Jody Wilson-Raybould was the first Indigenous woman to hold the post and, given the stated commitments of the government, there was hope that Canada could make headway on a number of important issues.

Three and a half years later those commitments are being strained while the government deals with the loss of a star cabinet minister and the perception that they are willing to move heaven and earth on behalf of their corporate cronies first and foremost.

Despite slow progress on a number of promised justice reforms during the election, the government did find the time to include deferred prosecution agreements for criminal offences in 2018’s omnibus budget implementation bill. This new measure allows corporations facing criminal charges to skip prosecution and pay back any profits made illegally, which then allows prosecutors to ask the court to drop the charges.

It is interesting that deferred prosecution agreements were introduced at the request of SNC Lavalin in the aftermath of 2015 RCMP charges against them. Those charges related to corruption and fraud for alleg-

edly paying nearly $48-million to public officials in Libya.

The RCMP also tacked on additional charges of defrauding Libyan organizations of about $130-million. The company has a checkered background which includes the 2010 Montreal hospital scandal, corruption allegations in Bangladesh, and being barred by the World Bank in 2013.

On top of that, the company was linked to the sponsorship scandal and was found to have illegally funneled $110,000 into Liberal Party coffers and almost as much into those of the Conservative Party.

Now the government is reeling and in damage control.

The Ethic Commissioner has indicated he will be investigating the allegations, which New Democrats had requested.

The Justice Committee reconvened during the constituency week to begin the process of examining whether there was illegal interference with the independent exercise of the former Attorney General’s responsibilities. Finally, Jody Wilson-Raybould has sought legal advice to determine what she can say about the events that have brought us to this point. There is no doubt that Canadians want questions answered and it is better to get it done sooner than later.

Important Wildlife Habitat Conserved On Michipicoten Island, Thunder Bay Field Naturalists And Partners Work Together To Conserve Key Habitat

Thunder Bay Field Naturalists Club has acquired two parcels of land totalling 538 acres (217 hectares) on Michipicoten Island in Lake Superior. Most of Michipicoten is part of the Michipicoten Island Provincial Park, but there are also a few private holdings on the island.

Two of these properties will now be permanently protected as part of TBFN’s Nature Reserve system.

Michipicoten Island is remote. Access is a challenging boat trip across the open waters of Lake Superior from

NEW BOOKS- Our New Books on the 7-Day Shelf this week are; “In Bloom” by C.J.

Wawa (65 km) or Marathon (100 km). The island (second largest on the Canadian side of Lake Superior) has rugged forested hills, cobble beaches, and rocky shoreline where unusual arctic plants grow by the cold waters of the lake. Rare species found on Michipicoten include nesting Peregrine Falcons, and Woodland Caribou. The boreal population of Woodland Caribou is in rapid decline across Canada, and the species is recognized as “Threatened” both nationally and provincially.

Until recently, Michipicoten Island was home to a herd of over 700 caribou, but in 2013 - 2014 an ice bridge developed between the mainland and Michipicoten. A pack of wolves moved out to the island, and within a few years the caribou population was decimated by the newly-arrived predators. In the winter of 2018, members of the Michipicoten First Nation estimated only twenty to thirty caribou remained on the island. The band spearheaded efforts to airlift some of these

animals across the lake to sites where predation was not a factor. Ten caribou were moved to the Slate Islands, and six to remote Caribou Island. It is hoped that the transported caribou will successfully breed at these locations, so that caribou can be moved back to Michipicoten once predators are no longer a threat.

HIGHWAY 144 CLOSED DUE TO COLLISION (SOUTH PORCUPINE, ON) On February 13, 2019 at approximately 2:05 p.m., the South Porcupine Detachment of the Ontario Provincial Police (OPP) were called to investigate a motor vehicle collision on Highway 144, 30 kilometers south of Highway 101.

At this time, the roadway remains closed between Highway 101 and the Watershed on Highway 144.

The OPP would like to remind motorists that driving on a closed highway could result in a fine of $110 and three demerit points.

The investigation is on-going.

There were no injuries.

The OPP would like to remind snowmobile operators of the following: A motorized snow vehicle about to enter or cross a roadway from property adjoining the roadway shall, bring the motorized snow vehicle to a complete stop; and upon entering the roadway yield the right of way to all oncoming traffic that constitutes a hazard. The operator shall enter or cross at an angle of approximately 90 degrees to the direction of the roadway.

Wawa Leaders And Business Owners Help Create A Regional Strategic Economic Development Plan That Works The Superior East Community Futures Development Corporation (SECFDC) has hired the firm of MDB Insights to develop a Regional Strategic Plan for Wawa and surrounding First Nation communities and Municipalities. MDB Insights will be conducting a telephone business survey over the next few weeks and your participation and input is needed to make sure local business needs are identified to help us build Wawa’s economy, now and in the future.

Wawa’s Heritage Committee Reminds You About Your Heritage During Heritage Week February 18 - 22, 2019

Each February Ontarians are invited to participate in Heritage Week – to celebrate heritage in all its forms (cultural and natural, architectural, archaeological and collections), its diverse traditions and cultural expressions. Heritage Week provides residents and communities the opportunity to reflect on their contributions to Ontario, how heritage is conserved, promoted and commemorated, and how we might shape the future.

Since 1974, the third Monday every February has been identified as Heritage Day in Canada.

In 1985, the Ontario government designated the third week in February as Ontario Heritage Week, with the federal Heritage Day kicking off the week.

Although Wawa does not have a traditional museum to celebrate our history and heritage all in one place, we are incredibly lucky to celebrate our heritage in so many different way right in our backyard.

Wawa’s rich cultural heritage can be seen in the local place names (Indigenous and European), the traditional celebrations and activities (skiing, hunting, bonspiels, music festivals, fishing derbies, carnivals, Pow-Wows), and the ethnic foods and restaurants we are lucky enough to enjoy. Our culture also includes such iconic Canadians as author Morley Callaghan, musician and composer Glenn Gould, and artist A.Y. Jackson.

Our incredible natural heritage includes some of the most pristine and scenic landscapes in North America; Lake Superior, Agawa Canyon, blueberries, copper and gold deposits, wild rivers and lakes, and the multitude of critters and birds who make it their home.

Wawa’s unique architectural heritage includes our local resorts and motels which are known for their unique designs and locations. Remote fly-in fishing lodges, and our large collection of vertical log businesses and

homes. Abandoned mines sites and settlements harken back to the days of POW camps, fishing villages, lighthouses and trappers cabins.

Archaeological collections originally excavated from the Wawa region can be found in a wide range of cultural centres, universities and museums throughout Canada and the United States. The massive Provincial Collection recently returned to Michipicoten First Nation in 40 boxes is only now providing us with insight and answers to questions long forgotten about the fur trade and Indigenous settlement and activity in the Wawa region dating long before European explorers entered this country.

Many heritage organizations and municipalities have used Heritage Day and Ontario Heritage Week as vehicles to stimulate awareness of heritage resources and heritage-related issues within their communities. The Town of Wawa Heritage Committee has been a part of this community for almost 30 years. We take this opportunity to offer our appreciation and support to all those volunteers, residents, businesses and organizations who have worked to protect the irreplaceable heritage resources of Wawa, Ontario and our unique communities in the Superior East region.

Ontario Names World Renowned Expert to Lead Review On Occupational Cancers: Launching Occupational Disease and Illness Prevention Strategy TORONTO - Ontario's Government for the People is launching a review of occupational cancer to help ensure that best practices and the most up-to-date information are considered with respect to compensation.

The government has engaged internationally recognized expert Dr. Paul Demers through Cancer Care Ontario to conduct the review and report back to the Ministry of Labour by the end of the year.

The review will address and provide recommendations on three basic questions: • How can scientific evidence best be used in determining whether a cancer is work related, particularly in cases of multiple exposures?

• Are there any best practices in other jurisdictions that Ontario should consider adopting?

• As scientific evidence evolves around occupational cancer, what criteria should the Ministry of Labour consider in developing legislative policy?

The review and recommendations will also help the Workplace Safety and Insurance Board (WSIB) as it reviews new or previously

considered occupational disease claims.

"Occupational cancers must be treated with the same seriousness and importance as physical injuries," said Laurie Scott, Minister of Labour.

"This review will help guide us going forward."

Dr. Demers is Director of the Occupational Cancer Research Centre in Ontario and also a Professor at the University of Toronto Dalla Lana School of Public Health. As well, he is Senior Scientist, Prevention, Screening & Cancer Control, with Cancer Care Ontario.

"I am very happy to lead this review. There is a growing awareness that workplace chemicals and radiation are an important cause of cancer.

While recognition of individual cases can be challenging, it is important that we move forward using the best and most up-to-date scientific evidence," Dr. Demers said upon the review's launch.

Commenting on the appointment Linn Holness, Division Head of Occupational Medicine at St. Michael's Hospital said, "Dr. Paul Demers is a recognized expert in the field of occupational

cancer and is eminently qualified to undertake this review.

I look forward to his recommendations."

The government is also taking action to ensure working Ontarians stay healthy and safe on the job in the future by launching an Occupational Disease and Illness Prevention Strategy.

The ministry is working collaboratively with the WSIB and its Health and Safety Association partners and others to develop a strategy that will: • Further our understanding of occupational disease and hazardous substances in the workplace • Strengthen workplace protections • Build awareness and education among Ontarians about occupational illness prevention • Establish partnerships to help improve management of occupational illness in the province.

"Occupational disease and illness is a very complex issue. The review will give us a clearer picture of how workplace exposures can lead to occupational cancer and help inform our new prevention strategy to further pro-

tect Ontario workers," said Ron Kelusky, Ontario's Chief Prevention Officer.

In support of the strategy, Janet Brown, Senior Research Associate at the Centre for Research Expertise in Occupational Disease said, "Building awareness of the connection between work and health is a critical step toward strengthening our prevention efforts. The investment being made by the Ministry of Labour in an Occupational Disease and Illness Prevention Strategy is timely and extremely important."

The Resolutions' Chapter 6 - A Short Story Series It's about time we checked yada, yada, yada. She accepted up on Harvey and Hannah.

Harvey was Meisha's older brother. Their father had died in May of 2011 under mysterious circumstances. The police investigation concluded it was a family quarrel that had gotten violent. The neighbours had called 911 and the police and EMS arrived on the scene within minutes. They found him on the front lawn of their duplex with knife wounds all over his body, and most telling the knife and murder weapon sticking out from his chest.

He was surrounded in a pool of blood. The investigators found Meisha, Harvey and Mrs. Black huddled together on the sofa., with their arms intertwined. They seemed to be uttering some kind of chant, the investigator indicated in his report. Each of them had some blood on their clothes, so it was hard to isolate one of them as the possible killer.

Throughout the investigation, he could never get them to say anything about who had killed him. Whether it was abuse that triggered the murder, or something else, he hit a brick wall. Despite all the other queries and followups, the investigation concluded as an undetermined case, and shut down at that time, but placed in a pending file in case something ever did come up that would give them a reason to re-open the case. Shortly afterwards, the three of them quietly left Montreal for Toronto.

It was not long after that Meisha moved out to Mississauga to be on her own.

Harvey stayed with their mother in a high rise apartment in Scarborough for a while longer, but he too wanted to live his life away from his mother. She was so controlling and demanding. He could not bring anyone to the apartment, as she was always there. It became really necessary once he met Hannah, and things got serious. He was able to buy a condo in Scarborough in 2012.

He had his eyes on her ever since her parents had become clients. Their portfolio was doing well, and put them in his wealthy category.

He married Hannah in 2017. It was a lavish wedding, as her parents could afford it.

But suddenly in early April of 2018, Meisha got a call from Harvey, telling her about an impending move to Wawa. He asked her if she could find an apartment or small cheap house to rent for now, until they got up there and established. She tried her best, and gave him a couple of leads.

She checked them out before calling Harvey with her recommendations, and a phone number. He thanked her. But he also apologized for not inviting her to the wedding, but it was such a busy time,

his apology lock, stock & barrel. She never heard from him until he arrived unannounced at their door a week later. He told her about the house he had found to rent. He had just signed the lease. But of course they could not move in until July. He stayed overnight, and left early the next morning.

Harvey was a stock broker by day, with a thriving business.

He was very gregarious and outgoing in his job, and was liked by all those who dealt with him – which you needed to be in order to be successful in that business.

By night he lead a much different life, and was a lot quieter and secretive – quite the loner.

Hannah, could attest to that.

Most nights he would come in about 6 o'clock and eat. Then he would disappear into his study and computer room, and she often heard him on the phone and on the computer.

That would last until about 8 o'clock. Then he would come out, put on his coat, and out the door he would go. Sometimes he would call out that he was going to the store, and would be back shortly. Shortly usually meant between eleven and twelve o'clock midnight during the week. On the weekends, he would be gone all day Saturday, into the wee hours, and usually Sunday afternoon and evening. Hannah used to ask him where he was all this time, but all she got was a vague answer about being out with 'friends', or having to go back to work to finish a deal, etc.

Then one evening, she asked him once more, and he got quite violent towards her, yelling at her, and shoving her into the kitchen table. She hit the edge of the table, bruising a rib, as she bounced off it and landed on the floor. While she lay there, stunned and hurt, he stood over her, and pointedly told her to never question him again about his comings and goings. He didn't yell at her, but his voice was so quiet but threatening, that she cowered there, afraid for her safety. He left right after that. She got up and straightened up the table and the one chair that had also been knocked over. She headed to bed, to nurse her ribs. He had come back late that night. She pretended to be asleep when he came up to bed. The next morning, she gingerly got up, and went out to make breakfast. Harvey came down shortly after, all showered and dressed for work. He never mentioned the previous night, or apologized either. He asked her what was for breakfast, what she was going to do that day, and other idle chatter – as if nothing had happened. Hannah never said anything either. He headed off to work, and she was left to put

in her day. That night he came home at his usual time, and left right after supper. All he said was that he was going to the Raptors game, and would likely be late. But that was the last time that he offered any reason for disappearing from the house - and she never did question him again.

In June, 2018 he suddenly announced to Hannah that they were moving to Wawa. He never mentioned coming up to Wawa back in April to find this place. He had just said that he had to go to New York to meet with new clients for a week. She was shocked at this news coming out of the blue, and blurted out a why.

Surprisingly, he was very kind and gentle to her, explaining that he was losing his job, unless he agreed to open an office in Wawa. He agreed to that, since he enjoyed the business, and the company was paying him well. He also casually mentioned that his sister, Meisha, lived in Wawa – wouldn't that be nice to have family to help out in this new town, he mused. Hannah was stunned, as he had never mentioned having a sister before.

Harvey informed her that he had been able to rent out the condo to one of the guys from work, so they could move up north right away. Hannah didn't have much time to get ready, as the packing part was left up to her. She barely had time to say goodbye to her own family – her mother and father, and one sister Ruth.

Harvey had rented a cubed van. They headed out over the July 1st holiday weekend.

Slowly, they got things organized. It turned out to be fun for them both, as they set up house. Hannah was happy that Harvey had set up a small office in the back study, so he would be working from home.

Harvey seemed happy too, excited about getting everything in order – especially that office. He left the rest of the house to Hannah to arrange.

Hannah finally got to meet Meisha too, and her first impression was not favourable.

She seemed too loud and brash for her liking. But she made a real effort to get along with her, for Harvey's sake. Likewise Meisha tried to get along with Hannah. To Meisha's point of view, Hannah was much too meek and mousy, and always so agreeable. But it was a cordial relationship, but certainly not close at first.

During those first few months of summer, and early fall, everything seemed to be going well with Hannah and Harvey. Then around Thanksgiving, it started up again – that disappearing for hours on end, and the late nights. And from that last episode in Toronto, she did not dare ask him what he was up to. So she just kept quiet, and stayed in the house most of the time. She developed a 'passion' for cleaning. She spent hours dusting, washing floors, and rearranging furniture.

Once she tried to go into his study-office to do some dust-

ing, and was surprised to find the door locked. She debated about asking him about it that night, but finally decided to let it go, for now. However, once she did get up enough courage to ask him, he was surprisingly willing to let her in. His only stipulation was that he must be there when she wanted to clean. His excuse was that he wanted to make sure she didn't mess up his paperwork, especially with all the confidential client files he had in there.

That was fine with her. She just wanted to make sure the room remained clean, for her own piece of mind. However, way back in the far recesses of her mind, she was beginning to develop a curiosity of why he really wanted to keep it locked all the time. But her rationale was that it was the confidential business of a stock broker that required him to do that, which made perfect sense - and so never acted on her curiosity.

She also had lingering doubts about why a stock broker company would want to open up an office way up here in Wawa.

She hesitantly asked him that while they were unpacking.

He evaded her question, and just said that with the internet and phones, he could work anywhere. Stock brokers were not tied down to a desk and office in downtown Toronto anymore. She nodded and realized that was likely true, so she let that concern stay in the background of her brain.

In this new year she had resolved to be a stronger person, and not be such a pushover. She decided to find out more about Harvey, whom she really knew very little about.

Their whirlwind romance and marriage left little time to find out all the family 'skeletons'.

So she began to try her best to become better friends with Meisha, in the hope that she could tell her more about her husband. However, she was not having much luck so far.

Their cordial relationship that had deteriorated. Meisha now seemed to be reluctant to get too close to her, and always claimed to be too busy to see her. They talked on the phone occasionally, but that was about it. The New Years party was the first time they had been together in a long time.

Later she would learn more than she really wanted to about him....

As for Harvey, his New Year's resolution, and his whole story, remains a mystery for now.

And one last note of interest – how Jack and Meisha met and ended up a couple way up here in Wawa – Back in 2011 Jack was attending a course for updating his Mechanic's certificate at Sheridan College in Mississauga. He was wandering around the campus trying to find the room his course was being held in. He stopped this particular person who looked like she knew her way around. He explained his situation. She said she was heading to the room next door.

So they began to walk together. He introduced himself, and

she told him her name. Of course it was Meisha. By the time they reached their destination, they had already made plans to have coffee in the cafeteria later that day. And so one thing lead to another.

She came up to Wawa with him after his course was over.

She liked it immediately. She made 2 decisions during that visit. One was to move here permanently, and secondly she agreed to marry Jack. Then happened in June of 2012.

She got the job of hair dresser in the fall of that year, and still has it now.

High: -6 Low: -16 This time of the year most Canadians experience a bit of a Blue feeling from being cooped up because of the weather, getting those credit card bills as well as mutual fund performance numbers for that horrible December. It’s also getting close to tax time so you are having to dig through those receipts and figure out your taxes or perhaps if you over paid in taxes what you will be getting back. If you are like most of us and starting to feel a bit down about your money situation here are a few tips to bust through that.

Even doing one of these can brighten up your prospects.

1. Look at starting a very basic “pay yourself first” savings plan. Once a month or each pay day, have a bit of money taken from your account immediately and automatically placed in a savings account for later investments.

2. Review your banking fees and relationship. What are you paying in fees to let the bank take your money. Ask tough questions and shop around.

3. Use automatic check deposits if you can. Many banks have a new system where you take a picture of your check with your phone and then automatically deposit this in your bank account without going in. Check for fees on this but it sure can save you time. I just started using this one a few months ago. Nifty Kool.

4. Investing is a long not short term thing. Once you are confident and have learned what you need to know in a specific area (real estate for example

as I discuss in my book) keep learning but stick the course even when times get tough.

The biggest mistake I ever made in real estate is selling a property too early. Be patient, focus on the long term.

5. The house that you live in is not an investment. Do you really need to buy that next big one? Do you really need that renovation? Or would it be a better idea to pay down the mortgage or invest for the long term?

6. Exercise. I have to throw this one in. When you engage in a regular exercise program you end up doing better financially. I have no idea why. No one really does. But it seems to matter.

7. Subscribe to my podcast.

Not only is it free but it’s a good place to start with your education. You can subscribe on Itunes or go to awesound. com and pick up “Shrink Money Advice” I’m also on facebook.

Today, pick one task from above or create your own and take action. Taking action is the best way to bust through February Money Blues. If all else fails go for a brisk walk. Things will look better 10 minutes from now.

Ontario's Government Drives Road Builders to Succeed TORONTO Today Jeff Yurek, Minister of Transportation, addressed the Ontario Road Builders' Association's annual convention to reaffirm that Ontario's Government is working for the people of Ontario to cut red tape, grow the economy, and plan strategic investments to drive road building and maintenance forward.

By lifting the regulatory burden off the shoulders of business, Ontario's job creators can grow and thrive.

"When they thrive, workers and families thrive," Yurek said. "Our red tape reduction bill will help us cut regulations by 25 per cent over two years.

We also passed the Making Ontario Open for Business Act, which makes it easier for employers to hire workers, and it will ensure that workers have easier access to jobs and career growth."

Taking swift and decisive action to find efficiencies in government spending, while encouraging job creation,

investment and trade, will help to support road building and highway maintenance companies.

"One reason why we are working so hard to find efficiencies, in every ministry, across the entire government, is so that we can fund the projects that matter most, and that certainly includes our transportation priorities," Yurek said.

Minister Yurek also assured industry representatives that transportation investment will be featured in the government's upcoming budget.

"Our government will make smart investments in public transportation, in highways, roads and bridges with an eye to improving Ontario's road network and keeping it in great condition," Yurek said.
