IMMIGRANT AFFAIRS COMMISSION NOW THAT PHILADELPHIA HAS A PERMANENT OFFICE OF IMMIGRANT AFFAIRS, WHAT DOES THAT MEAN FOR THE GOVERNMENT’S CONNECTION TO IMMIGRANTS IN OTHER PARTS OF THE STATE?

hiladelphia has always been a city of immigrants - and is now embracing that to its own advantage. The Office of Immigrant Affairs, first established by an executive order from Mayor Michael Nutter in 2013, has become a permanent fixture of Philadelphia’s city government, thanks to the resolution which was overwhelmingly passed by voters in the May elections this year. This permanence of the office is a huge step to ensuring immigrants’ rights and well being in the city, activists say, and it goes a long way to support the office in continuing to do the legal and policy-level work that they have already participated in (ending the PARS agreement with ICE, and developing a municipal ID program, among other moves). But the apparent success of the Office of Immigrant Affairs in Philadelphia, and the establishment of similar offices in cities across the country, begs the question of whether a similarly-focused commission or office at the state level is necessary to serve as what former New York City Office of Immigrant Affairs Executive Director Fatima Shama refers to as “the connective tissue,” linking immigrants to the government services and programs and bridging language, cultural, and economic barriers. According to a recent report from the New American Economy, a bipartisan research and advocacy organization which pushes for immigration reform grounded in economics, there are nearly

Immigrants in Pennsylvania have a total spending power of roughly $23 billion and have a net economic benefit of approximately $2 billion. Currently, the state government in Harrisburg has a number of commissions focused on different identity-based communities, some of which overlap, in part, with the more general grouping of immigrants. These include a Commission on Latino Affairs and a Commission on Asian Pacific American Affairs. But to better harness the economic power of the immigrant community in the state, and strengthen that connective tissue that can bind immigrants’ well-being to that of the state so that both grow, a commission that focuses specifically on developing and implementing the resources, programs, and policies most beneficial to immigrant communities is a logical progression.❚ THE EDITOR

iladelfia siempre ha sido una ciudad de inmigrantes - y ahora pareciera empezar a notar el beneficio que ello implica. La Oficina de Asuntos de Inmigrantes, establecida por primera vez por una orden ejecutiva del alcalde Michael Nutter en 2013, se ha convertido en un elemento permanente del gobierno de la ciudad de Filadelfia, gracias a la resolución que fue aprobada abrumadoramente por los votantes en las elecciones de mayo de este año. or Lucy, Betania Shephard, and Mercedes, some of the most important people weren’t in the room as the Domestic Workers Bill of Rights was passed by Philadelphia City Council on Oct. 31. As part of the Pennsylvania Domestic Workers Alliance, the three domestic workers have fought alongside City Councilwoman María Quiñones-Sánchez and other City Councilmembers to pass protections for the more than 16,000 nannies, housekeepers, and caretakers in Philadelphia in what many have acknowledged as the strongest labor protections for domestic workers in the country. Philadelphia has joined nine states and the city of Seattle in passing the law. The labor protections in the Philadelphia legislation include: anti-discrimination laws; mandatory written agreements; mandatory meal and rest breaks; the creation of a nine-person board to monitor standards and implementation; and the establishment of a portable paid time off system. But the three women all stated that the moment of celebration that Thursday was shared not only among those who had come forward with stories of discrimination and struggle to push for legislation. It was also a reminder of the many women (and some men) in the industry

Mercedes, who has been a domestic worker in Philadelphia for the past 31 years, felt she hadn’t experienced as much discrimination as some, but wanted to fight for greater protection on behalf of the many other domestic workers she knows who have suffered workplace abuse. Due to fear of reprisals related to their immigration status, many have been unwilling to come forward to either denounce those abuses or speak out in favor of the bill of rights. Shephard and others said that that may change, though, now that the bill has become law.

“We’re going to keep planning, we’re going to keep meeting, and we’re going to plan to see what the next steps will be,” Shephard said, adding that they are also going to continue working to attract more people to the effort. “But of course, they’re going to know they’re protected. They’re going to have more strength to speak up, more courage” she added. Mercedes agreed. “Yes, when this [law] comes to light, they’re all going to speak out, and they won’t be afraid,” she said. The Mayor’s Office of Labor will enforce the legislation based on complaints that workers bring forward. The bill will go into effect in May 2020. No, Mike, you already bought your way into a third term as mayor of New York City, and it was a disaster for the city’s working people. This time around, your first public event after declaring your intention of seeking the Democratic Party presidential nomination was not exactly a confidence builder. (I mean, currently you are a Democrat, right? I ask because you have been a Republican and also an independent, that is, you have changed colors so many times, that it’s really difficult to be sure where you position yourself politically these days). I am referring to your appearance last Sunday at the Christian Cultural Center, a black megachurch in Brook-

lyn, where you apologized for your steadfast support of the racist “stop-and-frisk” policing strategy that you pursued for a decade, and as recently as January had refused to distance yourself from. “I was wrong,” you declared with a straight face. “And I am sorry.” Mike, I have news for you: no one believed your lukewarm apology reeking of opportunism. It was a shameful moment and it won’t do you any good with Latinos and Black voters. After all, according to the New York Times, “at the program’s peak, the racial disparities in its enforcement were jarring. Of 575,000 stops conducted in 2009, black and Latino people were nine times as likely as white people to be targeted by the police (even though, once stopped, they were no more likely to actually be arrested). In 2011, police officers made about 685,000 stops; 87 percent of those stopped were black or Latino.” Yet, I remember you saying those days that white people were the ones being disproportionately stopped by the police. Unbelievable. Can you be anymore blind or, I’m sorry to say, racist? You may look good next to the current occupant of the White House. But then again anybody would. No, Mike, go home, the country doesn’t need or want you.❚

ince deciding to run for president, Julian Castro has proven to be a different politician. Leaving aside the fact that he is the only Latino among the huge number of people who threw their hat in the ring for the Democratic nomination, Castro has distinguished himself for his criticism of American political protocols. While his colleagues were on a pilgrimage to Iowa once their candidacy was announced, the former secretary of housing traveled first of all to Puerto Rico; he has outlined coherent plans in support of free trade, a route to green energy, the right to abortion and strengthening rights to the LGBTQ community. From the beginning, Castro was the first to unveil a comprehensive immigration plan, not only

Similarly, and after touring almost the entire country with his plan, Castro demonstrated his particular way of doing things, such as buying a television ad on the Fox network to directly blame the president for the shooting against the Hispanic community in El Paso. Only in recent weeks, the candidate unveiled his comprehensive disability plan, which his campaign called "the most ambitious and intersectional agenda this cycle." According to The Hill, the plan includes investments in special education and infrastructure, the expansion of affordable housing, development of evacuation plans during natural disasters, and a section on “Dignity for people with disabilities”. Castro proposes to put an end to “the institutionalization and defending the landmark Olmstead v. L.C decision, which held that mentally disabled people have the right to live in communities rather than institutions if professionals determine it to be appropriate,” the media continues. However, Castro’s campaign has been one of the most hampered among all the candidates. At the end of October, Castro announced that his campaign was at risk of coming to an end due to lack of funds, and his position in the polls - where he has 2% approval - did not allow him to qualify for the November Democratic debate. His experience in the campaign has made him critical of the way politics is done in the country, declaring among other things that the tradition of the first nominating states in the primary “does not reflect the diver-

he experience of being a military spouse can be quite challenging — constantly having to pack your whole life in a suitcase and relocating, handling the moving and new surroundings while your partner is deployed. That’s the kind of unpredictability Nadia Martinez experienced for over a decade. Shortly after getting married, Martinez’s husband was sent to a third deployment to Iraq, and later a fourth combat deployment to Afghanistan. “As a brand new mom with a husband going to war, I didn’t even know how to handle things,” Martinez said in an interview with AL DÍA. Volunteer work became her outlet, as she got involved in the Marine Corps family readiness program. However, the challenge of having to re-

Raised by her grandmother, Martinez became highly influenced by her, crediting her for shaping her as the person she is today. “I had to learn that in order to move forward you have to work… you have to have commitment and dedication,” said Martinez. At age 13, her grandmother passed away, prompting Martinez to leave the village and go to stay with her mother in Tijuana. While in Tijuana, she had to cross the border every day to go to school in Imperial Beach. Being 16, going to school in another country provided a culture shock for Martinez. However, she found solace in the fact that she could return to her comfort zone in Mexico every day after school. She credits meeting her husband for making her transition to living in the U.S. easier to handle.

In 2014, Martinez created Kallie & Co., an online social retail business that sells stylish and ethical products made by Mexican artisans. While the entrepreneurial venture only officially started five years ago, the idea weighed on her since the age of 15. “The same resilience… that sometimes you have to have as a military spouse… it’s ultimately what pushed me to look into becoming an entrepreneur,” said Martinez. Through Kallie & Co., she’s able to create jobs in Mexico, while also helping employ other military spouses. “To me, there’s no better other feeling like that,” she said. The business has also helped bring awareness to the fair trade and slow fashion industries, and also connect with other companies with like-minded goals. ❚

my Eusebio’s story starts approximately 91 miles north of Philadelphia, in Jersey City, New Jersey. Her parents emigrated there from the Dominican

Republic. “My mother is the youngest of 10 kids and my father is the youngest of 16 kids. Very much a Dominican family with a lot of loud family gatherings, a lot of food, a lot of music,” said Eusebio. Both of her parents had high school educations, but neither completed more than a couple credits in college. Eusebio’s dad served in the Navy as an immigrant before pursuing a career as a truck dispatcher, while her mom was a legal secretary. The family was tight-knit, but struggled to scrape by financially. “We were technically house-poor. We had this house, and it looked like we had things, but little did I know, my family had a lot of debt,” she said. Despite the struggle, Eusebio still looks at her upbringing as “privileged.”

A “PRIVILEGED” EARLY EDUCATION

Thanks to her parents, Eusebio had access to a good education — something that would play a major role throughout her life. One of her parent’s first moves was to get a young Eusebio into an early childhood education program. “Because I was put on this track, I was afforded many opportunities,” she said. Recognized early on as gifted and talented, Eusebio was placed within a magnet middle school before attending another magnet, Ronald E. McNair Academic High School in Jersey City.

Opportunities at McNair opened the door for Eusebio to potentially go to college on scholarship in place of parental aid. Her experiences at McNair also further determined her future bend toward a career in social work. During her time there, the school was arguably the best in New Jersey and one of the top high schools in the nation. Its admittance policy was (and still is) strict, and it had a very diverse student body. “My mom used to joke around and say I had a United Nations of friends,” said Eusebio. Despite the prestigious environment, many kids came from the same working class background, and many struggled without the relative stability that Eusebio enjoyed at home. In one instance, a female classmate discovered her mother had allowed her visa to expire when she was in elementary school. “She became undocumented overnight,” said Eusebio. It was one of many similar experiences she would have in high school that made her recognize all that can affect a child’s performance in school beyond just intelligence. “It wasn’t because they weren’t smart or that they didn’t care, but there were things going on at home,” said Eusebio. Hearing her classmates’ experience instilled in Eusebio a fight for justice on their behalf.

COLLEGE AND CONGRESO

With that commitment to equality in mind, Eusebio set out to find a college where she could study social work, landing at Temple University in Philadelphia. While pursuing her degree in social work and running the university’s Asociación de Estudiantes Latinos (AdEL), Eusebio also carved out a home in Philly’s Latinx community. After discovering Congreso de Latinos Unidos at a school job fair, Eusebio took a city bus to her interview. To this day, she hasn’t forgotten the feeling when she first saw Centro Músical out of the bus window at 5th and Lehigh. “I’ve arrived!” Eusebio remembers thinking. Congreso would become Eusebio’s home for the better part of the next 14 years. Following her interview, Eusebio was hired as an intern assistant for both summer and after-school programs run by the nonprofit. She worked for two years before graduating from Temple in 2007 and returned home to New Jersey to work as a bilingual case manager. After a year, Eusebio came back to Philly to attend the University of Pennsylvania for a Master’s degree. This time, she was back for good.

“Philly is where I belong,” said Eusebio. With a Master of Social Work, she then returned to Congreso full-time as a coordinator in its “Programa Esfuerzo,” which aids individuals suffering from HIV/AIDS in the surrounding community. Over the next nine years, Eusebio would rise to become Congreso’s Director of Family Wellness. From there, she would get her first opportunity at the City of Philadelphia in 2018, heading up the city’s Municipal ID program. “I was ready for another challenge,” said Eusebio.

She was charged with figuring out how to launch the ID along with putting some finishing touches on its design. While the Municipal ID program isn’t under the Office of Immigrant Affairs, it still played an integral part in its creation and Eusebio worked close-

In six months, over 10,000 Philadelphians have received a municipal ID according to Eusebio. “In six months, we met the year-long goal,” she said. Something she learned as an intern at Congreso was that “the reward for good work is more work.” In September of this year, with Enriquez leaving the executive directorship, Eusebio was tapped for the position. “Oh wow, this is a big job,” she remembers thinking before accepting.

Eusebio is the third leader of the office’s current iteration, and its third Latina executive director. The first was Jennifer Rodriguez, who launched the Mayor’s Office of Immigrant and Multicultural Affairs (MOIMA) in 2013 under an executive order from then-mayor Michael Nutter. Joanna Otero Cruz, the current deputy managing director of community services at the city, said as MOIMA, the office was just beginning to figure out ways to aid Philly’s immigrant communities.

“I think they...revamped the support system, being relatively new,” she said. Otero Cruz joined under the Kenney Administration in 2016, which changed the name to the Office of Immigrant Affairs (OIA) and took a stronger position to help Philly’s immigrants. Much of the strategy discussed under the Nutter administration was operationalized under Kenney. “We did some focus groups and got a lot of feedback and decided to focus on three areas,” said Otero Cruz. Those areas or “pillars” as she calls them were: policy, eco-

nomic development and cultural programming. The Kenney administration also brought on a new leader in Miriam Enriquez. Policy-wise, the city has been busy since 2016. President Donald Trump has made a habit of battling municipalities that oppose his immigration policy. Under Jim Kenney, there arguably hasn’t been a more staunch opponent than Philadelphia. At the forefront of the city’s defense is the OIA. In addition to winning a lawsuit against the federal government that prohibited the Trump

The sentiment is echoed by Sundrop Carter, executive director of the Pennsylvania Immigration and Citizenship Coalition (PICC). “When you look across the country at the cities that have established and funded staffed, immigrant affairs offices, those are the cities where you see exciting, proactive policies,” she said. It’s necessary given all that comes out of Washington on a weekly basis regarding immigration.

Amy Eusebio says she used to unplug from the news, but admits that now she can’t. “I’m not allowed,” she said. A month in, Eusebio is the first executive director of a permanent Office of Immigrant Affairs, after a voter referendum overwhelmingly supported the designation in May. She’s still learning a lot of the legal processes and terminology that comes with the job, but said she is a fast learner. Recently, she stood in solidarity with the “Home Is Here” movement, which made a stop in Philadelphia before heading to Washington D.C. for the Supreme Court hearings on DACA and TPS. Eusebio also mentioned keeping abreast of the policy changes around public charge, which refers to someone who will potentially be dependent on cash aid from the government upon entering the U.S. Many immigrant categories are exempt from inadmissibility because of public charge, but that’s changing under the Trump administration. “It’s sickening how much of an attack it really is,” said Eusebio regarding current national immigration policy. On the city front, she hopes to keep the precedent set by Enriquez of continuing to empower and collaborate with the city’s community groups. When Eusebio’s parents found out she got the job, they cried. As immigrants, all her parents could hope for coming to America was a better opportunity for their children. And in her position now, she can help immigrants like her parents to see their kids achieve the same.❚

ThinkNow, most Latinos prefer their ethnicity to be described as “Hispanic” (44%), Latino (22%) or even by their country of origin (11%), as in some places in Latin America the word “Latinx” isn’t as common as in the U.S. And to a lesser extent, there are people who choose their country’s name followed by “-American,” or prefer the term “Chicano.”

PROS AND CONS OF THE “X” FACTOR

A quick search on the Internet reveals more than 18 million results for the word “Latinx.” It is always used to show gender neutrality - which some claim as a victory for feminist and LGTBQ struggles over the heteropatriarchal language. Although some might think the younger generation would feel more comfortable with the generic “x,” it seems that only 3% of young people between 18 and 34 want to be referred to as “Latinx.” Why do they dislike using the “Latinx” term in the U.S? According to Angela Nagle, author of the essay “Kill The Normies” (Zero Books, 2017), along with the prominence of feminism in mainstream culture, the alt-right movements have known better than the left-hand how to use social networks to attract younger generations. while, progressives suffer from online “puritanism” and “elitism,” she says. Could young people be tired of being told how they MUST express themselves? Has it failed the intersectional and LGTBQ movement in communicating values to the new generations?

LANGUAGE AND IDENTITY

However, exclusive and binarist language has its risks and it seems that other countries are more aware than the U.S. that the way we name ourselves eventually defines us, and could even erase an entire community. In places such as Argentina or Spain, social movements have succeeded in joining millenial and Gen Z groups in their fight for a non-binary culture. They suggest not only the use of “x,” but also “e” at the end of words in Spanish to have the option of gender neutral terms. The more traditional part of society which asserts that these changes are wrong and degrade the mother tongue, but it’s undeniable that language is politics and since we cannot name what doesn’t exist, silencing is the faster way to make something disappear – both politically and socially. ❚

Since 1790, every 10 years, the U.S. Census Bureau conducts a census--counting everyone in the country. To help conduct the count, the Bureau hires thousands of people from across the country. The most in-demand job is for census takers, who interview residents and add those who have not yet registered for the census. They also verify addresses of homes, apartments, shelters and other residences, ensuring an accurate and complete count. Starting in April 2020, census takers begin visiting college students on university campuses, people in nursing homes, and other places where large groups of people live together. They also start quality check interviews to make sure the count is accurate. In May, they start visiting homes that have not responded to the 2020 Census to ensure everyone is counted. Other census takers visit homes for ongoing surveys, like the American Community Survey. The census helps the government decide proper funding for local communities. At a national level, it helps determines proper representation in Congress. Working for the U.S. Census and making sure everyone is counted is a great way you can help out your town or state.

For example, data collected from the 2010 census helped during the 2017 Texas hurricanes by providing emergency management officials with the percentage of people who spoke Spanish as a primary language, ensuring they got the right resources. Also, knowing the year in which most homes were built helped contractors to know which homes were more vulnerable to storms. Census data is used by lawmakers, business owners, teachers, and other professionals to provide daily services, products and support for their communities. Additionally, based on this data, billions of dollars in federal funding are allocated annually for different communities. The

funding goes towards roads and highways, schools, hospitals and health-care clinics, fire departments and emergency services. For example, census data could help determine the funding needed for a new school to help ease overcrowded classrooms.

NATIONAL IMPACT

The U.S. Census is a cornerstone of American democracy, as the Bureau puts it. That’s because the results of the decennial census determine the number of seats each state will have in the U.S. House of Representatives. These representatives create and debate legislation that will have an impact on our future. Knowing how many people live in a certain state helps best decide the correct number of representatives. Additionally, the results are used to draw both Congressional and state legislative districts. ❚

Strong public schools are the backbone of any community. And strong public schools require healthy learning environments. We assure you that there is nothing we take more seriously than the health and safety of School District of Philadelphia students and staff. The concern over the conditions at many school buildings is valid. The aging infrastructure throughout the District may be unavoidable but we can, must and will do better. In October, the District made a series of commitments to support safe, clean and welcoming learning environments. We are taking this opportunity to update you on the actions we are taking to improve school conditions. Thanks to an increase in funding made possible by the City of Philadelphia and taxpayers, our School District has been able to make steady progress to improve our schools. To build on this progress, the Board recently borrowed $500 million to invest in more than 200 capital improvement projects in our

schools. Of that, some funds will address environmental issues as part of these capital projects.

The District is launching its Environmental Improvement Safety Plan. This Plan brings urgency and focus to our commitments, including expanding its resources to manage environmental safety in schools with the goal of eliminating the current backlog of asbestos-related work orders by the start of the 2020-2021 school year.

The success of our children and the success of the City of Philadelphia depend on the quality of our schools. Our students, teachers and staff deserve clean, safe and welcoming environments. We are committed to working together and with our Philadelphia community to provide those environments.

The District is also launching a “see something-say something” effort to encourage reporting of environmental concerns to a new hotline and will respond to those concerns within 24 hours.

We welcome the interest and support of all Philadelphians. We know many of you share our commitment to public education.

An environmental consultant is being retained to review all of the District’s construction projects to make sure any needed environmental work is included in the project scope. A program management firm is also being hired to oversee the new $500 million capital program. The District will be forming an Environmental Advisory Board composed of union representatives, medical professionals, City Health Department officials, university and health system professionals and parents, teachers
