Whenever we look at our lives, we find ourselves busy, working day and night, sacrificing a lot of things, including family, children, fun, sleep and most important our health. We never take a moment to ask ourselves certain very important questions.

CAREGIVER CREDIT

A caregiver tax credit worth upto $674 is available in 2013. It is for caregivers providing in-home care for the elderly that are living in the same home as them.

TAX CREDITS FOR STUDENTS

Tuition, education, and text book tax credits are available for post-secondary education. To be eligible you must attend a Canadian University, College or other post-secondary educational institution, or an institution that is certified by Human Resources and Skills Development Canada. These tax credits may be transferrable from children to their parents.

Non-refundable tax credits are also available on interest paid for student loans received under the Canada Student Loans Act or the Ontario Student Assistance Program (OSAP)

MEDICAL CREDIT

Medical expenses in excess of 3% of your net income may be available to you as a non-refundable tax credit. If your net income is more than $71,767 during the year, any medical expenses in excess of $2,152 would be available for this tax credit.

PUBLIC TRANSIT TAX CREDIT

Prior to this appointment, he served as the Parliamentary Secretary of Transport, with special emphasis on Transport and the Environment.

working on the front lines. Resources were brought in to assist and enhance the health care services of local front line workers. Ward 39 Scarborough-Agincourt is one of the most ethni- cally diverse neighbourhoods in the City of Toronto. Mr. Karygiannis has made sure that Toronto, especially Scarborough-Agincourt, has received funds for Settlement Services to look after the needs of our newcomers.

During his tenure, Mr. Karygiannis forged good working relationships with his colleagues at the municipal and provincial and federal levels of government. Together, they worked on issues of critical importance to the community including: establishing, with law enforcement agencies and various government departments, a Task Force to combat marijuana grow houses; strengthening community safety; and, helping to ensure the safety of residents of rooming houses in Scarborough Agincourt.

As the Parliamentary Secretary to the Minister of Transport, Mr. Karygiannis worked with City of Toronto ofďŹ cials, the people of Ward 39 Scarbor-ough-Agincourt and GO Transit, to ensure the sound of loud train whistles on GO Trains traveling south, along the eastern border of Ward 39 Scarborough-Agincourt, did not disturb area residents.

When the SARS epidemic struck Toronto and Canada, the Scarborough Grace Hospital was the epicenter of the outbreak. Working with his colleagues in Ottawa, Jim was able to quickly address the issue of salaries, through Employment Insurance, for people that were affected and

Jim was born in Athens,Greece in 1955. He immigrated to Canada as a teenager with his family, settling in Toronto,Ontario in 1966. Jim graduated in 1978 from the University of Toronto with a Bachelor of Applied Science in Industrial Engineering. He also holds a Fellowship of Business Administration from the Canadian School of Management. Jim Karygiannis is married and is the father of ďŹ ve daughters and two sons-in-law.

MBE: Hello Jim, can you please give us a background about yourself and your family?

Jim: I was born in a refugee camp in 1922 while there was a war going on in the Balkans. My mother migrated to Greece and we moved into a refugee camp. I was raised as an only child by my parents who were very hard working but were not well off.

The best thing my father ever did for me was move to Canada.

I started going to school in downtown Toronto and graduated in Industrial Engineering. We then got into footwear wholesale business. At first the business was going very well and I decided to stand for my first provincial election. I did not win at first but once I had tasted the political life I went right back to door to door campaigning after my loss. I eventually got the nomination for Scarborough Agincourt and looked after the people there for almost 26 years.

As years went on things changed and eventually I left the position I had. At the time there was an opportunity to stand municipally for City Councilor Ward 39. As one door closed in my life a new one opened and I was elected. It was a new challenge for my life as I had been an engineer, a business man, a federal Member of Parliament and now municipal member.

I have a lovely wife I have been married to for the last 39 years and it is great having a wife at home. I have 5 lovely daughters MBE: After getting your engineering degree and starting your business what pushed you towards politics?

Jim: My political career started by chance when I got involved in a movement to depose the leader of Greek town during 1984. The residents at the time believed that the

leader was not able to deliver the things he promised and I was approached to take over his position. I eventually decided to run provincially but lost by only 5 points. It worked out well for me as I went on to run from Scarborough Agincourt and won the election there. Politics for me was a lot of “right place right timeâ€? along with some right decisions and eventually became a way of life. There are two kinds of politicians. The ďŹ rst kind is the good looking one who is always in the front lines looking smart but does not have much substance. The second kind is the politician who cares about working for people and helping people out even if they are not in the limelight. I consider myself the later type. I am a liberal and have been a part of the liberal party but there were times I went against the party and pushed the envelope when I felt something was wrong. In munici-pal politics the party is not important it is the people that have elected you that are important and delivering to them is important.

MBE: Jim can you please shed some light on a couple of achievements during your time spent in the local government?

Jim: One of accomplishments would be fundraising I did for the Earthquake that struck Northern Pakistan in 2005.

I worked with local Pakistanis who were from the area in raising money. The community had raised a million dollars and as part of the government we matched that donation. We used the funds that had been raised in the reconstruction of school and other infrastructure.

Later on when the Tsunami struck Asia we did the same process and were able to help thousands of people that had been affected.

The other accomplishment in my career was giving recognition to various genocides that had taken place over the years. One such genocide we shed light on was the Armenian Genocide in which over 1.5 million Armenians died.

Another accomplishment in the local government took place during the SARS outbreak in 2003. At the time people were being quarantined for a mandatory 10 days and could not work for two weeks if they had been under quarantine. The time that they were quarantined was counted as unpaid leave and many people who were supporting their families needed this money. I lobbied successfully to get rid of this and the days that they were quarantined became paid leave.

Locally another problem I helped tackle was the abundance of Marijuana grow houses. At the time there was a grow house on every street and along with the help of local and federal police we were able to get rid of them. I also got to know the local people in the community who had come from all over the world. These people faced problems back home such as the Katrina disaster, the Kashmir earthquake and the Guyana floods. We helped all these people bring support back home.

MBE: We have heard you are an avid traveler. How do you feel about your travels to South East Asia?

Jim: I have been to India and Pakistan many times and I have good friends over there. I believe that Pakistan and India are treasures that are slowly being discovered by the western world. This is mostly due to the Pakistani and Indian Canadians who are pushing for better relations between the countries. The sooner our governments start realizing that we need to create these relations in order to make more business opportunities and make more money the better. Both the United States and Canada have made efforts to have strong ties with China and right next door there is an entire world to be discovered and that’s the South Asian world.

MBE: Jim as you know 90 percent of the population in Canada is landed immigrants. Can you please explain how important these immigrants and the importance of immigration?

Jim: The city of Toronto has very few visible minorities in council. Most of the council is made up of Caucasian.

What we need to do is make up the city council to reflect the city of Toronto. More men and women have to be

elected from different backgrounds to represent all the different types of people in society. Once this is done people can easily relate to the City Council and call it home. More people need to step up and take an active role in these kinds of positions.

I personally took the responsibility to reach out to ethnic minorities for the liberal party. I travelled around Canada met with various different minorities and tried to understand the specific needs and dreams of these people. I tried to make my office in City Council a center for diversity where people can approach the government and express their concerns and needs.

MBE: Jim there are a couple of specific issues Toronto has been facing that I would like you shed some light on if you can. One of these issues is the almost double increase of Land Transportation Tax (LTT) Jim: We have young first time buyers along with people experiencing changes in life, these people I believe are the ones that are most vulnerable and should not be hit with this tax. An average young couple is making around $ 120,000 a year and after taxes and living expenses are taken out hardly $60,000 dollars is left. For that couple after purchasing an approximate $ 400,000 dollar house with down payments and mortgage payments for them to be hit with an approximate $5,000 bill for LTT is very hard. That tax should be taken away and the same $5000 can be spent on something like furniture for their new house. This same money saved will help the economy and help create job opportunities. Overall I will be very supportive to get rid of this Land Transportation Tax. MBE: What are you current main focuses as City Councilor at the moment?

Jim: My main focus at the moment is the creation of the Subway along Sheppard Ave. Another major local issue I am focused on is that the TTC wants to make a bus garage for which they need 19 acres of land. This will have around 250 busses in and out every day and will create great (around 1000) job opportunities such as jobs for mechanics. The issue is that the location they want is right next to a school and a senior citizens home. I am against the particular location as it is a busy intersection so I am working for it to be opened somewhere else that doesn’t affect the traffic near the school.

MBE: We at MB have been dealing with small businesses for many years and have noticed an alarming trend that the life span of an average small business is only 2-3 years. This along with the lack of job opportunities has become a major issue. Can you please shed some light on this particular issue being faced by Canadian?

Being close to family was more important than travelling up and down to Ottawa for 25 years and living out of a suitcase. Now I have the freedom to be home every night and sleep in my own bed and get to spend time with my family and see my mother.

Jim: First we need to attract more businesses and we need to keep those businesses. We need to make sure as a City the amount of red tape we put in front of them and amount of restrictions we apply have to be decreased. We need to have one specific office that deals with businesses and gives solutions to business owners. Currently for a business owner he would have to go to two or three different offices to take care of issues such as how to file your GST and where to file your property tax. We need to create a one-stop shop for current and future business owners. This will save not only time but also fees such as administrative fees that business owners have to pay. We need to create attractions for new businesses such as tax rebates which will attract foreigners who are looking for cheaper places to open businesses such as China. One of the projects I worked on personally was to create a tax free zone in Niagara that would attract such businesses.

MBE: Apart from politics and family what are some of the hobbies you partake in?

MBE: What is the one most important rule or principal that motivates you and keeps you going?

Jim: The number one most important thing for me is family. If my family does not support or approve of what I am doing I cannot achieve anything. If you run for politics without the support of your family you can become successful at politics but will never win in life.

MBE: What was the most difficult moment of your life Jim? Jim: The most difficult moment of my life was resigning from Parliament. It was very tough because I didn’t want to leave but I had to because I wanted to take the next step in my life. I had to be closer to my mother who was a

Jim: I used to be a swimmer and had joined the Canadian Olympic swimming team many years ago. Now I spend my free time playing Golf. But the best time for me is the time I get to spend with my family. I like relaxing on my front porch being around my daughters helping them.

Apart from this campaigning has always been an interest of mine. I have done 10 campaigns of my own and have been a part of about 35 other people’s campaigns.

MBE: What is your final message for the business community and the people reading this magazine?

Jim: The most important thing I can say is that the color of your skin does not matter and everyone has to respect the people sitting next to you in your daily lives. Once you respect them as an equal it does not matter where he or she comes from and once you have accepted them then you celebrate your differences who you are and eventually embrace the future together. There are four important words: Respect, Accept, Celebrate and Embrace. If you take the first letter of each of those words it spells RACE. We are all part of the human race and if we cut ourselves we all bleed red.

I have heard those words that have left an impact on me and changed the way I view my life; “we become what we think about.”

Wanting to take control of my life, I started looking for the answers of how it was possible to prosper and to grow, not only in the business world, but as a person. How is it possible to live in abundance?

How can someone turn dreams into realities?

Along my journey, I have come across some of the most inspiring sources: books, authors, speakers, modern day philosophers, entrepreneurs and success gurus. Here is what I found! Even though they all have diverse views and opinions, there is one common trend

that they all unanimously agree upon; “we become what we think about.”

Success begins in the mind of the individual. The way you think determines your outcome. Quite simply, if you think positive thoughts, you will achieve positive results. If you think negative thoughts, you will reap negative results. So how is it that we become what we think about? It all begins in the subconscious mind. Within our subconscious mind lies the true potential of our personal power. Our subconscious mind holds the key to unlock the future we have always dreamed of.

“The greatest revolution of our generation is the discovery that human beings, by changing the inner attitudes of their minds, can change the outer aspects of their lives.”

In the recording “The Strangest Secret”, Earl Nightingale gives the example of our minds being very similar to fertile land. The land does not care what you plant; it leaves the choice up to you. If you have two seeds; one corn, one deadly poison, and plant the seeds, water them and care for them equally- what will happen? The land will return what is planted. It will return poison just the same as it will return the corn. Our minds, although much more complex, work the same way. Whatever seed you plant in your mind, your mind will return to you.

Start by making a conscious decision for what it is you want. Plant your ideas, dreams and wishes, deep within your subconscious mind. take care of

and support them. Think these thoughts so often that they become a part of your subconscious mind. Once your subconscious mind learns what it is you want, without even consciously thinking about it, it will guide you towards your desires.

Every great idea or achievement started in the mind of its creator. But, it is our subconscious mind that controls 95% of our thoughts and actions in our daily lives. It is these actions that affect our outcome in life. Begin at once!

There is no better time than now! Plant that seed! It's your duty to make it grow into the physical reality of something that started out as only a thought.

On a number of occasions, I have seen the following scenario (or a slight variation of the scenario) “PLAY OUT”.

John Doe has bad credit but he is desirous of owning a property. He is aware that he will not be approved by the Bank and/or Mortgage Company if he applies for financing in his name. John has consulted a mortgage agent who has determined that he is able to “carry” the mortgage and the associated carrying costs of owning a property that fits his specifications.

John believes that his credit can be repaired within two years or so but he cannot wait that long as his fiancé is scheduled to move from overseas within six months to start their new life. Of course, John wants to impress his fiancé that he is living the Canadian “DREAM”.

John. In addition, the Trust Agreement stipulates that John (and not Jane) is responsible for all mortgage payments and all related carrying costs of the town-house. More importantly, the Trust Agreement states that, at any given time John requests, Jane agrees to transfer title to the town-house to John.

John moves into the town-house in preparation for the arrival of his fiancé. Jane never moved into the town-house.

Unfortunately for John, the relationship with his fiancé deteriorated, his fiancé never moved from overseas and the parties went their separate ways.

John then commences the search for someone who has good credit and is willing to hold the property he intends to buy in their name for a while. John’s cousin, Jane Doe, has good credit and agrees to help John with his present dilemma.

Two years later, John is still single and realized he does not really need the larger space that a town-house provides – a one-bedroom condo could suffice.

John “buys” his “dream” home – a three-bedroom town-house in a nice neighbourhood. At the time of John’s “purchase” he enters into a Trust Agreement with Jane.

John contacts Jane about his plan to“down-size”.

Unknown to John, Jane has been monitoring the significant increase in property prices in John’s neighbourhood.

In a nutshell, the Trust Agreement stipulates that even though Jane is the registered owner of the town-house, John is the beneficial owner and further, that Jane is holding the property “in trust” for John. The Trust Agreement further confirms that save for the mortgage funds obtained from the Bank and/or Mortgage Company, the down-payment and all other closing costs for the purchase of the town-house was provided by

John was on the verge of a heart-attack when he received a phone call back from Jane wherein Jane advised him that the town-house belonged to her and she had no plans of selling. She even told John that it is her words against his as there were no witnesses to his “so-called” Trust Agreement.

THE BANK DOES NOT CARE …BUT THE COURTS DO

John is unsure of what to do. His initial inclination is to contact the Bank so as to inform the Bank that he is the actual “owner” of the town-house and not Jane.

Unfortunately for John, the Bank and/or Mortgage Company that provided mortgage financing to facilitate the purchase of the town-house is not a party to the Trust Agreement. Typically, the Bank and/or Mortgage Company will not recognize John’s interest in the property.

However, a Court of competent jurisdiction will recognize John’s interest in the property.

Infact, there are cases where the Courts have ordered that the title to the property in circumstances as described above, be transferred from the registered owner (in this case, Jane) to the beneficial owner (in this case, John).

The time-frame involved before the Court can Order such a transfer of title from the registered owner to the beneficial owner can take several months.

However, there are interim measures that John can take to protect his “interest” in the town-house. A Caution can be registered against title to the town-house – preferably attaching a copy of the Trust Agreement to the said Caution.

However, such a Caution is typically only valid for sixty days.

John can also bring an Application for leave for the issuance of a Certificate of Pending Litigation (“CPL”) to be registered against title to the town-house, pending the Court’s resolution of the “title” issue between him and Jane.

With respect to both interim measures, either a Caution or CPL, appropriate legal advice from a lawyer is strongly recommended.

So, just like John, if you want to “own” a house but have bad credit, the following are some desirable action steps:

1) Have a Trust Agreement in place and ensure that, there are at least two witnesses to the Trust Agreement; 2) Have the above-noted witnesses swear Affida vits of Subscribing Witnesses; 3) Keep impeccable records. For instance, keep a record of the bank draft/certified cheque of the down-payment for the purchase transaction, a record of the bank draft/certified cheque relating to the closing funds, a record of the

mortgage payments made to the registered owner’s bank account (with a memo stating that it is a mortgage payment as opposed to a rent payment) etc; 4) Have a Power of Attorney (“POA”) in place with the registered owner as grantor and the beneficial owner as grantee of the POA; and 5) Ensure that your name is noted on all accounts so as to be able to make enquiries e.g. utility companies, property tax account, etc.

Snow Safety Tips to Survive the Winter Weather

Air & Water Quality in Your Home

Canada’s job market “sputtered” in 2013, says a new report that finds a majority of the net job creation last year involved part-time jobs, went to older workers and was concentrated in a single province.

The report from the Canadian Chamber of Commerce found Canada added 0.6 per cent new jobs in 2013 not enough to cover population growth.

Canada created 99,000 net new jobs last year (“net” means total new jobs minus jobs lost), compared to nearly 308,000 net new jobs created in 2012, the report found.

What’s more, the net jobs created were almost all part-time (95,000 of the 99,000 jobs), “raising concerns about the quality of jobs being created,” the report said.

Of the total net new jobs, 68.6% were in one province, Alberta.

“We’re not talking about one LABOUR MARKET. We’re talking about multiple & diverse labour markets,” study author Tina Kremmidas told the Globe and Mail.

So who got the jobs that were created? Not youth, who saw their total number of jobs shrink by nearly 21,000 last year, a decrease of 0.8 per cent. (That’s for the 15-to-24 age group.)

Older workers, those aged 55 and up, took the lion’s share of job gains. There were 154,000 more people over the age of 55 working last year than the year before. And women over 55 did the best of all demographic groups, increasing their employment by 5.5% (men 55-plus saw job growth of 4%).

Among people of “prime working age,” meaning ages 25 to 54, the number of jobs shrank by 0.3 %, or some 34,000 jobs.

If there is a silver lining here, it’s the nature of jobs that have been created.

The majority of the jobs created last year were in the service sector, the report says, but that doesn’t necessarily mean flipping patties at a fast food restaurant.

While there were jobs like that created (17,000 net new jobs in food and accommodation), high-skilled service jobs in professional, scientific and technical services dominated, with 86,500 net new positions.

That job classification includes lawyers, architects, engineers, scientific researchers and advertising execs, among others, the report notes and these jobs pay better than average.

“As in other advanced countries, there has been a shift in employment toward services during the past three decades,”

the report notes.

In Canada, that shift seems nearly complete, with 78% all employed Canadians now working in services. Compare all that to manufacturing, which lost 35,000 jobs last year and continues to shrink as a source of employment.

Government austerity measures also hit the job market hard; jobs in education declined by nearly 40,000 positions, the Chamber study found, while public administration jobs declined by nearly 30,000.

Crawl regularly: Just like the Google Page Ranking System crawls the Internet regularly, scan the job market for new job postings, and apply early! Sometimes, they disappear quickly.

Answer phone calls: Some people do not answer unknown numbers. Don't do that during job search. That was not a stalker or telemarketer, it was a recruiter!

Smile / use humour: Be charming. Marilyn Monroe famously said: "If you can make a girl laugh, you can make her do anything." Recruiters are people too.

Read dating Books: Apply the techniques for job hunting. Not asking you to seduce the recruiter, but become well groomed, develop an attractive personality, and understanding body language.

Read Dale Carnegie: How to win friends and inuence people. Understand people well.

Read Joe Girard: How to sell anything to anybody.

Learn how to become a good salesman.

Be Different: Job search can be a competitive blood sport when there are hundreds of applications for a job. Differentiate yourself.

Constant search: Be shameless in the pursuit of extra information. You may be a smart person, but you do not have all the answers.

Find mentors / alumni: Especially true if you have no Godfather in high positions Read G.B.Shaw quotes: Very relevant for job seekers.

Don't be shy: A crying baby gets milk, and a crying job hunter gets a job. G.B. Shaw quote: "The secret to success is to offend the greatest number of people." Do not worry about wasting people's time or offending them. You are not pestering them for Multilevel Marketing, or selling them products. Someday, they may lose jobs / look for new ones. What are friends for?

Don't be scared: If you are timid to approach strangers, you do not deserve a job anyway. How will sell the products or services of a company tomorrow, if you cannot sell yourself ďŹ rst, today?

Here is another gem by G.B. Shaw, "My reputation grows with every failure."

Job-application-pipeline: Just as we have a sales pipeline in business. When you are job hunting, you are still selling yourself, and need to set up a pipeline of leads, you know!

Work 10x harder: If you are at a disadvantage because you are a recent immigrant, a visible minority, a new grad just out of school, or someone who does not have the right visa status for employment, you may have a harder time getting employed. Here is what I consider the greatest quote of G.B. Shaw for such applicants: "When I was young I observed that nine out of every 10 things I did were failures, so I did 10 times more work."

Forget fairness: No one said that the world is fair.

The world owes you nothing. You have to make your mark here by your own efforts, merit, and ability.

Personal domain name: Register a domain with your first and last names and connect it (URL forward) to your LinkedIn profile. For example, if your name is John Smith, register www.JohnSmith.com and forward the URL to your LinkedIn profile.

Downloadable resume: Create an option to download resume there (do this by providing a link for download from a site like www.Box.net ).

Read books: Books like How to make people like you in 90 seconds or less.

Avoid foot in mouth syndrome: Think from the interviewer's point of view. What will impress him or her? Oh, how many interviews were lost because people said something silly on the phone!

Don't fall in love: The first line / gatekeepers, namely the HR assistants are usually young and pretty or handsome, and they are real nice to you, but you went for a job, not for a date, remember?

Don't get fooled: Some interviewers are so soothing and empathetic, they will have you spilling all your secrets in 10 minutes. Yes, the person may be nice, but he / she is not your shrink, OK? Practice discretion: No, you will not lie in an interview, or alter your resume, but give out only so much information as necessary. Be your own greatest advocate, agent, cheerleader, and lawyer. This is an interview, not a court trial!

One common sentence that I see repeated due to frustration by unsuccessful job seekers is:

"Oh, it is who you know, and not what you know, these days. People do not care for talent any more."

Don't become a bitter person. The people who get jobs are those who deserve to get them, because they put in the time, effort and energy. It is not a matter of competence alone, but a matter of compatibility, as well. Yes, some people get jobs by connections or referrals, but the logic may be that a known devil is better than an unknown devil, and hiring by referrals increases the chances of getting trustworthy candidates. Birds of the same feather may party together, but it is OK for you to get invited to that party too!

Find your niche, find an opening by trial and error or by research, and get an additional advantage yourself -- that is what we call as "Competitive Advantage" in business.

There is no perfect way to find a job, and you cannot predict what will get you your next job.

I have had interview calls in the past from the least expected sources, or from applications submitted long in the past.

The job search can get frustrating, especially, if you see your peers getting ahead. You may begin to wonder what is wrong with you. Don't worry. Just like that frog which fell in a bucket of cream, and did not drown because it struggled so hard, that the cream turned solid, you have hope as long you are trying really hard to succeed. So cheer up :)

Hot, Not Bothered Inexpensive Home Heating Tips

The dramatically rising cost of home heating is a bothersome concern for most Canadians.

Heating your home efficiently this winter will be the key to keeping your energy costs under control. Here are some quick, easy and, most importantly, inexpensive ways to maximize warmth and minimize impact to your pocketbook: ADJUST YOUR PERSONAL THERMOSTAT: Wear a sweater and dress warmly around the house. When you're stationary, watching television or reading, you're most susceptible to a chill, so toss a throw around you. Since hot air rises, resist the icy influence of cooler floors with thick socks or slippers.

ADJUST YOUR HOME THERMOSTAT: It goes without saying that the less energy you use, the lower your heating bills will be. Set your thermostat at 21°C when you're home awake, 18°C when you're sleeping and 15°C when you're out of the house. Purchase a programmable thermostat to reduce your heating bill by as much as 20 per cent.

LET THE SUN SHINE IN: While up to 25 per cent of your home's heat is lost through its windows, they are also a source of solar warmth. During daylight hours, keep your drapes open and let the sun help heat your home.

Insulate your windows with plastic film to reduce heat loss by 50 per cent. Insulating curtains are expensive, but pay for themselves within 7 years.

SEAL THE LEAKS:

Caulk, seal and weather strip around windows and doorframes, baseboards, ducting and electrical outlets to save up to 20 per cent on your heating bill. Remember to close your fireplace flue when you're not enjoying a fire. Install a door sweep to resist against under-the-door drafts.

Turn off the heat supply and close the door to unused rooms, such as a guest bedroom. Close interior doors leading to hallways or stairways to keep the heat where it's needed most.

CONSIDER THESE SAFETY TIPS WHEN HANGING YOUR OUTDOOR SEASONAL LIGHTING: POWER DOWN:

Before working with outdoor wiring, turn off the electricity to the supply outlet and unplug the connection.

LOOK FOR THE CSA INTERNATIONAL CERTIFICATION MARK:

Ensure that light strings, cords, spotlights and floodlights are certified by CSA International and marked for outdoor use or wet locations.

HANG 'EM HIGH: When hanging lights outdoors, keep electrical connectors above ground, out of puddles and snow, and away from metal eaves troughs.

DON'T NAIL IT: Use insulated fasteners rather than metal nails or tacks to hold light strings in place.

BE WEATHER WISE: Remove outdoor lights promptly after the holiday season to avoid damage caused by extended exposure to harsh weather conditions.

TIME IT:

Use an outdoor timer certified by CSA International to switch lightsonand off. Lights should be turned on after 7p.m. to avoid the electricity rush hour.

THE RIGHT RECEPTACLES:

Whenever possible,connectalloutdoor lighting into receptacles protected by weatherproof ground fault circuit interrupters(GFCI). These can provide protection from electric shock by sensing ground leakage and cutting electrical power.

Hiring a Contractor Whether building a new home or renovating an old one, choose your contractor carefully. Start by writing your project down, including a floor-plan sketch. Ask friends, family and neighbours about good and bad contractors. Select several contractors and arrange to meet with them. During the meeting, ask each of them: 1) How long have they been in business 2) What experience have they with projects such as yours 3) Their registration numbers for trade associations, the Better Business Bureau, Workers' Compensation and private liability insurance Reputable contractors will gladly answer these questions. Avoid those who balk.

Have the contractor supply at least three references. Ask these former clients about their experienc-

es and, if possible, visit their projects for a ďŹ rst-hand look. Ask your local Better Business Bureau if there have been complaints and how the contractor handled them.

A major project may require professionally drawn plans. Instead of hiring an expensive architect, pay one prospective contractor to draw them.

Then you'll own the plans outright and can show them to other bidders. Welcome suggestions. An experienced contractor may have good ideas you never thought of.

Each estimate should state prices for labour, materials (including brand and model names where applicable), and all other expenses. It should also describe the warranty. Don't necessarily choose the lowest bid. Ensure that yours includes: The contractor's name, address and telephone number, along with registration numbers of the ďŹ rm's operating licence, memberships in trade associations or the Better Business Bureau and Workers' Compensation. Also include details of private liability insurance coverage. You could be held liable if insurance doesn't cover an injured worker. If subcontractors are involved, the contract should list similar information for them.

A detailed listing of the work to be done and all products to be used. The contract could specify either a set price, to which the contractor is com-

mitted regardless of unforeseen complications, or a cost price, which allows the contractor to charge extra for such problems.

An hourly rate for labour. This is most important in a cost-price contract, but is also necessary in a set-price contract, in case you decide to change the plan after work has begun.

A schedule for payments. Pay only a nominal deposit before work has begun. Then, arrange for payments as work progresses. Avoid scheduling payments for predetermined calendar dates.

Instead, pay as each stage is completed.

Never sign a partial or blank contract. Any later changes should be added in writing and signed by both parties. During the project, deal directly with the contractor rather than the tradespeople. Handle problems as they arise and be reasonable. Be considerate of the contractor's needs, such as parking space for work vehicles.

'Has Slipped Into Recessionary Territory' The Huffington Post Canada Canada’s labour market “has slipped into recessionary territory,” Business In Canada magazine declared this week.

An article from editor Lucas Kawa notes that Canada’s core working-age population has been growing faster than the total number of jobs in recent months.

“Taking a long-term view, 66 percent of the months in which this occurs are associated with a recession,” Kawa writes.

“In a healthy economy, one would expect the rate of job creation to outstrip the growth of the core-age population.”

By Kawa’s calculations, full-time employment is up just 0.1 per cent over the past year, a fraction of the jobs Canada would have to create to keep up with population growth.

StatsCan’s latest unemployment report was just the latest in a series of disappointing reports this year, showing private-sector employment shrinking by 118,000 jobs -- the largest loss on record.

That was offset by an increase in self-employment of 87,000, but it’s unlikely that many of those who declared themselves “SELF-EMPLOYED” are earning a stable income.

The nasty numbers don’t mean Canada is in a recession or is about to enter one -- but they do mean the country’s unemployed have limited

options, not unlike in a recession. Kawa suggests Canada could be seeing a “mid-cycle slump” in job creation, as was seen in the mid-1990s when the country's economy was growing but job growth was sluggish.

Canada's employment rate essentially the percentage of the population with a job - has been steadily declining for the past few years. Economists are split on whether this is due to working-age people leaving the workforce because of a lack of work, or due to aging Baby Boomers retiring. Recent data suggest both factors are at play.

This latest slump in jobs is happening at a time when the support structure for the unemployed is growing weaker. In recent years, little more than a third of Canadians who lose their jobs have qualified for Employment Insurance. In Toronto, where the unemployment rate sits at 8.9 per cent, fewer than one in five qualify.

The upside to this is that the Conservative government is expected to announce a cut to EI premiums. The Tories say this will reduce the tax burden on companies and consumers and will spur hiring.

"What I find most interesting is the number of students who are not looking for a job at graduation."

That slightly outrageous comment from the outspoken Sean Wise, professor of Entrepreneurship at Ryerson University, came before we got the latest jobs numbers from Statistics Canada, which showed the economy shed 46,000 jobs in December. As has been the case for a while now, the number of unemployed — especially those in the 15 to 24 age bracket remained stubbornly high.

Wise wasn't saying kids nowadays are lazy.

Instead, he's suggesting they want to work for themselves, not for somebody else. They want to be self-employed.

DO IT YOURSELF "Amongst Millennials there seems to have been this paradigm shift where less students are looking for the credentials leading to a full time job and more students are looking for the knowledge, skills and experience they need to start their own businesses," says Wise.

The concept is appealing. It turns responsibility on its head. Instead of the economy having to create jobs for young people, young people use their sparkle and drive to create jobs for the economy.

It is the New Canadian Dream. Rather than walking into the jungle at 17 and finding a diamond mine like Uncle Ben in Death of a Salesman, today's 17-year-old Canadian walks into Waterloo and invents a million-dollar app.

The model certainly fits with the modern business-driven ethic celebrated by right-of-centre governments and the business press. But you don't have to be right-of-centre to benefit if Wise's "paradigm shift" is a success. Self-employment makes up about 16 per cent of all jobs in Canada.

And people whose self-employment ventures grow eventually become employers themselves, employers who provide half of all Canadian jobs.

HARSH REALITY Every business journalist has done at least one enthusiastic story about youthful start-ups and successful entrepreneurs. The CBC show Venture used to specialize in the genre. And while there are many anecdotal success stories, the reality is harsher.

Herbert Schuetze is an economist at the University of Victoria who studies self-employment, and while he too celebrates its successes, he knows there is a downside.

"A lot of self-employment that we see going on in Canada is sort of employment of last resort," says Schuetze, "I can't find a job and so I strap a lawn mower to my pickup truck and now I'm doing lawn services."

That's exactly where Mike Jamieson fits into the equation. Jamieson went to college to become a municipal firefighter, a great job with a high wages and good benefits. But two years after completing his Seneca College course, he has yet to find a real job.

This autumn he strapped a ladder onto his car and set up a Facebook site called TroughGuys that does various handyman jobs outside the home. When the ice storm hit he went out and bought a chain saw.

"The ice storm ruined a lot of trees in the city. It's kinda sad. But it's given me a lot of business," says Jamieson.

Of course he only earns a small fraction of what he'd get in his "dream job" as a fire-fighter. That's why such jobs are called "employment of last resort."

"but it pays the rent and puts food on the table."

In fact, Canadian statistics over the last several decades confirm that as the economy weakens, self-employment grows. The author of the Statistics Canada report Self-employment in the downturn Sébastien LaRochelle-Côté says the data is incomplete, but it appears that the people who are successful at starting new businesses are men over 55. Those are also the people who are also more likely to create jobs for others.

LaRochelle-Côté says it does not appear they are starting the new businesses because they are being pushed into it by job loss. Instead they often leave a good job to start a dream project. They are pulled.

EXPERIENCE PAYS OFF That's the story of Toronto's David Himel, who five years ago started Himel Brothers Leather. There are no brothers, but he sells his high-end leather coats in New York and Tokyo and employs four full-time workers.

One of the secrets of Himel's success, beside years of experience, is that over half a lifetime he had accumulated his own capital, something young entrepreneurs just can't manage.

Nancy Schaefer is president of Youth Employment Services, a non-profit charity founded decades ago by the Rotary Club with the happy acronym YES. Having seen youth employment close up she is suspicious of the new Canadian Dream.

YES runs a variety of programs to help young unemployed people create their own jobs but she says their motivation is quite different from Himel's.

"We have definitely seen a trend towards people having to become self-employed because they have no other option,"says Schaefer.

"There is definitely a trend toward that out of necessity, not out of passion."

YES teaches young people how to do a business plan, but the majority come across a serious stumbling block. While interest rates remain low with the stated intention of stimulating business investment, aspiring young capitalists just can't get access to that cash.

"It's highly unsuccessful, it is highly unlikely the bank will provide start-up capital for a new business," says Schaefer.

She insists that if we want want the"paradigm shift" of youth self-employment to work, that is the thing that has to change.

"Let's help these young entrepreneurs. Let's help people who want to be self-employed and are willing to take that route," says Schaefer.

"I'm all in favour of leadership by the federal government and large corporations to loosen up the money and help this sector of young people."
