hen Benjamin "Ben" Fernandez decided to launch his candidacy for the Republican nomination in 1980, he not only became the first Hispanic to seek the White House, but he also made clear the kind of representation that his community craved at that time. It was an era undermined by fear of communism, by the need to solidify the country's identity base, and, particularly for Latinos in the United States, it was about emulating the white majority, and finally being accepted. Little did Ben Fernandez –a World War II veteran and co-founder of the Republican National Hispanic Council– know that his legacy in American politics would be on the opposite team. Fernandez pioneered the involvement of Hispanics in American political life, and twenty years after his death, the Trump administration would put the future of his community and his own politicians within the system in check.
ENGLISH Just as the Hispanic community has evolved into the nation's most vibrant ethnic demographic, its political involvement has shifted to the need to address the root causes of the problems and remove the obstacles that have prevented its deserved growth once and for all. While Fernandez believed in the 1960s that the Republican Party was "truly the open-door party," and that Hispanic voters represented "a golden opportunity for the GOP," today it is politicians like Julian Castro who believe that, in order to solve the community's problems, the country must be put ahead of the party. In our edition this week we wanted to bring to the table the importance of characters and proposals like Castro, who went from being a candidate for the presidency to being a political agent for development and progress and a standard-bearer in the fight against the poverty suffered by Hispanics in the country. His police reform is just one example.
It is politicians like Julian Castro who believe that, in order to solve the community's problems, the country must be put ahead of the party. THE EDITOR

uando Benjamin “Ben” Fernández decidió lanzar su candidatura a la nominación republicana en 1980, no sólo se transformaba en el primer Hispano en buscar llegar a la Casa Blanca, sino también dejaba en claro el tipo de representación que su comunidad ansiaba en aquél momento. Se trataba de una época minada por el temor al comunismo, por la necesidad de solidificar las bases identitarias del país, y, particularmente para los Latinos en Estados Unidos, se trataba de emular a la mayoría blanca, y ser finalmente aceptados. Poco sabría Ben Fernández –veterano de la Segunda Guerra Mundial y co-fundador del Republican National Hispanic Council– que su legado en la política estadounidense estaría en el bando contrario. Fernández fue pionero en el involucramiento de los Hispanos en la vida política estadounidense, y veinte años después de su muerte, la administración Trump pondría en jaque el futuro de su comunidad y de sus propios políticos dentro del sistema.
De la misma manera en la que la comunidad Hispana ha evolucionado y se ha transformado en la demografía étnica más pujante del país, su participación política ha mutado hacia la necesidad de resolver los problemas de raíz, y despejar de una vez por todas los obstáculos que han impedido su merecido crecimiento. Mientras Fernández creía en los años sesenta que el Partido Republicano era “verdaderamente el partido de puertas abiertas”, y que los votantes hispanos representaban “una oportunidad de oro para el GOP”, hoy en día son políticos como Julián Castro quienes creen que, para solucionar los problemas de la comunidad, hay que poner el país por delante del partido. En nuestra edición de esta semana hemos querido poner sobre la mesa la importancia de personajes y propuestas como la de Julián Castro, quien pasó de ser un candidato a la presidencia a ser un agente político en pro del desarrollo, del progreso y abanderado de la lucha contra la pobreza que sufren los hispanos en el país. Su reforma policial es sólo un ejemplo de ello.
Hoy en día son políticos como Julián Castro quienes creen que, para solucionar los problemas de la comunidad, hay que poner el país por delante del partido. DEL EDITOR

he coronavirus pandemic is not only taking Latinx lives at an alarming rate, but it is also projected to interfere with the 2020 census and the upcoming 2020 election in a way that will limit accurate representation. The progression of COVID-19 in the United States has exposed the vulnerabilities in regards to Black and Latinx communities, who have experienced the biggest impact of the illness. This highlights the importance of the upcoming 2020 census, in which Latino households are already at risk of being undercounted due to multiple factors. These include language barriers, education, fear campaigns spun about immigrant status, and uncounted Latinx children due to complex living arrangements. Now, add a global pandemic that disproportionately affects Latinx lives to the mix, and there is a tidal wave of factors working together to limit the Latinx voice. The racial inequality of COVID-19 has already claimed 170,000 years of life, most of which are Latinx, followed by Black Americans — a toll many cannot begin to comprehend. This loss of life will have a final role in the Census, wherein those largely Black and Latinx lost voices will not be counted.

ENGLISH The Census determines who is considered by the government when budgeting and redrawing political lines among many other vital processes. While Latinos are one of the fastest-growing demographics in the country, the above factors put Latinos at a high risk of being undercounted. Misrepresentation of Black and Latinx communities is a reflection of how the 2020 Census may similarly pan-out. One of the biggest factors in play is that many Latinx individuals find official race and ethnicity questions do not accurately reflect them. “Since 1980, the census has asked about Hispanic Identity separately from racial identity. Recent Census Bureau testing indicates that combining the Hispanic ethnicity with the general race question would more accurately reflect the Latino population,” reads a report on Latinos in the 2020 Census. However, even though the bureau proposed to make these changes on Hispanic origin, the Office of Management and Budget did not accept them. The Latinx community is already undercounted. If this is intensified by the pandemic, political boundaries designated by the 2020 census will not accurately reflect reality. They will essentially be denied a voice that reflects their totality.

a pandemia de coronavirus no sólo se está llevando vidas Latinx a un ritmo alarmante, sino que también se prevé que interfiera con el censo de 2020 y las próximas elecciones de 2020 de una manera que limitará la representación exacta. La progresión de COVID-19 en los Estados Unidos ha expuesto las vulnerabilidades en lo que respecta a las comunidades negras y latinas, que han experimentado el mayor impacto de la enfermedad. Esto pone de relieve la importancia del próximo censo 2020, en el que los hogares latinos ya corren el riesgo de no ser contados debido a múltiples factores. hen she accepted her award at AL DÍA’s 2020 Top Doctors Forum back on January 22, Temple University Hospital’s Dr. Natalia Ortiz-Torrent said the most important part of her job at the Lewis Katz School of Medicine was guiding the next generation of Latino doctors to success. “We need to do our best to pave the way for the younger generation. We need to help get them a seat at the table… and teach them how to navigate their careers and overcome the barriers,” she said in her acceptance speech. Now, five months after the ceremony, Dr. Ortiz-Torrent takes her message of guidance for the next generation of Latino doctors to the presidency of the Philadelphia County Medical Society. She was elected by her peers in June 2020 as the society’s 159th president and will serve until June 2021. With the title, she is the first Hispanic woman ever to hold the position in the history of the Philadelphia County Medical Society. Long before medicine and mentorship became her world, she was born in Hato Rey, Puerto Rico, and grew up helping her father with his department store in their hometown of Cayey. After discovering her love of science, Ortiz-Torrent went for chemistry at the University of Puerto Rico in Ponce before getting accepted into medical school there. From Ponce, she moved to the U.S. mainland and Temple University to train in its psychiatry department, which she did for four years before transitioning to consultation and being a liaison to psychiatry. Her role now at the Lewis Katz School of Medicine is as a professor of clinical psychiatry and the medical director of consultation and liaison psychiatry. She is also president of the Society of Ibe-

Necesitamos ayudar a conseguirles un asiento en la mesa... y enseñarles a navegar por sus carreras y a superar las barreras” dijo en su discurso de aceptación. Ahora, cinco meses después de la ceremonia, la Dra. Ortiz-Torrent lleva su mensaje de orientación para la próxima generación de médicos latinos a la presidencia de la Sociedad Médica del Condado de Filadelfia. Fue elegida por sus pares en junio de 2020 como la 159ª presidenta de la sociedad y ocupará el cargo hasta junio de 2021. Con este título, es la primera mujer hispana en ocupar el puesto en la historia de la Sociedad Médica del Condado de Filadelfia. comes between ethnic groups has been so noticeable than during this era of COV-19; Because of COVID, we are seeing an increase in suicide rates; unsafe work conditions; psychologic effects of physical isolation; economic troubles; civil unrest; and so many deaths,” she said. In her new role, Ortiz-Torrent’s goals are to continue fighting for more representation in the field and healthcare access for underrepresented communities. She’s also made it a goal to emphasize more work balance to create healthier work environments and get those with real experience at the policy-making table.

"Every morning, 45-year-old Darwin Heredia consults his neighbors if they have presented symptoms related to covid-19. That is, if they have a fever, difficulty breathing or a dry cough. If the answer is no, he continues his usual day at the mechanic's shop. t a time when the United States is experiencing a painful identity crisis –between protests over the right to life of people of color and the need to break with endogenous racism– no phenomenon seems to be isolated. The deaths of George Floyd, Carlos Ingram-López, Andrés Guardado, Breonna Taylor and so many other people of color at the hands of police officers around the country have only highlighted the need for a profound transformation and a radical change in the system. During the Democratic primaries, one candidate put this reform at the center of his electoral proposal, but his voice seemed to be lost amidst the noise of a Democratic machine that, faced with the fear of Donald Trump’s possible re-election, preferred not to take risks. It was the former secretary of housing in the Obama administration, and the only Latino in the race, Julian Castro, who at the time was echoing the disproportionate violence suffered by Latinos and African-Americans alike when confronted by law enforcement officials.

CHRONICLE OF A FORETOLD REFORM
Julian Castro was known in late 2018 as a young man "with some executive experience" within the Democratic Party's popularity ranks at the national level. After serving as Secretary of Housing and Development in the Barack Obama administration, the young politician was considered to join Hillary Clinton's campaign formula in 2016, which definitely catapulted him to the front pages. Castro and his twin brother, who currently leads the Hispanic Caucus in Congress, have framed their political career in their family history: Mexican immigrants and political activists in the heart of Texas. At a political rally organized in January 2019 in San Antonio, Texas, and delivered in both Spanish and English, Castro said his campaign would have several priorities of his party, such as a pre-kindergarten program, expanding access to health care, fighting climate change and, not surprisingly, opposing President Donald Trump. His experience as San Antonio's mayor gave him an advantage over other potential challengers - Elizabeth Warren and Kamala Harris, for example - and it was precisely his distance from "identity politics" that allowed his slow but steady rise. During his campaign, Castro made a big difference with the other candidates, visiting Puerto Rico on his first stop, and proposing two radical changes in the country's legislation: an immigration proposal and comprehensive police reform, which would be merged into what he called the "People First Policy.”

In late October, Castro announced that his campaign was at risk of ending due to lack of funds, and his position in the polls –where he had a 2% approval rating– did not allow him to qualify for the November Democratic debate. His campaign experience has made him critical of the way politics are conducted in the country, stating among other things that the tradition of first-nominating states in primaries "does not reflect the diversity of the nation," and he suggested,
“rearranging the Democratic primary voting schedule” so that the most diverse states would be allowed to vote first. Even as one of the candidates with a strong, workable and inclusive program that left no community behind, Castro was devoured by the Democratic system, where being male and white still seems to be the preferred route for those who do not understand that the country is ready to see change. His struggle, however, has left a deep mark on the country, after his participation in the national debate put on the table the names of victims of police violence, racial inequality and lack of representation in the political system. “I’m gonna tell the truth. It’s time for the Democratic Party to change the way that we do our presidential nominating process," Castro said in his farewell video. " I’m so proud of the campaign we’ve run together. We’ve shaped the conversation on so many important issues in this race, stood up for the most vulnerable people, and given a voice to those who are often forgotten.” After Senators Bernie Sanders and Elizabeth Warren withdrew from the race for the presidency, the de facto Democratic candidate to run against Donald Trump in November 2020 was former Vice President Joe Biden, who was quick to incorporate some ideas from his former opponents into his campaign. Among them, Julian’s police reform, who followed the example of many other candidates and gave his support to the former vice president in social networks. In the midst of social discontent over the death of George Floyd and the impact of the Coronavirus pandemic on communities of color, Biden took the opportunity to thank Castro for his support and to echo his promise to make the young politician's proposal a reality. “Julián — I made a promise to George’s family that he wouldn’t just become another hashtag. We’re going to tackle this headon — and we’re going to need your help to do it. Grateful for your support,” Biden said in a retweet of Castro's tweet of support for Biden. Amid the nationwide uprising that triggered the second wave of Black Lives Matter protests and a profound shake-up of the status quo in the country, Biden echoed Castro's initial proposal, urging Congress to take immediate steps to reform the police, including outlawing chokeholds, ending the transfer of military weapons to police, improving overJULY 8 - 15, 2020

sight and accountability of police and creating a national model on the use of force. “Joe Biden recognizes the urgent need for real reform to address our broken policing system. I’m proud to support him, and I look forward to seeing these reforms become law, so that what happened to George Floyd never happens again,” Castro said in his tweet.
AN AMBITIOUS PROPOSAL
The death of George Floyd and the ensuing protests by the Black Lives Matter movement went a step further and prompted calls to cut federal funds to police departments. For Castro, the way out is much more comprehensive.
In his plan, the former candidate proposes to end violence, racism, and discrimination within police departments by establishing national standards of conduct for officers, and to make the elimination of racial prejudice a priority. In a recent interview with The Atlantic, Castro went into more detail about what his vision entails: “At the federal level, the most important thing is, No. 1, to support local communities in reimagining public safety, and then to take several concrete steps to prevent police violence: banning chokeholds and strangleholds, getting rid of qualified immunity, creating a database of officers that have been disciplined or terminated that personnel departments across the country are able to access that’s seamless.
We have a spotty version of that now,” he told journalist Adam Serwer, adding that national coordination is needed. “I also think that we need to give local communities the resources to transition into that reimagining of public safety and investing in mental-health professionals, social workers, and housing professionals, to deal with two groups of people that police often respond to that they shouldn’t really need to respond to the vast majority of the time: people who are homeless, who have been criminalized all over the country, and people with a mental health issue who are stigmatized as violent, but in the vast majority of cases are not.” Finally, Castro has shown that he will not stand by and wait for his ideas to be put into action by others.
Over the past few weeks, the former candidate has launched a political action committee to support the electoral careers of candidates who support police reform and criminal justice equity. The now-named People First Future PAC has 17 candidates and has raised about $65,000 to support groups protesting George Floyd's death in the streets. On June 7, Castro addressed the protesters in San Antonio, Texas, stressing the importance of getting involved in the fight against police violence, and highlighting the importance of going to the polls in November. “I said throughout my campaign that police violence wasn’t a case of a few bad apples,” he repeated, “The system itself is broken.”

Julián Castro era conocido a finales del 2018 por ser un joven “con alguna experiencia ejecutiva” dentro de los peldaños de popularidad del Partido Demócrata a nivel nacional. Después de su gestión como Secretario de Vivienda y Desarrollo dentro del gobierno de Barack Obama, el joven político fue considerado para incorporarse a la fórmula de campaña de Hillary Clinton
en el 2016, lo que le catapultó definitivamente a las primeras planas. Castro y su hermano gemelo, quien lidera actualmente el Caucus Hispano en el Congreso, han enmarcado su carrera política en la historia de su familia: inmigrantes mexicanos y activistas políticos en el corazón de Texas. En un mitin político organizado en Enero del 2019 en San Antonio (Texas), y pronunciado tanto en español como en inglés, Castro aseguró que su campaña contaría con varias prioridades de su partido, como un programa pre-kindergarten, la expansión del acceso a la atención médica, la lucha contra el cambio climático y, como es de esperarse, la oposición al
presidente Donald Trump. espite the global pandemic that has required cinemas to remain closed until further notice, the Oscars continue to prepare the 93rd edition of the awards. As a result of the policies presented by The Academy in 2016, in an attempt to improve diversity and represent more minority groups, the list presented by the AMPAS for this year’s celebration features 819 members from 68 different countries. Considering the success of Mexican movies in Hollywood over the last decade with awarded titles such as Roma (2019) by Alfonso Cuarón, Birdman (2015) by Alejandro González Iñárritu, or The Shape of Water (2018) by Guillermo del Toro, 13 Mexicans

ENGLISH have been included as members of 2021's list. One of the most notable names on the list is Yalitza Aparicio, the actress originally from Oaxaca, best known for her role in Roma (Alfonso Cuarón, 2019). After her nomination for best actress in 2018, Aparicio has used her recognition to become an important activist in the fight for indigenous rights in Mexico. Even though celebrities like her have made visible a problem that once seemed invisible, racism is an issue that remains largely unresolved in Mexico. As Aparicio stated in an article for the New York Times where she talks about her experience after Roma’s suc-

February 28 is the updated deadline for movies to be released, being just the fourth time in Oscar's history that a gala is delayed. The only official announcement missing is whether the 93rd edition of the Oscars will have guests or if it will be hosted online. Either way, after months of staying home, the art has positioned itself as an essential activity that must continue to be encouraged somehow.

he protest called by the Cuban activists against the police violence that the island is experiencing after the death of the young Hansel Hernandez and against the violence and arbitrary arrests of the Cuban police was to take place at 11 am on Tuesday in front of the well-known Yara cinema. Bruguera had told her sister Deborah that she planned to attend the protest, something she also reported on her Facebook wall. However, by the time the protests began, visual artist Tania Bruguera had already been abducted for several hours. Those responsible for her kidnapping took her from the basement of her building, located in Havana's El Vedado neighborhood, without leaving any trace. So far her whereabouts are unknown. The artist, who is very active in her criticism of the Cuban regime and defender of artists' rights against censorship, had shown her support for the protest over the murder of the young Hansel E. Hernández through the social media accounts of the Hannah Arendt Institute
ENGLISH of Artivism, which she runs in Havana. Hernandez, of Afro-Cuban descent and who some media describe as the Cuban George Floyd, was allegedly killed by two patrolmen on June 24. According to the official version, the young man had attacked the police officers with stones, although these have not been found and neither have his killers been identified. More than a hundred political prisoners are still in Cuban jails, reported Diario de las Américas. Recently, dissident José Daniel Ferrer and his son, who were participating in the protests over the death of Hansel Hernández in Santiago de Cuba, were arrested. The aunt of the murdered man wrote on his Facebook wall: “We, the relatives, ask that this cruel act, at the hands of our supposed national security, not go unpunished. Because the police uniform does not give them the right to kill anyone in this way.” The question is pertinent: Is the artist's disappearance related to her political activism and her open opposition to violence and arbitrary arrests on the island?

he United States was not at its best in 1932. In October 1929, due to bad practices in the financial system, the stock markets collapsed, and, as a consequence of that unprecedented crash, the period known as the Great Depression began, presided over by instability and attempts to regulate society and the economy to achieve recovery. Never had the state of Nevada seen so much misery that it decided to authorize gambling on March 19, 1931, in an attempt to clean up its public accounts with tax revenues. It took the federal administration a little longer to react. The historic package promoted by President Franklin Delano Roosevelt known as the New Deal was developed between 1933 and 1938. The inmates of Carson City prison did not enter the history books by the big door, but they did something no less curious and unusual: they asked the authorities for permission to set up a casino inside a prison. Officially, the entity never existed: the inmates asked for a gaming license, but the relevant commission could not authorize anyone with a criminal record. Even so, the casino was tolerated and, against all odds, order reigned within it for more than three decades. The schedule was clear to everyone: 8 a.m. to 3.30 p.m. from Monday to Saturday and 8 a.m. to 1.30 p.m. on Sundays. No one cheated inside because strict protocols were approved to prevent it. The jailers thought it would be a focus for violence and riots, but they had to admit that it was not. The casino offered all the gambling and betting possibilities of a conventional house: the inmates looked after it as if it had been their own home. They even minted their own chips, which read perfectly "Nevada Estate Prison", and which the inmates could redeem at the prison commissary. Today, these tokens are highly coveted by collectors, who have paid up to $300 for them. When they finished their sentence, the prison paid in cash the value of the tokens that each inmate could have saved. Although the dream lasted much longer than expected, the Carson City prison casino was closed down in 1967 after a highly dubious and alien mutiny. The building that housed it was demolished, and those serving their sentences received the second sentence of having to engage in crafts or chess. However, the guards had a great advantage from such an original casino: the gambling tolerated at The Bull Penn had for decades prevented illegal gambling inside the Nevada State Prison, a practice they had never managed to control.

Nunca se había visto tanta miseria en el Estado de Nevada, que decidió autorizar el juego el 19 de marzo de 1931 para tratar de sanear sus cuentas públicas gracias a los ingresos de los impuestos. La administración federal tardó un poco más en reaccionar. Los carceleros pensaron que sería un foco de violencia y motines, pero tuvieron que admitir que no fue así. El casino ofrecía todas las posibilidades de juego y apuestas de una casa convencional: los reclusos lo cuidaron como si hubiera sido su propio hogar. Llegaron incluso a acuñar sus propias fichas, en las que se leía perfectamente “Nevada Estate Prison”, y que los internos podían canjear en el economato de la cárcel. Actualmente, estas fichas son piezas muy codiciadas por los coleccionistas, que han pagado por ellas hasta 300 dólares. Cuando terminaban su condena, la cárcel abonaba en metálico el valor de las fichas que hubiera podido ahorrar cada recluso. Aunque el sueño duró mucho más de lo esperado, el cierre se abatió sobre el casino de la cárcel de Carson City en 1967, tras un motín de orígenes muy dudosos y ajeno a la casa de juego. El edificio que lo albergaba fue derribado, y los que cumplía condena recibieron la segunda pena de tener que dedicarse a las manualidades o el ajedrez. Sin embargo, los vigilantes habían contado con una gran ventaja derivada de un casino tan original: las apuestas toleradas en The Bull Penn habían impedido durante décadas el juego ilegal en el interior de la cárcel estatal de Nevada, una práctica que nunca habían conseguido controlar.
