From Bogotá, in a Colombia battered by years of war, it is not new that the United States has promoted coups in the region or in other latitudes. Since before the independence of Latin American and Caribbean countries from the Spanish crown, it has stuck their nose in the destinies of their people.

The reason has always been to scare away those who try to interfere with its interests. It happened after 1819 when it sought to take business away from the British in the region and, indeed, it succeeded. The separation of Panama from Colombia and the possession of the canal, the incidence of the CIA in the promotion of military dictatorships in the region, the training of the Latin American military at West Point, the Pinochet coup in Chile, the attempted invasion of Cuba and the embargo during more than half a century.

And the list is longer. No wonder John Bolton, National Security Advisor when Donald Trump was President, told a CNN reporter: “As someone who has helped plan coups, not here, but in other countries, I can tell you it takes a lot of work”. He said that his former boss was not capable of a “carefully planned coup”. He also made reference to the Venezuelan situation and the promotion of Juan Guaidó, a mediocre opposition politician, who played at being President in the cloud with the support of Trump and the Colombian Government of Iván Duque.

Bolton did not specify where he had “helped plan coups”, but it is not necessary to go much deeper. In Latin America, in addition to Venezuela, Evo Morales’ Bolivia was surely his target.

What’s new about Bolton is that he talked; he gave voice to what everyone knows. That is his sin. Suspicion is not the same as ratifi cation that it is not speculation. It also confi rms the importance of Joe Biden’s election victory over Trump. Can you imagine what the region would be in if that had not been the case?

In Colombia, something similar happened in 2016, when after the “No” to the peace agreement with the FARC won in a baffl ing plebiscite. The head of the campaign that promoted that vote admitted that they had lied and caused fear among voters to achieve the goal.

That the country would be left in the hands of the guerrillas, that Colombia would become the economic disaster that Venezuela turned out to be, that children would run the risk of becoming homosexual because of the contents of the school textbooks...

Well-informed people knew that this was not true and questioned the leaders who opposed peace for the nonsense of their opinions. But the confession of the head of the “No” campaign confi rmed that these were not isolated messages, but a coldly calculated strategy to prevent reconciliation.

In the end, the peace agreement was signed with some adjustments pressured by those who lied. It began to be implemented and nothing of what was promised by the extreme right opposition happened. The right-wing Duque Government, which ends on August 7th, boycotted the agreement and did nothing to prevent the assassination of more than 300 ex-guerrillas and more than a thousand social leaders.

What was kept was the doctrine of the internal enemy, promoted by the United States in the 60’s in the face of the communist threat, but which in Colombia was consolidated as a way to combat the opposition through the violation of human rights.

Now comes a progressive Government in Colombia and the willingness of Biden’s administration to support peace and help resolve the many crises in the South American country. Can you imagine where that country and Latin America would be if Trump were still President?

Desde Bogotá, en una Colombia azotada por años de guerra, no es novedoso que Estados Unidos haya promovido golpes de Estado en la región o en otras latitudes. Desde antes de la Independencia de los países de América Latina y el Caribe de la corona española, ha metido las narices en los destinos de sus pueblos. La razón siempre ha sido espantar a quienes intenten atravesarse en sus intereses. Ocurrió después de 1819 cuando buscó arrebatarles los negocios a los ingleses en la región y, efectivamente, lo logró. La separación de Panamá de Colombia y la posesión del canal, la incidencia de la CIA en la promoción de las dictaduras militares en la región, el entrenamiento de los militares latinoamericanos en West Point, el golpe de Pinochet en Chile, el intento de invasión a Cuba y el bloqueo de más de medio siglo. Y la lista es más larga. Por eso, no extraña que John Bolton, asesor de Seguridad Nacional de cuando Donald Trump fue presidente, le dijera a un periodista de CNN: “Como alguien que ha ayudado a planear golpes de Estado, no aquí, sino en otros países, puedo decir que requiere de mucho trabajo”, le contestó. Y se refi rió a que su exjefe no era capaz de un “golpe de Estado cuidadosamente planifi cado”. Hizo también referencia al caso venezolano y a la promoción de Juan Guaidó, un mediocre político de la oposición, que jugó a ser presidente en la nube con el apoyo de Trump y del gobierno colombiano de Iván Duque. Bolton no concretó en donde había “ayudado a planear golpes de Estado”, pero no es necesario profundizar mucho. No más en América Latina, además de Venezuela, la Bolivia de Evo Morales estuvo seguramente en la mira. Lo novedoso de Bolton es que soltó la lengua. Le puso voz a lo que todo el mundo sabe. Ese es su pecado. No es lo mismo la sospecha a la ratifi cación de que no es una especulación. Además, confi rma la importancia de la victoria electoral de Joe Biden sobre Trump. ¿Se imaginan en qué estaría la región si no hubiera sido así?

En Colombia, algo parecido ocurrió en el 2016, cuando después de que ganó el ‘No’ al acuerdo de paz con las FARC en un plebiscito desconcertante, el jefe de la campaña que promovió esa votación admitió que habían mentido y causado miedo entre los electores para lograr el objetivo.

Que el país quedaría en manos de la guerrilla, que Colombia se convertiría en el desastre económico que resultó ser Venezuela, que los niños correrían el riesgo de volverse homosexuales por los contenidos de las cartillas escolares…

Las personas bien informadas sabían que eso no era cierto y cuestionaban a los líderes que se oponían a la paz por el despropósito de sus opiniones. Pero la confesión del jefe de la campaña del ‘No’ confi rmó que no eran mensajes aislados, sino una estrategia fríamente calculada para impedir la reconciliación.

En últimas, el acuerdo de paz se fi rmó con algunos ajustes presionados por quienes mintieron. Se empezó a implementar y nada de lo que prometía la oposición de extrema derecha ocurrió. El gobierno de derecha de Duque, que termina el 7 de agosto, boicoteó lo acordado y no hizo nada para impedir el asesinato de más de 300 exguerrilleros y más de mil líderes sociales.

Lo que sí se mantuvo fue la doctrina del enemigo interno, promovida por Estados Unidos en los años 60 ante la amenaza comunista, pero que en Colombia se consolidó como una manera de combatir a la oposición desde la violación de los derechos humanos.

Ahora llega un gobierno progresista en Colombia y la voluntad del gobierno Biden de apoyar la paz y ayudar a resolver las distintas crisis del país suramericano. ¿Se imaginan en qué estarían ese país y América Latina si Trump fuera todavía presidente?
