ear. That is the central tenet of the immigration policy of U.S. President Donald Trump. Control through fear and oppression worked for the Nazis in Germany and it seems to be working for Trump in present day United States. Fear - the sweat down your back kind. The kind that does not let you sleep at night as you wait for that knock on your door. That fear that makes you gather together a few belongings, to have something to hold on to when you are arrested and deported back to the country you fled from in fear. Fear is the weapon of choice of this administration. And this fear is made real through the Census 2020 and the threat of the inclusion of the citizenship question. Whether or not the question is included in the census, the damage has already been done. The stain of fear has spread through the Hispanic community - like an oil

spill. It is clear that the latter is Trump’s main target. To strike the fear of an oppressive state and prevent a true count of who lives, works and resides in the United States. That way he can boast that he has made America White Again. Yet this is all about control. Control through fear and oppression, leaving Hispanics too scared to answer the citizenship question. Because in the countries they fled from, answering questions can get you killed. New York Rep. Alexandria Ocasio-Cortez said it best in a tweet responding to Trump’s demand that she go back where she came from. AOC was born in the Bronx, of Puerto Rican parents. She is as American as American can be. “You rely on frightened America for your plunder.” Let’s hope that America wakes up from its terrible nightmare soon, before it is too late.❚

El control por medio del temor y la opresión funcionó para los Nazis en Alemania y parece estar funcionando para Trump en los Estados Unidos de hoy. El temor, ese del tipo del sudor que corre por la espalda. El que no lo deja dormir por la noche mientras espera el toquido sobre la puerta. Ese temor que hace que uno recoja unas cuantas pertenencias, para tener algo a qué aferrarse cuando lo arresten y deporten de vuelta al país del que uno huyó por temor. El temor es el arma de elección de esta administración. Y el mismo se convierte en realidad a través del Censo de 2020 y la amenaza de incluir la pregunta sobre la ciudadanía. Ya sea o no que se incluya la pregunta en el censo, el daño ya está hecho. La mancha del temor se ha dispersado por la comunidad hispana --como una marea negra. Esta última es, a todas luces, el objetivo principal de Trump. Impregnar el temor de un estado opresivo y evitar el conteo real de quienes viven,
trabajan y residen en los Estados Unidos. Así, él se podrá jactar de haber convertido nuevamente a los EE.UU. en un país de blancos. Esto, sin embargo, es una cuestión centrada en el control. uch like elections, the change enacted from census data is mostly felt at the local level — just ask Councilwoman Maria Quiñones-Sánchez about its importance to Philadelphia City Council. “We do everything with the census count,” she said. From planning responses to poverty levels, to housing and healthcare allocations, the census — if accurate — provides an invaluable resource to local public officials and stakeholders when considering the needs of their communities.
THE PARTICIPATION PROBLEM
Unfortunately, similar to issues of low voter turnout, census participation also struggles. This is especially true in districts like the one Quiñones-Sánchez represents.

District 7 is home to some of the most vibrant immigrant communities in Philadelphia, but many residents also confront a myriad of issues related to poverty and drug addiction. The combination of marginalization and trauma makes her constituents some of the biggest potential beneficiaries of accurate census data, but the least likely to provide it because of distrust. In 2010, parts of the district had undercounts as high as 20% according to Quiñones-Sánchez. This dynamic means her and other community stakeholders have their hands full in the remaining months of 2019 when it comes to ensuring an accurate census count. The distrust in the community is multifaceted — but so are the solutions.
SOLUTIONS FROM ALL SIDES
One answer is education. Both the councilwoman and Julia Rivera, the director of external affairs for Congreso de Latinos Unidos, stressed the need to educate residents about the census. Not only should they know its purpose, but also what is legal and illegal about the process — especially considering the national rhetoric around the citizenship question. “The more education, the better. Chances are participation will be higher,” said Rivera. The collection of data in District JULY 17 - 24, 2019
7 is also much different than other parts of the country. The government is encouraging participants to submit forms online in 2020. However, according to a CUNY project that detailed low census turnout areas across the country in 2010, certain areas of the district had upwards of 61% without internet access. Compile that with the transient nature of some residents due to poverty, addiction and homelessness, and census work in the area becomes more involved. “The work is door-to-door,” said Quiñones-Sánchez. To make sure those engaging residents are also trusted, the councilwoman’s office is hosting pop-up office hours on Tuesdays throughout the summer. They are designed to bring her office’s services to the community, but some are for recruiting a census workforce. By holding the pop-ups at sites in the community, the hope is that the workforce collecting data is also familiar to the residents. For Rivera, the biggest issue to address is the language barrier. In District 7, a bilingual approach is necessary. “We do serve a predominantly Latino community, so having materials in English and Spanish and folks out administering the census that are bilingual is critical,” she said. Rivera said Congreso is providing bilingual materials where necessary. ❚

o interesting to see 'Progressive' Democrat Congresswomen, who originally came from countries whose governments are a complete and total catastrophe… now viciously telling the people of the U.S. …how our government is to be run," Trump tweeted Sunday. "Why don't they go back and help fix the totally broken and crime infested places from which they came…” He didn’t mention the congresswomen by name, but he didn’t have to. Everybody knows he was referring to New York Rep. Alexandria Ocasio-Cortez, Michigan Rep. Rashida Tlaib, Massachusetts Rep. Ayanna Pressley and Minnesota Rep. Ilhan Omar, newly elected young Democratic congresswomen of color, who have pulled no punches in their criticism of Trump. Except for Omar, who came from Somalia when she was 10, all

were born and raised in the U.S. But, hey, who cares? They are not white, they are women, they are young, they are smart and, lo and behold, they are honest, a rare virtue that has disappeared from Washington since Trump became president. So, they are a threat to him and must be destroyed. But these women are not wilting flowers and wasted no time in responding in kind to the bigot-in-chief. "You are angry because you can't conceive of an America that includes us. You rely on a frightened America for your plunder," AOC said. “On top of not accepting an America that elected us, you cannot accept that we don’t fear you, either.” In this age of fake news, fake presidents and fake democracy we need as much truth as we can get. While the media draft dramatic headlines about the conditions of immigrants detained by the Border Patrol in the United States, hundreds of thousands of people are suffering an even worse fate on the Mexican side of the border. And nobody seems to notice or care. The usual format of the document, known as the American Community Survey (ACS), traditionally contained questions related to age, surface of residence, distance to work,

of immigrant residents who would be among those most affected by an undercount produced by residents who are afraid to be counted in the survey if they are required to list their immigration status. After several months of uncertainty, on July 2, the Supreme Court ruled that the Census would be printed without adding the question. "We can confirm that the decision has been made to print the 2020 Decennial Census questionnaire without a citizenship question, and that the printer has been instructed to begin the printing process," Department of Justice attorney Kate Bailey wrote in an email sent to groups challenging the question. However, in the days following, President Trump has continued to insist that the question must be included, and stated that he will continue looking to take measures towards having the question added.

Philly Counts 2020 is the city’s widespread effort to increase understanding about the importance of the census, educate the public on how to participate and ensure responses from the public for a fair and accurate count. “We’re trying to stay really focused on our plan, despite what is a significant distraction right now,” Reid added. “I feel strongly that we have the ability to mitigate the damage by arming people with accurate information, and that’s what we’re planning to do in my office.” On the national level, the National Association of Latino Elected and Appointed Officials (NALEO) is playing their part, as well, particularly for the Latino population. “While the legal battle over the citizenship question continues in the lower courts, we know this effort to undermine the progress of the

THE NEGATIVE IMPACT OF AN UNDERCOUNT
In addition to counting the population, the U.S. Census is conducted to determine the number of seats each state has in the U.S. House of Representatives, as well as the distribution of funds for local communities. The Census Bureau states: “As mandated by the U.S. Constitution, our nation gets just one chance each decade to count its population.” The census impacts everyone, which is why it’s so important for people to participate. “An undercount would hurt our entire community because it reduces resources,” Daniella Nahmias Scruggs, HIAS Pennsylvania Director of Development, told AL DÍA. The larger the number of people who participate in the census, the more the community gets out of the $675 billion per year share in funding that gets spent on things such as schools, school lunch programs, hospitals, Medicaid, Medicare, roads, public works, and other vital programs. Businesses also use data from the census to decide where to build factories, offices, and stores, which in turn creates jobs and helps job growth. Census data is also used by developers to build new homes and revitalize

However, if large demographics of the population are opting not to participate due to fear, the final numbers won’t accurately reflect the nation’s real identity.
LOOKING AHEAD TO 2020 AND BEYOND
Immigration reform will continue to be a focal point of the current administration, whether the question appears on the questionnaire or not. However, immigrants will also continue to be the main part of the fabric of the United States. The census cannot, and should not, be used as a tactic to disregard the immigrants who are in this country. “We believe in a country that reflects everyone,” said Scruggs. A citizenship question on the census would do the direct opposite.

Earlier in the day, The Hill had revealed that the House will vote next week to hold Ross and U.S. Attorney General William Barr in criminal contempt of Congress for withholding information relating to the census. As the census citizenship question saga comes to an end with the questionnaire having begun the printing process, one thing is for sure: the battle against immigrants and non-citizens in the U.S. is still in full force. It’s an ongoing battle that will likely produce more twists and turns over the next several months heading into 2020 and likely many years beyond.❚

This revolutionary way of thinking and portraying of a character, like Celestina, would only bring him death.

Even to this day, when women assume a role of power, society expects them to fail and conform to the norm. Fernando de Rojas, being a man of a misogynist era, writes about a woman who did not abide by the rules. La Celestina did not conform to the roles expected by this society. She practiced cosmetic reconstruction on women, which was prohibited because it fooled men. Religion mandates that we should not change our appearance – as we are made in God’s image. But Celestina was not there to follow rules; she was there “to get the job done” in order to survive. A poster from the Women’s March in 2017 read: “We are the grand-daughters of the witches you weren’t able to burn”. And just like La Celestina, many women of the 15th Century were considered witches for going against the norm. Today, those women (the grand-daughters), are often called “bossy” or “too much”. Examples of the modern revolutionary woman that have been all over the media are Alexandria Ocasio-Cortez and now Megan Rapinoe, an LGBTQ, white athlete standing up for what she believes.
Just like De Rojas’ text, they “root for people that have no privileges” as Cristina Guardiola Griffiths from our recent podcast episode of Literatura Oral would say. Opposite from his approach, these women are not using the printing press to write a book with these ideas. They are using the modern version with social media. In De Roja’s era, people responded well, there was no threat from the church and this motivated him to finally publish it with his name. For Ocasio-Cortez and Rapinoe, the interactions from the followers are more than enough to continue raising their voices for what they believe is right and just. henever someone calls Latinos the “Brown” people, I smile. Maybe because in my own family of 10 very diverse siblings —children of the same mother and father, by the way— you can find multiple hues of skin colours and hair style. Almost as tanned and also curly as baseball player Sammy Sosa and as white and blonde as actress Cameron Diaz. However, generalizations still prevalent in the most reputable media in the U.S. indicate we are the “Brown” kind —as Chris Cuomo just called us this week in CNN— which makes a lot of sense, since we are so invisible in that media, anyway, and then it is much easier for the anchors to distinguish us from “the others”— the “Black”, the “Asian”, and the “Non-Hispanic White,” that cryptic category the U.S. Census form created in 2010. Regardless of these confusions, I filled it out 10 years ago, and I intend to fill it out again next year again, with absolutely no hesitation, as I consider it a duty as a U.S. Citizen and a primary responsibility with the city, the state and the great country I live in. Millions of fellow Latinos will be doing the same, and no campaign of fear will diminish our determination to help the U.S. Census count properly our entire population. It is easy to predict that at the end there will be yet another surge of the number of “Hispanics” (the word coined by the 1970 Census) repopulating and reinvigorating today

our neighbourhoods, boosting the local economy with new tax-paying business across our cities, enriching our urban centers with its robust culture and, eventually, impacting the politics of the entire country, both at the national and local level. I was so pleased to attend this past weekend the national convention of the Association of Alternative Newsmedia, where I found the “Black,” the “Brown,” and the “White” hanging out together in camaraderie difficult to see in other media conventions. Thanks to an invitation by new Presiden John Heaston I sat at a panel where we discussed how our media came about, how it has thrived and survived over the decades— to our surprise in no different fashion than the brave Alternative Weeklies have done over decades, perhaps to prove that the practice of independent Journalism is very much possible in America.❚

Tal vez porque, en mi propia familia de 10 hermanos muy diversos, hijos de la misma madre y padre, puedes encontrar múltiples tonos de colores de piel y peinados.
