Nueva medida del Fiscal Distrital para proteger a inmigrantes en la ciudad Caleb Arnold, nombrada recientemente Asesora de Inmigración de la Oficina del Fiscal del Distrito, habló con AL DÍA sobre cómo trabajan para garantizar que los inmigrantes no sufran consecuencias migratorias en caso de tener asuntos pendientes con la justicia. o es ningún secreto ya que, para muchos inmigrantes en los Estados Unidos, los tiempos que corren son tiempos de incertidumbre. Desde que Donald Trump asumió la presidencia, han ido brotando por todo el país numerosos casos de detenciones y deportaciones realizados por los Agentes de Inmigración y Aduanas (ICE) por motivos triviales. Intentar poner freno a la política de mano dura contra la inmigración de esta administración es ahora una responsabilidad de los gobiernos locales, incluyendo el de Filadelfia, una ciudad santuario que ha emergido como defensora ejemplar en la lucha por los derechos de los inmigrantes. READ IN En apoyo a los esfuerzos ENGLISH de Filadelfia por proteger NEWS.com/OPINION a su comunidad inmigrante, el Fiscal de Distrito, Larry Krasner, nombró el pasado enero a Caleb Arnold para ocupar un puesto público recién creado: el de Consejero de Inmigración de la Fiscalía de Distrito. Arnold, criada en el suroeste de Colorado, tiene años de experiencia en temas de legislación inmigrante en Filadelfia. Antes de iniciar su carrera en leyes, Arnold fue organizadora de la comunidad y activista implicada en asuntos relacionados con la comunidad gay y las alternativas al encarcelamiento. Además de inglés, habla español, francés y algo del lenguaje de señas. En su nuevo rol como consejera de inmigración, Arnold trabaja para identificar aquellos casos criminales donde los acusados podrían enfrentar consecuencias migratorias graves, como la depor-

Este tipo de delitos menores, comentó Arnold, incluyen posesión de marihuana, violencia doméstica de bajo grado (situaciones en las que no se producen daños físicos importantes, como por ejemplo, empujones) e incluso hurtos en comercios. “Dependiendo del tipo de acusación que le recaiga (sobre el robo en la tienda) o del estatus del demandado, la deportación puede llegar muy rápido”, dijo Arnold. Encontrar maneras para evitar que este tipo de incidentes destrocen la vida de los acusados y la de sus seres queridos es un proceso complicado. Como explicó Arnold, existen muchas maneras de que una sentencia criminal desencadene en consecuencias migratorias, así que cada caso debe estudiarse individualmente. En algunos casos, el lenguaje de la sentencia puede desencadenar en consecuencias de inmigración, dice Arnold. En un esfuerzo para prevenir que esto ocurra, la consejera de inmigración puede trabajar para que el acusado sea condenado por un crimen similar, pero que tenga consecuencias neutras para su estado migratorio. En otros casos, explica la funcionaria, la du-
ración de una sentencia de cárcel o una sentencia suspendida bajo período de prueba puede llamar la atención del ICE. En estas situaciones, la sentencia puede ser reformulada para prevenir consecuencias. Arnold dio el ejemplo de una sentencia a dos años: “Si la cambiamos por dos sentencias a 364 días consecutivos, acumuladas una detrás de la otra, obtienes la misma sentencia pero evitas que tenga las mismas consecuencias”. Además de trabajar con los acusados para tener un nuevo acuerdo con impacto migratorio neutro, Arnold también certifica los visados apropiados para proteger a víctimas y testigos de crímenes que teman cooperar con la policía por su estatus migratorio. Arnold cree que este tipo de cooperación, además, puede ayudar a mejorar la seguridad en la ciudad. Poder alcanzar a toda la comunidad también es un componente crucial en el trabajo de Arnold, especialmente ahora que la administración Trump ha dado alas al ICE para que aplique la ley con más mano dura. “Las comunidades inmigrantes están aterrorizadas ante la perspectiva de topar con cualquier autoridad, incluyendo la Fiscalía del Distrito ”, dijo Arnold. “Así que estamos intentando forjar relaciones entre diferentes comunidades para poder atender mejor sus necesidades”. Al ser preguntada por qué los inmigrantes deberían confiar en ellos, la respuesta de Arnold fue simple: “Porque me preocupan”.
FILADELFIA Arnold, cuya pareja es de origen chileno, lleva trabajando con comunidades inmigrantes por más de una década. Para ella, los inmigrantes no son solo otro grupo de personas en los que “se debería o no invertir”. “Veo a esta gente como individuos, y veo a sus familias”, dijo Arnold. “He visto de primera mano las consecuencias dramáticas que supone la deportación, y las consecuencias dramáticas de la presión del ICE”. “Incluso cuando no es víctima de una deportación, ese simple miedo diario es algo que he visto de cerca y que me ha afectado a mi también”, añadió. “Ya llevo trabajando con gente en esta situación desde hace mucho tiempo”. Como Fiscal Distrital, Krasner ha sido un defensor de los derechos de los inmigrantes. Aunque admite que el gobierno federal sigue teniendo la capacidad para aplicar su propia ley de inmigración en Filadelfia, el fiscal ha prometido que su oficina mantendrá su compromiso con la comunidad inmigrante en toda la ciudad. Para Arnold, este compromiso es el primer paso para construir lazos de confianza. “Creo que el Fiscal de Distrito ha expresado muy claramente que no tenemos tipo de contacto ni comunicación con el ICE”, dijo. “Nuestro trabajo es centrarnos en Filadelfia y en las co-

Después de que Kresner anunciara su designación como consejera de inmigración, algunos de sus críticos protestaron diciendo que era una “activista radical”. En el año 2000, Arnold fue arrestada por organizar una protesta durante la Convención Nacional Republicana que tuvo lugar en Filadelfia.

Durante la entrevista con AL DÍA, Arnold dio detalles sobre lo ocurrido ese día. Ella y otros manifestantes habían planeado llevar a cabo un performance teatral en la calle para bloquear la entrada al Centro de Convenciones con el fin de protestar contra la pena de muerte, pero antes de que pudieran hacer nada, los organizadores fueron identificados y arrestados por la policía. El grupo recurrió el caso y finalmente fueron absueltos. Arnold destacó que el incidente ocurrió hace casi veinte años, y que si sus críticos quieren seguir llamándole radical, pues adelante. “Siempre he sido alguien comprometida y dedicada con mi trabajo y con la comunidad”, dijo. “Creo que si dentro de la definición de “radical” entra el hecho de creer que nosotros, con nuestra visión de la justicia, deberíamos considerar las consecuencias que ésta tiene en la vida de las personas, si es “radical” tener en cuenta de verdad a las comunidades inmigrantes y reconocer los problemas que sufren en esta ciudad, entonces estoy de acuerdo: soy así”. ■ Para ver más noticias locales visite nuestra web

No más tasas sobre propiedades inmobiliarias Ignorar las tasas a los ricos y subir los impuestos a la clase media: así soluciona la Alcaldía la financiación de las escuelas en Filadelfia.
A
la hora de encontrar dinero para financiar las escuelas públicas de Filadelfia, son muchos en la Alcaldía los que automáticamente piensan en una solución: subir los impuestos a las propiedades inmobiliarias. Arrebatar más dinero a los propietarios de bienes inmuebles para financiar las escuelas se ha convertido en un reflejo voluntario en la Alcaldía, en particular, para el alcalde, James Kenney. El actual alcalde de Filadelfia propuso recientemente otro impuesto sobre los bienes inmuebles para aumentar el dinero destinado a las escuelas de la ciudad. Kenney necesita más dinero ahora que ya ha conseguido su objetivo de poner fin al control del estado sobre el Distrito Escolar de Filadelfia. La idea de Kenney no es nueva. Su predecesor, Michael Nutter, ya aumentó en cuatro ocasiones las tasas inmobiliarias para aumentar la financiación de las escuelas durante los dos mandatos que estuvo al frente de la Alcaldía. La definición médica de reflejo voluntario es la de acto que emprende una persona de forma consciente y por voluntad propia, como por ejemplo, caminar. Teniendo en cuenta, pues, que un reflejo voluntario supone una decisión consciente, la Alcaldía debería mostrar una voluntad consciente de querer financiar las READ IN partidas para educación ENGLISH escolar sin tener que vaNEWS.com/OPINION ciar constantemente los bolsillos de los propietarios de viviendas, subiendo los impuestos a los bienes inmobiliarios. (No se olvide de que los costes de las tasas R.E pueden / aumentan en base a ratios de asesoramiento diferentes del actual ratio de impuestos R.E). Sí, el sistema de escuelas públicas de Filadelfia - el más grande de Pensilvania y el octavo más grande de los Estados Unidos - sigue sufriendo de escasez de fondos de forma crónica porque la legislatura del estado de Pensilvania permenece intencionadamente negligente en el complimiento de su deber constitucional de administrar adecuadamente los fondos públicos para educación por todo el estado. Y, sí, proveer de una educación adecuada a los niños es un compromiso cívico crucial que todo el mundo debería respaldar, tanto ciudadanos como corporaciones. Pero, ¿en qué punto el peso de los impuestos R.E se convierten en una carga engorrosa? No Mas – no al aumento de las tasas a las propiedades inmobiliarias.
Existe en Filadelfia una tasa dedicada exclusivamente a financiar las escuelas, la llamada Tasa Sobre la Renta para las Escuelas (SIT, por sus siglas en inglés), que muy pocos ciudadanos de esta ciudad conocen y, todavía muchos menos, pagan, como deberían. La SIT, según la web de la Alcaldía, debe ser pagada por todos aquellos residentes de Filadelfia que reciben “determinados tipos de rentas no ganadas”. Estas rentas no ganadas incluyen dividendos, ingresos provenientes de fondos y bienes patrimoniales, ingresos de arrendamientos a corto plazo, indemnizaciones por daños punitivos o premios de lotería en metálico de la Lotería de Pensilvania. La Alcaldía, hasta ahora, no se ha preocupado de que los ciudadanos de Filadelfia sepan más sobre la SIT. Solo 40,000 de un total de más de 600,000 residentes de la ciudad pagan la SIT. Pero, sin duda, el número de residentes obligados a pagar la SIT es muy superior. ¿Dónde está el reflejo voluntario - el deseo consciente - de la Alcaldía por aumentar la conciencia ciudadana sobre la SIT e iniciar un programa de amnistía para los morosos en el pago de este impuesto? Un programa de amnistía sería una forma justa de aumentar la recolecta de la SIT, ya que muy poca gente conoce su existencia. Recuerde, la Alcaldía sabe perfectamente quién no paga la SIT ya que tiene acceso a toda esta información sobre los contribuyentes a través del IRS. La Alcaldía también ha mostrado una falta de consciencia a la hora de eliminar o modificar la rebaja de diez años al impuesto sobre nuevas construcciones o reformas sustanciales, implementada hace aproximadamente veinte años. Esta medida de reducción fiscal fue introducida como incentivo fiscal y tuvo el resultado que se esperaba: acelerar la construcción de obra nueva en Filadelfia y reavivar la mórbida economía de la ciudad. Pero ahora esta reducción fiscal está pasando factura a las arcas públicas de Filadelfia. Además, las reducciones de este tipo son injustas para los propietarios de viviendas antiguos, especialmente en comunidades que han ido gentrificándose gracias, en parte, al programa de rebajas fiscales a la obra nueva. ■

rump se ha acostumbrado a salirse con la suya, a ser capaz de aparentemente ignorar las revelaciones y las noticias más dañinas”, escribía Andrew Buncombe en su columna del 30 de octubre del año pasado para The Independent. “Incluso ahora, su apoyo entre quienes votaron por él sigue siendo sólido y mantiene la aprobación de un tercio de todos sus votantes”. Desde que se negara a hacer pública su declaración de impuestos, rompiendo con “una tradición que ha sido seguida por cada candidato de los grandes partidos durante cuatro décadas” y gracias al apoyo de un Congreso republicano, Trump ha mantenido una política de xenofobia, misoginia y decisiones que coquetean con el autoritarismo de maneras espeluznantes. Al punto de que medios como Mother Jones publicó un “contador” de maniobras autoritarias por parte del 45º Presidente de los Estados Unidos. Más recientemente, tres mujeres han salido a la luz pública a declarar sus relaciones o interacciones con el presidente, quien ha utilizado todo su poder para silenciarlas, incluso mediante la coerción y el maltrato. Según reportó Politico, la exmodelo Playboy Karen McDougal, la participante del show televisivo “Apprentice” Summer Zervos y la actriz Stormy Daniels han recurrido a procesos judiciales contra el Presidente por haber sido silenciadas, acosadas y hostigadas por sus presuntas relaciones o encuentros con el magnate. El pasado fin de semana, Daniels dio su primera entrevista pública en el programa 60 Minutes de CBS, y según explicó a Anderson Cooper, la actriz se dirigía a un entrenamiento físico en Las Vegas en el 2011 con su hija en el asiento del coche, cuando en el estacionamiento se le acercó un hombre que le instó a “de-

Según explicó el New Yorker, una vez que Trump ingresó a la carrera presidencial, su abogado Michael Cohen arregló un acuerdo con Daniels de 130 mil dólares a cambio de su silencio; Trump presuntamente olvidó firmar el documento, haciéndolo legalmente nulo. Parece paradójico que en un país donde personajes como Harvey Weinstein han sido despojados de su carrera, un presidente que entró a la recta final de su campaña con un escándalo por comentarios “de vestidor” (en los que ase-
guraba poder tocar y besar a las mujeres sin su consentimiento) siga inmune tan sólo por catalogarles de “noticias falsas”. Según explica Vox, “al menos 17 mujeres han acusado a Trump de acoso, asalto u otro tipo de violación”, describiendo circunstancias muy parecidas a las de Weinstein: el abuso de poder, la manipulación de sus víctimas a través de ofertas laborales y “el uso de una poderosa armada de abogados y amenazas legales para intimidar tanto a las supuestas víctimas como a los reporteros para que se mantengan callados”. “Todas las mujeres mintieron cuando hablaron intentando hacer daño a mi campaña”, dijo Trump en un mitin de campaña en octubre del 2016. “Los eventos nunca sucedieron. Todas esas mentirosas serán demandadas una vez que las elecciones terminen”. Sus amenazas se cumplieron y ahora su equipo legal amenaza a Daniels con demandas de hasta un millón de dólares por cada vez que hable del asunto. H
ace poco más de dos años, un latino originario de la República Dominicana dirige una de las entidades clave en la lucha contra la pobreza y el desempleo en la ciudad, la Oficina de Recursos Humanos del Ayuntmaiento; un cuerpo que emplea a más de 30.000 personas en los diferentes departamentos de la administración municipal y sus servicios. Se trata de Pedro Rodríguez, director, padre, cocinero, bailarín, consejero profesional, activista, líder social y hasta poeta. Eso -y me temo que mucho más- es este señor de pelo cenizo y espíritu jovial; un hombre sencillo al que, como buen caribeño que es, le gusta conversar. Rodríguez es uno de esos millones de inmigrantes americanos que desde que tocaron tierra continental vienen redefiniendo el relato de una nación que hasta hace muy pocas décadas se creyó mayoritariamente blanca. Para él, ser ambas cosas – inmigrante dominicano y ciuREAD IN dadano estadounidense– es de ENGLISH suma importancia histórica y social porque en ese mestizaje que comparte con millones de personas es precisamente donde radica la mejor oportunidad que tiene el país para progresar. Rodríguez es un testimonio vivo de la riqueza social, política y cultural de Estados Unidos, pero también de los retos que como sociedad tenemos a la hora de combatir y superar la segregación y pobreza que durante siglos han vivido comunidades afroamericanas e inmigrantes en el país y, especialmente, en Filadelfia. ¿Cómo fue para usted la experiencia de llegar a Nueva York siendo un adolescente y viniendo de un lugar tan diferente como los es la República Dominicana? Yo fui un inmigrante renuente, vine porque mis padres ya estaban aquí. Una vez en Nueva York, mientras atendía a la escuela –a finales de las protestas en contra de la Guerra de Vietnam, cuando los ánimos se estaban calmando y la gente empezaba a prestarle atención a otras cosas– teníamos una comunidad latina marginada, afectada por todos los defectos de la sociedad y sin representación política. Nosotros organizamos un buen número de personas en varias escuelas de la ciudad para pelear por algunas cosas en las que creíamos. Una de esas cosas fue, por ejemplo, que los latinos en las secundarias no eran asesorados para que entraran a la universidad, sino para que accedieran a Samantha Laub/AL DÍA News

educación vocacional o a un community college; eso no quiere decir que este último sea mala opción, sino que no se nos ofrecía ninguna de esas opciones. Aun con el final de la guerra, había cierta presión para que nos enroláramos en el ejército y lo que nosotros queríamos era tener opciones y que se nos tratara como al resto de la gente. Creo que esa experiencia fue un gran momento de aprendizaje para mi desarrollo profesional y como inmigrante y latino en Estados Unidos, [porque] se necesita sumergirse en cualquier tipo de lucha y dificultad para entender a profundidad la sociedad y para encontrar un lugar en donde se pueda expresar la opinión y pelear por los derechos. ¿Qué significa para usted ser un inmigrante americano? [Por un lado] Soy un estadounidense que tiene un pasado y unas referencias culturales distintas a las de los demás. Soy la nueva América, mis hijos son la nueva América. [Por otro] Mi identidad como inmigrante dominicano es importante para el progreso de Estados Unidos porque, para mí, ser totalmente absorbido por la cultura americana, negar quién soy y de dónde vengo, es una traición no solo a mí mismo o a mi familia o a mi herencia, sino también al potencial de este país. ¿Cuáles son los aportes de los inmigrantes a la sociedad? Creo que los inmigrantes tenemos una larga historia de aportes al desarrollo y progreso de Estados Unidos, especialmente en aquellas ciudades donde son una parte importante de la población como Nueva York, Newark o Filadelfia. Hay muchas cosas que hacemos. Podemos liderar varios frentes para unir a la ciudad, para brindar perspectivas diferentes sobre cómo solucionar los problemas que tenemos, para hallar respuestas a cuestiones como el acceso a la salud, a la vivienda, a servicios de calidad, a la representación política para crear políticas públicas a nivel estatal y municipal. Los imigrantes han empezado a definir la revitalización de aquellos barrios que durante décadas cayeron en decadencia, mediante el repoblamiento de la ciudad. Eso importa para todo el que viva aquí porque los dineros federales se formulan basados en la población total, el número de escaños en los cuerpos legislativos estatales y federales también reflejan el total de la población. “No todo el mundo sabe que detrás de su juego favorito hay un latino” El emprendedor Mark Díaz Truman conversó con AL DÍA sobre su infancia como descendiente de latinos en Nuevo México y la experiencia de ser emprendedor en el sector de los juegos de mesa. Su última creación, “Cartel”, es un juego de rol que permite a los jugadores ponerse en la piel de un narco mexicano. ANDREA RODÉS

e imagina un juego de rol que permite a los jugadores ponerse en la piel de narcos, esposas ingenuas y policías corruptos que protagonizan la eterna guerra contra el narcotráfico en México? Así es Cartel, la última creación de Magpie Games, la empresa de desarrollo de juegos creada por Mark Díaz Truman, un emprendedor de origen latino nacido en Alburquerque, Nuevo México. “En una industria dominada prácticamente por historias con protagonistas blancos, me hace ilusión presentar un juego que anima a los usuarios a adentrase en el mundo del narcotráfico mexicano,” explica Díaz en una entrevista por email con AL DIA. A principios de marzo, el emprendedor lanzó una campaña de crowfunding en Kickstarter para poder financiar su nuevo juego, y desde entonces lleva recaudados más de 27,000 dólares. Con la campaña de Cartel, Díaz también espera poder atraer a más jugadores latinos, una comunidad con la que convive en su día a día en Alburquerque. Cuéntenos un poco más sobre su aventura como emprendedor latino Crecí en Alburquerque en los 80 y los 90; mis padres trabajaban los dos en la universidad de Nuevo México. Mi padre es descendiente de inmigrantes irlandeses y alemanes que se asentaron en Oklahoma, pero mis abuelos se mudaron a Arizona para ser profesores en las reservas indias. Pero mi madre es mexicana de

tercera generación, mi abuelo cruzó la frontera de El Paso a principios de 1900, mudándose primero a Albuquerque y luego a Flagstaff, AZ, donde se conocieron mis padres. Crecí con fuertes lazos con Arizona y N.M, pero también comprendí que, en comparación a otras familias de N.M que llegaron de México hace cuatro siglos, o con los indios Pueblo, seguíamos siendo como recién llegados. Se hablaba mucho de todo esto cuando era pequeño. ¿Tuviste consciencia de tu identidad mexicano-americana? De niño tuve mucha suerte, porque mi madre se involucró mucho en mis estudios. Es historiadora, ese tipo de académicos que se empeña en contar historias de gente que no suelen enseñarse en las escuelas. En mi colegio se enseñaba la historia de N.M a partir de la revuelta de los Pueblo. En mi casa me decían a menudo que la frontera era un invento moderno. A medida que me hice mayor, acabé pasando más y más tiempo en lugares “blancos”. A

pesar de ir a una escuela con un 60% de alumnos latinos, yo solía ser el único hispano en las clases más avanzadas. Crecí luchando con esa pregunta en la cabeza: ¿Soy suficientemente Latino?, ¿me estoy perdiendo algo porque no hablo bien español o no llevo la misma ropa que ellos?” Nunca sentí que mi identidad estuviera muy clara hasta que me mudé a Arizona para estudiar en la universidad y me di cuenta de que había lugares diferentes a Nuevo México. ¿Cuándo decidiste montar tu propio estudio de videojuegos? Soy emprendedor desde 2007. Ese año tomé el control de una empresa de tutorías académicas al enfermar de cáncer su dueño, Alan. Reuní a todos los tutores y me ofrecí para tirar adelante el negocio. La mayoría aceptó, así que nos embarcamos en un viaje de diez años ayudando a estudiantes de pocos recursos del estado de N.M. Nunca imaginé que tendría mi propia empresa, pero cuando Alan murió entendí que le hubiera gustado que siguiera iluminando a esos muchachos.
LÍDERES En 2011, mi pareja, Melissa Kelly, y yo, decidimos que queríamos trabajar juntos en algo más creativo. Como ella es artista y yo escritor, (y los dos amamos los juegos), decidimos montar Magpie Games. Llevamos más de veinte juegos creados, ¡no tenemos intención de parar! Una de las razones por las que nos apasiona nuestro trabajo es la posibilidad de trasformar la industria desde dentro, de hacerla más diversa. El sector de los juegos de mesa está dominado por hombres blancos, pero nosotros tenemos juegos como Bluebeard’s Bride y Pasión de las Pasiones hechos por diseñadores de minorías. ¿Un emprendedor latino tiene las mismas oportunidades de emprender en N.M que en California o en la Costa Este? En Arizona y N.M tenemos suerte de tener una comunidad latina muy unida y alentadora. De niño siempre supe que podía llegar a ser lo que quisiera, después de todo, crecí rodeado de muchos latinos en posiciones de liderazgo. Y se oye hablar español constantemente. Eso sí, Nuevo México es muy pobre, y como empresario y organizador comunitario siempre me pregunto cómo podríamos atraer más oportunida-

des para la gente de Alburquerque. “Cartel” permite a los jugadores ponerse en la piel de un narco mexicano. ¿No encaja eso con los prejuicios del presidente Trump sobre los latinos? A primera vista, puedo entender que la gente crea que Cartel juega a favor de lo que dice Trump. ¡Él ve a México así! Pero el juego no es sobre drogas, es sobre personas que están en situaciones límite, intentando sacar lo mejor de lo peor. Carel no pretende glorificar las drogas ni la narcocultura, sino dar una oportunidad a los jugadores de convertirse en personajes mexicanos, de comprender que la gente implicada en el narcotráfico son personas. También va de entender que la guerra contra la droga no es una guerra entre “policías buenos” y “criminales malos”, sino una guerra entre el hambre de Estados Unidos por consumir drogas y el desprecio que siente por ellas a la vez. Mi experiencia es que jugando a juegos como Cartel se entiende mejor que series como “Narcos”, “Breaking Bad” o “The Wire” son en realidad historias sobre sistemas de poder. ¿Puede ayudar “Cartel” a a atraer más latinos a la industria del juego? En la actualidad hay bastantes diseñadores

de juegos latinos increíbles, como Tim Rodriguez, Christopher Badell, etc. Los latinos son una fuerza cultural, aunque no todo el mundo se da cuenta de que detrás de su juego favorito hay un latino. Sin embargo, es duro verme a mí mismo en la industria del juego de masas. Si elijo el rol de un personaje latino es porque lo estoy aportando yo a la historia, en lugar de encontrármelo ahí. Tengo la esperanza de que Cartel ayude a romper esta barrera, ofreciendo a los jugadores latinos al menos un juego que saben que va sobre ellos. Ellos son los protagonistas de la portada y de las ilustraciones. No tienen que ir rebuscando en la historia para encontrarse. Obtuvo su Maestría en Políticas Públicas y Democracia en la Harvard Kennedy School. ¿Cómo ve la situación de los latinos con Trump? Cuando estuve en Harvard, me sorprendió ver cuántos latinos eran admitidos cada año. Hay mucho talento latino que pasa desapercibido en favor de estudiantes mediocres con sus currículums llenos de escuelas privadas y programas que encajan mejor en los formularios de entrada. Necesitamos hacer algo más para romper esas barreras y reclamar nuestra parte justa de los recursos que representan instituciones como Harvard. Pero el actual clima político de EE. UU. lo hace más difícil que nunca. Me sorprendió ver que Trump se presentaba a las elecciones con un mensaje nativista, anti-latino... y ganó. Aunque los latinos continúan ganando peso en el éxito cultural y económico de los Estados Unidos, me parece a mi que mucha gente (incluidos los progresistas blancos) a menudo sigue pensando en nosotros como “los Otros”. n “señor muy viejo con alas enormes”, un ángel, dicen algunos, cae del cielo en una pequeña ciudad costera. La población no cabe de su asombro: temerosa al principio, luego intrigada y, finalmente, intentará encontrar una forma de aprovechar para su beneficio ese extraño fenómeno. La pareja en cuyo patio trasero ha aparecido repentinamente ese extraño ser alado decide encerrarlo en una jaula y empezar a cobrar dinero a todos los que se acercan para presenciar el “milagro”. Bajo la presión de la cautividad, privado de aire libre y luz solar, el ángel se desvanece, permaneciendo inmóvil durante largos períodos de tiempo, con las alas caídas, sin vida. Sin embargo, en última instancia, recupera su fuerza y vuela de regreso hacia donde sea que hubiera venido, hasta los confines del horizonte. ésta es la favorita del también colombiano Víctor Gutiérrez, geógrafo y profesor de Temple University. Gutiérrez, cuyo trabajo como geógrafo se centra en cómo pueden conservarse y cultivarse los recursos del planeta Tierra, cuenta una historia similar sobre la relación de la humanidad con la biodiversidad: las formas en que los vastos e intrincados sistemas de vida del planeta han sido maltratados, mal interpretados y abusados; la ceguera de la humanidad al hecho de que nuestro destino está ligado a todas las formas de vida del planeta. “La idea de por qué deberíamos conservar la biodiversidad y cómo hemos ido enfocando esta cuestión han cambiado con el tiempo”, dijo Gutiérrez. El profesor recordó que en la década de 1970 la gente veía a la humanidad como algo completamente distinto de la biodiversidad, pero más adelante, al hacerse cada vez más evidente el impacto de la contaminación y la degradación ambiental, “el enfoque cambió hacia cómo podemos mantener la biodiversidad a pesar de [nosotros]”. Eso dio lugar a nuevos argumentos sobre la utilidad de la biodiversidad en la vida de las personas: una actitud enfocada a pensar que “la biodiversidad debería existir porque nos

beneficia o nos sirve a todos”, continuó. “Ahora, sin embargo, estamos empezando a cambiar este paradigma con la idea de que en realidad somos parte de la naturaleza, por lo que las relaciones humano-naturaleza forman un algo que no se puede desacoplar”, dijo Gutiérrez. “Es una parte integral de nuestras vidas”. Y entonces es cuando empezamos a ver nuestro propio reflejo, que nos devuelve la mirada desde los ojos hundidos del ángel caído, y se consume a medida que lo acordonamos, vendemos y explotamos.
LA BIODIVERSIDAD A VISTA DE PÁJARO
Para mucha gente, la palabra “biodiversidad” despierta en sus mentes imágenes de criaturas extrañas y exóticas, ajenas a su vida diaria. “Algunas personas imaginan la biodiversidad como un oso panda o algo muy icónico. Lo cual es muy importante, pero no mucha gente se da cuenta de que la biodiversidad es fundamental para nuestro bienestar en el mundo”, dijo Gutiérrez. “La biodiversidad influye en el agua que bebemos, la comida que comemos, el aire que respiramos”.

Lo cual es muy importante, pero no mucha gente se da cuenta de que la biodiversidad es fundamental para nuestro bienestar en el mundo” Gracias a una beca de tres años de $600,000 concedida por GEO BON de la NASA, Gutiérrez y un equipo de investigadores y socios, incluido el Instituto Humboldt de Colombia, trabajarán para que los legisladores del país latinoamericano pongan los pies en la tierra en lo que se refiere a la importancia de la biodiversidad. Lanzado el 26 de marzo, el proyecto utiliza imágenes satelitales para mapear la biodiversidad en toda Colombia, presentando los datos en un formato de mapa interactivo, accesible e intuitivo, que proporcionará información al público en general y a responsables de tomar decisiones.
Gutiérrez, investigador principal del proyecto, tiene como objetivo asesorar a los políticos locales sobre cómo comprender, preservar y cultivar mejor los diversos ecosistemas del país, donde habitan más del 10 por ciento de las especies del mundo, lo que hace de Colombia el tercer país más biodiverso del planeta. “Tenemos aquí una gran oportunidad de aprovechar todo el potencial de la información que los satélites recopilan todos los días por todo el mundo y conseguir que estos datos se traduzcan no sólo en información, sino también en conocimiento, y que los políticos pertinentes puedan utilizarlo para tomar las decisiones más apropiadas para el medioambiente”, dijo Gutiérrez. Las amenazas a la rica biodiversidad del país con las que se enfrentan los legisladores colombianos son complejas y variadas; como en muchos otros países, a los beneficios económicos de las actividades mineras se les atribuye a menudo un valor que compensa el daño inevitable que producen al medioambiente y las poblaciones circundantes. El objetivo del proyecto de Gutiérrez es garantizar que los responsables de la toma de decisiones puedan ver, literalmente, el impacto que tendrían los proyectos de minería o desarrollo en un área u otra, facilitando ALDÍAnews.com / MARZO 28 - ABRIL 4, 2018 / 13

la aprobación de leyes y la concesión de permisos de explotación al conocer de antemano qué áreas son más importantes proteger. Gutiérrez dijo que en los niveles más altos de gobierno, tanto en Colombia como en muchos otros países del mundo, las decisiones sobre el medio ambiente se toman sin acceso a canales de información adecuada. “Obviamente, los satélites no pueden decirlo todo, son parte de un trabajo más grande, pero creo que es mejor que la situación actual en Colombia, en términos de que allí sus gobernantes toman decisiones muy delicadas con muy poco acceso a información”, dijo Gutiérrez.

El proyecto, financiado por la NASA, devolvió a Gutiérrez a sus raíces, permitiéndole aplicar los conocimientos y recursos que desarrolló estudiando y enseñando en los Estados Unidos a la protección del entorno en su país, donde comenzó su amor por la naturaleza. Su motivación surge de sus recuerdos de nadar en ríos claros en el campo, en el pequeño pueblo de San Cristóbal, el corregimento donde creció en las afueras de Medellín, y de ver hongos y plantas distintas en sus caminatas y viajes de acampada. Pero también recuerda cómo esos mismos ríos se enturbiaron con basura y escorrentías químicas, y ciertas plantas desaparecieron gradualmente de los senderos por donde caminaba con tanta frecuencia. Su pasión infantil por la naturaleza y el aire libre le llevaron a estudiar Geografía en Colombia. Al terminar los estudios, se quedó allí, trabajando como director de un centro de investigación sobre ecosistemas y cambio global. “El momento histórico que vive el país constituye una gran oportunidad para salir de la violencia pero también para asegurar un camino hacia la sostenibilidad” habilidades y acceder a recursos de investigación adicionales para saber más sobre geografía, ecología y protección del medio ambiente. De esta manera, decidió marcharse y tomar el programa de Geografía de Clark University. Más tarde, en 2013, obtuvo su Ph.D. en Ecología, Evolución y Biología Ambiental en la Universidad de Columbia. Gutiérrez explicó que al aplicar los conocimientos adquiridos en los EE. UU. en su trabajo en Colombia, espera poder contribuir a construir un mejor futuro para su país, un futuro donde su propio hijo y las generaciones venideras puedan nadar en ríos hermosos y limpios, como él lo hizo cuando era niño, y que en su conjunto “pueda prosperar sin agotar [su] rica y hermosa biodiversidad”. Sin embargo, tener –en palabras de Gutié-
rrez– ese “imperativo moral y social” en el corazón del futuro de Colombia no es algo regalado, ya que el país se enfrenta a nuevas complicaciones a medida que surge de la oscuridad tras medio siglo de guerra.
PAZ Y CAMINO HACIA ADELANTE
Colombia está volviendo a emerger, después de 50 años inmersa en un conflicto civil que desplazó a casi 6 millones de personas y causó más de 200,000 muertes y 80,000 desapariciones. La guerra civil creó una atmósfera de constante violencia y temor que, igual que para la mayoría de sus compatriotas, era parte del tejido de la vida cotidiana de Gutiérrez. “Cuando salí de Colombia, en 2006, el país pasaba por un momento muy, muy difícil”, dijo Gutiérrez. “Toda mi adolescencia y parte de mi vida adulta tuve que vivir bajo una sensación de constante amenaza. Pregúntele a cualquiera, podían oírse vehículos-bomba explotando a la vuelta de la esquina, personas asesinadas, masacres. Fue un momento muy duro para el país”. A los ojos de Gutiérrez y muchos colombianos, el país está ahora en el momento más cercano a la paz que han visto en sus vidas. El presidente Juan Manuel Santos recibió el Premio Nobel de la Paz en octubre de 2016 por el acuerdo de paz negociado entre el gobierno y los guerrilleros izquierdistas de las FARC logrado en junio. La población acabó rechazando el acuerdo en un referéndum nacional, pero el Congreso aprobó un acuerdo de paz revisado en noviembre de 2016 y los esfuerzos para la dejación de armas sobre el terreno están en marcha. “El momento histórico que vive el país constituye una gran oportunidad para salir de la violencia pero también para asegurar un cami-

Por un lado - señaló- el final del conflicto significa que el Estado puede tener una mayor presencia en las áreas que antes eran controladas por las FARC (hoy transformadas en fuerza política), lo que permite una mayor regulación de las actividades ilegales de minería y deforestación que contribuyen a la degradación ambiental. Por otro lado, “[esto] también supone un desafío, porque con condiciones sociales más seguras y pacíficas llegan los incentivos a la inversión”, dijo Gutiérrez, “lo que podría ser una oportunidad si se hace en los lugares apropiados y de manera apropiada, pero puede salirse de control, como sucedió en muchas áreas”, agregó, y explicó que la ganadería, la deforestación, las actividades agrícolas y la minería son todas amenazas para la biodiversidad y el medio ambiente en general. El desafío que suponen las corporaciones transnacionales que pretenden establecer operaciones multimillonarias independientemente de la degradación y las consecuencias ambientales resultantes, cuya peor parte recae en las comunidades rurales e indígenas, generan otro tipo de guerra: una lucha que ha resultado ser mortal para muchos activistas que han querido defender los derechos medioambientales y frenar el desarrollo desenfrenado, dado el impacto que tenían en sus comunidades. Según un informe de la organización Global Witness, 200 defensores del medioambiente en todo el mundo fueron asesinados por su trabajo en 2016. Colombia ocupaba el puesto número dos en número de muertes, con un total de 37 personas asesinadas debido a su activismo ambiental solo en ese año. Estamos ante otro conflicto que no desapa-

nas, puede tener un impacto en la lucha contra el cambio climático y la degradación ambiental, tanto en Colombia como en todo el mundo. En una realidad política donde las decisiones están determinadas no sólo por hechos sino por los esfuerzos por apelar a los valores de las personas, Gutiérrez dijo que los científicos deberían “reconocer que las personas tienen sus propios valores, basados en sus vidas cotidianas” para poder ganar peso en la escena política. “Enfocar el problema desde la arrogancia, diciendo que somos los poseedores de la verdad absoluta, no es propicio para [llegar] a tomar decisiones”, dijo, añadiendo que traducir la jerga académica al lenguaje cotidiano es esencial para involucrar a las personas en las ramificaciones políticas y sociales de los hallazgos científicos. De esta forma, espera que el proyecto de la NASA y otras iniciativas similares que presentan datos científicos e información en formatos más accesibles ayuden a “acercar la sociedad a la ciencia y [convertir] la ciencia en algo relevante para la vida cotidiana de las personas”. “Necesitamos que la gente aporte todos sus conocimientos y experiencias en base a su relación cotidiana con la naturaleza, para encontrar realmente la mejor manera de utilizar esta información y transformarla en una ayuda para que tomen las decisiones correctas que impulsen al uso sostenible de los recursos naturales”, concluyó. ■

lguna vez oyó hablar de las “creepypastas”? Si no es el caso, no se asuste todavía, querido lector. No es que haya envejecido de repente o se haya quedado desfasado de la actualidad. Para muchos millennials, la palabra “creepypastas” también les suena a chino. Pero, queda avisado: cuando hoy acuda a internet para descubrir lo que son, puede que se asuste de verdad. Las “creepypastas” son historias cortas de terror recogidas y compartidas a través de internet, algo así como leyendas urbanas, muchas veces en forma de imágenes, videos o videojuegos, que fascinan a miles de adolescentes en todo el mundo: desde Filadelfia a Barcelona, pasando por Guayaquil, Ecuador, escenario de la última novela de Mónica Ojeda, considerada una de las escritoras latinoamericanas más prometedoras del momento. “Quise hacer una novela para abordar el tema del miedo como una emoción humana primordial. El miedo, como el amor, puede empujarnos a hacer cosas potentes, pero también nos puede paralizar”, explicó la joven escritora ecuatoriana durante la presentación de la novela, titulada Mandíbula, en Barcelona, ciudad donde reside desde que mudó para hacer un máster en Creación Literaria. Mandíbula empieza con la historia de un extraño secuestro de una alumna por parte de una profesora en un internado femenino del Opus Dei en Guayaquil, Ecuador. A medida que va desenlazando la trama del secuestro, la autora explora el universo de un grupo de compañeras de clase que tienen en común estar obsesionadas con las películas de terror y las “creepypastas”. Además, en Mandíbula todos los protagonistas del libro son mujeres. “Eso me permitía poder explorar relaciones como la de profesora-alumna, madre-hija, mejor amiga con mejor amiga… son relaciones pasionales que pueden devenir en violencia”, añadió la autora,. Los paisajes tropicales – manglares, serpientes que aparecen en la carretera cuando llueve –delatan que la novela transcurre en Ecuador o en algún país latinoamericano, pero más allá del paisaje y la forma de expresarse de los personajes, “podría tratarse de alumnas de una escuela de Opus Dei en cualquier parte del mundo. Sentimientos como el miedo y las relaciones pasionales son comunes en cualquier ser humano”, dijo. Con otras dos novelas publicadas, La desfiguración Silva, Premio ALBA Narrativa 2014, y Nefando (2015), Ojeda fue incluida el año pasado en la lista Bogotá 39-2017, una selección de los 39 mejores escritores de ficción de América Latina menores de 40 años. ■
