THE DECISIVE MOMENT HOW PHILADELPHIA’S NEWLY-ELECTED CITY COUNCIL MEMBERS FOUND THEIR WAY INTO POLITICS — AND WHY IT MATTERS.
CÓMO LOS MIEMBROS RECIÉN ELEGIDOS DEL CONCEJO DE LA CIUDAD DE FILADELFIA ENCONTRARON SU CAMINO EN LA POLÍTICA - Y POR QUÉ ES IMPORTANTE.
KENDRA BROOKS
T
hese days, we all know our own villain origin story, or are at least in the process of announcing it one tweet after the next. More important to discover, though, might be the origin stories of our politicians (whether you view them as heroic, villainous, or somewhere in the in-between scale littered with good intentions, human error, and the spoils of ego). So what are the origin stories of the newest names and faces who will be shaping Philadelphia’s future? As Ernest Owens put it in Philadelphia Magazine’s “10 Bold Predictions for Philly Politics in 2020,” the four freshman members of City Council this year include a “first-time third-party representative, two millenials, and someone who ended a 45-year political family dynasty.” “You shouldn’t be asking whether change is coming - you should be asking how much and how fast,” Owens writes. For Kendra Brooks, Katherine Gilmore Richardson, Isaiah Thomas, and Jamie Gauthier, the answer to the question,
KATHERINE GILMORE RICHARDSON
ISAIAH THOMAS
ENGLISH “Why did you run?,” lies pretty close to home. All entered politics for different reasons, many of which connect with their own lived experiences. For Brooks, the interest started when she worked with other parents in her neighborhood in Nicetown in order to organize a vote against making Edward T. Steel Elementary School a charter school. In a post-election interview with AL DÍA, she referred to it as her “matrix moment.” “It was like you took the pill and you can’t turn back,” she says in our cover story on pg. 12. “I started realizing and seeing other issues that were all around me.” Gilmore Richardson says her own political awakening comes back to a story from one student of hers at Overbrook High School, who confessed to her that he was struggling to stay awake in class because he had spent the night awake, trying to protect his mother when she left the house to buy drugs. That one interaction opened her eyes to barriers to education which she hadn’t had to confront when she was younger. For Thomas, it’s seeing his dad and six older brothers involved in athletics, and working with youth in that city, wanting to break the status quo of how the city’s youth views their possibilities and potential. Jamie Gauthier’s platform grows out of her experience as someone born and raised in Kingsessing and in seeing how her own neighborhood has been transformed over the years due to gentrification and city policies. Read more about each of the new city councilmembers on pg. 12 to get a sense of where they’re coming from — and where they might be taking the city.❚ THE EDITOR

he City of Philadelphia’s governing body rang in 2020 at the restored Met Philadelphia on Jan. 6 with a couple new faces and leaders, and a renewed energy to continue tackling the city’s most pressing challenges. Both Mayor Jim Kenney and City Council President Darrell Clarke — who was elected by his colleagues to a third straight term as head of the 17-member council — celebrated some of the strides made over the last four years. Kenney spoke of the success of regaining local control of the school board, the work of Rebuild to restore long, disinvested rec centers and parks, and included a brief mention of his controversial soda tax, which has provided funding for both Rebuild and Universal Pre-K programs. “We’ve been driven by our guiding principles of courage, compassion and collaboration,” Kenney said.

To organize to let everyone know that not all Cubans who live abroad agree with the abuses and stupid policies promoted by Trump, Rubio, Díaz Balart and the whole string of sellouts. And to mobilize so that the affected people, who are hundreds of thousands, vote in the next elections against the racist who serves as president of this country.” One would think that this would be the angry reaction of any group of immigrants - in this case Cubans – arbitrarily deprived by a corrupt and abusive government like Donald Trump's of their right to travel freely to their country of origin and visit mothers, wives, children, friends, or just breathe the air of their land. Even worse, anyone would believe that this group of immigrants would use all existing resources within the law to denounce and protest against the criminal policy of the most powerful country in the world that, for more than half a century, has tried unsuccessfully to starve Cuba , a small nation of immense dignity. I am referring, of course, to the measures announced a few days ago by the Secretary of State, Michael Pompeo, suspending all charter flights to Cuba except Havana. Already in October the White House, in an infamous return to the worst of the cold war, had canceled commercial

ENGLISH flights to all airports outside the capital. "Today's action will further restrict the ability of the Cuban regime to obtain income, which it uses to finance its repression against the Cuban people and its support for the dictator Nicolás Maduro in Venezuela," Pompeo cynically said in a statement. However, the protests have been minimal. As Julio Ruiz, a Cuban-American doctor who resides in Miami, said: “The political apathy of Cuban-Americans in Miami is surprising, before and after the recent measures limiting flights to Cuba. I would be protesting on Biscayne Boulevard or 8th Street. Even the supposed democratic leaders of the community refuse to join and even meet for the same cause, which is the Cuban family, the right to travel, and to help them. Hopefully the measures will work against the Trump administration in the November presidential elections. Otherwise, say goodbye to Cuba for 5 or 6 years.” In reality, there is fear, a cowardice that would shame any other ethnic group disguised as a political stance of principles and support to no less than Donald Trump, who deports them, despises them and punishes with imperial arrogance their own homeland. Cowardice as a political stance: cynical and shameful. ❚

At the beginning of 2019, those challengers stood on the steps of the House of Representatives and were sworn in as members of the 116th Congress. The new class featured a record 103 women elected or re-elected. It included the youngest woman ever elected to Congress in then 29-year-old Alexandria Ocasio-Cortez, the first Muslim women in Minnesota’s Ilhan Omar and Michigan’s Rashida Tlaib, and the first Native American women in Minnesota’s Deb Haaland and Kansas’ Sharice Davids. The triumphs of these challengers a little more than a year ago was a signal that a wave had swept the country. It was Democratic, young, and made up of predominantly women and minorities. But 2018 was just the beginning In 2019, that wave reached beyond the House of Representatives and into state and local governments. Across the country, governorships, state legislatures,
ENGLISH city councils, borough councils and mayoralties got younger, more progressive and more diverse.
PHILLY LEADING THE WAY
Philadelphia has long been a Democratic bastion, but even that establishment faced stiff competition from a growing progressive wing, and those that did run under the banner of the party were young compared to the city’s leadership. While in past years, the wave hit Philadelphia’s District Attorney and City Controller offices, this year, Philadelphia City Council saw some of the most change of any city entity. Whether it be because of their retirement or defeat in a primary, City Council saw four members leave at the end of 2019. Out the door went longtime Democratic stalwarts Jannie Blackwell, Bill Greenlee, and Blondell Reynolds Brown, and one-term Republican Al Taubenberger. In their place is a crop of new leaders not only 30 to 40 years younger than their predecessors, but also full of fresh ideas to tackle Philly’s ills and push it forward as a new decade begins. City Council President Darrell Clarke has said in multiple interviews that the past iteration of City Council was his most progressive. But given the campaigns its new members ran on, and if they can find a way to work together, he’ll likely say the same thing in another four years.

E

The biggest and boldest of those campaigns was run by North Philly education advocate, Kendra Brooks. Running as a candidate for the Working Families Party, Brooks’ movement amassed the most funding of any third party campaign in Philadelphia history as she got endorsements along the way from big players on the local and national stage. Her goal, alongside running mate Nicolas O’Rourke, was to push out the Republican Party from both of City Council’s at-large seats reserved for minority parties and champion a true progressive agenda In the end, they weren’t far from their goal, with O’Rourke falling short of edging out moderate Republican David Oh by 7,000 votes. But it was Brooks who took home the most votes of any minority party candidate and unseated Taubenberger to make history. A longtime Nicetown resident, Brooks’ rise in activism came when she rallied parents in her neighborhood to vote against making Edward T. Steel Elementary School a charter school. The vote her movement conjured was record-breaking and sent waves across the city at the time. She then brought it to another elementary school in Fairhill and saw the same success. Thinking back on the battle for Steel Elementary and others, Brooks sees it as her ‘Matrix’ moment. “It was like you took the pill and you can’t turn back,” she said. “I started realizing and seeing other issues that were all around me.” In other words, Nicetown’s battles weren’t isolated. “Each one of these issues isn’t just a neighborhood issue. It’s happening across the city,” said Brooks. Now, as a newly elected at-large city councilmember representing the whole city, she wants to be the connector of communities fighting the same battles and score more victories. She’ll need it, considering the top issues she mentioned to AL DÍA were gun violence and improving the facilities of Philadelphia schools. Brooks’ focus on youth is also shared by the two other newest at-large representatives in City Council..

At 34, Katherine Gilmore Richardson is the youngest woman ever elected to an at-large City Council seat. Gilmore Richardson, raised by a religious family in Philly’s Wynnefield section, attended some of the city’s most prestigious schools in Masterman Middle School and Philadelphia High School for Girls. These institutions showed a young Gilmore Richardson the impact of quality education in shaping and envisioning one’s life. . On the flipside, what she saw right out of college while teaching at Overbrook High School, was how a myriad of issues outside the classroom can often stand between a student and a good education. “It was a life-changing experience,” said Gilmore Richardson. She admitted to seeing things in her classroom at Overbrook that she’d never seen before — like the story of a student who had trouble staying awake in class because he protected his mother when she went out to buy drugs at night. Gilmore Richardson took her teaching experience into an 11year career in city government under her mentor, former City Councilwoman Blondell Reynolds Brown, and now brings it to her own office as an at-large councilmember. Issue-wise, Gilmore Richardson is straight-forward. “The first, second and third issue is poverty, and everything falls under that,” she said. Her solutions lie in further supporting educational initiatives, like reinvesting in trade schools and providing more internship opportunities for high schoolers in the corporate, nonprofit and government sectors. She’s also a big believer in better supporting Philly’s small businesses

While Gilmore Richardson is the youngest woman to ever be elected to an at-large seat, Isaiah Thomas is the youngest person ever elected to a city office in Philadelphia. Despite the designation, which Thomas says is only by “a couple months,” it’s something he doesn’t focus on. Born and raised in Oak Lane, Thomas grew up in a family of athletes. “Sports probably were in my life from the time I was conceived,” he said. His dad was a coach and his six older brothers were all involved in athletics in some way growing up. He’s taken that experience into multiple careers helping Philly youth, and he says his time on City Council will be no different. For Thomas, it’s all based around breaking a concerning status quo that hangs over the city’s youth. “I don’t know that my conditions aren’t ideal until someone shows me what it’s supposed to look like,” he said. Whether it be hazardous school buildings or abusive and racist police, the projection from Philadelphia is a city that doesn’t care, especially for black and brown children and adolescents. The solution for Thomas is in providing high schoolers with more tools and opportunities to succeed beyond their senior year. To that end, Thomas wants to push for mandatory civics, financial literacy, media literacy and tech classes for high school seniors. In the realm of opportunities, he says that providing better career pathways for Philly’s youth can also serve to tackle other issues in the city. He wants more high school seniors to know about the option of a career in the police department, in hopes more will take advantage of it and start to heal some of the ingrained distrust in Philly neighborhoods for law enforcement. “The only way we’re going to change the way police perceive people, is if those police are the same people from those neighborhoods,” said Thomas.
“I don’t know that my conditions aren’t ideal until someone shows me what it’s supposed to look like.”

JAMIE GAUTHIER ENGLISH Unlike her other new colleagues, Jamie Gauthier is not an at-large Councilmember, but she is the new face of District 3 in West Philadelphia. She scored the biggest upset of the May 2019 primary, when she handily defeated longtime Councilmember Jannie Blackwell before coasting into the general election unchallenged. “For the first time, people in the city were really ready for change,” said Gauthier. Gauthier is born and raised in Kingsessing and in seeing how her neighborhood has changed over the years, has gentrification at the top of her priority list. Some reform to the city’s current tax abatement law was introduced before the end of 2019, but Gauthier could be one of the new members to push for further reform alongside other staunch opponents already in City Council. She also wants to reevaluate both how the city assesses property value and its zoning procedures. In her mind, more affordable housing should be located around public transit hubs, so more people can get to and from work and school.❚

POLITICS Clarke lauded both the impact of the Philly First Home program, which provides grants for first-time homebuyers in the city, and the overall growth of investment in Philadelphia over the past four years. That, in combination with the fresh pool of talent produced annually by Philly universities, has created a city that is seemingly on the up, Clarke noted. But underneath that success is a poverty rate that remains the worst of any large city in the nation, at 24 %. In response to that reality, City Council initiated the creation of a Special Committee on Poverty Reduction and Prevention, which brought stakeholders from the community, business sector and government together to brainstorm solutions. The goal is to see 100,000 Philadelphians make their way out of poverty by 2024. Clarke branded the effort Philly’s “moonshot”, likening it to the U.S.’s 1960s effort to reach the moon. “I’m calling on everyone — the business community, our top universities, nonprofit organizations, city government, and all our citizens — to work together on the goal,” said Clarke at the inauguration. “That’s an effort worthy of a world-class city.” Kenney also echoed the call of unity to confront the city’s problems, especially gun violence. He said the violence experienced over the past year in the city has “left deep scars on our communities and, frankly, me personally.” The mayor said that greater collaboration started a week ago, with his appointment of Danielle Outlaw as the new police commissioner. “We will transform our community relations and make the reforms necessary to restore trust and accountability between the department and residents — especially in Black and Brown communities,” he said.

Beyond gun violence and police-community relations, the administration is also prioritizing further education investment, cleaner streets, poverty reduction, and a more inclusive, efficient government. Two executive orders were issued on the first day of the new session. One established a new city Office of Children and Families, to be headed by Cynthia Figueroa, and the other mandates established racial equity training for all city departments by 2023. Kenney also said that by 2023 there will be street sweepers in every Philadelphia neighborhood and a revamped SEPTA bus system as part of its cleaner streets effort. ❚

❚ JANUARY 15 - 22, 2020

most powerful men in the Middle East was an option that everyone had usually taken off the board, precisely for fear of retaliation from the Tehran government and the militias trained and deployed in various territories under the command of the general. Only days after his death, a dozen Iranian missiles fell on U.S. bases in Iraq, forcing the international community to ask the Trump administration what the strategy was. Apparently, there is none. From the beginning of his administration, Trump promised to bring back the troops deployed in the Middle East, but the situation with Iran has meant that more troops must be sent to the region. While the State Department was predicting a "de-escalation" of the situation, the U.S. president was increasing his Twitter threats against Iran, even raising the possibility of destroying cultural sites in the country, which would be a war crime. The attack on Suleimani, in itself, did not seem to have a sustainable argument behind it, for while administration officials claimed that eliminating him was a way to "prevent an imminent attack that would put thousands of American lives at risk," no one could make sense of an action that would fuel precisely those possibilities. "The messaging has just been horrible," former Department of Homeland Security spokesman David Lapan told the New York Times. “It’s just been all over the map. At a time when you have something so serious, you need clear communication and instead what we got was contradictory, confusing communication from an administration that already has a trust deficit.” In an attempt to shed some light on the situation, the U.S. president held a press conference on Wednesday that, to the surprise of a few, was marred by inaccuracies. After assuring that no Americans had been injured in the Iranian counterattack, Trump said: “Iran appears to be standing down, which is a good thing for all parties concerned and a very good thing for the world.” But what Iran really did was to react by stick-

ing to international law, trying to turn the tables on Trump. In an interview with CNN international correspondent Fred Pleitgen, Iranian Foreign Minister Javad Zarif said that Trump "is showing the international community that he has no respect for international law.” Zarif denounced that the United States had "violated the sovereignty of Iraq," "the emotions of the people," and that, with the murder of Suleimani, it had fallen into "state terrorism.” "This is an act of aggression against Iran. And it amounts to an armed attack against Iran, and we will respond. But we will respond proportionately, not disproportionately because we are committed to the law," the minister added. "We are law-abiding people. We are not lawless like President Trump." We can now say that one of Donald Trump's greatest achievements is to make a regime like Iran's sound diplomatically consistent by comparison. Despite Secretary of State Mike Pompeo's efforts to defend the attack to the media –efforts that, for some, have made him "the most powerful Secretary of State in decades"– understanding how assassinating one of the most dangerous and influential men in the Islamic extremist wing of the Middle East can indeed be a good thing. Time will tell if the cure will indeed be better than the disease. ❚

“This is going to be a long process,” said Charito Morales, community organizer and registered nurse who has experience working in coordinating relief efforts in the aftermath of Hurricane Maria in 2017. Morales noted that an important aspect of the emergency backpacks will be the inclusion of a list of critical resources in the event of an emergency — a “special information kit,” she said. The packets will include information for Puerto Ricans on how they can protect themselves in the event of an emergency, what to do if their property is damaged or destroyed, phone numbers they can call to access support, and more. Morales said that their goal is to provide people with quicker, better access to the kind of information and resources that would have served many of the Puerto Ricans who were displaced by Hurricane María in Sept. 2017. “After we learned from Hurricane María, we’re going to be a little bit more prepared,” Morales said ❚.

ry and experiences. The news further shakes the foundation of the university, which is still struggling with a lawsuit challenging its admissions policy. “We need more than just letting us in,” said Laura Veira-Ramirez, 21, an undocumented Colombian student who worked part-time at the admissions office. “We need resources once we get to campus, and part of those resources is an ethnic studies program,” she concluded.
A REALLY DIVERSE UNIVERSITY?
While the Harvard president refuses to explain to academics across the country who have expressed dismay over the university's refusal to grant tenure to Dr. Garcia Peña, Harvard faculty do not understand this refusal either and are calling for a review of the process to discover whether there is further evidence of this lack of diversity in the professorship. to Harvard's Fact Book, while a report on diversity last year noted that 8 percent of nearly 1,000 tenured professors are minorities, including blacks, Latinos and Native Americans. The less diverse the professors, the fewer courses on ethnic studies...and vice versa. As if she had predicted the scandal, Garcia Peña herself published an article last year where she wrote that ethnic studies programs make universities "a little less racist, a little less white." "They provide students with space to think and write about important issues," she added. "They also provide support for students of color who are made to feel like second-class citizens elsewhere." The struggle for the creation of an ethnic studies program at Harvard is not new. In 2017 they succeeded in creating an ethnic studies course in history and literature - another minor existed since 2009 - but now they are demanding a full department and specialization. Regarding Dr. Garcia Peña, Robert Reid-Pharr, a professor in the departments of Women's Studies, Gender and Sexuality, and African and African American Studies, told NYT: "We need to ask, not just in her but in all cases, how it is that certain faculty members — particularly people of color, particularly women — are being asked to do all sorts of extra work, but that work is not necessarily properly judged, or remunerated for that matter.” ❚

An extension of time for an additional 30 days may be granted at the discretion of the Sheriff upon receipt of written request from the buyer requesting the same, except when a second bidder has been duly registered. Also, if the first bidder does not complete settlement with the Sheriff within the thirty (30) day time limit and a second bid was registered at the sale, the second bidder shall be granted the same thirty (30) day time limit to make settlement with the Sheriff on his second bid. Thereafter, the Sheriff shall be at liberty to return the writ to court. A second bid must be registered on any property immediately after it is sold. The second bidder must present the same amount of deposit that the highest bidder delivers to the Sheriff at the sale. An extension of time under no circumstances will be granted or honored by the Sheriff whenever a second bid is registered on a property at the sale. The first bid or opening bid on each property shall be set by the City of Philadelphia. In no event will the successful bidder be allowed to settle on the property unless all the Sheriff’s costs are paid notwithstanding the final bid. The deposit by any bidder who fails to comply with the above conditions of sale shall be forfeited and the funds will be applied to the Sheriff’s cost, then to any municipal claims that the City of Philadelphia has on the property. Finally, if a balance still remains, a Sheriff’s Distribution

Policy will be ordered and the money will be distributed accordingly. No personal checks, drafts or promises to pay will be accepted in lieu of certified checks, attorney’s checks or money orders made payable to the Sheriff of Philadelphia County. The Sheriff reserves the right to grant further extensions of time to settle and further reserves the right to refuse bids from bidders who have failed to enter deposits on their bids, failed to make settlement, or make fraudulent bids, or any other behavior which causes disruption of the Sheriff Sale. Said bidders shall be so refused for the sale in which said behavior occurred and for said further period of time as the Sheriff in his discretion shall determine. The Sheriff will not acknowledge a deed poll to any individual or entity using an unregistered fictitious name and may, at his discretion, require proof of identity of the purchaser or the registration of fictitious names. The bid of an unregistered fictitious name shall be forfeited as if the bidder failed to meet the terms of sale. All bidders are advised to remain at the sale until after the last property is sold. The Sheriff reserves the right to resell any property at any time before the end of the sale, upon the successful bidders’ failure to tender the required deposit. The Sheriff reserves the right to postpone or stay the sale of any property in which the attorney on the writ has not appeared and is not present at the sale. Prospective purchasers are directed to the Web site of the Philadelphia Bureau of Revision of Taxes, (BRT) brtweb.phila.gov for a fuller description of the properties listed. Properties can be looked up by the BRT number – which should be cross checked with the address. Prospective purchasers are also directed to the Room 154 City Hall, 215686-1483 and to its website philadox.phila.gov and to its website at http://philadox.phila.gov where they can view the deed to each individual property and find the boundaries of the property. PROSPECTIVE PURCHASERS ARE RESPONSIBLE FOR DETERMINING THE NATURE, LOCATION, CONDITION AND BOUNDARIES OF THE PROPERTIES THEY SEEK TO PURCHASE. The BRT # refers to a unique number assigned by the City Bureau of Revision of Taxes to each property in the City for the purpose of assessing it for taxes. This number can be used to obtain descriptive information about the property from the BRT website. Effective Date: July 7, 2006 NOTICE OF SCHEDULE OF DISTRIBUTION The Sheriff will file in his office, The Land Title Building, 100 South Broad Street, 5th Floor, a Schedule of Distribution Thirty (30) Days from the date of the sale of Real Estate. Distribution will be made in accordance with the Schedule unless exceptions are filed thereto within ten (10) days thereafter. The name first appearing in each notice is that of the defendant in the writ whose
property is being sold. All Writs are Writs of Executions. The letters C.P., Court of Common Pleas; O.C., Orphans’ Court; Q.S., Court of Quarter Sessions; C.C., County Court - indicate the Court out of which the writ of execution issues under which the sale is made: S. 1941. 223. means September Term, 1941. 223, the term and number of the docket entry; the figures following show the amount of debt; and the name following is that of the attorney issuing the writ. Attention is called to the provisions of Act No.104, approved July 27, 1955, which requires owners of properties which are used, designed or intended to be used by three or more families, or of commercial establishments which contain one or more dwelling units, to deliver to the buyers of such properties a use registration permit at the time of settlement, under certain terms and conditions. Sheriff Sales are not subject to provisions of the said Act and the Sheriff will, therefore, not deliver use registration permits in connection with any sales conducted by him.
