Sunday afternoon I settled

This is the 67th year the Ladies Curling Bonspiel weekend got off to another great start. A total of twenty four teams from Wawa, Soo and surrounding towns showed the right stuff and, in between a lot of laughs, proved that these gals can curl. Friday afternoon the first draws got underway so that the packed schedule could be timely completed. I arrived in time to take the pics of the gamer teams entered in the costume parade depicting this year's theme "Game Night". The curling rink was transformed into gamer groups as they paraded their memories of games of old, and not so old. I was transported back to yesteryear as I recollected my weekend binges playing monoply, snakes and ladders, dominoes, scrabble, bingo and the Price is Right. Many foursomes brought back memories of my grandchildren keeping me sharp in how to outsmart them in their games: hungryhungry-hippo, duck-duckgoose, and as they matured into teenagers "beer pong" seemed to replace the others. I must say that the "Beer Pong Princesses" must have been playing with a little something stashed within their oversized red solo cup costumes, as they were thor-

The Michipicoten River Standing Advisory Committee (SAC) is seeking applications to fill a vacancy for the Lower Michipicoten River Recreational Users position.

Mandate and Composition of the SAC: The mandate of the SAC is to advise, monitor and assist in the implementation of the Michipicoten River Water Management Plan submitted by Brookfield Renewable and approved by the Ministry of Natural Resources and Forestry (MNRF). It comprises public members and First Nation and Metis community members to represent many and various interests and uses throughout the entire watershed area. Brookfield Renewable and the MNRF support the SAC. Eligibility: Applicants must be recreational users of a part or the whole Lower Michipicoten River, which runs from the Hollingsworth Dam to the mouth of the River into Lake Superior, 35 km farther downstream. Applicants must submit an expression of interest before April 26, 2019.

Meeting Schedule: SAC meetings are held in Wawa usually twice a year in the spring and fall. Each member is selected for a term of 3 to 5 years.

Compensation: Members are reimbursed for reasonable expenses such as travel and meals and receive a per-diem.

May Contain Nuts - Why Carbs are not the Enemy Today its eggs, yesterday it was carbohydrates, tomorrow it will be something else. Food is not the enemy. Many diets vilify particular foods and create clear “do” and “don’t” eat groups. Like children, being told you cannot have something makes you want it more. You then feel you have “cheated” on your diet. You feel ashamed, crappy, and you think you have failed.

You have not failed, your diet did.

You would never take a pain killer for a headache and when it does not work think “Boy, my brain sucks, the pain didn’t go away like it was supposed to.” No. You think “Guess that painkiller wasn’t strong enough for my headache”. You don’t blame yourself for not ridding your headache- you blame the painkiller. Yet when our diets fail, we always blame ourselves.

It really isn’t you-it’s them.

Black Bean Burger Ingredients •2 (14 ounce) cans black beans, drained, rinsed, and patted dry •1 Tablespoon extra virgin olive oil •3/4 cup finely chopped bell pepper (1/2 of a pepper) •1 cup finely chopped yellow onion (1/2 of a large onion) •3 garlic cloves, minced (about 1 Tablespoon) •1 and 1/2 teaspoons ground cumin •1 teaspoon chili powder •1/2 teaspoon garlic powder •1/4 teaspoon smoked paprika •1/2 cup bread crumbs or oat flour •1/2 cup feta cheese •2 large eggs •1 Tablespoon Worcestershire sauce •2 Tablespoons ketchup, mayo, or BBQ sauce •pinch salt + pepper

The bodies preferred source of fuel is glucose-commonly derived from carbohydrates.

The body can function on other things such as ketones or fatty acids, however, its preference is for glucose. Just like protein and fat, our body only needs a certain amount to do its job and going above that will result in extra being stored in the body-this is when being mindful of how much carbs are coming in is beneficial.

Overeating in the carbohydrate category is super easyit’s where all the good stuff falls: chips, cookies, muffins, chocolate, loaves, pies, croissants, tarts, pasta, bread, the things we eat a whole bowl of and not even realize.

Be honest, we have all been there.

Carbohydrates also come from fruit, some vegetables, milk, cheese, yogurt. Analyze where your daily carbohydrates are coming from. If they

are mostly from a box then maybe it’s worth cutting back in that department and including more natural sources of carbs. The same can be said for protein and fats, we always want to include the highest quality proteins and fats we can tolerate in our diet while still maintaining a good quality of life.

A recently published study has put eggs back in the spotlight. The media has sensationalized the findings and eggs are back in the “don’t” eat list. While there are foods we should consume more and less often, eating a balanced diet, while not overeating in any one area, is still the ideal “diet”. This includes a burger and beer on a hot summers day, or popcorn when watching a movie. Let’s face it, who wants to skip dessert on their birthday. Not this dietitian!

Instructions 1. Preheat oven to 325°F (163°C). Spread beans evenly onto a lined baking sheet and bake for 15 minutes until slightly dried out.

2. Meanwhile, sauté olive oil, chopped pepper, onion, and garlic over medium heat until peppers and onions are soft, about 5-6 minutes. Gently blot some of the moisture out. Place in a large bowl or in a food processor with the remaining ingredients. Stir or pulse everything together, then add the black beans. Mash with a fork or pulse the mixture, leaving some larger chunks of beans.

3. Form into patties– about 1/3 cup of mixture in each.

4. To bake: Place patties on a

5. Serve with your favorite toppings.

After School Program The after school program is well under way but we always welcome new participants!!

How many times has Canada been chosen as the best place to live or placed at least in the top ten best nations to live in the entire world? There have been many surveys based upon responses to a large variety of criteria. Admittedly I didn’t come up with a final answer in my research, but suffice to say we have achieved this honour many times in our history.

If you ask people what makes a country a great place in which to live, you are going to get a very broad range of answers, but most will fall under general categories such as climate, geographic location, type of government, economy, wealth, resources and so on. Now I don’t have any degrees in sociology or economics, but I can say with absolute certainty that a nation’s overall commitment to and delivery of public education is a primary determiner in nation building success.

Education plays a critical role in deciding the path a nation follows in world growth.

The more formally well educated people a country has, the greater the opportunity to draw investment and wealth which leads to development and prosperity. Nations that make education a cornerstone have a distinct advantage of those who do not. By encouraging citizens to share what they learn and engage in discussion, we put in place our plans for security, prosperity and overall satisfaction or even happiness.

Given the predominant role that education plays in national success, it would seem that it should also be one of the highest priority investments that any government can make to ensure the continued safety and prosperity of its people.

As of late here in Ontario, however, education seems to instead seems to be one of the greatest targets for Doug Ford’s government.

This Conservative Government seems more committed to saving money by reducing the number of teachers in Ontario classrooms than it is to providing our children with the very best education we possibly

can. The result of Ford’s “efficiency finding” is his decision to increase class sizes in both elementary and secondary school levels.

By no means are the Conservatives novices at the ‘spin game.’ They know that by telling the public that it doesn’t really sound so horrific just to add one more elementary student or just six more high school students per class. But according to Harvey Bischof, President of the Ontario Secondary School Teachers’ Federation, in looking at the total picture, this will mean a loss of literally thousands of teaching jobs over the next four years – over 5700 in English public secondary schools alone. Bischof stated, “That equates to a loss of approximately 34,000 classes.”

Bischof went on to explain that this will mean that any school’s smaller or specialized programs are doomed to be cut because the schools won’t be able to afford to accommodate the lower numbers necessary.

If you have lower numbers in one class, that reduction has to be made up by adding students to other classes. “It means ballooning class sizes in any course that is not limited by issues such as student safety, as we would see in certain technology classes.”

Education Minister Lisa Thompson also announced that all secondary students will be required to complete one course each year online at home. Not only does this decision fly in the face of all we know about accommodating all students learning styles as live classroom teachers do, but it puts pressure on those families who are not able to afford computers or internet at home.

And just for good measure, after years reaping the benefits of advanced learning by offering full day kindergarten, Thompson refuses to commit continued funding for this in the future.

The meddling with education is not limited to the elementary and secondary school levels by any means. Ontario has the

unfortunate reputation of offering the lowest per-capita postsecondary funding, the very highest university tuition fees as well as the highest student debt levels in all of Canada.

Ford’s cuts will force low and middle-income students to take on even more debt to pay for their education. This will take a toll, not only on their finances, but also on their mental health. Our graduates are walking out of our colleges and universities with dreams of moving onto the next stage in life - experiencing new challenges and opportunities as wage earners and consumers - only to be kneecapped with a lifetime of crushing student debt loads.

Chris Glover, Ontario NDP Colleges and Universities critic recently put forth a motion calling on the government to convert all future OSAP loans to grants and stop charging interest on existing student debt. Glover stated, “Too many young people in Ontario face the impossible decision to either shelve their academic career or take on enormous loans. Wealth should not be a pre-requisite to accessing a high-quality post-secondary education. And we should not be saddling low- and middleincome students with so much debt that it holds them back from reaching their other life’s aspirations, like moving out of their parents’ home and starting a family of their own.”

Predictably, the Conservatives turned their backs on Ontario students and voted the motion down.

I have always maintained that Algoma-Manitoulin’s greatest resource is its people. I believe the same to be true for the youth of Ontario. There is no doubt in my mind that one of the smartest investments Ontario can make is in the education of our children and youth, for it is in them that our true future lies.

Ford Government Must Ensure Wood Supply Access For Northern Mills, Forestry Jobs: Ndp During question period on Tuesday, NDP Northern Development critic Michael Mantha said the Ford government must ensure access to wood supply for northern mills and forestry operations, to support the hundreds of jobs that depend on them.

Mantha said the future of one mill in Fort Frances is in jeopardy, and another mill in Thessalon is cutting jobs because the Ford government is failing to allocate wood supply.

“Your government controls the wood rights on crown lands. It also has the legal obligation to involve First Nation communities in meaningful consultations, but like the Liberals, this government is sitting on its hands instead of taking action,” said Mantha, MPP for Algoma-Manitoulin, during question period in the legislature.

“A company wants to use wood from the Crossroute Forest to bring back forestry jobs to Fort Frances. The town contends another company is transferring Crown fibre from the Crossroute Forest to its other operations in northwestern Ontario, contrary to the

terms in the Sustainable Forest License agreement.

“And just last week a 30 per cent workforce reduction was announced at Midway Lumber in Thessalon.

“Will this government tell the families from Fort Frances, Thessalon and across the North, that it will ensure that mills and forestry operations have the wood they need to operate and support the hundreds of direct and indirect jobs that depend on them?"

Mantha said that over the last 15 years, mills and forestry operations have closed all over Northwestern Ontario.

That includes at least five in Thunder Bay, two in Dryden, two in Kenora, one in Sioux Lookout and one in Fort Frances.

“Those closures came with devastating job losses that hurt thousands of families,” Mantha said.

Mantha reminded the Ford government that in 2014 when the PCs were in opposition, they supported wood allocation to reopen the Fort Frances mill — only to reverse position now and fail to come to the table.

Three Conseil scolaire catholique du Nouvel-Ontario (CSCNO) highschool teams took part in the provincial cardboard boat races championship in Waterloo today (March 5, 2019). The teams from École secondaire catholique l’Horizon (Val Caron), École secondaire catholique Champlain (Chelmsford) and École secondaire Saint-Joseph (Wawa) earned their spot at the provincial level after obtaining great results at the regional

competition which took place back in November 2018. Each team had to design and build a coardboard boat on site and test it in water over a distance of 25 metres. The vessel also had to undergo a weight challenge to determine how many teammates the boat could hold without sinking. In addition to the construction quality and speed of their vessel, students were also evaluated on teamwork, organization, security, creativity and team spirit.

Sorry to rain on your parade, but with spring well underway, a downpour is next up on the forecast. As Canada faces April showers, flooding becomes an imminent risk for property owners, residents and businesses.

Each spring, regions across Canada experience the wrath of flooding. Last year alone, snowmelt led to evacuations in B.C., Alberta and New Brunswick, while areas in Ontario declared a state of emergency due to increased sea levels.

To provide insight of the damage ahead, last year alone insured damage from severe weather in Canada reached $1.9-billion, a majority of that due to flooding. Last fall’s GTA flood alone caused over $80-million in insured damage.

Weather events and rainstorms have elevated the costs of flooding (now the costliest type of property damage) and the stakes for property owners are at an all-time high.

From urban sprawl developments on floodplains to the concrete landscapes of Canada’s developing cities, the loss of absorbent ground is accelerating with ever-increasing amounts of water left with no place to go.

Localized flooding is a top

concern for Canadians who are likely wondering – what’s next and what can I do?

Water damage, mould and property loss are only some of devastating outcomes when property owners are unprepared, or unsure of how to deal with the after-effects of a flood.

FirstOnSite Restoration has spent the past decade mitigating floods and disasters for businesses and homeowners across Canada.

Here are several ways to protect properties against flood damage, whether commercial or residential.

Flooding prevention tips 1. Waterproof your basement, fill any cracks in the foundation, and put weather protection sealant around windows and the base of ground-level doors. Install flood shields or barriers for basement windows and doors.

2. Clear debris from your roof and eavestroughs so that they drain properly during heavy rains. Downspouts should extend at least six feet from the basement wall, well away from your and neighbouring properties.

3. Clear snow from roof.

Your roof is designed to handle a certain load, but heavy snowstorms can cause snow to overload its capacity. A snow thaw can lead to roof leaks as

water seeps into cracks and damaged vents. Basements can also flood when large amounts of snow and ice melt quickly. *Only a professional should attempt to access or climb a roof in the winter 4. Raise large appliances in the basement onto wood or cement blocks. If possible, raise electrical panels, switches, sockets, wiring and heating systems – otherwise protect them with a floodwall or shield.

5. Anchor furnaces, water heaters, and/or oil tanks to the floor. Unsecured, they may tip over or float in a flood. A ruptured tank may leak fuel, creating a serious fire hazard.

6. Check that all basement flood drains are not blocked or covered. For extra precaution, you can install a water alarm to let you know if water is accumulating.

7. Make sure your sump pump is working and install a battery-operated backup in case of a power failure.

8. Install backflow valves for drains, toilets and other sewer connections in the basement.

These valves automatically close if water or sewage backs up from the main sewer.

9. Turn off the electricity in flood-prone areas of the property if a flood is expected in your area.

10. Talk to your insurance agent about flood insurance.

Standard residential insurance may not cover floods caused by water overflowing from lakes, rivers and other bodies of water (called overland flooding) but may be available separately.

For business owners, flood insurance could be available as an add-on coverage to commercial property or to business interruption insurance policies.

Commercial sewer backup coverage may also available but usually purchased separately.

Castonguay's Hockey Family Joins Community In Fundraiser

Article and photos by Barb Fisher Hockey is so much more than On-Ice Battles. Ask any hockey parent why we spend our wintery weekends filling the stands of the cold arenas of Northern Ontario surviving on French fries and stale coffee and they will tell you, it's so much more than hockey....we are a family!

This past week our family members, the Castonguay's from Dubreuilville were hit with devastating news - they lost their home and all its contents to fire. A Go-Fund-Me page was quickly assembled to assist the Castonguay Family, and our Bantam Travellers

immediately stepped up to show Brother Matt and Brother Miko that their love for their teammates stretches beyond the boards of the hockey rink.

A small army of volunteers led by Bonnie Ross-Leadbetter made the call to bakers across the land to assemble their sweet wares for a Bake Sale fundraiser held this past Saturday at Wawa's Community Centre.

Participants in the OldTimers Hockey Tournament and Ladies Curling Bonspiel events happening on this day, anxious to help gave in to their sweet tooth and joined the many townfolk who generously donated a total of $2,738.90 toward helping this amazing

family get on their feet....and skates, again.

Dubreuilville and Wawa have always had a great level of support for each other, and combined these two towns have turned out some very impressive hockey talent, and in trying times such as this, some very caring individuals. Our Hockey Family is honoured to have helped in this time of need; the lessons learned by these young hockey players will stick with them long after they hang up their skates. Best Wishes to the future of our Castonguay Hockey Family!

"The Resolutions" A Short Story Series Chapter 11

On this Thursday night meeting, Henry nervously slid into the booth seat, swallowed the rest of his drink that he had in his right hand, put the glass on the tabletop, and got out his envelope, from his left coat pocket, ready to hand it over, just like the last 'client'.

But the 'owner' of this 'office' site – from now on, let's call him by how he is known by everyone around town – 'Booker Bob', (so that makes his initials BB of course, just like in the gun), stopped him by putting his hand on his right arm that now held the envelope..

“Hold on, Hank, old buddy.

What's your hurry! Let me get your account up on my laptop here, and look up what you owe me first. How about another drink on the house, while I check it out?”

Henry stuttered out a reply, “Uh, no thanks. I have to get home.”

BB stopped keying in his entries, and looked straight at Henry. “Yeah, I see. I guess your wife has you on a short lease by the sounds of it. My ex-wife was like that too. I finally had enough and got a divorce. Now I have alimony to pay, so I guess she still has me on a leash, eh.” He stopped and thought about that for a moment, before uttering a chuckle. Then he picked up the conversation. “How is your wife – Alice, isn't it? I heard she got shot at last night.”

Henry's jaw dropped, and he stammered, “Hhhow... how did you know about that?”

BB replied, “Oh, I keep close tabs on my clients. I like to know how they are doing between visits. I hear you had a nice New Year's party too, over at Jack and Meisha's. Make any New Years' resolutions – bet you did.

Everybody does, don't they.” He chuckled at his use of the 'bet' word.

That struck terror in Henry's mind. He spies on me?

Before he could think or say anything BB went on. “Ah, here we are. Wow, that comes to $3000.00, as of tonight. Let's see that envelope now please.”

Henry held the envelope in his right hand, ready to give it to BB. But because he was momentarily stunned by the amount, he hesitated, and continued to hold on to it. “What did you say the amount was? The other day when we talked, you said it was $2000.00. That's what I have in this envelope.”

BB sighed, and shook his head back in forth, in mock sympathy. “I know that's what I told you, but an added expense on your account has come up. I need $1000 to keep your secret.”

“What secret?” Henry blurted out.

“Well, you see I happen to know what happened last night

at Mac's. They had an armed robbery there, you know. I hear nearly $500 was taken. But of course, you know all about that, don't you? You were the perpetrator. That dress and makeup was a master stroke. Likely a wig would have worked better than the balaclava. Mind you, that would be more memorable for the clerk to remember, and the rest of your look would be less reliable when it came to describing the robber to the police. So, gotta admit - Brilliant! I loved it.”

“What do you mean? What are you talking about?” Henry blustered, but inside his stomach just rolled, and he felt sick. He suddenly had a strong feeling where this was going.

“Now, now, don't be modest, buddy. I watched you come out of your house in that getup, a little while after Alice left. It got me curious as to what you were up to. So I followed you over to Mac's. Very daring move, I must say. And you got away with it, except for that unfortunate run-in with that lady. Bad luck that it happened to Alice, though, wasn't it?”

The blood drained from Henry's face, as he listened to this revelation. He tried to sound indignant, but failed miserably, as he blurted out, “What do you think gives you the right to be spying on me? I pay you for my betting, and that is where it ends!

Got it?”

“Whoa. Now calm down.

What's done is done. I apologize for that. You are right. What you do on your own time is none of my business – until now of course. You see, now that I know you committed an armed robbery, as a good citizen, I must turn you in to the cops. I could be charged with harbouring a criminal. You would not want me going to jail too, would you.

Who would your bookie be then?

I have to look after myself too, you know. It's the only respectable and honourable thing to do, right?”

Henry pleaded with BB. “Oh, please, don't. Okay, you win. I only did it to get your bloody money to pay you off anyway.

So now you can delete my name off your file in your computer..”

He realized how unlikely that was, after he said it.

BB smiled maliciously at Henry. “Good bravado, Hank.

Nice try. No, don't worry. I am not a good citizen. I won't turn you in, as long as you pay me this $1000 hush money, for the month of January. Then next month it will be another $1000, and so on thereafter. Be glad that I am not adding interest – a flat thou every month will be fine with me. But of course, if you miss a payment for a month, then, yes, interest will start to accumulate for each day that you are late paying up – just like regular payments.”

Henry's attempt at bravado didn't last long. He started to beg

in earnest this time. “Oh no. I can't pay you that every month. I told Alice we were through, and I mean to honour my commitment to her. Turn me in, if you have to. But no more money goes to you. Delete my file from your computer right now! ” BB nodded, and paused momentarily, for effect. “Wow, you are serious, aren't you? Okay, then. Here is what I am willing to do, then. I will write off this payment. In return, I expect you to do some little jobs for me, off and on. I will get in touch with you as needed. Now, I would hate for any harm to come to Alice.

You know how many women are assaulted and worse every day.

And what hackers can do on your phone and computer these days.

And even corporations and government offices are not immune anymore. Tsssk – just criminal, isn't it!” He paused, giving time for this threat to sink in.

Henry's mind began to swim, as he tried to digest that threat.

His bravado and bluster wilted away, as he realized he was hooked in, no matter what he did or said. He slumped in his seat, sighed, and lowered his head, as he stared at the tabletop. Slowly he looked up into the smiling face of BB. “Okay, you win.

What jobs are we talking about?”

BB laughed. “Now, that's better. It will be a great relationship.

I'll tell you about that later at the appropriate time. Now, you won't be a 'client' anymore, but an 'employee'. So, you can honestly tell Alice that you are through with me as your bookie, although I will gladly take any bets you want to lay down, if you get that urge. You know the Stanley Cup playoffs are coming up in April, and the March Madness in college basketball is a big deal. It would be too bad for you to miss out on all these upcoming big money makers. What a killing you can make with the right bet.

But you already know that.

But back to my proposal on the table right now. You will get paid for each job you do. Imagine that, eh? Me paying you, instead of the other way around. That sounds a lot better, doesn't it?”

Henry offered a weak smile, and a squeaky voice. “Yeah, I guess...”

And to get the hook in deeper, BB added as an enforcement of his earlier comments about gambling: “And you will be able to gamble to your heart's delight. It will just come off your 'wages' that I will keep track of in my other file. If you win, that's added in to your account. If you lose, it's deducted off your account – just like the banks, eh, with debits and credits. Now each job will be $500, and I will key it in after each successful one. Ah, here we go. You have your own ID number. Hey, Hank, you are lucky number 777. That will be your code to use when you call in, or have to be in touch in any way with me. So, now, your wins and/ or losses will come out of that running total. So you won't get any real pay. It's all just a paper transaction. Okay with you? Do you see how it will work?” Henry nodded. In his sense of relief, he didn't realize how indebted he was getting to be to BB. “Now, I will take this last payment of $2000, just as an adminis-

tration fee, to clear off the books, so to speak, and to set up your new account. I will apply $500 towards your 'employee' account, which you got last night.. We will forget about that other $1000 then, unless you mess up any of your upcoming jobs. That's quite a reasonable arrangement, isn't it?” He quickly moved on, before Henry had time to pick up on this new threat looming over his head. He grabbed the envelope still on the table. “I know I don't have to count this, do I, Hank?”

“No, really, it's all there, just like we agreed.” “Good, that's fine then. He slipped the envelope into his briefcase, sitting on the booth beside his right leg. Henry had not even noticed it before since the room was so dark.

“Now, Hank, I hate to cut this meeting short, but I see that I have another 'client' waiting to see me. But I'll be in touch with your first job shortly. I presume your cell phone number is still your preferred contact, right, with your work number at MNR, oh pardon me, MNRF – I still can't get used to these new initials - would still be your backup contact, right? Yes, I remember when it was L&F. That was a long time ago. Anyway, I digress.

He paused to let Henry confirm the phone numbers. Once Henry had nodded, he went on. “We don't need Alice to know about this, do we? Great, then, I will be touch real soon.” BB waved to the next 'client' , then holding up the palm of his left hand, to indicate that he saw him, but to wait for a moment until he was ready.

The 'client' got the message, and like Henry, sipped his drink at the bar. Then he reached out his hand to Henry for a handshake.

Henry automatically put out his hand too. They shook, and the deal was sealed – and the meeting was over. BB whispered to him, “If you could just slip out the side door, it would be better.

I don't like 'clients' to see each other – you understand. Privacy concerns are so important these days..” Henry got the message, nodded, and shuffled out of the seat, and slipped out the side door, as requested.

Out in the cold air at the side of the building, he slowly made his way along the pathway back to the front where he had parked his truck. He got in, turned it on, and waited for it to warm up.

He began to think what had just happened, and suddenly came

to the realization of the enormity of what he had committed himself to. He muttered aloud, “What have I done? I made a deal with the devil.” He banged his fist on the steering wheel, as he cursed aloud. “And now I have to face Alice with this dress thing, and what I did to her last night. What time is it – oh, no, 9:10. I'm late. What'll I say to her? Can it get any worse? I/m afraid this is going to be the least of my challenges to get through now and throughout this year.

Why did I ever blurt out this gambling addiction resolution at that New Year's party at Jack and Meisha's place.” He continued to mull over his problems. He came out of his reverie when the car next to him slammed their driver's side door shut.. He jerked his head back when he looked at the clock on the dashboard of the truck. It was now 9:30 p.m. He had not realized how long he had been mulling over his problems.

He gunned the car into reverse, and spun the wheels on the ice as he made a mad dash home, to face the music.

Algoma-Manitoulin-Kapuskasing Budget Misses The Mark On Important Issues For The North The last federal budget before this October’s election shortchanged Northern Ontario, and mostly missed the mark, according to the NDP’s Northern Ontario MPs, Carol Hughes and Charlie Angus.

“This is a disappointing budget for Canadians who need help right now to make ends meet,” said Hughes. “This budget is disconnected from most people’s reality and the challenges we are facing together.”

“A paltry $6 million for FedNor when the Atlantic and Northern agencies got $67 million and $95 million shows that this government doesn’t have any vision when it comes to developing Northern Ontario’s economy,” said Angus. “The money for forestry is welcome, but it remains to be seen exactly how much Northern Ontario will see.”

Hughes and Angus feel the budget was full of items that won’t help immediately and were designed to look as if the government is tackling problems that need much more attention than they were given.

“There are lots of half-measures and nice words, but the money being spent isn’t enough,” said Hughes. “The money going into broadband is a good example. The dollar

amount sounds great until you realize it’s being rolled out over the next thirteen years.

Angus said the same thing goes for issues important to First Nations who are seeing no new money for education, housing and other important needs.

“There’s no new core funding for on-reserve primary and secondary education and there isn’t nearly enough to implement Jordan’s Principle,” said Angus.

“There’s no new funding for on-reserve housing, despite urgent needs and enormous backlogs for repair. These are real needs and they’re not being met.

Canadians saw the realities of Cat Lake, and too many communities across the north are facing similar conditions.”

Hughes notes the government’s timid steps towards pharmacare are meant to sound like progress but won’t change things for Canadians who can’t afford the medication they need.

“This budget shows that pharmacare has been pushed off to future years,” said Hughes.

“The budget does not include funding for it in its fiscal framework and the recommendations that preceded this made it clear this government is protecting insurance providers and pharmaceutical companies.”

Internet and cell costs in Canada are high by global standards The internet and cell phones are great conveniences that have become integral parts of our daily lives. While we may struggle with connectivity and capacity issues in the north, there is little doubt that this technology has transformed our ability to communicate, educate, and even amuse ourselves. Despite this, there are still challenges that limit our ability to make use of these technologies to the fullest and the biggest obstacle may be the costs associated with highspeed internet and cellular services.

The fact is that Canadians pay some of the highest prices for mobile wireless and broadband subscriptions in the world. If we are willing to accept that these services are essential, it isn’t a stretch to suggest that they need to be affordable for all. But the case needs to be made in a way that will compel governments to see this as more of a priority.

For decades, federal governments have relied on market forces and competitiveness to determine what Canadians pay for their cell phone and internet every month. Now that these technologies are undeniably integral to our lives, that approach could be revisited.

In the last three years Bell, Rogers, and Telus received close to $50 million in subsidies while winning more than $700 million in contracts from the federal government too. To illustrate how big this industry has become, look at the 2017 profits for the top five telecom companies which totalled $7.49 billion with profit margins that reached an astonishing 46.2 percent.

Public money is used for initiatives like the Connect to Innovate Fund which sees the government partner with telecom companies and

local players (such as townships in Algoma-ManitoulinKapuskasing) to help bring connectivity to rural and northern locations. That also means the companies are not absorbing all the risk or costs associated with expanding these services which helps make the case for government intervention to bring Canada’s mobile wireless and broadband costs more into line with global averages.

It’s easy to understand how Canadians, who are paying skyrocketing prices while these companies make billions in profits, are not only frustrated by the high cost of service, but also by the fact that tax dollars are helping these companies at the same time.

This is not an argument against government involvement when there is clearly a role for it in expanding these services to reach more people. What is less clear is if there is a role for the government in determining whether the companies are inflating rates beyond a reasonable profit margin, or if there is an appetite for doing so.

Arguments suggesting Canadian prices are appropriate cite geography and population density as defining factors that make Canada’s wireless options more expensive. For comparison sake, we can look at Australia which faces the same challenges but also has lower average prices. A study that compared wireless rates in Canada, the U.K., Germany, Italy, France, Japan, the U.S. and Australia showed that Australia's average monthly prices for cellphone plans were consistently cheaper than Canada’s by as much as $37 a month. In addition to that Australians enjoy faster network and connection speeds.

This has become an issue of affordability and New Democrats are asking the government to take up the challenge and commit to lowering the fees consumers pay.

“Whether driving to work or unwinding at home with a cold beer, you’ll be paying more starting today,” said CTF Federal Director Aaron Wudrick. “It may be the cruel-

est April Fools’ prank of all, because squeezing family budgets is no joke!”

The new federal carbon tax of $20 per tonne of CO2 emissions, which will apply in Manitoba, New Brunswick, Ontario and Saskatchewan, will increase the cost of gasoline by 4.4 cents per litre and the cost of diesel by 6.4 cents per litre. By 2022, the federal government will charge 11 cents per litre on gasoline and 16 cents per litre for diesel.

The federal escalator tax on beer, wine and spirits means that excise taxes on those products rise automatically each year, with no need for annual Parliamentary approval. As a result, Canadians will pay an additional $193 million in alcohol taxes over the next

three years.

“The escalator tax on alcohol sets a terrible precedent for tax-weary Canadians,” said Wudrick. “Tax hikes should never be automatic. If politicians want to try to hike them, they should be transparent about it, and face the music in Parliament.”

Wudrick noted that Canadians are increasingly feeling affordability anxiety and that tax hikes will only make the problem worse.

“Many Canadian families are already stretched to the limit; gouging them for more is about the worst thing governments can do,” said Wudrick. “Instead, they should help increase affordability by finding ways to leave more money in their pockets.”
