Ecole St-Joseph Jk-Sk Stock Food Bank Shelves

Article & photo by Barb Fisher As I stood at the entrance of the Food Bank waiting for my photo op group to arrive, little heads soon appeared bobbing up in view along Broadway's sidewalk forming a line of 40 eager JK-SK little angels with their teachers each with a grocery bag carrying a cereal box or other light weight purchase, with a wagon pulling the heavy weighted peanut butter and canned goods closely following. Their destination - to stock the shelves of the food bank.

A few weeks ago students

from Ecole St-Joseph's junior and senior kindergarten classes helped by teachers Lorraine Filion-Samson and Monique Gentron held a very successful fundraiser at Queen's Park - a lemonade stand.

Unfortunately I missed the opportunity to get in on the fun as apparently Lemonade Stands are where the action begins. The kids raised an impressive $208 dollars in their endeavour and holding the event seemed to pale with the excitement of going to the grocery store, selecting their personal food preference, carrying their selection

to the food bank and placing it on the shelves in a first hand experience of what the food bank is all about.

It is a sad reality of life that food banks are a necessary entity in our society, but the good news is our community has the greatest record in organizing fun-fundraising events and an even wider circle of resident and business supports eager to help out the unfortunate.

Once again, a huge shout out for Ecole St-Joseph JK-SK lemonade munchkins for helping in stocking the shelves of our food bank.

Do This Fall Yard Work And Reap Springtime Benefits

Lots of people think that their family yards need less attention in the fall, but autumn is no time to ignore your lawn and landscape.

“What you do now will determine the quality of your family yard next spring and summer,” said Kris Kiser, president and CEO of the Outdoor Power Equipment Institute (OPEI), the international trade association representing more than 100 power equipment, engine and utility vehicle manufacturers and suppliers.

“Every gardener knows to plant bulbs in the fall, but autumn is also the time to mow, mulch, aerate, trim and patch your lawn,” said Kiser.

He offers the following tips to help you get your yard into top shape this fall and ready for more relaxing and fun outdoor activities next year.

Keep mowing. Grass still needs regular care to stay healthy. Grass that is too high may attract lawndamaging field mice. Shorter grass is more resistant to diseases and traps fewer falling leaves. Cutting the grass low allows more sun to reach the crown of the grass, so less leaf will turn brown in the winter. However, cutting off too much at one time can be damaging, so never trim more than a third of the grass blades off in a single cutting.

Put mower blades on the lowest settings for the last two cuts of the season.

Aerate your lawn.

Compressed soil hurts grass health. Aerating punches holes into the soil and lets oxygen, water and nutrients into a lawn. Use a walk-behind aerator or get an attachment to pull behind a riding mower.

Mulch your leaves. Many mowers can mulch leaves with an attachment. Since mulching with a mower can mix grass clippings with leaf particles, these nitrogen-rich grass particles and carbonrich leaf particles will compost more quickly. Together, they return nutrients to the soil.

Trim and shore up trees and bushes. Use trimmers, chainsaws or pole pruners to cut back trees, shrubs and plants. Make sure branches are safely trimmed back from overhead lines, and not in danger of falling on a structure in winter weather. You may need to tie or brace limbs of upright evergreens or plants to prevent them from breaking in high winds or snow. Call a professional arborist for big trees or hard to reach spots.

Repair bald spots. Fall is a great time to patch bald or thin spots in a lawn. The easiest way to do this is with an all-in-one lawn repair mixture (found at most garden shops and home centers). Use a garden rake or de-thatcher to scratch loose the soil on the spot.

Kiser also added it is important to follow safety procedures whenever using

outdoor power equipment.

Read your owner’s manual. It will describe the individual requirements for your particular machine, and will provide directions on which fuels may be appropriate for your product. Fuels containing more than ten percent ethanol should not be used unless directed in the owner’s manual.

He said, “You’ll also want to service and winterize your lawn mower, string trimmer, leaf blower, and other outdoor power equipment.” And, remember, most gas-fueled outdoor power equipment is warranted and designed to run on E10 (10% ethanol) fuel or less. There are fuel options available today that should not be used in your outdoor power equipment. Remember ‘look before you pump.’ And, make sure to drain the fuel tank before storing equipment for the winter. Dispose safely of any fuel that is more than 30 days old.

“Winterization is important for outdoor power equipment. When everything is growing again in the spring and you see how all of your hard fall lawn work has paid off, the last thing you want to deal with is a malfunctioning mower,” said Kiser.

Ontario Improving Road Safety Ahead Of Cannabis Legalization New Measures Include Tougher Penalties to Deter Drug-Impaired Driving Office of the Premier To help keep roads safe, Ontario plans to introduce new measures to make drugimpaired driving laws even tougher.

Premier Kathleen Wynne and Steven Del Duca, Minister of Transportation, were in Toronto today to announce that Ontario plans to introduce legislation this fall that would increase the consequences and costs for those who drive under the influence of drugs, including cannabis. The measures add to Ontario's comprehensive cannabis plan, introduced in advance of the federal government's plans to legalize recreational cannabis by July 2018.

In Ontario, the penalties for impaired driving are already among the toughest in Canada.

The province has been working closely with public health and safety experts, police, and federal and municipal governments to develop the proposed measures, which build on Ontario's recent action to align penalties for drug-impaired driving with those already in place for drunk drivers.

New, tougher laws against drug-impaired driving will include zero tolerance for: • Young drivers aged 21 and under • Novice drivers -- G1, G2, M1 and M2 licence holders • All commercial drivers.

Zero tolerance means that drivers should not get behind the wheel if they have any detectable presence of drugs or alcohol in their system. For cannabis, the federal government will be approving a screening device and setting the thresholds for detectable presence in the coming months.

Ontario's legislation would also increase monetary penalties for all drivers who fail, or refuse to perform, a sobriety test.

As the federal legalization of cannabis approaches, Ontario plans to convene a summit in the fall of 2017 with policing partners, public health and other stakeholders. With the goal of keeping communities safe, the summit will be an opportunity to identify the resources necessary to address illegal storefront cannabis sales, proposed provincial offences, enforcement, opportunities for coordination and collaboration, and associated resource requirements.

Quick Facts • According to the 2014 Ontario Road Safety Annual Report, 29 per cent of all road fatalities that year involved a driver impaired by drugs and/or alcohol.

• In addition to provincial sanctions, impaired driving can lead to federal

criminal charges, which could ultimately result in a loss of licence, additional fines and jail time.

• Ontario is the first province or territory in Canada to publicly announce a comprehensive plan to regulate federally legalized cannabis. Key elements include setting a minimum age, promoting education and awareness and proposing a safe and sensible approach to the retail of recreational cannabis.

Michipicoten Chronicles

Michipicoten Canoes & Keel Boats One of Wawa’s greatest transportation assets prior to the 20th century was the Michipicoten River.

Our Michipicoten First Nation ancestors depended on this important water routes for trade, food, communication and transportation.

From 1725 to 1904, the Michipicoten-MissinabieMoose River system was a major trade and supply route for European fur trading companies. From 1821 to 1863, furs collected in the Lake Superior and Lake Huron trading districts, along with provisions from Sault Ste. Marie bound for Moose Factory, were transported from the Michipicoten HBCo Post along the Michipicoten, Missinaibi and New Brunswick Rivers to Long Portage. The Michipicoten Post canoes were met at this location by canoes from Moose Factory which was a depot receiving ships from Scotland and England. The furs and provisions were exchanged with the European supplies from Moose Factory and shipped back to Michipicoten Post.

Although this natural waterway was an available means of communication and transport, the MichipicotenMoose Factory route was far from efficient.

The Michipicoten furs usually left Michipicoten in June and took approximately 19 days to reach Moose Factory. Besides the expense and inconvenience of requiring two sets of work crews, the rugged and shallow nature of the watersheds presented continual problems. Navigating the rapids and waterfalls became even more troublesome when the bulk and weight of the cargo increased over the years.

The brigades travelling from Michipicoten in 1827 normally consisted of six canoes manned by four servants each. In 1828 the Hudson’s Bay Company decided to adopt a new form of transport vessel called a “keel boat”. Thirty feet in length and designed specifically for travel on rivers, three of these

vessels were constructed at Michipicoten in the years 1828 and 1829. Used for the first time in 1830, the “keel boat” became the principal means of transport on the Michipicoten-Moose Factory route. In 1858 the brigade embarking from Michipicoten for Long Portage on the New Brunswick River consisted of four “keel boats” manned by a total of thirty servants.

(Three Heritage Studies, 1980, Ministry of Culture & Recreation) In 1848, the exploration crew working with famous Swiss botanist and glacialogist Louis Agassiz, followed a trail leading upriver from the Michipicoten Post to the rugged portage at Michipicoten High Falls. Their explorations uncovered a set of keel boats and described how the boats were “portaged” around the waterfalls.

About three quarters of a mile from the falls we struck the portage path, running through deep moist woods.

Across it were laid logs, at short distances apart, so that it was like walking on a railroad where the sleepers have not been filled in. An explanation soon presented itself, in a smooth, narrow trench in the middle of the path, such as would be made by the keel of a vessel, and on each side the traces of a heavy body dragged over the ground; we conjecture that it was an arrangement for facilitating the transport of the heavy bateaux that come down from Hudson’s Bay. When we reached the head of the portage we found we had guessed rightly, for here lay several large boats ready to be hauled across. These bateaux measure generally twentyeight feet in the keel and forty above, and are very heavily built, yet as Mr. Swanston (superior at the Michipicoten HBCo post) afterwards told us, the voyageurs make nothing of the portage, and amuse themselves with racing the boats against each other over the path. (F.J. Lapointe, 1994) Attempts to improve navigation along the Michipicoten River included an energetic

project to divert a timeconsuming meander in the Michipicoten about 3 kilometres upriver from the post and Michipicoten River Village.

In 1880 the Chief Factor, Peter Bell, directed his employees to dig “a small ditch across a narrow neck of land, less than 100 feet in width, that separated the river’s meander bend, and (thus let) the spring floods cut a new channel in a more direct northsouth line.” (Three Heritage Studies, 1980, Ministry of Culture & Recreation) The ox-bow known as the Dead River exists today and is enjoyed by the many patrons of the fine cuisine and scenery offered at Kinniwabi Pines Restaurant. Next time you gaze out over the Dead River or cross the highway bridges over the mighty Michipicoten River, imagine the canoes and sturdy keel boats on their long arduous river journey with furs and provisions destined for places far and wide.

HOSPITALIZATION OF CHAPLEAU YOUTHS PROMPTS OPP INVESTIGATION (WAWA, ON) - On Tuesday, October 17, 2017 at approximately 1:20 p.m., members of the Ontario Provincial Police (OPP) Superior East Detachments along with the assistance of the Community Street Crime Unit (CSCU) and the Superior East Crime Unit executed a Controlled Drugs and Substances Act (CDSA) search warrant at a local Chapleau business.

The warrant was as a result of an extensive investigation into the sale of illegal drugs in the Chapleau area which resulted in several youths being hospitalized.

Approximately 95 grams of Kush King brand synthetic cannabinoids and four vaporizer pens containing hemp oil (also known as CBD) were seized.

As a result David DONG, (50) of Chapleau, Ontario, was charged with: • Adult possession of a Schedule II substance for the purpose of trafficking- under 3 kg, contrary to section 5 (2) of the Controlled Drugs and Substances Act. The accused was released from custody and is to appear before the Ontario Court of Justice in Chapleau, Ontario on December 18, 2017.

OPP RESPOND TO FAMILY DISPUTE (WAWA, ON) - On Wednesday October 11, 2017, at approximately 10:45 am members of the Ontario Provincial Police (OPP) Superior East Wawa Detachment responded to a local Wawa address regarding a family dispute. Investigation revealed that both the male and female were on conditions.

As a result a 20 years old Wawa male and a 19 years old Wawa female were arrested and charged with the following offence: • Adult Fail to Comply with Conditions of Undertaking Given by an Officer in Charge contrary to section 145 (5.1) of the Criminal Code of Canada.

The accused were released from custody and are to appear at the Ontario Court of Justice in Wawa Ontario on November 6, 2017.

BUSY LONG WEEKEND FOR THE SUPERIOR EAST OPP Thanksgiving Long Weekend Results (WAWA, ON) - The Superior East Detachment of the Ontario Provincial Police (OPP) had a busy Thanksgiving Day long weekend.

Officers patrolled the highways and issued the following charges; 42 for speeding, 1 racing, 1 suspended driving, 1 for expired validation permit, 1 expired insurance card, 1 improper trailer assembly.

Officers also responded to 64 calls for service and conducted several Reduce Impaired Driving Everywhere (RIDE) initiatives.

DISTURBANCE CALL RESULTS IN CHARGES FOR TWO WAWA RESIDENTS (WAWA, ON) - On Monday October 02, 2017, at approximately 11:40 am members of the Ontario Provincial Police (OPP) Superior East Wawa Detachment responded to a local Wawa address regarding a domestic dispute in progress. Investigation revealed that a dispute had taken place between a male and a female.

As a result a 20 year old Wawa, Ontario male was arrested and charged with the following offence: • Adult Mischief- Domestic contrary to section 430 (4) of the Criminal Code of Canada.

• And an 18 year old female was arrested and charged with the following offence; • Adult- Assault contrary to section 266 of the Criminal Code of Canada.

Both accused were released from custody and are to appear at the Ontario Court of Justice in Wawa Ontario on November 6, 2017.

WAWA WOMAN CHARGED WITH VIOLATION OF UNDERTAKING (WAWA, ON) - On Monday October 2, 2017, at approximately 4:50 pm members of the Ontario Provincial Police (OPP) Superior East Wawa Detachment responded to a complaint at a local Wawa address. During the investigation police learned that the female involved was in violation of her conditions.

As a result Christal Elizabeth PETERSON aged 39 of Wawa, Ontario was arrested and charged with the following offence: • Adult Fail to Comply with Conditions of Undertaking Given by Officer in Charge contrary to section 145(5.1) of the Criminal Code of Canada.

The accused was released from custody and is to appear at the Ontario Court of

Justice in Wawa Ontario on November 6, 2017.

WAWA WOMAN CHARGED WITH VIOLATION OF UNDERTAKING (WAWA, ON) - On Saturday September 23, 2017 at approximately 6:00 pm members of the Ontario Provincial Police (OPP) Superior East Wawa Detachment responded to a Wawa address regarding a violation of undertaking incident. At the scene police located and arrested the female.

As a result a 28 years old Wawa, Ontario woman was arrested and charged with the following offences; • Adult Fail to Comply with Undertaking x 3 contrary to section 145(3) of the Criminal Code of Canada.

The accused was held into custody pending a bail hearing in Sault Ste. Marie Ontario on Monday September 25, 2017.

THEFT OF GAS RESULTS IN MULTIPLE CHARGES FOR A QUEBEC WOMAN (WAWA, ON) - On Saturday September 16, 2017, at approximately 8:20 pm members of the Ontario Provincial Police (OPP) Superior East Wawa Detachment received a report of a theft of gas from a Chapleau gas station. Police were given a description of both the motor vehicle and the female driver. The motor vehicle was later observed approximately 20 kilometres from Wawa on Highway 101 where it was stopped.

Investigation revealed that the motor vehicle was stolen from Quebec.

As a result Amelie LAFORGE aged 18 of Saint Joseph Du Lac Quebec was arrested and charged with the following offences: • Adult Possession of a Schedule I SubstanceCocaine contrary to section 4(1) of the Controlled Drug and Substance Act. • Adult Flight while Pursued by Peace Officer contrary to section 249.1 (1) of the Criminal Code of Canada, • Adult Possession of Property Obtained by Crime Over $5,000- in Canada contrary to section 354(1)(a) of the Criminal Code of Canada, • Adult Theft Under $5,000 contrary to section 334(b) of the Criminal Code of Canada.

The accused was held into custody pending a bail hearing on Monday September 18, 2017.

Come Out Hockey Player Of And Join The Week - Devin Forbes The Fun With The Wawa Curling League

Don’t let the colder weather and shorter days get you down. Join the men and women who get together once a week for a social night of friendly competition playing Northern Ontario’s favourite game of curling!

Whether you are a seasoned player or have never stepped out on the ice, we are accepting registrations for the 2017-18 season. Players can register individually or as a team. We are always looking for individual players to be on the Spare List. All teams paid in full by October 27th are eligible for one draw prize of $100/team.

The 2017-18 season begins the week of November 6th.

Men’s night is Monday, November 6th, Ladies night starts Tuesday, November 7th and Mixed night (must have at least one member of the opposite sex on the team) begins Thursday, November 9th.

Teams will not be allowed to play if the entire team is not paid in full.

Curling is also available during Tuesday and Thursday afternoons. Please see the Pro Shop for more details.

Article by Barb Fisher, photo supplied Devin Forbes, aged 11, attending grade 6 at Ecole St-Joseph is a first year Peewee hockey player, wears sweater #2 and playing in the defensive position this dynamic player does not let too much go by. His favourite NHL team is, wait for it....Las Vegas Knights, with Shea Weber being his pick for top player. Devin sports much love for the game and in his opinion being part of a team building effort is the best. After his pre-game favourite meal of pesto pasta, Devin is ready to join his teammates eager to chalk up another win. He plays with a lot of heart and determination but remains gentle and considerate on and off the ice with both his teammates and opponents. Devin is the kid always willing to help with a great attitude and winning smile.

If you missed the WMHA home opener game action this passed weekend, you missed some great action. The Atoms came away with two demanding wins against Kapuskasing, but the Novice, Peewee and Bantams, although giving an impressive attempt their home openers proved that there is much more work to be done to regain their winning status.

This coming Sunday, October 29 our MMCC will entertain fans once again with Novice and Atom teams hosting two games each vs the HKL Hearst Novice and Atom teams. Novice games are scheduled for 10 am and 12:30 pm and the Atoms hit the ice at 11 am and 1:30 pm.

Make sure you clear your calendar to cheer on some great hockey - Sunday, October 29.

Also happening next weekend our players travel south of the border to confirm Canada's claim to fame that hockey is our game. Lets cheer on our Bantam Travellers as they hit the ice in St. Ignace, Michigan competing in the "Battle at the Bridge" AA Bantam tournament. This three-day event will see our Wawa team facing elimination action as one of 10 teams participating from all across the state of Michigan. We know our boys will represent our little Northern Ontario team with pride. Huge thanks to the coaching staff of Chris Simon, Jamie Boylan and Brian Boylan for their continued efforts and dedication to this group of young men.

A Beautiful Day For A Hike On September 28, students and staff from École secondaire Saint-Joseph (Wawa) took part in a hike at Orphan Lake.

It was a beautiful day to visit the Lake Superior Provincial Park and students took with them some very valuable lessons.

A Visit To The Public Library

On September 22, kindergarten students from École Saint-Joseph (Wawa), along with their teacher, Ms. Monique Gendron, made their way to the public library where librarian, Ms. Suzie Jarrell, read them a story. The students then had the oppor-

tunity to tour the library.

They each received a nice surprise at the end of their tour: a book, stickers, crayons and tattoos. This was a wonderful activity with one of the schools valued community partners.

A Scary Halloween Story I enjoy Halloween, even more now as an adult than as a kid. As always, this year I decorated my house inside and outside with the usual symbols. Inside on the front window I had a Happy Halloween banner balanced with a hanging skeleton. In the front porch entrance, I had a 'flying' black bat, a witch, a screaming clown, another smaller skeleton, and finally my lit pumpkin to greet the kids. It was lit up with a nice orange light to add some atmosphere. Outside I had two hanging ghouls, a pumpkin, and an imitation cemetery grave site, complete with a sign of old wood that I found in the bush, advising which way to the cemetery, and which way to the treats. I have this lit up with a yellow-coloured floodlight, in order to accentuate the grave as well as the decorated front window. I thought it looked spooky enough for Halloween. I found out it was.

I bought lots of candies and pop for the 'treats', just to avoid any 'tricks', so I was ready. Mind you, I also prepared some 'special' brownies for special tricksters. I had bought a package of M&M's with individual little boxes. That way it would be hard to trace back to me later once they tried them, just in case there was trouble. Those I planned to give out to the older kids, to help them enjoy their Halloween night even better!

'Ho, ho, ho, yeah' – in my most evil laugh.

I dressed up in a costume of Count Dracula, complete with cape and false fangs, streaked with blood. I hoped it would have the effect of scaring both the little and teenager kids.

They started coming about 6:30 p.m. It worked for some of the more timid youngsters. As soon as I would open the door, they would scream and run back to their parents who were standing out on the street. I would laugh and wave to them. The parents were not amused as they comforted their child as they headed up the street.

Other kids were not fazed at all, and stood their ground with their pillow or plastic pumpkin outstretched, calling out and waiting for their 'treat'. I guess they did not know the story of Dracula. I was a bit disappointed at their reaction, but I knew that was all part ofwhat I could expect as the night wore on.

That was all part of the fun I looked forward to.

The slightly older kids came when it was still a bit light outside, despite it being cloudy, with a slight drizzle coming down – just what you would expect to set the mood for the occasion.

That was about 7:00 p.m. when they starting showing up. The first one came into the porch by himself. I guess he was about 10 years old. He was dressed as a pirate. I complimented him on his great costume, but asked him where his parrot was that always sat on their right shoulder. He just shrugged and said his trick or treat mantra as I turned sideways and grabbed a fistful of candy out of the bowl on my dining room table. When I turned back to hand him his candy, he was shaking and he had big

bulging eyes. I could hardly get his 'treat' put in his pillowcase before he turned around and ran down the driveway, and up the street. I thought that was odd.

Maybe he was playing a trick on me, I wondered. I should be the one scared out of my wits. As I closed the door I remembered thinking at the time that it must be getting awfully cold out, as there certainly was a cold draft swirling around the porch.

I went back to the living room and sat down and watched TV while I waited for the next kids to come. It was dark by the time they knocked on the door.

When I opened the front door, they called out the obligatory 'trick or treat' greeting. They were 2 girls about 12 years old, I guessed. One was dressed as Dorothy from the movie 'Wizard of Oz', and the other was the wicked witch. Dorothy was cute in her blond curly wig, frilly dress, and bright red shoes. She even had Toto, obviously her own dog, to complete the look.

The wicked witch came with a broom, pointed hat, and black jacket, pants and shoes. She had her face made up with a wart on her nose. Again I commented on their costumes, and asked if they were sisters. They nodded yes. I turned away from them for just a second to get the candy for Dorothy. Then just as I turned around, I heard this highpitched scream coming from the 2 girls, and a guttural growl from the dog, as they made a mad dash across my lawn and down the street. I heard them call out to a group of kids coming towards my place: “Get out of here. That house is creepy! It's haunted!”

I was puzzled by what they said as I poked my head out of the porch. Again there was that cold air swirling around. I left the porch door opened, and went inside, closing the front door behind me while I waited for that group to get here.

They arrived shortly. They were teenagers, about 16 to 18, years old, I guessed. They were not too imaginative in their costumes – just out for the candy. The first two to block the doorway were guys. One was dressed in baggy jeans, with chains hanging from his pockets.

I asked him what his costume was about. He just shrugged and mumbled something about being a rapper – at least I think that's what he said. I just said a blunt oh, as I handed out a pop, and one of my special brownies for him. The second one was a little more imaginative.

He was the second one dressed as a pirate. I presumed it was based on the Johnny Depp character from the Pirates of the Caribbean movies. As I handed them their 'treats', I saw them turn their heads to look at each other, and with bulging eyes they swallowed real hard as they moved out of the way, in order to make room for the others.

The next two were girls. One was dressed in a really short skirt, with fishnet stockings and high heels. She was obviously going for the hooker look. The second girl had a black leather jacket and skirt, with hair in a ponytail. I guessed she was going

for the Olivia Newton-John look from 'Grease'. I gave them each a tin of a fistful of candies, mixed in with my brownies, and a tin of pop too.

Then the 'hooker'-costumed girl said to me - “Boy, your friend behind you there is really dressed up well, right down to that putrid smell of rotting flesh.

Does he have a bag of garbage tucked under his shirt?” I turned around to look behind me to see who she was referring to, but I saw no one. But I did notice that putrid smell that she had mentioned. “I must remember to take out my garbage tonight when I take down my displays,” I commented to myself. I felt a chill go up and down my spine as I turned back to face her.

I said to her, “I don't know what you mean. I am here all by myself.” She replied in a tone of disbelief. “Sure you are. I saw him. He just vanished into the dark kitchen as you turned around. Don't know how you did it, but that was a good 'trick' on us”.

Then a fifth teen barged in between the two girls. He raised his arms to his head and thrust them out towards me. Then he began to jerk himself closer to me. I recognized he was imitating the Zombie shuffle. His costume and facial makeup was very convincing. The others backed away to let him do his thing.

But just as he reached inside the porch he dropped his hands, and with a terrified look in his face, he screamed, dropped his plastic bag of candy and pop that he had already collected.

He turned and ran right into the rest of them who were standing in a huddle out on the driveway.

They all screamed, and stumbled over themselves as they tried to get untangled.

“What do you think you're doing”, “Watch it!”, “Get off me”, etc were comments uttered in the confusion. Once they got up, the Zombie declared, “Holy Crap, there was a real Zombie coming right towards me with blazing red eyes, and an axe in his forehead and those arms stretched out towards me, and his boney hands were clamped together in position to strangle me. I could feel those claws around my neck, and I felt like I was being choked. I'm freezing now. Let's get out of here!”, he ended as they all began to run away. His bag of 'treats' still lay on the floor of my porch. I called after him to come back and pick it up, but they just hurried up the street into the dark.

I began picking up his loot. I was shaken too, and scared at their carryon. It was just another trick these kids were playing on me, I thought, mostly to calm myself down. I continued with these thoughts, uttering to myself that kids were getting so creative these days – not just content to get 'treats'. They were doing the 'tricks' too. I noticed that the porch was even colder now than before, and that putrid rotten smell seemed even stronger now too, as I closed the door.

I felt uneasy as I sat back down in my lounge chair in the living room. I had this funny feeling that I was being watched from behind, and eyes were burrowing right into the back of my head. I tried to block that sensation by trying to concentrate on what was on TV. I had on the movie 'Halloween'. But my nerves were too frayed to keep it on. I quickly moved on, finally settling on 'The Big Bang Theory'. I needed the laughs

right now. It was now 9:00 p.m.

I was pretty sure there would be no more kids, so I got up at 9:30 to start shutting off the lights, and getting ready to go outside to take down the reminders of the night. First, I turned out the dining room and porch lights. I began taking down the inside decorations. I went out to the kitchen to put away the 'treats' on my dining room table.

Then I began to walk towards the front door to go outside. I could see the light of the kitchen reflecting in the window of the front door. I was just about to reach for my jacket on the coat rack on the wall in the foyer, when I froze in horror. There in the archway between the dining room and kitchen stood a real live zombie, complete with those red blazing eyes, bloody mouth, axe in the forehead, and tattered clothes, just like that kid described earlier that night. Suddenly it began waddling towards me. I panicked, opened the front door, and ran onto the lawn, right into a thick fog that had developed from the earlier drizzle. I hid behind the big birch tree in the front of my yard, and turned towards the porch to see if he was still coming – or was I just imagining it?

The imagination can sure run away with you on such a night!

But it was no figment of my imagination. He came stomping out through the door and stood on my cement porch stoop. He was just six feet away, and I prayed he didn't look my way.

He stopped, looked around, and then to my relief, headed to his left, towards my front window.

I quickly moved to the other side of the tree, and peeked out hesitantly. But then I watched in shock at the sight that I was seeing. He just faded away into the fog, right into the ground that I had fenced off to resemble a grave. I stared at the spot for the longest time, waiting to see if it rise back out of its' grave.

But I eventually got cold and wet, and I forced myself to move.

I took down my flying ghouls, turned off the floodlight, and finally moved over to take down the skeleton- painted picket fence that made the grave site. I quickly pulled them apart, while looking all around me to see if anything popped up. I put them away in the garage, and dashed back inside with the other decorations. I looked over my shoulder as I quickly shut and locked the doors. Thankfully there were no more occurrences. The cold air and rotten smell had gone too. I was safe for this year now I hoped. I took off my wet costume and hung it up in the bathroom. However, I could not get up enough nerve to sit back in my lounge chair, so I turned off the TV in the living room, and went to bed, instead turning on the TV there. I came across the Movie Channel featuring a marathon of Dracula movies. I began to relax, laughing at the corny action on the screen. But I soon got bored with it. I started to feel drowsy after ten minutes or so. But still it took me a long time to get to sleep last night, I assure you – especially knowing who or what was possibly laying right outside my bedroom window.

Then in the middle of the night, I woke with a start as I heard the floorboards creak and someone whispering my name.

The voice seemed to be coming from the window. I nearly had a heart attack as my blind suddenly flapped up, revealing

the shadow of a man staring in at me.

I was paralyzed in fear. As my eyes adjusted to the light, I realized it looked like that Zombie I had seen disappear into my makeshift grave. I must have awakened the dead by putting up that fence and creepy sign that said Freddie Kruger lay there. I vowed that I won't be doing that next year, for sure!

I could not hear what else he was saying. He must have sensed that because slowly the window steamed up. Then eerily I watched as his finger began to etch a message . When he was finished, it blared out a very ominous message: LEAVE THIS PLACE! It stayed there for several minutes before it faded away. Thankfully I never had any other appearance or contact with him that night. But I was freaked out by all of this. My brain was going a mile a minute trying to comprehend it all. So to calm myself down I turned on the radio on my bed stand, and pulled the covers over my head.

I did not want to see or hear anything else. It was a sleepless rest of the night, but I guess I finally dropped off. I awoke myself about 6:00 a.m. I had to go to the bathroom desperately.

I just could not wait a moment later, although I was terrified to look out, dreading what I might see. But my bladder won out.

Once I had relieved myself I dashed back to bed. I stayed there until nearly 8:00 am. By then it was getting light. It was still drizzling too, just perfect for my mood.

It is now the afternoon of November 1, 2014. Thankfully the rain and drizzle have stopped, but it is a dull day. It still leaves me with a dread of what might happen at my house on Halloween night next year, especially after what happened last night.

I stepped outside when I saw my neighbour across the street out cleaning up a pumpkin that had been smashed in his driveway. Kids! I look at my lawn to make sure I had everything cleaned up from last night. I stopped dead in my tracks, as I stared at the brown dead grass exactly where I had made that grave site. I shook my head and forced myself to move across the street. During our conversation I was telling him about my night. He has lived here for 40 years or more. He told me that there had been a murder at the house on Halloween night about 35 years ago. A single guy by the name of Freddie Kreuger had been murdered and buried in the front yard, co-incidentally just under the front window, by his brother. When the police eventually solved the case by getting his brother Donnie to confess and tell them where Freddie's body was. When they dug up the body, the first thing they saw was a hatchet buried in the forehead. They remarked on the gruesome sight of seeing Freddie's bulging open eyes filled with sand. His mouth was wide open too and also filled with sand. It haunted them for the rest of their lives, my neighbour declared. Now that image is engraved in my mind too. What a nightmare!

Yes, it was a Halloween to remember.

An early Happy Halloween, folks. Beware of the little ghosts and goblins out on Tuesday, Oct. 31st. Hand out those 'treats'.

Well, clearly I did not go to the same elementary and secondary schools that Kathleen Wynne and Energy Minister Glen Thibeault went to. For that matter it’s clear that Auditor General Bonnie Lysyk didn’t go to the same school as Wynne and Thibeault either. And I get the funny feeling that, while Conservative Leader Patrick Brown probably didn’t go to school with Wynne and Thibeault, he must have used the same math text book.

What makes me say this, you ask? I make this observation because only in the math textbook used by those three politicians does it explain how to make a $40 billion debt actually appear as an asset in one’s accounting ledgers.

A friend of mine said that she wishes she had studied math from Wynne’s and Thibeault’s books. That way with all the debt she’s has accumulated she’d be a millionaire now. All I can say is thank heaven that Bonnie Lysyk paid attention in class and didn’t use the Liberal math textbook. After studying the government’s creative accounting she was able to see through the smoke and mirrors that were used.

You can’t help but have heard how Auditor Lysyk revealed in her report that Kathleen Wynne has hatched a hydro scheme that will end up costing the people of Ontario an extra $4 billion dollars in interest charges.

That’s just not right. Because of ill-conceived Liberal energy strategies, hard working families, seniors and small business operators can’t afford to pay their hydro bills – where we happen to be the highest rates in all of Canada. As a result, all of Ontario is suffering.

In the Auditor General’s damning report on the government, she pointed out that the Liberal’s hydro scheme will cost Ontarians $40 billion, and part of the plan is to have families pay $4 billion extra for borrowing tricks to hide how bad the plan is.

New Democrats have been ringing the alarm bell on this for months now, and Lysyk’s report confirms our claims.

Would you make a cash advance on your MasterCard and pay high interest rates just to pay down your debt on your Visa so you could have slightly lower minimum payments on that account? We all know what a horrendous nightmare such actions lead to down the road. Wynne and Thibeault told the Legislature that this is a legitimate strategy to use to make Ontarian’s electrical bills more affordable…. At least for the time being while she is in office.

And Thibeault added that the proof that it’s okay to do this is

that this has been the Liberal practice for years. This is not accounting genius at work, it’s just political smoke and mirrors.

Suddenly some Ontarians are now throwing their hands up in despair believing Ontario will need to look to Patrick Brown and his Conservatives to straighten this mess out. They need to think again. Patrick Brown and the Conservatives have been dancing around this issue – like every other Conservative policy issue.

But this week, Conservative MPP Todd Smith made it clear, in no uncertain terms, that a Conservative government would keep Ontario moving down the disastrous path laid out by Kathleen Wynne. When asked what Conservative polices are, Patrick Brown keeps telling Ontarians to just wait – they’re coming. Their plans have always been to privatise Hydro One as well as Ontario Power Generation. Clearly they don’t have a better plan, so they will just willfully follow mindlessly along the path laid out by Wynne.

Kathleen Wynne’s ongoing privatization of Hydro One has left Ontario hydro users facing another huge rate increase, at the same time as Hydro One executives and investors take home massive pay and profits. Last week, the Ontario Energy Board released a preliminary decision on Hydro One’s transmission rate increase. The OEB gave Hydro One nearly everything it asked for, and we remain on track for a huge jump in transmission rates next year. Last year, the CEO of the privatized Hydro One collected six times the salary of the previous CEO. Does the Premier think ratepayers should feel grateful that the OEB trimmed back this sort of executive greed by a mere 3.5 per cent? When will the premier finally admit that her private sector discipline means only more private profits for her private sector friends?

It doesn’t have to be this way. Ontarians need a plan that will give them hope that things will get better. New Democrats have laid out a better way to lower hydro bill prices, and keep them down.

The NDP have a plan that will return Hydro One to public hands and to regain control over skyrocketing hydro prices. Our plan will put Ontario families first by lowering hydro bills permanently, and eliminating unfair Timeof-Use billing practices. New Democrats understand what Ontario families are dealing with. Parliament Votes Down An Opportunity To Save Billions And Improve Health Outcomes In Canada, if you cut your finger, you go to a doctor, get treated, and never see a bill. But if you walk into a doctor’s office and get diagnosed with an ailment that requires prescription medication, you have to pay out of pocket. That doesn’t make any sense, but only illustrates one way in which a universal pharmacare program would benefit Canadians. A late September report from the Parliamentary Budget Officer (PBO) bolstered the argument that a National Pharmacare Program would save Canadians billions of dollars a year while confirming what policy experts have been saying for years.

Canada is alone as the only major country with a universal health care system that does not provide drug insurance for its citizens. While a recent survey by the Angus Reid Institute found that more than 90 percent of Canadians support the concept of universal pharmacare, a vote in the House of Commons this week confirmed that a majority of parliamentarians do not. The vote came after the PBO released its report, so it’s not as if MPs weren’t armed with the best available information.

What the PBO report told parliamentarians was that the cost for a National Pharmacare Program would cost billions less than what Canadians already pay for prescriptions. What is implied, however, is that the savings could be even greater. That’s because the federal and provincial governments already spend a lot buying drugs outright, or making co-payments as part of health care plans.

Add in the savings from true bulk buying as well as the ballooning costs of contributing to health plans for employers and it’s easy to see where all the savings could come from.

Perhaps the greatest argument in favour of universal pharmacare is that it will allow more people to access the drugs they need. This will lead to better health outcomes and lower the cost of delivering health care. Too many people in Canada cannot afford their prescriptions and this is the single best way to address that problem. At

the same time it will save us money. The PBO report found that a national pharmacare plan would result in a net savings of $4.2 billion per year for Canadians. It’s not as if we aren’t spending money right now, so the real question is whether we want to pay $24.6 billion overall with millions uninsured or $19 billion overall with coverage for every single Canadian.

That is essentially what New Democrats asked parliament to support when they put forward a motion calling on the government to commence negotiations with the provinces in order to implement a universal pharmacare program. Despite the mountain of evidence that show the benefit of such a program, including the fact that Canada is the lone outlier among countries with a universal health care system, the government lined up to defeat the motion.

Universal pharmacare will save Canadians billions, while extending coverage to every single citizen. It will eliminate out-of-pocket costs for families and offer significant savings for employers. It will also mean long-term savings for our public health care system when those who currently can’t afford to fill prescriptions achieve improved health outcomes. With the recent release of the PBO’s report, it’s clearer than ever that a national pharmacare is not only good for the health of Canadians, but our economy as well. It’s unfortunate that more MPs didn’t see it that way.

OBITUARY

SCOTT, William “Bill” Henry Scott, resident of Grande Prairie, AB, passed away on Tuesday, October 3, 2017, at the age of 78. Bill was predeceased by his parents, Hank and Barbara Scott of Wawa. Bill was born in Toronto on July 18, 1939, and raised in Wawa. He studied journalism at the Ryerson Institute of Technology and moved west in the early '60's finally settling in Grande Prairie in 1964. He worked for the Daily Herald Tribune for over 50 years.

Bill will be sadly missed by his wife Eva, children Ian ( Deanna) of Toronto; Peter ( Kaira) of Cost Rica; and Andrew (Julie) of Edmonton; brother George (Shirley) of Kirkland Lake; and by four grandchildren.

The meeting began with Mayor Rody presenting gifts to Mark McRae who is retiring after a 30 year successful career in the Water and Sewer Department of the Municipality. Mayor Rody praised Mark's work performance as exemplary, with his ability to connect with residents who required further help and explanation in their water/sewage problems.

Mark has set the bar high and his service will be missed.

Council approved the donation of 100 Goose Pins to the Wawa Figure Skating Club to be distributed to participants at the Skate Ontario competition on Saturday, November 4 in Wawa.

Council authorized the use, and the Municipality assuming the cost of the Wawa Transit vehicle on Saturday, November 11 to provide transportation services for veterans to attend the Remembrance Day ceremonies Wednesday, October 25th was proclaimed by Council as the 17th Annual Child Care Worker & Early Childhood Educator Appreciation Day in recognition of the education, dedication and commitment of child care workers to children, their families and quality of life of the community.

Complex Regionl Pain Syndrome (CRPS) also known as Reflex Sympathetic Dystrophy (RSD) is a nerve disorder that causes chronic pain and burning that is out of proportion to the severity of the initial injury and can include swelling and extreme sensitivity to the touch. On November 6 the National Institute of Neurological Disorders and Stroke in support of research relating to CRPS/RSD will be celebrating the third-annual Color The World Orange day to spread awareness of the poorly understood pain disorder.

Council proclaims Monday, November 6th as "Color The World Orange Day".

Council has received the 2016 and 2017 Record of Council Attendance at meetings to which Cr Weitzel commented. From the period January 10th to September 12th, 2017, the mayor and three of the councillors have attended at least 92% of the meetings with the notable exception of the fourth member attending 38% of meetings. Cr Weitzel enquired as to the remuneration scale and possibility of replacement of councillors with poor attendance. This issue will be addressed after consideration.

Council approved the list of accounts for the month of September in the total amount of $915,635.66.

After an unsuccessful tax sale Council approved the write-off of all taxes owing in the amount of $150,331.31 for the property described as Plan M-168, Lot 1526-1529 Parcels 746 and 799 and declared the property as surplus in accordance with Policy AD-002: Sale of Land.

Council also approved the write-off of all taxes owing in the amount of $30,843.40 for the property described as Plan M-131, Lot 1147, Parcel 319 and declared the property as surplus.

The attendance of two members of Council to each of the following conferences in 2018 was approved: • Rural Ontario Municipal Association - Jan 21-23 in Toronto • Ontario Good Roads Association - Feb 25-28 in Toronto • Northwestern Ontario Municipal Association Annual Meeting - May 2-4 in Kenora • FONOM Annual Conference - May 9-11 in Parry Sound • AMO Annual Conference

- Aug 19-22 in Ottawa Northwestern Ontario Municipal Association Fall Regional Conference - Sep 19-21 in Thunder Bay Council accepted the recommendation of the Community Development Committee that funds in the amount of $3,000 be provided from the Community Development Project Fund to the Royal Canadian Legion for wheelchair accessibility renovations.

The recommendation authorizing an application for the 2018-19 Connecting Link Program was accepted which commits funds up to $266,702 toward the project cost of $2,667,028 prior to the approval of the 2018 Capital Budget.

A Request for Quote for the repair to the road surface in the Pinewood Drive/ Government Rd area was received and evaluated.

Council awarded the contract for Stabilizing Pinewood Dr and Government Rd to J. Provost Contracting and authorized the combining of the Capital Budget for the Pinewood Dr and Government Rd projects into one Capital Budget in the amount of $175,000.

The emerging electric vehicle and hybrid technologies have the potential to significantly improve the environmental impact of municipal fleets by reducing green house gas (GHG) emissions. More data is necesary to encourage municipal adoption of new green technologies and to help make decisions about the most appropriate applications. AMO is proposing to apply to the Municipal GHG Challenge Fund to procure electric trucks which will be loaned to participants in the pilot and members to test and measure usage. Council supported participation in the AMO Electric Truck Pilot Project including partnering with AMO in the applicatiion for grant funding from the Municipal GHG Challenge Fund.
