he paradox of contemporary life is crystal clear at this time of crisis.

The hyper-connectivity to which we are accustomed also seems to distance us from the realities lived in other extremes of the planet. While the citizens in China were receiving the New Year locked up in their homes and seeing their economy slowly shut down, the rest of the world believed that it was a distant affair, that it would have nothing to do with their future.

Then Korea, then Italy, then Spain... the networks began to be populated with videos of people from other countries, with other cultures and other languages surviving what seemed like a post-apocalyptic scenario, and on this side of the Atlantic, we saw everything as a very bad taste trailer.

Until it hit home, and the first cases showed how the country was not prepared for an epidemic of such a dimension.

While Italians and Spaniards sang from balcony to bal-

ENGLISH cony to try to deal with the isolation, Americans hoarded toilet paper and guns alike; while the French president announced that "we are at war," and the American president played down the first cases.

This new chapter in world history is nothing but a challenge to our humanity. Our ability to put ourselves in someone else's shoes has been challenged by our panicked selfishness, and even the crystal clear waters of Venice show what it could be like if we took responsibility for the privilege of being alive.

But knowing that what hurts human beings most is their pockets, our edition this week talks about just that: how the Coronavirus pandemic will affect the country's economy, and how it will be reflected in our daily lives.

Our editorial decision has not been, under any circumstances, a blind reductionism, much less a priority dissection. On the contrary, we wanted to talk responsibly about one of the few aspects that doesn’t change every minute but, perhaps, every 24 hours.

The economic measures taken by the Donald Trump government to deal with what appears to be the most serious pandemic in recent years will bring to light the profound flaws in the country's economic and health system. Of that we are certain. But the resilience of our species and our responsibility to communicate information will, for the moment, be the two pieces of good news this week.

La hiperconectividad a la que estamos acostumbrados también parece alejarnos de las realidades vividas en otros extremos del planeta. Mientras los ciudadanos en China recibían el Año Nuevo encerrados en sus casas y viendo cómo su economía se clausuraba poco a poco, el resto del mundo creía que era un asunto lejano, que nada tendría que ver con su futuro.

Luego Corea, luego Italia, luego España… las redes empezaron a poblarse de vídeos de personas de otros países, con otras culturas y otros idiomas, sobreviviendo a lo que parecía un escenario postapocalíptico, y de este lado del Atlántico lo veíamos todo como un tráiler de muy mal gusto.

Hasta que pisó tierra, y los primeros casos mostraron cómo el país no estaba preparado para una epidemia de tal dimensión.

Mientras italianos y españoles cantaban de balcón a balcón para intentar lidiar con

el aislamiento, los estadounidenses acaparaban papel higiénico y armas por igual; mientras el presidente francés anunciaba que “estamos en guerra”, el presidente estadounidense restaba importancia a los primeros casos.

Este nuevo capítulo en la historia del mundo no es otra cosa que un desafío a nuestra condición de humanos. Nuestra capacidad para ponernos en el lugar de otro se ha visto retada por nuestro egoísmo en pánico, y hasta las aguas cristalinas de Venecia demuestran lo que podría ser si nos hiciéramos responsables del privilegio de estar vivos.

Pero a sabiendas de que lo que más le duele al ser humano es el bolsillo, nuestra edición de esta semana habla precisamente de eso: cómo la pandemia del Coronavirus afectará la economía del país, y cómo se verá reflejado en nuestro día a día.

Nuestra decisión editorial no ha querido ser, bajo ninguna circunstancia, un reduccionismo ciego, ni mucho menos una disección prioritaria.

Por el contrario, quisimos hablar responsablemente de uno de los pocos aspectos que no cambia cada minuto sino, quizás, cada 24 horas.

Las medidas económicas adoptadas por el gobierno de Donald Trump para lidiar con la que parece ser la pandemia más grave en los últimos años sacará a la luz los profundos fallos en el sistema económico y sanitario del país. De eso estamos seguros. Pero la resiliencia de nuestra especie y nuestra responsabilidad a la hora de comunicar la información serán, por el momento, las dos buenas noticias de esta semana.

live on a passenger ship, at least for six months. I am in the middle of my second contract; that is, for 9 of the last 11 months I have been on a boat, or "cruise ship" as they are called.

Onboard, 1 out of 4 people is a crewmember, which means that on average there are 1,000 crew members and 3,000 passengers. At least that's how it was until a few days ago.

On March 11 (corroborate date), the Donald Trump administration ordered all cruise operators to stop scheduled operations until April 10, because of the growing threat that, as the world knows, represents the evolution of the COVID-19 that is now cataloged as a Pandemic.

Like you, we, the other 1,000, are in quarantine, in a space that is alive, where there is always someone working, day and night. What has changed for us? There are no passengers on board.

Every day we get our tem-

peratures taken, no cases of the virus reported.

Those whose jobs are vital to the functioning of the ship continue to work, but there are positions on board that depend on guests to do their jobs: waiters, salesmen, musicians, photographers, masseurs, and dancers. All still on board, far from their homes, living the quarantine in communion and trying to keep in touch with their families.

Most of us live in a shared cabin: double cabins, one bathroom, one TV. Being in real quarantine is practically impossible here because in any case, the spaces are common: dining rooms, gyms, corridors, bars, and laundry. There is no room for privacy here, and we are among people we don't know very well; even if we are friends, even if there are those who find a partner or come as a couple, our life is outside.

But the world is in quarantine, and we don’t really know how the crisis is developing outside. In an environment in which we are usually busy and in our free time we sleep or spend it in small doses of leisure, today we have a lot of spare time.

We all speculate that if a cure for the virus cannot be developed in time, the end of the world, as we know it, is approaching. We are fortunate to be in one of the safest places in case it does. But the rest of the world is not, our parents and siblings, for example.

You can't imagine how many of the people living onboard have a spouse and children. I've seen them, they've shared their photos with me, they include me for seconds in their conversations: "look at my daughter, she's 3 months old," "she's my wife,

We miss the outside world, all the time.

For the duration of our contracts, we have the opportunity to go out to port every time we touch land (there are times when we cannot go out), but as the weeks on board pass and the tiredness builds up, we stop going out. We sleep, wash clothes, eat, work, and have a few drinks at night and go back to sleep.

Now that we can't get out of here, well, we try to find what to do. Some read, many watch movies.

Some play sports, many go back to the gym, but the options don't stop us from thinking about what is happening.

The thing about this uncertainty is that it makes us think about the worst-case scenario. And although the company is making great efforts to

keep us on board, we know that it can't be for long.

Here we hope that the scientists will find a cure, that the economy and the markets will revive, that the passengers will return. We are waiting for good news from the outside world, and although we are only a few days away from this confinement, events are still not happening in the way we would like them to.

It is three o'clock in the afternoon and in the middle of the sea, I think the world needed to stop and retrace its steps. The opportunity came with great surprise, the setting is not ideal

and we hope that people do not succumb to fear, chaos, and selfishness.

My opinion is unpopular, and although I need and enjoy this work, I feel a strange relief to see the world-shaking in the face of an unexpected phenomenon that exposes important failures of governments, of the market; from here I can see it: empty shopping malls, destocked supermarkets, hospitals that cannot accommodate all the patients. But what do I know? If I live on a boat far from the problems of others, and I could care less?

No se imaginan cuántas de las personas que viven a bordo tienen cónyuge e hijos, yo los he visto, me han compartido sus fotos, me incluyen por segundos en sus conversaciones, “mira a mi hija, tiene tres meses”, “ella es mi esposa, está por dar a luz”, “es el cumpleaños de mi padre, tiene setenta años y aún ríe como chico”.

Extrañamos el mundo exterior, todo el tiempo.

Durante lo que se prolonguen nuestros contratos, tenemos la oportunidad de salir a puerto cada vez que tocamos tierra (hay ocasiones en que no podemos salir), pero conforme las semanas a bordo pasan y el cansancio se acumula, dejamos de salir.

Dormimos, lavamos ropa, comemos, trabajamos, tomamos unos tragos en la noche y volvemos a dormir. Ahora que no podemos salir de acá, pues bueno, tratamos de encontrar qué hacer. Unos leen, muchos ven películas. Algunos practican deporte, muchos retoman el gimnasio, pero las opciones que hay no nos impiden pensar sobre lo que está sucediendo.

La cuestión con esta incertidumbre es que nos hace pensar en el peor de los escenarios. Y aunque la empresa hace grandes esfuerzos para mantenernos a bordo, sabemos que no puede ser por mucho tiempo. Acá esperamos que los científicos encuentren una cura, que la economía y los mercados se reactiven, que los pasajeros vuelvan. Esperamos buenas noticias del mundo exterior, y aunque llevamos pocos días de este encierro, aún los acontecimientos no se dan de la manera que deseamos. Son las tres de la tarde y en medio del mar, pienso que el mundo necesitaba detenerse a recorrer sus pasos. La oportunidad llegó con gran sorpresa, el escenario no es ideal y esperamos que la gente no sucumba al miedo, al caos, al egoísmo. Mi opinión es impopular, y aunque necesito y disfruto este trabajo, siento un extraño alivio al ver que el mundo se sacude ante un fenómeno inesperado que desnuda importantes fallas de los gobiernos, del mercado; desde acá lo puedo ver, centros comerciales vacíos, supermercados desabastecidos, hospitales que no pueden hospedar a todos los pacientes. Pero qué sé yo si yo vivo en un barco alejado de los problemas de los demás, si bien pudiera nada importarme.

ith all that’s going on amid COVID-19’s spread across the U.S., it’s not hard to see why many would forget there’s another Democratic presidential primary on March 17.

Despite the concerns of further spreading the virus, at least three of four states, including Florida, Arizona, and Illinois will still head to the polls with 441 delegates at stake.

EARLY CONSOLIDATION?

Heading into the day, former Vice President Joe Biden holds a commanding lead over Vermont Senator Bernie Sanders after winning 10 states on Super Tuesday and four more in the primaries on March 10.

After a disappointing performance on March 10, Sanders vowed to continue his campaign until at least the debate between him and Biden on March 15.

Beyond that point, Sanders was vague. He has succeeded for the most part in getting a majority of the

ENGLISH Latino vote but has largely failed to bring a new slate of young voters to the polls in the same waves Biden has among older populations.

To mathematically win, Sanders now needs more than 57% of the remaining delegates.

VOTING IN A PANDEMIC

However, overshadowing the race between Biden and Sanders has been the spread of COVID-19 in the U.S. Since the first case was reported in Washington state on Jan. 21, there are now more than 4,000 cases of the novel virus across the country with more than 70 deaths as of March 16.

In response, states have implemented varying measures on their populations in an attempt to stem COVID-19’s spread.

So far, only Georgia and Louisiana have postponed their scheduled primaries for later dates, but that trend could spread to others that have yet to cast ballots.

Ohio was slated to vote on March 17, but Governor Mike DeWine announced a recommendation to postpone in-person voting less than a day before voters went to the polls. The reschedule date is June 2.

Georgia’s was originally scheduled for March 24, but will now happen on May 19, while Louisiana’s was on April 4, but is now pushed back to June 20.

Part of DeWine’s recommendation for Ohio is to keep mail-in voting open until the rescheduled date of June 2.

Oregon Senator Ron Wyden also introduced a bill on March 11 that would allocate $500 million in federal funding for states to set up emergency vote-by-mail systems in response to the COVID-19 outbreak.

on todo lo que está pasando en medio de la epidemia del nuevo COVID-19 que ya se ha propagado por los EE.UU., no es difícil prever que muchos van a olvidar que hay otra primaria presidencial Demócrata el 17 de marzo.

A pesar de las preocupaciones de que el virus se siga propagando, al menos tres de los cuatro estados, incluyendo Florida, Arizona e Illinois, irán a las urnas con 441 delegados en juego.

he rapid development of the facts regarding the global coronavirus pandemic has forced the governments of more than 140 countries to improvise in, well, practically everything.

In the United States, for example, measures to prevent and control the increase in cases have varied from state to state, ranging from the timid suspension of some events to the massive closure of facilities.

But the lack of a solid contingency and control plan – especially in a country whose neoliberal health system does not allow many options – is increasingly evident.

The decoupling of federal power decisions from state government policies has left "dizzying patchwork of local decision-making, as the largest quarantine in recent American history occurred in a juddering, piecemeal fashion," New York Times columnist Ellen Barry explains.

“Although this country has a central public authority for handling infectious disease — the Centers for Disease Control and Prevention — the federal agency cannot get involved on the ground unless invited by states or municipalities,” she added.

After more than a year of legal battles over trying to introduce the citizenship question into the 2020 Census, the Trump Administration now faces a much bigger challenge: assuring citizens that they will be accurately counted.

"We must fulfill our constitutional obligation to deliver the 2020 Census counts to the President of the United States on schedule, and we must adhere to our core task of counting everyone once, only once, and in the right place," the Census Bureau said in an official statement, assuring that "it has never been easier" to answer the questions from home, whether online, by phone or by mail.

"We are encouraging everyone to respond online as soon as you receive your invitation with the pro-

ENGLISH vided instructions to go online," it added. "Instructions include the web address for the online questionnaire in English, as well as where to respond online in 12 additional languages – ensuring over 99% of U.S. households can respond online in their preferred language.”

Similarly, and as reported

by NPR, the Bureau has decided to delay the first door-to-door rounds of workers at least until the first few weeks of April, and the confirmation of the spread of infection by one of its officials has worsened citizens' fears.

If communities already frequently overlooked or undercounted by the Bureau – such as Hispanics and African Americans – were already distrustful of the system, now opening the doors to a stranger in the midst of a pandemic can be far more alienating.

"The coronavirus not only could hit census-takers and the people they are trying to tally, but could further imperil a census already facing enormous challenges to an accurate count," explains the New York Times, adding that the urgency of restructuring long-planned campaigns could prevent an adequate count and communities from getting the right federal dollars and political representation.

Meanwhile, in the factories that supply the neighborhood store, the workers begin to get sick and have to be sent home; consequently, production stops and they cannot sell, even if they want to and there are people willing to buy from them. And this is being repeated everywhere.

Governments have many mechanisms designed to inject money into people's economies, to help that worker whose appliance store had to close because people were not buying from him.

But in this scenario the production chain breaks down everywhere and to supply the production chain there is little that can be done: producing takes longer than delivering money.

Since there is no way to contain the pandemic without affecting the economy, central governments across the globe have announced palliative measures, but what we are seeing is that they will not be able to cope.

Additionally, the Federal Reserve announced a drop in interest rates to almost zero. In concrete terms, this seeks to make it more viable for people to access and pay back loans, or to pay off loans without their debt growing; this will apply to debts such as home mortgages, student loans and credit cards (although the impact at this point will take a couple of months to be felt). Ultimately, the goal of this measure is to ease people's economic burden, so that they can consume more and feed the economy.

WHAT WILL HAPPEN TO LATINO BUSINESSES?

When thinking about the impact this may have on Latino businesses, there are two points to start considering: according to the 2019 report from Stanford's Graduate School of Business on Latino entrepreneurship in the United States, Latino businesses generate about $470 billion in profits per year and employ an estimated 3.2 million people (according to 2016 data), which corresponds to 4% of the profits generated by businesses per year and 5.5% of the jobs in the nation.

Despite this, there are two aspects of Latino business that stand out: the first, as reported in the 2018 edition of the report, is that Latino businesses are generally more reluctant to take on debt with banks and rely more on personal savings. In this sense, it is very likely that to overcome the crisis, many Latino businesses will have to change their

Los gobiernos tienen muchos mecanismos diseñados para inyectar dinero a la economía de las personas, para ayudar a ese trabajador cuya tienda de electrodomésticos tuvo que cerrar porque no le estaban comprando. Pero en este escenario la cadena productiva se rompe por todos lados y para suplir la cadena de producción hay poco que se pueda hacer: producir toma más tiempo que entregar dinero.

Dado que no hay forma de contener la pandemia sin que la economía se afecte, gobiernos centrales a lo largo y ancho del globo han anunciado medidas paliativas, pero lo que estamos viendo es que no van a dar abasto.

EL GOBIERNO RECURRE AL PROTECCIONISMO

La Casa de Representantes presentó una ley en respuesta a la crisis llamada “Families First Coronavirus Response Act”, que contará con un presupuesto de más de 3,6 mil millones de dólares para subsidiar necesidades tales como alimentación infantil, alimentación a madres embarazadas con pocos recursos, el pago por incapacidad a prestadores de servicios de salud y a otros sectores de la población (aunque para este punto sólo contemplaron 5 millones para todo el país), mil millones de dólares para compensaciones por el desempleo causado por la epidemia y 500 milloMARCH 25 - APRIL 1, 2020

Otra de las medidas que se están contemplando es una reducción radical en impuestos a la población.

No obstante, esta opción es vista con más precaución por los Demócratas, pues podría implicar una reducción de hasta 800 mil millones en los ingresos del Estado.

Adicionalmente, la Reserva Federal anunció una baja en las tasas de interés hasta llegar casi a cero.

Esto, en términos concretos, lo que busca es hacer más viable para las personas acceder a préstamos y pagarlos, o pagarlos sin que su deuda crezca; esto aplicará para deudas tales como las hipotecas inmobiliarias, préstamos estudiantiles y las tarjetas de crédito (aunque el impacto en este punto tardará un par de meses en sentirse). En última instancia, el objetivo de esta medida es aliviar la carga económica de las personas, para que puedan consumir más y alimenten la economía.

WILL IT WORK?

The basic problem with this economic crisis that is looming over us is that it affects both con-

sumption and the supply of products and the entire productive fabric necessary for the functioning of the economy and, consequently, for the continuity of our way of life.

The complexity of the issue is such that Noah Feldman, in an interview with Stefanie Stantcheva, professor of economics at Harvard, compared it to the fall of Rome and how this gave way to the beginning of the Middle Ages. Stantcheva, surprisingly, said that the impact could be equivalent.

The equivalence of that blow means that, because of the magnitude of the pandemic, the complexity and variety of effects it is having, it is possible that once the health crisis is overcome (as has always been the case throughout history), the way in which our societies are reconfigured may be radically different from what we have today.

As Stantcheva pointed out, it is not only the growth of the epidemiological curve that needs to be smoothed out, but also that of the economic crisis. Even so, in a world as interconnected and dizzying as the one we inhabit, it will be interesting to see how our society is transformed in the face of the imperative of having to stop.

¿FUNCIONARÁ?

El problema de fondo con esta crisis económica que se está cerniendo sobre nosotros es que afecta tanto el consumo como la oferta de productos y todo el tejido productivo necesario para el funcionamiento de la economía y, en consecuencia, para la continuidad de nuestra forma de vida.

La complejidad del tema es tal que Noah Feldman, en entrevista con Stefanie Stantcheva, profesora de economía de Harvard, lo comparó con la caída de Roma y cómo esto dio paso al inicio de la Edad Media.

The world's largest Latin music festival was held in Mexico City despite warnings from the World Health Organization (WHO), demands from thousands of Mexicans and the shadow of tragedy experienced in Asia and Europe hanging over their heads. Global pandemic, have you heard? That's not the name of a rock band.

There were no coronavirus tests administered, but organizers conducted "preventive measures" in their own words. What it amounted to was taking the temperature of each of the 40,000 people who attended the massive event as soon as they walked through the stadium gates with a laser thermome-

The Mexican Ministry of Public Health also provided 92 paramedics, a dozen doctors, and 8 health tarps in case anyone started showing symptoms. Some of the measures were insufficient but reassured many spectators, and others thought them "excessive."

"I think this global pandemic does not have the levels of emergency that we are being told," a fan told Efe. "I think it goes beyond our knowledge... it is at the level of governments. I live life as I have always lived it and I have not changed anything in the face of the alert."

Only time will tell what responsibility the festival and its organizers will have to bear in spreading contagion in the country.

Sólo el tiempo dirá la responsabilidad que ha tenido el festival y las autoridades que decidieron seguir adelante, pese a la terrible coyuntura mundial, en la propagación de contagios en el país.

HIV originated in Africa and scientists still speculate whether interspecies contagion occurred from hunting or eating infected chimp meat.

AIDS wasn't detected until the 1980s, when it was observed in the U.S. among mostly homosexual patients in New York and California. Doctors named it acquired immunodeficiency syndrome (AIDS) because the virus attacks white blood cells that fight infections.

EL VIH O SIDA

Some of the first cases reported were among the U.S. military, who could have brought it to Europe when they joined WWI. As deadly as it is heartbreaking, there were cases in the U.S. of people rising with a fever and dying on their way to work.

SMALLPOX

Holding the position of the most devastating global pandemic, Smallpox has contributed to the decline of entire civilizations like the Aztec and Inca Empires when the Spanish brought the disease to the New World in 1519. It is estimated that 90% of indigenous deaths during European colonization were because of the disease.

In Europe, smallpox killed 60 million people in the 18th century alone, and a hundred years later there were 300 million deaths worldwide.

Its Latin name means "spotted", because of the bumps and bruises that appeared on the faces of those afflicted. It was highly contagious and those who survived would carry marks on their skin for the rest of their lives, and some went blind.

One of modern medicine's greatest achievements was creating a vaccine for smallpox in 1979.

ocal dignitaries, civic leaders, and public officials came to the UNCF Mayor's Masked Ball with one goal — investing in the future.

The UNCF has assisted almost a half a million students in earning college degrees. "For generations, historically black colleges and universities have created unmatched opportunities for their students — improving lives and shaping communities," said Mayor Jim Kenney.

"My commitment to quality education for all Philadelphia residents doesn't end in high school. I want to see our young people succeed in college." This celebration provided the next generation of leaders with the resources to be successful in the workforce and educated people on the importance of historically black colleges and universities. The UNCF supports 37 private historically black colleges and universities (HBCUs) while advocating for higher education among minorities.

Among those in attendance were John McNichol, President and CEO of the Pennsylvania Convention Center, Salvatore Patti, Senior Vice President and regional managing director of PNC Bank and Romona Riscoe Benson, Director of Community Outreach for PECO. Also attending were award honorees Stephanie Mays Boyd of the Pennsylvania Convention Center, Dr. Edith P. Mitchell, Director of the Sidney Kimmel Cancer Center of Jefferson Hospital and Philadelphia Foundation President and CEO Pedro Ramos accepting the award on behalf of the foundation.

La UNCF ha ayudado a casi medio millón de estudiantes a obtener títulos universitarios.

"Durante generaciones, las universidades históricamente negras han creado oportunidades inigualables para sus estudiantes, mejorando sus vidas y dando forma a las comunidades", dijo el alcalde Jim Kenney.

"Mi compromiso con la educación de calidad para todos los residentes de Filadelfia no termina en la escuela secundaria. Quiero ver a nuestros jóvenes triunfar en la universidad".

Nómadas is a chronicle by Martín Caparrós, read by himself, based on his living with a nomadic family from Mali. Caparrós opens a window to another culture, but he also criticizes the way we approach them, either to force them to change or to try to force them to remain the same forever. Caparrós' descriptions are prodigious and so is the sound design, so much so that one can almost feel the aroma and texture of the sand on the palate.
