Melany accepted a job with Cigna as part of their Underwriting Leadership Training and Risk Assessment (ULTRA) program. From the moment she joined Cigna, Melany was determined to find a way to promote diversity. Within a year with the company, she was advanced to being part of the core team of Cigna’s Hispanic Colleague Resource Group (CRG), where she is tasked with launching initia-

tives that increase the understanding of particular needs within Cigna’s customer segments. In addition to the progress she has made in her career, Melany has made numerous contributions to the Philadelphia community. Her focus right now is engaging in projects to increase Latino college graduation rates. She currently serves on the board of Prospanica – the Association of Hispanic Professionals, as the Education Officer where she has been an asset in executing highly regarded professional development programs including the Annual Employee Resource Group (ERG) Leadership & Diversity Summit. Melany plays a key role in ensuring the program continues to be a success and is a meaningful experience for all involved. “I truly believe that we rise by lifting others and success to me means that I have been able to make a difference in someone else’s life,” she said. In June 2018, Melany was one of the five women under the age of 40 honored in KYW’s “Rising Star Edition.” It was an honor she was proud to receive, but one that also motivated her to continue the work she’s doing. “I see myself continuing to progress in my career and break the glass ceilings of corporate America,” she said. “I also aspire to continue to give back to my community in every opportunity I can.”❚

n order to gather, showcase, and unite not only Argentinians but Latinos as a whole, "Argentinos en Philadelphia" and "Casa Argentina in Philadelphia, NPO" created "Gala Argentina"; bringing together personalities of the Latino community. The goal of "Gala Argentina" is to showcase Hispanic economic and culture strength, and in doing so creating new bridges and venues for more successful business and cultural future interactions.

THE RECEPTION

"Gala Argentina 2019" took place at the Hilton Philadelphia Hotel at City Avenue on Saturday, Nov. 23 to Sunday, Nov. 24. The evening featured a nice dinner, including Argentine flavors, good drinks, live shows, raffles, and good Latin dancing.

THE GUESTS

The event brought together almost 400 invitees this year and almost a net worth of $1 billion. Attendees included Daniel Loza, Esq.; Consul General of Israel in New York Ambassador Dani Dayan; Natalia Ortiz; and Marisol Sierra.
