he truth does not exist, only the perception we have of it," said one of the fathers of the Dominican Republic, Juan Pablo Duarte. In the United States today, some 2000 miles from Duarte's homeland, his words resonate with an overwhelming echo. The political, social, and identity crisis of reason needs, more than ever, a profound reflection precisely on the nature of truth, on the empirical separation of fact and word, on the cacophony of parallel realities lived by its citizens. And it seems that all the facts lead us to the conclusion that, of all truths, the most sincere is that which comes from experience. The experience of those who know about racism, poverty, and inequality firsthand; the experience of those who, like Danilo Burgos, have seen violence take away a loved one. The first Dominican state representative in Pennsylvania's history is the Public Service archetype of AL DÍA's public service in its 2020 Hispanic Heritage Awards for one reason: for his ability to make history and assert truths from experience. Burgos is the example of the Latino who transforms adversity into a life lesson, and whosees his mission as paving the way for those who come after. As he shares on our cover of the week, that vocation has its origin precisely in seeing the name of Juan Pablo Duarte on a school in New York's 13th district, where he lived before coming to Philadelphia. Burgos was able to see the impact that the transformation of symbols and titles has in a country where communities classified as "minorities" continue to be subjugated by their imposed adjective, and where the bar is established from other people's rhetoric. It is there where the service of men and women like representative Burgos marks a turning point, impossible to overlook.

a verdad no existe, sólo existe la percepción que tenemos de ella”, decía uno de los padres de la República Dominicana, Juan Pablo Duarte. En Los Estados Unidos de hoy, a unos tres mil kilómetros de la patria de Duarte, sus palabras resuenan con un estridente eco. La crisis política, social e identitaria de la razón necesita, más que nunca, una profunda reflexión precisamente sobre la naturaleza de la verdad, sobre la separación empírica del hecho y la palabra, sobre la cacofonía de realidades paralelas que viven sus ciudadanos. Y pareciera que todos los hechos nos llevan a la conclusión de que, de entre todas las verdades, la más sincera es la que proviene de la experiencia. La experiencia de quienes conocen el racismo, la pobreza y la desigualdad de primera mano; la experiencia de quienes, como Danilo Burgos, han visto la violencia arrebatarles un ser querido. El primer representante estatal dominicano en la historia de Pennsylvania es el arquetipo de servicio público de AL DÍA en sus Premios de la Herencia Hispana 2020 por una razón: por su capacidad de hacer historia y reivindicar verdades desde la experiencia. Burgos es el ejemplo del Latino que transforma la adversidad en una lección de vida, y quien toma como estandarte la misión de allanar el camino para quienes vienen detrás. Esa vocación, como comparte en nuestra portada de la semana, tiene su origen, precisamente, en ver el nombre de Juan Palo Duarte en una escuela del distrito 13 de Nueva York, ciudad que le vio crecer. Burgos pudo ver el impacto que tiene la transformación de símbolos y títulos en un país donde las comunidades catalogadas de “minorías” siguen siendo subyugadas por su adjetivo impuesto, y donde la barra se establece desde retóricas ajenas. Es allí donde el servicio de hombres y mujeres como el representante Burgos marcan un punto de inflexión, imposible de pasar por alto. •3

here has never been a Latinx moderator in the history of the presidential debates, and this year will be no different. The list for this year’s moderators at the upcoming presidential debates was announced on Sept. 2, and it falls short of what was hoped for by the Latinx community. A record 32 million Latinxs will be eligible to vote during this presidential election, the largest non-white demographic voting bloc. That is one of the many reasons why a Latinx moderator was critical for 2020 since all these new voters will be looking for a voice that will bring a unique perspective before Donald Trump and Joe Biden.
ENGLISH While the presidential candidates do not determine the choice for moderators, both candidates have been vying for the Latinx vote in a way never before seen. Therefore this push for Latinx voters should have also extended to the debate stage. Visibility and representation is not the only issue at hand. The second-largest voting bloc in the nation needs a representative on the moderator panel with an in-depth knowledge of Latinx problems and who knows which ones are the most integral to Latinx households. In July, the Latino Community Foundation wrote a petition to Janet H. Brown, the executive director of The

ENGLISH Commission on Presidential Debates. It urged her to consider a Latinx journalist to moderate one of the upcoming presidential debates. In the petition, the foundation describes having a Latinx moderator as “no longer considered a nice-to-have, but essential to fulfill the Commission’s mission and to be in tune with the needs and opportunities of the American electorate.” However, such hopes have been shot down. “The Latino Community Foundation is disappointed to see that no Latino was selected to moderate any of the presidential debates,” the foundation told AL DÍA. “This is a missed opportunity to fully engage Latinos in the political process,” the foundation continued. “Latinos want to know that their issues, which are America’s issues, will be ad-

dressed by the candidates as we head into the election.” The moderators set for the upcoming debates are Chris Wallace of Fox News, Steve Scully of C-SPAN, and Kristen Welker of NBC News. USA Today’s Susan Page will moderate the Vice Presidential debate. “We sincerely hope that the selected moderators understand that the American electorate has changed demographically and that the needs and aspirations of Latinos across the United States must be fully reflected during these historical debates,” The Latino Community Foundation told AL DÍA. The first presidential debate between President Trump and Democratic nominee Joe Biden is scheduled for Sept. 29. If anything, Latinxs across the nation can hope for some semblance of acknowledgment on the debate stage.

avier Becerra, California’s Attorney General, has taken decisive action in standing up to the Trump administration, especially when it comes to protecting his state. The son of Mexican immigrants and a first-generation college graduate, Becerra, has become a figure for the resistance against the president’s baseless authoritarian actions. Most recently, Becerra stepped in to challenge the Trump administration’s attempt to disregard long-standing environmental rules. Trump went after the National Environmental Policy Act, a 50-yearold law under President Nixon, that established the need to consider environmental factors before construction projects. His new rule would ignore the Act, opening the door to potential environmental damage, contributing to climate change, and leaving impacted communities unprotected. But that’s not on Trump’s radar. To stop the seemingly unending abuse of power, Xavier Becerra has stepped in, time and time again.

ENGLISH On Aug. 28, Becerra announced that California is suing Trump’s administration for the 100th time, to save the essential environmental regulation. With this, California reached a legal landmark, a feat never seen before Becerra. With the addition of this most recent lawsuit, around half of the 100 legal filings focus on environmental laws. The rest have stood against Trump’s immigration and healthcare policies, while other legal battles include worker’s rights, civil rights, and the Second Amendment. “Over the last three and a half years, Donald Trump has continued to attack our families. He’s tried to rip our healthcare away, deport Dreamers, pollute our air and water, and undermine our schools and students. We’ve fought back every step of the way,” wrote Becerra on the day of the milestone. “President Trump keeps breaking the law, so we keep taking him to court. California won’t rest until the President stops attacking our people, values, and resources,” he continued.

ow, more than ever, it is the responsibility of Latinos to fill out the census, or else miss-out on necessary funding and representation. The 2020 Census is ending early, thanks to the Trump administration’s decision to cease data collection and outreach sooner than initially planned, leading to massive undercounts within BIPOC communities. The Latinx population is already at a higher risk of being undercounted because of language barriers, fears over immigrant status, and for living in hardto-reach areas. Latinx leaders are continuously pushing for increased visibility and accessibility to fill out the census, especially now, as a global pandemic has overshadowed many issues. But at some point, it is not the responsibility of our leaders, but for citizens to take the initiative. Latinos are not filling-out the 2020 Census at the levels they should, and in areas with large Latinx populations, the self-response rate is alarmingly low. Such is the case of Rep. Nanette Barragán’s district in Los Angeles. In 2010, her district had a self-response rate of

T
he road to leading a city for Danilo Burgos came to him at a very young age and amid a tragedy. Burgos was only a teenager when his uncle was murdered in Philadelphia. Following that, the interaction his family had with the local police department and homicide unit was abysmal at best. “They wouldn’t even meet with my cousins and my aunt to discuss his case,” he said. “Sometimes it would be blamed on language barriers or they were busy, or they just flat out didn’t have any info on the case.”
GATHERING PHILLY GROCERS
Though not immediate, three years later, he made the jump to get involved with his community and create change. In 1997, Burgos, his cousins, and three other local business owners started the Philadelphia Dominican Grocers Association. Through the organization, the group was able to address issues affecting the bodegas in North Philadelphia that centered around civic issues, interactions with the health and police departments, safety in the community, license inspection, and more. It’s creation also coincided with an effort from the city in the late 1990’s to start enforcing laws on small businesses. Despite enforcement, the city still lacked a lot of information on actually starting your own business, which the organization also provided.

GETTING INVOLVED IN LATINO POLITICS
Burgos first got involved in office was when then-Philadelphia Director of Fair Labor Standards, Juan Ramos, ran for an at-large City Council seat in 2000. Following that, Burgos has been involved in Latino politics ever since. He later dove in at the city level for six years as part of the staffs of councilmembers María Quiñones Sánchez and Allan Domb. When it comes to influential leaders, Councilmember Sánchez is at the top of Burgos’ list. During his time in her office, she not only influenced him, but also the community she served. Seeing the impact she had is what eventually drove him to seek higher office to dictate the policies that affected his community as PA’s first Dominican state rep.
MAKING HISTORY
When speaking of being the first Dominican in PA’s House of Representatives, Burgos was reminded of the intense community pride he felt just before moving to Philadelphia from Washington Heights in New York City. Burgos attended P.S. 182 in Washington Heights, New York. During his time there, he witnessed then-conflict resolution mediator and volunteer Adriano Espaillat — now a U.S. rep from New York’s 13th district — come to the school and rename it after one of the founding fathers of the Dominican Republic, Juan Pablo Duarte.

Aunque no fue de inmediato sino tres años después, Burgos dio el salto para involucrarse con su comunidad y crear un cambio. En 1997, Burgos, sus primos y otros tres propietarios de negocios locales fundaron la Asociación de Comerciantes Dominicanos de Filadelfia. “It was a moment that I remember very dearly because there was a lot of pride, a sense of accomplishment at the time for a very Dominican-populated community in Washington Heights,” Burgos shared. Now, he plays a similar role for his community in North Philadelphia in Harrisburg. “It is a huge honor to hear people from the Dominican community saying thank you for helping us in our community, and for helping us believe that we can achieve high goals here in Philly, as well as helping us believe that Pennsylvania is our new home,” Burgos shared of his experience making history. However, he noted that he did not just see himself as one ethnicity, but as a Latino wanting to help his other fellow Latinos.
BUILDING TRUST
During these times of a pandemic and social uprisings over racial equality, building and maintaining trust is a challenge. For Burgos, to create trust, you have to show it through your work and engagement with the community by allowing others to also be at the table. However, throughout the civil unrest that has unfolded over the last four months, he has admitted it is hard to maintain that trust. “We’re still discussing issues that were prevalent in 1960 and that is the most disheartening part,” Burgos said. “No matter what work has been put into civil rights, this is 2020 and we’re still fighting for the same issues.” Much like his initial motivation to run for office, Burgos drove home that we need to be the change we want to see in the community to finally win those long-standing fights. It “takes us.” “Most importantly it’s about respect and how we respect one another and get

as close to equality as possible instead of just having it be a hashtag,” he said. “Rather, let’s have it incorporated as a way of life so no one feels like they don’t belong, particularly in Philadelphia.” The way he proposes change is by the continuation of work. Continuing to use public service systems to represent the communities and not just the majority of one group.
NORTH PHILLY IN HARRISBURG
It’s why a big part of his election to Harrisburg was to finally put North Philadelphia’s issues at a state level. In doing so, Burgos has reintroduced the city by emphasizing positives like the entrepreneurial spirit of the community he serves and its hard-working people. A hard-working people that also possess immense talent. “A resilient community that has the desire and the will to succeed,” Burgos said. However, he says there are still issues the city needs to address and overcome. As always, the solutions rise from the collective — from Dominican grocers in North Philadelphia all the way to state leaders in Harrisburg. “It’s going to take all of us working together. All the politicians, not just one person,” said Burgos. Despite the recognition as AL DÍA’s Public Service archetype in 2020, he says what it takes to lead in his position is working tirelessly, indiscriminately, and without worrying about such accolades. “Just get the job done,” said Burgos. And he’s got a load of jobs to get done long into the future regarding his community.

schools to make sure all elementary and high schools kids are achieving and excelling. “I strongly believe that our educational system is ground zero for us to be able to create real change in our communities,” said Burgos With students back to school and activists pushing for the #yearofpurpose, Burgos says he wants to go above it being just a hashtag and embracing the work that’s gone into uplifting communities. “Too many of our Black and Brown communities do not know the sacrifices or where they come from. The sweat equity of the hard work that those that came before us put into what we have today, and that has been intentionally swept under the rug,” he said. By not teaching young people about the past, society risks them repeating the same mistakes, according to Burgos. But in his mind, that education starts with its wording.
RETHINKING AMERICAN EDUCATION
When asked about implementing Black history and ethnic studies, Burgos said it should not have such a label because it IS American history. Though mainstream teachers may not have wanted to cover it, Burgos emphasizes that we need to be intentional and realize we are ALL Americans. “For years, the rightful recognition
of Black and Brown communities to the growth and to what they represent to the U.S. has not been recognized, and we need to recognize it by calling it what it is: American education,” he said. The improvements Black and Brown people have made to this country have also not just improved life for themselves, but so all Americans can co-exist. “We need to reinvent ourselves,” Burgos said. • 15

Ahora, juega un papel similar para su comunidad en el norte de Filadelfia en Harrisburg. “Es un gran honor escuchar a la gente de la comunidad dominicana decir gracias por ayudarnos en nuestra comunidad, y por ayudarnos a creer que podemos lograr grandes metas aquí en Filadelfia, así como ayudarnos a creer que Pensilvania es nuestro nuevo hogar”, Burgos compartió sobre su experiencia haciendo historia. Sin embargo, señaló que no se veía a sí mismo como una sola etnia, sino como un latino que quería ayudar a sus otros compañeros latinos.
CONSTRUIR LA CONFIANZA
En estos tiempos de pandemia y levantamientos sociales por la igualdad racial, construir y mantener la confianza es un desafío. Para Burgos, para crear confianza, tienes que mostrarla a través de tu trabajo y compromiso con la comunidad permitiendo que otros también estén en la mesa. Sin embargo, a lo largo de los disturbios civiles que se han desarrollado en los últimos cuatro meses, ha admitido que es difícil mantener esa confianza. “Seguimos discutiendo temas que prevalecían en 1960 y esa es la parte más descorazonadora", dijo Burgos. "No importa el trabajo que

se haya hecho en los derechos civiles, estamos en el 2020 y seguimos luchando por los mismos temas”. Al igual que su motivación inicial para postularse para el cargo, Burgos miró hacia dentro y aseguró que necesitamos ser el cambio que queremos ver en la comunidad para finalmente ganar esas largas peleas. “Nos necesita”. “Lo más importante es el respeto y cómo nos respetamos unos a otros y acercarnos lo más posible a la igualdad en lugar de que sea sólo un hashtag”, dijo. “Más bien, incorporémoslo como una forma de vida para que nadie sienta que no pertenece, particularmente en Filadelfia”. La forma en que propone el cambio es mediante la continuación del trabajo. Continuar utilizando los sistemas de servicio público para representar a las comunidades y no sólo a la mayoría de un grupo.
“Nos va a llevar a todos a trabajar juntos. Todos los políticos, no sólo una persona”, dijo Burgos. A pesar del reconocimiento como arquetipo de servicio público de AL DÍA en 2020, dice que lo que hace falta para liderar su posición es trabajar incansablemente, de forma indiscriminada y sin preocuparse por tales elogios. “Sólo hay que hacer el trabajo”, dijo Burgos. Y tiene un montón de trabajos para hacer en el futuro con respecto a su comunidad.
REPENSAR LA POLÍTICA EDUCATIVA
Lo primero en la lista es llevar la reforma educativa a las escuelas del norte de Filadelfia para asegurar que todos los niños de las escuelas primarias y secundarias estén rindiendo y sobresaliendo. “Creo firmemente que nuestro sistema educativo es la base para que podamos crear un cambio
real en nuestras comunidades”, dijo Burgos. Con los estudiantes de vuelta a la escuela y los activistas presionando por el #yearofpurpose, Burgos dice que quiere ir más allá de ser sólo un hashtag y abrazar el trabajo puesto en elevar las comunidades. “Demasiadas de nuestras comunidades negras y marrones no conocen los sacrificios o de dónde vienen. de los negros y los estudios étnicos, Burgos dijo que no debería tener esa etiqueta porque es historia americana. Aunque los profesores de la corriente principal no quisieran cubrirla, Burgos enfatiza que necesitamos ser intencionales y darnos cuenta de que TODOS somos americanos. “Durante años, el reconocimiento legítimo de las comunidades negras y morenas al crecimiento y a lo que representan para los EE.UU. no ha sido reconocido, y necesitamos reconocerlo llamándolo como lo que es: La educación americana”, dijo. Las mejoras que los negros y los morenos han hecho en este país no sólo han mejorado su vida, sino que también han permitido que todos los estadounidenses puedan coexistir. “Necesitamos reinventarnos”, dijo Burgos.
EL NORTE DE FILADELFIA EN HARRISBURG
Es por eso que una gran parte de su elección en Harrisburg fue poner finalmente los asuntos del norte de Filadelfia a nivel estatal. Al hacer esto, Burgos ha reintroducido la ciudad enfatizando aspectos positivos como el espíritu emprendedor de la comunidad a la que sirve y su gente trabajadora. Un pueblo trabajador que también posee un inmenso talento. “Una comunidad resistente que tiene el deseo y la voluntad de triunfar”, dijo Burgos. Sin embargo, dice que todavía hay cuestiones que la ciudad necesita abordar y superar. Como siempre, las soluciones surgen del colectivo, desde los tenderos dominicanos en el norte de Filadelfia hasta los líderes estatales en Harrisburg.

In the group's ranks are some of the most critical minds in poetry and prose of the country, such as Siri Husvedt — Auster's wife —, Margaret Atwood, Carolyn Forché, and Natasha Trethewey, and also Latinx writers like Julia Alvarez, Robert López, Edwin Leslie Contreras Schwartz, and the Mexican Carmen Boullousa. “I was born in Mexico City. I am here proudly to join the Writers Against Trump movement. I have seen how he mistreats my people. I have seen who he is. It's not just America's future that's at stake: it's the entire Earth,” Boullousa enthusiastically stated in a video posted on the group’s site. Part of the initiative is encouraging authors to write a short statement about the importance of the upcoming elections and why it is critical for them, and post this statement on the site and the group's Instagram account. Luiselli, who is not at the moment among the members of Writers Against Trump, maintains her belligerence against a government that feels hostile to the Mexicans, but does so in her own way: “I give students literature to light the fuse, go out, and vote," the writer said at Hay Festival, adding that books are a social change tool. The group Writers Against Trump not only makes no secret of its support for Biden-Harris, but is organizing readings and webinars in support of their campaign, and encourages writers to volunteer to speak at both Democratic leaders' events.

Un oasis para los moscovitas adinerados. Sin embargo, la casa de Alexandr Serioguin, de 57 años y conocido por todos como “Castro”, tiene tres plantas a medio construir y podría pasar por museo del líder cubano Fidel Castro. En ella se arreciman recuerdos de la Cuba castrista: habanos, ron, cientos de fotos y souvenires. arbikha is a village on Moscow’s outskirts, famous for having the medical center where most Russian presidents are treated. There are also many luxury residences and villas — an oasis for wealthy Muscovites. However, the house of Alexandr Serioguin, 57, known as "Castro," has three floors half-built and could pass for a museum of the Cuban leader Fidel Castro, filled with memories: cigars, rum, hundreds of photos and souvenirs. Alexandr — or Sasha, as his mother called him — has claimed for many years to be the biological son of the Cuban dictator, even though most of the genetic tests he assures to have done so far have been mysteriously lost. “I've tried to do DNA tests, but they're always lost, or something happens. Television has only tried to do it three times,” he tells journalist Natasha Vazquez of On Cuba News. However, loyal to the legacy of his supposed biological father, the Russian Castro claims to have a duty to his Cuban compatriots. That is why, during the COVID-19 pandemic, he has welcomed into his home a dozen Cubans who arrived in the country, some in very harsh conditions, and trying to make their way in a Russia that seems to have already forgotten its historical allies. “The house is big, and no one bothers anyone, there is a place to sleep and something to eat,” says the Muscovite, who defines his tenants as “brothers and sisters” and gives them a roof in exchange for fixing up the house. However, he confesses that he is going through financial hardship.

Many children are called upon to complete works left behind by their parents. The Russian Castro is not an exception. His mission? "To unite humanity in one family." According to Alexandr Serioguin,
his commune-refuge for Cubans is “a social experiment” that somehow reproduces Fidel’s project for Cuba. He wants to create a "new" system, he says, that is neither socialism nor capitalism and to make a “world revolution” without weapons, only with the powers of the mind and technology. The Cubans staying at his house get up every morning to work at the nearby construction site and wait for the pandemic to end to rebuild their lives. They look at him, Vázquez says, with astonishment. Meanwhile, in the house of the generous Russian Castro, they celebrate with rum. They build a pool to swim if it isn't too cold, and there is even a bar called “Cuba”.

he COVID-19 pandemic has resulted in school closures on every corner of country. Worldwide, about 1.2 billion children are outside the classroom. In the United States, between the divided opinion of a president who insists on a return to normalcy despite six million cases in the country, and those who insist on protecting their children at all costs, the challenge of online education has been a side effect that no one seems to want to talk about.

or the last three years, the Delaware River Festival has brought “family-friendly fun, educational activities, and water-centered learning” to the Camden and Philadelphia Waterfronts. This year, the theme for the festival is “Healthy River. Healthy Life,” a message they’re extending to the residents surrounding the river, many of whom are Spanish-speaking. Amy Durkin, the Delaware River Fest Coordinator, explained that their goal is “To get people out on the waterfront and out on the water in ways that they might not have been aware of.” “[The event] It’s bringing people who maybe live really close to the river but never really used it in any way,” Durkin added, “giving them opportunities to see what is out in nature close to home. A lot of folks, especially in the city, don’t realize how close nature is to them, and the idea of getting that access to those communities is very important to us.” For the first time, the festival will be held both in-person and virtually. Festival-goers can participate in on-the-water activities such as kayak paddles. There will also be trail hikes within the Delaware Watershed. On Saturday, October 3, participants on the Camden Waterfront can attend a drive-in movie showing of the Lorax. As for virtual events, these include presenters online and live-streamed exercises such as trail hikes and yoga in the park. Librarians from the Camden City Li-
ENGLISH brary and the Free Library of Philadelphia will be doing storybook readings about the river. There will also be a scavenger hunt where participants can point out different types of nature within the city. There will even be online concerts featuring performers such as Ants on a Log, a children’s band. All events are to celebrate the river, its ecosystem and show that it is safe and fun! The Delaware River has had a perception of being dirty because it was polluted for many decades, but not anymore. In the last few years, the river has gone through a significant cleanup. American Rivers, an environmental advocacy group, deemed the Delaware River as the river of the year, calling it a “national success story.” To join the festival, follow their social media platforms to see content in real-time. All of the events will be livestreamed on Facebook, Instagram, and Twitter. Anything virtual is free, and most of the in-person events are too. However, given social distance guidelines, all in-person events will be capped off. The pre-registration and event information can be found on their website, and most event sign-ups can be done through Eventbrite. The website will also have a list of all the events and a schedule of when they take place. Most events will happen during the day, between 10 am and 8 pm.
