Purpose of this document This discussion paper forms part of the Issues and Options consultation for the Local Plan (Part 2). The Council is seeking your views on the initial catalogue of sites submitted during the ‘Call for Sites’, and we welcome comments on how we should identify sites and allocate land uses in order to meet the Borough’s future development needs. This consultation is intended to stimulate discussion amongst residents, parish councils, landowners, developers and all other stakeholders

The Allerdale Local Plan (Part 2) constitutes the Site Allocations DPD for the area of the Borough that lies outside of the Lake District National Park. It allocates sites for a range of different uses such as housing, employment, open space and nature conservation having regard to the settlement hierarchy, the future role and function of each settlement/tier and the level of housing and employment growth identified in the Strategic Policies of the Local Plan. Furthermore, the process reviews the development boundaries of the towns and villages within the settlement hierarchy.

The Plan contains the Council's main collection of planning policy documents outlining the growth and spatial strategy for the local area and planning policies for

Explain the context for the development of the Site Allocations DPD The Allerdale Local Plan (Part 1) contains the Council’s strategy and planning policies for the use and development of land up to 2029. These are now set and are not the subject of this consultation. The context is set out in chapter 3 and 4. Explain the basis for the distribution of growth in the Local Service Centres The majority of the strategic development decisions have been addressed in Local Plan (Part 1). The Allerdale Local Plan (Part 1) sets

a target of 5,471 dwellings to be delivered over up to 2029. The Plan also sets the number of homes for Workington and each of the main towns in Allerdale. Many other issues have been devolved down to Local Plan (Part 2), such as how the level of housing growth assigned to the Local Service Centre tier within Allerdale Local Plan (Part 1) should be distributed between the eleven settlements within it. This is set out within chapter 5. Provide a catalogue of all sites submitted during the ‘Call for Sites’

We have mapped all the sites submitted to us during the ‘Call for Sites’. No assessment as to the suitability of sites or the fit with the Local Plan strategy have been made.

This group of sites will form the basis for the development of the Site Allocation Preferred Options. These sites are mapped by settlement in section 2. We welcome your comments on key questions listed throughout this document.

What is a Local Plan Site Allocation DPD Issues and Options Discussion Paper?

The Site Allocations DPD Issues and Options Discussion Paper builds on the Discussion Paper published in Autumn 2013 and should be read in conjunction with the Local Plan (Part 1), the Site Assessment Methodology and the accompanying Sustainability Appraisal. What Happens Next? The consultation responses received in connection with this Issues and Options Discussion Paper will help inform the Site Allocations DPD Preferred Options which will identify the sites needed to deliver the Local Plan. We will consider carefully all representations received and develop a preferred approach. The preferred approach will be subject to a further round of public consultation in summer 2015. This stage will set out the Preferred Sites and Options to deliver the aims and objectives of the Allerdale Local Plan. This document will also explain why certain sites and land uses have been selected and others rejected.

How will sites be selected? The sites included within the Issues and Options Discussion Paper are not being promoted by the Council and are for discussion only at this stage. No analysis or ranking has been carried out. Sites will be assessed in accordance with the Site Assessment Methodology document that is published alongside this paper. The Methodology Paper ensures that the assessment of potential sites and land is transparent and decisions are clearly justified. A key aim of the process is to ensure sites contribute to achieving sustainability objectives, offer the most benefit to the community and minimise any adverse impacts on the built and natural environment. The process of site assessment considers consistency with the Local Plan strategy, physical constraints as well as economic, social and environmental impacts. The Sustainability Appraisal has also been fully integrated into the process. Site Assessment Methodology was consulted on in 2013 and the published document provides a detailed description of how sites will be assessed,

Submitting Additional Sites We had a great response to our 2013 ‘Call for Sites’ and received over 350 responses. The sites submitted so far would deliver well in excess of Allerdale’s development needs up to 2029. However, we would like to hear from you at the earliest opportunity if you wish us to consider a additional sites, within the Borough for allocation or protection. Sites need not necessarily be in your ownership and could be allocated for a wide range of uses. For each site being put forward a ’Call for Sites Submission Form’ should be completed and must be accompanied by a map showing a clear site boundary. Allerdale Local Plan (Part 1) - Context for Site Allocations

The Site Allocations DPD constitutes Part 2 of the replacement Allerdale Local Plan. It follows on from The Local Plan (Part 1) which sets out the Strategic and Development Management Policies DPD. The Local Plan (Part 1) sets out the framework for Site Allocations by: · Identifying the settlement hierarchy for the

A broad range of uses such as housing, employment, open space and nature conservation will be considered. 2. No settlement boundaries will be identified for Infilling/Rounding Off Villages. 3. Reviewing existing employment allocations and considering potential de-allocation. Allerdale Local Plan (Part 1) - Where will housing development go?

The Allerdale Local Plan (Part 1) sets a target of 5,471 dwellings to be delivered over the Plan period 2011-2029. This figure includes completions and commitments since 2011. Policy S3 sets out the settlement hierarchy and details the distribution of housing growth between the five tiers and settlements. The proportion split is identified illustrated in Table 1, in addition to indicative numbers of houses Tier

for each tier. The table illustrates that, in combination, 4,049 homes will be directed to the main towns in Allerdale. Furthermore, it shows that the eleven individual settlements that comprise the Local Service Centre tier need be deliver up 1,094 dwellings over the Plan period.

Establishing the baseline for the distribution of housing growth between the local service centres As mentioned in the previous section one of the key roles of the Site Allocations DPD is to identify sites for allocation and/or designation for the top three settlement tiers. The Local Plan (Part 1) has provided the growth levels for the Principal and Key Service Centres, it also provided an overall level of growth for the bottom tiers. The Site Allocations DPD must provide the appropriate level of growth for each of the Local Service Centre, therefore this consultation includes a discussion of the method that the Council has adopted to ensure sustainable development and delivery of the Local Plan. It is proposed that the starting point for the distribution of housing growth between the settlements within the Local Service Centre tier is settlement size. From the 2011 Census it is possible to identify the number of dwellings within each settlement. The Council considers this to be the most appropriate indicator of settlement size. Using the number of existing dwellings within

Further options and considerations for the distribution of housing growth between settlements Policy S3 of the Allerdale Local Plan (Part 1) also lists a number of considerations that are to be taken into account when distributing housing growth between individual settlements in the Local Service Centre tier. Some of these considerations have implications for the final distribution of housing growth between individual settlements in this tier. The availability and deliverability of land within individual settlements is a principal factor in the distribution of growth across the Local Service Centre tier. The Council must be able to demonstrate that allocated housing sites meet the tests set out in the National Planning Policy Framework. Downward adjustments may need to be made in circumstances where not enough land has been put forward for development to meet the notion housing targets set out in Table 2 and/or where it is proven that it is not economically viable to develop.

There are two options for dealing with these scenario. The first is to re-allocate any unmet growth to other Local Service Centres which have both the capacity and available land to accommodate it. The second option is to reallocate it to the nearest Principal/Key Service Centre. Q2. Summary and next steps The Local Plan (Part 1) includes an indicative table of the completions and commitments for all the settlement tiers. This has been included for information in Appendix 1. It is important to note that these figures will be updated in future consultation documents to take account of more recent developments and planning approvals and therefore, may be subject to change.

This chapter of the Issues and Options Discussion paper provides an overview of the proposed approach to distributing the housing growth identified in the Allerdale Local Plan (Part 1) between the Local Service Centres. It raises some key issues and questions in relation to this process on which we are seeking comments from residents, parish councils, landowners, developers and stakeholders. Chapter 3 of this paper has details of how to submit your comments to inform the next stage of the Local Plan.

The ‘Call for Sites’ received over 350 responses with a substantial number of sites submitted for development and protection throughout Allerdale. This second half of this Issues and Options Discussion Paper contains a catalogue of all the sites, together with key questions that we would like you to consider and comment on.

It is important to note that these sites are displayed as submitted and are not endorsed for development by the Council. The Council has not carried out any analysis or consideration of the suitability for development/protection.

Housing Commitments- In order to provide an indicative level of current housing commitments, the maps show all sites with planning permission for residential development. A size threshold of 5 units has been applied. When developing the Preferred Options a full and up-to-date coverage will be used.

Furthermore, it is clear that the sites submitted are well in excess of that which is required to deliver the needs and aspirations of Allerdale as set out in the strategy and policies of the Local Plan. Maps have been produced for each of the settlements identified in the Allerdale Local Plan Settlement Hierarchy. Settlements are first sorted by tiers of the hierarchy, and then alphabetically. Call for Sites - All sites submitted during the 2013 ‘Call for Sites’. They are displayed based on the preferred land use as suggested by the applicant. A ‘mixed use’ class has been used where the supplicant suggested several potential uses.

Open Space Protection and Greens- Open Space Protection and Greens are shown to give an indication of the number and scale of these designations. The Open Space Protection will be updated during the Site Allocations process and will take into account the latest Open Space Study. Employment Sites - Current employment allocations are shown as an indication of the number and scale. This layer will be subject of

Principal Service Centre Workington (including Harrington, Seaton, Siddick and Stainburn) Call for Sites

The Allerdale Local Plan Policy S3 Spatial Strategy and Growth sets the framework for development across the Plan Area, outlining the approach to the scale, location and distribution of growth. The defined settlements within the hierarchy of the Plan Area serve different roles. These roles have been identified though an assessment of their individual characteristics and functional relationships with their surrounding area. Workington will be the focus for major new development in Allerdale. This top-level of the tier will support significant housing growth often delivered in large sites. Approximately 35% of the housing growth will be directed to Workington, as the Principal Centre it will have the widest range of services in terms of public transport, employment, retail, education and leisure facilities.

The Allerdale Local Plan Policy S3 Spatial Strategy and Growth sets the framework for development across the Plan Area, outlining the approach to the scale, location and distribution of growth. The defined settlements within the hierarchy of the Plan Area serve different roles. These roles have been identified though an assessment of their individual characteristics and functional relationships with their surrounding area. The Plan states the Key Service Centres will; Offer a wide range of services and function as service centres for a wider rural hinterland. Housing growth will often be large scale, dependent on the attributes of the centre; delivery will often be in large to medium sites. In combination the Key Service Centres (KSCs) will receive approximately 39% of the housing growth. These settlements have the ability to serve day-to-day needs of local and surrounding residents and offer a varied range of employment land to meet the needs of local and regional businesses. ’

The defined settlements within the hierarchy of the Plan Area serve different roles. These roles have been identified though an assessment of their individual characteristics and functional relationships with their surrounding area. The Plan states the Local Service Centres will accommodate a smaller scale of housing development that will help contribute towards maintaining the vitality of the settlement. In combination the Local Service Centres (LSCs) will receive up to 20% of the housing growth. Chapter 5 of this Paper sets out the Councils approach to the distribution of growth between the LSC settlements. In addition a small level of employment land may be required to meet local needs for small flexible premises and shared facility units such as workhubs.

Limited Growth Villages

The Allerdale Local Plan Policy S3 Spatial Strategy and Growth sets the framework for development across the Plan Area, outlining the approach to the scale, location and distribution of growth. The defined settlements within the hierarchy of the Plan Area serve different roles. These roles have been identified though an assessment of their individual characteristics and functional relationships with their surrounding area. The Plan states that in the Limited Growth Villages a limited level of development will be supported in order to help retain the vitality of these communities. New housing and employment will be restricted to smallscale development within the designated settlement boundary. The Council is not intending to allocate land at this level of the settlement hierarchy. Settlement boundaries will be revised to ensure appropriate growth is taken forward in each of the Limited Growth Villages. Rural and Community services will be protected and enhanced, while employment opportunities will be small scale to meet appropriate needs while alternative provision such as live work units and small hubs will be encouraged. Rural Villages (Limited Growth and Infill/Rounding Off) will receive a share of up to 6% of the housing growth.

Infill / Rounding Off Villages

The Allerdale Local Plan Policy S3 Spatial Strategy and Growth sets the framework for development across the Plan Area, outlining the approach to the scale, location and distribution of growth. The defined settlements within the hierarchy of the Plan Area serve different roles. These roles have been identified though an assessment of their individual characteristics and functional relationships with their surrounding area. The Plan states that in the Infill / Rounding Off Villages very small scale development may be appropriate to respond to local needs and to contribute to the vitality of rural communities. The Council is not intending to allocate land at this level of the settlement hierarchy. For this level of the hierarchy settlement limits will be removed and development will be directed by criteria in Policy S5 for very small scale rounding off and infill plots. These plots are expected to be appropriately sized, unless the proposal is to deliver affordable housing in accordance with Policy S9 (Rural Exception Sites). Rural and Community services will be protected and enhanced, while employment opportunities will be small scale to meet appropriate needs while alternative provision such as live work units and small hubs will be encouraged. Rural Villages (Limited Growth and Infill/Rounding Off) will receive a share of up to 6% of the housing growth.

The sites have not been altered or assessments made as to the suitability or fit with the Plan strategy

·

Allerdale needs to allocate land for development of homes, employment and infrastructure

·

Identifying sites is the best way to protect areas from unplanned development

·

50% of the houses that are needed to meet the Rural Village target up to 2029 have already been built or have permission

·

Only 10% of the land that has been put forward for Rural Villages will be needed for development
