o be counted. It’s a simple concept. You raise your hand, and you’re marked as part of the group. You have a seat at the table. A claimed space in the room. You are present and you are ensuring that everyone knows that you exist. Simply to be counted holds a power of resistance. You refuse to be unseen, unacknowledged. And it is that power that Fernando Armstrong, regional director of Census 202, talks about in our cover story this week. In July, a Supreme Court ruling definitively put an end to the fear-mongering of President Trump, as for the past year, as he insisted on including a “citizenship question” on the 2020 Census that most experts agree would have resulted in a significant undercount of the population. Though there are concerns that still linger, Armstrong and others have put forth a more positive message: that this census, rather than serving as a pitfall for anyone concerned about the privacy of information reported to the Census Bureau, is in fact a tool to shape the future for families and communities throughout the United States.
ENGLISH ESPAÑOL To say loud and clear, “I’m here,” in the form of participation in the census is not just a “moment of pride,” according to Armstrong, for families of all immigration statuses. On the table are also more than 675 billion dollars, he noted, which are funneled back into communities each year using formulas that depend on the census statistics. It’s an opportunity that only comes every 10 years — and this time, it might be here at just the right moment to push back on what the Trump Administration wants: that immigrant communities be invisible and pushed aside. It is instead a count that allows many people to stand up and say, “I’m here — and I matter.” ❚

ou work night shifts as a valet at an underground parking lot. It is the middle of a very hot summer. There is no access to water or food in the building. You want to go to the restroom, but there is no toilet paper and the toilet is broken. You could go to the bathroom on the upper floor, but since you are the only one working, no one else is available to return cars to the clients. This is Daniel Turner's and Alia Smith’s daily working grind as a parking lot valets. Turner and Smith both work for LAZ Parking, the third biggest parking employer in Philadelphia. On June 21, while Turner worked his second

LAZ PARKING
LAZ Parking began in Connecticut in 1981. Since then, the company has grown its parking services to 34 states and 400 cities, according to its website. As of 2019, LAZ has 3,125 locations in the U.S., with 12,850 workers serving at hospitals, hotels, college campuses, airports, government and residential buildings nationwide. Its annual revenue is $1.4 billion. “We are a people-first company,” CEO Alan Lazowski said in a 2018 interview from the company’s YouTube channel. LAZ markets itself as a family with a people-oriented business culture, where “hugging is a tradition,” and business is not “just about a space to park your car,” but rather about “respect and commitment to people.”
WHEN FULL-TIME DOESN’T PAY THE BILLS
Turner works 40 hours a week - as 58% of workers in his industry do - at LAZ Philadelphia, earning $10 per hour. Then he leaves for his second job. Smith also worked at full-time. She was paid the federal minimum wage, like 542,000 other workers in the U.S., for parking about 60 cars on a bad day, and between 85 to 100 cars on event nights.

According to The Keystone Research Center and 32BJ survey, Smith would have to work 68 hours per week to afford living in Philadelphia. While still employed at LAZ, she was looking for a second job. STATE VS. FEDERAL LAW
According to PA lawyer James F. Runckel, because LAZ is a private employer, the company is only subject to meet federal labor law requirements: protection against discrimination and wrongful termination, minimun wage compensation, break time, and workplace safety. On March 14, Councilmember Cherelle Parker introduced a resolution authorizing the Council’s Labor and Civil Service Committee to “hold a hearing examining low wages for parking workers in Philadelphia.” On June 5, Mayor Jim Kenney signed Bill No. 190315, which established employment protections for parking workers. It remains to be seen what legislative action will be or could be taken in response to parking workers’ public demands for improved pay and working conditions. ❚ Editor’s note: This is a three-part story. f you are one of those incomprehensible cases that still believe Donald Trump deserves an opportunity (??) or that he is being criticizing unfairly just think that recently his administration has ordered the medical deferment action to be stopped. This amounts to sentencing to death thousands of children suffering from cancer or other grave illnesses to stay in the U.S. to get the medical treatment they could not get in their own countries. Trump and his minions have sent letters to the parents advising them they must leave the U.S. within 33 days.
“This is death sentence for those children and a sentence of eternal suffering for their parents. It’s impossible to fall any lower, not even in the concentration camps for immigrants or the prisons for babies” posted in Facebook Guennady Rodríguez. Now they have to expel kids with cancer. It’s impossible to conceive such cruelty exists.” I have nothing to add. So, as Rodríguez said in his post, feel free to block me or whatever. It would an honor. You see, everyday it becomes more clear that cruelty of the most despicable kind is what passes for Trump’s immigration policy. new national poll has surprised the country with new positions for the three favorites in the 2020 Democratic primary. The data published by the University of Monmouth on Monday show an abrupt fall in approval for former Vice President Joe Biden, who went from 32 percentage points to 19, ranking below Senators Bernie Sanders and Elizabeth Warren, who are tied in the first place with 20 points. For Bernie, this is nothing new. According to Patrick Murray, director of the polling institute in Monmouth, “liberal voters are starting to cast about for a candidate they can identify with. Moderate voters, who have been paying less attention, seem to be expressing doubts about Biden,” he told the NYT. How couldn’t they? The energetic figure of Warren has stood out for her simple, direct and stimulating speech about a “structural change” in the country, advocating a liberal agenda that was believed impossible to swallow in the United States of Donald Trump. Where Sanders failed on previous occasions, Warren has managed to mind the gaps in the left, but always talking from consensus, such as when she embraced the Green New Deal, the abolition of student debt, criminal justice reform and, most importantly, declaring war on institutionalized lobbying in Washington. Although these proposals seem to echo a Sanders version 0.1, Warren has stood out when it comes to supporting them in television debates, interviews and in front of audiences that exceed 10,000 attendees. Even her way of coping with the "Pocahontas" issue had its el-

The year was 1980, and the census, then, was an undertaking that required willpower, strategy, finesse - and tireless dedication. It was a project that Fernando Armstrong devoted himself to as soon as he began working for the 1980 census in his native Puerto Rico in 1978, and it is a mission that he still serves with a passion in his current role as regional director for the 2020 census for the Philadelphia region. The differences in the process from when he first began his career to the 2020 Census, said Armstrong, is that now, all you need is a phone. The power of the internet and technology have transformed the entire process for the better. In a visit to the AL DÍA newsroom on Aug. 7, Armstrong reflected on what has been his life’s work - and the ways in which technology has transformed the 10-year count that now makes it “easier, faster, and safer” to participate in the census than ever before.
A LIFETIME OF CHANGE
Armstrong, who speaks softly, but with precision and conviction, said that the tools and methodology of the census in this day and age are a world away from those paper-laden meetings in homes and restaurants. “It helps in the way that I have been through the census as it has evolved through being a paper census to now that [it] is going to take advantage and leverage a lot of technology that was not available before,” Armstrong told AL DÍA CEO Hernán Guaracao.

Those advances include being able to respond online, as well as by phone, by sending in a survey, or, finally, by completing the survey in the presence of a census worker who comes to your home to help you fill it out. These advancements are key, said Armstrong, in having a “good census” - one that provides the most accurate count possible. “I feel excited precisely because I have seen the census progress through the years and through the decades. And I see, I can see firsthand how important it is for a community, for a state, for the country to have a good census,” Armstrong said. These advancements will also be particularly effective, said Armstrong, in combating one of the biggest challenges that the 2020 census faces.
A MOMENT OF PRIDE
Since March 2018, President Donald Trump and the Commerce Department have pushed for the inclusion of a citizenship question on the 2020 census. Even when the Supreme

Court blocked the inclusion of the question on the basis that the reasoning for it as a way to enforce the Voting Rights Act was “contrived,” President Trump at first insisted that it would be included, then backed down. The decision was final: There would be no citizenship question on the census. Though Armstrong and others have reassured the public of this fact, he said it is also important to note that the census operates separately from all other facets of government and does not share participants’ information with any other government agency. But many fear that the specter of the citizenship question will discourage many immigrant families, including some Latinos, from responding to the census. Armstrong said that his message to families who might be wary of responding due to privacy concerns is: “Give us an opportunity.” “I would say give us an opportunity to prove to you that it’s safe, nothing is going to happen to you, to your family. Many good things will happen to you and to your neighborhood, and to your community if you participate,” Armstrong said. “There are times when you have to acknowledge your responsibility to the community. It’s a civic duty, just like voting is a civic duty. You have to cherish and take advantage of those opportunities. And this opportunity only comes once every ten years. If they are going to remain here, if their children are going to continue going to school, if they are going to continue to use medical facilities and hospitals, it’s in their best interest to be on the census,” he said.

Apart from the benefits inherent to participating in the census, in the form of more accurate allocation of funding and better representation in government, Armstrong said that the technological advancements that allow for people to respond via their smartphones have made the process much easier - and also serve as important safety barriers that protect people’s privacy. Now that people can respond to the census online or by mail, it is easy to ensure that no one from the census has to come to your home address and knock on your door. The first of five mailings, sent out in March 2020, invites people to participate in the census and gives them the instructions for how to do so. There are, in total, five mailings that the Census Bureau sends to households reminding people to complete the census before they send out an enumerator to visit someone’s home so that they can help that person complete the questionnaire. “There’s no way that anyone could be identified, there’s no

way that an address can be identified, there’s no way that a particular individual or a particular neighborhood or a particular family could be penalized based on their participation on the census,” Armstrong affirmed. Ultimately, Armstrong said that to ensure everyone is counted, citywide and regional efforts are what will make the difference - and an attitude that the census is “a unique opportunity to tell the world who we are.” “I think that once we are able to convey that message to the public and to the Latino community, the Asian community and to the immigrant community, once we can communicate that it’s safe, that it’s confidential, that it’s important, I think that you’re going to see a lot of groups , Latino community included, that will see it as a moment of pride,” Armstrong said. “This is my opportunity to be proud of who I am, of where I came from. Of what my family brings to the city, of what my family brings to the country,” he added.
The census process has an important societal role, apart from its mission, in that it provides hundreds of thousands of temporary jobs throughout the country throughout its mobilization year. In Philadelphia, there will be two offices with 600 people each working full or part-time, participating in canvassing and other processes to ensure that each person in the city is counted. Throughout the region, Armstrong will oversee, in total, approximately 57,000 census employees, across nine states. Armstrong said that in spite of the many honors, awards, and achievements he has earned in his decades-long career, the legacy he would want to leave behind consists primarily of the ways in which he has helped support the professionals he has worked with on census efforts throughout the years. “I think the only thing that I would like to have in terms of legacy is knowing that I have been able to provide opportunities to a lot of people, and that they have been able to take advantage of those opportunities and that they have become better professionals and better community members - and that they are capable, able, and willing to replace me,” Armstrong said. “I work hard every day to find people that can replace me. That’s my job,” he added. Though it might be his job, it looks as though that is one step that Armstrong has yet to achieve. And in 2020, the impassioned census director will continue to lead the way.❚

Philly Counts 2020, Reid oversees the city’s efforts alongside the regional census bureau to spread awareness and encourage participation in the 2020 census. Philly Counts 2020 was created not long after the city hired Reid through an executive order. It is central to the city’s efforts to reverse its trend of low participation. “We can’t neglect the fact that this is a problem all across the city, so we need a citywide strategy,” said Reid. There are three challenges: Internet-based processes, the decrease in funding for fieldwork and the lack of trust for the government.
A DIGITAL-FIRST APPROACH
Unlike 2010, in 2020, the Census Bureau is encouraging all who can to fill out the census online. The theory is that by taking the census digital, it will cost less money to complete, but Reid says Philly’s different. In 2017, the American Community Survey, released by the U.S. Census Bureau found that only 71.6% of households in Philadelphia had broadband internet access compared to a national average of 83.5%. However, Reid cited the work of city organizations like KEYSPOTs and the mayor’s

Digital Literacy Alliance as signs of progress over the last decade. “We do have good networks that we’re working with, and starting to tap,” said Reid.
COMMUNITY OUTREACH IN PLACE OF FUNDING
The online approach also makes up for the lack of funding for field-based operations. In 2010, $554,000 was available for community organizations in and around Philadelphia to fund outreach. This time there is no funding. In its place is what each individual municipality does to involve the community in the census, along with outreach performed by the Census Bureau itself. Philly Counts 2020’s outreach is led by the Complete Count Committee, which is comprised of 19 different subcommittees that represent different hard-to-count populations in the city. “Making sure that people are reflective of the communities that they’re going to be organizing was a really important piece,” she said. In finding people, Reid’s learned different ways individual communities view the census. She cited how the concept doesn’t translate for some — especially immigrant communities — requiring more explanation of the process and purpose, while others have negative history with the count. Much of the distrust now surrounds the failed citizenship question. She said “with absolute certainty” that the question won’t be there, but admitted a lot of work still needed to be done communicating its exclusion. On September 17, Philly Counts 2020 is holding a Census Champion Trainings across the city. They will teach attendees to answer basic questions surrounding the census, including about the citizenship question. The goal is to train 1,000 people in five different languages.❚

rom the age of six, Jesus "Chuy" Guzman knew that he wanted to be part of a mariachi just like his father. Chuy lived in Ensenada, Baja California and from his first year of school, he studied music in his spare time. He remembers doing his homework while walking home, so when he got there, he could practice his violin. Down the line, he was able to fulfill his biggest dream of playing with the famous Mariachi Los Camperos de Nati Cano. His continued love and dedication to traditional Mexican music would eventually make him their new director.

Like every musician, Chuy Guzman knew it would be a difficult career and that he would have to start as a "soldado razo" (first class soldier) as he mentioned in his recent interview with AL DÍA. "You know that someday I will be with Mariachi Los Camperos," Chuy commented to one of his colleagues who immediately called him a madman. He started working in a restaurant in Tijuana, Baja California, well known by tourists and locals for the three Mariachis that played throughout the day. Chuy played in the afternoon shift and it was there that he met Nati Cano during one of his visits to the city. Don Nati Cano, seeing the potential of Chuy, offered him an invitation to California to talk about his future. Chuy worked in Tijuana until 1985 and went to California. Unfortunately, the Mariachi was already complete and there was no place for him. But he didn't get discouraged and joined another Mariachi, "Los Galleros de Pedro Rey." Looking back, Chuy says being part of this mariachi was his destiny, and in 1988 he was invited SEPTEMBER 4 - 11, 2019
to be part of Los Camperos.

Without Chuy even imagining it, Don Nati Cano gave him the musical direction so that one day he would take his place as the director of Los Camperos. Chuy spent 30 years learning and growing with him musically. He learned to respect the public and created a connection that made them one with the audience. "Nati Cano was passion ... something exceptional within the music, he left an unattainable mark," Chuy said. He was able to share the stage with great mariachi music artists like Linda Ronstadt, and participate with orchestras in México, and make music for the opera. Chuy has worked with more than 150 musicians in Los Camperos and also live with Don Nati Cano for the last eight years of life. The words of Cano were clear "you are the right person to keep the torch ignited of Los Camperos when I die." And that's how in 2014, Chuy Guzman took over his position as the new director of the mariachi. ❚

Judge Thad Balkman found Johnson & Johnson guilty of helping fuel Oklahoma's opioid crisis. The giant will have to pay US $572 million. “The opioid crisis has ravaged the state of Oklahoma,” Justice Balkman said before announcing the verdict. “It must be abated immediately,” he added.
President Donald Trump suggested launching nuclear bombs to prevent hurricanes from touching U.S.. During a hurricane briefing at the White House, Trump allegedly said: "I have it. I have it. Why don't we bomb them?” The idea is not new. In 1950 a scientist working for the United States government suggested it in a publication. Ballot Question Shall the Pennsylvania Constitution be amended to grant certain rights to crime victims, including to be treated with fairness, respect and dignity; considering their safety in bail proceedings; timely notice and opportunity to take part in public proceedings; reasonable protection from the accused; right to refuse discovery requests made by the accused; restitution and return of property; proceedings free from delay; and to be informed of these rights, so they can enforce them? Plain English Statement of the Office of Attorney General The proposed amendment, if approved by the electorate, will add a new section to Article I of the Pennsylvania Constitution. That amendment will provide victims of crimes with certain, new constitutional rights that must be protected in the same way as the rights afforded to individuals accused of committing a crime. The proposed amendment defines “victim” as both a person against whom the criminal act was committed and any person who was directly harmed by it. The accused or any person a court decides is not acting in the best interest of a victim cannot be a victim. Generally, the proposed amendment would grant victims the constitutional right to receive notice and be present and speak at public proceedings involving the alleged criminal conduct. It would also grant victims the constitutional right to receive notice of any escape or release of the accused and the right to have their safety and the safety of their family considered in setting the amount of bail and other release conditions. It would also create several other new constitutional rights, such as the right to timely restitution and return of property, the right to refuse to answer questions asked by the accused, and the right to speak with a government attorney.
