Lords Committee publishes Licensing Report Significant issues remain between the licensing and planning systems, according to a Lords Committee A new report by the House of Lords Liaison Committee on the Licensing Act 2003 has found that significant issues remain between the licensing and planning systems and that little progress has been made in addressing the lack of coordination between the two systems. The report calls for the Government to work with all interested parties to establish clear mechanisms for the licensing and planning systems to work together and communicate effectively. It also recommends that a mandatory minimum standard of councillor training needs to be established for councillors who participate in licensing committee or subcommittee proceedings to ensure consistent decisions across licensing committees. The report further states that the lack of progress in improving access to licensed premises for disabled people is “unacceptable” and called for the law to be amended to require that an application for a premises licence should be accompanied by a disabled access and facilities statement. The new report from the House of Lords Liaison Committee follows up the 2017

report by the Select Committee on the Licensing Act 2003. Baroness McIntosh of Pickering, former Chair of the Select Committee on the Licensing Act 2003, said: “Our original inquiry concluded that the Licensing Act 2003 was fundamentally flawed and needed a radical overhaul. It is now five years since we published our findings and we have not seen the progress we had hoped. “We urge the Government to review our conclusions and recommendations and act now to tackle the issues that remain unresolved.” The committee also believed that a formal review of the impact of minimum unit pricing across Scotland and Wales should be undertaken, and consideration given to the benefits of its implementation in England. Highlights include: • The ‘Agent of Change’ principle, which captures the idea that those introducing a change in the use of land should manage the impact of that change, should first be

Carlsberg Group is putting its bio-based and fully recyclable beer bottle into the hands of consumers for the first time. The pilot will see 8,000 Fibre Bottles being sampled in eight Western European markets - the United Kingdom, Denmark, Sweden, Norway, Finland, Poland, Germany and France. The bottle also contains beer brewed with organic and regenerative barley. Testing at this scale is expected to give Carlsberg the opportunity to gather feedback on people’s experiences of the product and to inform the next generation of design. The bottles use a plant-based PEF polymer lining which also functions as a barrier between the beer and the fibre outer shell, protecting the taste and

adopted in the section 182 Guidance to reflect the current policy in the National Planning Policy Framework, and then be subject to review and reform. The Government should consider incorporating it into current planning reforms in the Levelling-up and Regeneration Bill to prevent further uncertainty. • The Government should undertake a formal review of the impact of minimum unit pricing (MUP) across Scotland and Wales and consider the Ministerial report on the effect of MUP in Scotland to assess the benefit of implementing MUP in England. It should also review the effect of the proposed alcohol duty reforms on excessive alcohol consumption within three years of its implementation. • The recent decision not to extend the Licensing Act airside should be reviewed within three years to ensure that disruptive incidents caused by alcohol consumption are being effectively managed by existing industry initiatives and regulation.

Portman Group upholds complaint A complaint against premium spirits brand Jatt Life has been upheld by the alcohol industry’s Independent Complaints Panel after it sponsored luxury driving event ‘The Cannon Run’. Jatt Life’s sponsorship of The Cannon Run, was considered to breach six Code rules. These included linking alcohol consumption with social success and enhancement of athletic performance, as well as using under25s in promotional activity. The Panel noted videos of The Cannon Run were present on the company’s social media channels and that there was no evidence of promotion of responsible drinking during the event, or appropriate due diligence to ensure responsible and age-appropriate drinking. The Panel found this particularly concerning for a sponsorship that was linked to driving.

Bowls England and EIBA streamline systems

BT remains home of three major leagues until 2027 BT has secured the rights to the majority of the UEFA Champions League games, plus all the UEFA Europa League and the UEFA Europa Conference League exclusively live, for a further three seasons until 2027. Last season the Leagues proved a huge success on BT Sport, said the company, with a 37 per cent increase in UEFA Champions League viewer hours, and the final between Liverpool and Real Madrid seeing 12.6m people tuning in across all platforms. The new format of the three European

competitions will be shown from 2024, with 12 more teams, more matches and the introduction of an additional knockoutplayoff round. In each competition, 36 teams will play in a single league format, with those finishing 1-8 progressing to the Round of 16, teams placed 9-24 contesting the additional knockout round, and the bottom 12 teams exiting the competition and no longer dropping down into the UEL and UECL respectively, introducing more jeopardy and must-win knock out matches. • btsportbusiness.com

Elixir Distillers to buy Tormore Distillery Independent whisky specialist, Elixir Distillers, has signed an agreement to buy the Tormore distillery and brand from Pernod Ricard. The Speyside acquisition is the latest move from co-founders and owners Rajbir and Sukhinder Singh to develop Elixir Distillers into a world-leading brand owner, distiller and independent bottler. Tormore distillery has been owned by Pernod Ricard since 2005 and is among one of the larger distilleries in Scotland with a capacity of just under 5 million litres of alcohol per year.

Bowls England and the EIBA commissioned software developers b4b to create bespoke competitions portals to help streamline admin and improve the player experience. The Bowlr system has now been rolled out to over 110 UK bowls clubs in the UK. Alistair Hollis, Head of Sport Development at Bowls England, said: “We now have a robust system that enables us to manage our events from the first round to the national finals.” Anthony Tilley, MD of b4b, (pictured) said that it had been an honour to work with some of the sport’s biggest names and that

the company had ambitious plans for growth. “Within the next few years we want to be in as many bowls clubs across the UK as possible. We also plan to take on the international market,” he said. “The possibilities are almost endless, and we see the Bowlr system being an established fixture in the wider sporting world.” • www.bowlr.co.uk/

We are Sue Ryder The ‘We Are Sue Ryder’ campaign, launched in July, highlights the rewarding and heart-warming moments a career in palliative care can offer, celebrating the lasting impact palliative care nurses can have on patients and their loved ones at the end of life. The campaign comes as Sue Ryder announces it is facing the worst recruitment challenge in its 65 year-long history. This is symptomatic of the wider nursing crisis, with one in 10 nurse posts in England currently unfilled across the entire profession. “Working at Sue Ryder you’ll be part of a multidisciplinary team working in a

CLUB AWARDS REWIND – WELCOME

Let Dinner commence! Last year, after months of lockdowns, Club Mirror’s Sean Ferris was delighted to welcome back clubland as it came together under one roof to celebrate. “Well it’s been quite a ride has it not? What an 18 months. Who knew it would be two years before we could meet again. So it’s wonderful that you’re all here tonight and we intend to celebrate. “We are the lucky ones – we’ve survived. And while the Club Awards have been unable to take place for all the obvious reasons, we hope that the Festival of Clubs is a happy substitute, a celebratory dinner and a recognition of what we’ve all been through. That said, we can’t ignore what has happened in those lost months, so – pre-moving into total happy mode – let's raise a glass to absent friends.” Sponsors and club-supporting suppliers were then thanked for their support, and previous Club Awards finalists and winners were welcomed. The role that clubs continue to play during the pandemic was highlighted in a short, poignant video, showing clubs tirelessly at work in their communities, from setting up food banks and food deliveries, to acting as vaccination centres and caring for their most isolated and vulnerable members. “Clubs never fail to impress. And talking of impressive, we have special clubs in the room who reached their centenary during 2019 or 2020 but have been unable to celebrate properly. We’re delighted that you’re here to join the party. We’ll be recognising you on stage as you join our new 100 Club.”

The Club Awards stalwart was delighted to welcome previous winners and finalists to join him on stage – which they did in abundance. Interludes during the proceedings included Dransfields’ fun-filled Spotlight Musical Bingo with the winner carrying away a huge, hi-spec TV screen. Also – far right – Phoenix Arts Club got the room buzzing in a sing-along, while an impromptu magic trick, had guests enthralled (see next page). The evening was rounded off in spectacular fashion as the four-piece tribute act Abba Gold took to the main stage and delighted the audience – many of whom hot-footed it to the dance floor – with such classics as Dancing Queen, The Winner Takes It All and Mamma Mia.

PREMIER LEAGUE SPECIAL

Premier League 2022/23 kicks off The new Premier League campaign kicks off on August 5 with a mighty match between Crystal Palace vs Arsenal. With 20 top football clubs battling it out for the coveted prize, clubs are ready to join in the action.

W

hether watching it pitch-side or from the comfort of the clubhouse, the thrilling Premier League season will play out on the world stage, watched globally by around 3.3bn people, as the top teams battle for the number one spot. A Winter World Cup will see the action brought to a halt mid-season, with match-round 16 being the final one played (November 12/13) before players head off to Qatar to play for their country. It then resumes in style on Boxing Day, concluding on May 28, with all matches kicking off at the same time on the final day. In other news, a note-worthy change is the return of five substitutes rather than three. The three substitutes rule was instigated when the league reconvened post the Covid-affected 2019/20 season, but in March this year Premier League sides voted in favour of bringing back five subs on a permanent basis. At the same time, the transfer season is well underway (June 10 – September 1) with Arsenal fans welcoming Gabriel Jesus from Manchester City and Fulham hailing the arrival of Andreas Pereira from Manchester United, all making for some fascinating conversations at the club bar. So an exciting time all round for football fans. Be sure that your club is the viewing venue of choice, and enjoy the following facts, figures, fixtures, marketing mechanics and the obligatory quiz, all designed to keep your team on top of the beautiful game.

Able to produce up to 65kg of high-quality flake ice in 24 hours thanks to multi-blade cutters, the FM-60KE-HC best suits clubs with a requirement for displaying or transporting foods thanks to the unique texture of the ice. Simon Frost, Managing Director UK & Ireland explains: “The texture of Hoshizaki flake ice has a quick cooling effect, creating an environment of uniform temperatures, without causing unpleasant freezer burn. This is why Hoshizaki Flake ice is highly popular and considered the ideal material for transporting cold foods or preparing and layering attractive food displays.” The FM-60KE-HC uses environmentally sustainable Refrigerant R920 as the cooling agent for minimal ozone impact and improved performance and capacity.

An intuitive and automated water circuit rinse cycle prevents harmful residues from clogging the hydraulic system, helping to maintain hygiene standards, while the closed water circuit ensures protection against contamination during the entire ice production process. The machine measures 498 x 570 x 697mm (W x D x H) and can slot into a standard counter space, perfect for small spaces under counters, says the company. • hoshizaki-snowflake.com Monika celebrates 30 years Monika has celebrated its 30th anniversary by recording its highest ever annual turnover.
