he two names to watch during last Tuesday’s Democratic primary in District 7 were María Quiñones-Sánchez and Angel Cruz. Both were vying for the Democratic nomination and an opportunity to contend for the district’s seat on Philadelphia City Council in November. However, Eve, in the 18th Ward, couldn’t care less which one of them won. “I don’t care who wins as long as they do something for the neighborhood,” she said.

Eve lives north of the 18th Ward in Fairhill, but at the direction of a friend, found herself there on May 21 donning the green and yellow of Quiñones-Sánchez’s campaign. For her, the biggest issue is eradicating the violence from her neighborhood. Eve’s lived in Fairhill for more than 20 years. In that time, she’s seen one of her eight brothers shot and killed and one of her three children locked up. While her seven brothers still live in the neighborhood, her two other children now re-

In her 20 years in the city, Eve has also seen her fair share of broken promises from District 7’s council members. “They tell us to vote for them so they can get their money, but nothing changes,” she said. It’s a dilemma found across District 7. AL DÍA visited seven polling stations. Jaquetta in the 42nd Ward has campaigned for Quiñones-Sánchez for three years. She supports her because the councilwoman lives close to her block of 6th and Dauphin, but Jaquetta still doesn’t think the members of City Council understand what her neighborhood needs. She doesn’t think she’ll continue campaigning. “Politicians need to stand by their word,” said Jaquetta. Marcus Rodriguez in the 31st Ward thinks candidates need to be visible in the neighborhood, not just for support, but also to spread knowledge of the election. “Most of the people coming to this polling station are here because of door-knocking

that happened this morning,” he said.

In addition to disconnected candidates and a lack of knowledge, many people don’t have time to vote because of work, especially during a primary. The combination causes District 7 to have the lowest voter turnout in the city. The 11,655 total votes tallied between Quiñones-Sánchez and Cruz is less than the votes received by each individual winner in districts where there was more than one candidate, and the 6,070 votes received by the victor Quiñones-Sánchez is the least of any district winner regardless of competition. On the whole, only 23 percent of registered voters actually participated in Philadelphia’s May 21 primary. ❚

Everyone else agreed. “It’s okay, everyone deserves to be listened to,” I replied. On this year’s primary ballot, a question asked whether or not Philadelphia should have a full-time Immigration Office. I asked for their thoughts. Living in a diverse city means constantly rubbing shoulders with people of different backgrounds and opinions. Where somehow everyone feels like their opinions don’t matter. Even though 74 percent of Philadelphia voted to have a full-time Immigration Office, there’s still 26 percent of voters not so happy about it. “Immigrants bring measles. They don’t believe in shots. Look at all the diseases we have right now...Nah nah we have too many”, said an elderly lady, with a silver head that showed her age. I nodded my head as a way to say I was listening. A middle-aged couple entered to vote. He was a tall, buff-looking guy, with salt-and pepper hair. She was a slim, blond, blue-eyed, charismatic lady —that happened to share my grandmother’s name. Intrigued by our conversation, they joined in.
When I asked about the immigration office, she said: “I gotta be honest, didn’t even read that. They always ask for money, so just vote no to everything.” With a warm smile, she touched my shoulder and apologized for not wanting Philly to be a sanctuary city. “It’s putting a burden on the taxpayers, because (...) they do not have jobs so somebody has to support them (...) You don’t know who is coming in,” she said, while assuring me how much she loved her “wonderful Puerto Rican neighbors.” The lady works at a library and told me that ever since Philadelphia became a sanctuary city, immigrants come in and the first thing they do is apply for welfare or Social Security benefits. Everyone in the room was fired up, and began to discuss more. They all felt that it was unfair to them. I assured them immigrants weren’t able to get those benefits. The room went completely silent for what felt like forever, but it was only two seconds. “No, they get their ways out,” said one of the women. The lady with silver hair told us a story about how her immigrant neighbors go around to different states collecting Social Security checks, because they each have different last names. The whole time they were really nice and open. As I walked away, the blue-eyed lady called my name and waved goodbye. “Bye, Michelle, it was really nice meeting you!” None of them seem to have realized that all that time, they had been speaking to an immigrant. ❚

AOC, as she is popularly known, took to Instagram to talk about how community gardens are a core component of her Green New Deal. AOC, 29, stressed how important it is that people of color should feel that they can grow food in these green areas that is familiar to what is on their daily menus. The reaction to Ocasio Cortez’s video was immediate and mixed, mostly divided along generational and political lines, almost as what divides these green areas. And among those that know the difference between yuca and yucca. Many were offended by AOC’s labelling of cauliflower as a “colonial” vegetable and con-
fused her pronunciation in Spanish. Let’s be clear - she said yuca in Spanish, as it should be. Not Yucca, as many who have a limited knowledge of Spanish understood. Yuca, be it fried, steamed, or in bread rolls, is a staple on a Hispanic table. Others have said that Ocasio Cortez is way too “woke” and that calling a cauliflower a “colonial” vegetable is a step too far. They believe that as one of the youngest congresswoman in US history, she has better things to spend time worrying about, like legislation, and that she should leave her advocacy for later. Not likely. But, anyone that has lived or is living in gentrified areas in Brooklyn or the Bronx knows that what AOC is saying is actually self-evident. It could be she illustrates the case with a bit of naivete and passion, and this can be seen as a negative. But this is also her strength. She knows her people and her neighborhood. It’s time we listen to her. In any case, AOC has put yuca on the map and we Latinos thank her. Yuca fries with mayo ketchup anyone? Try them, they taste of home. ❚

t’s not easy to choose what particular horror to write about among the myriad cruel measures implemented by Donald Trump and his gelatinous retinue of sycophants. The reason is not only that such measures seem to multiply daily, but also that it’s still difficult to comprehend how such blatant hypocrisy and mendacity came to be Washington’s modus operandi. Just to cite an example, these are people who believe they have the right to rip apart powerless families who fled violence and misery in Guatemala, Honduras or El Salvador and undertook a journey fraught with unspeakable dangers to save their children’s lives. Instead, they have been treated like criminals, their children thrown into cages and concentration camps where many are brutalized, sexually abused or even left to die. Six Central American children have died at the border since December.

They don’t admit responsibility for the tragedies of course, and acting Homeland Security Secretary Kevin McAleenan even acted hurt, as if his good intentions had been unjustly doubted by Rep. Lauren Underwood (D-Ill.) last Wednesday at a congressional hearing. Underwood, who is a nurse, said that she believes the children’s deaths are “intentional.” "With five kids that have died ... the evidence is really clear that this is intentional, it’s a policy choice being made on purpose by this administration and it’s cruel and inhumane," Underwood told McAleenan speaking before the sixth death had been acknowledged. Another Democrat, Rep. Nannette Barragán, (D-Calif.), backed Underwood in no uncertain terms. Both women, of course, are right. The question now is what’s to be done to avoid such senseless tragedies and who is going to pay for such horror. ❚

The founding of Juvenile Law Center in Philadelphia presented youth with hope. “Juvenile Law Center was involved in four Supreme Court decisions that introduced adolescent development science into the court decisions,” Juvenile Law Center CEO Sue Mangold said. Some of the things that came from these court decisions include the elimination of the death penalty for juveniles, life without parole for non-homicide offenses, and arguments against solitary confinement. In addition, Juvenile Law Center also does a lot of outreach and recognizes outstanding individuals who are doing work to help grow the field of children’s rights advocacy.

Beginning in 2015, Juvenile Law Center started to highlight these individuals with a Leadership Prize. Earlier this month, they hosted the Leadership Prize Ceremony, and honored three distinguished individuals working for the rights and well-being of youth. They were Elizabeth Calvin of Human Rights Watch; Nicole Pittman of Impact Justice; and Jennifer Rodriguez of Youth Law Center. During the ceremony, each awardee expressed just how important the work surrounding the issue of youth rights and welfare truly is. “It’s one thing when us, as advocates, push on the system to change,” Rodriguez said during the ceremony. “It’s an entirely different process when you see systems that self-commit to looking critically at the areas where they can do better for our young people.” Leticia Peguero, who was chair of this year’s selection committee for the Leadership Prize, said that it’s important to “lift up the voices of young people that are oftentimes misrepresented, underrepresented, and treated unfairly by a justice system that doesn’t take into account the lives of young people.”

Juvenile Law Center is celebrating 10 years of the organization’s youth advocacy program. “[The] Youth Advocacy Program has grown to be a driving force in the field of youth-led advocacy,” Catherine Moffa, Youth Advocacy Program Manager, said. front because they are the future of the city and nation as a whole. How their issues and concerns are addressed now will play a large role in how the next generation of future leaders will develop. To have those who have lived through these issues and concerns lead these efforts goes a long way towards achieving tenable, concrete goals, members of the organization agreed. “We are grateful for their partnership, their expertise and strength, and their openness to use [their] stories as a platform to change the system to all youth,” Marcia Hopkins, Senior Manager of the Youth Advocacy Program And Policy, said. ❚

hough President Trump has withdrawn the U.S. from the international climate accords, the Paris Agreement, which has been signed by more than 200 countries, states such as Pennsylvania are picking up where the Obama Administration left off in order to fight the effects of a force that looms over the country - and the world as a whole. While much of today's national debates go through the filter of radical bipartisanship, issues such as the Green New Deal percolate into deeper spheres. The Trump Administration has devoted significant efforts towards the lifting of environmental regulations from the Obama era, without putting in place substitute plans that give some coherence to their policies. However, states such as Colorado, New Mexico, Hawaii, New York, and California have put in place strategies for the control of methane emissions, the prohibition of certain pesticides and so-called "forever chemicals," whose aggressive impact on the environment is a major cause of thyroid disease and cancer. The U.S. Climate Alliance, a bipartisan group of 24 governors committed to meeting emissions reduction goals laid out by the Paris Agreement, which President Trump withdrew from in June 2017, now represents more than half of the U.S. population, and 60 percent of the

country’s GDP. Though the tide has turned for many, there are still holdouts that feel climate action at the federal level could hurt the economy and result in a loss of jobs. Faced with the firm proposal of the Green New Deal to recover the workforce and transform the infrastructure into a sort of job mine, some unions aren't entirely on board. The AFL-CIO, for example, recently spoke against the proposal. As the largest federation of labor unions in the United States (with some 12.5 million workers), the organization criticized the fact that the green economy project hasn't included them in the process. "We want many changes to be made so that workers and our jobs are protected in the process," said Richard Trumka, president of the federation. This opposition to one of the main foundations of the Green New Deal puts in check the support that 2020 Democratic candidates may or may not obtain, knowing those job opportunities are a critical factor in the approval of voters. According to recent polls, among 1,914 registered voters, 48 percent said they support the Green New Deal resolution, which represents nearly half of the public support. Alexandria Ocasio-Cortez (DNY) have emphasized that the proposal focuses on social justice and equal opportunities, but the skepticism of the unions and voters is profoundly contradictory. But in the absence of national legislation, states, municipalities, and the private sector alike have ramped up efforts to address adaptation and mitigation of climate change.
PA: A KEYSTONE FOR CLIMATE ACTION?
In the state of Pennsylvania, the immediate effects of global warming have meant a 1.8 percent increase in temperature over the past century - and a projected 5.4 percent exponential increase in average temperature by 2050. Other impacts include increased precipitation, and increased
intensity of rain events, a factor which the Secretary of the Department of Environmental Protection of Pennsylvania, Patrick McDonnell, said is particularly significant in thinking about flooding and how to adapt infrastructure to prevent floods and better drain storm water. The state has seen an overall 10 percent increase in the amount of precipitation in a year over the last century, and is expected to see a 10 percent increase in the yearly amount of precipitation by 2050. The number of disease-carrying pests in the Keystone state has also increased. With more standing water, mosquitoes carrying diseases such as the West Nile virus are able to breed; yet another danger is the prevalence of ticks carrying Lyme disease - a particular issue for Pennsylvania, said McDonnell, which has seen the most cases of Lyme disease of any state in the nation. Appointed to the position by Gov. Wolf in 2016, McDonnell has
worked at the DEP for the majority of its existence, first starting there as an intern in 1997. The DEP was first established in 1995, when the former Department of Environmental Resources was split into the Department of Environmental Protection, to focus on regulatory measures and environmental protection, and the Department of Conservation and Resources, currently headed by Cindy Dunn, which oversees the management of the state’s park system. The DEP secretary said that in the time he has been working at the DEP, he has seen the conversation around climate change and environmental justice shift in terms of the use of technology to promote greater understanding and pinpoint climate issues as they affect most Pennsylvanians, as well as a greater emphasis on inclusion, at the level of local communities, in developing climate action strategies.

On April 29, McDonnell stood alongside Gov. Tom Wolf as he announced that Pennsylvania would join the U.S. Climate Alliance, a bipartisan group of now 24 state governors that is committed to reaching the emissions goals and other objectives outlined in the Paris Agreement. In accordance with goals made by the U.S. Climate Alliance the landmark international agreement, which over 200 countries have ratified, Pennsylvania has committed to get to a 26 percent reduction of greenhouse gas emissions by 2025, and an 80 percent reduction by 2050. The state also released the 2018 Climate Action Plan in April, a report the state must produce every three years under the Climate Change Act. The plan highlights the impacts that global warming and climate-related events have had on residents throughout the state, and makes recommendations through
19 specific strategies for more than 100 actions on the part of legislators, business owners and executives, and households to move toward sustainability. Though McDonnell’s work involves communicating the sobering statistics associated with climate change and its effects both statewide and throughout the globe, he remains optimistic when assessing the role the state can play in mitigating climate change and assessing the impacts: he said he views a lot of the changes that need to be made as “incredibly feasible.” “I think one of the positive things we say off the bat is a lot of the solutions we’re talking about are solutions that are ultimately helpful to the commonwealth, not just on the environmental but also economic and social dimension,” he noted, highlighting the fact that investment in energy efficiency and so-

But that contextualization of what climate change and its impacts mean in each community is the first step to establishing what sustainability at all levels would require, said McDonnell. “If I’m talking to someone about litter and they’re worried about where their next meal is coming from, it’s really hard to have that conversation. THE GUATEMALAN CASE
Sixty years ago, it wasn’t common to see a Guatemalan immigrant in the United States. After an armed conflict sponsored by President Eisenhower in 1954, and Reagan's prolonged intervention to manipulate Central American politics. An estimated 200,000 Guatemalans were killed in the armed conflict, which lasted from 1960 to 1996, the vast majority of them (more than 80 percent) from the Mayan indigenous population. The U.S.-backed government forces were responsible for more than 90 percent of the killings, as the country’s political and societal infrastructure crumbled. According to official figures from the Department of Homeland Security, the Guatemalans in the U.S. began to register an index from the 70s and 80s on. By the 90s, there were up to 100,000 Guatemalan residents in the U.S. At the end of the year 2000, that figure had increased to 372,487. But along with the genocide, as many refer to the mass killings of indigenous peoples that took place in Guatemalan during the armed conflict, as well as the social breakdown, an environmental phenomenon evolved to impact the Central American country with the same force.

Guatemalan immigrant into a sort of "opportunist,” while what has really happened back home can be characterized as a climate disaster fueled by bad internal economic policies and the negligence of the international community. About one million immigrants have decided to abandon the Central American country due to the impossibility of plowing and properly irrigating much of the once-fertile soil — a reality which has driven most of the population to the point of starvation. Years of drought in the so-called "dry corridor" — located between eastern Guatemala and western Honduras — has ended agricultural production in the region. The Intergovernmental Panel on Climate Change — a U.N. organization — has been warning about this for a long time, relying on the findings of 800 international scientists who have urged for the control of gas emissions and the transition to clean energies to reduce global warming. Guatemala is among the countries most affected worldwide by the impact of man’s hand on nature, suffering from irregular rainy seasons with less than 50 percent humidity, which hinders agriculture, water supply and the generation of hydroelectricity. Its citizens prefer to join caravans to the north than to continue dying back home, while the so-called “leaders of the Free World” dare reduce climate change to a mere myth. ❚

ince the beginning of 2019, according to Greenpeace Italia, five sperm whales filled with plastic have washed ashore on the coast of Italy alone — the latest victim, a seven-yearold whale. Greenpeace Italia shared images of the young whale on Facebook, along with a video of a scientist cutting the whale’s stomach open, only to find it stuffed with plastic. "As you can see from the images we're sharing, a lot of plastic was found in its stom-

ach," Greenpeace Italia's Giorgia Monti said in a statement. "The sea is sending us a cry for help, a desperate SOS.” According to a United Nations Environment Program report, 13 tons of plastic waste are dumped into the global marine environment each year, the equivalent of a dump truck full of plastic waste being dumped every minute into the ocean. It’s estimated Asia is the source of 80 percent of the marine plastic pollution; however, the majority of that plastic is not generated there.

“It’s an uncomfortable fact that ... the vast majority of the waste in these Asian countries that are ending up in the oceans actually come from the U.S. and Europe,” said David Azoulay, attorney at the Center for International Environmental Law, during a recent environmental meeting in Geneva. There, 187 countries agreed to add plastic to the Basel Convention, a treaty that regulates movement of hazardous materials between countries, in an effort to combat the plastic waste crisis. The addition of plastic waste to the treaty specifically looks to protect underdeveloped countries from becoming a dumping ground for the world’s waste. The U.S has not signed the Basel Convention, meaning developing countries in the treaty will not be able to accept plastic waste from the United States that is not ready to be recycled. Latin American countries have also become active in protecting global marine envi-

ronments, with countries like Chile banning plastic bags in stores throughout the country, and Mexico launching campaigns to reduce the use of straws. While ultimately we could all point fingers as to who is the cause of this problem, there are small ways we can all have a positive impact to this crisis. For me the wake-up call was watching massive amounts of plastic being removed from the young sperm whale. I’ve made the decision to start cutting one time use plastic from my daily routine, this includes straws and plastic cups. How will you help the plastic pollution crisis? ❚

NOTICE OF PROPOSED ANNUAL NATURAL GAS COST RATE CHANGE EFFECTIVE DECEMBER 1, 2019 On or around June 1 of each year, as directed by the Pennsylvania Public Utility Commission (PUC), PECO makes a Purchased Gas Cost (PGC) filing with the PUC, submitting the company’s projection of natural gas prices for the following year. This notice describes the company’s request, the PUC’s role and what actions you can take. Due to the reconciliation of collections for previous natural gas purchases partially offset by an increase in projected natural gas charges, PECO is proposing to decrease natural gas rates for residential customers, beginning December 1, 2019, by 19.288 cents per Ccf from the current rate. Overall, there will be an annual decrease of approximately $89.5 million for all customers. If PECO’s entire request is approved, the total monthly bill for a residential customer (Rate GR - General Service - Residential) using an average of 80 Ccf of natural gas would decrease by $15.38 per month, from $96.80 to $81.42, or by approximately 15.9%. The overall impact on your bill will depend on the amount of natural gas you use. A PROGRESSIVE PROPOSAL
On the premise of "building a sustainable future," the proposal presents development routes with low gas emission, equitably based on natural resources and focused on the development of communities. Similarly, it supports discoveries such as those of Pavan Sukhdev's study, “The Economics of Ecosystems and Biodiversity,” which proposes that adequate management of ecosystems and biodiversity, as well as the inclusion of "natural capital" in administrative and business management, could reduce the cost of future losses. The Green New Deal emphasizes the need to prioritize government investment in energy and resource efficiency (especially reusable energies) that could imply the transformation of infrastructure with low carbon emissions, and therefore more job opportunities. According to the proposal, the funds would come from "a tax directed at the profits of the oil and gas companies," as well as financial incentives such as low-interest rates on the green investment. It also suggests "to stop the evasion of corporate taxes through mandatory financial reports," and the restriction of tax havens.
NOT AN EASY ROAD
While there is a Green Party of the United States - founded in April 2001 and on previous organizations such as the Citizens Party - its participation in national politics is very limited. Since November 2018, the Democratic Party has embraced the proposal of a Green New Deal in its strategy to appease a much more diverse, young base. Members of the party, such as Reps. Alexandria Ocasio-Cortez, Deb Haaland, Rashida Tlaib, Ilhan Omar, and Antonio Delgado, have echoed activist groups and brought the proposal to the halls of a new Congress. Currently, 18 Democratic members of Congress have supported a House Select Committee to evaluate a proposal on the Green New Deal, entirely rejecting President Trump's denial and promoting a "national, industrial and detailed economic mobilization" project to achieve a “carbon neutral, fair environmentally just economy." Sponsors of the proposal may formally introduce it at the beginning of 2020. ❚
