ne cold March day in Queens, New York, several years ago, I was filming the work of a window artist for a journalism school class when an older man approached us. He was small, stooped over, and carried a grocery bag in each hand. He greeted us outside of the bagel shop, looking on as the artist continued to paint rainbows, pots of gold, and shamrocks. As we chatted, he said, “You know, I was in World War II.” I assumed he meant he had been in the war as a soldier. As someone of the “millennial” generation, I hadn’t met many people who had served in WWII. That knowledge alone had a weight to it. “Yes,” he continued. “I was at Auschwitz.” He then pulled up the sleeve of his jacket to show numbers on his arm. I had seen the history of the Holocaust displayed in museums behind glass, surrounded by detailed information. In textbooks, I had read about the horrors of the concentration camps constructed by the Nazis to kill more than 6 million Jews, and seen it narrated in movies. But that reality had never been something close enough to touch — something tangible. An evil which had tortured some person I might exchange words with on a street corner in a daily, casual interaction.

ENGLISH It sometimes seems like the suffering of the world is always at our door. Every notification, every article bears new horrors, large and small — stories of tragedies intertwined with a myriad of systemic issues and overarching societal problems that have led up to that point. In the midst of the constant noise, it can be hard to imagine the face, the home, the dreams of the people behind the headline “Two shot dead” - as gun violence tears apart the lives of so many in our city and our country. We can become inured to the videos of children crowded in cages in a U.S. detention center at the border, and numb to their cries for their parents. But it is our duty to witness the marks of cruelty that are before our eyes — the marks on human skin, felt in individual lives. It is our responsibility to remember, and to act.z - THE EDITOR

ace varios años, durante un frío día de marzo en Queens (Nueva York), me encontraba filmando el trabajo de un artista en una ventana para una clase de escuela de periodismo cuando un hombre mayor se nos acercó. he 2016 election is an episode most Democrats would rather forget. Hillary Clinton’s loss to Donald Trump was arguably the biggest upset in presidential election history, leaving pundits shocked as the Republican candidate who trailed in all but one national poll came out victorious. But President Trump’s surprise win came on the back of very narrow victories in a number of swing states. Pennsylvania, Michigan, Wisconsin and Florida went for Trump by approximately 200,000 votes combined.
FOUR-STATE FOCUS
The four states are now the focus of the country’s largest progressive super PAC going into the 2020 election. Priorities USA is funneling $100 million into targeted advertising campaigns that look to shift the narrative around the president’s purported economic successes.

The funding has created four subsidiaries pertaining to each of the four targeted swing states. In Pennsylvania, Priorities USA takes the form of Priorities Pennsylvania. “Since coming into office Trump has been presenting a narrative that does not pass the sniff test with voters here in Pennsylvania,” said Guy Cecil, chairman of Priorities USA, in a statement on the super PAC’s website. The organization has its work cut out for it on that front. According to a recent report by The Inquirer, during Trump’s presidency, PA has hit a record low in unemployment and added over 100,000 jobs. However, Priorities PA is betting on their own set of data gathered over the past two-and-ahalf years to reverse the narrative. When asked what they care about regarding the economy, voters pinpointed two major topics: healthcare and wages. In a press call on July 23, Cecil clarified that these two topics were not the “top-line, macroeconomic numbers on jobs or the stock market” that Trump frequently cites. “Voters want to hear about issues that affect their own pocketbook,” he said.

With that in mind, Priorities PA created the “Let’s Be Honest” campaign, which launched last week in the state as well as in Michigan, Florida and Wisconsin. The campaign’s mission is to engage face-to-face with Pennsylvania voters who have been negatively affected by Trump’s economic policies and tell their stories. “This marks the very first time that Priorities has actually placed staff on the ground in key states,” said Cecil. The in-person approach helps garner stories to tell, allows staff to keep track of trends leading up to the election and connects the super PAC with local organizers, politicians and activists who could influence voters.

Also according to Priorities USA data, the projected electoral outcome in PA could be decided by just four tenths of a point in favor of the Democrats. This means any dropoff in turnout in any of the highlighted voting groups (African-American, Latinx, white college, or white non-college) means another win for Donald Trump. Trump’s major supporting super PAC, America First Action, has also made PA one of its six top-tier states going into 2020. “In either respect, it’s a close election,” said Cecil. z

t goes something like this: “The embargo,” they say, “has allowed the Cuban government to justify the collapse of its economic policy as a result of the so-called ‘imperialist blockade’ and that way evade its social responsibilities toward their people.” And I ask: If that’s the case, why not lift the embargo without delay? Otherwise, isn’t Washington helping the communist government they purport to oppose? Does it make any sense for the U.S. to maintain such a measure, consistently condemned by the rest of the world, if all it does is give the Cuban government an excuse for its failures? After all, the embargo is supposed to have been established almost 60 years ago to overthrow communism by
making life so difficult for Cubans - shortages, hunger, misery - that they would rise up and overthrow the government. But that has not happened, and its only effect has been to punish the people U.S. and its “Cuban-American” cronies hypocritically say they want to “save.” I don’t know about you, but I can’t understand that if the Cuban government does not want the blockade to be lifted -- as hard liners are fond of saying -- former president Raúl Castro had received Obama with open arms and freely allowed his speech - subversive without a doubt - to be transmitted to the entire country. And, finally, I am not clear either on why an economic war of more than half a century by the most powerful country in the world against a small and poor nation is considered, against all logic, as having no effect on the precarious situation Cuba and Cubans are going through. No, the real reason to keep this cruel policy failure alive for over half a century is not any concern for the well-being of the Cuban people. Washington and the Marco Rubios of this world couldn’t care less about them. The real reasons are much more despicable: hypocrisy, stupidity and the cruel pettiness of punishing a whole nation as an electoral strategy. z

hile the chaotic and nonsensical presidential rhetoric argued that the investigation was a "witch hunt," the Office of Special Counsel Robert Mueller kept replying - with a deafening silence. That silence continued up until the moment when what is now referred to as the Mueller Report was published. The findings of the report left the public with one narrative: Russia had interfered in the US elections, members of the president’s team had aided and abetted it and there was evidence that suggested that the president had tried to obstruct the investigation. However, Mueller and his team refused to conclude whether or not Trump was guilty of any charges of obstruction of justice, in part, the report acknowledged, to toe the Justice Department line that a sitting president cannot be indicted with a crime. But neither did they absolve him of any responsibility. That is why Mueller's testimony before Congress was so important.

During the long-awaited testimony, both Republicans and Democrats tried to make the most of the five minutes that each representative had to question the investigator. While Democrats praised him as a patriot and a hero, Republicans overwhelmed him with rapid-fire questions. In the same way, while the former focused on the alleged crimes committed by President Donald Trump, the latter sought ways to discredit Mueller from every angle. And so, the game was locked. However, Mueller made three things clear: 1. Trump is not exonerated from any charge of obstruction of justice. 2. Trump could be tried for obstruction of justice after leaving office. 3. Talking about "collusion" is the Achilles heel of the whole discussion.

El que nada debe, nada teme. “The investigation did not establish that members of the Trump campaign conspired with the Russian government in its election interference activities,” Mueller said. “We did not address ‘collusion,’ which is not a legal term. Rather, we focused on whether the evidence was sufficient to charge any member of the campaign with taking part in a criminal conspiracy. It was not.” So, in spite of the president's attempts to impede the investigation, Mueller and his team did not get enough material to determine conspiracy by its criminal, legal definition.
WHAT HAPPENS NOW?
Logic tells us that "he who owes nothing, has nothing to fear," and Trump's earnestness to prevent the investigation to reach his inner circle documented in the report seems to stand on its own as a reason for urgency in an immediate investigation by Congress. And Mueller seems to agree. “Does your report state there is sufficient factual and legal basis for further investigation of potential obstruction of justice by the president?” Rep. Sheila Jackson Lee (D-Tex.) asked. “Yes,” Mueller replied. If this is not a direct invitation to an investigation by the Judiciary Committee, what is it? In one way or another, and if the internal differences of the Democratic Party allow it, the next few months should ensure a continued examination of the actions of President Trump detailed in the Mueller Report, and a case that is far from closed. z

After the publication of the private chat of Governor Ricardo Rosselló and his cabinet , the Puerto Rican people obtained the irrefutable proof of the corruption and rot that nested for years in La Fortaleza. War drums, music, dance, and songs animated an organic movement that took to the streets of San Juan and towns throughout Puerto Rico, demanding nothing less than the governor’s resignation. The pressure was such that Rosselló had no choice but to listen, for the first time, to the voice of the people. Concentrated in front of the government house, protesters were waiting - tense, optimistic and expectant - for the final announcement of the governor last Wednesday. “Once the governor's message began, the silence was sepulchral,” recalled Syrmarie Villalobos, a reporter for Telemundo who spoke with AL DIA on

July 26 about what is happening in Puerto Rico in the last few days. “Once he said ‘I resign,’ the party and excitement came back with emotion,” she recounted. “It is the first time in history that the entire nation took to the streets. There were children, young people, adults, and old people, all in the street. I am Puerto Rican and I have been covering the island for the last 10 years, and have never seen anything like this.” Everyone agrees that the engine behind this revolution has been the new generation. "I don't know if it was Maria or the new generation of ‘Yo No Me Dejo,’ but the country changed. The country is completely different,” said Villalobos. Nothing has been heard from the government since the resignation announcement. The radio silence of La Fortaleza has been broken only by brief messages on social media, barricades of meetings and little else, while the uncertainty grows in the streets with the same force with which the protests took place two weeks ago. And the strength of the movement has been such, that the next person to sit in Rosselló's chair will think twice before disregarding the expressed will of the people of Puerto Rico. “They are going to have to know how things are played,” Villalobos laughed. One of them is the Secretary of Justice Wanda Vázquez. After the resignation of the governor, and the previous resignation of his Secretary of State Luis Rivera Marín, Vázquez is the next in the line of succession, while the general elections are held next year. But Vázquez is as involved in the governor's scandal as everyone else, and that is something the people know and have let her know. "For the last few days we have been touring the old San Juan and what was left reflected on the walls, written in graffiti, is that people are certainly upset about Wanda," explains Villalobos. "She is being asked to resign, she is being warned to ‘just warm the chair, we are going for you.’" The Puerto Rican popular movement has con-

tinued to spread through all media, especially social networks, where it is made clear that Rosselló was only the beginning. Despite the silence of the ruling party, the discussion in the streets is about who will take the power of the country on August 2. Names like Thomas Rivera Schatz (president of the Senate), Pedro Pierluisi (former resident commissioner) or Ramón Ruiz Rivera (mayor of Bayamón), are thought to be the most likely candidates to take over. But what the people want is to choose, and the message they have sent in recent days, loud and clear, is that they will not rest until the country is completely changed. “There is a lot of uncertainty and speculation about what will happen from now on,” explained Villalobos. “People are upset and I don't think the demonstrations will necessarily stop. This is something never seen before. People will gradually internalize the magnitude of what happened in the country and will make this reach further. They want to ensure that a change is achieved.” z

tion centers at the border, some of the loudest voices of protest have come from the Jewish community. Over the last few weeks, Jewish activists have taken to the streets, alongside their allies and members of immigrant rights groups, here in Philadelphia and across the nation to protest the conditions of those “housed” in detention centers. For the Never Again movement, the injuction “never again” expresses their goal to never again witness what their ancestors experienced during the Holocaust and never again witness injustice and violence towards any vulnerable group. This has been applied to emphasize the severity of the human rights violations taking place against the immigrant community. The movement has affirmed Congresswoman Alexandria Ocasio-Cortez’s characterization of the centers as “concentration camps” to represent inhumane conditions experienced by the asylum seekers and undocumented immigrants who are placed there. In the most recent reports on conditions on detention centers at the border, USA Today, described conditions of overcrowding, and the smell of urine and feces. Previous reports have said that children are being separated from their parents and twenty-four adults and six children have died at ICE Detention Centers. Also, there are reports of children living in inhumane conditions in detention centers, some without access to adequate food, water or sanitation and that people are being denied the right to medical care. One of those detention centers is only three hours away from Philadelphia, in Berks County, which many of the protesters were calling to be shut down, especially because there have been reports

Marcia Bronstein, regional director of American Jewish Committee (AJC) Philadelphia/ Southern New Jersey, said, “AJC also takes issue with appropriating Holocaust language to describe other events — as horrible as other events may be.” However, Horne, like the other Jewish organizers in the Never Again movement, disagreed. “Calling the immigrant detention centers “concentration camps” is expressing “the reality of what they are,” she said. On July 4, over 300 protestors gathered at Independence Hall in Philadelphia to demand the shut down of Immigration and Customs Enforcement (ICE) and the closing of detention centers, and to say “Never Again” so that they will they never witness what their ancestors experienced during the Holocaust and what their ancestors have experienced as refugees. Participants chanted, “Refugees are welcome here. Immigrants are welcome here. Never again means never again para nadie. Close the camps!”, and sang songs like “Your people are my people. Your divine, my divine.” The same songs and chants have echoed at Never Again protests organized throughout the country and protestors have shown up with signs in Spanish such as “Ningun humano es illegal.” and in Hebrew like “Tzedek” or justice. arrested for civil disobedience when they interrupted the Independence Day Parade. They are among the more than 150 people across the country who have been arrested in civil disobedience actions for the Never Again movement, according to Horne. These protesters have shared that they are protesting because they understand their own history and do not want to see it repeated. For some, there is a connection to the Torah, the Jewish Bible, and the need to speak up for justice. For many, they are morally ashamed and disgusted by the conditions at the detention centers, or, as many have said, camps.
LESSONS FROM HISTORY
At the July 4 protest, Horne pointed to the rise of the Nazi regime as an example of the horrors that can happen when society as a whole disengages from a government’s acts of violence and abuse towards a particular group of people. “We have seen this before. We know what happens when average people look the other way,” Horne said. In fact, this idea of looking away not only applies to Jews during the Holocaust, but also when Jewish refugees were refused entry into the United States in 1939. Dr. Rafael Medoff, the director of the David S. Wyman Institute for Holocaust Studies, wrote a book titled, “The Jews Should Keep Quiet,” regarding President Roosevelt’s policy of closing America to Jewish refugees during the Holcaust, and his effort to silence Jewish critics of this policy. Recent protests are showing that Jews are critics of the current policies in the country, and drawing on their personal history as a way to speak out. Sandy Lieberman, one of the protesters in Philadelphia said,

“I am here because my family, my people were refugees and I didn’t want to be a bystander to an atrocity where refugees are barred from our country.” Laura Levitt, a professor of religion, Jewish studies and gender at Temple University, explained the government’s role in the creation of policies that seek to divide by “othering whole groups of people and making them into criminals when they've done no criminal behavior.” “They've just tried to save their families. Refugees are vulnerable people and one thing that those of who study the Holocaust and most people in the Jewish community understand is the vulnerability of refugees,” Levitt said. She noted that during World War II, Jews such as Anne Frank’s father and those who traveled in the MS St. Louis were turned away from the United States as a result of what amounts to the same kind of othering that is used today against undocumented immigrants and asylum seekers from Latin America. Another connection many Jewish protesters share with today’s undocumented immigrant community is the fact that immigration is an inherent part of the history and identity of the Jewish people. Jews have lived in many countries and been kicked out of many countries; some fled to Latin America during the Holocaust. Latin American Jews, such as those in Venezuela, have been forced to leave once again because of the economic crisis in the country.

“We are a diasporic people and we come from all different places and all of us had to leave for one reason or another because we weren't welcome there,” Horne explained. “So we emigrated to the U.S. because we were promised the American dream that every other immigrant community is promised.” Sophie Ellman-Golan, one of the main activists for the Never Again movement, said in reference to current immigrants, “A lot of our ancestors were fleeing the same persecution that immigrants are experiencing right now. Or fleeing the same violence that immigrants coming in are fleeing.” Holocaust scholars and Jews have drawn comparisons between the history of Jews and the current making of history, not only as a way of showing how

their history is a means for them to protest, but using their history to point out the immorality they see at detention centers across the country.
‘INHERENTLY IMMORAL’
Anna Scanlon, a Holocaust educator, who has a PhD in Holocaust History does not agree that referring to the detention centers as concentration camps is accurate or correct. However, she points out how Jewish history makes people aware of the need to protest injustice. “ As Jews, our history makes us astutely aware of where hateful rhetoric or detention camps can lead and motivates us to try our best to help those suffering from human rights violations.” This idea can also be tied to othering. “I think the moral issue is that we come from a people who have been oppressed for being the other and so I think to watch the othering and the violence that is being inflicted on vulnerable people in this country, people who are trying to escape horrendous violence and poverty, is just heartwrenching,” Levitt said. For Sasha Balofsky, who marched alongside her husband, Nachum Balofsky, protesting for immi-

Balofsky came to the United States when she was five, alongside her parents who were political refugees from Ukraine. “There is kind of a personal element in seeing people who emigrated, who are escaping violence so just seeing and hearing these people being locked up and the family separation is inherently immoral to me,” she said. “We got the opportunity to come here and we were treated with respect and dignity and I think these people deserve it as well no matter what country they are coming from.”
ROOTED IN SCRIPTURE
Horne, who is studying to become a reconstructionist rabbi, said that it is “the moral duty of the clergy to stand up in moments like this.” “When there is a moral crisis we are ethically responsible to stand up and use our voices in ways that not everybody can,” she said. At every protest, rabbis, both male and female have participated, using Jewish religious symbols and prayers to remind people of the power of protest and the power of their roots to create change. On July 4, Rabbi Linda Holtzman led the Mourner’s Kaddish, a Jewish prayer to honor those who have died and at the protest as a way to honor those who have died in detention centers. She reminded Jewish protesters that the Kaddish is a way to remember, but also is an act of resistance. This idea of an act of resistance was also expressed by Daniel Holtzman (they/ them), who participated in the protest in Philadelphia and the first protest in Elizabeth, NJ, when they talked about the shofar, a Jewish instrument. Holtzman shared, “To hear the Mourners' Kaddish, to hear the sound of the shofar, which in many ways is a wakeup call, a call to action, it makes me feel grounded, connected to my history and my ancestors and my community and gives me the spiritual grounding to continue to fight." Horne echoed this idea. “I think on a really basic level if we go all the way back to the Torah, it is literally commanded of us to take care of our neighbors and to take care of the folks around us,” she said. “When you boil it down, this is what has been commanded of us since the beginning of us as a people, and if we are really followers of our Torah then we have no other choice but to do this.” z

n 1981, I had to go to a private hospital in New Orleans with my father to treat him for a hemorrhagic stroke. We came from Venezuela and, by that time, we did not have the technological resources for such a complex surgery back in our country. I still remember with bitterness how, because we came from Latin America, we were transferred to an “isolation” area with all the rigorous prevention measures for a possible “infectious disease.” It was a stroke, in a 51-year-old man, an obese, hypertensive smoker who came from Venezuela and, therefore, was first considered an “infectious patient.” I thought this was a thing of the past until Donald Trump began his campaign for the presidency in 2015. "The largest suppliers of heroin, cocaine and other illicit drugs are Mexican cartels that arrange to have Mexican immigrants trying to cross the borders and smuggle in the drugs. The Border Patrol knows this,"Trump wrote in a three-page statement for the Business Insider. "Likewise, tremendous infectious disease is pouring across the border. The United States has become a dumping ground for Mexico and, in fact, for many other parts of the world." And that idea spread, once again, like wildfire.
We often find ourselves in the position of explaining to others that being Latino doesn’t imply carrying more “rare diseases” - those that are "cooked" in the exotic Amazonia rainforest or in the paradisiacal beaches of the Caribbean. In fact, statistics prove otherwise: In February 2019, a study from Pan American Health Organization showed that Latinos – from Patagonia to Alaska - get sick just like the rest of the world, and here’s why. First and foremost, it’s accurate to say that race, the environment, socioeconomic conditions, and education influence the way Latinos get sick. But human beings travel the path of evolution as a whole, Latinos included.
SO WHAT MAKES US SICK?
The Latino population in the U.S. makes us the largest minority in the country, with around 56.6 million people (17.6%) and whose most common ailments are cardiovascular (5%,) cancer (4%,) accidents due to external causes, strokes, diabetes, and arterial hypertension (20%), according to the U.S. Department of Health and Human Services. The common risk factors for all these diseases are obesity, poor eating habits, and lifestyle. While the first five causes of death in the Hispanic community in the U.S. are: cancer, cardiovascular disease, accidents and injuries from external

causes, and strokes - in that order - the non-Hispanic population suffers the same: Cardiovascular diseases, cancer, chronic respiratory diseases, accidents and injuries due to external causes, and strokes. The conclusion is pretty obvious: Latinos get sick and die like any human being of the 21st century.
WHAT ARE THE RISKS?
Obesity is a common denominator in the diseases that affect Latinos the most - in addition to bad eating habits that usually have something to do with our accelerated daily life in the struggle to survive and to improve our families’ situation. But one of our most important risk factors is poor access to health care services. Most of the time, Latinos are exempt from preventive medical consultations and simply go to the emergency room for a symptom that usually indicates a disease is already present This is due to Latinos' poor access to highly expensive health services. And when language is the biggest barrier well… the risks simply double. Language is not only an instrumental limitation when confronting health personnel, but as a source of fear: many times we prefer to remain silent before being subjected to rejection for not being understood.

In Latin America, vaccination has been in place for several decades, becoming an important disease prevention behavior. En América Latina los esquemas de vacunación se han instalado desde hace varias décadas convirtiéndose en una conducta importante de prevención de enfermedades.
And to make matters worse, the migratory situation can also hold us back, especially when we feel persecuted by government policies. The truth is, in the last 15 years, migratory movements throughout the Americas have increased by 36%, which brings clear consequences in the provision of health services for our communities, on both sides of the border.
BUT NOT EVERYTHING IS BLEAK
In fact, Latinos have protective factors inherent in our culture, including the practice of breastfeeding that favors not only the child's health but prevents multiple diseases in the mother such as breast and ovarian cancer. In Latin America, vaccination has been in place for several decades, becoming an important disease prevention behavior. And the existence of Latino networks in the U.S. is an important resource that can function as broadcasters of educational information for health and that is part of that Latin American solidarity that characterizes us. Finally remember two words of great importance in terms of health among Hispanics: Inform and Educate. Those are the two premises to promote health and disease prevention in our community. z

La obesidad es un común denominador en las enfermedades que más nos afectan, además de malos hábitos alimentarios ligados a la cotidianidad acelerada en la lucha por sobrevivir y por mejorar la condición socioeconómica de nuestros grupos familiares. Pero uno de nuestros factores de riesgo más importantes es el pobre acceso a los servicios de salud por sus altos costos causados por la ignorancia absoluta de nuestros gobiernos ante el mandato de la OMS y OPS: “acceso y cobertura universal de la salud”. La mayoría de las veces, los Latinos nos eximimos de las consultas médicas preventivas y nos limitamos a acudir a la sala de urgencias ante un síntoma que suele ser indicador de una enfermedad ya instalada. ¿Y qué sucede cuando la barrera es el idioma? El lenguaje no es sólo una limitante instrumental al momento de enfrentarnos al personal de salud, sino como generador de temores: muchas veces preferimos callar antes de vernos sometidos al rechazo por no ser entendidos. Asociado a esta limitación encontramos la situación migratoria, como factor importante en la atención de la salud. En los últimos 15 años, los movimientos migratorios a lo largo y ancho del continente americano se han incrementado en un 36%, lo que trae consecuencias claras en la prestación de servicios de salud para nuestras comunidades.
PERO NO TODO ES MALO
De hecho, los Latinos tenemos factores protectores inherentes a la cultura, entre ellos la costumbre de la lactancia materna que favorece la salud no sólo del niño, sino que previene múltiples enfermedades en la madre como el cáncer de mama y de ovario. Asimismo, en América Latina los esquemas de vacunación se han instalado desde hace varias décadas convirtiéndose en una conducta importante de prevención de enfermedades. Y la existencia de redes latinas en los EE.UU son un recurso de fuerza que pueden funcionar como entes difusores de información educativa para la salud y que forman parte de esa solidaridad latinoamericana que nos caracteriza. Finalmente recordar dos palabras de suma importancia en cuanto a la salud latina: Informar y Educar. • PUBLIC NOTICE • PROPOSED AMENDMENT TO THE CONSTITUTION OF PENNSYLVANIA This notice contains information about a question that will be on the ballot in the Municipal Election to be held on November 5, 2019. The ballot question proposes an amendment to the Constitution of Pennsylvania, based on a joint resolution of the General Assembly of Pennsylvania. If this ballot question is approved by a majority of the people voting on it, the amendment will become law. The General Assembly of the Commonwealth of Pennsylvania hereby resolves as follows: Section 1. The following amendment to the Constitution of Pennsylvania is proposed in accordance with Article XI: That Article I be amended by adding a section to read: § 9.1. Rights of victims of crime. (a) To secure for victims justice and due process throughout the criminal and juvenile justice systems, a victim shall have the following rights, as further provided and as defined by the General

Assembly, which shall be protected in a manner no less vigorous than the rights afforded to the accused: to be treated with fairness and respect for the victim’s safety, dignity and privacy; to have the safety of the victim and the victim’s family considered in fixing the amount of bail and release conditions for the accused; to reasonable and timely notice of and to be present at all public proceedings involving the criminal or delinquent conduct; to be notified of any pretrial disposition of the case; with the exception of grand jury proceedings, to be heard in any proceeding where a right of the victim is implicated, including, but not limited to, release, plea, sentencing, disposition, parole and pardon; to be notified of all parole procedures, to participate in the parole process, to provide information to be considered before the parole of the offender, and to be notified of the parole of the offender; to reasonable protection from the accused or any person acting on behalf of the accused; to reasonable notice of any release or escape of the accused; to refuse an interview, deposition or other discovery request made by the accused or any person acting on behalf of the accused; full and timely restitution from the person or entity convicted for the unlawful conduct; full and timely restitution as determined by the court in a juvenile delinquency proceeding; to the prompt return of property when no longer needed as evidence; to proceedings free from unreasonable delay and a prompt and final conclusion of the case and any related postconviction proceedings; to confer with the attorney for the government; and to be informed of all rights enumerated in this section. (b) The victim or the attorney for the government upon request of the victim may assert in any trial or appellate court, or before any other authority, with jurisdiction over the case, and have enforced, the rights enumerated in this section and any other right afforded to the victim by law. This section does not grant the victim party status or create any cause of action for compensation or damages against the Commonwealth or any political subdivision, nor any officer, employee or agent of the Commonwealth or any political subdivision, or any officer or employee of the court. (c) As used in this section and as further defined by the General Assembly, the term “victim” includes any person against whom the criminal offense or delinquent act is committed or who is directly harmed by the commission of the offense or act. The term “victim” does not include the accused or a person whom the court finds would not act in the best interests of a deceased, incompetent, minor or incapacitated victim. Section 2. (a) Upon the first passage by the General Assembly of this proposed constitutional amendment, the Secretary of the Commonwealth shall proceed immediately to comply with the advertising requirements of section 1 of Article XI of the Constitution of Pennsylvania and shall transmit the required advertisements to two newspapers in every county in which such newspapers are published in sufficient time after passage of this proposed constitutional amendment. (b) Upon the second passage by the General Assembly of this proposed constitutional amendment, the Secretary of the Commonwealth shall proceed immediately to comply with the • 25

Ballot Question Shall the Pennsylvania Constitution be amended to grant certain rights to crime victims, including to be treated with fairness, respect and dignity; considering their safety in bail proceedings; timely notice and opportunity to take part in public proceedings; reasonable protection from the accused; right to refuse discovery requests made by the accused; restitution and return of property; proceedings free from delay; and to be informed of these rights, so they can enforce them? Plain English Statement of the Office of Attorney General The proposed amendment, if approved by the electorate, will add a new section to Article I of the Pennsylvania Constitution. That amendment will provide victims of crimes with certain, new constitutional rights that must be protected in the same way as the rights afforded to individuals accused of committing a crime. The proposed amendment defines “victim” as both a person against whom the criminal act was committed and any person who was directly harmed by it. The accused or any person a court decides is not acting in the best interest of a victim cannot be a victim. Generally, the proposed amendment would grant victims the constitutional right to receive notice and be present and speak at public proceedings involving the alleged criminal conduct. It would also grant victims the constitutional right to receive notice of any escape or release of the accused and the right to have their safety and the safety of their family considered in setting the amount of bail and other release conditions. It would also create several other new constitutional rights, such as the right to timely restitution and return of property, the right to refuse to answer questions asked by the accused, and the right to speak with a government attorney. Specifically, the proposed amendment new rights for victims:

To be informed of all rights enumerated in this section The proposed amendment would allow a victim or prosecutor to ask a court to enforce these constitutional rights but would not allow a victim to become a legal party to the criminal proceeding or sue the Commonwealth or any political subdivision, such as a county or municipality, for monetary damages. Once added to the Pennsylvania Constitution, these specific rights of victims cannot be eliminated, except by a udicial decision finding all or part of the amendment unconstitutional or the approval of a subsequent constitutional amendment. If approved, the General Assembly may pass a law to implement these new, constitutional rights, but it may not pass a law eliminating them. If approved, State and local governments will need to create new procedures to ensure that victims receive the rights provided for by the amendment.

La enmienda brindará a las víctimas de crímenes ciertos derechos constitucionales nuevos que deben ser protegidos de la misma manera que los derechos otorgados a las personas acusadas de cometer un crimen. La enmienda propuesta define como “v ctima” tanto a una persona contra la cual se cometió el acto criminal como la persona que resultó directamente dañada por dicho acto. El acusado, o cualquier persona que una corte decida que no actúa en el mejor interés de la víctima, no puede ser una víctima. Por lo general, la enmienda propuesta otorgará a las víctimas el derecho constitucional de recibir aviso y estar presentes y hablar en procedimientos p blicos ue involucren la supuesta conducta criminal. Tambi n otorgar a las víctimas el derecho constitucional de recibir aviso de cualquier escape o liberación del acusado y el derecho de que se considere su seguridad y la seguridad de su familia al considerar el monto de la fian a y otras condiciones de liberaci n. Tambi n se crear n otros nuevos derechos constitucionales tales como el derecho a la restitución y devolución de propiedad, el derecho a rehusarse a responder preguntas realizadas por el acusado y el derecho de hablar con un abogado del gobierno. Espec ficamente, la enmienda propuesta establecer a los siguientes nuevos derechos para las víctimas: Ser tratadas con usticia y respeto por la seguridad, dignidad y privacidad de las víctimas.
Ser notificadas de todos los procedimientos de libertad condicional, participar en el proceso de libertad condicional, brindar información para ser considerada antes de otorgar libertad condicional al delincuente, y ser notificadas de la libertad condicional del delincuente. Tener protecci n ra onable del acusado o de cual uier persona ue act e en nombre del acusado. Ser notificadas de cual uier liberaci n o escape del acusado. Rehusarse a una entrevista, declaraci n u otra solicitud de descubrimiento realizada por el acusado o por cualquier persona que actúa en nombre del acusado. DVRPC will accept comments from August 1, 2019 until September 3, 2019 at 5:00 PM local time. The U.S. Economic Development Administration (EDA) requires that regions maintain a Comprehensive Economic Development Strategy (CEDS). Growing Greater Philadelphia covers the nine-county DVRPC region and includes demographic, economic, and land use data; identifies regional strengths, weaknesses, opportunities, and threats; discusses economic resilience; identifies regional economic development goals, objectives, and strategies; and identifies potential performance measures that will be tracked in future years to measure progress made toward achieving the regional goals. MÁS UNA GLAMOROSO CLASE EN LA UNIVERSIDAD, ES UN LLAMADO A LA ACCIÓN PARA PRESERVAR EL PERIODISMO INDEPENDIENTE.

t is now a glamorous subject in some Schools of Journalism across the country. Since jobs in newsrooms have evaporated and there is an authentic crisis in the practice of journalism, just from the standpoint of employment, “entrepreneurial journalism has been offered as a solution,” says the South Atlantic Quarterly at Duke University. “Entrepreneurial Journalism” in an academic environment “remains unclear,” though —the Quarterly indicates— and such new “discourse promotes a notion of the enterprising individual journalist forging a career for (himself or) herself through practices of self-branding and self-employment and learning to be adaptable, flexible, and (above all) self-sufficient.” Sounds like a perfect description for the kind of candidate for a job —which I didn’t find anywhere— when I came to Philadelphia over 25 years ago. I had to be adaptable enough, for example, to settle for distributing papers, instead of writing for them; flexible enough to hold more than one job to make ends meet; and self-sufficient, when, armed with a single computer, I decided to be not only the writer, but also the editor, the photographer, the delivery man, plus the publisher of my own publication, this one that has lasted now 25 years. This school of hard knocks gave me somehow the PhD on the new academic subject, I thought, and prepared me well enough to teach “Entrepreneurial Journalism” to others. So I decided to start my first formal training last week, sharing with 6 candidates what has been

Dean Boardman is the enlightened Chairman of the Lenfest Institute for Journalism, the local Foundation searching for answers last week to the crisis in journalism with a “Diversity Summit” hosted at the Asian Arts Initiative.z

Tuve que ser adaptable para someterme a distribuir periódicos, en vez de escribir para ellos; ser lo suficientemente flexible para tener más de un trabajo para poder responder por mis gastos personales; y ser ante todo auto-suficiente cuando armado de una sola computadora al fin decidí ser no solo el redactor, sino también el editor, el fotógrafo, el distribuidor, y encima de eso, el “Publisher” de mi propia publicación, esta para la que sigo escribiendo 25 años después. Decidí que esta dura escuela de la vida me dio una especie de Doctorado en el nuevo tema académico y me preparó para enseñar “periodismo emprendedor” a los demás. Así que decidí empezar mi primer taller de capacitación la semana pasada, compartiendo con 6 candidatos lo que ha sido en su mayoría mi experiencia personal de hacer del periodismo, no solo la profesión más hermosa del mundo, sino también una tarea cuya misión uno ama tanto que estás dispuesto a hacer todos los sacrificios necesarios para conseguir sostenerla a pulso a través de financiarla con recursos propios ganados en el duro mercado de servicios en que sobreviven todos los negocios. “Es como intentar enseñar a otros como pescar”, en vez de sucumbir a la tentación de regalar pescados a lo que padecen hambre, le dije recientemente a David Boardman, Decano de la Facultad de Medios en la Universidad Temple. David es el inspirado Chair de la Junta Directiva del “Lenfest Institute for Journalism,” la fundación local que buscaba soluciones la semana a la crisis del periodismo en el “Diversity Summit” en el “Asian Arts Initiative.”z
