Wawa Goose Club COUNCIL NEWS Opens "The Lounge"

...Article Continued From Front Page Carol Chalykoff MC'd the gathering and explained that the Municipality of Wawa's Deputy Treaurer Manuela Batovanja spearheaded a grant application offered by the Provincial Government and in succeeding, the money paved the way to realize the dream. Once the money was available the amazing Committee got to work. Norma Kauk, Thelma Smitham, Barb Sutherland, Judy Sanchioni and Pauline Angus immediately took over the planning, organizing, wheeling and dealing and got down and dirty, laying flooring, painting walls, sewing curtains and reupholstering the furniture; what they couldn't manage themselves - well they knew people who could! Amazing ladies; amazing job well done.

Thanks for all of your work and expertise. The Lounge has been the scene for several events already: a movie afternoon for the Red Hat Ladies, regular meeting of Stitchery Witchery for the crafty-artsy type, and a regular monthly meeting area for Jolene Binda, Family Health Team Geriatric Nurse, to work with her Breast Cancer Support Group. The Wawa Goose Club & Senior's DropIn Centre welcomes anyone or group who has need of a meeting room to make use of the comfortable space.

Guest speakers were on hand to wish our community congratulations on the successful endeavour. MPP Mike Mantha could not make the appointment but Grant Buck, Mike's Constituency Assistant passed on Mike's well wishes and offered a few of his own fond memories of our welcoming community.

Grant noted that Wawa and northern Ontario are favourite areas of Mike as northerners care for their land, environment and each other.

Grant congratulated the team on creating such a wonderful space, and passed on a favou-

rite quote by Mike: "It seems that the more we celebrate life, the more life we have to celebrate".

Patricia Loftsrom, Minister of Tourism spoke next, stepping in to her affiliation with the Ministry of Seniors Affairs. Patricia explained that it is a new department created in part to help communities design an action plan to become an "Age Friendly Community" by securing grants to provide seniors programs. For the first time in our history there are more seniors in Ontario over the age of 65 than there are children under the age of 15, and it is time for programs to be developed to keep our seniors involved, engaged and content in their senior years.

With Patricia's help, Manuela was successful in securing the Senior Active Living Centre program grant which enabled the evolution of the beautiful new space, "the Lounge".

Patricia concluded in congratulating all the determined work done by many to realize the accomplishment.

Mayor Rody also added his congratulations to the Wawa Goose Club's hard working committee, and was pleased that Manuela's expertise in fund securing was successful, and he intends to take full advantage of the many activities going on in our town's newest happy space.

Carol wrapped up the speech part of the afternoon by acknowledging and thanking the renovation committee and provided a photo op of the ribbon cutting celebration. The gathering continued in party mode by digging in to the wonderful sweets, healthy fruit and veggies, and neighbourly chat. After all it was a celebration of just what seniors in numbers can accomplish - let's get the party started!

The representative from KPMG gave a comprehensive investigative report on various water rate billing scenarios and best practice comparisons. Seven possible options were described, all variations on the basic three: 1-fixed rate, 2-variable rate, pay what you use, and 3-combined rate balance of 1 and 2.

Council received and accepted the KPMG Recommended Water and Wastewater Rate Structure Final Report, and will be deep into discussion to arrive at the final billing structure.

Council granted permission for the property owner to use the municipal boulevard on Ganley Street adjacent to the Roxy Bowling Centre at 49 Broadway to park a motorized vehicle for the winter months, with the property owner responsible for snow removal on the boulevard.

Council waived the Wawa Transit fee from 1 pm to 4 pm for the AOD "Get Together" scheduled for Thursday, March 15 at the Community Centre.

The resignation of Jim Young as a Member of the Community Development Committee effective February 10 was accepted by Council.

Council approved the donation of 200 Wawa Goose Pins to the Wawa Rotary Club Youth Exchange Program, and 200 Pins to Lady Dunn

Health Centre Recruitment Fairs.

The list of accounts for February in a total amount of $502,625.21 was approved for payment by Council.

Council set the time for its Regular Council and Corporate Planning meeting for 2018 from 7:00 p.m. to 6:00 p.m.

The landfill site's compactor's transmission stopped working and the damage is such that it is beyond repair.

The Asset Management Plan identifies that the landfill garbage compactor is to be replaced in the year 2020, in conjunction with the landfill expansion project. Staff have located a 2009 landfill compactor, with compaction wheels, blade, mechanical inspection and 500 hours of warranty delivered to Wawa at a total cost of $200,000.

Council authorized the purchase with the cost to be withdrawn from Reserves.

-3101-18 - to enter into an agreement with Her Majesty the Queen in Right of the Province of Ontario as represented by Sault Ste Marie Central Ambulance Communication Centre for the provision of fire dispatch-

-3102-18 - to delegate authority to Wayne Kalinski to provide marriage solemnization services.

-3103-18 - to amend Bylaw 3044-17 and extend the project deadlines under the Ontario Clean Water and Wastewater Fund to undertake the Water Reservoir Rehabilitation and technical/ operational rebuild project in the Michipicoten River Village.

-3104-18 - to enter into a Lease Agreement with Propair Inc respecting the lease of a storage garage (one bay) at the Wawa Municipal Airport.

CSCNO Students Shine In The Great Robotics Challenge

Over 120 students from 17 Conseil scolaire catholique du Nouvel-Ontario elementary schools competed in the 15th annual Great Robotics Challenge (Grand défi robotique) that was held at Science North in Sudbury on February 28. The Grand défi robotique enables students from grades 4 through 8 to display their creativity, ingenuity and tenacity. This friendly competition encourages teamwork while initiating youngsters to the world of engineering and technology.

Each team comprised of four students was asked to construct a robot made from LEGO EV3 and NXT blocks. The robots were then tested in two different contests, which measured the strength and precision of the machines as well as the success of its programming and level of control by its student masters.

Though the competition primarily measured the efficiency of robots, prizes were also awarded for quality of school

banners and a team cheer. This year, a video competition was also part of the Challenge.

The Murder on Winter Lake It was a cold winter in 2007 and the ice on Winter Lake was thick that year. You could drive your vehicle, be it car or truck, without any concerns of breaking through, even in March. In January, a group of guys came up with an idea to have a car race up and down the length of the narrow long lake, just for some bragging rights of who was the fastest. Tom Snow was the driving force for this plan as a way to have some excitement time for one weekend anyway, as well as bringing in some money to their town of Fisherton.

He presented his plan to the Council, outlining his ideas.

That included the races all day Saturday and Sunday morning.

On Friday night there would be a torch light parade starting on the lake and ending up at the arena, where there would be the official opening, fireworks and the numbering of the contestants' vehicles.

There would be a 'meet & greet' in the arena. Saturday would be the races followed by a dance at the Union Hall that night.

For the races, he suggested naming it the 'Fisherton Car Derby'. Qualifying races would be on Saturday morning, and the actual races of fastest times, on Saturday afternoon, with the finals at ten on Sunday morning.

The award ceremony with the prizes being handed out, and a closing ceremony would be at one that afternoon. He added that there had been quite a debate on whether to have snowmobile races instead, but he felt with cars there would be more participation, as not everyone would own a snowmobile. Tom added that a truck category could be added too, if there was enough interest. .He noted that he and his crew would be using their trucks in any case for any running around that was needed. It was finally agreed by everyone that cars would be the better option for that year, but doing a separate event for snow mobiles and trucks the next winter.

The Reeve and council were quite excited by this idea, and passed a resolution of support, and a donation of $500 towards the prizes and any costs that were incurred.

So the organization of this event began. It was agreed to hold it on the third weekend of February as a lead in to the Ice Fishing Derby the following weekend.

Despite the short period of time to get this all organized, the town got behind it wholeheartedly.

Even the weather co-operated, in that it stayed cold, so there was no slush on the lake. The wind kept the ice swept clean, making it a perfect race track.

On the Wednesday morning before the big weekend, lots of stuff was going on. Tom went to the lake and planted fluorescent orange coloured stakes that were made and painted by the high school woodworking class, every few hundred feet to mark the path for the racers to follow. The students came out to help. By the time they had them all placed, it made a perfect oval track to follow.

A tent was placed at the far end of the lake that was going to be heated, The Legion agreed to have hot drinks and hot dogs there.

Pot-a-toilets were being placed there too. The Town was going to have staff there with a big board to mark down the leading times and

leaders, so the drivers could keep track of their progress. They also put up a board at the beach end of town for the final scores. The radio station, CKIL, announced they were going to broadcast all weekend at all the events. The 3 car dealerships announced that they were going to display their top of the line sports cars at the arena, with draws for such things as oil changes, a set of winter tires, and winter preparedness kits. Ford would have a Mustang, GM would have a Camaro, and Chrysler would have a Charger.

The restaurants posted their menu specials in their windows. Most of the stores put out signs announcing draws. The motels advertised special rates for the out-of-towners who booked a room. So all in all, nearly every business in town contributed something.

At noon on the Wednesday, Tom and his friends sat at their table in their favourite restaurant, having lunch and chatting. Tom was delighted on how things were shaping up. He declared to his other buddies who were helping him out, that this was going to be a great success, and would surely become an annual event. The others wholeheartedly agreed, except for Claude Chartrand. He warned about getting too excited. “Don't count your chickens before they hatch. It's bad luck. It could still turn out to be a disaster, if say the weather turns bad, or we don't get as many entries as we expect, or we have a crash among the racers.

We would be liable for all kinds of lawsuits and insurance claims. By the way, we do have insurance for this, don't we, Tom?” He shrugged his shoulders and nonchalantly said, “Ah, who needs that. Those insurance companies just ruin everything. Nobody will sue. We are all just in this for fun.

Everyone knows that a smashup is just part of the race. Besides it would cost too much anyway. We don't have that kind of money.”

Claude was aghast. He knew he could get a policy set up quite cheaply through his brother and his insurance company. He suggested it to Tom, advising him that it was not too late to get it in place. “Better to be safe than sorry,” he declared. Tom was getting annoyed. He bluntly stated, “If you want to get it, go ahead.

But you will have to pay for it. And I suppose if you smash up your car, you are going to sue me for a new one, are you? Well, I would see you dead first before I would pay a penny. This is supposed to be a fun time. Let's not get hung up on this, guys. ” Paul Wilson piped up. “I agree with Claude. I gotta admit that I have not even thought about this. It is a good precaution. I sure don't want to be liable, if anything does happen.” Jasper White spoke next. “And I agree with Tom. It's not necessary. No one will consider suing. We'll get everyone to sigh a waiver about entering at their own risk. That would cover us. But really everyone will be here to just have fun.” The final person then spoke up. That was Arnold Bowman. “I agree with both of you, but I think it would be better to have something in place. I will chip in some money to cover the cost, Claude.” Tom swore.

“Geez, what a bunch of chickens.

Fine, if that will make you feel better, go ahead.” He snorted, and that brought all conversation to an abrupt end. Several other patrons

overheard this heated conversation. Eyebrows were raised, and whispered comments could be seen passing among them. The waitress came with their orders.

They ate in silence, and Tom and Claude left separately. The others did chat a bit before leaving together. But it was sure noticeable to everyone that it was a major row they had just witnessed.

Friday morning Fisherton awoke to a fresh coat of snow on the ground. There was about 5 cm of that powdery snow. Fortunately there was no wind at to make drifts or whiteouts. Tom called his friends, and told them he was going out on the lake to plow the path for the race and asked if any of them could help out. Despite the tense mood, they agreed, for the sake of the event. It was agreed that Jasper and Claude would do the north shore of the lake, while Tom and Paul would do the south shore, and they would converge at the east end of the lake, where they would clear off an area around the tent. They headed out about 9:00 a.m. Both trucks had their plows attached. They met at the tent about 11:00.

They began clearing the accumulated snow around the tent.

They unloaded the chairs that would be needed for the participants. Tom asked Claude “When are they coming to deliver the propane tanks?” He glared at Tom and tersely declared: “I don't know. You were going to do it, remember. You told me last week that your buddy would have them ready, and you would pick them up today. He was giving you a good deal, right.” Tom growled back at him, “I called you yesterday and left a message with your son that I couldn't do it, and told him to ask you to do it for me.”

Claude shot back, “Well, I never got the message. We better get back to town right away, and get there. I have lots of other things to do today over at the arena, so let's move it.” In his frustration and anger, Tom pushed Claude in the chest, knocking him back a few steps. “Don't tell me what to do. I am in charge here. This is my baby. I don't want any screw ups. The only time I have asked you for a favour, and you mess it up.” That was the final insult for Claude. He charged Tom, and hit his left cheek with his fist. That caught Tom off guard and he lost his balance and fell to the ground.

Claude jumped on him, and began clobbering him some more in the face. Jasper and Paul intervened at that point, pulling the two of them apart. Paul chided them, “Whoa, break it up. No need for this. I'll get the propane. Settle down, boys.” Once the two of them were separated, they sat on the ice for a few moments, to calm down. Finally Tom spoke to Paul, “Thanks. I appreciate it. I guess that I am more wound up about this than I realized.” He stood up, but then swore at Claude, who was still in the midst of getting up, “Don't you ever sucker punch me like that again, or you will end up the worse for wear.” Jasper and Paul looked at each other, and sighed. They realized a friendship had been destroyed permanently today.

Friday night came, and the torch light parade started the weekend off. The participants gathered over at the boat launch park which was about half way up the lake and criss-crossed the lake and then on to the arena. In a last minute scramble, a hockey game was set up between the Town police and the volunteer firemen. A curling social was also organized. So things were off to a great start, Tom was relieved to

see. Unfortunately the rest of the weekend did not go as well.

Early Saturday morning, Tom wanted to check the race track one last time, just to make sure the stakes were still in place, and the track was ready for the racing. He then headed up to the tent at the far end for one last check. That was about 8:00 a.m.

He sensed something was wrong as soon as he parked his truck. The tent was akilter, and the flaps were tied together with yellow polypropylene rope. He untied them and opened the flaps.

He was instantly accosted by the smell of propane. He gasped and put his hands to his face. After taking a deep breath, he poked his head in. He was shocked to see a body on the ice, face down. He quickly moved over to see who it was. He gasped when he saw it was Claude. He was hardly recognizable as his face was badly battered. It was bloody and swollen.

Beside him was a tank of propane, and it was smeared with blood. It made him sick to his stomach. He rushed back outside and threw up. As he was laying on his knees, trying to recover, Paul and two Legion members who were coming to set up their kitchen drove up.

Paul asked Tom what was wrong. He just pointed to the tent.

Paul disappeared into the tent, but soon came out. He was ashen faced. He went over to Tom, and asked in a voice of horror: “Tom, what did you do? Did you beat him to death? Please tell me you didn't do it, especially just over this insurance thing.” Tom, still on his knees, looked up at Paul and swore he didn't do it. The one Legion member just stood there, unsure what to do or say. Finally he piped up to say that they had to get the cops in on this. They all agreed.

The other Legion member agreed to stay at the scene of the crime.

The others headed to the police station. Then the action began.

The tent was cordoned off as a crime scene. By noon the races were canceled. That also had the effect of messing up everything else.

While all this was going on, Tom was sitting in the Chief's office.

The secretary had been called in to take notes during the interview. The officer in charge that day was trying to piece together the events that lead up to this grizzly discovery. He heard about their quarrel at the restaurant and the tent. They got interrupted, when another officer poked his head in to tell the Chief about the races being canceled. Tom blurted out a bizarre declaration: “Leave it to Claude to ruin everything for me.

I can't believe he would go this far!”

The Chief recognized that Tom was either in denial or setting up an insanity plea. But the Chief reluctantly charged Tom with first degree murder anyway, and leaving it for the Crown Prosecutor to determine which it might be. It would be out of his hands, which is what he wanted. He knew Tom well, and did not want to believe he could go so far as kill another person.

By the end of the day on Saturday, the rumour mill was abuzz with the disaster this day had turned into. No one could believe Tom could resort to murder. It just wasn't in his character. The only one who didn't care about that, as it deflected any suspicion away from him, was the real murderer.

It took a few days for the investigation to wrap up. The shift in blame from Tom came after they learned that Claude had last been seen at the torch light parade on

Friday night. After more questioning from witnesses, a list of names was compiled. During the last person's interview, it was revealed that he had noticed a truck heading up the lake as everyone else was heading to the beach.

They got a description of the truck in question. Through process of elimination they were able to come up with a name. It surprised them who it was. After some intense interrogation, a confession was obtained.

A new charge of murder was laid, and Tom was released from custody, and his name was cleared.

However, he never recovered from this ordeal, and died of a stroke a few months later. The races that he dreamed of coming to Fisherton never happened. No one tried to resurrect them, and the whole notion died along with him. Everyone agreed it was a wonderful idea, but nobody wanted to take on the responsibility of spearheading it.

And who was the real murderer of Claude Chartrand? It was Arnold Bowman, one of Tom's best friends. At least he used to be. He had secretly resented Tom's takeover of this racing event. It was he that had put forth the idea to him, and he just took over the thing, and claimed all the accolades. He finally had enough, and planned his revenge. Back in 2005 he had a run in with Claude.

He prepared income tax forms on the side of his other full time job of Financial Officer at the hospital.

He had made a serious error on his forms, and it caused an audit to be performed by the CRA. He ended up having to pay back several thousand dollars for the gas station he owned. So Arnold saw this as the perfect opportunity to 'kill' two birds with one stone, as the saying goes. He had talked Claude into driving with him for the torchlight parade. He had lured him along by saying that he needed to check on the tent once more for the night. He said that he didn't want to go alone, in case he got stuck or something. He ended by saying it would just take a couple of minutes to get there and back, so he could get back into his truck and catch up with the parade. Claude agreed, not suspecting at all what was coming. He got Claude into the tent, and decked him with the tire iron from his truck, to the side of his head. While laying stunned on the ground, he finished him off with the propane tank. He knew that Tom would likely head out early to check things out one last time. Typical Tom stunt, he had declared, showing his deep down hatred. That was a bonus for his scheme, he admitted. But even without that, he was sure Tom would be charged with the murder, thanks in part to their argument back on Wednesday at the restaurant. There were lots of witnesses to see and hear that. He was sure that he was in the clear. But thanks to Jasper White, who was the witness to see him heading out away from the parade that Friday night, he was caught. As usual it was a simple mistake of believing no one would notice him heading in the opposite direction of everyone else during that parade, which would be his downfall. That, and the autopsy. It had been determined that when Claude's body was found in the tent, he had been dead for at least ten hours earlier, so Tom could not have done it..

By putting those facts together, along with other evidence, there was an airtight case for him to be charged, and eventually convicted of murder.

Boy, was that ever the talk of the town for a long time!

Ken enjoyed a rapport with all six of his grandchildren, Shaun, Cass, Shaelin, Jakob, Chayse and Benji, who love to tell stories of their times spent with him.

Many nieces and nephews also have stories to tell. Ken’s father, the late Albert and his mother, the late Catherine moved the family to Michipicoten Harbour in 1932, where Albert had work with Algoma Central Railway.

Ken always said growing up there at that time was good.

He eventually went to work for the railway and in 1963 was the holder of a hoisting engineer’s certificate. He worked for Abitibi and Domtar forest companies as a heavy equipment operator, while living in Wawa.

Ken always associated himself with “the Harbour”, a camp tucked in behind Michipicoten Lighthouse, and his love of Lake Superior. A favourite quote came from Grahame Green, “Wind in the Willows”, “Believe me my young friend there is nothing half so much worth doing as simply messing about in boats.”

Cremation will take place at River’s Edge Cremation Centre, Sault Ste. Marie. A Celebration of his life will take place at a later date. Memorial donations made to the Wawa Lion’s Club or Sick Children’s Hospital in Toronto would be greatly appreciated.
