Budget 2017: The Devil in the Detail By Independent Financial Advisor Rob Weale from Colwall
M
uch has been made of the Spring Budget delivered by the Right Honourable Philip Hammond - the hike in NI contributions for the self-employed which was swiftly reversed, the cut in tax-free dividend, the reduction in pension contributions post-drawdown. One of the least reported elements, buried deep in the budget documentation is the exponential hike in probate fees set to come this May. These fees are now to be classed as a ‘tax’ in the national accounts, some might say a ‘death-tax by stealth’? Under the current system families pay the government a set £215 fee, or £155 if they apply through a solicitor, to get legal authority to distribute the deceased’s estate, known as probate. However come May these fees are set to rocket to anywhere from £300 to £20,000 depending on the size of the estate being administered. The Numbers Under the new system, there will be no fee for estates under £50,000 which is a big improvement on the current £5,000 limit. After that it is £300 for estates worth up to £300,000; £1,000 for estates worth between £300,000 and £500,000; £4,000 for estates worth more than £500,000 and up to £1 million; £8,000 for estates worth more than £1m up to £1.6m; £12,000 for estates worth between £1.6m and £2m; and £20,000 for estates worth more than £2m. The Problem? ‘Where is the problem, surely it’s fairer?’ I hear some of you cry. 42% of estates are worth over £50,000 so there is an immediate hike of 40% in fees, but given house prices are at an all-time

high, investments are riding the crest of a wave and with pension freedom ramifications, many estates will suffer substantial increases. More to the point, these fees have to be paid up front. This means relatives could be left in a catch-22 situation where they do not have enough cash to pay the probate fees until they inherit the property, but they cannot sell it until probate has been paid. The Solution Some solicitors will pay the probate fees for you on account, however I think this is unlikely given the level of fees required and the time it takes for pay back. Another option is a short term loan but these are expensive, not everybody is eligible and they carry their own inherent risks. Finally, seek independent financial advice as part of a bigger review of your estate. As well as helping to mitigate inheritance tax, the use of life assurance and trusts can help mitigate the probate fee ‘tax’, thus ensuring your estate is administered smoothly and efficiently without delay and without causing extra pressures on those you were looking to benefit after you have gone. Death and tax cannot be avoided, but tax can be mitigated.

When they meet, it is love at first sight. But Greg’s wife Kate is less than thrilled by the clever and coquettish canine who jumps, slobbers, sits on her couch, and takes Greg’s attention away from his marriage. Performances take place on 1st, 2nd and 3rd June at 7.30pm and will be followed by a delicious meal in the company of the cast and crew. 5. bee friendly planting day There’s a Bee Friendly Planting Day at Colwall Allotments this May, to help you learn more about wildlife friendly planting. Andrew Spray, one of the bee keepers who looks after the Colwall Orchard Group bee hives, will be there to answer any questions. There will also be a specialist pollinatorfriendly plant sale with lots of advice about what to plant in what situation, especially if you’d like to do a bit more than sow a packet of annual flower seeds. BOOK: ON THE ROAD TO DISCOVERY A new book has been published which will help to raise money for Marie Curie Cancer Care. ‘On the Road to Discovery’ has been written by Bonni Sinclair and is an autobiographical account of her travels. Bonni set off on a round the world adventure, which included working as a jungle guide and a fruit farmer. From Australia to the United States and Central America, Bonni spent a total of 14 years travelling the world. Now living near Ledbury, Bonni has been diagnosed with cancer and has decided to donate all the proceeds from the book to Marie Curie Cancer Care as a way of saying thank you to the charity’s nurses in Ledbury who have cared for her. well dressing A record number of springs, spouts and troughs will be decorated as more people than ever get involved in this popular event. ‘The Tree of Life’ is the theme for this year’s festival which takes place over the early May bank holiday weekend. Run by Malvern Spa Association, well dressing around the hills has been running every year since 2000 and this year more than 45 sites will be celebrated with colourful displays. This year’s theme was chosen to celebrate the life of Lionel Shorestone who single-handedly organised the event for eight years and who sadly passed away last year. There’s a new trophy for children’s entries called The Shorestone Trophy and Lionel will also be commemorated in a special token which can be found at each well, giving visitors plenty of fun as they search for them all. After dressing work takes place on Friday, the decorations remain in place for the following week. A judging team from Malvern Spa Association then tours all of the entries on the Saturday with the winners competing for gold, silver and bronze rosettes. Once again there will be a People’s Award which is an easy way to join in. Last year hundreds of votes were received via text and messages on facebook. Throughout the bank holiday weekend, there will be a plethora of activities including minibus trips and water blessings by different faith groups. This year also marks the 150 year anniversary of the death of Dr James Wilson MD, founder of Malvern’s water cure. Wilson’s Memorial on Abbey Road will be decorated to commemorate the anniversary.

This will be the sixth festival for Rick Banbury. Here he explains how he got involved and what he enjoys about it. “I got into this because a friend said ‘This is something you’d like to do’ and so the first year we dressed a bench under a chestnut tree in Great Malvern. After that I began dressing the Eye Well which is on the hills behind Holy Well. While some of the ladies make magnificent things I’m afraid I haven’t really got the hang of decorating. Previously I have made a willow lady and I did also create a display around an old wicker chair. Last year I hung an awful lot of ribbons on a line above the well which looked lovely when blowing in the wind. That’s the beauty of well dressing – whatever your skills you can have a go and do what you want. I haven’t got a clue what decorations to produce for my well at this year’s festival – I shall keep thinking and in the meantime I’ll buy some plywood and get my jig saw ready. What I love about the festival is that it’s a way to say ‘thank you’ to the hills. It enables us to say ‘thank you’ to this fabulous place we live in.” DATES Decorated wells can be viewed between Saturday 29th April to Thursday 4th May. colwall requiem for aleppo This April, the community comes together in Colwall to perform a new piece of music for the first time. Colwall Requiem for Aleppo has been written by Liz Johnson, a composer who lives in the village. Here, Liz tells us more about the music and the inspiration behind it. Every year around Good Friday, the choir at St James’ Church in Colwall give a performance. My husband, who is their conductor, suggested asking me to write something – which they did! That’s how it started. Last September the news was full of the destruction of Aleppo and I felt strongly about what was happening to the people living there as well as those trying to flee. Amidst all the horror was a lot of negativity around refugees. I wondered what could be done to have any kind of impact and decided that although we can’t solve the problem, we can raise the issue of how refugees are treated. The augmented church choir will be joined by children from Colwall Primary School for the performance. We have a group of teenage
instrumentalists who are exploring music from the Arabic tradition and will be part of the performance. We will also be joined by Adam Römer, a talented viola player who is section leader with the City of Birmingham Symphony Orchestra. The final element of the performance will be to forge a link with refugees who are living here in Herefordshire. Although this is still in the early stages, we hope to be able to reflect their experiences in the performance – what they have lost and left behind, what their hopes are for the future and what they bring to our community. Colwall Requiem for Aleppo is performed at St James’ Church in Colwall on Sunday April 2nd at 4pm. Entry is free although there will be a retiring collection for charity. cradley players The Yellow Brick Road in Cradley This stage adaption of the famous MGM Musical film features all the well known songs, including Over the Rainbow, Ding Dong the Witch is Dead, Follow the Yellow Brick Road and many more. It also features the loveable characters audiences know from the film. Bill Chadney is the Scarecrow, Russ Shalofsky the Tin Man and Cress Dunnett the Cowardly Lion. Jude Sanderson joins us from Malvern Theatre Players to play Dorothy while David Creed-Newton is the Wiz himself and Judi the Wicked Witch of the West. Sandra Dudley is the Good Witch, Poppy Stanley plays Aunt Em and Tom van Vuren takes on roles as the General and the Coroner. Lucy Eastham is the Munchkin Mayor, Adam Dudley plays both the Munchkin Farmer and Tibia the Witch’s sidekick, while Ellie Henry, Emma Dudley and Vicki Merker are witches, ghosts and Jitterbugs. colwall folk A new booklet published by the Colwall Village Society tells the stories of the many people who have shaped life in Colwall or added to its heritage. The book’s editor Michael Milne tells us more. What prompted the idea? Reading the 14th century poem Piers Plowman by William Langland revealed that Colwall contained ‘A fair feeld ful of folk’ and I was keen to find out more. The name of the book, Colwall Folk, was suggested by these words in the poem. The Society’s archives already contained many relevant documents and these gave me a good place to start. What stories are there in the book? For a relatively small country village, it was amazing to discover what talented people had lived in Colwall over the centuries. They include the dominant Colwall family the Ballards plus war heroes, a light railway builder,
an international artist, poets of worldwide repute, vicars, shopkeepers, sport personalities of international renown, headmasters, a famous composer, a top class theatre director, a war cartoonist and many others. William Langland takes pride of place in being the first person to be discussed in the book. His very long medieval poem, Piers Plowman, ranks along with Chaucer’s Tales as one of the greatest works of English Literature written in the Middle Ages. Why are books like this popular? Starting with the Society’s history and water maps, and then the books Discover Colwall and Bygone Colwall, we have realised that not only villagers but tourists and many others thoroughly enjoy learning more about the facts - however small - that make up Colwall’s history. In addition, the publications are modestly priced, pocket size and easy to navigate and read. Colwall Folk will be launched at an event at the Colwall Park Hotel on Saturday 22nd April at 11am. Copies will be available to buy at Colwall Post Office.

colwall cricket Colwall Cricket Club is looking forward to another successful season with plenty of games to come and watch at its beautiful ground in the heart of the village.
T
he season officially starts on Saturday 22nd April but there’s plenty of work to do before then. The club holds a Cricket Workforce Day at the start of the month, when the ground is spruced up before the season begins. ‘There’s plenty of cleaning, painting and other maintenance work to do’ says Kim Berry, the club’s chairman, ‘and you are very welcome to turn up on either 1st or 2nd April to help out.’ The club relies on its many volunteers to coach its teams and keep the pavilion and the ground running. One of the big successes is its junior coaching which takes place on a Friday night. ‘We expect in excess of 120 children this season’ says Kim. ‘We split them into teams from under-9s through to under-19s and I’m pleased to say that this year we will have a couple of girls’ teams.’ There are four senior sides playing on a Saturday
with two in the Worcestershire League and two in the Herefordshire League. There’s a Sunday side playing in the National Village Cup and on Tuesdays the Colwall League of Gentlemen, otherwise known as the CLOGS, play social cricket. The ground regularly hosts minor counties matches, which offers a chance to see some top class cricket, the first of these games takes place at Colwall on Sunday 1st July. ‘We’d love to see more people come down to enjoy the many matches taking place’ says Kim. ‘Last season we were runners up in the Worcestershire County League and our Third 11 won the 20-20 Marches League Cup as well as various successes for our Junior teams. ledbury university of third age The University of the Third Age (U3A) is a unique and exciting organisation which provides through its U3As life-enhancing and life-changing opportunities. Retired and semi-retired people come together and learn together not for qualifications but for its own reward and sheer joy of discovery. Members share their skills and life experiences.

he U3A has been in existence in the UK for over 35 years and now numbers over 1000 independent U3As. Ledbury & District U3A was formed in 2004 and currently has over 450 members. Our monthly general meetings are held at the Community Centre, Ledbury on the third Thursday of every month with the exception of August. Eight of the monthly meetings have visiting Speakers who give talks on a variety of different subjects. Over 40 Groups that meet at various venues include Art, a Garden Group, Book Groups,
Classic Book Groups, Creative Writing, Bridge, Classical Music, French Conversation, Science & Technology, 3 Walking Groups, German Conversation, Handbell Ringing, Local History, Latin, Philosophy, Play Reading, Opera, Needlework, a Recorder Consort, Rummikub, Poetry, a discussion group called Future Issues, a Shakespeare Group and a French Book Group to name but a few. A Jazz Group is one of the latest ventures. We are always open to starting new groups if there is enough interest. Outings to places of interest are organised, an example of which is an outing to the Royal Mint booked for September. The annual membership fee is £9 for a single member or £15 for a couple. irish fruit cake 6” round cake tin - lined with baking paper In a saucepan put: 6oz/175g Butter 4oz/100g Granulated sugar 12oz/350g mixed dried fruit 1 Tablespoon Marmalade 1 tea cup/ 200ml Milk
1/2 teaspoon almond essence
Melt slowly until fruit swells, but take care NEVER BOIL. Stir well and allow to cool.
Stir well and put in a pre heated oven at 150˚C for 2 hours.
Now add:
Check at 1 hour 45 and test with a skewer, when baked take out and let cool IN THE TIN.
8oz/225g plain flour 1/2 teaspoon mixed spice
Simply sprinkle with granulated sugar or for high days and holidays cover top with marzipan and decorate...with mini eggs for Easter...

green fingers At Caves Folly Nursery in Colwall, Bridget is gearing up for a busy spring. ‘Fasten your seat belts’ – it’s time for the gardener’s race against nature! April and May are the most beautiful months in the garden. All the new growth is vibrant and luxurious as buds emerge from even the most dead looking twigs. We are very busy on the nursery at this time of year, as well as having to prepare for the Malvern Garden Festival 11th-14th May. This will be our 36th year exhibiting at the festival. The RHS and the Three Counties Agricultural Society have created a flower show suitable for all types of gardeners, creating the opportunity for visitors to view wonderful gardens and purchase plants from lots of small specialist nurseries. The theme at the show this year is inspired by Malvern’s history as a Spa town. There is a new look to the show with lots of exciting things going on. Back in our gardens at home there is a lot to do. Ornamental garden Perennials such as Lavandula, Gaura, Verbena and Penstemon need pruning to the base in April. Prune early spring shrubs such as Forsythis and Chaenomeles when they have flowered. It’s also fime to finish dividing and replanting herbaceous perennials. Clip or hard-prune evergreen shrubs and hedges. Trim shrubs such as Hebes to the base or give them some shape. Direct sow annuals such as sunflowers, cornflowers, pot marigolds, cosmos. Don’t forget to hoe and weed regularly and add some fertilizer.
Kitchen Garden In early April you can sow tomatoes, cucumber, celery, courgette, marrows, squash and celeriac indoors. Sow leeks and brassicas in seedbeds or modules for transplanting later. You can plant second early potatoes in early April and main crop at the end of the month. The sun has some power to it now so watch plants on windowsills or in a greenhouse don’t dry out. Water each morning if sunny. Sow runner beans, French beans and sweetcorn outside in May. Plant out tomatoes ,courgette and squash towards the end of May. Sow lettuce, mixed salads, radish and spinach in short rows. Do this every 4-6 weeks to have continuous cropping. Once again, be sure to hoe and weed regularly and add fertilizer if necessary. The garden at Caves Folly is open for the NGS on Sunday 4th June from 2-5pm, we’ll also be serving homemade teas. Admission is £3 with children coming in for free. You’ll find us at the bottom of Evendine Lane on Colwall Green.

waiting for god A comedy by Michael Aitkens Directed by David Grindley Starring Roy Hudd and Nichola McAuliffe Roy Hudd (The News Huddlines) and Nichola McAuliffe (Surgical Spirit) star in this premiere stage production of the BAFTA Best Comedy Series nominated Waiting For God, which delighted TV audiences across several BBC series in the 1990s. This all-new script is penned by the sitcom’s creator Michael Aitkens, and directed by Tony Award winner David Grindley. The cast of nine is led by Hudd and McAuliffe, brilliant performers who have each won best performance accolades in the prestigious Olivier Awards. All the favourite characters from the original series are reimagined for 2017, facing the challenges that come with growing old disgracefully in the era of the silver surfer. At Bayview Retirement Home, battle-axe extraordinaire Diana Trent conspires with new resident Tom Ballard to give the conniving manager his comeuppance through a hilarious conspiracy with unexpectedly heart-warming results.
