Implemented by
GIZ in Bangladesh Germany was one of Bangladesh’s first partner countries after it gained its independence. Today, the two countries can look back on more than 40 years of successful cooperation. Working on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and other bilateral donors, including the UK’s Department for International Development (DFID), the Swedish International Development Cooperation Agency (Sida) and the Swiss Agency for Development and Cooperation (SDC), GIZ has focused on the following priority areas in Bangladesh since 2014: • renewable energies and energy efficiency • good governance, rule of law and human rights • adaptation to climate change in urban areas. In addition to these priority areas, GIZ is implementing projects which focus on health, environmental and resource protection, disaster risk management and reconstruction, and the promotion of resilience at community level. GIZ cooperates with other German implementing organisations, such as KfW Development Bank, and is involved in a number of development partnerships with local and international companies.

Addressing Bangladesh’s Demographic Challenges The Addressing Bangladesh's Demographic Challenges project deals with institutional and organizational development of the health system in various areas. The overall objective of the project is to identify the gaps in health service provisions in urban settings and to strengthen the city corporations of Sylhet, Rajshahi and Narayanganj. The project’s partner, the Ministry of Health and Family Welfare is being supported regarding their capacity in health systems governance. The project works in order to close the gaps to improve service delivery, especially for the neglected population living in urban slums.

Promotion of Social and Environmental Standards in the Industry The project Promotion of Social and Environmental Standards in the Industry aims to contribute to the sustainable development of the RMG industry. This means achieving economic growth in a socially and environmentally friendly manner. It also implies striking a balance between profits of garment manufacturers, improved working and living standards for workers (including workers with disabilities), and society's right to a “green� environment. This project partners with manufacturers, workers, buyers, NGOs, government bodies and service providers, all of whom play a vital role in achieving this objective. The counterpart is the Ministry of Commerce.

The Rule of Law Programme

The Rule of Law Programme Bangladesh’s prisons and criminal justice system are overcrowded, and around 70% of prisoners are still awaiting trial. The Rule of Law programme aims to improve the quality of the justice system through two projects. The Improvement of the Real Situation of Overcrowding in Prisons project is reducing the case backlog through individual casework, community awareness-raising and alternative dispute resolution. The Justice Reform and Corruption Prevention project works with national and local criminal justice bodies to make the system fairer for citizens and more transparent to all. The programme works in cooperation with the Bangladesh Ministry of Home Affairs, the Prison Directorate, the Ministry of Law, Justice and Parliamentary Affairs and the Anti-Corruption Commission.

Adaptation to Climate Change and Rehabilitation of Livelihoods in South Bangladesh The Adaptation to Climate Change and Rehabilitation of Livelihoods in South Bangladesh Project is an innovative, multi-sectoral project, which aims at building resilient communities in climate change affected coastal areas of Bangladesh. In cooperation with the Bangladesh Agricultural Research Council under the Ministry of Agriculture, the project applies a holistic, gender sensitive and inclusive approach to Climate Change Adaptation and Disaster Risk Reduction, promoting climate adaptive agriculture and strengthening livelihoods of vulnerable family farms, particularly of female headed households, in selected communities in Barguna, Patuakhali and Bhola districts. In addition, disaster preventive measures ensure resilience at household, community and school level.

Management of Natural Resources and Community Forestry in Chunati Wildlife Sanctuary

Management of Natural Resources and Community Forestry in Chunati Wildlife Sanctuary Biodiversity conservation in and around the Chunati Wildlife Sanctuary in south-eastern Bangladesh is being implemented by the Management of Natural Resources and Community Forestry project. This pilot project works in partnership with the Bangladesh Forest Department of the Ministry of Environment and Forests, and local co-management organizations and community patrolling groups. The project helps to preserve the sanctuary by making local communities less dependent on the unsustainable extraction of forest resources. Also, increasing the communities’ income through alternative income generating activities is part of the project activities.

Good Governance in Urban Areas Programme The Good Governance in Urban Areas Programme assists Paurashavas in establishing a horizontal learning process where every Paurashava can profit from the good practices created by others. Homegrown knowledge is easier to understand and adopt. That’s why capacity building in the project’s way starts at the Paurashavas’ real abilities and priorities and relies on their own willingness to improve the services for all citizens. Partners are the Ministry of Local Government, Rural development and Cooperatives and its Local Government Division as well as Local Government Engineering Department.

Sustainable Energy for Development Programme The Sustainable Energy for Development Programme effectively cooperates with a wide range of partners to increase the access to energy services for rural households, businesses and industries. The project works, particularly with The Ministry of Power, Energy and Mineral Resources, to support the dissemination of renewable energy and energy efficient technologies. It is actively involved in improving the framework conditions for Bangladesh’s energy sector through the development of energy policies and capacity building of the Sustainable Renewable Energy Development Authority.

Sustainable Development and Biodiversity Conservation in the Coastal Protection Forests The Sundarbans, the world largest mangrove forest and the “lung” of Bangladesh, is the project area of the project Sustainable Development and Biodiversity Conservation in the Coastal Protection Forests. The project has trained the population in the ecologically sensitive embankment areas in safeguarding and conserving biodiversity and alternative income generating activities. The project works in alliance with the Bangladesh Forest Department of the Ministry of Environment and Forests and the Bangladesh Water Development Board of the Ministry of Water Resources.

Support to the Health Sector Project The Support to the Health Sector Project collaborates with the strategic units of the Ministry of Health and Family Welfare to continue and accelerate the improvements for a healthier and thus more prosperous nation. The project acts in line with national strategies and operational plans, addressing institutional and organizational development of the health system in different areas. The project works on Health Financing, supporting key units of the MoHFW to drive Bangladesh towards universal health coverage. Other activities range from setting up Health Information Systems to enable accessibility of timely and reliable health information over quality management to improve quality of healthcare to occupational health and safety.

Wetland Biodiversity Rehabilitation Project The Wetland Biodiversity Rehabilitation Project has been working to restore and conserve the wetland ecosystems and vital freshwater fish habitats in Bangladesh for five years. Besides that, the project works on improving livelihoods of the wetland dependent communities in the north-western part of the country through community based natural resource management. The project is supported by the Department of Fisheries of the Ministry of Fisheries and Livestock and the Water Development Board of the Ministry of Water Resources and Ministry of Land.
