THE ANCHOR OF ALPHA SIGMA TAU
Our Sorority ['ROM 1899 to 1925 the aim of Alpha Sigma Tau was to become naHad it not been for two chapters disbanded by college authorities and two others lo:::ated in colleges that did not grant degrees, this period would have been much shorter. The next period, 1925 to 1940, was spent in the development of national administration: A national trea ury had to be built up , the merr.bers of all chapters made conscious of our nationalization, and all the machinery for national activities had to be worked out. It is unusually gratifying to have brought to a close our rather intensive efforts in this direction. There will always be revi sion and additions to make but with the present ground-work done, the rest will be easy. In the next ten years we hope to expand. Our organization is ready to grow, and there is a big field of colleges wherein we may establi h new chapters. Although we are the third oldest sorority in the Associatio:1 of Education Societies, we are fifth in number of active collegiate chapters. In organization and aims we are surpassed by none and if all of us help, it is certain that we can increase our chapter roll. We must concentrate 0::1. that goal and also try to make each chapter outstanding on its respe:::tive ca mpus in scholarship, quality of members, and accomplishments. It isn't always of merit to be the biggest chapter although >Ye should always have enough members to carry out chapter functions and insure sizeable groups to return each fall. Every Alpha Sigma Tau member has a part to play in the sorority 's progress. For some it will be to write new songs for the national song book and articles for THE ANCHOR; for others it will be to a sist the alumme representatives in organizing new alumnre chapters; still others can help the district presidents organize new collegiate chapters; each member can finish her life membership payment and send a card twice a year to her alumnce representative with news and correct addre s for the semiannual news letter. Henri Frederic Arnie! , a swiss scholar and writer, said: " It is a toni bing how all of us are generally cumbered up with the thousand and one hindrances and duties which are not such, but which nevertheless wind us about with their spider threads and fetter the movement of our wings. It is the lack of order which makes us slaves; the con fusion of today di count the freedom of tomorrow. " We have developed a strong organization ; our ability to expand can be likened to wings. Let's not fetter them by pider webs of delay and disorder.

HE national president of Alpha Sigma Tau presents for your consideration the fourth annual report of the central office and a general report of the orority's activities for the school year 1939-40.

CENTRAL OFFICE ACTIVITIES W. STAEHLE- National President Prepared the petition book to ubmit to the National Panhellenic Congress. Attended the conference of the Association of Education Sororities held at White Sulphur Springs, West Virginia. Was asked before the conference to prepare a memorial service for the late Ada A. Norton of Alpha Sigma Tau, who has served several years as our officer in the Association of Education Sororities. Was also asked to prepare a set of recommendation s for the improvement of local Panhellenics. The recommendations were adopted. Was appointed on an Association of Education Sororities committee to help prepare the Panhellenic Handbook. Planned a new type of bookkeeping to be used by collegiate chapter treasurers and had new sheets printed for receipts, disbursements, and individual members' accounts as well as a new bill form. Planned and had printed record cards to be used by collegiate chapter secretaries. Had cards printed for alumn<e representatives' records, alumn re chapter cards for notification of meetings, and life membership notification cards. In stalled Phi chapter at Hammond, Louisiana, February 17 , 1940. Install ed with Mrs. McNeill 's assistance Chi chapter at Shepherdstown , West Virginia, May 25, 1940. Installed with Mi ss Man sell 's assistance Beta chapter at Mt. Pleasant, Michigan, June 8, 1940. Prepared the material requested for our section in 1940 edition of Bai1路d' s M anual. Planned and had printed invitation cards to be used by collegiate chapters. Revised the Pledge Manual. Sent six central office bulletins, a total of 40 pages. These were sent to national board members, faculty advisers, alumn<e representatives and to every officer and three chairmen in the collegiate and alumn<e chapters making a mailing list of 32 5 people. Sent letters 9f notification concerning the three new chapters to all chapters and officers. CARRIE

Sent four hektographed and one mimeographed letter to national board, a total of 14 pages. Sent one hektographed and one typed letter to alumnre representatives, three pages in all. Sent two fo rm letters to the Association of Education Sororities officers concerning the installation of our new chapters. Made a new six-page form for collegiate chapters' annual reports and a three-page form for the alumnre chapters' annual reports and sent three sets of each to the respective chapters. Also sent news letters, supplies, and 546 personal letters. Plann ed new stationery for the central office and for alumncc representatives and ordered a new supply for the national board. Made revisions necessary in initiation services for chapters and had new sets mimeographed. Had the amendment made at the convention prin ted and pasted in constitution books. Planned and had mimeographed forms to be used for tabulating tile qualifications of rushees ; also fo rms fo r working out the budgets fo r collegiate chapters. The national presiden t appreciates the splendid work clone by faculty advisers, chapters, national board members, and alumnre representatives. The alumnre representatives have clone outstanding work in checking of directories so that we can shortly issue a perfect directory . Their work also as the connecting officer between the Nat ional Council and chapters is proving to be of especial value. The sorority is indebted to Miss Mary A. Seller, chairman of the Ritual Committee and her committee members : Miss Edna Bottorf, Zeta faculty adviser ; Miss Virginia Herron , Pi alumn re representative ; Miss Evelyn Gramp, Sigma alumna ; Mis Kathleen Kelchner, Rho alumnre representative. Their revision of the collegiate and alumnre chapter initiation services, the designing of the seal, candlesticks, and new robes is of great cultural value to the sorority . Miss Bottorf studied several resources and copied authentic patterns of Grecian dress upon which the committee is bas:ng the new robes. THE DIRECTORY A three-way alumnre directory kept by the central office as follows : The initiation list of each collegiate chapter as copied from the green suede notebooks. The names of new initiates are added each year. The statistical list of the alumnre of each collegiate chapter which is arranged alphabetically by the maiden names. Dates of initiation and graduation, scholarship and sorority examinati on grades, married names deaths, alumnre chapter affiliation, and li fe memberships are recorded. The mailing list arranged alphabetically by chapters gives each member's full name and present address. This is used when sendi n(10 the alumnre representatives' news letters. A chart showing the exact figures fo r each chapter is not being included this time because there are still discrepancies in some lists. The alumnre

representatives have been carefully checking li sts, and before long an accurate report can be submitted. When the lists are once accurate, it wi ll not be difficult to make additions from year to year. EFFICIENCY A calendar is sent out each year from the central office giv ing a chart of the sorority's activities and the dates upon which reports and letters are due. Heretofore the efficiency report has consisted only of the relati onship of chapters to the central office. This year and hereafter the report will al o include the ratings of the chapters as recorded in their relationsh:p with all departments in the sorority. In the following tables, on time counts 2; late, 1 ; and not sent , 0. There are four issues of THE ANCHO~ but chapters are required to send material to three. If, therefore , the required material was sent three times punctually the sco re is 6. Six letters should have been sent to the Central Office making a perfect score of 12. Chapters should remember that if an extension of time is needed, national officers are always willing to grant it and will not count reports late if they are sent as promised. 4. Wrote announcements of the 1940 District Meeting for THE ANCHOR, the Delta and the Zeta News Letters. 5. Made tentative suggestions and plans for the 1940 Second District Meeting to be held at the State Teachers' College at Lock Haven, Pa. 6. Through correspondence, I attempted to organize chapters at Mansfield, Pa. , Albany, N.Y. , and Keene, .H. Mansfield , Pa., declined. Albany, N.Y., and Keene, N.H. not completed. I was advised to postpone further attempts until the fall. 7. Attempted through personal correspondence to organize alumme chapters at Greensburg, Pa., and Smithport, N.Y. ; was unsuccessful ; re.ceived no respon ses. 8. Wrote to Mrs. MacDougall , the four alumnre representatives and the four collegiate chapter president in the second district, for names and addresses of prospects for new chapters. Only the Lambda alumnre representative answered. 9. Sent the monthly letters to the Central Office, and answered all correspondence from this office. 10. Sent telegrams to welcome into our sisterhood and congratulate new chapters at: Hammond, La. , Shepherdstown, W.Va., and Mt. Pleasant, Mich.

FouRTH DI STRICT- Bula Me N eill The Fourth District president was unable to attend the Seventh National Convention but asked Romaine Kanode, Omicron 's alumnre representative to serve in her place, which she kindly did . Continued to contact colleges through correspondence in interest of additional chapters for Alpha Sigma Tau. Attended the Association of Education Sororities meeting held at White Sulphur Springs, November 2-4, 1939. Attended many of the meetings of the Omicron chapter and attended all of its outstanding social events. Entertained the Omicron pledges with an informal tea. Visited and inspected the Beckley and Welch alumnre chapters. Attended all the meetings of the Bluefield alum nee chapter. ent monthly letters to the Central Office and answered all sorority correspondence.

T he biennial meeting of the Council of the Association of Education Sororities was held in White Sulphur Springs, West Virginia, in November. Since it was difficult for me to leave my work at that time, I persuaded Mrs. Staehle to go in my place ; she has given you a report of the meeting. The principal work done concerned the relati ons of N.P.C.-Association of Educat:on Sororities; it was decided by the Association Education Sororitie Coun cil that the petitions should not be presented to :\T .P.C. ; N.P.C. made a de :mite statement limiting their fi eld and further plans were made for a fede ration of all college sororities. Chapters added to the Association of Education Sororities roll during the year are: Pi Kappa Sigma, reinstatement of chapter at Spearfish, South Dakota ; Alpha Sigma Alpha, Southwestern Louisiana In stitute , Lafayette, Louisiana ; Delta Sigma Epsilon , Teachers' College, Hattiesburg, 1ississ'ppi ; and best of all , Alpha Sigma Tau, Sou theastern Loui siana College, Hammond, Louisiana ; Shepherd State Teachers ' College, Shepherd town West Virgini a; reinstatement of Beta chapter at Central tate T eacher ' College, Mt. Pleasant Michigan. I have gone to Ypsilanti and 1t. Plea ant for meetinas with our chapters. I wa especially happy to be pre ent at the in ta llation of our renewed Beta chapter a that wa my own chapter; Mr_. taehle , who in tall d. gave me the privilege of presenting the charter to the group.

THE REPORT OF THE HISTORIAN-CHAPLAI N ELLEN S. MASON The form of the histories, for the collegiate and alumnre chapters, was worked out during the winter, and in the spring detailed directions were sent out to all the historians. To date nine collegiate and nine a lumnre hi tories have been received ; of this number, one collegiate and eight alumnre reports were on time. A few of the chapters sen t hi stories for past years. Notices were sen t to all the collegiate chapters rem inding them when the hi story had not been received ; also, numerous letters were written regarding thi s and material for Banta's Greek Exchange and Frat ernit y M ontlz. The hi stories as they came in were filed and a record kept of the elate of mailing.

The lack of pictures in the magazines cannot but be noticeable. This time it was not a shortage of fund s insofar as more than $100 might have been available for illustrations. The onl y reason that there were not more pictures is that the chapters did not send them in ! Cooperation this year, I regret to say , has been unusually poor. Contributions are accepted fo r the December, March , and June numbers. The October ANCHOR is the annual report i sue. Only five collegiate chapters, nam ely: Delta, Zeta, P i, Zeta Tau and Upsilon, contributed to every is ue of THE ANCHOR. Alpha, T heta, Iota, Lambda, Nu , Omicron , and Rho mi ss~d once. ~ i ?ma contributed on ly once. Phi anci Chi were new ; Chi didn 't ha\路e an opportun ity to send in materia l thi s year; Phi did once and certainly took it! Congratulations! Of the twe:1ty-two alumnre chapters Bluefie ld , Duff2 lo, D ":"\\路er, Em poria , and Flint cont ributed every time. Cleveland, J ohnstown , Philadelphia, St. Louis, Welch, and Ypsilanti contri buted twice. One contribution was received from Durant, Lansing, Little Rock, N orfolk , Willi am sport, and Youngstown. What's become of Ak ron ? Beckl ey? Detroit ? Wichita? Here 's h oping that next year all the colleg iate chapters and most of the alumnre will contribute every t ime !

The plan used for averaging the grades gives 1.000 as a perfect score. * The above averages that are starred are based on only one semester of work either because they were in college but one semester or because they were members for only one semester. The others are based upon a full year of work. Ruth C. Harless had a perfect score for the second semester and had only one I3 in the first semester, thus winning the scholarship ring for this year. Jean Moyer had a perfect score for two terms but had two grades of B in the third term . One of these was in a one semester hour course and one in a two semester hour course making a total of only three semester hours of work for which she received B. Elsie Ellenberger had a perfect score the first semester and then received three grades of B the second semester. Zeta chapter having the highest average of all the chapters will be awarded the cup.
