Is a refinance the right decision? (BPT) - Once at rock bottom, interest rates have ticked up slightly in recent months. Still, the prospect of refinancing a mortgage remains attractive. Interest rates are projected to rise to 5 percent or above by August 2014, according to an August 2013, Freddie Mac study. "The window hasn't closed, but homeowners should analyze their mortgage situation to see if a refinance can improve their overall financial picture," says John Young, director of

real estate product management at USAA. Mike Fratantoni, vice president of research and economics at the Mortgage Bankers Association, agrees. "When market rates were at 3.5 percent, 90 to 95 percent of outstanding loans would have benefited from a refi," he says. Now, with mortgage rates at about 4.4 percent, just 25 to 30 percent of homeowners with outstanding loans would come out ahead.

Here are some reasons why you should refinance. * Pay off your mortgage early. Moving from a 30-year term to a 15-year term without a big jump in monthly payments could save you thousands in interest and build equity in your home faster. * Create more cash flow. Lower interest rates can create lower monthly mortgage payments, freeing up money to pay down debt or just to provide more wiggle room in the budget for other things. * Access home equity. On a cash-out refinance, you borrow more money than you owe on your current loan, and use the funds for purposes such as reducing other debt, remodeling your home or just recovering from a financial setback. "As home values start to rise, there is some pent-up demand for a cash-out refinance to access the equity in the home for other purposes," says Diane Brooks, real estate product management director at USAA. Would refinancing benefit you?

Fratantoni puts today's mortgage holders into three categories: Already refinanced: Those with strong credit, job security and plenty of home equity. These homeowners refinanced in the past few years and secured a rate in the low- to mid-3 percent range. Already refinanced through federal programs: Those people with good credit and employment who lack enough equity to qualify for traditional refinancing. These borrowers only qualify to refinance through federal programs such as the Home Affordable Refinance Program, known as HARP, or the Federal Housing Administration's streamline refinance - both advantageous to a homeowner who owes more on his mortgage than his home is worth. Fratantoni notes that many homeowners who qualify for those programs have refinanced. Bathroom remodeling: the first five things you must do

(BPT) - So you've decided it's time to remodel your bathroom. Whether you're excited at the idea of creating a new look that will add value to your home, or simply relieved that you'll no longer have to look at dated fixtures and cracked tile, you'll be facing a lot of decisions about materials, colors, fixtures, flooring and more. The options are vast, and you may wonder: What is the best way to get started? "Whether you're creating a new master suite, refreshing a powder room, or building a new home, it's an exciting time to contemplate a beautiful new space," says Gray Uhl,-director of brand education for American Standard. "Shopping for fabulous new bathroom products is a highlight of the experience, but it can get a little overwhelming." Bathrooms continue to be a remodeling priority for many homeowners. The average mid-range bathroom remodel costs $15,782 and returns more than 65 percent of that investment at the time of resale, according to Remodeling Magazine's Cost vs. Value Report. An upscale bathroom remodeling project costs about $50,000 and returns more than 58 percent when you sell. Doing some or all of the work yourself can save thousands in labor charges - money you can put into choosing the best materials - as long as you know how to do it correctly. In a free e-book, "The How to Buy Guide for the Bathroom," American Standard offers information on everything from how to get started to how to choose the toilet shape that's right for your space and lifestyle. The guide says homeowners should begin by considering five key points: 1. Consider how you will use the space and allow it to guide your renovation plans. Do you

want your bathroom to be a spa-like retreat for the masters of the house? Or is it more important that the room be able to handle more intense use from the whole family? Gather input from everyone who will use the room, and evaluate what's already present that works - and what doesn't. 2. Will you hire a professional or attempt to do the job yourself? While DIYers may save on labor costs, professional designers and licensed contractors may be better able to help you maximize your space and stay on budget. Ultimately, hiring professionals may save you time and money. 3. Measure - everything! Nothing's worse than falling in love with a vanity or jetted tub only to find neither fits in the space you have for it. Before you begin shopping, determine how much space your bathroom has for key fixtures such as the sink, toilet, shower and furniture. And mentioning tubs - be sure the one you choose will fit through the bathroom door before you buy it. 4. Get educated before heading to the store or showroom. Compare products and prices and check out product reviews. Decide what materials to look for and identify how you want installations to be done. 5. Set a budget and establish priorities. A professional can help you best determine how to achieve your objectives within the framework of your budget. How quickly will you recoup closing costs - typically between 2 and 5 percent of your loan? How long do you plan to stay in the home? How long are you extending the term? Doing the numbers may not reflect how badly you want more cash flow in your budget or how passionate you are about that kitchen remodel. So even if the numbers aren't optimal, there could be enough of a financial and emotional boost to justify a mortgage refinance. Just remember, you're leveraging your home. And a 30-year loan, while having a higher interest rate, can provide a lower monthly payment that's more manageable in lean financial times. "On a 30-year loan, you can make a larger monthly payment to pay the loan off in 15 years," Young says. "If you run into cash flow problems, you can always make the minimum payment. Refinancing for a 15-year loan, while getting you a better interest rate, will also get you a higher minimum payment that must be paid on time." Before you refinance, ask yourself these questions: * How's my credit score? A stellar credit score can help you get a good interest rate. * How will I pay my closing costs? Many people roll them into the refinanced loan amount. But saving enough to pay for the closing in cash can make the refinance an even better deal. * Where does my mortgage fit into my family's financial picture? Consider your overall budget, investments, college savings plan and other financial goals. * If your refinance lowers your monthly payment, what will you do with the extra cash? Many people don't have a good strategy for this additional monthly savings. Ideally, the payment savings should be applied to other debt or to boost your savings account.

(BPT) - Interior design is in a constant state of transformation, and this year homeowners are taking control. The "keeping up with the Joneses'' mentality is giving ground to the desire for personalized design that reflects the exact needs and design aesthetic of the residents. In 2014, more people will actively embrace the role of designer in order to create a home that is truly one of a kind.

"We're at a fascinating point in the evolution of the interior design process. Interior design professionals once ruled the roost, but that's all changed with design TV, blogs and the Internet," says Elaine Griffin, New York interior designer and author of "Design Rules." "Clients today are well educated and have taken back the power. They're so knowledgeable that they're doing it themselves.

Personalized design Assuming the role of designer doesn't have to be intimidating. Griffin offers a few expert tips for taking your home design into your own hands and creating a custom space that's perfectly personalized: * Research and check twice Taking the time to properly research and educate yourself is important so you get beautiful results without unwanted surprises. "You want to know what your options are in terms of price, value, quality, design and style," says Griffin. "What's returnable? What's not? Sometimes custom means you buy it, you own it. Do your research." Griffin also suggests being cautious when measuring. "Always measure twice, buy once," she says. "That's the first place where DIYers fall short. You only have one option when you're going custom - just right. Scaled drawings should be involved." * Customize visible features Griffin suggests investing in highly visible features of your home. "Like in the bathroom, you can focus on something that's focal-point-worthy, like the KOHLER Artifacts faucet collection. It's a piece that just belongs to you," she says. Artifacts collection allows you

to create a custom faucet by choosing from a variety of spouts, handles and finishes for a look that's all your own. Window treatments and lamp shades are other highly visible features of the home that are too often ignored. Updating these features can instantly breathe new personality into a room.
