LEGAL OPINION
Sukardi, S.H. POLEMIC AGAINST PAYING RAPID TEST A. LEGAL FACTS 1. That almost every part of the world is affected by COVID-19 Pandemic. Indonesia first announced positive cases of COVID-19 on March 2 nd 2020, when two people were confirmed to be infected from a Japanese citizen, and a month later, on April 9 th 2020 the pandemic had spread to 34 provinces with Jawa Timur, DKI Jakarta, and Sulawesi Selatan as the most affected provinces; 2. That until August 13 th 2020, Indonesia has reported 132,816 positive cases, second most to Philippines in the Southeast Asia. In terms of death, Indonesia ranks five in Asia with 5,968 deaths. Even so, death tolls are estimated to be much higher than reported, seeing that they did not include death cases with acute COVID-19 symptoms but weren't tested nor confirmed with the virus. Meanwhile, 87,558 people are reported to be recovered and 39,290 people are currently treated; 3. That during the COVID-19 pandemic in Indonesia, the Government has done multiple efforts by making rules, policies, breakthroughs, and tactical moves in health, economy, social community, security, and so on in order to reduce the spread of COVID-19 in Indonesia and to fix the devastating impacts of the COVID-19 pandemic; 4. That one way of the Government's plan to reduce the spread of COVID-19 is by doing massive rapid tests for the public to rapidly detect any potentials of spreading COVID-19 in the community. 5. That initially, rapid tests were done massively without any fees (i.e. free), but after a period of time, the Government started to let hospitals and other health-testing sites to do rapid test with certain prices; 6. That with many parties charging high prices in doing rapid test, it resulted in many protests from the public and therefore the Government set the price ceiling of Rp 150.000,00 for rapid test; 7. That rapid test is used by companies and/or offices to detect spread of COVID-19 between workers. Additionally rapid test is also used as a mandatory requirement for those who want to travel using public transportation outside the urban agglomeration (Jabodetabek) by land, sea, and air WEB alsalcunhas.com

RAPAT PIMPINAN NASIONAL This event was attended by the National Board and leaders from the Local Chapters of ALSA Indonesia. Similar to rapat kerja, this event was held early in the new period 2020-2021 and aimed to approve National Board work programs. It also acted as a forum in taking all important decisions.
SEMINAR AND MUSYAWARAH NASIONAL This was a closing event in ending a series of national events of the current board, as well as ending the administration period 2019-2020. This event also included the election of the new President of National Board ALSA Indonesia. This event was held along with Seminar Nasional.
ALSA CONFERENCE The Annual Conference is an international event where ALSA members gather and participate in developing ALSA towards an impactful studentrun organization. This event provides various occasions to expand more networks and the opportunity in
developing their academic
knowledge and learning more about the legal system of the host country, as well as to engage in academic and cultural sharing.
