ON PHILADELPHIA COUNCIL, WITH WHOM SHE WORKED FOR YEARS. REEMPLAZA EN EL CONCEJO DE FILADELFIA A MARÍA QUIÑONES-SÁNCHEZ, CON QUIEN TRABAJÓ ALLÍ POR 14 AÑOS. EN ESTA EDICIÓN SE REFIERE A SUS RETOS.

Quetcy Lozada was born in Norris Square and has had direct contact with the reality of Philadelphia, where she has been involved in projects in favor of the Latino community.

With origins from Puerto Rico, she tried to preserve the traditions of her parents, including speaking Spanish. It was not easy for her to follow that line. However, when she was 19, she worked at Concilio, a Latino non-profit organization that serves Spanish-speaking communities in Philadelphia. There she had valuable experiences and met María Quiñones Sánchez, by then Executive Director of the Puerto Rico Federal Affairs Administration.

At that time, Lozada was involved in a project to register voters and increase Latino voter participation. Quiñones was leading that effort, so her commitment to the city’s was very appreciated.

Then, in 2007, Quiñones won the election to the City Council for District 7, and Lozada became part of her staff. Her mission was constituent services, and she managed the office. She was her Chief of Staff, as well as her friend, for the next 14 years.

In September of last year, Quiñones resigned to run for Mayor of Philadelphia. That same month, Lozada ran for Council and won in the special election for District 7.

She now takes on several challenges for this new office that benefit the community. Issues like guns and opioids are central to the city’s problems.

LITERATURE ON MIGRATION

Also in this issue is a report on The Boy from Mexico, a new children’s book based on a child’s experience of migration. It is a work by Edward Dennis, of Mexican origin, born in Phoenix (Arizona).

It is a way of telling what happens to migrants in the United States from a child’s point of view, a task Dennis had pending: “As a child, I didn’t know how to communicate where my family came from. That’s how I got inspired to write and illustrate my new book”.z

Quetcy Lozada nació en Norris Square y ha tenido contacto directo con la realidad de Filadelfia y ha tenido que ver con proyectos a favor de la comunidad latina.

Sus orígenes están en Puerto Rico y desde casa se procuró mantener las tradiciones de sus padres, incluso hablar en español. No resultó fácil para ella seguir esa línea. Sin embargo, cuando de 19 años trabajó en Concilio, organización latina sin ánimo de lucro que presta servicios a las comunidades hispanohablantes de Filadelfia. Ahí entendió muchas cosas y conocí a María Quiñones Sánchez, para ese momento directora ejecutiva de la Administración de Asuntos Federales de Puerto Rico.

En ese momento, Lozada se vinculó a un proyecto para registrar votantes y aumentar la participación electoral de los latinos. Al frente de esa labor estaba Quiñones, de quien apreció su compromiso con los latinos de la ciudad.

Después, en el 2007, Quiñones ganó las elecciones para el Ayuntamiento por el Distrito 7. Y ahí Lozada entró a hacer parte de su equipo de trabajo. Su misión estaba en los servicios a los electores y administraba la oficina. Fue su jefe de personal, además de amiga, por los próximos 14 años.

En septiembre del año pasado, Quiñones renunció para lanzarse a las elecciones por la Alcaldía de Filadelfia. Ese mismo mes, Lozada para postularse al Concejo y ganó en las elecciones especiales por el Distrito 7.

Ahora asume varios retos para este nuevo cargo y que benefician a la comunidad. Hay temas como las armas y los opioides, centrales en la problemática de la ciudad.

LITERATURA INFANTIL SOBRE MIGRACIÓN

Asimismo, en esta edición también hay un reportaje sobre The Boy From Mexico (El niño de México, en español), un nuevo libro infantil basado en la experiencia migratoria de un niño. Es una obra de Edward Dennis, de origen mexicano, nacido en Phoenix (Arizona).

Es la manera que contar lo que ocurre con los migrantes en Estados Unidos desde la visión de un niño, una tarea que tenía pendiente Dennis: “De pequeño, no sabía cómo comunicar de dónde venía mi familia. Así fue como me inspiré para escribir e ilustrar mi nuevo libro”. z

A 2023 ECONOMIC OUTLOOK

LARA RHAME, CHIEF U.S. ECONOMIST AT FS INVESTMENTS, PAINTED A PICTURE FOR THE FUTURE OF THE U.S. ECONOMY.

Lara Rhame is an economist who focuses on macroeconomic financial market analysis to inform and develop longterm views on the economy and investment trends.

She was invited as a featured speaker at the recent Chamber of Commerce for Greater Philadelphia’s Economic Outlook event.

When she discusses the state of the current global economy and outlook for the future, she crystallizes it by answering three questions: Are we going to have a recession?, When will the Fed stop raising rates?, What will markets do in 2023?

“Let’s face it, 2022 wasn’t necessarily an easy year coming on the heels of a couple of years that have presented really unexpected challenges,” said Rhame.

From negative GDP growth to extremely high inflation, a lot of emphasis has been put on the first question.

“Given the policy reaction we’ve had to high inflation, if we don’t have a recession — which is not a foregone conclusion — it’s unlikely to be a year of really robust growth,” said Rhame.

WHAT CONSTITUTES SUCCESS?

To Rhame, success comes from 90% preparation.

“As we think about our businesses and our communities going forward, going into the coming year with our eyes wide open to some of the cyclical headwinds and macroeconomic challenges is really important,” she said.

When she projects the answers to the aforementioned questions, Rhame believes preparation is the key to producing resilience and finding opportunity when challenges come forth.

A LOOK AT SOME NUMBERS

Growth Domestic Product (GDP) is the broadest measure of output and growth.

In the first two quarters of 2021, the real GDP was between 6-7%, a pace that Rhame describes as

Cuando habló del estado de la economía mundial actual y de las perspectivas de futuro, lo cristalizó respondiendo a tres preguntas: ¿vamos a tener una recesión?, ¿cuándo dejará la Reserva Federal de subir los precios? Y ¿qué harán los mercados en el 2023?

“Reconozcámoslo, el 2022 no ha sido necesariamente un año fácil, después de los inesperados retos que presentaron los años anteriores”, dijo Rhame. Desde un crecimiento negativo del PIB hasta una inflación extremadamente alta, se ha hecho mucho hincapié en la primera pregunta.

“Dada la reacción política que hemos tenido ante la elevada inflación, si no tenemos una recesión, que no es una conclusión inevitable, es poco probable que sea un año de crecimiento robusto”, dijo.

¿EN QUÉ CONSISTE EL ÉXITO?

Para Rhame, el éxito depende en el 90 % de la preparación. “Cuando pensamos en el futuro de nuestras empresas y comunidades, es muy importante afrontar el año que viene con los ojos bien abiertos ante algunos de los vientos cíclicos en contra y los retos macroeconómicos”, afirmó la economista.

Cuando proyectó las respuestas a las preguntas mencionadas, Rhame planteó que la preparación es la clave para producir resiliencia y encontrar oportunidades cuando surgen retos.

ALGUNAS CIFRAS

El crecimiento del Producto Interior Bruto (PIB) es la medida más amplia de la producción y el crecimiento. En los dos primeros trimestres del 2021, el PIB real se situó entre el 6 y el 7 %, que Rhame describe como un “ritmo de crecimiento verdaderamente fuerte, pero insostenible”.

When Drew Murray switched allegiances to the Republican Party in 2018, he didn’t even know if there was an actual party structure in Philadelphia.

“I thought I was going to run as an individual,” he told AL DÍA of his eventual first run for an at-large seat in 2019.

That’s essentially what happened, and he ran without an endorsement, but four years later, Murray is one of two Republican Party-endorsed candidates vying for one of the two seats on Philadelphia City Council reserved for minority parties.

Between 1952 — when the city’s current charter was enacted — and 2019, those seats had always gone to Republicans. That changed in 2019, as Councilmember Kendra Brooks snatched a seat on the back of the Working Families Party.

Murray says when he did find the party, they didn’t trust him coming from outside the regular Republican power bases of Northeast and South Philly. The unfamiliarity scared them, Murray said, leading him to be labeled a Democrat a number of times.

Entre 1952, cuando se promulgó la carta orgánica actual de la ciudad, y 2019, esos escaños siempre fueron de los republicanos. Cambió en 2019 cuando la concejala Kendra Brooks le arrebató un escaño al Partido de las Familias Trabajadoras.

Murray dice que cuando encontró el partido, no confiaban en él, pues venía de fuera de las bases de poder republicanas regulares del noreste y el sur de Filadelfia. La falta de familiaridad les asustó, dice Murray, lo que le llevó a ser tachado de demócrata varias veces. “No deberían haberme temido a mí, sino a Kendra Brooks”, dijo.

“They shouldn’t have been fearful of me, they should’ve been fearful of Kendra Brooks,” he said.

OUTSIDER TO ENDORSED

Now, four years later, Murray’s stature in the party has flipped on its head. The once outsider from Center City is one of two endorsed Republican at-large candidates for Philadelphia City Council. After running in 2019, Murray went on the ballot again in 2020 to challenge State Rep. Brian Sims before the special election to end 2022, where he and fellow Republican Jim Hasher were beaten, but he saw some signs of hope.

“2023 was always the long goal,” said Murray. “I’m looking forward to being in a race I can win and expect to win.”

He’s a self-described moderate, who’s draw to the Republican Party is

rooted free market capitalism, small government and Ronald Reagan.

“I think for myself,” Murray told AL DÍA. “No one will ever call me ‘far right’ or ‘far left.’”

QUALITY OF LIFE AND TAXES

When it comes to the issues of the 2023 campaign in Philadelphia, Murray puts quality of life at the top. Under that umbrella, he was asked about gun violence, overall community safety, and the opioid crisis.

For overall crime, Murray called out District Attorney Larry Krasner for his office’s approach to lower level crimes, arguing without enough enforcement, crime “trickles up.”

“When you basically ignore crime at lower levels… it’s going to become more serious,” he said.

DE INTRUSO A RESPALDADO

Ahora, cuatro años después, la posición de Murray en el partido es completamente diferente. El otrora intruso de Center City es uno de los dos candidatos republicanos generales respaldados para el Concejo Municipal de Filadelfia.

Después de postularse en el 2019, Murray volvió a presentarse en el 2020 para desafiar al representante estatal Brian Sims, antes de las elecciones especiales del 2022, en las que él y su compañero republicano Jim Hasher fueron derrotados. CALIDAD DE VIDA E IMPUESTOS

Sobre los temas de su campaña del 2023 en Filadelfia, Murray sitúa la calidad de vida en primer lugar. Bajo ese paraguas, se le preguntó por la violencia armada, la seguridad general de la comunidad y la crisis de los opioides.

En cuanto a la delincuencia en general, Murray criticó al fiscal de distrito Larry Krasner por el enfoque de su oficina hacia los delitos de menor nivel, argumentando que, sin suficiente aplicación de la ley, la delincuencia “se filtra hacia arriba; cuando se ignora la delincuencia en los niveles más bajos, tiende a ser más grave”.

SHAPIRO SETS THE STAGE

Last Tuesday, Jan. 17, Pennsylvania welcomed its next governor in Josh Shapiro to Harrisburg, and in his first address from the Capitol Building, the former Attorney General honored the coalition he built to get him where he was standing that day.

It started with the stories he heard on the campaign trail across the Commonwealth.

He spoke of Danielle, a woman who sought an abortion procedure to save her life, as well as Jerry, the owner of a barbershop in Lancaster. Some of the subjects mentioned in Shapiro’s remarks accompanied him onstage.

Shapiro was also joined on stage by Brittany Sisca and Stephanie Mack, the widows of two Pennsylvania State Troopers, Martin F. Mack III and Branden T. Sisca, who lost their lives in the line of duty on March 21, 2022.

“The voices of those who put on a uniform, at home and abroad to keep us safe. They leave behind their service to all of us. Thank you for being with us today. We continue to honor and respect your husbands. May their memories be a blessing,” Shapiro said.

The two troopers were killed along with another individual when a drunk driver ran into their patrol car on I-95.

“I want you to know that you, the good people of Pennsylvania, will always be my North Star,” Shapiro asserted.

“I'm mindful of the fact that you share those stories with me because you believe that I can make a difference for you,” Shapiro said, while also recognizing that achieving democracy had always been a work in progress.

Seguimos honrando y respetando a sus maridos. Que sus recuerdos sean una bendición”, dijo Shapiro. Los dos policías murieron junto con otra persona, cuando un conductor ebrio chocó contra su vehículo de patrulla en la I-95.

“Quiero que sepan que ustedes, la buena gente de Pensilvania, siempre serán mi Estrella del Norte”, agregó.

“Soy consciente del hecho de que comparten esas historias conmigo porque creen que puedo marcar la diferencia”, afirmó Shapiro, al tiempo que reconoció que la consecución de la democracia siempre ha sido un trabajo en curso.

DEFENDING DEMOCRACY

Many aspects of the speech mirrored the friction on the campaign trail against State Senator Doug Mastriano, the losing Republican gubernatorial candidate.

Shapiro, having emerged triumphant, now has “the responsibility to stand up for what is right, to bring people together to get real things done for you.”

“That is my covenant with you. That's our deal. You have spoken out loud and clear,” he said.

He called on the voters — whether they’d cast a ballot for him — to “come together under the banner of this new administration, to write our next chapter,” and urged Democrats, Republicans and Independents to “resoundingly reject extremism” in PA.

Tasked with safeguarding government institutions, Shapiro also reminded listeners of the fragile state of democracy and to not allow “extremists who penalize to drown out the truth.”

“We show that our system works. Our elections are free and fair, safe and secure,” he continued.

DEFENDING PROGRESS

Shapiro begins his four-year term alongside Lieutenant Governor Austin Davis, a former State Representative and the first Black man to serve there in the office’s history.

Both inherit a divided government for at least the next two years.

House Democrats initially secured a thin majority, but it promptly disappeared after a series of vacancies, handing Republicans the edge while special elections are held to fill the vacant seats.

Muchos aspectos del discurso reflejaron los roces de la campaña contra el senador estatal Doug Mastriano, el candidato republicano perdedor a la gobernación.

Shapiro, tras salir triunfante, tiene ahora la responsabilidad de defender lo que es correcto, de unir a la gente para conseguir que se hagan cosas reales por ella. “Ese es mi pacto con ustedes, ese es nuestro pacto. Han hablado alto y claro”, dijo.

Hizo un llamado a los votantes, hayan votado o no por él, para que “se unan bajo la bandera de esta nueva administración, para escribir nuestro próximo capítulo”, e instó a demócratas, republicanos e independientes a “rechazar rotundamente el extremismo” en Filadelfia.

Encargado de salvaguardar las instituciones gubernamentales, Shapiro también les recordó a los oyentes el frágil estado de la democracia y la importancia de no permitir que “los extremistas que penalizan ahoguen la verdad”.

“Demostramos que nuestro sistema funciona. Nuestras elecciones son libres y justas, seguras y protegidas”, continuó.

DEFENDER EL PROGRESO

Shapiro inicia su mandato de cuatro años junto al vicegobernador Austin Davis, antiguo representante del Estado y primer hombre negro que ocupa ese cargo en la historia de la oficina. Ambos heredan un gobierno dividido durante al menos los próximos dos años.

Los demócratas de la Cámara de Representantes obtuvieron inicialmente una escasa mayoría, pero esta desapareció tras una serie de vacantes, dando ventaja a los republicanos mientras se celebran elecciones especiales para cubrir los escaños vacantes.

Quetcy Lozada is born and bred Philadelphia. She was brought up in Norris Square, smooshed between the contrasting neighborhoods of Kensington and Fishtown in North Philly, in a family of five. Lozada’s dad, a devout Christian, worked in a meat factory while her mom took care of the kids, all sisters, at home.

“Always been from North Philadelphia, always been in the seventh council district,” Lozada said unequivocally in an interview.

Sitting in a far-end corner inside Tierra Colombiana, a Latino staple just off Hunting Park, District 7 City Councilwoman Quetcy Lozada took stock of her upbringing before she became the successor to Maria Quiñones Sánchez, a woman she regards as her mentor and friend.

The family had a sensible routine. Dad worked while mom stayed home because they wanted to ensure Lozada and her sisters were brought up in a Puerto Rican household.

La familia tenía una rutina sencilla: mientras el papá trabajaba, la mamá se quedaba en casa porque querían asegurarse de que Quetcy y sus hermanas se criaran en un hogar puertorriqueño.

Faithful to their schedule, every day at 5 p.m., they had dinner together. At 7 p.m., Lozada said they would chant the rosary. If there was any homework, it was Lozada’s dad who took on the tutoring role.

“Mom didn’t really understand all of that,” she said, adding her mom’s education had stopped in sixth grade.

Lozada’s dad wanted to make sure he instilled a discipline that would inspire them to pursue an education and made it his goal to work as much as it took to create that circumstance. They attended St. Monica Elementary and then Little Flower Catholic High School for girls.

But a wrench thrown into the plans disrupted the routine. The factory where her dad worked shut down without notice, and Lozada vividly remembers him “coming home and not knowing what he was going to do because he had three daughters in Catholic school, and tuition had to be paid.”

To support the family, Lozada’s dad sought public assistance, an idea Lozada’s mom loathed.

“My mom refused to use different stamps, even at the corner store, she would say ‘you’re going to go to the corner store.’”

Eventually, her mom finished school, given the circumstances, and took a trade gig to get the girls through school. Lozada, however, had plans of her own.

She understood her background early on. Like, the reason every sister wore the same shirt was that her mom would sew similar styles for them.

But also, “I absolutely did not want to go to school. I hated school,” she said. So she got a job in the Gallery, known today as the Fashion District.

At Mundy’s Cards and Gift Shop, Lozada saw echoes of her dad’s work ethic. It was a place where she felt a sense of responsibility, and “he worked hard for his family. I could understand that. I couldn’t relate to that.”

She graduated high school, but didn’t immediately go to college, wanting to continue to work and make her own way. Her sister, though, did try but dropped out after a year.

Sensing her parent’s disappointment, Lozada enrolled in a technical, two-year program — and graduated with honors — to assuage their unease.

At 19, she went on to work for a bank, her first real job. And she was good at it.

She cared about the customer experience, and the role felt like much of a continuance of the lessons learned at Mundy’s. The drawback? “I want to work closer to home. I don’t want to work downtown.”

“My mom was a factory worker, [and] my dad has worked in factories. I can work in a factory. I lasted five days” before going back to the bank. Luckily, they hired her back, and she stayed for eight years.

A CHANGE OF HEART AND NEWFOUND PRIDE

Philly pride has always been at the core of who Lozada is as a person, and that inevitably provoked a

conflict. Growing up, “my parents always wanted us to speak Spanish at home. I would consistently fight with that and say, ‘I don’t want to speak Spanish or speak English,” she told them.

“I’m an American. I’m born and raised here. I’m [of] Puerto Rican descent.”

That all changed when she landed a gig at Concilio, a Hispanic nonprofit with a long history of serving as the city’s stalwart for Spanish-speaking communities.

It was through that transition that Lozada met María Quiñones Sánchez, who, back then, was Executive Director of the Puerto Rico Federal Affairs Administration.

The first project Lozada was assigned to was voter registration in a city-wide effort to increase Latino participation at the polls and the amount of Spanish-speaking poll workers.

It was then that she worked in tandem with Quiñones Sánchez to amplify Latino guidance at the polls. Witnessing that work, Lozada said, moved her.

“I saw her passion. I saw her drive. I saw how committed she was to Latinos in this city,” she said. Little did she know she was poised to follow in her footsteps soon after.

In 2007, Quiñones Sánchez won a City Council election for District 7 and met with Lozada.

HAULED INTO LOCAL POLITICS

“I thought, ‘this woman is crazy.’ I don’t know anything about politics. I don’t even know what a council person is because I’ve never reached out to my council person,” Lozada chuckled.

The first day in office, Lozada recalled, the team walked into an empty desk. It shook her, not only because she felt ill-prepared, but also because she feared they would fail the community.

Still, Lozada trusted in Quiñones Sánchez, who told her that “we’re going to create our own rules here.”

Lozada grasped everything on the spot through her work in constituent services while simultaneously operating the office administration — all while absorbing the ins and outs of government work.

Excelling in her ability to use her ethic in any role, Lozada, under Quiñones Sánchez’s wing, became her chief of staff and close friend for the 14 years.

After 14 years, Quiñones Sánchez launched her campaign for mayor.

But even those bonds couldn’t stop the friction borne out of disagreement. Lozada was fierce about constituent needs and would put them above the legislative proceedings.

“I often times would say to her, ‘this is not right, that we can’t do this,’” she remembered

Even though the District 7 office was staffed with legislative and policy personnel, Lozada leveraged her position on the ground, which “put me in a very uncomfortable, compromising, frustrating situation.”

And yet, Lozada described Quiñones Sánchez as a visionary who “has always been able to see beyond far beyond today.”

“She consistently fought for people, she fought her way through government. And she has always found the support of the people,” Lozada remarked.

She credits herself for keeping Quiñones Sánchez grounded.

Ahead of Quiñones Sánchez’s resignation in September, a quiet battle brewed for District 7, one of the few Latino strongholds in Philly. And on a quiet night in mid-September, Lozada secured the necessary endorsements to carry her through the special elections.

PAVING HER OWN WAY

Now, Lozada’s challenge is multipronged. She enters her first term as a city councilwoman for a district with a state-level magnifying glass and the epicenter of a conversation about opioids and guns.

Lozada must gear up her campaign to confront possible challengers in the upcoming primary, in addition to a general election. And amid running that operation, she’ll need to put her agenda forward and follow through with her promises to her district.

“I believe that this is where I belong. I’ve received a lot of little hints that this is where I belong. And so through prayer

and through the support that I’ve received, I feel like I can see myself here for the next few years,” Lozada said.

She was also keen to remember the example her predecessor set.

“Maria, in 20 years, will be able to say, ‘I was given an opportunity to succeed and be a good contributing citizen to my city and to my community,’ as a result of her leadership. As a result of her understanding that we need to be the priority.”

“That keeps me up at night. And showing that tomorrow’s culture is given the same opportunity to succeed and that they have people to look up to, the way that I’ve been.”z

Fieles a su horario, todos los días, a las cinco de la tarde, cenaban juntos. A las 7 de la noche rezaban el rosario. Si había tareas, el padre asumía el papel de tutor. “Mamá realmente no entendía todo eso”, contó Lozada, añadiendo que la educación de su madre se había detenido en sexto grado.

Su papá quería asegurarse de inculcar a sus hijas una disciplina que les inspirara a continuar su educación, y se propuso trabajar todo lo necesario para crear esa circunstancia. Asistieron a la escuela primaria Santa Mónica y después a la secundaria católica Little Flower para niñas.

Sin embargo, los planes se alteraron: la fábrica donde trabajaba su padre cerró sin previo aviso. Lozada recuerda ese día y ve a su papá “llegando a la casa sin saber qué iba a hacer porque tenía tres hijas en la escuela católica y había que pagar la matrícula”.

Para mantener a la familia, buscó ayuda pública, una idea que su esposa detestaba: “Mi mamá se negaba a pagar con subsidios del Gobierno, aunque fuera en la tienda de la esquina”.

Dadas las circunstancias, la mamá terminó la escuela y aceptó un trabajo de oficio para sacar adelante a las niñas. Quetcy, sin embargo, tenía sus propios planes.

Muy consciente de su origen, “no quería ir a la escuela en absoluto, odiaba la escuela”, como ella misma dice, así que consiguió un trabajo en la Galería, hoy conocida como el Distrito de la Moda.

En Mundy’s Cards and Gift Shop, Lozada vio ecos de la ética de trabajo de su padre. Era un lugar en el que se sentía responsable y “él trabajaba duro por su familia. Podía entenderlo, pero no podía relacionarme con eso”.

trabajando y abrirse un camino. Su hermana sí lo intentó, pero la abandonó al cabo de un año.

Sintiendo la decepción de sus padres, Lozada se matriculó en un programa técnico de dos años y se graduó con honores para calmar el malestar.

A los 19 años, empezó a trabajar en un banco, su primer empleo de verdad. Sin embargo, a pesar de que le iba bien, pues le importaba la experiencia del cliente y el puesto le parecía una continuación de las lecciones aprendidas en Mundy’s, quería trabajar más cerca de la casa. “No quiero trabajar en el centro”, dijo.

“Como mi madre trabajaba en una fábrica y mi padre tenía experiencia en ese entorno, consideré que yo también podía trabajar en una fábrica. Duré cinco días”, recordó. Por suerte, volvieron a contratarla en el banco y se quedó ocho años allí.

CAMBIO DE ACTITUD Y NUEVO ORGULLO

El orgullo de Filadelfia siempre ha estado en el centro de lo que Lozada es como persona, y eso, inevitablemente, provocó un conflicto. Según contó, “mis padres siempre quisieron que habláramos español en casa, pero yo siempre me opuse: ‘No quiero hablar español ni inglés. Soy estadounidense, nací y me crie aquí. Soy de ascendencia puertorriqueña’”.

Todo cambió cuando consiguió un trabajo en Concilio, una organización hispana sin ánimo de lucro, con una larga historia de servicio a las comunidades hispanohablantes de la ciudad. Gracias a esa transición, Lozada conoció a María Quiñones Sánchez, que entonces era directora ejecutiva de la Administración de Asuntos Federales de Puerto Rico.

El primer proyecto a cargo de Lozada fue el registro de votantes, en un esfuerzo en toda la ciudad por aumentar la participación latina en las urnas y el número de trabajadores electorales hispanohablantes. Fue entonces cuando trabajó en equi-

po con Quiñones Sánchez para ampliar la orientación de los latinos en las urnas. Ser testigo de ese trabajo, según Lozada, la conmovió: “Vi su pasión, vi su empuje, vi lo comprometida que estaba con los latinos de esta ciudad”. Lo que no sabía era que poco después iba a seguir sus pasos.

ARRASTRADA A LA POLÍTICA

En el 2007, Quiñones Sánchez ganó las elecciones al Ayuntamiento por el Distrito 7 y se reunió con Lozada.

“Pensé: ‘Esta mujer está loca’. No sé nada de política. Ni siquiera sé lo que es un concejal porque nunca me he puesto en contacto con él”, dijo Lozada entre risas.

El primer día en el cargo, recuerda, el equipo se encontró con una mesa vacía. Aquello la conmocionó, no solo porque se sentía mal preparada, sino también porque temía fallarle a la comunidad. Aun así, Lozada confió en Quiñones Sánchez, quien le dijo: “Aquí vamos a crear nuestras propias reglas”.

Lozada captó todo sobre la marcha gracias a su trabajo en los servicios a los electores, al tiempo que se ocupaba de la administración de la oficina, todo ello mientras absorbía los entresijos del trabajo gubernamental.

Destacada por su capacidad para utilizar su ética en cualquier función, Lozada, bajo el ala de Quiñones Sánchez, se convirtió en su jefa de personal y amiga durante los siguientes 14 años. Pasado ese tiempo, Quiñones Sánchez lanzó su campaña a la Alcaldía.

Pero ni siquiera esos lazos pudieron detener las fricciones nacidas de los desacuerdos. Lozada era feroz con las necesidades de los electores y las ponía por encima de los procedimientos legislativos. “A menudo le decía: ‘Esto no está bien, no podemos hacerlo’”, contó.

Aunque la oficina del Distrito 7 contaba con personal legislativo y político, Lozada aprovechó su posición sobre el terreno, lo que la puso en una situación muy incómoda, comprometida y frustran-

te. Lozada describe a Quiñones Sánchez como una visionaria que “siempre ha sido capaz de ver más allá del presente. Ha luchado siempre por la gente, se ha abierto camino en el Gobierno y siempre ha encontrado el apoyo de la gente”.

Se atribuye a sí misma el mérito de mantener a Quiñones Sánchez con los pies en la tierra.

Antes de la dimisión de aquella en septiembre, se preparaba una batalla silenciosa por el Distrito 7, uno de los pocos bastiones latinos de Filadelfia. Y en una tranquila noche de mediados del mismo mes, Lozada consiguió los apoyos necesarios para superar las elecciones especiales.

ABRIRSE CAMINO

Ahora, el reto de Lozada es múltiple. Entra en su primer mandato como concejala de un distrito con lupa a escala estatal, y epicentro de una conversación sobre opioides y armas. Debe preparar su campaña para enfrentarse a posibles contrincantes en las próximas primarias, además de las elecciones generales. Y en medio de esa operación, tendrá que presentar su programa y cumplir sus promesas a su distrito.

“Creo que este es mi sitio. He recibido muchos pequeños indicios de que este es mi sitio. Y así, a través de la oración y del apoyo que he recibido, siento que puedo verme aquí durante los próximos años”, dijo Lozada.

Asimismo, recordó el ejemplo de su predecesora: “Dentro de 20 años, María podrá decir: ‘Tuve la oportunidad de triunfar y de ser una buena ciudadana que contribuye a su ciudad y a su comunidad’, gracias a su liderazgo. Ello, como resultado de su comprensión de que tenemos que ser la prioridad”.

Concluyó: “eso me quita el sueño y demostrar que la cultura del mañana tiene las mismas oportunidades de triunfar y que tiene gente a la que admirar, como yo lo he hecho”..z

Edward Dennis was born in Phoenix, Arizona, in a family of Mexican-American origin. “Growing up, I had no way to communicate where my family came from. That’s how I became inspired to write and illustrate my new book,” he told AL DIA.

Dennis is the author of “The Boy From Mexico”, a children’s book based on the story of his paternal great-grandfather, Jorge Francisco Dennis-Flores, and his crossing in the early 1900s.

“As a child I would hear stories about how my family came to the U.S. I never had a way to tell friends that were a different ethnicity than myself. As I got into my teens, I wanted to be more accepted and understood by peers. So I would ask details about my Great-Grandfather’s crossing and his struggles,” he remembered. “It was then I learned of the town in Mexico my family comes from”.

It was years later, while working as a Special Education teacher in a public school, where he decided it was time to make his book. “Several students (most of them immigrants) came up to me asking “¿Es cierto lo que dicen de nosotros?” My students were hearing negative comments on TV and at stores about immigrants. I had no book, cartoon or any media to give them…,” he recalled. Later that night, he started storyboarding, writing and doing character development on what is now “Luz”, the main character of his book, named after his Maternal Great-Grandfather, Luz Andres Alvarez.

“I decided to write a book for my students, so they are empowered and proud of where they come from. I wish something like this existed as a child so I could share my family’s story with my classmates or teachers”, he said. “In the 90s, when I was in elementary school we weren’t allowed to speak Spanish in class, there were no books on immigration for kids. This left me feeling out of place… if my book can change that then I would be happy. The world is very different in 2023 than it was in 1994, yet there is still a lack of books like this out on the market,” he added.

MEXICAN UNIVERSE

Dennis, who describes himself as a visual storyteller, admits that he grew up lost many times, “not knowing who my people are because in books and movies I only saw caucasian characters. If children read my book and future books I want them to see me and the characters and say “WOW they look like me,” he said.

Dennis always liked to draw, color and paint. However, it wasn’t until he was in a City art class that he had the chance to make a book about his favorite animal and realize that he would like to make a real book some time. Since that day he worked very hard on his artwork, then it became a job. “I decided that instead of endlessly working for a company I’d like to make my own IP. My friends laugh and call it the Mexi-Verse, Mexican Universe because I have a lot of stories to tell about my people,” he concluded.z

Edward Dennis nació en Phoenix (Arizona), en el seno de una familia de origen mexicano-americano. “De pequeño, no sabía cómo comunicar de dónde venía mi familia. Así fue como me inspiré para escribir e ilustrar mi nuevo libro”, explicó este joven autor e ilustrador latino a AL DÍA.

Dennis es el autor de The Boy From Mexico, traducido al español como El niño de México, un libro infantil basado en la historia de su bisabuelo paterno, Jorge Francisco Dennis-Flores, y su travesía por la frontera a principios del siglo XX.

“De niño oía historias sobre cómo llegó mi familia a Estados Unidos, pero nunca pude contarlas a mis amigos de etnias distintas a la mía. Cuando entré en la adolescencia, quería ser más aceptado y comprendido por mis compañeros. Así que preguntaba detalles sobre la travesía de mi bisabuelo y sus luchas”, recuerda. “Fue entonces cuando supe del pueblo de México del que procedía mi familia”, recuerda.

Fue años después, mientras trabajaba como profesor de Educación Especial en una escuela pública, cuando decidió que era el momento de escribir su libro. “Varios alumnos, la mayoría inmigrantes, se me acercaron preguntando: ‘¿Es cierto lo que dicen de nosotros?’. Mis alumnos oían comentarios negativos sobre los inmigrantes en la televisión y en las tiendas. Y yo no tenía ningún libro, historieta o medio de comunicación que darles”, recuerda.

Esa misma noche empezó a hacer storyboards, a escribir y a desarrollar el futuro personaje de Luz, protagonista del libro, que lleva el nombre de su bisabuelo materno, Luz Andrés Álvarez.

“Decidí escribir un libro para mis alumnos, para que se sintieran empoderados y orgullosos de su origen. Me hubiera gustado que existiera algo así cuando era niño, para poder compartir la historia de mi familia con mis compañeros de clase o mis profesores”, afirma.

Dennis agrega que “en los años 90, cuando estaba en primaria, no se nos permitía hablar español en clase, no había libros sobre inmigración para niños. Esto me hizo sentirme fuera de lugar. Si mi libro puede

cambiar eso, entonces seré feliz. El mundo es muy diferente en 2023 de lo que era en 1994, y sin embargo siguen faltando libros como éste en el mercado”.

UNIVERSO MEXICANO

Dennis, quien se describe a sí mismo como un narrador visual, admite que muchas veces creció perdido, “sin saber quién era mi gente porque en los libros y las películas sólo veía personajes caucásicos. ESTA PELÍCULA FUE RODADA EN FILADELFIA Y REPÚBLICA DOMINICANA. DIRECCIÓN, EQUIPO TÉCNICO Y ACTORES, DE VARIOS PAÍSES DE AMÉRICA LATINA.

Directed by Dominican Boccaccio Guzmán, Carmesí de Mariposa is a thriller that tells the story of a feminicide. For the script, the director based his work on cases occurred in his country and in the rest of Latin America, which are becoming more and more frequent.

AL DÍA spoke with Guzmán and the film’s producers about how the idea was born, the team and the challenges they faced during filming. “This film is a mixture of ingredients from what I have been learning from my experience”, said Boccaccio, while Franklin Medrano, the film’s producer, recalls that he saw the synopsis and immediately connected with the message he wanted to convey: “I decided to watch the story as a spectator. That was the only way I could know if it was really going to be successful or not. I liked it and I’m sure the public will like it too”.

On the other hand, Jimmy Duran and Angie Millán, both part of the team of producers of this film, said that making it was a great opportunity for them to enter the world of cinema. The same happened with Medrano.

This film, which takes place entirely in the United States, but was shot in various locations in Philadelphia and the Dominican Republic, was made by a team of Latin Americans, although this was not intentional. Carmesí de Mariposa featured actors from Argentina, Cuba and the Dominican Republic, while the technical crew included professionals from Colombia, Puerto Rico, Venezuela and Mexico.

“Everything was very organic because we are always surrounded by Hispanics and Latinos, so every time we needed an artistic or technical talent, they ended up being Latino”, Medrano explained.

Carmesí de Mariposa es una película de suspenso, dirigida por el dominicano Boccaccio Guzmán, que narra la historia de un feminicidio. Para el guión, el director se basó en los casos que han ocurrido en su país y en el resto de Latinoamérica, que cada vez son más frecuentes.

AL DÍA conversó con Guzmán y los productores de la película sobre cómo nació la idea, el equipo de trabajo y los retos que tuvieron que afrontar durante la filmación.

“Esta película es una mezcla de ingredientes de lo que he ido aprendiendo con mi experiencia”, contó Boccaccio, mientras que Franklin Medrano, productor del filme, recuerda que vio la sinopsis y de inmediato se conectó con el mensaje que quería transmitir.

“Decidí ver la historia como un espectador más”, cuenta Medrano. Señala que “solo así podía saber si realmente iba a tener éxito o no. A mi me gustó y estoy seguro de que a todo el público también le va a gustar”.

Por su parte, Jimmy Duran y Angie Millán, quienes hacen parte del equipo de productores de esta cinta, contaron que hacerla fue para ellos una gran oportunidad de incursionar en el mundo del cine. Lo mismo ocurrió con Medrano.

Esta película, que transcurre completamente en Estados Unidos pero rodada en diversas locaciones en Filadelfia y República Dominicana, fue realizada por un equipo de latinoamericanos, aunque no fue intencional. Carmesí de Mariposa contó con actores argentinos, cubanos y dominicanos; mientras que el equipo técnico incluía profesionales de Colombia, Puerto Rico, Venezuela y México.

“Todo fue muy orgánico, porque siempre estamos rodeados de hispanos y latinos, entonces cada vez que necesitábamos un talento artístico o técnico, este terminaba haciendo latino”, explicó Medrano.

Como muestra del compromiso que tenían con la película, el equipo de producción, incluyendo a Durán, Millán y Medrano, tuvo breves apariciones en diversas escenas como

As a sign of their commitment to the film, the production team, including Durán, Millán and Medrano, made brief appearances in various scenes as supporting characters, which not only allowed them to cut costs, but also to understand what it’s like to make films in front of the camera.

Boccaccio says that ,as director, he was “very satisfied with everyone’s performance”, and the participants said it was a “unique opportunity” for them.

It has also been a great motivation for the whole team to serve as an example of

the importance of Latino representation in the country and to confront the stereotypes that exist in film, especially when few Hispanics are recognized for their work in the industry.

Carmesí de Mariposa will have its big premiere in Philadelphia, in the middle of the year. Besides, it will have a place in Telemundo 62. For those who wish to see the film outside the United States, the team hopes to tour the different Latin American countries that played a role in the creation of this film product.z

CHALLENGES

In 2014, Madeline Birkner started at the Philadelphia Education Fund (PEF) as a College Access Program Coordinator at Olney Charter High School — executing a Federal TRIO Programs grant, designed for low income and first generation college students — where she would advise students for college and career.

After seven years of successfully connecting students to higher education, she recently became PEF’s Senior Manager for Persistence and College Partnerships, a position focused on helping students thrive in college.

As Birkner has been working with students for quite a period of time, she

has gained insights to the challenges of transitioning to and succeeding in college from students. Considering that she worked with students who attended mostly under-resourced schools, Brikner points out academic preparation and financial insecurity as the major barriers in preventing students from having a smooth transition.

In many high schools in the Philadelphia School District, students aren’t able to take rigorous classes, making them less prepared for the expectations in college — which consists of a different learning experience, involving a lot more self teaching and self management. Birkner added

the lack of infrastructure to the problem, as students most of the time don’t have access to lab sciences, for example, having to learn the basics in college.

The senior early release policy is another challenge in being college and career ready. Many students struggle with basic literacy and could use some extra hours of reading and writing whether they go to college or not, Birkner said.

“How can we expect our seniors to make a clean transition to any sort of postsecondary program if we communicate with them that it is not very important to come to school for most of the hours of the day,” she added.

Also acting as a financial counselor, Birkner says her job is to be honest with students and their families about their finances and how to be sustainable with it in the long run. She advises on smart and appropriate borrowing, but the final decision isn’t up to her.

Her working process includes explaining vocabulary — what are grants, loans, work study and scholarships, as well as its differences and similarities — and telling students what they are entitled to from the federal and state governments — and how to obtain those.

Birkner also likes to comfort students by saying that feeling anxious and worried is normal, and everyone is experiencing it together.

LATINO STUDENTS

Especially when working with Latinos in Philadelphia, Birkner noticed that other factors influence their educational experiences. Due to a huge sense of family and home among the community, these students often opt to stay in the city for college — as they perceive home as their safe place.

Birkner highlights that the positive aspects of it are that students can save money with rent and family can be a motivator. However, she brings attention to the negative side, which can be that they don’t have a clear boundary of their school self and their home self — and families might still have the same expectations as they had for them in high school.

Besides the normal worries of making friends or choosing the right major, and the financial pressure; most immigrant students do all the college application process by themselves. Especially considering the sacrifices their parents have made for them, these students want to make their families proud, Birkner added.

IMPROVEMENTS IN THE SCHOOL DISTRICT

Understanding structural issues within the school district take time and money to be addressed, Birkner emphasizes possible and immediate solutions would be smaller caseloads for counselors and academic success incentives.

“That’s why we [PEF] are in the schools we are in,” she said. “We know counselors are asked to do too much. We take some of that college and career prep off their shoulders.”

Birkner asks for more commitment in helping students meet the graduation requirements through Keystone Exams. Schools are skirting this route because historically the district hasn’t done great, she added.

“Let’s keep students in school, let’s help them develop a little bit more literacy, let’s have more life skill classes [how health insurance works, how to read a lease and more].” z

A Birkner también le gusta tranquilizar a los estudiantes, diciéndoles que sentirse ansiosos y preocupados es normal, y que todos lo experimentan juntos.

ESTUDIANTES LATINOS

Especialmente al trabajar con latinos en Filadelfia, Birkner se dio cuenta de que hay otros factores que influyen en sus experiencias educativas. Debido al enorme sentimiento de familia existente entre la comunidad, estos estudiantes suelen optar por quedarse en la ciudad para ir a la universidad, ya que perciben el hogar como su lugar seguro.

Destaca como aspectos positivos que los estudiantes pueden ahorrar dinero con el alquiler y que la familia puede ser un factor de motivación. Sin embargo, llama la atención sobre el aspecto negativo, que puede ser que no tengan una frontera clara entre su yo escolar y su yo hogareño, y que las familias sigan teniendo las mismas expectativas que tenían de ellos en el colegio.

Además de las preocupaciones regulares de hacer amigos o de elegir la carrera adecuada y de la presión financiera, la mayoría de los estudiantes inmigrantes hacen todo el proceso de solicitud de admisión a la universidad por sí mismos. Teniendo en cuenta los sacrificios que sus padres han hecho por ellos, quieren que sus familias se sientan orgullosas, añade Birkner.

MEJORAS EN EL DISTRITO ESCOLAR

Consciente de que los problemas estructurales en el distrito escolar requieren tiempo y dinero para ser abordados, Birkner destaca que las soluciones posibles e inmediatas serían menores cargas de trabajo para los consejeros e incentivos de éxito académico: “Por eso, estamos en las escuelas en las que estamos. Sabemos que se les pide demasiado a los orientadores. Les quitamos de encima parte de esa preparación universitaria y profesional”.

Birkner pide más compromiso para ayudar a los estudiantes a cumplir los requisitos de graduación, a través de los exámenes Keystone, pero las escuelas están eludiendo esta ruta porque históricamente el distrito no lo ha hecho muy bien, según añadió.

“Acerquemos a los estudiantes a la escuela, ayudémosles en su proceso educativo y diseñemos más asignaturas de habilidades para la vida: cómo funciona el seguro de salud, cómo leer un contrato de arrendamiento, entre otras”, dijo. z

He focuses on the 2024 elections in both countries. “The two countries are separated by certain level of development, language, religion, race, philosophy and history. But, among all these di erences, there is at least one coincidence: every 12 years, the presidential elections of the two nations are synchronised. It seems minimal and is, in fact, a mere coincidence of timing, but it is important because, at the same time, everything that happens in Mexico and the United States is set against the backdrop of the battle for power. 2024 will be one of those years, and the races to the White House and the National Palace have already begun. [...] In the Republican party, for now, the only one who has formally announced that he will seek to reach the White House again is Donald Trump. [...] On the other side, the Democratic Party is frozen for now. We have to wait and see what President Biden will do. [...] But if Joe Biden is not seeking a second term, watch out for California Gov. Gavin Newsom, who has clear political aspirations”.

XENOPHOBIA AGAINST MIGRANTS IS GROWING

Jaime Zambrano points out that “negative feelings are growing against migrants in the midst of an increase in the flow of migrants through Mexican territory seeking to reach the United States with the aim of fulfilling the so-called ‘American dream’. According to the analysis conducted by the Citizen Perception and Migration Laboratory of the Inter-American Development Bank (IDB), citizen perception of migration in Latin America and the Caribbean is deteriorating, and xenophobia is growing. Feelings of rejection against migrants are increasing amidst fears and insecurities among the population, including fear of lack of employment or increasing problems of insecurity and violence. [...] An important part of native people does not feel comfortable having immigrants as their neighbours or even receiving them in their country; furthermore, they express that they distrust those who come from other countries. [...] Given the increase in migratory flows, a part of those in search of the ‘American dream’ are deciding to spend more time in the region of passage, that is, in Mexico”.

Jaime Zambrano señala que “los sentimientos negativos están creciendo contra los migrantes en medio del alza de los flujos de migrantes por territorios mexicanos que buscan llegar a Estados Unidos con el objetivo de cumplir con el llamado ‘sueño americano’. De acuerdo con el análisis realizado por el Laboratorio de Percepción Ciudadana y Migración del el Banco Interamericano de Desarrollo (BID), la percepción ciudadana sobre la migración en América Latina y el Caribe se está deteriorando y crece la xenofobia. Los sentimientos de rechazo contra los migrantes aumentan en medio de temores e inseguridades en la población, entre ellos, el miedo a la falta de empleo o el aumento de los problemas de inseguridad y violencia. (…) Una parte importante de personas nativas no se sienten cómodas teniendo a inmigrantes como sus vecinos o, incluso, recibiéndolos en su país; además, expresan que desconfían de aquellos que vienen de otros países. (…) Ante el aumento de flujos migratorios, una parte de quienes están en busca del ‘sueño americano’ está decidiendo pasar más tiempo en la región de paso, es decir, en México”.

An editorial analyses the drug consumption situation in the United States and other countries of the world. “[...] the figures reflect an increase derived from a greater demand for narcotics by the inhabitants of developed nations. This in turn leads to increased drug production in the supplier countries: Mexico for fentanyl, and mainly Colombia for cocaine. [...] the fight against the crime of drug tra cking continues to focus on the issue of repressing production and distribution, without the problem of consumption, the other element of the equation, being attacked directly and e ectively by the countries where the drugs are sold. This was demonstrated by the recent summit of North American heads of state [...] The approach has proven to be ine ective. After the capture or death of a drug leader, someone else takes control of the business, be it for production or distribution. Moreover, fighting crime in an exclusively military manner exacerbates violence in production areas [...]”.

International analyst Rafael Herz refers to the challenges facing democracy and focuses on the issues raised at the World Economic Forum. “On this occasion, environmental risks related to climate change, the loss of biodiversity and crises surrounding the protection of natural resources predominate. Added to this are social aspects such as involuntary migration and problems of social cohesion [...] What does seem clear is that one risk is not included after the events in the United States on 6th February 2021, and in Brazil on 8th February 2023. It is the risk to the consolidation and defence of democracy. The two largest countries on the American continent have seen how crowds of people, following the calls of presidents who had announced that they would not recognise the election results, forcibly seize parliamentary premises. In this sense, democracies in the Western hemisphere are threatened by two elements. On the one hand, by the actions and interference of autocracies and dictatorships”.

Se trata del riesgo para la consolidación y la defensa de la democracia. Los dos países más grandes en el continente americano han visto como unas multitudes, siguiendo los llamados de presidentes que habían anunciado no reconocer los resultados electorales, se tomaban por la fuerza las instalaciones del parlamento. En ese sentido las democracias en el hemisferio occidental se ven amenazadas por dos elementos. Por un lado, por las acciones e interferencias de las autocracias y las dictaduras”.

As for budgeting? He would implement a zero-based strategy that he hopes would root out the waste given to certain departments.

PHILADELPHIA COUNTY MORTGAGE FORECLOSURE CONDITIONS OF SALE

1. Based on the health and safety recommendations of the Centers for Disease Control andPrevention (“CDC”) and Pennsylvania Department of Health (“Department of Health”) due tothe COVID-19 pandemic, the scheduled sale shall be conducted virtually at Bid4Assets.com (“Bid4Assets”).

2. YOU MUST BE EIGHTEEN (18) YEARS OF AGE OR OLDER TO BID.

3. All bidders must complete the Bid4Assets online registration process to participate in the auction (“Auction”). All bidders must submit a Ten Thousand Dollars ($10,000.00) deposit (“Deposit”) plus a ThirtyFive Dollars ($35.00) non-refundable processing fee to Bid4Assets before the start of the Auction. Such single Deposit shall be associated with the Auction held as of this date (“Auction Date”) and shall allow a bidder to bid on all of the properties that are listed on the Auction Date. 4. All properties are sold “AS IS” with NO expressed or implied warranties or guarantees whatsoever. The Sheriff and Bid4Assets shall not be liable as a result of any cause whatsoever for any loss or damage to the properties sold. In anticipation of participating in the Auction and purchasing a property, the bidder assumes all responsibility for due diligence. It is the responsibility of the bidder to investigate any and all liens, encumbrances and/ or mortgages held against the property which may not be satisfied by the post-sale Schedule of Proposed Distribution under Pa. 5. The plaintiff’s attorney shall submit the plaintiff’s upset price (“Upset Price”) to Bid4Assets, via the attorney online portal, at least one (1) hour prior to the start of the Auction. The Upset Price is the least amount the plaintiff will accept for a property. The Sheriff’s costs will be added to the Upset Price to determine the reserve price for the auction. The reserve price is the minimum dollar amount the Sheriff will accept for the sale to go to a third-party bidder. 6. The sale of the property will not be stopped unless The Sheriff’s Office is contacted by the Attorney on the Writ,byCourtOrderoratthe discretionoftheSheriff.

7. If the reserve price is met, the highest bidder shall be the purchaser. By close of business the next business day after the auction, the purchaser is responsible for 10% of the purchase price for each property purchased plus a buyer’s premium of 1.5% of the total purchase price of each property purchased. The purchaser shall pay the balance of 90% of the purchase price for each property purchased plus a $35 processing fee by 5:00PM EST on the fifteenth (15th) calendar day following the Auction Date unless that day falls on a holiday or weekend day, then the balance is due on the next business day by 5:00PM EST. Payments are due as stated above, NO EXTENSIONS AND NO EXCEPTIONS.

8. Failure to comply with the Conditions of Sale including, but not limited to, the failure to pay the remaining balance by any due date (the 10% down payment due date is the day following the auction; the 90% balance due date is 15 days after the auction date) and complying with all post-sale instructions required by the Sheriff and Bid4Assets, shall result in a default (“Default”) and the down payment shall be forfeited by the bidder.

9. If a bidder wins multiple properties and does not comply with the conditions of sale for each property he is deemed in Default and all of the consequences of a Default will apply.

10. The highest bidder shall be responsible for any and all post sale costs that are imposed by law,

which are incurredbythe Sheriff. Please be advised that the Realty Transfer Taxes have been calculated and included in the bid amounts.

11. On any auction that results in a third-party sale, the bidder who was directly outbid by the highest bidder will be given the option to register as a second bidder. If the second bidder accepts this option, he/she agrees to purchase the property for the same price as the highest bidder. The second bidder shall deposit 10% of the purchase price by 5:00PM EST on the first (1 st ) business day following the auction date. On that date the second bidder will be apprised of the status of the winning bidder’s deposit, and shall be told his/her 10% will be kept on deposit. The second bidder shall also be told he/ she is liable for the 90% balance fifteen (15) calendar days from this date, if the highest bidder does not comply. If the highest bidder did not complete the sale, second bidder will have five (5) calendar days to complete the sale. If that 5 th day falls on a holiday or weekend day, then the balance is due on the next business day by 5:00PM EST. If the second bidder is non-compliant he/she will forfeit his/her deposit to Sheriff. If the highest bidder completes the transaction, the second bidder will get his/her deposit refunded within 10 business days.

12. The Sheriff’s Office, in its sole discretion, may cancel the sale after the auction closes for any reason.

13. The Plaintiff shall submit any pre-sale postponements or stays to the Philadelphia Sheriff’s Office prior to 3:00PM the day before the auction.

14. The Plaintiff’s attorney shall enter any auction day postponements or stays on his/ her Bid4Assets attorney portal. THE PHILADELPHIA HOUSING AUTHORITY (PHA) hereby announces the opening of the Housing Choice Voucher (HCV) Program, (formerly known as Section 8) Waiting List Lottery. PHA is accepting online applications for individuals and families to participate in a lottery for a position on the HCV waiting list. The HCV Program o ers housing assistance to families by paying a portion of their rent to private property owners. Any income-eligible family or individual can apply and someone in your household must have legal residency, even if the legal resident is a minor child. Learn more online at WWW.PHA.PHILA.GOV.

Individuals and families can apply online 24 hours a day, seven days a week, during the two week application period using a smartphone, computer, or other mobile device with Internet access. Paper applications will not be accepted in-person or by mail or email.

Background:

• PHA’s HCV Waiting List Lottery has been closed since March 2010.

• PHA currently administers more than 19,000 Section 8 vouchers.

• More than 55,000 applications are anticipated to be received during the two-week application period.

• The Housing Choice Voucher program provides eligible low-income households with opportunities to live in rental homes owned by private property owners.

• Eligible families choose where they want to live, as long as the unit is approved by PHA through 1) a Housing Quality Standards (HQS) inspection, and 2) a Rent Reasonableness and A ordability determination. PHA then pays a portion of the contracted rent as a “housing assistance payment (HAP)” to the landlord on behalf of the participant.

• The participant’s portion of the contracted rent is generally based on 30% of the household’s monthly adjusted income or the monthly minimum rent requirement of $50, whichever is greater (unless the participant is determined to be exempt from the minimum requirement).

Preliminary eligibility of applicants will be based on HUD’s Federal Income and other eligibility guidelines established by the U.S. Department of Housing and Urban Development (HUD). Applicants must have annual household incomes that do not exceed the following limits established by HUD.

Migration is a problem when in the countries of origin there is no hope for those who decide to flee to try to improve their living conditions.

The reasons for migrating are the same. Well, I am referring to those who are forced to do so. Those who are between life and death.

The discussion in the United States and other countries is about how to prevent avalanches of migrants, but the real problem is not at the foot of the border, but beyond. In the places of origin of those who prefer to leave everything behind.

A study by the International Organization for Migration (IOM) confirms the first sentence of this analysis: “Every year, thousands of people leave their homes in Latin America, the Caribbean and other regions to try to secure futures that have become virtually unattainable in their countries of origin. Economic dispossession, lack of access to education and employment, violence and other structural and personal factors have motivated people from all over the world, but primarily from Central American countries, to seek a new life in the United States or other countries in the region”.

This is obvious, but it needs to be reiterated. The real solution is to improve the living conditions of individuals and communities. And the factors outlined by the IOM have been recurrent. In Latin America, the political and security reasons are historical. Civil wars and dictatorships have provoked the migration of millions of people. In each country, internal migration and forced displacement have depopulated rural areas and overpopulated cities.

Others chose to flee. Yes, to flee their countries because the risk of losing their lives is immense.

The other reason, the one that matters the most, is the economic situation, which translates into poverty, state neglect, hopelessness for the new generations and very few opportunities for progress. The problem is that where they

travel to is not very different. The difference is that they will be able to earn an income that allows them to send scraps home to their families. Many end up doing trades they did not do in their places of origin.

They arrive with little education, no knowledge of the language (English, in the case of the United States) and a terror of interacting with someone who does not speak Spanish. They end up living among their fellow countrymen in the same conditions, isolated from development and without much expectation of change.

They have already reached their desired destination, those who were able to, but first they had to face all kinds of risks to their integrity. How desperate are they in their countries that they expose themselves to any danger to leave the past behind?

The IOM recalls its own study in partnership with the United Nations High Commissioner for Refugees and the Central American Integration System, released in 2019. What is revealing about the research is the comparative causes of migration. While 40 or 50 years ago it was political conflict and exclusion, recently it is violence and lack of employment. In the end, it is the same thing: economic and political problems.

Then, as now, the motivation is to improve living conditions at any cost. Some manage to do so with a lot of effort. Others survive amidst xenophobic gestures.

Migration is part of the very condition of societies. But, in the case of Latin America, the only way to stop the waves that today expose their lives in dangerous journeys to reach their destination is for countries to improve the living conditions of their people and for there to be a real political opening so that they do not kill each other over ideas. That is the challenge for the next generations.z

Las razones para migrar son las mismas. Bueno, me refiero a quienes se ven obligados a hacerlo. A quienes están entre la vida y la muerte.

La discusión en Estados Unidos y en otros países está dado en cómo impedir avalanchas de migrantes, pero el problema real no está al pie de la frontera, sino más allá. En los lugares de origen de quienes prefieren dejar todo atrás.

Un estudio de la Organización Internacional para las Migraciones (OIM) confirma la primera frase de este análisis: “Cada año, miles de personas abandonan sus hogares en Latinoamérica, el Caribe y otras regiones para intentar asegurar futuros que se han vuelto prácticamente inalcanzables en sus países de origen. El despojo económico, la falta de acceso a la educación y el empleo, la violencia y otros factores estructurales y personales han motivado a las personas de todo el mundo, pero principalmente de los países centroamericanos, a buscar una nueva vida en los Estados Unidos u otros países de la región”.

Es obvio, pero hay que reiterarlo. La verdadera solución es mejorar las condiciones de vida de las personas y de las comunidades. Y han sido recurrentes los factores expuestos por OIM. En América Latina los motivos políticos y de seguridad son históricos. Las guerras civiles y las dictaduras han provocado la migración de millones de personas. En cada país, la migración interna y el desplazamiento forzado han deshabitado las zonas rurales y superpoblado las ciudades.

Otros prefirieron huir. Sí, huir de sus países porque el riesgo a perder la vida es inmenso.

El otro motivo, el que más pesa, es la situación económica, traducida en pobreza, abandono del Estado, desesperanza para las nuevas generaciones y poquísimas oportunidades de progreso. El pro-

blema es que a donde viajan el panorama no es muy distinto. La diferencia es que podrán tener un ingreso que les permita enviar remezas a sus familias. Muchos terminan haciendo oficios que no hacían en sus lugares de origen.

Llegan con poco nivel educativo, sin conocimiento alguno del idioma (inglés, en el caso de Estados Unidos) y un terror a relacionarse con alguien que no hable español. Terminan viviendo entre coterráneos en las mismas condiciones, aislándose del desarrollo y sin mayores expectativas de cambio.

Ya llegaron al destino deseado, los que pudieron, pero antes debieron afrontar todo tipo de riesgos a su integridad. ¿Cómo será el desespero en sus países que se exponen a cualquier peligro para dejar atrás el pasado?

OIM recuerda un estudio propio en asocio con ACNUR y el Sistema de Integración Centroamericana (SICA), dado a conocer en el 2019. Lo revelador de la investigación es el comparativo en las causas migratorias. Mientras hace 40 o 50 años fueron el conflicto político y la exclusión, recientemente es la violencia y la carencia de empleo. En últimas, es lo mismo: los problemas de la economía y de la política.

Entonces como hoy, la motivación es mejorar las condiciones de vida a como dé lugar. Algunos lo logran con muchísimo esfuerzo. Otros sobreviven en medio de gestos xenofóbicos.

La migración hace parte de la misma condición de las sociedades. Pero, para este caso de América Latina, la única manera de frenar las oleadas que hoy exponen la vida en peligrosas travesías para llegar a la meta es que en los países mejoren las condiciones de vida de la gente y se dé una verdadera apertura política para que no se maten por las ideas. Ahí está el desafío para las próximas generaciones. z
