DESIGN BRIEF Project description. A result of the Extreme Centre sub-project will be a paradise for outdoor activities. Utopians will have an opportunity to try and learn during the light time on weekends several major extreme sports, such as base jumping, abseiling and rock climbing. They also will experience tracking in the tropical forest and a unique lava tube. The master plan of the sub-project represents a cluster of elements that are gathered around the Main Centre. Each station works independently and has its own equipment storage. In the Main Centre lectures, exhibitions and group meetings relating to extreme sports can be holed. Apart from this, the Main Centre is an administration and information spot with rest and self-catering zones.

PROJECT SCOPE MANAGEMENT

02

Network Diagram Draft SCOPE The Main Centre’s oor area was the given scope of the subproject. It should not be less than 1200 square meters. Of course, the main building is a signicant part of the projects, however, without other stations (abseiling, lava tube, etc.) the Main Centre becomes just another pavilion with no specic function and theme. Therefore, a number of visitors, who can use each station separately have been added to the started scope. © 2016 Deloitte Australia

Existance of a river on the project’s site requires construction of a bridge across it. Preliminary project taks includes a rope bridge. However, it is not the safest and long lasting object. Therefore, it is suggested to construct a bamboo bridge. Firstly, the structure will be more durable. Secondly, it is an oportunity to practice bamboo construction, before the main objects.

5

CHANGES IN SCOPE The original scope included also a hang gliding station, however, there are some reasons, hang gliding cannot be included in the project. Firstly, even a professional hang gliding pilot is required in an about 60 meters’ at spot to land. First-timers and beginners need more space, that the island cannot provide. Secondly, an average wing span is 10 m; if a hang glider is packed and its length is 5.8-6 meters and its weight is around 30 kilograms (for more information go to Appendix, p.40). This makes it very difcult to carry back to the start spot after a ight. Especially, a journey with such heavy and the bulky load becomes hardly possible for beginners in the dance forest on the island. Commercial groups solved this problem by transporting clients and wings by car back to a start point. In the Volcano World project use of vehicles does not t nor due to landscape characteristics neither to fuel/energy consumption by engines. To compensate the loss of hang gliding activities, rock climbing has been suggested and implemented in the project. The sport suits perfectly to the volcanic landscape and the theme of the whole project. Rock climbing has one of the longest history in extreme sports world and has a signicant niche in the sports area. There are several types of climbing: bouldering, sport, and trad (traditional) climbing (for more information go to Appendix, p.41). This provides an opportunity for people with various interests, yet it is an environmentally friendly sport.

ASSUMPTIONS AND CONSTRAINTS The isolated and independent conditions of the island create both advantages and disadvantages. In terms of constraints, the remote location and high environmental goals play a signicant role in the project. The decision has been made to avoid engines that are required fuel (gas, diesel, etc.). Only recycled fuels can be used, such as human or building waste. Albeit, some cranes are necessary to install the bridge, to transport materials and people across the river and to erect the Main Centre, yet non-fuel equipment can be applied. Pulley system cranes are suggested. It takes more time to install such crane in comparison with a fuel crane, but the main objective of the sub-project is an impact. Also, with a proper human resource management time will not be an issue. Additionally, this “old school” tool brings a dose of fun on a building site. When people work not for money, but for their own future, towards creating something that their families are going to use, the process should be entertaining. Pullet system crane is not a way of slavery, but attraction. Moreover, Utopians will not have any fuel cars on the island, when the building is nished, so it is helpful to train them solving of complicated problems without the outside help.

PROJECT TIME MANAGEMENT 268days

The whole subproject is split into several independent chunks. During bamboo harvesting and treatment period, training is to be undertaking along with site and lava tube researches. Some basic tasks can be started at the same time as well. For instance, cutting trees/bushes is a type of job that denitely had to be done during previous stages of the Utopia project. Therefore, labors for this task do not require learning. The Main Centre task is the most resource consuming. It is a part of the critical path, which also includes cranes construction and paths creating to construction sites. The bridge across the river is another big chunk of work, but it does not inuence the whole project signicantly, as cranes are to be used for transporting on the other bank goods and labor. One of four smaller tasks starts soon after the Main Centre. As soon as the rst nishes the whole sub-team transfers to the second. These smaller tasks include Abseiling, Base Jumping, Rock Climbing and Lava Tube stations. Four smaller stations nish earlier than the Main Centre, so the team that implemented all of them are relocating to another task - all paths nishing and landscaping. The working schedule is to be adjusted, depends on the season, and no articial light is needed. The construction site is open 7 days a week, people are allowed to work not more than 40 hours per week. A group of 30 trained labors, who does the main work is split into subgroups, in a way that every time there are a resting and working teams, who swap places every 2-3 days.

All 30 trained Utopians are distributed relatively equally through the whole length of the project. As it was described earlier in the TIME section, there are more activities happening at the start of the project and when a tasks number becomes smaller, more people work on one site. Therefore, more supervisors are required at the beginning of the project. While up to the end only one supervisor stays in the project. This method helps to save money on supervisors’ living expenses. April 27/03 03/04

At team meetings, coaching, progress checks INTERACTIVE COMMUNICATION is to be used. For the Utopians mass meeting, a PULL COMMUNICATION methods suites better. Because of the large public, it becomes hard to have personal contact with each person, however, survey and/or voting will help to receive feedback from future users about their preferences and visions. PUSH COMMUNICATION will work during contacts with the government. The goal is to prove and peruse the correct position.

It is: support of small, local business for materials supply; employment of both local and overseas professionals, to share experience; conducting the necessary research along with The University of Queensland; organization of internships for students from Australian Universities. These criteria underline closed or very detailed open tenders. It limits the area of applicants and increase suitability to the main ides. The project’s value in society becomes higher and interest for future investments can increase as well as interest to the project; approvals and communication with government and ratifying parties are smoother and easier. Mainly Sydney ofce is busy with the procurement part of the project.
